UPND Demands Immediate Ordering of HIV Test Kits

Zambia has one of the highest HIV prevalence rates in the world. 1.3 Million Zambians are living with HIV and all of us are, in one way or another, affected by HIV.

One of the most reliable methods in HIV prevention is testing. There are a lot of people who do not yet know their HIV status. Testing is very important. Those that test negative are likely to adopt a lifestyle that will prevent them from contracting HIV, while those that test positive will be referred for appropriate services and treatment.

Prevention of mother to child transmission (PMTC) of HIV entails that all pregnant women are tested for HIV so that in the event that they test positive medication to prevent the unborn baby from contracting HIV can be prescribed. The percentage of babies born with HIV can be as high as 45% in the absence of PMTC intervention, but are almost zero percent when adequate PMTC services are available.

The delivery of expired HIV tests kits to health facilities and the subsequent expiry of 500,000 test kits makes for very sad reading. This Government has put the lives of a lot of people, including unborn babies, at risk. The total monetary loss is in the million of dollars. Someone must be held accountable for this and the buck stops with the President. This HIV test kits story, as sad as it is, exemplifies how the PF Government has mismanaged the economy and the knock on impact this failed management is now having on our broader development prospects, basic service provision and quality of life for the majority of Zambians.

We demand adequate stocks of HIV test kits are ordered as a matter of urgency. We also demand that the President take appropriate action against erring officials. Law enforcement agencies should take interest in this case for evidence of possible criminal negligence.

Charles Kakoma tells Frank Bwalya to stop trivialising Youth Days Attacks by PF cadres

United Party for National Development (UPND) Spokesperson Charles Kakoma has advised PF Deputy Spokesperson Frank Bwalya to stop trivializing and trying to explain assaults against citizens that were injured on youth day, reports Pan African radio Journalist Hermit Hachilonde.

Mr. Kakoma warned the Patriotic Front to stop claiming that the images and videos circulating on social media are false because the stripping of a woman naked was done in full view of the police by suspected brutal PF cadres.

The UPND Spokesperson said Frank Bwalya and entire PF leadership must only ensure that they help in the healing process of these severely traumatized Zambian youth not trying to deny the well-known issue that have many witnesses.

He has however stated that the UPND is only interested to see justice prevailing on the matter at hand, adding that shifting the blame elsewhere will not help the PF because the UPND and well meaningful zambian people shall will not entertained any mediocrity regarding the matter.

Mr. Kakoma added that suggestion by Frank Bwalya that the victims feigned their injuries and the UPND is circulating false images is a clear indication that the entire PF leadership is heartless and he termed the purported insinuation by Frank Bwalya as an insult to the victims.

He noted if PF cared for every citizen its leadership would have shown compassion for the victims by immediately visiting them in clinics and hospitals where they have been receiving counseling, treatment and care under very difficult conditions.

“Frank Bwalya and his PF leadership have in their desperation increasingly become agents of lies and authors of hate speech they must apologize to the victims because it is this divisive and hate-filled behaviour that is in many ways responsible for the ugly scenes we have witnessed and the like of which we have not seen before in Zambia” said Charles Kakoma

Meanwhile when contacted for a comment via telephone interview, PF Deputy Spokesperson Frank Bwalya said he only referred to a certain picture of girl reported to have been badly injured with a lot of blood on her face on social media.

He maintained that the picture was manufactured by the UPND with a motive to tarnish the image of President Edgar Lungu’s Government.

And Frank Bwalya expressed ignorance of having watched the video of a woman stripped necked saying has no access to the clip.

Here is the video which the PF Deputy spokesperson did not see.

PACRA’s Decentralised registration captures more business Entities

pacra

The Patents and Companies Registrations Agency (PACRA) says it has recorded an increase in business registration due to the decentralized system of registering businesses.

PACRA Public Relations Officer Vaida Njobvu told ZANIS in an interview in Lusaka today that the agency is pleased with the number of businesses registered country wide.

Ms Njobvu observed that the establishment of provincial offices, online and One Stop Business Centres has created a platform for many businesses to be registered in the country.

She said the registration of businesses has come to people’s door steps and has given people an opportunity to register their business without panic.

Ms Njobvu further disclosed that PACRA has partnered with over 53 local authorities in its decentralisation programme countrywide to reduce the cost of doing business.

Ms .Njobvu said people in far-flung areas no longer need to travel to Lusaka as they are able to access PACRA services at local authorities in their respective provinces.

She added that the establishment of the One-Stop Business Centre’s in all the ten provinces is still on-going.
Mrs. Njobvu warned that PACRA will deregister all businesses that fail to submit annual returns in accordance with the legal requirement.

She said annual returns are very important not just to PACRA, but to various key stakeholders, who rely on the agency’s database.

Kalusha’s eligibility to contest FAZ polls questioned amid ACC investigation

THE Anti-Corruption Commission (ACC) has been urged to make public its findings on the corruption allegations against Football Association of Zambia (FAZ) president Kalusha Bwalya before the forthcoming elective Annual General Meeting (AGM).

PK Sports Academy Executive Director Patrick Kasoka said Kalusha was one of the contenders for the FAZ top job and hence it was prudent for the ACC to make their findings public to clear the minds of football administers ahead of the AGM.

Speaking in an interview in Livingstone, Kasoka said the football fraternity would be voting with unclear conscious as long as the findings were not made public.

“From what we hear from reliable sources in Kalusha’s campaign team, the investigations by ACC are a mere courtesy.

“If the investigations are a mere courtesy, let ACC make this public so that we know the way forward,” Kasoka said.

He said it was is wrong the National Sports Council (NSC) Act number 10 sub section 3, 4, 5 and FAZ Constitution article 27 and 28 to have someone subjected to an election when he or she was under investigations.

“I would like to say that Kalusha’s eligibility to contest FAZ presidency raises a lot of questions.

“He is holding a public office and hence he should be subjected to the laws of the land such as the NSC Act number 10 sub section 3, 4, 5 and FAZ Constitution article 27 and 28,” he said.

Kasoka said Kalusha should withdraw from the FAZ president because he is facing serious allegations which are being investigated by ACC.

“Kalusha should have been suspended to allow for independent investigations. As Zambians and as Patrick Kasoka, I feel it is morally and legally wrong to have Kalusha to vie for public office now until when his case is closed.

“This is undermining the laws of the land. When one is under investigation, such person should be set aside,” he said.

Kasoka said as PK Sports Academy Executive Director, he wrote a letter to former ACC Director General over Kalusha’s probe before she resigned this year.

Zambia Political Violence and The Hell of Political Cadres

Zambia political violence has become a central part of political competition across the nation, and it takes many forms—from assaults to armed clashes between gangs called cadres employed by rival politicians from the ruling PF and opposition political party UPND. This violence is most often carried out by gangs called cadres whose members are openly recruited and paid by politicians and party leaders to attack their sponsors’ rivals, intimidate members of the public, rig elections, and protect their patrons from similar attacks.

Alongside the gangs themselves, the individuals most responsible for the abuses they commit are politicians and party officials—from all parties—who sponsor and at times openly participate in acts of violence. The architects, sponsors, and perpetrators of this violence generally enjoy complete impunity because of both the powers of intimidation they wield and the tacit acceptance of their conduct by police and government officials.

The Human Rights Impact of Political Violence

The pervasive role of violence in Zambian politics has a devastating human rights impact on ordinary Zambians. Thousands of Zambians have been deprived of their very right to life or have been subjected to physical assaults because of the violent nature of political competition in Zambia. But casualty estimates, considered alone, actually understate the scale of the human rights impact of political violence in Zambia. Violence also discourages and prevents political participation and plays a central role in denying ordinary Zambians a say in choosing their “elected” leaders.

Losing Control of Violence

Violence unleashed by politicians and their sponsors during Zambia general elections and other periods of political contestation does not simply fade away once the political battles have been decided. In many cases violence fomented for the purpose of winning elections has taken on a life and logic of its own and continued to generate widespread human rights abuses over the long term. Several Zambian towns and cities have been plagued by enduring violence after politicians either abandon or lose control over the gangs they initially employed. The attitude towards them [political thugs / cadres] is that they are like rabid dogs. They are prepared to bite their owner and their owners cannot be confident or sure of keeping them on a leash.

Politicians, Cults and Gangs

Political violence in Zambia is most often carried out by gangs / cadres whose members are openly recruited, financed and sometimes armed by public officials, politicians and party officials or their representatives. These gangs, comprised primarily of unemployed young men are mobilized to attack their sponsors’ rivals, intimidate members of the public, rig elections and protect their patrons from similar attacks. Often, sponsors of political violence turn time and again to the same criminal gangs, violent campus-based “cults” and other sources to recruit agents of political violence. Those recruited are paid, often very little, and sometimes armed for the sole purpose of carrying out violent abuses on behalf of their political sponsors.

Other Perpetrators of Political Violence

In some cases, members of the police have themselves been implicated in acts of political violence. There are policemen in Zambia who are being used by people in power to do what thugs would normally do.

Justifying and Taking Violence for Granted

Many Zambian politicians see violence—both as an offensive weapon and as a component of personal security—as a necessary part of any political campaign, and elections too are connected to how much money you have put into your ability to intimidate others. And some politicians argue that they must maintain some capacity to unleash violence as a measure of self-defense. And too it is not possible to have a campaign without your boys. If you are around, they too must be around.

In practice the line between self-defense and violent aggression is blurred at best. In other cases, Zambian politicians explain their use of political violence by pointing out the ineffectual or partisan response of law-enforcement agencies to violence that targets them.

And it goes on and on by revenging ‘I will fight back. If the law will not address the issue I will fight back using the same means…If the law fails to address the issue I would mobilize thugs too. There are boys that I know. I don’t like them, but it’s not that anybody has a monopoly on violence. Anybody can do it. Students are waiting to be mobilized’.

President Edgar Lungu says government is ready to enter into partnership with stakeholders who have intentions to invest in the development of the youths in the country.

Speaking when he officiated at the ground breaking ceremony of the construction of a Youth and sports development centre by the International Youth Fellowship (IYF) organization in Chilanga district, Mr Lungu said the majority of the Youths in the country require capacity building and skills development.

The Head of State said youths need to be equipped with life skills in the area of agriculture, entrepreneurship and information and communication technology in order for them to be self-reliant.

He explained that Zambia is endowed with vast arable land adding that government wants youths to engage in agriculture development.

President Lungu thanked the International Youth Fellowship for partnering with the government in the development of the youths.

Mr Lungu noted that the construction of the Youth and Sports development centre will play a pivotal role in grooming youths into responsible citizens.

Meanwhile President Lungu has taken a swipe at political leaders who are failing to admonish their youths not to engage in acts of political violence.

Mr Lungu said on several occasions he has counselled youths at different forums in the PF not to engage in political violence.

He observed that so far none of his political opponents have admonished their youths to refrain from indulging political violence.

President Lungu has since appealed to youths not to succumb to pressure from political leaders to indulge in needless violence.

And speaking earlier at the same function, founder of the International Youth Fellowship Reverend Ock Soo Park said once the Youth and Sports development centre is completed it will keep many youths away from indulging in sin.

Reverend Ock Soo Park noted that the centre will be used to draw youths close to God.

Meanwhile Youth, Sport and Child Development Minister Vincent Mwale stated that the construction of the Youth and Sports Development centre will add value and beauty to Chilanga district.

Mr Mwale said once the centre is completed it will serve a lot of youths in Zambia and the entire SADC region.

He disclosed that the Youth and Sports Development centre in Chilanga district will be bigger than the Olympic Youth Olympic Development Centre (OYDC) as it will house skills training centres for youths.

And Mr Mwale praised President Lungu for finding time to grace the ground breaking ceremony of the Youth and Sports Development centre despite the President not having rested after returning from Eastern and Muchinga provinces respective.

Mr Mwale said the presence of President Lungu at the ground breaking ceremony demonstrates the Head of State’s interest in the welfare of youths in the country.

She however called on other cooperating partners to come on board and support the National Assembly to successfully host this year’s IPU general assembly.

And Southern Cross Motors Sales and Marketing Manager Mike Ng’uni said his company is pleased to be part of activities aimed at promoting democracy in the country such as the IPU Assembly.

Shoprite and Pick N Pay start restricting mealie meal purchases, its one person per 25Kg bag

Several Shoprite and Pick N Pay outlets in Lusaka have started limiting the number of mealie meal bags each customer can buy from their stores.

In notices placed at most of the outlets in Lusaka, the chain stores say each person can only buy one 25Kg bag as a result of the biting shortage of the commodity.

Sources at Shoprite Twin Palm indicated that management decided to place caps on mealie meal purchases because of dwindling stocks in the store.

They said most of the milling companies that supply mealie meal to the store are slowing running out of Maize.

A check at Woodlands Pick N Pay also found a similar notice placed on the mealie meal shelves.

Customers that attempted to ignore the notice and turned up with more than one bag at the till were asked to return the other bags.

Till operators interviewed said management has given them strict instructions not to process more than one 25Kg bag of mealie meal per transaction.

They said the measure is aimed at allowing more customers to purchase the commodity as fears keep mounting that mealie meal may completely run out in a couple of weeks.
