The ruling Patriotic Front (PF) has said that the Rainbow party will never form government but has the right to “dream” about it.

Reacting to remarks by Rainbow Party President Wynter Kabimba that he is convinced beyond doubt that his party will in 2016 take over government with ease, PF secretary general Davies Chama said Mr Kabimba’s party will never form government but has the right to “dream” about the goal.

Mr Chama said Fourth Revolution Party and the Forum for Democratic Alternatives will do better than the Rainbow party in the 2016 elections.

“If parties like FDD, who had experienced politicians, failed to form government, what about him? He is not a factor. Anyway, he has the right to dream,” he said.

Mr Chama wondered how a party without structures would form government.

He said the PF will soon unveil some Rainbow party members who have returned to the fold of the ruling party.

He also wondered how Mr Kabimba will manage to form government when he failed to win a parliamentary election in his constituency.

Yesterday, the opposition Rainbow party began its two-day first-ever national congress to elect new leaders and begin preparations for the 2016 presidential, parliamentary and local government elections.

During his opening address, Rainbow Party leader Wynter Kabimba said that he was convinced beyond doubt that his party will in 2016 take over government with ease.

Speaking when he delivered his keynote speech at his party’s first ever national congress being held in Lusaka’s Liyayi area, Mr. Kabimba said that the Rainbow Party with its ideology of socialism will lead the way as instrument of social change and economic transformation in Zambia.

Mr. Kabimba stated that in order to execute this task effectively, his party however needed to marshal the support of all progressive forces within and outside Zambia.

Mr. Kabimba who spoke with confidence also urged his members to remain resolved and unequivocally commit themselves through the party to fight the endemic scourge of corruption in the governance system of the country.

He stressed that his party stood for unity which was founded on Zambia’s 73 ethnic groups and racial minorities who have continued to live in peace and united in their diversity.

The Rainbow Party leaderalso overwhelmingly commended some Patriotic Front councilors from Mitete, Livingstone, Lusaka and Kasama for making what he terms a bold decision to leave their positions and join his party.

Mr. Kabimba sais that he believed that his party Rainbow Party was the only political party that had made strides within the space of six months to grow its membership from all the ten provinces in Zambia’s history.

Mr. Kabimba was accompanied by his wife Que Kabimba, national mobilization coordinator Robert Chikwelete among other rainbow party officials.

Mufulira Wanderers visit weak Rangers

Mighty Mufulira Wanderers and Nchanga Rangers on Sunday renew their old rivalry when they clash in a Week 13 match of the FAZ Super Division in Chingola.

Wanderers look set to collect at least a point when they visit struggling Rangers at Nchanga Stadium.

Promoted Mighty have performed far much better than their foes going into Sunday’s match in Nchanga.

Sixth placed Wanderers sits on 18 points while Nchanga are 15th on the table with eight points as at Week 12.

In other games, leaders Zanaco take a short trip to Woodlands Stadium to face National Assembly in the Lusaka derby.

Mumamba Numba’s Bankers top the table with 28 points after 12 games played.

Elsewhere, second placed and defending champions Zesco United host Forest Rangers in the Ndola derby at Levy Mwanawasa Stadium.

Zesco wants to rebound from the 2-1 home loss they suffered at the hands of Nkwazi in their last match.

Forest on the other hand have won their last three matches.

In Kitwe, Nkana are hosting bottom placed Nakambala Leopards in Wusakile while their city rivals Power Dynamos are in Choma to face Green Eagles.

Enacting ATI bill will encourage accountability

The Jesuit Centre for Theological Reflection (JCTR) says enactment of the Access to Information (ATI) Bill will enhance citizens’ participation in national matters and encourage accountability and transparency in the use of public resources.

JCTR Southern Region Outreach Officer, George Makaha, says knowledge was a symbol of power and enactment of the ATI bill would promote healthy public debate on issues of national interest.

He says despite fears by some sections of society, enacting the ATI bill into law would not result in irresponsible reporting by the media and publicizing issues bordering on national security.

Mr. Makaha said this at Mukuni Village in Kazungula District yesterday during an awareness meeting on the importance of the ATI Bill. He said the role of citizens was to ensure governance was protected through enactment of the ATI Bill. Chairperson of the Southern Province ATI Taskforce, Emmanuel Chikoya, said he was hopeful the ATI Bill would be enacted into law when Parliament resumes sitting.
“As a Christian I am a person of hope; when you don’t change, change will change you. “I think a wise leader lives the times and the seasons and will make vital changes for the good of the people,” he said. Mukuni Chiefdom Prime Minister, Stanley Siachibi, urged subjects in his area to advocate for the enactment of the ATI Bill as they had the support of the traditional leadership in the area. “Such an issue like this one should be pushed very hard for people to become aware of what is happening around them as they will know where to take their grievances. Advocate for the enactment of the bill because you have our support,” he said. Recently, Information and Broadcasting Minister, Chishimba Kambwili, said the ATI Bill was expected to be tabled before parliament this year as the process of enactment had reached an advanced stage.

President Edgar Lungu is scheduled under-go a medical check-up in South Africa next week.

Special Assistant to the President for Press and Public Relations Amos Chanda has confirmed that Mr. Lungu will under-go a routine medical check-up on Tuesday.

Mr. Chanda said at a media briefing in Pretoria that the medical check-up on the President will be done at a hospital after the African Union AU Summit taking place in Sandton City.

And Mr. Chanda has said the Zambian leader will have a busy schedule while in South Africa where he is scheduled to hold bilateral meetings with eight Heads of State and Government to share views on various issues affecting Africa.

Mr. Chanda says President Lungu has been selected to represent the Southern African region during the New Partnership for Africa’s Development-NEPAD-Summit taking place on the side-lines of the AU Assembly to talk about women empowerment.

Mr. Chanda says the President will show-case Zambia’s experience on empowering women not just by appointing women to decision-making positions but through economic empowerment programmes as well.

The First Lady Esther Lungu will also have her own programme that includes attending the meeting of the Organization of African First Ladies Against HIV and AIDS.

Chicken fails to lay a win for Zambia

Zambia failed to beat latecomers Guinea Bissau today after they were held to a disappointing 0-0 draw at Levy Mwanawasa Stadium in Ndola in the two sides opening 2017 Africa Cup qualifier.

The hosts huffed and puffed throughout against Guinea Bissau who had barely acclimatized for them match after arriving late on Friday afternoon.

Meanwhile, this was the second successive opening day match in an Africa Cup qualifier that Zambia had failed to win in less than ten months.

Zambia also fired blanks in the 2015 Africa Cup qualifiers last September 6 when they were held by Mozambique at the same venue.

Zimba residents ‘reject’ mining investment

Zimba District Administrative Officer, Sekani Tembo, says government will not tolerate people that are against development by blocking investors into the country.

Speaking during a stakeholders meeting on the Tin prospecting DALED Mining Company Limited in Zimba yesterday, Mr Tembo said it was unfortunate that some people in the district were trying to bar the company from getting a mining license for them to start mining and processing tin in Chilobe area of Zimba.

The District Administrative Officer said Zimba as a new district is thirsty for investors in order for it to develop, adding that it is surprising that some people are influencing the local people to reject the mining project.

Mr Tembo urged the traditional leadership to unite and engage their subordinates and accept the mining company in the area, emphasising that it would bring sustainable development in Chilobe and Zimba district.

He reminded the traditional leadership that they were just custodians of land but that it is vested in the powers of the Republican President.

He added that the PF government under the leadership of his Excellency Edgar Chagwa Lungu would want to see Zimba district develop and create employment for the local people.

On May 15 this year, during a stakeholders meeting in the area, the people of Chilobe unanimously rejected the mining project for fear of displacements.

However DALED Mining Director for Corporate Affairs, David Bowa, assured the people of Chilobe that the mining company is only interested on the hills where there is tin and not the land the people are occupying and using for farming.

Mr Bowa said no people shall be displaced in the area unless there are some that reside in the hills where the mining company has interest.

He assured that if there are people residing in the hills they will be displaced and compensated by the company.

Mr Bowa said the company wants to bring development in the area through socio-corporate responsibility and creation of employment among the locals.

He said once in operation the company will provide the people of Chilobe with clean water, good roads, build a school and a clinic in the area.
He noted that Education and health are also important factors in Zambia’s economic development but that the people of Chilobe do not have access to them.

Meanwhile, Chief Sipatunyana’s representative, Victor Sindowe, attributed the community’s resistance to the mining project to the woes they faced when they were displaced during the construction of the Kariba dam.

Mr Sindowe said the people of the valley up to now do not benefit anything from the Kariba dam as the electricity generated from the water body is taken directly to the Copperbelt while those who were displaced have remained in darkness.

INVESTORS in the mining industry of Zambia have been urged to adequately plough back to the community by heavily investing in projects which are aimed at improving the lives of surrounding residents.

Transport, Works, Supply and Communication Minister Yamfwa Mukanga said mining investors were making a lot of money and hence they needed to start investing heavily in projects which would make a difference among the local people.

Mr Mukanga urged mining investors to consider supplementing Government efforts in constructing better roads in residential areas and other surrounding places where they were operating from.

Speaking in an interview in Livingstone, Mr Mukanga noted that mining companies were making huge and noticeable investments to improve the lives of people in other countries.

“We want mining investors to plough back adequately into the community. Some of them are taking the people of Zambia for a ride and we don’t want that investors who take people for granted.

“I want to see better roads in the residential areas upgraded by mining firms and I also want to see these firms sponsoring our children to go to school and even think of constructing a university in their area,” he said.

And Mr Mukanga, who is Patriotic Front (PF) Member of Parliament (MP) for Kantashi Constituency in Mufulira, has urged Mopani Copper Mines to do more to improve the lives of people in Mufulira.

“Mopani Copper Mines cannot be writing notices to residents in Kankoyo to say vacate while we are starting up a smelter. That is wrong and unacceptable.

“I am not very happy, I am not an MP for Kankoyo but I am an MP for Kantashi in Mufulira so I am concerned as a resident of Mufulira,” Mr Mukanga said.

He claimed that investors at Mopani Copper Mines had not heavily ploughed back into the community ever since they took over the facility.

“The ploughing back they are talking about is repairing the Shinde Stadium and the rest. Is that the ploughing back we want?

“As an MP, I don’t think that is a correct thing and I think the mining company is taking us for a ride. I want the people of Mufulira to get jobs and I need to see a difference,” he said.

Mr Mukanga said every investor operating in Zambia, apart from those investing in the mining industry, should think big by ploughing back heavily to the communities where they were operating from.

“I need projects that can change the lives of people. Those clinics in Mufulira were constructed a long time ago when I was working for Zambia Consolidated Copper Mines (ZCCM).

“I want to see a different set of programmes. Even drilling boreholes is not acceptable from bigger firm,” he said.

THE Zambia Airports Corporation Limited (ZACL) has expressed optimism that the upgrading of the construction of the international terminal building at Harry Mwaanga Nkumbula International Airport will be completed by September this year.

This follows the securing of USD $5 million or K 37million, a commercial loan from ZANACO bank for the completion of the new Terminal Building.

ZACL Managing Director Robinson Misitala said aid the Corporation was eager to complete the works by September this year following the securing of funds for the project.

Mr Misitala said this on Thursday when he led a tour of facilities at Harry Mwaanga Nkumbula International Airport.

He said the major outstanding works were the installation of Elevators, Electrical Reticulation, Installation and Commissioning of the Information, Communication and Technology (ICT) Systems and Builders’ Works.

Mr Misitala disclosed that once completed, the new terminal building would have features such as a banking hall, upper floor VIP and business Lounges, upper floor restaurant and viewing terrace, holding lounge, elevators, curtain walling, duty free and retail shops and a water feature outside the front of the building symbolizing the Victoria falls.

Other amenities would include electronic advertising spaces, flight information displays, CCTV and access control, modern central air-conditioning equipment, fire alarm system, security agencies offices, smoking lounges, four entry gates and two exit gates.

“We are pleased that we are providing airport facilities that are state-of-the-art to Livingstone town, because this will increase the number of airlines that will be flying to Livingstone thereby increasing tourism activities that will ultimately generate revenue for the country,” he said

Mr Misitala said ZANACO also financed the initial phase of the project at a cost of USD $7.5million.

And Harry Mwaanga Nkumbula International Airport contractor Peter Kapala said the delay of the completion of the works had in the past been necessitated by lack of funds.

“The major problem has been resolved now because the client has enough money for the completion of works, and I will ensure that works are completed within the time frame been given,” he said

The old building at the Harry Mwaanga Nkumbula International Airport, which was built in 1952, is currently used for VIP and domestic services. The building will, however, undergo refurbishment under phase three of the project.

The terminal building was partially opened for passenger facilitation on 15th August 2013 ahead of the 20th session of the United Nations World Tourism Organisation (UNWTO) General Assembly held in Livingstone in August 2013.

The Zambia Police has refuted allegations by the Council of Churches of Zambia (CCZ) that police officers are working under special instructions from Command.

“We wish to state that Police officers are professionally trained and have the capacity to investigate any case that is brought before them without following any instructions, this is as indicated in Judges rules Number one,” Inspector General of Police Stella Libongani said.

She said arising from the shooting incident which happened in Mulobezi on 6th June, three cases of threatening violence, unlawful wounding and possession of offensive weapons or materials are currently under investigations.

Additionally, two other cases of assault and destroying campaign materials are also being investigated.

In view of the forth-coming by-elections in Mulobezi, Petauke and Malambo constituencies, Ms Libongani said enough police officers have already been deployed on the ground to maintain law and order as well as handle any volatile situation that may arise. She added that those who will opt to perpetrate electoral violence will be dealt with according to the provisions of the law. So far, no form of electoral violence has been recorded in Petauke and Malambo constituencies.

“It is our desire that these by- elections will be free of any further form of electoral violence. Therefore, we are appealing to all political parties and players taking part in these by-elections to abide by the provisions of the Public Order Act and consult the Police or Security personnel for guidance where they may not be clear or feel threatened,” she said.

“We expect all political parties to conduct themselves in a peaceful manner and that we will receive maximum cooperation from all the stakeholders before, during and after the by-elections.”

Government has procured three CT-Scans as part of its policy of providing adequate health care as closer to the people possible.

The three machines have been given to the general hospitals in the Northern, Eastern and Luapula provinces.

ZANIS reports that Health Deputy Minister Chitalu Chilufya made the disclosure when he paid a courtesy call on Northern Province Permanent Secretary Hlobotha Nkunika at his office in Kasama today.

Dr Chilufya said the procurement of the three CT-Scans was part of the Patriotic Front (PF) government under President Edgar Lungu’s leadership policy to ensure that health services are taken as closer to the people as possible.

Dr Chilufya is on a four-day tour of the Northern province.

He said this was part of the PF government improved Health services in five areas namely adequate drug and vaccinations provisions, Human resource provision and infrastructure development.

Dr Chilufya said leadership in health provision and training are the pillars of the health reforms.

He also revealed that government through his ministry has also upgraded Chilubula health post into a fully- fledged district hospital.

Dr Chilufya said his ministry has terminated the contractor engaged to work on the New Mungwi and Chilubula District hospital due to under performance .

The deputy minister also revealed that his ministry has also dispatched two skilled obstetricians to provide adequate maternal care to the upgraded district hospital.

Speaking earlier, Provincial Permanent Secretary Hlobotha Nkunika welcomed the deputy minister and his entourage saying he was grateful for the gesture.

Mr. Nkunika said he was grateful to President Lungu’s administration for ensuring that the province received adequate attention in the provision of health services

An old Choma man set ablaze after being suspected of being a wizard

A MAN of Zambia Township in Choma has died after an assailant set him ablaze inside his house on suspicion of being a wizard.

Petros Siafungu, aged between 70 and 80, who suffered multiple body burns, died at Choma Hospital General.

Mr Siafungu was burnt on both legs, buttocks and on his back.

Southern Province Police Chief Mary Chikwanda confirmed the incident which happened on Wednesday around 15:00 hours.

Ms Chikwanda said Mr Siafungu died on the same day around 18:20 hours at the hospital where he was rushed for treatment.

“This matter was reported to police by Kelvin Masoye that his grandfather was found burnt inside his house and they rushed him to the hospital,” he said.

The body was lying at Choma General Hospital mortuary. Police have launched a manhunt over the assailant on the run.

Meanwhile, a man of Siandavu Farm in Kalomo died after drowning in a well on Tuesday around 15:00 hours.

Ms Chikwanda said that Oliver Madubasi, 33, was found dead in a well by a local resident Roster Muleya who reported the matter to police.

The body was lying in Kalomo General Hospital mortuary awaiting post-mortem and that police suspect no foul play over the death.

Government is saddened that despite releasing money for construction of chief’s palaces across the country, not enough efforts have been made in constructing the citadels.

Deputy Minister of Chief’s and Traditional Affairs, John Kufuna, has stated that his ministry is not happy with the delay in construction of
chief’s palaces whose funds were released in April, 2014.

Mr Kufuna said this when he paid a courtesy call on Eastern Province Permanent Secretary, Chanda Kasolo, at his office in Chipata, yesterday.

“I am deeply saddened that the process of constructing the palaces is at tendering procedure despite the funds being released last year,” he said.

Mr Kufuna said it is a setback as there are about 288 chiefs who are waiting to have their palaces when only 33 in the whole country are catered for in the first phase.

He stated that if there were any hiccups in the province his ministry should have been notified so that together the challenges could be
addressed.

And in response, Eastern Province Permanent Secretary, Chanda Kasolo, observed that the delays were caused by bureaucratic procedures and assured Mr Kufuna that works would start soon.

He noted that the respect of chiefs rely on having a decent accommodation, saying the move will assist restore dignity as some chiefs still stay in grass-thatched houses.

Mr Kasolo said it is depressing that 50 years after independence chiefs that command a large following do not have decent accommodation.

He said government is scheduled to start the construction of Paramount chief Gawa Undi’s and chieftainess Nyanje’s palaces.

The said the sites have already been secured and cleared by the subjects because they are excited for their chiefs to have decent accommodation.

Mr Kufuna is in Eastern Province to check on progress in the construction of chiefs’ palaces and to inspect other developmental projects among chiefdoms.

Lusaka Lawyer Nelly Mutti denies stealing K35 million

LUSAKA lawyer Nelly Mutti has denied stealing about K35 million from the Zambian Government in a case in which she is facing 33 counts ranging from theft, uttering false documents to forgery.

This is in a case in which Mutti, 58, of Makeni is charged with a count of forgery, uttering false documents and 31 counts of theft, contrary to the Laws of Zambia.

When the matter came up before magistrate Humphrey Chitalu, Mutti said she understood all the charges but denied committing the offences.

It is alleged that in the first count, Mutti on dates unknown but between January 1, 2009 and April 1, 2009 in Lusaka, jointly and whilst acting with others, with intent to defraud or deceive, forged a civil servants voluntary separatees list purporting to show that it was genuinely made and issued by the Voluntary Separation Association of Zambia when in fact not.

In the second count, Mutti is alleged to have uttered a false document between January 1, 2002 and April 23, 2009 in Lusaka, knowingly and fraudulently, namely a civil servants voluntary separatees list to the principal registry of the High Court of Zambia.

In counts three to 33, Mutti is charged with theft of money in different amounts and on different dates from April 23, 2009 to June 21, 2013, amounting to over K35 million.

POLICE in Lusaka have arrested MMD member Eddie Shanambe for declaring that he had taken over the leadership of the party from Nevers Mumba.

But Dr Mumba has dismissed Mr Shanambe’s assertions, saying the party and its leadership are intact.

Mr Shanambe was arrested at Radio Phoenix’s premises in Rhodes Park immediately after appearing on Let The People Talk programme, where he was discussing problems that have rocked the former ruling party.

Lusaka Province police commissioner Charity Katanga confirmed Mr Shanambe’s arrest following a complaint by Dr Mumba. He has been charged with forgery and uttering false statement.

He is remanded in custody while police continue with investigations.

“Mr Shanambe notified police that Dr Mumba would be holding a meeting at the party secretariat when in fact that was not the case. Dr Mumba went to complain to the police,” she said.

Ms Katanga also said there was confusion at the secretariat after Mr Shanambe misled MMD members and the police that Dr Mumba would address members of the party.

And Ms Katanga said Mr Shanambe was submissive, claiming that he was just giving his position on matters relating to the former ruling party.
On radio, Mr Shanambe threatened civil disobedience against Dr Mumba if the party leader does not relinquish his position.
“Dr Mumba has gone into oblivion and there is no way the party can run without the head [leader]. Somebody has to bring out the voice of the party and that is why I have been appointed caretaker president,” he said.

He claimed that Dr Mumba had gone into oblivion.

“Our president is not there,” he said and added, “what do you expect us to do when other party presidents are there and are seen by their members working?”

But MMD national youth secretary Bowman Lusambo said the MMD is still intact and that Mr Shanambe is an outsider whose interest is to allegedly fan trouble in the party.

Mr Lusambo said Mr Shanambe should promote unity and reconciliation instead of worsening the situation.

He said Dr Mumba is the legitimate party president.

“How can you become caretaker MMD president when the president is there and leading the party?” Mr Lusambo asked.
