Zambians should be lead consultants on projects-Inonge Wina

ACTING President Inonge Wina says there is need to promote a trend where Zambians are awarded contracts as lead consultants but bring in requisite expertise from foreigners.

Mrs Wina said doing so would be one sure way to grow the local industry through sustained workloads and appropriate transfer of skills and expertise.

“Even as the local consultants are considered for these contracts, it should not merely be a question of satisfying the local market, but this should be made on merit,” Mrs Wina said.

The acting President was speaking when she officiated at the Golden Jubilee of the Association of Consulting Engineers of Zambia (ACEZ).

She said consulting engineers have provided the highest level of technical advice to various sectors in fostering development in Zambia.

“The country is going through a critical phase in its development. This, therefore, calls for a reliable and functional infrastructure base in the agriculture, tourism, transport, mining, roads, water, manufacturing and social sectors,” Mrs Wina said.

She said in view of the urgent need to address the infrastructure needs, it will be necessary to simplify upstream procedures such as procurement and feasibility assessment so that projects are quickly implemented.

Mrs Wina said critical to the development is a close harmonised relationship between project promoters led by Government, technical and professional advisors, who are the consultants, and project implementers as contractors.

She said there is a huge backlog of maintenance against a backlog of new infrastructure in areas of the country that still need to be opened up.
The acting President said the inclusiveness will also ensure specific needs of the country are clearly articulated and covered in the agreements.

And Mrs Wina said Government is deeply concerned with sub-standard projects being delivered.

And, earlier, ACEZ chairman Charles Haanyika said the association is fully aware of the current challenges the country is facing in the transport, energy, water and other sectors of the economy.

Mr Haanyika said the association would continue working closely with Government to help resolve the problems.

Police in Kitwe have impounded a truck loaded with 576 by 25kg bags of mealie meal suspected to be destined for resale in the Democratic Republic of Congo.

The truck was intercepted along the Kitwe-Chingola road near Nakadoli market in Kitwe.

The Driver of the truck however said the truck was destined for Mbala district where the mealie meal was supposed to be used for brewing opaque beer.

Kitwe District Officer- Commanding Edwin Chisi who confirmed the development to ZANIS today said the police acted after receiving a tip from the District Commissioner’s office and mobilized officers who intercepted and impounded the truck yesterday.

Mr Chisi said the police will not relent in curbing crime especially the smuggling of the staple food into the neighbouring countries.

He said the police have since instituted investigations into the matter to establish full details on the true destination of the truck.

And Kitwe District Commissioner Chanda Kabwe said government will not tolerant any person bent on exploiting the citizenry.

Mr Kabwe assured the country that his office will issue a statement on the matter when he receives a comprehensive report from the police.

And driver of the truck Mulenga Sinyangwe said the mealie meal was bought from Kapoto market in Kwacha constituency and admitted that he did not have documentation to support the bulk buying of the mealie-meal.

Mr Sinyangwe said the mealie meal was meant for re-selling in Mbala which was hit by the shortage of the staple food for the past three weeks.

He further explained that the mealie-meal belonged to Abercorn Brewery and that it was meant for production of opaque beer.

A check by ZANIS at the District Police offices found a truck registration number ACT 9826 loaded with five hundred and seventy six bags of mealie meal.
The truck is currently parked at police district offices as investigations are still underway.

Smuggling of mealie-meal into neighbouring countries has lately been cited as one of the reasons for the shortage of the staple food in Zambia.

Kasama Trader urges Government to prosecute adamant millers

Some Kasama traders have backed government’s plans to start prosecuting millers that are exporting mealie-meal to the neighbouring countries.

Speaking in a walk in interview with ZANIS in Kasama yesterday, Kanono Siame, who trades as Kanono, said such millers have caused the cost of doing business to become high among traders.

Mr. Siame said this was because local retailers have now started going to buy the commodity from other provinces due to the shortage created by the erring millers.

He further reminded the millers, who export maize, to look at the number of people affected as a result of their illegal mealie-meal businesses in the area.
But Muchemwa Mugala, who trades as Lusuba, called on government to consider forgiving the local millers who were recently banned for allegedly exporting the commodity.

Mr. Mugala assumed that most of the millers have learnt a lesson for their actions hence the need to give them a last warning.

He argued that the ban has also affected the innocent consumers in the area especially that the district has limited millers.

Recently, government banned some local millers who were allegedly exporting mealie-meal to the neighbouring countries thereby causing the shortage of the commodity in the district.

Nutrition Commission concerned about deceptive food adverts

The National Food and Nutrition Commission says businesses dealing in production and processing of foodstuff should be transparent and honest in their advertising messages if they are to contribute effectively to Zambia reducing stunting among children.

Scaling Up Nutrition National Coordinator Freddie Mubanga says it was important that companies dealing with foodstuffs and beverages design advertising messages that can help government combat malnutrition and not put profits as a priority.

Mr. Mubanga told ZANIS in an interview yesterday in Mpika that the problem of malnutrition was complex and any efforts initiated by different stakeholders should correlate and not contradict each other.

Mr. Mubanga who is also Head of Public Health and Community Nutrition at the commission observed that the business community was one big stakeholder whose adverts on food stuffs if not well designed and focused can worsen the problems of malnutrition.

He said giving communities consistent messages on the availability of rich nutrient dense foods both locally and affordably was cardinal in addressing the problems associated with malnutrition.

And Mr. Mubanga has pointed that over nutrition is becoming a problem which the country must be on the lookout of for. He said the rising cases of obesity among adults and children need to be taken seriously as these were leading to problems of hypertension, heart diseases and other non-communicable diseases.

Mr. Mubanga said it was important that stakeholders involved in nutrition activities continue to sensitize communities on proper dietary requirements so that it does not get out of control.

He said this is the reason the Commission is looking forward to having the National Food and Nutrition Act of 1967 which was only revised in 1975, be revisited and amended so that it responds to the current problems faced in the sector.

He said the commission is optimistic that once the Ministry of Health finishes the processes of repealing the act, issues of multi-sectoral approach, coordination and synergies among stakeholders in the area of nutrition will be strengthened.

Shepolopolo on Friday evening advanced to the second round of the 2016 African Women Championship after holding Namibia to a 2-2 draw away in Windhoek in the return match of the first round.

Forward Grace Chanda grabbed a brace in the 2-2 stalemate at Sam Nujoma Stadium as the Zambia Women’s team eliminated the Brave Gladiators 5-3 on aggregate.

Albert Kachinga’s side stormed the Sam Nujoma Stadium carrying a 3-1 advantage from the first leg match played on March 6 in Lusaka.

Kachinga started with Hazel Nali in goal with Grace Zulu, Anita Mulenga, Annie Kibanji, Martha Tembo marshalling the back-line.

Rhoda Chileshe, Mary Wilombe, Barbara Banda were deplored in the midfield with Grace Chanda, Noria Sosala and Hellen Mubanga as strikers.

Zambia will now face Zimbabwe or Tanzania in the next round of the qualifying campaign for the tournament to be hosted by Cameroon.

The two teams clash in the return match on Sunday in Harare with Zimbabwe boasting of a 2-1 advantage from the first leg match played in Tanzania a fortnight ago.

PF Deputy Spokesman Frank Bwalya was on Friday afternoon attacked by suspected UPND cadres at Sky FM Radio in Monze.
He was attacked by three cadres led by a man only known as Lawrence.

Mr Bwalya said in an interview that Lawrence with other two cadres beat him up badly leaving him in pains.

“I had gone to Sky FM radio to do an interview, after that three individuals approached me and beat me up. They have beaten me so badly as if I am a common criminal. It is a party that the UPND thinks it can rule by creating anarchy. I am here at the Police and I am laying charges, I just hope that the culprits are arrested,” Mr Bwalya said.

The incident happened around 16:20 Hours.

On Wednesday, Mr Bwalya issued a statement supporting some PF members who were planning to attack some Journalists at Radio Mano in Kasama for allegedly providing pro-opposition coverage.

Kambwili tells Luanshya Mine to up Roan sponsorship

Roan Member of Parliament Chishimba Kambwili says he will engage China Luanshya Copper Mines (CLM) on the need to increase their funding to Roan United Football Club.

CLM currently gives Division One North side “Stylish” Roan a $10,000 monthly grant.

But Kambwili said the $10,000 monthly grant is failing to sustain the Luanshya outfit.

“The grant is not enough to look at the welfare of players, pay their salaries, rent their houses and fulfil fixtures. We need to engage mine owners so they up the monthly grant to Roan United,” Kambwili said.

“Football has become expensive to run. If you can’t look after players well, pay good salaries, it is impossible to attract good players. Roan can even rot in Division One,” he said.

Roan finished fifth in the 2015 FAZ Division One North campaign with 55 points from 34 matches.

“My appeal to CLM is that help Roan United.This is a big club that has been there since the beginning of organised league football in Zambia. It will be very bad for Roan to continue wallowing in Division One,” he said.

Roan last tested Super Division football in 2014.

PF Mufumbwe MP Stephen Masumba has called on people from his constituency not to panic after the Party District Political Secretary Christopher Kajilo conducted interviews for aspirants without informing him.

And Mr Masumba has said that the MMD MPs who endorsed the candidature of UPND President Hakainde Hichilema did so for self preservation.

Speaking at a media briefing Friday morning Mr Masumba accused Mr Kajilo of trying to destabilise the ruling Party in the constituency with “his politics of the berry.”

He said Mr Kajilo wants to continue feeding himself from politics and that he has even failed to build a house because of his behavior.

“He wants to be feeding himself through politics that is his behavior. That is why he has even failed to build a house, he sleeps under a tree. For him who ever comes even in the middle of the night and gives him gifts, that person becomes popular there and then. So my people in Mufumbwe should not be worried that I am not one of those interviewed for the seat,” he said.

And Mr Masumba has advised the opposition UPND in the constituency to stop pitting people in the area against each other on tribal lines.

He said the UPND are pitting people against each other on tribal lines as the leadership in the party has continued to be rotating between the chokwes and Lundas while the Kaondes have been sidelined.

“When you talk about the UPND as Party in the constituency there are two things that are there. There is Chokwe group and a Kaonde group and the UPND have refused to associate themselves with the Kaonde group so UPND is now seen to be part of the Chokwes and we should not condone such kind of leaders who just thinks on tribal lines, leaders should not use divide and rule tactics using tribal lines,” he said.

He said the same can be said about the province as the UPND leadership has continued to be held under the Lundas while other tribes are sidelined.

Meanwhile Mr Masumba accused the MPs who endorsed the candidature of Hakainde Hichilema of doing so because they think UPND will win the next elections so that they can be appointed.

Mr Masumba who singled out MMD Chilanga MP Keith Mukata wondered how the people who have been working for the Party in the constituencies with the hope contesting for the seat on the UPND ticket will feel when they are left out.

He said Mr Mukata was busy dancing for his berry after eating with the PF and now that he thinks he has a better chance of returning his seat under the UPND he has decided to jump ship.

“They were dancing, in fact they don’t even don’t know how to dance, they can’t even beat me. That boy who was dancing who resigned as Justice Deputy Minister can’t not even surpass me in terms of dancing but he went masquerading there that he is a dancer, dancing for what? For the berry because he is trying to do political gymnastics because he feels that in the constituency where he is it the UPND which strong. That is not the way we should be doing politics. We should not be doing politics of the berry,” he said.

SACCORD has called on the Zambia Police Service to quickly find a way of engaging the public so as to develop a good working relationship.

Speaking in an interview SACCORD Executive Director Boniface Cheembe said the continued burning down of police stations is a signal that the public is frustrated with the operations of the law enforcement agencies.

Mr Cheembe who was commenting on the burning down of a Police station in George Compound last night said the Zambia Police Service should quickly invest and cultivate good relationships with the public.

He said the greatest asset of any Police world over is its citizens hence the need for the police to engage the public.

He however, was quick to condemn the actions of the residents of George Compound saying such behavior should not be condoned by any well meaning Zambian.

“This is not the first time that in Zambia we are seeing the burning of a police station or hearing reports of the burning down of a police station. The nation is aware of such an incident which happened in Kafue and other incidences of similar nature happened in other parts of Lusaka.

“If people always run to burn down Police stations when something happens or when they have got a grievance then there is a problem with the manner with which we are policing our people in the country and as SACCORD we believe that the greatest asset that any Police service has in any given nation or society is its citizens and if there are no good relationship between the Police service and citizens then you are likely to have incidents of the nature of the burning down of Police stations.

“No one should ever condone any damage to both private or public property but more so public good property such as the police station because everybody needs the services of the police, ” he said.

He added “In the event that we continue to have what we now see to be a strange relationship between the police service and the people then we are likely to continue seeing the burning down of police stations which should be condemned very strongly,” he said.

The Catholic Media Services of Zambia Episcopal Conference has clarified that it does not own Kasama’s Radio Mano contrary to some impression created by some online news outlets and radio stations that the Catholic Church has shut radio Mano for being anti PF.

CMS and ZEC Executive Director Fr. Winfield Kunda said it should be known from the onset that the Catholic Church through the Archdiocese of Kasama does not own Radio Mano and have no powers whatsoever in the operations and management of Radio Mano.
Fr Kunda said the public should however know that, the Catholic Church owns radio Lutanda which has just started test broadcasting in the same area of Kasama.

“Meanwhile as we call for professional media in Zambia, Catholic Media Services does not condone threats and intimidation directed at Journalists and other media workers. Also politicians and political parties should discourage their cadres from attacking media workers, if aggrieved by some media houses or individual journalists in the way they are reporting or doing some broadcasts, they should follow the right procedure of addressing such objections,” Fr Kunda said.

“As Catholic media services these developments are worrisome for they border on threatening people’s lives which the Catholic Church value so much. We hope an amicable solution shall be met so that the community radio station may once again start broadcasting.”

PF Government , IMF reach deadlock over bailout

President Edgar Lungu has asked the International Monetary Fund to offer an emergency bail out to his government but only start implementing the needed austerity measures after the August elections.

President Lungu through Finance Minister Alexander Chikwanda made the plea when he met an IMF mission team that was in Zambia over the last two weeks.

The IMF is however not willing to offer emergency financing to the Zambian government before the country’s authorities submit a detailed technical report on how it will stabilise the economy.

This led to a deadlock and the much expected deal was not agreed at the end of the mission.

Impeccable sources who attended part of the consultations with the IMF team revealed that President Lungu was begging the IMF to relax its terms and allow his government to start implementing key austerity measures after August.

The sources said President Lungu contended that implementing a full set of austerity before the August elections will make it impossible for him to secure re-election.

Among the key measures the IMF team is demanding that government implements includes the removal of fuel subsidies, a serious reform of the Farmer Support Programme, introduces cost reflective power tariffs and a slowdown in infrastructure spending.

And in an End-of-Mission statement released on Friday, the IMF said the Zambian government indicated that strong near-term measures are being evaluated and that, at the IMF/World Bank Spring Meetings in mid-April, they would provide further guidance on the policy direction and reforms, and their plans for an IMF-supported program.

“Government finances are under immense stress. Expenditure is running far above budget, in large part as a result of fuel subsidies and contracted emergency electricity imports that together are estimated to cost the treasury about US$660 million a year at the current pace (equivalent to 3.2 percent of GDP). At the same time, domestic and external financing options have become more limited along with rising interest rates. Mounting domestic arrears are adding to concerns about debt sustainability,” the IMF said.

It added, ““tightening of monetary policy has been effective in stabilizing the exchange rate but tight liquidity conditions have contributed to persistent under-subscription of treasury bills and bonds. However, there is little scope to loosen monetary policy as long as fiscal imbalances are not addressed. A key challenge going forward will be to normalize activity in the interbank foreign exchange market while avoiding a return of last year’s extreme volatility in the exchange rate.”

The IMF said its mission and the Zambian government reached a shared understanding of the challenges and risks associated with the current economic situation.

“The authorities stressed that, notwithstanding the upcoming general elections, they are committed to addressing the budgetary pressures, including moving to cost-reflective energy pricing, and scaling back on discretionary spending while safeguarding social protection programs. They indicated that strong near-term measures are being evaluated and that, at the IMF/World Bank Spring Meetings in mid-April, they would provide further guidance on the policy direction and reforms, and their plans for an IMF-supported program,” it said.

“The mission is confident that Zambia’s current economic challenges can be overcome with resolute policy action, allowing a resumption of growth in line with the country’s abundant potential. In particular, a package of measures that makes clear that the fiscal pressures are being tackled would boost market confidence and pave the way for increased investment and growth. However, delays in implementing corrective measures will only worsen the situation, increase the adjustment cost and postpone the recovery.”

Five Parties in Kapiri Mposhi pledge peace

Five political parties in Kapiri Mposhi district have signed a peace and unity declaration binding them to conduct non-violent campaigns in the 2016 August 11 general elections.

The ruling Patriotic Front (PF) and opposition political parties that included United Party for National Development (UPND), United National Independence Party (UNIP), Movement for Multiparty Democracy (MMD) and Rainbow Party have pledged to uphold peace and unity before, during and after the elections.

During the signing ceremony anchored by the church at Lukanda Secondary School grounds yesterday, the political parties collectively condemned the increased incidences of political violence in the country and vowed to desist from violent activities.
PF District Chairman, Bwalya Nkula said there is no need for political parties to engage in violence because Zambia was already an independent country.

Mr. Nkula said political violence was necessary before the country gained independence in order to remove foreign powers from administering the affairs of the country.

“It is shameful that even after 51 years of independence we are fighting amongst ourselves, politics is about differences but these differences should not make us engage in violence. Violence was justified when we were ruled by aliens,” Mr. Nkula said.

He said it was sad that some PF and non-PF members alike were not willing to heed President Edgar Lungu’s call for peace and to refrain from political violence in the country.

Mr. Nkula warned that his party will not shield any of its members from prosecution if they are found perpetrating political violence.

And UPND Zambia Ward Vice-Secretary, Pearson Kagwamina challenged the ruling PF not be above the law since they were in power.

“The PF is our parent because they are in power but they should take responsibility so that they do not abuse the authority because as opposition political parties we follow the behavior of our parent (ruling party),” Mr. Kagwamina said.

Meanwhile, MMD Constituency Chairman, John Zulu said the former ruling party was interested to see continued peace and unity in the country stating that there is need for people to unite for one cause of development adding that political violence had negative effects on development.

And UNIP Constituency Chairman, Bright Ngambi said the former ruling party wanted to see the people in Zambia live within the motto of “One Zambia One Nation”.

Rainbow Party representative, Claudius Musoma advised political parties to be united in line with Zambia’s declaration as a Christian nation.
Meanwhile, Pastors’ Fellowship District Chairman Bishop Morgan Kalyondo who presided at the peace and unity declaration signing ceremony urged political parties in the country to embrace love and unity in the midst of political differences.

Bishop Kalyondo observed that the declaration will be sustained only when political parties learn to co-exist and commit themselves to correct the past legacy of political violence which is being recently witnessed in the country.

He urged politicians to learn to accommodate divergent views and choices and desist from forcing others to agree and submit only to their viewpoints.

“We must turn political differences which have divided us into a source of strength and commitment to embrace one another as patriotic citizens of this country. Peace and unity can only be achieved where there is mutual love and respect for one’s opinion,” Bishop Kalyondo said.

Bishop Kalyondo called on politicians in other districts across the country to emulate their colleagues in Kapiri Mposhi adding that the move will go a long way in cementing Zambia’s reputation as a peaceful nation.

He advised other political parties that did not take part in the signing of the peace and unity declaration to denounce violence and declare their commitment to upholding peace during and after the 2016 general elections.

District Commissioner, Peter Mwiinde, representatives of church mother bodies and the general public witnessed the signing ceremony.

President Lungu hails Mozambique ties

President Edgar Lungu has cherished the bilateral relations that have grown between Zambia and Mozambique.

President Lungu called for further strides between the two countries for the improvement of the political, socio-economic status, peace and stability for their people.
The President was speaking last evening during a dinner hosted for him by his Mozambican host counterpart, President Jacinto Filipe Nyusi at Ponta Vermelha State House.

President Lungu said there is significant potential for both Zambia and Mozambique to capitalise on regional markets and strengthen their respective economies through various economic frameworks that encourage regional integration.

“I believe that our countries will continue to transform economically as the prospects of success are and that, together, we can find solutions,” he added.

President Lungu said that at the continental and global levels, the two countries need to speak with one voice at various fora.

He noted that the two countries have maintained close relations underpinned by the Southern African Development Community (SADC), African Union (AU), United Nations (UN) and the Non-Aligned Movement (NAM).

President Lungu further called for reforms at the heart of the United Nations’ agenda in order to for the two countries to effectively implement the Agenda 2063.

The Head of State said it is unfortunate that while 70 per cent of issues discussed at the UN are on Africa, African is not permanently represented in the key decision-making processes on issues that concern the continent.

He observed that the reform of the UN Security Council to include Africa is urgently required in order for African countries to effectively contribute towards global challenges.

And Mozambican President, Jacinto Filipe Nyusi said Zambia and Mozambique need to graduate from excellent political and diplomatic relations to a deeper socio-economic cooperation.

The President of the German Parliament (“Bundestag”) Dr. Norbert Lammert will visit Lusaka for the 134 th Inter-Parliamentary Union (IPU) Assembly. He will be accompanied by the Vice President of the Bundestag Claudia Roth and five other Members of Parliament (MP).

The delegation of MPs will take part in the IPU Conference that is hosted by Zambia in Mulungushi International Conference Center from 18 th to 23 rd of March, 2016.

Dr. Lammert ?s programme also foresees, among others, meetings with H.H. Vice President Inonge Wina, Speaker of the National Assembly Hon. Justice Dr. Patrick Matibini, as well as meetings with representatives from civil society organisations and churches.

The German delegation will visit one of Lusaka ?s compounds and get an opportunity to familiarize themselves with the ongoing projects of Zambian-German cooperation, such as programmes in the fields of water and sanitation and access to justice.

In addition, the 30 th anniversary of the German-Zambian North Luangwa Conservation Programme, that was initiated by the Frankfurt Zoological Society (FZS), will be celebrated on Monday, 21 st of March.

German Ambassador Bernd Finke said: “I am delighted that we can welcome such a high-ranking delegation from Germany to Zambia. This is an expression of the long standing partnership between our two countries. The visit to Lusaka will provide the German MPs with an excellent opportunity to get first-hand information about the current political, economic and social situation in Zambia.

The visit will definitely put Zambia on Germany’s radar screen: with a view to the upcoming election campaign, with a view to the current economic and financial challenges in Zambia and with a view to Zambia’s reputation as a location for German investments and tourism.”

A 16-YEAR-OLD girl of Chinsali has been dragged to court by her husband for malicious damage to property after shefound him with another woman in his office.
The named girl, who barged into her husband’s office on a tip-off that he was with another woman, appeared in the Chinsali Magistrate’s Court yesterday on one count of malicious damage to property.
The juvenile of Makoba Village in Chinsali, pleaded guilty to malicious damage of property worth K1,150.
Particulars of the offence are that the girl, on February 25 this year, in Chinsali, damaged a 14-inch television set, glass panes and dressing table belonging to her husband, James Muwowo.
Appearing before senior resident magistrate Francis Nsokolo, the juvenile testified that on the material day, she visited her husband at his office during working hours.
She demanded to see her husband but he denied her entry.
She testified that she forced her way in and found another woman inside, after which a fight between them ensued.
“We started fighting. The fight resulted into the 14-inch television set, glass panes and a dressing table breaking,” the juvenile said.
Magistrate Nsokolo adjourned the case to March 23, 2016 for continuation of trial.
