Veteran politician Vernon Mwaanga has described the recent developments in the opposition MMD as sad and depressing.
In a statement, Dr Mwaanga said as a founder member, it is hard for him to understand how the leadership of Dr Nevers Mumba has failed to hold the party together.
He said the party under Dr Mumba lost its way and vision and is now a shell of its old self.
“Recent developments in the MMD make very sad and depressing reading. As one of the founder members of the MMD in 1990 who was also responsible for managing and winning four MMD general election campaign, it is hard to fathom how the leadership of Dr Nevers Mumba we left in charge fails to hold the party together,” Dr Mwaanga said.
He said the MMD last held its regular convention in April 2011 to elect all members of the National Executive Committee which means that the mandate of the current NEC expires next month.
“After former President Rupiah Banda stepped down as President of MMD in 2012, it became necessary to hold an extraordinary convention to replace him and to approve some amendments to the MMD convention.
The MMD constitution allows the NEC to make all other decisions concerning the running of the party including electing members of NEC to fill casual vacancies right up to the Vice President except for the election of the President of the Party and amendments to the Party constitution, powers only reserved for the convention.”
He said it was never intended that the President of MMD elected to fill a vacancy should service for 5 years in the same way as Republican Presidents elected to fill a vacancy in that office do not serve for 5 years as happened with Rupiah Banda in 2008 and Edgar Lungu in 2015.
“Their office tenures are tied to the life of the National Assembly just like the tenure of office of the MMD President elected to fill a casual vacancy is tied to the life of the National Executive Committee. If the argument is that the MMD cannot hold a convention because there is no money, that would be something understandable,” he said.
“In the last few years, MMD has become a one man show and even the current composition of the NEC is full of personal appointees of Dr Nevers Mumba, who profess personal loyalty to him at all costs. When we formed the MMD in 1990, it was meant to be a democratic party, where decisions were to be made collectively and democratically,” he lamented.
“The same cannot be said today. The state of the MMD and internal wrangles in 2014 and 2015 led to many prominent members of the MMD including myself deciding to support presidential candidates of other parties.”
Dr Mwaanga said the result of this development was that the MMD presidential candidate came a poor 4th behind having obtained nationally, a paltry 14,609 votes to the FDD’s Edith Nawakwi’s 15,321 votes for the first time in the history of the MMD.
He added, “In 2011, MMD had 55 elected Members of Parliament and due to various reasons, the party under Dr Mumba lost its way and vision and is now a shell of its old self. The recent resignations of many of its experienced Members of Parliament is a hammer blow to the MMD and statements like “it’s not a factor,” are self-deceiving and do not reflect the true picture on the ground.”
He said internal democracy and intolerance of diverse views are being sighted as major issues in the party which has seen endless suspensions and expulsions.
Dr Mwaanga warned that until and unless these issues are seriously addressed, there will be no way back MMD will be remembered as the party of yesterday.
“This is hardly the place in history for the party which is the mother and father of democracy in Zambia.”
Higher Education Minister Michael Kaingu
MINISTER of Higher Education Michael Kaingu has called on the Electoral Commission of Zambia (ECZ) and the Attorney General to meet the Zambia Qualification Authority Framework to synchronise and make sense of the clause on minimum qualification for candidates wishing to contest parliamentary, local government and executive mayoral elections.
Dr Kaingu said that it is unfortunate that ECZ is demanding Grade 12 qualifications from aspiring candidates and is overlooking their tertiary qualifications attained over the years.
He said there is need to know exactly what is required in demanding for the minimum qualifications as set in the clause for minimum qualifications.
Dr Kaingu said education is not cognitive and is not attained in a straight line as many can attain it in different ways such as through crafts, degree and PhDs.
“Even when we talk of cognitive knowledge – who is more developed in public knowledge, a grade 12 or a person who is holding a diploma,” Dr Kaingu said.
Dr Kaingu said the country’s education system has what is called Zambian Qualification Authority Framework which starts with the Examinations Council of Zambia as the number one qualifications followed by Technical Education, Vocational Training and Entrepreneurship Training (TEVET) and higher qualifications authority.
He said the qualifications are in levels from one to 10.
Level one is grade seven certificate, level two A is grade nine and level two B is grade 12 certificate. Levels from three to five are crafts certificates which are certificates from trade schools and other colleges.
Level six is a diploma, level seven is the first degree, level eight is post-diploma, level nine is master’s and level 10 is a PhD.
Dr Kaingu said the framework is clear that a person who has a crafts certificate is more qualified than one with a grade 12 certificate.
He said during his time, there were people who were admitted into university through mature age entry after just passing an aptitude test for their first degree.
And the minister has appealed to Examinations Council of Zambia to decentralise its service of verifying aspiring candidates’ qualifications other than having candidates travel to Lusaka.
“They cannot call all the people that are standing to Lusaka to have their papers verified, they are making us unnecessarily unpopular among the people,” Dr Kaingu said.
Chishimba Kambwili with Amos Chanda at Statehouse
Cabinet has approved the Contraction of a 41.5 million US dollar Loan from the Export-Import Bank of Korea for the establishment of a Public Safety and Information System Project in Lusaka.
Chief Government spokesperson Chishimba Kambwili says the loan is meant to improve public safety and security in Lusaka.
Mr. Kambwili says this follows growing concern on the rise in criminal activities as well as the disorderly conduct of some sections of society in the city.
He has told ZNBC news that the loan is highly concessional with interest rate at 0.01 per cent with a repayment period of 25 years, as well as a grace period of 15 years.
Cabinet also approved in principle, the introduction of a Bill in Parliament to amend the Passports Act.
The move is aimed at recognising the International Criminal Police Organisation -INTERPOL- Passport Travel Document as an official travel document for Law enforcement officers travelling and carrying out official duties on INTERPOL related matters.
Cabinet has noted that the increase in international criminal activities require that law enforcement officers in various countries around the world cooperate and work towards in curbing crimes.
Other items that have been approved are the appointment of seven members of the Board of Directors for the Energy Regulation Board and the major outcomes of the 15th Session of the Zambia- Botswana Joint Permanent Commission meeting which took place in Livingstone last year.

Zambia has reaffirmed its commitment to the advancement of women, with particular emphasis on the promotion of females’ empowerment and attainment of gender equality.
Delivering Zambia’s national statement at the 60th Session of the Commission on the Status of Women (CSW60) at United Nations Headquarters on Tuesday, Minister of Gender Honourable Professor Nkandu Luo said the Government is fully cognisant that guaranteeing women’s human rights in the Constitution was the starting point in achieving gender equality and women’s empowerment.
“On 5 January 2016, His Excellency Mr. Edgar Chagwa Lungu, President of the Republic of Zambia, assented to a new Constitution and very progressive in terms of gender responsiveness. The new Constitution has incorporated gender equity and equality in all aspects of life in line with international, regional and sub-regional instruments on gender which Zambia is party to,” Prof. Luo said. “The Constitution establishes the Gender Equality Commission with the mandate of monitoring, investigating, researching, educating, lobbying, advising and reporting on gender and development with the aim of attaining women’s empowerment and gender equality.”
She said the Zambian Government in 2015 revised the National Gender and Child Policies to address new and emerging issues including child, early and forced marriages.
“Zambia in collaboration with the African Union Commission held the first Girls’ Summit to end child marriages in November, 2015. The Summit heightened the political commitment by Government and secured new commitments from stakeholders to invest more on women and girls particularly by ending child, early and forced marriages and pledging to leave no one behind,” Prof. Luo said.
The Minister, however, said Zambia still faces a number of challenges in empowering women and the attainment of gender equality, including high poverty level among female headed households.
Prof. Luo said the 2030 Agenda for Sustainable Development gives renewed hope of eradicating poverty among the most vulnerable groups in society particularly women.
She said the Zambian Government will this year launch the Women’s Bank whose primary objective is to cater for the banking needs of women to promote economic empowerment.
“The Government is already implementing a chiefdom-led job and wealth creation Agriculture Development programme through Value Chain Enhancement (ADVANCE) Project that aims at strengthening local capacity for mobilisation of communities and farmer groups to participate in the agriculture value chains; stimulate local economic development through creation of small and medium enterprises (SME’S) among the youth and women,” the Minister said.
Prof. Luo said Zambia is implementing the HeForShe campaign, which President Lungu launched last year, aimed at mobilizing men to support women and girls.
“As we embark on the ambitious road of implementing the transformative 2030 Agenda with the commitment of leaving no one behind, it is befitting that development agencies and other partners come on board to assist Zambia fulfil its vision of women’s empowerment and the attainment of gender equality and equity,” said Prof. Luo.
The CSW60 opened at UN Headquarters on Monday with a priority theme focusing on women’s empowerment and its link to sustainable development.
The two-week annual meeting attracts hundreds of decision makers, including leaders of Government, civil society, academia, celebrities and women’s movement, from across the globe.

President Lungu addressing Journalists at the airport
President Edgar Lungu has arrived in Maputo, Mozambique for a three-day state visit.
President Lungu will be hosted by His President of Mozambique Mr. Filipe Nyusi.
President Lungu is accompanied by the Minister of Foreign Affairs Harry Kalaba, Energy Minister Dora Siliya and other government officials.
He started his programme at Palacio da Ponta Vermelha (State House) in Maputo and later visit projects and programs in various places including the port of Nacala.
President Lungu said Mozambique has been a truly all-weather friend including the difficult period of our energy challenges.
Meanwhile, President Edgar Lungu has warned that he will not tolerate further shortage of fuel in the country. The President notes with concern that fuel shortages are caused by what he termed as the sluggish banking transaction.
President Lungu also explained that a fuel tanker was unjustifiably marooned in Tanzania for almost a week. The Head of State warned those involved in the transaction that he will be forced to act.
President Lungu however said he has been assured that stocks have started improving. The President was speaking before departure for Maputo for a state visit.
And President Lungu has challenged opposition leaders to talk to their cadres about the dangers of violence. The President said he has been preaching peace to PF cadres and those found wanting have been admonished and disciplined.
Meanwhile President Lungu has arrived Mozambique for a two day state visit.
The Presidential challenger touched down at Maputo international airport at quarter past 15 Hours.

Shepolopolo seek to advance to the second round of the 2016 African Women Championship qualifiers as they face Namibia away in the return leg of the first round on Friday.
The Brave Gladiators host the Zambia Women National Team in a 17h00 kick off match at Sam Nujoma Stadium in Katutura, Windhoek.
Zambia have a 3-1 advantage from the first leg match played on March 6 in Lusaka.
“Yes we have a three one goal advantage but we shall not sit and wait for them to come,” Zambia coach Albert Kachinga said.
“The best way to defend is to attack, but we shall do this with a lot of caution because we know that Namibia will come at us from the first whistle,” he added.
The team left for Namibia on Wednesday.
The overall winners between Zambia and Namibia will face Zimbabwe or Tanzania in the next round of the qualifying campaign for the tournament to be hosted by Cameroon.
Shepolopolo are seeking only their second appearance at the African Women Championship.
Russian-based midfielder Chisamba Lungu has been left out of the trimmed 23-man Chipolopolo squad for the March back to back 2017 Africa Cup Group E qualifiers against Congo Brazaville.
Lungu is not in George Lwandamina’s Zambia squad released by FAZ on Thursday amid unconfirmed reports suggesting that the FC Ural midfielder was injured.
Chipolopolo will host Congo on March 23 in Ndola before travelling to Brazzaville on March 27.
Power Dynamos striker Patson Daka has also been dropped.
Veterans Christopher Katongo and Isaac Chansa have made the cut together with ten foreign-based players including Davies Nkausu who returns to the squad since June 2015.

Police in Lusaka this morning picked up four male bodies with missing private parts and ears in George Compound near a place called The Paradise.
Two out of the four have been identified as Alex Zulu and Alias Phiri aged 21 and 18 years respectively both were last seen on 16th March 2016 around 18:00 Hours.
The bodies were discovered by members of the public and had multiple head injuries.
Preliminary investigations indicate that the deceased were dumped in the area after murdered from elsewhere.
The incident is suspected to have happened between 23:00 hours on 16th March and 06:00 hours 17th March 2016.
The bodies are lying at UTH mortuary.
Police spokesperson Charity Munganga Chanda has confirmed.
PF Deputy Spokesperson Frank Bwalya says the harassment of radio mano journalists by cadres from his Party is justified and that any political party has the right to complain if they feel that they are not adequately covered by certain media houses.
Mr Bwalya said PF members were aggrieved with the manner in which Radio Mano was operating as it did not cover President Lungu during the the tour of Eastern and Muchinga Provinces.
He said people should remember that he was removed as station manager for radio Icengelo because the then ruling Party, the MMD was not happy with some of the things he was doing at the station.
“What I have been made to understand is that PF members were not happy with the news coverage on radio mano during the time the president was in eastern Province and Muchinga but mainly during time the President was in Muchinga.
“According to the PF members the President was not covered even single time on any one of the news bulletins and the stories that were being g covered on the news bulletins were anti-government or anti-PF. Now you may want to remember that I was radio Icengelo station manager for 8 years. As matter of fact I was removed from radio Icengelo because MMD was not happy with what I was doing at the station that a different matter altogether and don’t want to make it a subject of any story but I just wanted to remind you about that,” he said.
He added “The complaint on members of the PF in my view is genuine, genuine in the sense that every political party has a right to complain when they think that the news coverage is biased.”
He also said the media should be accountable.
“The media is also suppose to be accountable to the same people that they make accountable, however, there are reports which are not verified and I they are a subject of propaganda, that instructions were given to attack radio mano, to attack specific journalists at radio mano, the truth is that there was a banner at the airport and the President told the cadres to pull it down because he was not happy with it,” he said.
Mr Bwalya also said radio Mano is a community radio station which should stay away from partisan politics.
Meanwhile, the Media Institute of Southern Africa (MISA) Zambia chapter Chairperson Helen Mwale has warned all those involved in any acts aimed at intimidating the staff at Radio Mano station to immediately desist, reports Pan African Radio Journalist Hermit Hachilonde.
Ms. Mwale said Radio Mano is within its operational right in line with its mandate of offering a platform for information and public debate.
She said if anything happens to anyone at Radio Mano, MISA Zambia will not hesitate to take stern action to censure all those involved especially that high ranking PF members are at the centre of this violation against the democratic freedom of the press to offer a platform for participatory governance.
Ms. Mwale said it is outrageous that some PF officials blatantly fortified cadres by saying a lawyer will be provided to take care of the cadres should there be anyone arrested for attacking Mangani on allegations that the station was offering coverage to the opposition political parties.
She stated that it is disappointing to receive such a report especially that barely a day after the head of state advised the Zambian people, including PF cadres to desist from acts of violence and the two Senior PF officials are now linked to the case of inciting violence against journalists at the Radio station.
Ms. Mwale has however advised PF provincial leaders in Kasama to appoint a spokesperson to be issuing statements on behalf of their political party instead of encouraging cadres to go to the radio stations to issue statements.
She said MISA is closely monitoring the situation on the ground as it develops at Radio Mano in Kasama, ISO FM, Breeze FM, Chikaya Radio and Kariba FM and will announce the course of action to be taken soon.
Ms. Mwale further noted that MISA is equally monitoring the cadres who seem to have gone on rampage country wide attacking and interfering with the operations of several media houses in the country with a view to coerce them to black out the opposition.

Radio Mano Under Violent Threat from PF
Reports that the popular and privately-owned Radio Mano Community station in Kasama has been forced to shutdown following threats of being set ablaze by known PF thugs is further evidence of the increasing levels of lawlessness in the country.
Even worse, the abuse, intimidation, and threats made to Radio Mano journalists and the station reportedly happened in full view of President Edgar Lungu himself, as well as representatives of law enforcement agencies such as the police.
President Lungu saw and heard for himself the unruly behaviour of his PF thugs in Kasama who roughed up the Radio Mano journalists on arrival at Kasama Airport on Tuesday this week and threatened to set the station ablaze, but to date no decisive action has been taken and Radio Mano reporters have now abandoned the station for their safety.
The closure of the popular station and other atrocities against journalists are not only an affront to the fundamental rights of media freedoms and freedoms of expression, but it has also led to direct and indirect job losses in the country, already suffering from massive job losses and lack of employment opportunities. In addition, a large chunk of Northern Province has also suddenly been denied a vital tool of information needed for betterment of their lives.
The PF thugs have been on rampage since 2011 when the PF won elections and the situation has now escalated to include innocent journalists, political opponents and other citizens under Lungu’s leadership.
If they could dehumanise journalists and other opponents in full view of Lungu himself and threaten to set ablaze the radio station, we wonder who is safe in Zambia these days.
There is clearly a breakdown in law and order that points to Lungu’s lack of leadership, because in a normal situation the perpetrators and their known sponsors in the Kasama incident would have been arrested and charged for threatening violence and other offences.
This is what we have been saying in the UPND that there is serious selective application of the law in this country as ruling party cadres always go scot-free even when they have committed serious crimes, such as stripping off women in full view of the police.
As UPND, we have been subjects of abuse, derogatory remarks, hate speech and all sorts of provocation from PF leadership using public media institutions, but we have never resorted to thuggery, and in instances where we have felt aggrieved, we have sought justice through the courts of law.
Meanwhile Lungu’s calls to end violence, impunity and thuggery in the country have clearly never been genuine but just public relations stunts meant to hoodwink the Zambian people as no action or justice for the victims has followed.
We call on all law-abiding citizens to demand justice in the country. One way to achieve this is by removing the PF Government in August.

The water levels have since fallen exposing anti-vortex beams, which are not supposed to be above the water surface
State power utility ZESCO says the water levels in Kariba, Itezhi-Tezhi and Kafue Gorge reservoirs are still too low to warrant increased power generation.
ZESCO says the water levels at Itezhi-Tezhi and Kafue Gorge reservoirs have not appreciated sufficiently to allow for normal generation, hence its decision to maintain the generation level at 540 MW out of a capacity of 990 MW.
Giving an update on water situation and status of electricity generation in the country, ZESCO said the reservoir level at Kariba was drawn down to a low of 477.12 metres above Kariba datum by 22 February 2016 which represents 11% of the full storage of the reservoir.
It said the reservoir has now risen to 14% of the full storage. This time last year, Kariba was at 64% of full storage.
“At the beginning of 2016, Zambezi River Authority allocated ZESCO Limited and Kariba Hydro Power Company of Zimbabwe 20 billion cubic metres of water for power generation compared to 40.25 cubic metres that was allocated last year. This further reduction in water allocation translates to reduced generation at Kariba from 500MW last year to 275 MW currently. Similarly, the generation at the newly commissioned Itezhi Tezhi Hydro Power Station is at 60 MW out of a capacity of 120MW,” it said.
It added, “In short, the reservoirs at Kariba, Itezhi-tezhi and Kafue Gorge are still very low, and therefore cannot allow for increased generation of electricity. It is hoped that the country will continue to receive significant amounts of rainfall which will gradually attain desired levels in the reservoirs to warrant increased power generation.”
The power utility says it has been carrying out load management from June 2015, in an effort to sustain the water levels in the reservoirs, which had fallen to critical low levels.
“In this vein, ZESCO urges its esteemed customers to continue using electricity efficiently, and switch to alternative sources of energy such as solar and liquefied petroleum gas. ZESCO will also continue with its mitigation measures to cushion the impact of loadshedding,” it said.
“ZESCO would like to take this opportunity to inform its customers and the general public that the 100MW from Karpowership in Mozambique will be available from 15th March 2016. This is part of the mitigation measures that ZESCO is implementing. ZESCO once again sincerely apologises for the inconvenience the country is experiencing due to the power deficit.”
Management at Kasama’s Radio Mano has announced that it has rescinded its decision to close the popular radio station.
On Wednesday, management announced that the station was to go off hour indefinitely due to increased harassment of its Reporters by some PF cadres.
The cadres who staged a protest at Kasama airport on Monday in full view of President Edgar Lungu threatened to close down the station because of biased coverage.
They accused a number of Reporters at Radio Mano of favouring the opposition and blacking out the ruling PF.
But Station Manager Chris Ntalasha said management decided to change its stance after reflecting on the need to continue serving the masses in Kasama and beyond.
“What happened yesterday was that the situation became very hostile and we got intelligence reports that the PF cadres are planning to burn down the station. So considering the safety of our staff, we decided to switch off at midnight but we reflected deeply and we switched the station back on this morning, so we are on air now but the situation is still volatile,” Mr Ntalasha.
He added, “The position of management is that we will suspend the running of news bulletins and other political programmes until the situation normalises as at now even the Reporters are not reporting for work fearing for their lives.”
On Wednesday, Radio Mano started running announcement that it will effective mid-night close indefinitely following intelligence information that a named senior national PF official told a party meeting held on Wednesday at Kasama’s prefix hotel to ‘’sort out’’ Journalists from the station.
And another named official assured the cadres that will carry-out the attack not to worry of being arrested, saying he has a lot of money that can buy the best lawyers to defend them in an event that they are caught.
The Media Institute of Southern Africa (MISA-Zambia) chapter has since been informed of this planned attack.
Wynter Kabimba shakes hands with western diplomats
Rainbow Party leader Wynter Kabimba on Monday met some western diplomats accredited to Zambia as part of their ongoing consultations with stakeholders ahead of the August polls.
Mr Kabimba described the meeting with diplomats as cordial and timely.
He said the diplomats wanted to exchange views on the state of the governance system in Zambia as the country approaches the August 11 polls.
Mr Kabimba said the diplomats approached the meeting in an open and constructive manner.
He commended the diplomats for taking keen interest in the happenings in the country.
The Rainbow leader revealed that he shared with the envoys his perspective on how Zambia has retrogressed since President Edgar Lungu took over government.
“The truth is that our cooperating partners are watching with a keen eye all that is going on here and they are concerned. Zambia has broken down since Edgar Lungu became President and they want to listen to the agenda that we have as the Rainbow hence the meeting and these meetings will continue,” Mr Kabimba said.
