Juvenile wife dragged to court

A 16-YEAR-OLD girl of Chinsali has been dragged to court by her husband for malicious damage to property after shefound him with another woman in his office.
The named girl, who barged into her husband’s office on a tip-off that he was with another woman, appeared in the Chinsali Magistrate’s Court yesterday on one count of malicious damage to property.
The juvenile of Makoba Village in Chinsali, pleaded guilty to malicious damage of property worth K1,150.
Particulars of the offence are that the girl, on February 25 this year, in Chinsali, damaged a 14-inch television set, glass panes and dressing table belonging to her husband, James Muwowo.
Appearing before senior resident magistrate Francis Nsokolo, the juvenile testified that on the material day, she visited her husband at his office during working hours.
She demanded to see her husband but he denied her entry.
She testified that she forced her way in and found another woman inside, after which a fight between them ensued.
“We started fighting. The fight resulted into the 14-inch television set, glass panes and a dressing table breaking,” the juvenile said.
Magistrate Nsokolo adjourned the case to March 23, 2016 for continuation of trial.

FAZ heads to the ballot in Kitwe

All is set for the 2016 Elective FAZ Annual General Meeting to be held on Saturday at Moba Hotel in Kitwe.

Incumbent FAZ president Kalusha Bwalya is being challenged by business executive Andrew Kamanga and ex-committee member Henchel Chitembeya for the top position.

Prior to the indaba a stakeholders meeting comprising candidates and their Election Agents will be held on Friday to agree on the ground rules ahead of the elections.

Ex-FAZ president Teddy Mulonga is urging the association’s council to adhere to the constitution as they converge in Kitwe.

“This meeting is critical. We are expecting the FAZ council to conduct business in a dignified manner, it is not cheering as if one is at the stadium,” Mulonga said.

Chisala Mofya, Katongo Cephas, Richard Kazala, Boniface Mwamelo and Pivoty Simwanza are competing for the position of Vice President.

Elsewhere, incumbent treasurer Rixie Mweemba will go unopposed following the disqualification of Nkana’s Alex Chola.

Solwezi UPND Member of Parliament, Dawson Kafwaya says he will re-contest his seat on the PF ticket in the August 11 polls.

Mr. Kafwaya says his decision has been motivated by President Edgar Lungu’s inclusive and quality leadership.

He told the media this morning that the people of North Western province are in support of President Lungu and the PF contrary to assertions that the party is unpopular.

Mr. Kafwaya who is also Local Government and Housing Deputy Minister said President Lungu is determined to develop the region despite NOT getting much support in the January 20, 2015 presidential election.

And Mufumbwe PF MP, Stephen Masumba said he will remain loyal to President Lungu and the PF.

Mr. Masumba said it is shocking that some desperate individuals in the UPND are peddling lies that he is planning to join the opposition party.

He said he is confident that President Lungu will win the August 11 election with support from all provinces including the North-Western region.

Mr. Masumba also implored some PF officials at grassroots level to welcome new members in order to strengthen the party.

The PF has started Primary elections for Copperbelt applicants contesting this year’s polls.

The primary elections are being held for Parliamentary, Mayoral and Local Government aspirants with over 130 applicants being interviewed for the 22 parliamentary seats.

PF Copperbelt Province Chairman Stephen Kainga says all constituencies have today started interviews which will run for three days.

And in Kitwe, 32 people have applied to contest the five parliamentary seats in the city.

A check at various centres where the constituency officials for Nkana,Chimwemwe, Kamfinsa, Wusakile and Kwacha are holding the interviews,found dozens of applicants waiting to be interviewed.

PF Kitwe District Chairman Kelvin Sinyangwe has also disclosed that his office has received 136 applications from those wishing to serve as Councillors in the 28 wards.

He has further disclosed that six people will today be interviewed for the position of Kitwe Mayor.

Geoffrey Bwalya Mwamba has warned Jerabos on the Copperbelt that his party will meet them head-on if they dare disrupt the opposition party’s scheduled meetings in the region.

Mr Mwamba, popularly known as GBM, claimed that the Jerabos, the former illegal miners at Kitwe’s “Black Mountain” who sometimes operate as a vigilante group, have declared the Copperbelt a “no-go zone” for UPND.

But Simeon Kalobo, the leader of the group said even though the group was peaceful, it will not be intimidated by Mr. Mwamba’s threats and intimidation and was ready to meet the UPND to prove Mr. Mwamba that it was not a minority group.

Yesterday, Mr. Mwamba who is UPND vice president for administration, issued a statement that the Jerabos had declared Kitwe a no-go area for the UPND but warned that the group would not manage to foil the party’s programmes because the Jerabos were just a small group of people which the UPND could handle.

He said he was amazed that Mr. Kalobo could be daring the UPND when he was just a leader of a minority group consisting of about 30 members, warning that no one would stop the UPND from visiting the Copperbelt at any time it wished because that was its democratic right.

“It amazes me that Kalobo would be so daring as to threaten the UPND that his group would make Kitwe a no-go area for our party. For now, he probably only commands a small number of followers, maybe 30 and where he gets the authority to block us for carrying out our programmes amazes us.

“Let me make it plain and clear that no man or group shall stop us from carrying out party programmes and campaigns in any part of this country.

“It is our democratic right and we shall exercise it to the fullest without hindrance.

“Mr Kalobo, we shall come to Kitwe and the Copperbelt any time and all the time and we double dare you to carry out your thuggery but be rest assured that we will not sit idle and you will not stand in our way,” Mr. Mwamba warned.

But Mr. Kalobo said Mr. Mwamba’s statement was unfortunate and was only aimed at creating unnecessary agitation on the Copperbelt, adding that the group was not scared of the UPND or Mr. Mwamba himself.

Mr. Kalobo wondered why Mr. Mwamba was bitter with the group and himself in particular because he had been allegedly spreading falsehoods about the group from time to time that it had defected to the ruling Patriotic Front, adding that the Jerabos did not owe anyone an apology for belonging to the PF because it had constitutional rights to do so.

He said the Jerabos were a peaceful group which believed in working hard to sustain its businesses, adding that it was wrong for Mr. Mwamba to provoke a group that had not done anything wrong and that daring the group was “disastrous because it was also equal to the task if provoked’’ as it was not scared of anyone regardless of who they were.

He said people on the Copperbelt knew what the PF government had done for them and that not even machinations by the UPND leadership would change anything ‘‘because the track record is there for all to see that they cannot be trusted’’.

“They are there lying that they will give mining licences to us small-scale miners but the question is: where are they going to get the mines from when they are the same people who sold them?”.

Kafue PF Member of Parliament Obvious Mwaliteta along with his Mpongwe constituency counterpart Gabriel Namulambe have today endorsed the candidature of UPND President Hakainde Hichilema.

At a news conference held at Chainama Hotel in Lusaka, the two MPs said they have decided to work with the UPND because it is now the party of choice.

At the same event, late President Michael Sata’s long serving bodyguard Judge Ngoma also pledged to campaign for the UPND and ensure that Mr Hichilema becomes President.

Mr Ngoma said he has decided to work with the UPND because the ruling PF has allegedly sidelined him.

Mr Mwaliteta has admitted that he does not have a Grade 12 certificate but that he is not bothered as he represents the many Zambians who have no certificates.

And President of the Zambia Redemption Front Keli Walubita Jr dissolved his political party to join the UPND.

People’s Redemption Party president Gerry Sikazwe also dissolved his party to join the UPND.

And a PF Councillor from Petauke Central identified as Kelvin also joined the UPND.

He warned that his endorsement of Mr Hichilema is a strong signal that things are not well in the PF.

And Judge Ngoma said he has decided to work with the UPND in order to liberate the Zambians.

“I want to be part of this change. Zambia is not for PF alone. Zambia belongs to all of us, its Zambia PLC, even my grandchildren are shareholders in this country. PF should not be gong round killing people,” Judge Ngoma said.

Patriotic Front Information Committee Member Sunday Chanda has said that the resignation of Lusaka Province Minister Obbious Mwaliteta, and possible defection to United party for national Development (UPND), is out of frustration caused by his ineligibility to recontest the the Kafue Parliamentary seat because he does not have a Grade 12 certificate.

In a statement released to the media, Mr Chanda said that it was unacceptable that Mr Mwaliteta must vent his annoyance on the PF when he was part of the legislators who passed the 2015 Amended Constitution Bill which was later assented to by Republican President Edgar Chagwa Lungu in line with the promise he made to the Zambian people.

In bidding farewell to Mr Mwaliteta, Mr Chanda said that Mr Mwaliteta still had the opportunity to upgrade on his academics to meet the benchmark set by Zambians of their elected representatives.

MR. OBBIOUS MWALITETA’S INABILITY TO RECONTEST KAFUE CONSTITUENCY SHOULD BE BLAMED ON HIMSELF, NOT PF, HE’S FREE TO GO

Lusaka, Zambia, 13th March 2016 – We find it extremely laughable that former Lusaka Province Minister Hon. Obbious Mwaliteta has opted to defect to the Opposition UPND out of frustration considering that he is barred to recontest the Kafue Parliamentary seat by the amended Constitution of Zambia which prescribes for a minimum Grade 12 certificate or its equivalent.

It is unacceptable that he must vent his annoyance on the PF when he was part of the legislators who passed the 2015 Amended Constitution Bill which was later assented to by Republican President His Excellency Mr Edgar Chagwa Lungu in line with the promise he made to the Zambian people. While his bitterness is misdirected, he is free to go and join the Opposition UPND of Mr Hakainde Hichilema or indeed Rainbow Party of Mr Wynter Kabimba. In bidding farewell to him, it is our earnest belief that unless he is uneducable, Hon Mwaliteta still had the opportunity to upgrade on his academics to meet the benchmark set by Zambians of their elected representatives.

In the days, weeks and months to follow, Zambians will witness the re-birth of the desperate cartel which has gone to bed with UPND. The Cartel, to which UPND belongs, seeks to pin down His Excellency President Edgar Chagwa Lungu’s democratically elected Government. They have continued to vilify President Lungu through their appendages who line up for headlines on a daily basis.

While Mr Hichilema’s desperation led him to render a public apology to the Post Newspaper, Zambians know that President Lungu and PF have taken a principled stance not to betray the people of Zambia by going to bed with the cartel. To this day, Mr Hichilema sees nothing wrong with the DBZ loan and remains conveniently opposed to the Mutembo Nchito Tribunal because that is what expediency demands of him. It does not matter to him that at one point UPND youths clashed with the Police after demonstrating over the suspended DPP Mutembo Nchito. UPND MPs are today made to celebrate the same man they rejected to ratify less than four (4) years ago. Mr Hichilema can no longer talk about the DBZ loan because he has traded principle for expedience.

This is happening because their leader has traded principle for expediency, wrongly believing that the cartel will catapult him into State House. Mr Hichilema does not realize that by being a flip flop, he has injured society, the same society where the mandate to govern is derived from.

Lastly, the political marriage to which UPND now belongs has been created by the Cartel and in the nature and likeness of the Cartel. This is the same Cartel that attempted but failed to usurp the Presidency during and after the demise of late President Michael Sata.

This is the reason why Zambians believe that the UPND leadership of Hakainde Hichilema has defiled itself by sleeping with the Cartel. UPND is now a poisoned chalice. In this regard, we wish Mr Mwaliteta the best of luck with his new found political family.

Let’s Revisit the Grade 12 Certificate Clause, it seems we got it wrong

It is increasingly looking like we have got it wrong with the Grade 12 certificate clause for aspiring local government and parliamentary candidates in our newly amended constitution. First, it was the ruling PF that extended the deadline for the submission of applications for aspiring candidates. Next, the opposition UPND has followed suit.

None of the parties will admit that they face a challenge of finding suitable candidates, particularly in rural constituencies. I think it is time to shed the pretense. Word has it that it is a real challenge for everyone. No doubt, the intention of asking for Grade 12 certificates was well meant, but the practicality of it is turning out to be a nightmare.

I think we worked on false assumptions in making the submission. Firstly, we equated poor performance of the legislature with low education levels, an assumption not backed by any well researched evidence. Secondly, we assumed that we have attained universal twelve year basic education for every eligible person.

We did not reckon with the uneven distribution of educational infrastructure in the country that has promoted urban-bias. Everyone with a certificate of sorts follows the bright lights of the city where they expect to find a job and live the good life.

When Chishimba Kambwili raised the alarm about the discriminatory nature of this clause, his voice was drowned by the chorus of naysayers. Yet, with hind sight, we should admit that we clearly did not seriously think through the implications of what we were asking for.

Our parliamentarians, of course, bear the greatest blame for their failure to analyse and debate the implications of what they were about to adopt. Some of them have since fallen victim to their inability to interrogate the clause. However, I think we collectively as society should share the blame for the quandary we find ourselves in.

What we did, was to essentially surrender to elitism. We blame the ills in the way we govern ourselves to lack of education. In truth, we know that corruption, for instance, is a vice common among the educated and uneducated alike. It is only a matter of degree. The same goes for integrity or its absence.

The lesson from this debacle is that we are not yet ready to demand the grade twelve qualification from our aspiring candidates. Apart from the evident impracticality of the requirement that all political parties are beginning to discover, it is also a moral affront. We are essentially saying the uneducated majority’s duty is to vote for the elites to govern them and have no right to aspire to lead. This is undemocratic and can only widen the already glaring social inequalities in our society.

It is not too late to revisit this clause and amend it appropriately. I am therefore in support of minister Kaingu’s call for a stakeholder meeting to discuss this matter. It is urgent that this be done quickly before parliament is dissolved and without disrupting the work-schedule outlined by the Electoral Commission of Zambia (ECZ).

I know I am inviting the ire of those who believe that only the elites should govern, but it is important to take a principled stand.

Irate residents of Lusaka’s George Compound on Thursday night ran amok and set ablaze a police post in protest after four bodies were discovered in the area with private parts and ears chopped off.
The residents started protesting around 21 Hours, throwing stones at Mwembeshi police post and setting the place on fire.

Police Spokesperson Charity Munganga Chanda confirmed that a GRZ truck and three private vehicles were also burnt down in the process.

“Officers went out in the field to apprehend suspects who had committed a different offence. Then word went round that the suspects in the missing body parts case had been apprehended and were in police custody. So members of the community went to the police demanding that the suspects be released and handled to them so that they deal with them,” Mrs Chanda explained.

He added, “When the officers told the residents that the said suspects were not in custody, they started throwing stones as a result destroying and burning property including the Mwembeshi Community Police Post and three vehicles that were parked there. Amongst the burnt vehicles is a GRZ trucks. More officers were sent to the area to handle the situation.”

Mrs Chanda said members of the community in the area should not resort to rioting but remain calm as the police handle the situation.

“The murder cases will be investigated and the culprits brought to book. The residents are not solving any problem by damaging or setting ablaze the police post but allowing the criminals to operate freely.”

Police in Lusaka Thursday morning picked up four male bodies with missing private parts and ears in George Compound near a place called The Paradise.

Two out of the four have been identified as Alex Zulu and Alias Phiri aged 21 and 18 years respectively both were last seen on 16th March 2016 around 18:00 Hours.

The bodies were discovered by members of the public and had multiple head injuries.
Preliminary investigations indicate that the deceased were dumped in the area after murdered from elsewhere.

The incident is suspected to have happened between 23:00 hours on 16th March and 06:00 hours 17th March 2016.

The bodies are lying at UTH mortuary.

Government has denied media reports that it intends to sell off the debt accrued from the Eurobond to a group of investors also known as vulture funds.

This week, Presidential Adviser Lucky Mulusa told the Post Newspapers that Government has received unsolicited offers from some vulture funds willing to buy off the Eurobond debt at lower interest rates.

But Secretary to the Treasury Fredson Yamba has come to deny the reports saying Government has no plans for any sale of its debt to any investor.

Mr Yamba said the Government is fully committed to the conditions and principles under which the debts were contracted.

He said this means that Government will remain in the international debt market and honour all its obligations as they fall due.

“A testimony to this, is the establishment and operationalisation of the Sinking Fund in the current fiscal year. Government is further, developing a Medium-Term Debt Strategy to ensure that it has a coherent and well-structured way of dealing with debt and its associated risks,” he said.

“In this respect, the assertions by some commentators that this “revelation of offers by Vulture Funds” is a realization by the Zambian government that it was in error to borrower from the commercial capital markets are unfounded and misleading.”

He added, “I wish to reaffirm that borrowing in Zambia is strictly guided by the Loans and Guarantees Authorization Act, Cap 366 of the Laws of Zambia that has set procedures for borrowing and has enshrined authority to borrow on behalf of the Republic in the Minister of Finance. Further, application of such debt has largely been to investment, growth and poverty reduction supporting projects such as those in energy, transport and communications, and social infrastructure namely health and education.”

Mr Yamba said Government is confident that these huge investments will give increased economic activity that in turn gives the country the capacity to repay the debts.

“In this regard, the general public and the international investor community, that has shown confidence in Zambia’s creditworthiness, is assured of Government’s continued commitment to respect the principles under which the debt was issued,” he said.

“The Government also wishes to inform the investor community that it is committed to putting in place a debt strategy that will in a sustainable way support investment in key growth areas such as agriculture, manufacturing, tourism and mining for increased job creation and poverty reduction. The country’s outlook is strong despite the current external and transitory challenges, and we are positive and remain resolute to honoring our debt obligations as they fall due.”

Kabwe District Commissioner Patrick Chishala has become the first senior civil servant to publicly quit his post to join active politics following the directive by President Edgar Lungu for civil servants to choose between politics and the civil service.

Mr Chishala’s decision now clears his way for him for possible adoption for the Kabwe Central constituency seat under the PF.

This sets the stage for a major show down between Mr Chishala, PF lawyer Tutwa Ngulube and the incumbent James Kapyanga.

Mr Chishala announced his resignation during a press briefing which was held at Hindu Hall in Kabwe.
He said his decision to quit the position of Kabwe District Commissioner was arrived at following wide consultation.

Mr. Chishala who has since applied for adoption as Member of Parliament for Kabwe Central constituency on the ruling patriotic front party’s ticket in this year’s general election has pledged to devote his life to a political career working for the people of Kabwe central constituency.

Foreign Affairs Minister Harry Kalaba has defended President Edgar Lungu’s three-day state visit to Mozambique.

Mr Kalaba who is travelling with President Lungu said the Maputo trip is necessary.

He said President Lungu and his delegation are in Mozambique to seek growth opportunities for Zambians.

Mr Kalaba said the Mozambique trip is one such trip that is necessary and beneficial for the country.
“After my return from the constituency in Mansa, I’m now in Mozambique with our president. We are here to seek growth opportunities for our people. As I have always said, these kind of trips are necessary and beneficial for our Country,” he said.

He added, “I’m reminded of the fact that it was the will of God for his children to get out of Egypt and into the promised land, but his people had to do all the walking. It was also God’s will to feed his people while in the desert but he didn’t drop the manna on their tents. His people had to go out to pick the manner for themselves.”

Mr Kalaba said “Our country is headed for prosperity but we have to arise. We have to belabour our hands and leave the comfort of our beds and our president is right in the forefront. He does not only get my thumbs up, he gets my respect and following because one thing my late dad taught me was to follow me who do rattan than talk.”

The First Lady of Zambia Mrs. Esther Lungu has called for protection of human rights of women and girls for them to effectively contribute to sustainable development.

According to the statement released to the media by Zambia’s First Secretary for Press and Public Relations at the UN Mr Chibaula D. Silwamba, the First Lady made the call when she addressed delegates to the 60th Session of the Commission on the Status of Women (CSW60) on Thursday during a high-level meeting titled, “Africa’s Year of Human Rights with a particular focus on the Rights of Women: Opportunities and Challenges” jointly convene by the United Nations’ Office of the Special Adviser on Africa (OSAA) and the UN Office of the High Commissioner for Human Rights (OHCHR).

Mrs. Lungu said the continued neglect to recognize the immense contributions women make to the family unit which remain unsalaried, unquantified and unappreciated must be confronted head-on.

“Land tenure, child marriage, negative cultural practices, work place evils against women, the modern day slavery – that is trafficking in women, sexual exploitation to mention but a few – all require stringent and practical measures in order to expediently zero rate them. We have to adopt some of the football rules like coming up with a Red Card Campaign against these vices,” said Mrs. Lungu, thereby attracting cheer from the audience.

The First Lady encouraged women around the globe to assert themselves and stand up to be recognised.
Mrs. Lungu said women must ably exercise their rights, and ensure that their voices were heard.

“I can share firsthand experience through my interactions with women at all levels that the female fraternity is more than ready to push the sustainable development agenda forward. But without women’s rights it will be a protracted journey,” the Zambian First Lady said.

Mrs. Lungu said the non-domestication of international, regional and sub regional instruments continue to sabotage women’s inclusion in the sustainable development agenda.

The First Lady informed the gathering that Zambia had taken the opportunity to accelerate women’s rights by amending the Republican Constitution to incorporate gender equity and equality in line with international, regional and sub regional instruments on gender.

“Following the amendment of the Constitution in January, this year 2016, the Government established the Gender Equality Commission with the mandate to monitor, investigate, educate, and research and advice on issues of gender equity and equality,” said Mrs. Lungu.

Moderator of the high-level meeting, (OHCHR) Assistant Secretary-General for Human Rights Ivan Šimonovi? commended Mrs. Lungu for her leadership in championing women’s issues.

Mr. Šimonovi? also commended Zambia’s Permanent Representative to the United Nations Her Excellency Dr Mwaba Kasese-Bota for strongly standing for women’s rights at the UN Headquarters.

Contributing to the discussions, Policy Monitoring and Research Centre (PMRC) Executive Director Bernadette Deka challenged the international community to move from rhetoric to action in addressing human rights, gender equality and equity issues.

“We need to be impactful efforts,” said Ms. Deka, and called for incorporation of, and support to, rural women.

The CSW60 opened at UN Headquarters in New York on Monday 14 March 2016 with a priority theme focusing on women’s empowerment and its link to sustainable development.

The CSW is the principal global intergovernmental body exclusively dedicated to the promotion of gender equality and the empowerment of women.

The CSW is instrumental in promoting women’s rights, documenting the reality of women’s lives throughout the world, and shaping global standards on gender equality and the empowerment of women.
Mrs. Lungu has won local and international recognition for her role in championing empowerment of women, girls and differently abled persons.

Kasama’s Radio Mano has with immediate effect resumed normal transmission after a temporal closure which was effected last night.

This follows a three-hour dialogue meeting between the radio station and the ruling PF chaired by Northern Province Minister Freedom Sikazwe at his office which assured the safety of the Radio Mano Journalists from any harm from political party cadres.

Senior officers from the Zambia Army, Office of the President, Zambia Police Service and Zambia Prisons Service including representatives from the civil society and some members of the community were part of the dialogue meeting between Radio Mano and the PF.

The radio station was forced to temporarily shut down Wednesday evening until Thursday morning after PF officials threatened to burn down the station.

The officials who protested on Monday at Kasama Airport during President Edgar Lungu’s departure for Lusaka said they have been incensed by Radio Mano’s alleged bias coverage.
