Kitwe plans to construct street kids’ rehabilitation centre

Kitwe District Administration is working on modalities to construct a street kids rehabilitation centre.

The centre which is expected to be used to transform the children from the streets is expected to have education, sports, counselling and skills training facilities for kids who will be withdrawn from the streets in Kitwe.

This was agreed during a special meeting held by selected heads of Government departments chaired by Kitwe District Commissioner Lawrence Mwanza in Kitwe yesterday.

During the meeting Mr. Mwanza noted that the problem of street Kids in Kitwe was getting out of hand.

He said establishing a permanent centre for housing them will create a lasting solution to the problem.

“It is not right that we should continue ignoring the rising number of streets kids to a level where they are also having children among themselves, it’s also a dangerously situation because these same street kids tend to attack people in the night and engage in illicit activities such as prostitution and drug abuse, we need to remove them from the streets and put them in a centre where they can be transformed into responsible citizens,” he said.

Mr. Mwanza suggested that the street kids can temporarily be put in some identified children centres in Kitwe and Mufulira.

He said his office will seek material support from various stakeholders in terms of food, beddings and other necessities before an operation to remove them from the street is conducted.

Me. Mwanza has further appealed to members of parliament in Kitwe and the council to help fund the construction of the street kids’ rehabilitation centre through the Constituency Development Funds (CDF).

And Kitwe District Social Welfare officer Kombe Kamanga cited Friends of the Street Kids and Life Song centre as some of the centres willing to temporarily take up some street kids.

Kasama businessman fined K3,000 for operating illegal pharmacy

The Kasama Subordinate Court has fined a Kasama businessman K3,000 or, in default, serve four months simple imprisonment for operating a drug store without a license.

Bright Musonda, 27, of Musenga Township, pleaded guilty to the charge of selling medicines in a place that is not a pharmacy or health facility contrary to the laws of Zambia.

Facts before Resident Magistrate Samson Mumba are that, on 14 April, 2023, the Drug Enforcement Commission (DEC) office received information of the accused dealing in illegal activities and followed up the matter.

The officers later confiscated assorted drugs from the accused person’s shop.

In mitigation, Musonda pleaded for leniency as he had no one to pay for his education and raised money through the sales from the shop.

He also pledged to abide by the rules governing the sale of drugs.

And Magistrate Mumba, sentenced him accordingly, considering his mitigation and for not wasting the court’s time.

Meanwhile, a couple caused laughter in the court after they were made to reconcile after the husband withdrew the assault case.

Facts of the matter is that Esnart Chileshe, 27, was facing the charge of Assault Occasioning Bodily Harm after she pushed her husband Webster Choomba 32 and hit him with an object on the left side of the eye and fell down.

The suspect was remanded at Milima Correctional Facility for about two weeks and walked to her freedom with a caution that they need to show love to each other rather than resort to fighting.

The couple was then asked to demonstrate in court how they would show that oneness to each other and hugged one another.

SA Tourism Minister wants harmonised visa regime across Africa as 2023 Travel Indaba opens in Durban

South Africa’s Tourism Minister Patricia De Lille has called on African governments to harmonise their visa processes in order to grow tourism across the continent.

Ms. De Lille said African must have a harmonised visa regime to make it easier for visitors to move from one country to another.

She said the continent must also simplify the e-visa application process and reduce visa costs to make Africa a more attractive destination for both Africans and international travellers.

She was speaking when she opened the 2023 edition of Africa’s Travel Indaba (ATI) in Durban on Tuesday under the theme, “Unlimited Africa”.

Zambia is represented at the Travel Indaba by Tourism Minister Rodney Sikumba and officials from the Zambia Tourism Agency.

Ms. De Lille revealed that South Africa has visa waivers for several African countries for a specified period and up to a maximum of 90 days, including SADC countries such as Zambia, Tanzania, Namibia, Angola, and Mozambique, Mauritius, Malawi and Botswana.

“We have also rolled out the e-visa system to several countries including Kenya, Nigeria, Egypt, Ethiopia, Uganda, Cameroon and the Democratic Republic of Congo and we are expanding the e-visa system to an additional 20 countries,” she said.

Ms. De Lille also stated that to reposition African travel and tourism market, Africans have to engage in healthy and balanced collaborations and competitions.

She said competition was often considered to be the life-blood of destination marketing and tourism.

“While healthy competition can drive growth and innovation, unhealthy competition can lead to a race to the bottom, with businesses and destinations undercutting each other on price and quality,” she said.

“As the tourism industry, let us foster a culture of healthy competition, where businesses and destinations are encouraged to compete on quality and innovation. Let us remember that long-term success in the industry depends not only on competing but also on recognising the value of collaboration and partnerships.”

“So, each player in the value chain has a unique role to play, and by working together, we can create seamless and memorable travel experiences for visitors – that is the spirit of Africa’s Travel Indaba,” she said.

She said the 2023 ATI, at near the pre-pandemic scale, also demonstrated that Africans could host world-class safe events.

Earlier, Nomasonto Ndlovu, Acting Chief Executive Officer of South African Tourism (SAT), said the theme for the event was crafted with the observation of the enormous potential Africans possessed as well as their ingenuity.

“The theme for this year’s Indaba speaks directly to African countries’ immerse potential which will be showcased in the course of this expo. The energy here is absolutely electrifying and I am happy to be here today,” she said.

This year’s Indaba has attracted more than 1000 buyers from across the tourism ecosystem and just under 1 000 exhibitors with over 350 tourism products being showcased.

The attendees include destination marketing bodies, hotel groups, airlines, tour operators, and 10 African Tourism Boards and 21 African countries represented.

UPND Condemns Archbishop Alick Banda’s Utterances on Police Search at Edgar Lungu’s House

The United Party for National Development (UPND) has expressed serious concern over recent statements made by Archbishop Alick Banda regarding the search conducted by the Zambia Police Service at the residence of former President Edgar Lungu. In a statement, the party called on the Archbishop to retract his comments, which they say promote gender inequality and could incite division among Zambians.

The Archbishop had questioned the need for 200 police officers to be sent to former first lady Esther Lungu’s residence, stating that he was uncertain if the same number of officers would be sent if it were a man.

In the statement, UPND Media Director Ms. Ruth Dante Heaton called on the Archbishop to retract his statements, which she said could promote gender inequality and division among Zambians.

Ms. Dante Heaton stated, “As a leader and man of God, Archbishop Banda’s language has the potential to promote higher gender inequality, which is something he should be preaching against. It is important to recognize that language has a powerful impact on how the world perceives women, and it is our responsibility to use language that promotes equality and respect for all individuals.”

Ms. Dante Heaton also clarified that the police had gone to the residence to conduct a search for stolen vehicles and had a valid search warrant, not a warrant of arrest. She emphasized that it was not appropriate for a religious leader to spread false information and fuel division among Zambians.

“Archbishop Banda should be playing an objective advisory role to those in political leadership and promoting unity among Zambians. As a man of God, he should be providing guidance and direction to the leadership of the country and avoiding making sentiments that have the potential to divide our nation,” Ms. Dante Heaton added.

Green Party Leader Expresses Concerns over Viability of ZCCM-IH Amid Corruption Allegations

Zambia Consolidated Copper Mines Investment Holdings (ZCCM-IH) has recently faced a spate of challenges, including the resignation of its board chairperson, Dolika Banda, and the suspension of its share listing from the London Stock Exchange. The Green Party Leader, Peter Sinkamba, has called for a thorough investigation into the happenings at ZCCM-IH and for those responsible for the corruption to be dealt with accordingly.

Sinkamba has expressed his concerns that the corruption allegations and the suspension of the share listing are likely to lead to the departure of minority investors from ZCCM-IH, which will have a negative impact on the institution’s viability. He has also noted that ZCCM-IH has lost credibility at an international level due to the recent corruption allegations, which will make it difficult for the institution to conduct serious business abroad.

The Financial Conduct Authority of the London Stock Exchange suspended the trading of ZCCM-IH shares due to the non-publication of audited financial results for the years 2021 and 2022. In addition, Dolika Banda’s abrupt resignation allegedly resulted from excessive and irregular interference from State House. The Green Party Leader has challenged the UPND administration to interrogate the matter, particularly given the administration’s focus on addressing corruption.

Fred M’membe praises professionals for refusing to do wrong things and stepping down from positions

Zambia’s Socialist Party President Dr. Fred M’membe has issued a statement applauding professionals who refuse to do wrong things and resign from their positions. He has urged politicians to be mindful of interfering with the running of public institutions and for appointing authorities to take cognisance of the recent resignations of high-profile professionals from state-run institutions.

In his statement, Dr. M’membe highlighted that the resignations of the Bank of Zambia Governor and ZCCM-IH Board Chairperson were triggered by the divergence of views between the appointing authority and the concerned persons running public institutions. He stressed that political interference by the appointing authorities can compromise the corporate governance standards of state institutions and create an environment of distrust.

He said, “It’s pleasing to see some professionals refusing to do wrong things and resigning from their positions. This is the professional culture we would like to emerge in our country among those appointed to public office.”

He suggested that their resignations were likely triggered by their conscience on breaching corporate governance standards. “One common thread of the resignations we have cited is that these are individuals who have worked both local and abroad for reputable institutions and are highly qualified individuals who are well conversant with corporate governance issues. Therefore, these resignations must have been triggered by their conscience on breaching corporate governance standards.”

Dr. M’membe urged professionals appointed in public office to prioritize their professionalism and resist taking decisions imposed upon them by the appointing authorities. Bakala Takes Positives From U17 AFCON Outing

Zambia Under-17 Coach Ian Bakala says it was good that his team won a match at the Junior Africa Cup despite being eliminated from the competition.

Zambia on Saturday night beat Morocco 2-1 in their final group match at the Africa Cup in Algeria as they failed to advance as best third placed team.

Bakala said playing at the Under-17 Africa was a learning curve for him and the entire team.

“All we wanted was to go out at least with a one. It is a great achievement to win the first game at the Africa Cup as a young coach,” Bakala said.

This was the second time Zambia was appearing at the Junior Africa Cup.

Chipepo Salutes Power Dynamos For Zambian League Title Win

Power Dynamos coach Mwenya Chipepo has saluted the underachieving Kitwe giant for finally winning the FAZ Super Division title with two matches left in the season.

Power won Super League after thumping Forest Rangers 2-0 away in Ndola on Saturday to also qualify for the CAF Champions League.

It is Power’s first league title since 2011 plus a runners-up finish in 2014.

In a post-match comment, Chipepo said he was very happy to win the league with Power Dynamos.

Power will represent Zambia in the CAF Champions League next season.

He said Power must continue improving ahead of the CAF Champions League campaign.

“There is still room for improvement.I am still learning so I cannot tell you that I am going to win four or eight titles,” Chipepo said.

“For now I am comfortable and happy with what I have achieved. So hopefully if I improve, I am hoping for better things to come,” he said.

This is Power’s seventh Super League title as the fight to catch record league champions Nkana, who boast of 13 titles.

Ministry of Education owes scores of teacher’s double class and responsibility allowances countrywide

The Government through the Ministry of Education owes scores of teacher’s double class and responsibility allowances countrywide in some cases stretching from as far back as January 2023.

The delay to pay teachers double class and responsibility allowances has been blamed on the change of the system used to verify teachers entitled to the pay.

The Government last year introduced a system to thoroughly verify who is supposed to be given double class and responsibility allowance when they are introduced to the Ministry of Education payroll.

Over 4000 teachers are affected in the Copperbelt Province alone with teacher unions expressing their worry.

The Zambia National Union of Teachers (ZANUT) has since urged the Ministry of Education in the Copperbelt Province to urgently pay teachers the outstanding double class and responsibility allowances.

ZANUT Copperbelt Provincial Director Bunda Katutu said it was unacceptable that teachers in the province have not received double class and responsibility allowances since January 2023.

Mr. Katutu said teachers have given the Ministry of Education up to the month-end of May 2023 to pay them their money.

“The double class and responsibility allowance is supposed to be paid to teachers from January but this is May. The allowance runs from January to December, once it reaches December it expires. Again the year that follows will be asked to submit their requirements and they are going to be given allowances but the challenge we have is that starting from last year. It took almost six months, by June/July that’s when teachers were given allowances when they are entitled to that allowance monthly. As we speak, they started last month but very few were given because of the said challenges with the new system but we want to push the people responsible to pay teachers now,” he said.

“On the Copperbelt, this month we will not listen to any excuse from any district for not giving double class and responsibility allowances to the deserving teachers. Teachers have been teaching from January to this time around without receiving allowances, meanwhile the Government had budgeted for this money. Money is there so it is a matter of responsible officers to make sure that they give the affected teachers double class and responsibility allowances” Mr. Katutu said.

He has told Radio Icengelo News in Ndola that the Ministry of Education was de-motivating teachers by not paying them their money on time.

“It is de-motivating, you cannot be teaching while waiting to be paid. The Provincial Education Officer assured us that now those hurdles have been waived so that teachers can be given allowances. The fact is that we have teachers on the Copperbelt who are entitled to responsibility and double class allowances. Those who are teaching the higher grades they are not supposed to teach. When you are given extra work you deserve an allowance. Some teachers have been given more than one class because of inadequate human resource, teachers are not enough. These teachers have been teaching since January without being paid,” Mr. Katutu said.

Responsibility Allowance is paid at the rate of 20% of the basic pay to all eligible teachers and shall be done or paid for on an annual basis meaning it’s a 12 months cycle.

Eligible teachers should re-apply for this allowance each November to facilitate input on the payroll for January of the following year and allow eligibility facilitation to be undertaken.

Those eligible for the payment of responsibility allowance include degree holders teaching “A” level classes, advanced diploma holders teaching either senior or “A” level classes at a secondary school, Diploma holders teaching senior classes and certificate holders teaching Upper basic/secondary school classes.

Resignation of ZCCM -IH Board Chairperson suggests lack of transparency and accountability in the running of mining sector by Government

The Southern Africa Resource Watch (SARW) has alleged that the resignation of ZCCM -IH Board Chairperson Dolika Banda suggests lack of transparency and accountability in the running of the country’s mining sector by the government.

The financial conduct authority has temporarily suspended ZCCM IH share listing from the London Metal Exchange in the wake of Ms. Banda’s resignation.

SARW Senior Researcher and Advocacy Officer Edward Lange has said Zambia has found itself in a precarious situation on matters relating to the operation of ZCCM- IH following the resignation of Ms Banda as board chairperson.

Mr. Lange said the country needed to improve its standing at the international stage following the suspension of ZCCM IH share listing from the London stock exchange and the subsequent resignation of the board chairperson.

He said there is a need for the government to allow state enterprises to operate independently without undue influence.

“The country has found itself in a very confused position. Confused position as it looks as if we are in a dilemma on matters that are linked and related to the ZCCM IH which has shares in Konkola Copper Mines and Mopani Copper Mines. As you know the two companies’ operations have been brought to a halt in terms of operations thereby halting the economy of the Copperbelt Province. The same government has been making promises and conflicting statements on KCM and Mopani and now we are compounded by the resignation of the ZCCM IH Board Chairperson which points to the lack of transparency. ZCCM IH has been delisted or suspended by the London Metal Exchange. So all these issues put together you will realise that we need to put together our standing in the eyes of the international players in the mining sector,” Mr. Lange said.

He said the alleged meddling in the affairs of public or private enterprises by the state was tarnishing the name of Zambia’s mining sector.

“This is a very sad situation to the extent that we are viewed as a country that has no values of transparency and accountability. The state owned enterprises are being interfered with in terms of operations by the long arm of Presidency through state house we hear so and now our position is: Can we allow state enterprises to operate independently because if we do professional decisions are going to be made. When professional decisions are made we are going to do away with the current situation we have found ourselves entangle in, especially to do with the Copperbelt. So our appeal to the Government is to leave private entities or state owned enterprises to operate freely and professionally without undue interferences from the mainstream government, This will help the current difficulty situation a lot, this will help improve the economy of the Copperbelt but the image has already been tarnished so we also work on the system that will help to rebuild the image,” Mr. Lange said.

Meanwhile, ZCCM-IH has announced the appointment of Kakenenwa Muyangwa as the new Board Chaiperson following Ms. Banda’s abrupt resignation.

Mr Muyangwa is a mining and financial expert with over 35 years of experience and his appointment is effective May 5th, 2023.

ZCCM-IH Corporate Affairs Manager Loisa Mbatha Kakoma has confirmed that Mr. Muyangwa replaces Ms Banda who worked as non-executive Director and Board Chairperson since December 2021.

Ms. Kakoma says Ms Banda championed Zambia’s mining interests and has left ZCCM-IH in a stronger position for continued growth.

And Mr Muyangwa said he was honoured to have been asked to serve as Chairperson by the Government saying he will pick up from where Ms Banda has left.

In her farewell message, Ms Banda expressed gratitude for being given the opportunity to serve as Board Chairperson saying she greatly believes in the future of ZCCM-IH and that the Company was well positioned to advance Zambia’s economic interest in the mining sector.

President Hakainde Hichilema should step down

President Hakainde Hichilema has failed. He should step down, go and work on his weaknesses, and come back in 2031 if he will want to.

On the overall Zambia economy, we cannot ignore the war in Ukraine, COVID-19, and other global forces including the recent inflation that hit the United States of America. They do play a part in Hichilema’s failure.

However, it doesn’t make sense to attribute most of Hichilema’s failures if not all, to that. The mealie meal crisis Zambia has started witnessing, the country had enough maize in stock from previous harvests.

Hichilema and his administration decided to export the surplus forgetting about the day beyond tomorrow. Now Zambia has started rationing mealie meal, which has ended in price increases and mealie meal shortages.

It is very possible soon the new dawn administration will start importing maize or mealie meal. The very maize Hichilema allowed to be exported.

What is worrying is the fact that it will be very hard to find enough white maize. Zambia is the only country that produces a lot of white maize in the region. Meaning yellow maize mealie meal, which Zambians are not used to, will soon flood the market.

That is when this will start making sense to Hichilema. It will be a time when even those the president calls useful idiots will start demanding his resignation.

If not served nshima, a typical Zambian feels not eaten. Meaning the number of Zambians going to bed with an empty stomach will increase. The number of children crying at night because of not having eaten nshima will increase. Also, it means the number of people experiencing sleepless nights will increase.

It has nothing to do with global forces but President Hichilema’s selling habit. He should step down and go and work on it.

Selling things to solve problems is not a good character for a leader. Hichilema seems to disagree. Senior government officials bought vehicles he feels too expensive. Hichilema has ordered them to be sold.

A lot of rural areas clinics, schools, hospitals, and other public institutions are in serious need of vehicles. Why not donate, rather give such vehicles to such institutions in need!

This Hichilema selling habit takes me back to assets declaration. He has refused to declare his assets and liabilities publicly. Hichilema may be aiming at selling state prosperities to businesses he has an interest in.

He claims he has already declared his assets and liabilities. If it is true, it shouldn’t be a problem to do it again. Finding it difficult to do it again makes Hichilema a suspect. Hence not fit to be a leader.

Adding to that, democracy is shrinking, inflation is back to double digits, cost of living is rising, caderism is back, freedom of expression is under attack, and political violence and harassment are back.

Would not finish if we started talking about these one by one. President Hichilema has failed terribly in all.

He managed to remove what most Zambians considered the cruelest government in Zambian history. It is a powerful legacy that accumulating failures have started overshadowing.

Resigning could save Hichilema. On top of that, it will be a fulfillment of a better Zambia that starts with a leader who is quick to admit failures. President Hakainde Hichilema should step down.

Pension’s civil servants call for partial withdrawal too

Civil Servants under the Public Service Pensions in Sinazongwe District are appealing to the Government to consider amending the Pensions Act in order to provide for the partial withdrawal of their contributions.

Speaking in an interview with ZANIS, some civil servants expressed their concern that it was unfair for the Government to only consider public workers under the National Pension Scheme (NAPSA) leaving out those under the Public Service Pensions Fund (PSPF).

Joseph Hamoonga, a public worker under PSPF said the Government program of enabling those under NAPSA partially withdraw their contributions must be extended to under PSPF in order to help them also access the funds for their investment.

Mr. Hamoonga said those under PSPF were equally under the risk of not benefiting from their pension contributions because of bureaucracy in the process of accessing the retirement package whenever one was retired.

He said that others ended up dying without accessing their terminal benefits leaving their dependents stranded especially the children.

Magerate mwiinga another PSPF member expressed her concern that the Government must consider offering them an opportunity to partially withdraw their contributions.

“We are requesting the Government to ensure the Pensions Act are also amended and assented by the President to enable us access part of our contributions before we retire and die,” she said.

The Labour Movement in Sinazongwe District has also expressed similar concerns for its membership that is under the PSPF.

Zambia Union of Government and Allied Workers (UG)has also called on the Government to be considerate on the matter as it was affecting some sections of public workers particularly those under Pensions.

UG District Executive Committee Chairperson Stephen Phiri said a number of members that were under pensions were concerned and interested in also accessing their part of the contributions.

Mr. Phiri said it will be motivating enough to the public workers under pensions once the act is amended and passed by the President just like what was done to the NAPSA act.

However, workers under NAPSA started accessing their partial withdrawal after the amended act was signed by the President recently.

The process has elated many NAPSA members as they have been able to access their money while some have been complaining about the process as they are still finding it difficult to easily complete the process.

Foreigners warned against buying maize fields before harvest

Luapula Province Minister Derricky Chilundika has warned of stern action against foreigners who are coming to the Province to buy Maize fields before harvesting from farmers in the province.

Mr Chilundika revealed that Kawambwa District among others has so far recorded reports of an influx of foreign nationals coming in the district to buy maize fields the situation he said will not be tolerated.

province which has seen an influx of foreigners nationals who have camped in the district with the aim of buying off maize fields from farmers.

In an interview with ZANIS in Mansa, the provincial Minister indicated that the conduct by foreign nationals to camp and buy maize before harvest has the potential to cause hunger in the province as most of the farmers are selling all their maize.

” As a government we are not against the idea of people selling their crops but rather we do not want a situation where farmers sell their entire maize fields as this can bring hunger in the country,” he said.

The Provincial Minister disclosed that Kawambwa district is one of the districts which records high production of maize hence the move by some farmers to start selling their crops even before they harvest can affect the overall production in the district.

He added that most of the farmers who are selling their maize fields are beneficiaries of the Farmer Input Support Program and that the farmers are not being fair to the government who gives them inputs at a low price with the intention of them having enough food for their households.

” If farmers want to sell some of their maize, they should wait until they harvest their crops as opposed to them selling their entire fields even before harvesting, we need to encourage doing the right thing and selling maize before you even harvest is not right,”he noted.

The Minister said farmers can also decide to sell their maize to the food reserve agency so that the country can have enough food stocks in case of any shortages.

Mr. Chilundika has since cautioned farmers in Luapula Province against selling their maize fields to business men and women who are coming from outside the country.

Meanwhile the Minister has disclosed that the Province has enough Mealie Meal on the market and that there is no need for anyone to panic.

He explained that the prices of mealie meal will even reduce further as farmers will soon start harvesting their crops which will mean that maize will be readily available on the market.

” Most of the time during the rainy season we usually experience an increase in the prices of mealie – meal but once the rainy season ends things normalize,” he observed.

Mr. Chiliundika has urged people not to sell off all their maize but rather leave some for home consumption so as to prevent hunger at household level.

Use of children in manganese mining worrying

Authorities in Chifunabuli District in Luapula Province are concerned at the high numbers of Child Labour cases being reported in the District.

Chifunabuli District Labour Officer Moses Kazaka says it is sad that cases of child Labour have continued being recorded especially in the mining industry.

Speaking to ZANIS in interview in Chifunabuli today, Mr Kazaka revealed that with the coming in of mines in the district, Chifunabuli has recorded an increase in child labour cases resulting in them dropping out of school to go into mining.

“It is quiet saddening that as a district, we are facing a lot of cases of child labour especially were mines are concerned and most children are now being forced to drop out of school and are taken into mining at the expense of securing their future,” he revealed.

Mr. Kazaka revealed that children in the district are being subjected to the worst forms of child labour including sexual exploitation as a lot of girls are being subjected to early child marriages, teenage pregnancies and sexually transmitted infections.

“The situation is alarming, children in the district are being subjected to the worst forms of child labour including sexual exploitation as a lot of girls are being subjected to early child marriages, teenage pregnancies and sexually transmitted infections,” he explained.

He said while the Government is trying to curb the vice, parents on the other hand are not being cooperative as they are in the forefront of exploiting their own children.

Mr. Kazaka explained that while parents go mining, they carry their children with them instead of going to school.

“Chifunabuli is the second poorest district in Zambia, and most families cannot afford to eat even two meals in a day, and while parents go mining, they carry their children with them and despite the introduction of free education by Government, some parents and children prefer to go mining to earn a living as they cannot even afford to buy school uniforms and books,” he said.

He observed that the Government still has a huge task to do in the district to help contain the situation.

Chifunabuli is among the districts in Luapula province with Manganese mines where children have continued to be used in mining.
