Lusaka Province Police Commissioner Charity Katanga has warned UPND cadres that she will use maximum force to ‘wipe’ them out of Lusaka if they continue provoking the police.
On Wednesday, some UPND cadres clashed with police and burnt tyres and attempted to block the roads after police detained Chongwe Member of Parliament Sylvia Masebo for over 42 Hours.
But in an interview, Mrs Katanga accused the UPND are trying to turn Lusaka into a political battle field.
She said will deal with the UPND if they continue with their violent behaviour.
‘We wish to warm them again, they should not dare the police and think they will attract lawless, we will continue arresting them,’ she said.
Mrs Katanga added, ‘if they want to be wiped out of Lusaka, we will do exactly that, we will not condone any lawlessness. They want to turn Lusaka into a political battle field which is very unfortunate and will not be tolerated.’
MMD National Youth Secretary Bowman Lusambo has accused his party spokesperson Raphael Nakachinda of frustrating his ambitions of wanting to contest the party’s position of Vice President-Political.
Mr. Lusambo has told ZNBC News that he will not allow Mr. Nakachinda to stand in his way.
He has accused Mr. Nakachinda of having a hidden agenda of wanting to align the MMD to the UPND.
But when contacted, Mr. Nakachinda refused to comment on any of Mr. Lusambo’s allegations.
Yesterday, Mr. Nakachinda said that the positions of the two party vice presidents including other positions will be filled in at an appropriate time.
Mr. Nakachinda said that the party has got other serious matters to address as opposed to filling in vacant positions of the party structures.
He said that the position of vice president was an elective one and can only be filled in at the national convention.
“The Position of vice president in our party is an elective one but it will be filled in at an appropriate time because the party has got serious matters to address. You recall that the MMD has been having conventions in the recent years,” Mr. Nakachinda said.
He said those calling on the party leadership to fill in positions are being mischievous.
Mr Nakachinda advised the media not to entertain Youth Wing leader, Bowman Lusambo, who is calling for an immediate action to fill in the positions of vice president and others in the former ruling party.
Mr. Nakachinda explained that his party has distanced itself from Mr Lusambo’s alleged clandestine activities with the ruling PF.
“Ignore Mr Lusambo at all costs and I don’t know why you journalists entertain this man. We in the MMD doubt the activities of the young man. Our party has distanced itself from him,” he said.

Zambia’s High Commissioner Designate to South Africa Emmanuel Mwamba has disclosed that a Zambian-South Africa Business Council has been formed that will bring together South African business entities and persons that have invested in Zambia and Zambians that have invested in South Africa as entrepreneurs and professionals.
The Council held its inaugural meeting yesterday to spearhead the launch and a Business Forum that will be held after the launch.
Mr Mwamba said, to help with the process, a steering committee is being set up that include Mr. Charles Kalima, Mrs. Lucy Zulu-Simuzingili, Mr. Timothy Simelani representing the Mail Guardian and Augustine Chisembele.
He said the team is tasked with the initiative of putting together a steering committee comprising Zambians and South Africans that should ensure that the launch planned for October 2015 is successful.
I sit here enjoying my freshly baked, homemade Mac ‘n’ cheese and I ask myself why I have not yet shared this mouth watering recipe with my readers? It would not be right for me to withhold such a gem of a recipe.
Macaroni and cheese is one of those hearty meals that you can enjoy with your family whenever. My family and I love it so much that we have it as one of our Christmas dishes. But whether you want to have it for a luscious Christmas meal; or just for a quick and tasty dinner when you are on a tight budget, it is safe to say you can’t go wrong with a homemade Mac ‘n’ cheese. This recipe is very simple with a few ingredients. Ideal for lunch or dinner, you can enjoy it with a light salad or on its own. It doesn’t need much more of an introduction – here is my super easy and tasty Mac ‘n’ cheese recipe.
Preparation & cooking time 1 hour
Serves 8 people with room for seconds
Ingredients
600g of macaroni
2 tsp of oil
150g cheddar cheese
100g of parmesan cheese
50g of red Leicester cheese (optional)
Paprika
Sea salt
Ginger and garlic seasoning / fresh ginger and garlic
3 heaped tbsp of Plain flour
1.5 litre of milk
45g butter
2 tbsp of Bread crumbs (optional)
Method
Boil water in a pot with a bit of sea salt and tsp of oil. Once water starts bubbling add macaroni and follow instructions on the pack, or boil until soft.
Grate all your cheese or buy it already grated.
In a saucepan/pot melt butter on low heat, then add flour and turn heat up to medium. Stir in the flour and butter until you get a paste, this is your roux. Gradually add in milk a bit at a time, to make sure there are no lumps. Stir continuously until all the milk is added, and the roux is smooth. Season with sea salt, ginger and garlic seasoning, making sure you continue stirring. Add as much seasoning as you need, to make it taste how you want it to taste. Now add all your cheese and stir in, until completely melted.
Drain the macaroni and add the roux, mixing well. Now pour the macaroni into a heat proof/ceramic dish. Grate some extra cheese and sprinkle over the top.
On a pan add 1 tsp of oil, bread crumbs and paprika. Toss the breadcrumbs until they brown a little just for about 1 minute. Sprinkle over the top of the Mac ‘n’ cheese; for that extra bit of crunch.
Now place the Mac ‘n’ cheese in the oven on about 150 ? C, and bake for about 10 minutes, until the cheese on the top has melted and is golden brown and bubbling.

Serve hot, with a fresh light salad, or on its own. Enjoy

A truck with cooking oil smuggled from south Africa recently lost its load
The taskforce on the control of importation of edible oils has called on all stakeholders in the country to uphold the law that bars the importation of these products so as to help the sector thrive and contribute to the Gross Domestic Product of the country.
This call came when the taskforce took a tour of the Chirundu border post to ascertain why there is still an influx of refined and packaged cooking oil coming into the country.
Department of Agribusiness Acting Principle Economist Matongo Munsanje, who is also Team leader of the Taskforce said the tour was necessitated by the fact that the Ministry has in the past two months not issued any permit for refined oils but the commodity has continued to come into the country.
Mr Munsanje said this shows that there could be something wrong or any other challenges that the stakeholders are facing at the point of entry.
Stakeholders at the Chirundu border have complained that the new system at the Zambia Revenue Authority, which is e – commerce has secluded them from the ASYCUDA programme where they have no access as they are unable to know what goods are coming into the country.
Environmental Health Officer at the Port of Health Point Kabeela Kagula said Zambia Revenue Authority(ZRA) takes the lead in processing import permits of commodities and the department is mostly unaware of the products that are passing through the border.
Mrs Kagula said in the past customs officers were trained on how to handle goods and those that needed clearance from various sectors would be directed for clearance to their respective offices.
She said some goods are cleared as far as Beit bridge and will just pass through the border without inspection from the relevant authorities.
She lamented that this problem has been observed since 2010 when the ASYCUDA system under ZRA was introduced which has not included the other stakeholders leaving the control of goods coming into the country to ZRA alone.
The Bureau of Standards officer Gerald said the same and called for ZRA to incorporate them in the system so as to help curb this vice.
Meanwhile, ZRA Customs Officer Joshua Phiri said there was also need for them to be trained and have machinery that could detect what was crude oil or edible oil so as to put a stop to it.
Mr Phiri said samples can be taken to Lusaka and back does not support that they keep a tanker of oil marooned at the courts because it was considered dangerous to the people.
He said if this can be done then quick intervention can be accorded and importers either fined or commodities disposed of according to what the act stipulates.
PRESIDENT Edgar Lungu is today expected to officially open the Fifth Session of the Eleventh National Assembly as he marks his first return to Parliament Buildings since ascending to the Presidency this year.
Mr Lungu was previously Patriotic Front (PF) Member of Parliament (MP) for Chawama constituency in Lusaka and served as Cabinet Minister from July 2012 to January this year.
He was Home Affairs and Defence Minister, respectively after a stint as Deputy Minister in the office of the Vice President.
In his maiden address to the National Assembly, the President is expected to make a series of major pronouncements regarding his Government’s agenda to develop the country’s economy.
The session which Mr Lungu opens today, is also the National Budget session and the President’s address would underscore the Government’s agenda to reduce poverty levels as anchored on the PF manifesto.
The nation is eager to hear how the Government intends to improve the performance of the Kwacha against convertible currencies, increase the country’s electricity generation capacity and propel mineral production to save jobs in the mines.
The Head of State is also expected to outline the country’s path to diversify the economy away from mining through sectors such as tourism and agriculture while improvements to other areas such as education and manufacturing would also be outlined.
Apart from MPs, the House today draws audience from Diplomats accredited to Zambia, civil society organisations, faith based organisations and other interest groups including ordinary members of the public.
The Fourth Session of the Eleventh National Assembly adjourned Sine Die on July 31 when a motion to suspend Standing Orders number 20 and 21 (1) moved by Vice President Inonge Wina to enable the House complete its business, was unanimously adopted.
In the last sitting which commenced on June 16, the House sat for 27 days during which 313 questions for oral and written answer were considered.
Thirteen Government Bills were passed while the House considered 22 motions to adopt reports of sessional and select committees.
The House also considered two Private Member’s motions while 29 annual reports from Government and Quasi-Government departments were tabled.
Further, 15 Ministerial statements explaining Government policies and programmes on various issues were presented to the keep the House abreast with the economic surrounding.
During the same session, the House received six new MPs elected after by elections held in selected parts of the country.
The incumbents were all elected on the PF ticket and included; Kapembwa Simbao (Senga Hill), Michael Katambo (Masaiti) and Lawrence Sichalwe for Chawama.
Others were Dora Siliya for Petauke Central, Patricia Mulasikwanda (Mulobezi) and Jack Shuma (Malambo).
The House lost two MPs in Chifita Matafwali of Bangweulu constituency and Humphrey Mwanza of Solwezi West.

THE Food Reserve Agency (FRA) has announced 474,170 metric tonnes maize, translating to 9.3 million bags of maize valued at K711 million, has been bought within a month in the country.
FRA Executive Director Chola Kafwabulula announced in the District Commissioner’s office in Chipata on Wednesday that of this Northern Province had the highest tonnage with 94,818 metric tonnes while Western Province was at the bottom with 7,000 metric tonnes.
He said out of the total amount owed to farmers, FRA disbursed K96 million to various districts.
“Let me take this opportunity to announce the latest crop purchase for the whole country, we have so far purchased 474,170 metric tonnes of maize valued at K711 million,” he said.
Mr Kafwabulula said the ministry of finance was expected to release about K300 million to pay the farmers who were still owed the money.
He said FRA had the huge mandate to run the marketing season adding that stringent measures have been put in place to ensure that it minimised on what transpired in the last marketing season where the agency encountered a lot of challenges with the payment of farmers.
He said in Eastern Province, the FRA has managed to buy 75,000 metric tonnes of maize from the farmers.
He said Eastern Province, Petauke had the highest purchase of maize.
Mr Kafwabulula said a lot of purchases were expected to be conducted before the closure of the crop marketing season.
He said the expectation of the FRA was to ensure that all farmers were paid within two weeks after sell of maize.
He also said the agency had in the last two years reduced the wastage of maize to one percent.
Mr Kafwabulula said the reduction in the wastage of maize because of the investment plans which the agency had embarked on in the country.
“The FRA has in the last two years reduced the wastage of maize by one percent and we have worked on the mechanism to ensure that the commodity does not go to waste,” he said.
He said currently FRA through the investment plans would construct 98 sheds with the capacity of 5,000 metric tonnes of which 18 would be constructed in Eastern Province.
Mr Kafwabulula said 18 sheds at cost of US$ 13 million would be constructed in Sinda, Nyimba, Chadiza, Lundazi, Mambwe, Vubwi, Chipata, Katete and Petauke districts.
And Chipata District Commissioner Kalunga Zulu commended the agency for reducing the wastage of maize.
He said FRA deserve a part for reducing the wastage of maize to one percent saying previous Government had been wasting the commodity through wastage.
Mr Zulu said he would be glad to see the FRA continues paying the farmers in order to avoid what happened in the last marketing season.

FINANCE Permanent Secretary Pamela Kabamba has called for appropriate solutions to the mismatch existing between improved economic performance and high levels of inequality in Zambia.
Ms Kabamba noted that evidence had shown that there had been a weak link between growth and poverty in the country.
This has partly been attributed to the growth driven by mining, construction, wholesale and retail trade and communication which were mostly urban based.
She said this in Lusaka yesterday during the planning meeting for the consultative process of the Seventh National Development Plan (SNDP) which would run from 2017 to 2021.
The Permanent Secretary was hopeful that efforts would be made to draw lessons from the experiences of the implementation of the Fifth, Sixth and Revised Sixth National Development Plans to ensure good practices were reinforced.
“Key among the challenges that have emerged is the mismatch between improved economic performance and high levels of inequality in the country.
“These unintended outcomes require planners to be ingenuous and come up with collective solutions that will help redress the situation,” Ms Kabamba said.
The formulation of the SNDP is a critical point in that it was more of a decisive plan towards the attaining vision 2030.
This requires the Government to adopt measures and strategies that would effectively tackle high levels of poverty, unemployment, income inequality and poor living conditions that daunt the country.
Ms Kabamba noted that there was compelling need for the country to work towards promoting higher level strategies that would bring sectors together.
There was also need to direct resources and efforts to implementing the key national strategies in areas where comparative advantages exist towards the attainment a prosperous middle income nation by the year 2030.
“These national strategies should also foster regional development and help spur poverty reduction in very significant proportions,” she said.

PRESIDENT Edgar Lungu has assured that his Government will continue to promote private sector-driven economy aimed at spurring economic growth.
Mr Lungu said opportunities for foreign investment in Zambia were plenty and urged newly appointed Ambassadors to ensure that their countries increased investment portfolios in the country.
“Investment opportunities are abound especially in the government-prioritised areas of agriculture, tourism, manufacturing, energy and water development and mining.
“I strongly believe, therefore, that your respective countries have a lot to offer Zambia through the enhancement of trade and investment.

The Head of State was speaking in Lusaka when he received letters of credence from five ambassadors-designate and one High Commissioner at State House yesterday.
Mr Lungu received credentials from Filipo Scammaca who is the new Italian ambassador to Zambia as well as Leonidas Contovounesios, the new envoy for Greece.
Others were Alicia Moral Revilla as new Spanish ambassador as well as Mohammed Aminnejad from Iran and Gershon Khan of Israel. Asaf Khan also presented his papers as Pakistan’s High Commissioner to Zambia.
Mr Lungu said the Government was encouraging the setting up of joint venture projects between Zambian and foreign investors.
Mr Lungu noted that Zambia’s central location in Africa offered a huge market for business and urged investors from the new envoys to set up business distribution centres in the country.
He said Zambia’s bilateral relations continued to be guided by the country’s foreign policy focus based on national development priorities.
“Our 2014 revised foreign policy will, therefore, continue to serve as a point of reference for shaping and enhancing our partnerships and cooperation,” he said.
The President urged Mr Scammaca to help in building and strengthening the existing cooperation between Zambia and Italy and establish new avenues of mutual partnership in areas that cut across socio-economic, trade and investment.
Mr Lungu said that although Zambia and Greece have been hit by economic challenges, he hoped that the two countries would explore new avenues of cooperation, to pave way for increased trade and meaningful economic, social and cultural cooperation for the mutual benefit of the two countries and peoples.
He said Zambia was keen to benefit from Iran’s expertise in alternative sources of energy, especially now when the country and sub-Saharan Africa was facing a serious power deficit.
On Spain, Mr Lungu said Zambia had continued to cooperate with the European country in area of education, but urged Ms Revilla to explore new areas of cooperation in order to strengthen the country’s bilateral relations.
Mr Lungu said his government had demonstrated commitment to strengthening relations with Israel as demonstrated with the recent opening of a diplomatic mission in Tel Aviv.
The head of State said Zambia looked forward to learning from Pakistan, which is South Asia’s second largest economy, on its experience and enter into agreements in areas of trade and investment.

ZAMBIANS should rally behind President Edgar Lungu in 2016 because he has exhibited sober leadership, Malole Member of Parliament Christopher Yaluma has said.
Mr Yaluma said the humility and wisdom President Lungu had exhibited in solving various issues affecting the nation were unprecedented hence the need for everyone in the country to support him beyond 2016.
“The President has shown unprecedented humility and wisdom since he took over, that is why there is need for everyone to rally behind his leadership beyond 2016,” he told hundreds of people that attended the rally at Malole village in Mungwi on Tuesday.
He reiterated Government’s commitment to continue prioritising road infrastructure to link the country and provide the much needed development especially to remote parts of the country.
Mr Yaluma who is Mines, Energy and Water Development Minister said Mr Lungu had shown seriousness in solving people’s challenges hence the need to give him a fresh mandate next year.
“He has shown true and serious statesmanship since he took over. We (the Government) have built more kilometres of roads than any other regime,” he said.
He said the PF Government had embarked on various infrastructure projects which had created various employment opportunities for the people.
Mr Yaluma said Government had revived the Nitrogen Chemicals of Zambia (NCZ) which was almost defunct.
He said this had seen inputs being available in depots before the onset of the rains.
Mr Yaluma promised that before 2016 Government would rollout solar powered boreholes to all the villages to ease the challenge of water access by residents in rural areas.
He said the President would remain indebted due to the support the people of Malole gave him during the last presidential election.
Chishimba Kambwili with Amos Chanda at Statehouse Press Briefing
INFORMATION and Broadcasting Services Minister Chishimba Kambwili has rubbished claims that Zambia has been taken back under the Patriotic Front (PF) Government.
Former MMD national secretary Major Richard Kachingwe was quoted in yesterday’s edition of The Post Newspapers that the country had been taken back to square one under a distorted leadership.
But Mr Kambwili said in a statement in Lusaka yesterday that Maj Kachingwe should be the last person to accuse the PF because he presided over a political party which was kicked out of power because of poor performance.
“Contrary to Maj Kachingwe’s assertions, government developmental projects being implemented countrywide are there for all to see. They include investment in infrastructure such as roads, schools, universities and hospital aimed at improving people’s living standards.
“Maj Kachingwe should not pretend that he is not seeing the various development projects the PF Government is implementing since coming into office such as the ongoing L400 aimed at widening and modernising the road network in and around the city of Lusaka,” he said.
The Government however, notes with satisfaction that Maj Kachingwe acknowledges that things have improved under the PF because the “square one” he referred to was the former MMD’s chief executive officer.
Additionally, the Government harbours no illusions about the enormity of the developmental challenges at hand but it is resolved to ensure that Zambia becomes a better place for all.
Mr Kambwili who is also Chief Government Spokesperson also advised former Church of God overseer Bishop John Mambo to take a lead in preaching love and peace instead of hatred and supporting The Post’s hate speech against President Edgar Lungu.
He assured that the Government had no agenda of harming any of its citizens including The Post editor-in-chief Fred M’membe.
Mr Kambwili advised Bishop Mambo to leave the pulpit and join the political arena instead of pretending to be a preacher of the word of God when in fact he was a politician.
The Minister noted that Government was not asking for too much from the media, particularly The Post, by asking the private newspaper to be ethical and professional and avoid pursuing a political agenda.
“In the same breath, government wishes to register its disappointment with the Press Association of Zambia (PAZA) for its failure to condemn unethical and unprofessional conduct by some media houses.
“For reasons best known to itself, PAZA finds it easier to praise rather than censure obvious and overt unethical and unprofessional conduct by some media houses,” he said.
Mr Kambwili was reacting to yesterday’s Post story quoting PAZA president as saying that it was wrong for President Lungu to look at criticism by the post as a battle between him and Mr M’membe.
Mr Kambwili said as a senior media practitioner, Mr Sakala was expected to see that the private newspaper had embarked on an all-out political agenda against the PF government and its leader.
The Chief Government spokesperson also labelled Prof Oliver Saasa of being prophet of doom and a UPND cadre who was selling his integrity for political expediency.
This followed claims by Prof Saasa that Zambians should brace themselves for more suffering as quoted in yesterday’s edition of the Post newspaper.
PF Mtendere Ward councillor, Benjamin Chanda, has expressed happiness with the residents who have got more than two dogs and are willingly surrendering them to the local authorities while vaccinating the remainders.
The law in the Local Government Act stipulates that one should own only two dogs and any additional one should either be destroyed or handed over to authorities.
Mr Chanda is further happy that rabies, which broke out in the area last week, would be contained soon. Rabies is a disease caused by a bite from an inoculated dog hence infecting human beings.
The councillor says the turn-out of people taking their dogs for testing and vaccination was overwhelming.
ZANIS reports that Mr Chanda was speaking in an interview in Lusaka today.
Mr Chanda could not, however, disclose the total number of dogs vaccinated so far but quickly pointed out that the exercise is on-going.
The civic leader took a swipe at some residents who are ‘shunning’ away their mongrels from being vaccinated instead of complying with the law.
“Many people have brought their dogs here at the vaccination site and the response is overwhelming. However, I would like to caution some who don’t want their dogs to be vaccinated and this is frustrating our efforts as authorities to contain the disease,” Mr Chanda said.
He disclosed that his team that comprised officials from the Veterinary Department, Lusaka City Council and the Ministry of Community Development, Mother and Child Health’s social animal unit.
The team was going round the compound sensitising people on the importance of having their mongrels inoculated while some stray ones were being shoot.
“We’re going round educating Mtendere residents about rabies and once we find sick dogs, we kill them right away. I’m happy that some dog owners are complying with the law and surrendering extra dogs to us,” he said.
Rabies broke out in Mtendere Township and a good number of stray dogs have since been killed.
Government, through the Ministry of Agriculture and Livestock, has put in place measures to contain the disease.
School authorities in Chilombwa area of Mungwi District have expressed concern at the high rate of early marriages in the locality.
Chilombwa Primary School Head teacher, Charles Lesa, said some parents in the area are in the habit of marrying off their children at a tender age.
Mr Lesa has since appealed to law enforcement agencies to ensure that perpetrators of the vice are brought to book.
He was speaking when Malole Member of Parliament, Christopher Yaluma, visited the school yesterday.
Mr Lesa also called on village headmen to take a proactive role in ending early marriages.
He said efforts by school management and the Parents Teachers Association (PTA) to sensitize the community on dangers of the vice have not yielded much fruit.
