Choma Location in Souther Province
FOURTEEN men from various parts of Choma District in Southern Province were last year battered by their wives in a seemingly hidden facet of domestic violence.
Some men, who were victims of Gender Based Violence (GBV), were in many instances not willing to report such cases to the police and other law enforcement agencies for fear of being ridiculed.
Giving a report on GBV during a recent District Development Coordinating Committee (DDCC) meeting, District AIDS coordinating advisor, Veronica Mweetwa bemoaned the increasing numbers of men being battered by their wives in homes.
Ms Mweetwa has since called on men, who were GBV victims, to rise to the occasion and report such abuse cases to the Victim Support Unit and other law enforcement agencies.
“The statistics of men being battered by their wives in the district are on the increase, but we are urging victims (men) to also come out in the open and report such cases like what women are doing, “she said.
She, however, observed that Choma was recording more cases of women being physically abused by men.
She cited incidences where a wife would approach her husband in a respectful manner over a domestic misunderstanding, but the man would respond aggressively.
“The most prominent cause of GBV against women in Choma is when a wife tries to ask her husband why he is having girlfriends or wants to marry more wives, and this man becomes violent and beats her up, “she said.
DDCC acting chairperson, Vincent Sikanyeela called for more GBV sensitisation campaigns in rural areas, saying the scourge was detrimental to national development.
Mr Sikanyeela, who is the district administrative officer, said GBV either of men or women was not a panacea to solving domestic disputes.
Stephen Kampyongo
LOCAL Government and Housing Minister, Stephen Kampyongo has grilled councils in Ndola and Kitwe over rampant illegal land allocations which are denting the Government’s image.
Mr Kampyongo has since announced that Government has formed an inter-ministerial taskforce to investigate the alleged illegal land allocations in the entire Copperbelt.
Mr Kampyongo who is on a tour of Copperbelt towns, has so far held meetings in Ndola and Kitwe, where he warned council management and councillors that no one would be spared once found wanting.
Ndola City Council (NCC) Town Clerk Ernest Sumani failed to convince Mr Kampyongo on why the local authority had allocated land near Kafubu River without approval from the Ministry of Lands.
During a meeting with NCC officials, councillors and members of the public, Mr Kampyongo said he had received several complaints of illegal land allocation by the council.
“I will not hesitate to use powers vested in me by President Edgar Lungu to discipline all council officials and councillors found wanting,” he warned.
Mr Kampyongo who was accompanied by Home Affairs Deputy Minister Panji Kaunda, noted that there were a lot of irregularities in the way the NCC allocated land which in most cases was given to the wrong people at the expense of local residents.
He said NCC had a planning department which should have considered the environmental aspects before allocating land near the Kafubu River.
“I have not come to the Copperbelt for witch-hunting, but to bring order and sanity in terms of how land is allocated to people by the councils. There will be no sacred cows, whoever is involved in illegal land allocation, whether a Patriotic Front (PF) councillor or council officials, will be dealt with by the law,” he said.
He said that although there was population growth on the Copperbelt, local authorities should be able to allocate land in a more transparent manner.
In response, Mr Sumani who had difficulty to explain why the local authority was allocating land illegally, said the land was given to members of the public, without the Ministry of Lands numbering the plots.
Mr Sumani admitted that the council had given land to people building near the river without approval from the Ministry of Lands.
At the Kitwe meeting, Mr Kampyongo said major councils such as Kitwe City Council (KCC) should be exemplary in land administration for other local authorities to emulate.
He said issues of illegal land allocation by council officials and councillors in Kitwe had dented Government’s image and needed to be addressed immediately.
Mr Kampyongo did not hide his displeasure over the many cases of illegal land allocation that had rocked KCC.
He said illegal land allocation was making people lose confidence in Government’s land administration system
“As institutions that have been delegated with the function of administering land on behalf of the Ministry of Lands, let’s ensure that we allocate land to people in a legitimate way,” he said.
Mr Kampyongo was disheartened that complaints to do with the unfair administration of land by KCC had kept reaching him including President Lungu.
He said following the many cases of land matters that had characterised councils on the Copperbelt, Government had resolved to establish the inter-ministerial provincial taskforce to help address land matters.
“We will be creating this provincial inter-ministerial taskforce soon after my tour of the Copperbelt,” said Mr Kampyongo who was also in the company of Copperbelt Minister Mwenya Musenge.

OPPOSITION United Party for National Development (UPND) president Hakainde Hichilema has dragged two public media houses and Patriotic Front (PF) Secretary? General Davies Chama to court for alleged defamation of character.
Mr Hichilema has sued the Times of Zambia and Zambia Daily Mail.
He has further sued PF vice chairperson for media and publicity Sunday Chanda and his counterpart, PF Lusaka Province youth chairperson Kennedy Kamba.
He wants the Lusaka High Court to order all the defendants to pay K1 million each in damages for alleged defamation of character and further restrain them from publishing similar defamatory words against him.
Mr Hichilema has through his lawyers filed two separate legal suits, but Mr Chama is cited in both.
In the Times of Zambia legal suit, Mr Hichilema alleges that on December 28, 2015, the newspaper published a story under the headline “PF slams tribal remarks” and another article accusing him of having castigated a chieftness headlined “Refute tribal remarks HH told “, which article was published in the Sunday Times of Zambia on December 27, 2015.
Mr Hichilema said the articles, which were quoting Mr Chama, Mr Chanda and Mr Kamba, went viral to a vast audience of the Zambian people including the international community, church, family and his friends.
For the Zambia Daily Mail, Mr Hichilema said the newspaper published an article on December 27, 2015 under the headline ‘Its shameful to welcome Bembas-HH and another one on December 28, 2015 alleging that he was not a good leader because he has continued to issue tribal remarks.
Mr Hichilema said that the words complained of were in their ordinary and natural meaning understood to mean that he was not fit to be a president of UPND and let alone, Republican president.
That he is a tribalist who will never preside over critical affairs of the country and that he is bitter because Mr Chama visited the Southern Province.
Mr Hichilema said the words were also understood to mean that he had failed to condemn the tribal political cradle on which his political career was birthed following the death of UPND founding leader Anderson Mazoka.
He has asked the court to grant him an injunction restraining the defendants, their agents, servants or employees from commenting, publishing, and uttering similar words against him.
Chief Government Spokesman Chishimba Kambwili
Over 700 miners are set to lose their jobs at Kalumbila mine in North Western Province.
In a communication letter to the Ministry of Labour the mine said the move was necessitated by ZESCO’S move to reduce power supply to the mine to 70 megawatts from 150 megawatts.
The mining firm has in a letter indicated that at, this level it is only possible to run half of the Sentinel plant and that significant cuts particularly to the labour force will need to be carried out if the project is to remain viable.
The company further said another 350 jobs currently under recruitment will be placed on hold if the power supply restrictions are not lifted.
But Chief Government Spokesperson Chishimba Kambwili said construction of the Lusaka- Kalumbila power line by ZESCO is currently under way.
Mr. Kambwili said Government is committed to ensuring that the project is completed soon to boost power supply to the mining industry and other economic sectors in North Western Province.
UPND AND CARTEL SCARED OF IMPENDING LOSS, HALLUCINATING ABOUT RIGGED ELECTIONS – SUNDAY CHANDA, VICE CHAIRPERSON, PF MEDIA AND PUBLICITY COMMITTEE
Lusaka, Zambia, 6TH January 2016 – The Cartel and its UPND bedfellows are scared of losing the 11th August 2016 election and now fishing for excuses to the extent of dragging in reputable State Institutions.
They are hallucinating about a rigged election which is only but a figment of their own imagination. We advise them to come to terms with reality that while they can demean and insult His Excellency President Mr. Edgar Chagwa Lungu, there is no competitor to win against the PF. That competitor has not been born yet. It is therefore unfortunate and regrettable for the Cartel and UPND to drag a State Institution such as the OP in nursing their evident fears.
It is political immaturity and careless for UPND to sink this low in its desperation. This is the same institution Mr. Hichilema carelessly boasted of “being in control” of and today he can flip-flop? We advise Mr. Hichilema to play with anything else and but not institutions that exist for all Zambians even when he is fishing for excuses after losing the election.
We can assure the UPND and its bedfellows in the Cartel that President Lungu’s mandate was derived from the people and shall be renewed by the same people. If his hired international campaign consultants are honest enough, they should frankly tell Mr. Hichilema that he is losing, yet again. They should also find a cure to their client’s hallucinations and the earlier they do this, the better.
It was just a fortnight ago that Mr. Hichilema was hallucinating about President Lungu bringing witchdoctors from Malawi to help him win the 2016 election and it appears he has had a recurrence. Hallucinating about witchdoctors was a clear case of “if the only tool you have is a hammer, everything else looks like a nail”.
Reasonable Zambians wondered which election Mr. Hichilema had monitored where witchdoctors hypnotized the entire populace to determine a desired outcome. We can also recommend prayer to his campaign consultants seeing that their client is in the habit of shunning national prayers.
President Lungu is not ashamed of the gospel of Jesus Christ, for it is the power to salvation and this he has declared openly because he walks in the light. Zambians know President Lungu’s stance on many issues including homosexuality while this has remained a highly guarded secret under Mr. Hichilema and UPND.
Mr. Hichilema’s desperation has once again taken him to bed with the infamous cartel in the hope that they will help him win the 2016 elections. While Mr. Hichilema thinks that he can use the cartel, he is in fact the horse they will use in their endeavour to sow seeds of discord and hatred in the nation. We therefore wish their bitter wish-list luck.
President Lungu has managed to finish late President Michael Sata’s term of office with dedication of heart and no one can falter him on that score. Zambians saw their President ascending to a historical constitution amendment bill and commended him for keeping the promise as a faithful servant of the people.
There is no alternative to PF in the August 11th 2016 election because we have walked the talk and acted in national interest. PF has taken development to all parts of the country and its wishful thinking to imagine that Zambians will be blinded by UPND’s wish-list. There are roads, schools, hospitals, bridges all over Zambia and this is a fulfilled promise by PF.

George Lwandamina and Kalusha Bwalya in KenyaZambia coach ‘Chicken’ George Lwandamina’s standoff with the press entered day two on Wednesday.
Lwandamina snubbed an anxious bunch of reporters during a scheduled post-practice briefing at Nkoloma Stadium in Lusaka.
The Zambia coach is still steaming following the leaked final 2016 CHAN team list that was slashed in the dailies on Tuesday before he could drop the bad news to his axed players.
“The coach said he will not speak today,” was all Football Association of Zambia spokesperson Nkweto Tembwe could say after all was set including the sponsors backdrop all rolled out for Lwandamina.
Lwandamina has had his fair share of journalistic skirmishes especially at post-match briefings shooting down questions he feels are either unpalatable, wrongly addressed or phrased.
Meanwhile, Zambia leave for South Africa on Friday for a short camp and where they will face Angola in a friendly on Sunday on their way to Rwanda who will host the CHAN tournament from January 16 to February 7.
Zambia are in Group D at the CHAN finals where they will battle Zimbabwe, Mali and Uganda.
Chipolopolo will play Zimbabwe in the two sides’ opening Group D match on January 19 before taking on Uganda in their penultimate game on January 23 and will play Mali on January 27.
THE father of an eight-year-old girl, who is currently battling for her life at Levy Mwanawasa Hospital, told a Lusaka Magistrate’s Court how his daughter was abducted and later defiled.
He was giving evidence in a case in which Peter Mwila is charged with three counts of burglary and theft, defilement and abduction.
When the case came up for trial before magistrate Judith Chiyayika, Reuben Shakachesa said he discovered that his daughter was missing from the house after his wife noticed that the house had been broken into.
Mr Shakachesa said after frantically looking for the child, he decided to go to George township police post to report the matter.
He said when he arrived at the police post, he noticed a group of people that were looking at a girl who was being taken to the hospital after being found by passersby.
Mr Shakachesa said when he arrived at the University Teaching Hospital (UTH), he found his daughter badly battered and in a pool of blood.
He said his daughter was later transferred to Levy Mwanawasa Hospital, where she underwent surgery for the multiple injuries she had suffered.
Mr Shakachesa said he later went back to the police post and asked to see the person who had been arrested in connection with the defilement and he was shown Mwila.
He said his daughter is still in hospital and has not yet recovered from the injuries and is still unable to speak.
It is alleged that Mwila broke into Mr Shakachesa’s house and stole a phone, K800 and a loaf of bread on November 16, last year.
In the second count, Mwila is alleged to have had carnal knowledge of a child under the age of 16.
In the third count, he is charged with abducting the girl in order to subject her to grievous harm.
Introduction
I had just finished shopping at the Downtown Shopping Mall on the South-End of Cairo Road around the Kafue Round About. I turned left heading South to Kafue but I was going to Manda Hill on the Great East Road. I had to turn right at the robots toward Lumumba Road. I didn’t want to go to Lumumba Road because I knew there would be more traffic congestion. The U- Turn back toward Cairo Road was wide open. As soon as I made the U- Turn into an unusually wide open lane, I knew I was in deep trouble when a Traffic Police Officer stopped me immediately. He politely told me I had broken a traffic code as I was not supposed to make a U-turn. My protesting that I did not see any big visible “no U-Turn” sign did not change the officer’s mind. I was invited to the back of a make shift police station at the back of a van where I paid the fine.
Driving in Lusaka is any driver’s worst nightmare. There is congestion night and day in virtually all parts of the city. Cairo Road is probably the worst. It took me over 30 minutes to drive from Katondo Street across to the Main Post Office. If I had walked, it would have taken me may be 5 minutes.
Cairo road
A “Zambian Watchdog” article of May 2011 has a head line that says: “Traffic Jams and used cars terrorize Zambia’s Roads”. Another article by Kelvin Kachingwe in UKZambians web page in February 2008 said: “Lusaka becoming auto jungle – 50 vehicles per day are being imported”. It is estimated that 300 used cars are being imported into Zambia every day.
In spite all the traffic congestion, to be fair, I never saw any traffic accident in the two weeks I drove in Lusaka last month. Drivers help each other out and every driver negotiates incredibly tight space leaving mere millimeters between vehicles which often may raise one’s temperature and levels of anxiety. Is there a solution to the traffic nightmare and gridlock in Lusaka? There are two possible solutions: first an underground train system and second a new massive sophisticated road highway system around Lusaka. Doing nothing or just building more side roads are not best solutions in the long run.
Underground Tunnel Train System
Lusaka should have 5 major underground train tunnels. The first train tunnel should be from the round about going to the Kenneth Kaunda International airport near Chelston on the Great East Road all the way to Cairo Road. The second underground train tunnel should start from Zanimuone or Landless Corner on the Kabwe or Great North Road all the Way to Cairo Road. The third train tunnel should start from Bauleni, Mtendere, partially under Independence Avenue, under the current Intercity Bus Terminal and Railway station, and finally connect to Cairo Road between Churchhill Road and Independence Avenue. The fourth train tunnel should start from Munda Wanga Botanical Gardens along Kafue Road all the way to Cairo Road. The fifth train tunnel should start from Chilenje and Chilenje South extension through Kabwata, and Kamwala Shopping Center under the Independence Avenue flyover bridge into Cairo Road. The whole area underground between Cairo Road, Cha-Cha-Cha Road, and Freedom Way should have a massive underground railway station where all the trains form the City will interchange.
Sophisticated Road Highways
If the underground tunnel is deemed not possible or too expensive, Lusaka should have a sophisticated road highway system. Four lane highways should be constructed on elevated massive pillars on top and along the five major current road arteries as described already; on the Great East Road, Independence Avenue from Mtendere and Bauleni, from Chilanga on the Kafue Road, and from Zanimuone on the Great North Road all leading to and some highways bypassing above Cairo Road. We cannot afford to have any major roads on the ground anymore as construction has used up all the ground space in Lusaka. These highways would be high speed expressways where there would be no stopping allowed. Slower cars and other limping vehicles would use the current ground roads underneath the elevated highways on massive pillars. The Highway Traffic Officers would enforce the new rules.
Advantages and Benefits
All of these recommendations if implemented would ease road traffic congestion in most parts of Lusaka, save billions of Kwacha in money spent on petrol by thousands of idling vehicles that are caught in perpetual traffic jams. The life spans of the vehicles would be extended. People would sleep better as they would not have to wake up very early to drive to work which would lower costs of medical conditions that happen due to stress. The flow of commerce in the city would be improved.
Minister of Home Affairs Davis Mwila
Home Affairs Minister Davies Mwila has urged the Police Service to design and implement action oriented measure to deal with political violence that may be created during the 2016 August 11 General Elections.
Mr. Mwila said the police should deal with perpetrators of political violence equally and accordingly regardless of political affiliation.
The Minister said this in Lusaka today during the Commanders’ Conference which is held annually to plan for the year
He also presented 180 Trucks and Vans to the Service which will be distributed across the country.
And Police Inspector General, Kakoma Kanganja said this years Conference is a special one as it will mainly focuses on how the Service will police General elections.
Mr. Kanganja has since thanked the government for 180 trucks and vans to help the Police Service Manage the 2016 elections.
He further directed his Commanders to work with all stakeholders during the election and ensure that they act professionally and use common sense in executing their duties.

Former National Youth Development Council (NYDC) Chairman Dr. Savior Chishimba says he is still waiting for Anti Corruption Commission to summon him over allegations that he misappropriated funds while serving at the council.
Dr. Chishimba claims he has evidence to show that it is in fact some officials at the Ministry of youth and sport who are involved in corruption.
He says he is waiting for the Anti-Corruption Commission to summon him in order for him to present the evidence in question.
Last year Government dissolved the National Youth Development Council Board in order to pave way for investigations into corruption allegations against Dr. Chishimba.

Davies Chama addressing PF Members at the mobilisation meeting
PF Secretary General Davis Chama has called on politicians in the country to stop practicing politics of deceit and start exercising politics of truth.
Mr. Chama said politicians spent time crying for a people- driven constitution yet when the bill was passed they started back tracking.
“Politics of truth must be exercised by politicians. politicians have been saying we want a people- driven constitution that will respect the will of the people and there has been a bit of deception.
They were demonstrating in parliament that they want the constitution but when Parliament passed the Bill the same politicians started back tracking, that is default of the truth, deceiving the Zambian people,” Mr. Chama said.
And Mr. Chama has said that the constitution making process has taken long because the PF wanted to include the views of every one including the minority groups who were opposing the constitution.
“It has taken a bit of time because we wanted to include the views of all Zambians including those minority who were opposing the constitution so that we take the views of everyone on board,” he said.
He further expressed happiness that the ruling party had delivered on their promise to give the people of Zambia a people- driven constitution.
He was speaking at Heroes stadium shortly after witnessing the assenting of the Constitution Bill by Republican President Edgar Lungu yesterday.
Solwezi Panthers Basketball Club coach David Musonda says his team beat the odds on their way to winning promotion to the ZBA- North Super League.
Panthers secured promotion to the top flight league last month after winning the ZBA North League B.
2015 was Panthers’ maiden season in the Zambia Basketball Association organised leagues.
In an interview coach Musonda, a former Bwana Mukubwa player, revealed that the club uses a tennis court for training.
“We started from no where with money from our pockets before Kansanshi Mine came in. They lessened our burden by giving us transport,” Musonda said.
“If you came to Solwezi at the moment it is a sorry sight. We use a tennis court for practice,” he said.
Musonda added:” Despite all the challenges we have, the guys (players) who have a heart to play basketball. We ended up winning promotion because of commitment and sacrifice.”
Musonda said the Panthers are now looking forward to competing in the elite league this year.
“We are looking forward to playing in the A League. We can march up with most of the A League teams.
“I have a strong team that will give teams a good run,” he said.
Musonda is telling his team to enjoy the game.
“Let’s keep playing hard. Basketball is like a girlfriend. You do whatever it takes to protest your girlfriend. I am telling my players; let’s play and enjoy the game,” Musonda said.
