Production of fruits is still a challenge in Zambia-Shoprite

SHOPRITE says Zambians need to invest in the horticulture sector to save the country foreign exchange on imports.

Shoprite general manager, Charles Bota, said while local farmers have increased vegetable supplies, the production of fruits is still a challenge in Zambia.

Mr Bota said as a result of lack of fruit supplies, the retail giant still stocks imported apples, grapes and strawberries.

Shoprite says it is gratifying that some Zambian fruit farmers are now reliable suppliers, adding that Africa’s biggest supermarket is committed to reducing imports by supporting local produce.

Mr Bota said, although sourcing from Zambian suppliers remains a challenge because the climate and soil in the country do not favour cultivation of fruits such as apples, strawberries and grapes, some local farmers are using modern technology to commercialise production.

Mr Bota cited Khal Amazi Farm in Chongwe, which grows grapes as some of the farmers Shoprite is engaging to supply fresh fruits.

“The more difficult side, even 20 years later remains the fruits side. [However], for the last four years Shoprite has been sourcing grapes locally during the November harvesting window from Khal Amazi farm in the Chalimbana area of Chongwe ,” Mr Bota said in response to a query on Friday.

He said Khal Amazi, which sells about 200,000 kilogrammes of grapes annually, this year exported their first local fruit to Shoprite stores in South Africa, thus contributing to Zambia’s foreign exchange revenue.

Mr Bota said Shoprite is also facilitating the export of mangoes to Botswana as its commitment to promote local produce.

He said Shoprite also sources about 90 percent of its vegetables locally in a quest to support Zambian vegetable farmers.

Mr Bota said the development has been necessitated by Shoprite’s increased training of farmers on quality.

“When Shoprite opened its first store in Zambian 20 years ago, we imported almost 90 percent of the fruit and vegetables because the local farm produce supply situation could not meet retailer’s volumes and quality. Shoprite Zambia now sources almost 90 percent of its vegetables locally,” he said.

ZRA Appeals Post Newspaper Case

19

THE Zambia Revenue Authority (ZRA) has filed a notice of appeal in the Supreme Court against the High Court ruling in which The Post Newspapers was granted a stay of execution to restrain the authority from demanding full settlement of tax obligations.

This is in a case in which The Post Newspapers has appealed to the Supreme Court following the High Court’s dismissal of its application for judicial review over the proposal to pay the tax liabilities in instalments.

The Post Newspapers owes Government over K16 million, inclusive of penalties and liabilities.
The High Court has, however, ordered the Post Newspapers to honour its tax obligation with the government within 90 days of the disposal of its appeal in the Supreme Court.

The firm had earlier applied for judicial review in the Lusaka High Court following ZRA’s rejection of its proposal to pay the tax liability in instalments.

According to the notice of appeal filed in the Supreme Court registry last Friday, ZRA, through its legal department, stated that it was appealing against the whole judgment.

The Post Newspapers had earlier appealed against Lusaka High Court judge Mwiinde Siavwapa’s judgment of October 30, which favoured ZRA over disputed tax obligations.

The media organisation appealed to the Supreme Court against judge Siavwapa’s verdict, which allowed the ZRA to implement its demands to collect disputed tax figures from the

A 25-YEAR-OLD man of Senanga suspected to be part of a group of United Party for National Development (UPND) cadres who beat up children and smashed windows at Vice-President Inonge Wina’s private home in Nalolo has been charged with malicious damage to property.

On Saturday, suspected UPND cadres, who were in Nalolo in Western Province to accompany their president Hakainde Hichilema, beat up children at Mrs Wina’s home and damaged property in the house.

Western Province commissioner of police Charles Lungu said in an interview yesterday that police have charged and arrested Kwitu Kanyanga for malicious damage to property.

Mr Lungu said Mr Kanyanga was allegedly in the company of other people suspected to be UPND cadres.

He said Mr Kanyanga was arrested for allegedly stoning a shop belonging to a Patriotic Front (PF) official.

By press time, Mr Kanyanga was scheduled to be put on an identification parade.

An identification parade is where the police put a suspect in a line-up of people. They ask a witness to look at the line-up to see if they can pick out the person who committed the offence

“Apparently the suspect and his friends travelled to Senanga after attacking the Vice-President’s family and they were arrested after the group stoned a shop belonging to a PF member. The owner of the shop even identified the suspect during an identification parade in Senanga,” Mr Lungu said.

He appealed to political cadres to be tolerant of divergent views to avoid clashes.

“We are not at war. We should respect and know that we are in a multi-party democracy. People should respect each despite belonging to different political parties,” he said

Government to conduct a forensic audit on the mines

GOVERNMENT will constitute a team of experts to conduct a forensic audit on the mines to ascertain the impact of low copper prices on the international market and power deficit on their operations.

Minister of Mines and Minerals Development Christopher Yaluma said in an interview yesterday that a forensic audit of the mines is necessary to enable Government to establish the impact of low copper prices and the power deficit.

Mr Yaluma said Government is sympathetic to the citizens, who have lost jobs in the mines and that it is doing everything possible to keep the miners in employment.

“We are putting up a team to conduct a forensic audit on all the mines to assess the impact of low copper prices and power deficit on their operations. We know that they are facing those challenges, but we need to do our own audit,” Mr Yaluma said.

The minister said low copper prices on the international market should not be used as an excuse by mining companies to downsize their workforce because it is something Government has no control over.

Mr Yaluma said the problem is global in nature and that using it to retrench workers will not be in line with Government’s policy of creating jobs for the Zambian people.

Meanwhile, ActionAid Country Director Pamela Chisanga has said that the decision by government to conduct a forensic audit on mining companies to ascertain the impact of low copper prices and power deficit on their operations is ill-timed.

Ms Chisanga has told QFM News via telephone that her organization had some time back advised government to conduct a forensic audit on mining firms to establish how much they were making in terms of profits, but that the advice fell on deaf ears.

Ms Chisanga said that it is too late now to conduct such an exercise considering that the country is already in a crisis.

She said that carrying out such an undertaking now will not yield any positive results, adding that the outcome of the audit at this point will only indicate the real position in the mining sector.

She said that government should have conducted the audit at the time her organisation called for such an undertaking and not wait when things have turned sour resulting in thousands of miners losing jobs.

Ms Chisanga said that conducting a forensic audit of the mines now will be a mere academic exercise given the situation in the mining sector.

PF does not have the numbers to pass the constitution bill – Chama

Patriotic Front Secretary General Davies Chama
Patriotic Front Secretary General Davies Chama

PF Secretary General Davies Chama has said that the ruling party does not have the numbers in Parliament to single handedly secure the passage of the Constitution Bill into law.

Mr. Chama said that contrary to suggestions by the Grand Coalition on the Campaign for the People Driven Constitution that it practically has 109 members in Parliament, the ruling PF only has 87 members.

He has told Qfm News in an interview that the fact that it will require at least 106 Members of Parliament to get a majority vote in the House, the success of the Constitution Bill depends both on the PF and the opposition.

Mr. Chama stated that this means that the ruling PF will not get the blame if the Constitution Bill fails in Parliament.

He said that there is nothing more the ruling PF can do other than what it has already done by taking the Constitution Bill to Parliament.

Mr Chama stated that the ruling party only hopes that MPs will support the Bill when it comes up for debate in the House.

Mr. Chama said the ruling party wants to put to an end to the debate on the enactment of the new Constitution once and for all.

Meanwhile, Political Activist Dante Saunders has demanded that PF Secretary General Davies Chama apologizes to Zambians for telling them to urinate in Lake Kariba in order to fill up the lake for power generation.

Mr. Saunders said that Mr. Chama ought to know that his remarks are tantamount to insulting Zambians including elderly people.

He has told QFM News that it is disappointing that Mr. Chama did not consider how injurious his statement would be to elderly people.

Mr. Saunders said that it is sad that Mr. Chama has continued uttering irresponsible remarks even when he came under attack for his tribal remarks against the Tonga Speaking people earlier this year.

Meanwhile, Mr. Saunders says both the ruling PF and UPND should take responsibility for the recent violence in Kitwe and Mongu.

Soaring food prices spurring malnutrition in Kaputa

3

Kaputa District Commissioner Mulenga Fube has expressed concern at the escalating prices of locally grown foodstuff saying this is affecting efforts of implementing nutrition programmes in districts faced with the problem of malnutrition.

Mr Fube said it was not acceptable for people to be increasing prices of vegetables and other locally grown foodstuff as these were making people fail to eat a balanced diet.

The District Commissioner said his office is concerned that traders in Kaputa district are taking advantage of the increase of food commodities in Lusaka and replicating it in Kaputa.

Mr Fube said the trend by traders is already prohibiting locals from improving their nutrition status as they cannot afford to buy a variety of foodstuffs due to the inflated prices and are forced to eat only one type of food in their meals.

The district commissioner said this when Scaling Up Nutrition(SUN) Coordinator Fred Mubanga and a team of partners assessing the implementation of the First 1000 Most Critical Days programme under the National Food and Nutrition Commission paid a courtesy call on him today.

Mr Fube informed the team that his office was aware of the implementation of the programme but called for support to local initiatives to make them sustainable. He said Kaputa district has abundant water and land, and these areas should be given priority when considering support.

Mr Fube said it was important the programme taps into local competences and have communities empowered to grow their own food and cease the handouts syndrome.

Earlier, Mr. Mubanga who is also head of Public Health and Nutrition Unit at SUN said the purpose of the visit is to assess how the programme is been implemented in the district by stakeholders.

Mr Mubanga said partners would like to see that resources pumped in to the programme trickle down to extension services and communities who are the major beneficiaries.

He also appealed to the district commissioner to continue supporting the District Nutrition Coordinating Committee when it comes to coordination and monitoring if greater impact is to be reached.

The Energy Regulation Board (ERB) has warned motorists against contamination in fuels for vehicles.

ERB Public Relations Manager Kwali Mfuni says during the course of this year, the Regulator has noted increasing accidents of consumers complaining of wrong fuel had allegedly been dispensed into their vehicles.

Motorists should be alert whenever fuelling their vehicles at filling station to avoid cross contamination of fuel, she explains in a statement released to ZANIS in Lusaka today.

“Adulterated fuel should immediately be decanted in the presence of the car owners so that the customers only buy quality commodity (fuel), “ Ms. Mfuni said.

She advised motorists to contact the Regulator’s Toll Free line 8080 at all times whenever there is such an incident.

She furthermore appealed to the motorists to familiarize themselves with the different fuel colour codes to avoid such incidents.

The ERB Public Relations Manager explained that Green colour is for Petrol, while Blue is Kerosene or Paraffin and Diesel has got two colour codes Yellow/straw and Purple respectively.

The Regulator has so far handled eight cases of cross contamination and fuel pollution which at the expense of motorists who have complained to ERB who in-turn have charged the affected filling stations.

Ms. Mfuni urged motorists always obtain receipts whenever they purchase fuel and take note of the distributor.

Recently, the Regulator summoned Puma, Mt Meru and Engene filling stations following complaints from customers over polluted fuels.

IDC

The Industrial Development Corporation (IDC) has expressed pleasure with the high caliber of investors interested in the grid-scale solar power initiative following the closing of submission of applications for prequalification on Friday, 13 November 2015.

IDC Director of Operations Paul Siame says bidder turnout was excellent, with submissions that included many leading international renewable energy developers as well as a significant number of local and regional players.

Mr. Siame says the complete list of successfully submitted applications is available on the IDC website www.idc.co.zm.

He explained that once the pre-qualification applications have been evaluated, IDC is expected to announce the Prequalified Bidders during the first half of December, 2015.

“Prequalified Bidders will then be provided with further information on the two solar power PV projects and will proceed to the final round of an open, transparent and competitive bidding process, out of which the two winning bidders will be selected on the basis of the lowest proposed cost of electricity,” he elaborated.

He added that the winning bidders will finance, construct and operate as independent power producers (IPPs) for 25 years.

In July 2015, President Edgar Chagwa Lungu, directed the IDC to call for applications in order to commence the process of redressing the current power deficit in Zambia and resultant national crisis.

This initial phase forms part of the drive for the urgent development and installation of at least 600 MW of solar power.

South PF condemn UPND attacks on Wina house

17

Patriotic Front (PF) youths in Southern Province have strongly condemned the United Party for National Development (UPND) cadres for attacking Vice President Inonge Wina’s relatives and damaging property at her private house in Nalolo Constituency in Western Province.

PF Choma Central Constituency Secretary Joel Kamoko described the attacks by UPND cadres on Ms Wina’s relatives and property as barbaric and unacceptable.

In an interview with ZANIS in Choma, Mr Kamoko accused the UPND cadres of practicing stone-age politics by attacking and beating up innocent citizens.

“As PF youths in Choma, we want to strongly condemn the behaviour by UPND cadres to attack innocent relatives and property of Ms Wina. This goes to show the lack of respect from this opposition party,” he said.

The cadres, who were in Nalolo, Western Province, to accompany their party president Hakainde Hichilema, allegedly beat up Ms Wina’s relatives and smashed windows.

This happened on Saturday in Mongu when Mr Hichilema was in the area to pay homage to Litunga Limboela in Moyo.

Mr. Kamoko has since challenged Mr Hichilema to chastise his party members from acts of violence and let peace continue to prevail in the country.

Mr Kamoko said, instead of the opposition party investing its energy to explain what it could to do to the people of Zambia, the party had resorted to politics of attacks.

He said politics should not wreck the ‘One Zambia One Nation’ motto because the country was founded on the principle of peace and love.

Chief Mumena of the Kaonde speaking people in Solwezi district fears that the scourge of child marriages has potential to surpass the HIV/AIDS pandemic if not checked.

Chief Mumena told ZANIS in Solwezi over the weekend that child marriage incidences are increasing to alarming levels and spiralling out of control in rural communities.

“It is a scourge and social evil. If left unchecked, this will be more than HIV/AIDS,” he said.

Chief Mumena has since implored stakeholders at every level of society to team up with a common goal of eliminating child marriages in communities.

The traditional leader said that massive sensitizations are being carried out at every community meetings in his chiefdom to ensure that the vice is stopped through concerted efforts in order to prevent a disaster.

Chief Mumena noted that child marriages affects the socio-economic development landscape of the country in that it deprives the girl child the necessary education needed for her to positively contribute to national economic development of the country.

The Chief added that some disadvantaged girls in his chiefdom whose parents are incapable to pay school fees are being sponsored to continue with school so that they do not fall prey to child marriages.

And A traditional leader in Luwingu District has appealed to government to consider coming up with deliberate laws that will sternly deal with perpetrators of early marriages in the country.

Chieftainess Chungu of the Bemba speaking people of Luwingu District made the appeal in an interview with ZANIS yesterday.

The traditional leader observed that it will be difficult to end the trend so long as perpetrators are not served with heavy penalties.

Chieftainess Chungu said teenage marriages are a vice which is becoming a major concern in her chiefdom.

The traditional leader further attributed the promotion of human rights as one of the contributing factors to the escalating cases of early marriages in the community.
She stated that in most cases traditional leaders fail to discipline perpetrators of such issues for fear of being dragged to the police and courts of law on allegations of violating human rights.

The Chieftainess said it is against this background that she wants government to come up with laws that will ensure that parents in the habit of promoting early marriages are severely punished.
