MALOLE Member of Parliament Christopher Yaluma has urged the Patriotic Front (PF) officials and members to check and explain developmental projects being undertaken in the area.

Mr Yaluma who is Mines,Energy and Water Development minister said it was the duty of every member to explain as well as check projects the Government had embarked on in the district.

“Politics of just talking is long gone, we should not be like other political parties who just talk,the United National Independence Party(UNIP) and the Movement for Multi-Party Democracy (MMD) were in power for 47 years altogether but us the few years we have been in power people have seen massive changes , show the people what your Government is doing in the area.

“We are committed to see to it that all planned projects kick start so that when we come here again to renew our mandate we will be able to point at something,” Mr Yaluma said.

He told PF officials drawn from all the 13 wards in the constituency at the District Conference at Chimba Basic School organised to elect district and constituency officials at on Saturday.

Mr Yaluma who attended the conference said his priority in the constituency was road infrastructure link farmers areas to major markets.

He said most of the roads would be worked on before the general elections next year and that critics of the PF Government would have nothing to criticise.

The conference is being held to prepare for the 2016 elections and elect officials for the district and the constituency.

On concerns by the residents of Chief Makasa’s area about proposed Mpanda District,Mr Yaluma assured that the proposal by the late President Michael Sata was minuted and that it was in the pipeline.

“President Edgar Lungu will give you a district ,the proposal was minuted,he will be here for the Ukusefya Pang’wena Tradition Ceremony and expect a lot of pronouncements on various developmental projects,” he said.

Mr Yaluma said the PF had come to develop the country and restore people dignity.

He said the Mr Sata left a formidable team headed by Mr. Lungu and that people should not be cheated by the opposition that the Government has no plan.

Mount Meru setting up first-ever filling station in Namwala since Independence

NAMWALA residents have extolled Mount Meru Group of Companies for its initiative to embark on setting up a K2 million first-ever service filling station in the district since Independence.

Despite being a cattle-rich-district, Namwala has no reliable source of fuel as residents have to either buy from vendors or cover a distance of more than 160 kilometres to Choma, to acquire the commodity.

District Council Secretary Mabvuto Masiye said that the construction of a filling station by Mount Meru Group of Companies would curb illegal fuel vending in the district.

“For a long time now, Namwala residents have been complaining about lack of a fuel filling station because the nearest available fuel is from vendors and this fuel is destroying vehicles,” he said.

Mr Masiye said the construction of the facility would significantly accelerate the district’s economic development as it would become a reliable source of fuel.

Once completed, the facility would also help reduce transportation costs and prizes of goods and services owing to unavailability of a fuel station.

Mount Meru Group director David Chaponda said construction of the filling station was expected to be completed soon.

The construction of the facility was in line with the company’s agenda of rolling out its fuel service stations into rural areas.

So far, about 50 people, among them, local youths have been employed at the initial stage of the construction works.

GOVERNMENT is in the process of introducing practising licences for teachers across the country.

The practising certificates will be regulated by the Teaching Council of Zambia following the enactment of the Teaching Professional Act by Parliament.

Deputy Minister in the Ministry of Education, Science, Vocational Training and Early Education David Mabumba disclosed this when he addressed teachers from various schools in Isoka district.

Mr Mabumba said the certificates will regulate the professional conduct of teachers.

He said unlicenced teachers will not be allowed to teach either in private or public schools.

“The Teaching Council will work with the Teaching Service Commission to establish your code of conduct, and paramount to that code of conduct, teachers will be required to be issued with a practicing certificates,” he said.

Mr Mabumba said once the Teaching Council is ready, it will sensitise teacher unions and the general membership on the code of ethics.

“If you are not issued with the practicing certificate, it means you cannot teach anywhere in this country. You can appeal to court.

“So, I am trying to warn you that before a code of conduct is put in place, let us reflect on our professional conduct. If it has not been good, it is high time you started reforming yourself,” Mr Mabumba said.

And Mr Mabumba has also challenged teachers to upgrade their qualifications if they are to be elevated.

He said teachers should position themselves for promotions as Government is currently upgrading 220 primary schools into secondary, constructing 118 secondary schools and six universities across the country.

“As we are expanding various educational infrastructure, you should position yourselves by upgrading your educational qualifications,” he said.

And Mr Mabumba has implored teachers and parents in general to promote the teaching of local languages in schools as a medium for instruction.

He said research has shown that a child who uses a local language is likely to learn quicker than the one who uses a foreign language.

“And the English language that we have been using in this country, in my own opinion, contributed to the poor quality of our educational system.

“As Zambians, if a child is speaking English, parents feel proud. And I get surprised with such parents, to be honest; it is shameful. You should be proud of your mother tongue,” he said.

Mr Mabumba said English should only be an additional subject as it is the official language.

He is impressed that since the introduction of local languages at primary school level, the pupils’ literacy has improved.

“Last year, when we introduced the new curriculum, it was only two weeks when I visited a school in Nchelenge, and children were able to read and word formation was impressive. I was very surprised.

“And so with your support as key stakeholders in the implementation programme, in the next few years, our children will be able to break through in terms of literacy at a tender age,” he said.

Rainbow Party leader Wynter Kabimba has charged that President Edgar Lungu has struggled in his first six months at State House because he is governing without a plan.

And Mr Kabimba has claimed that President Lungu intends to call for an early general election with the intention of catching the opposition unprepared.

Mr Kabimba said the numerous inconsistencies in the Lungu administration is confirmation that he went into State House without a clear plan on how to run the country.

He said President Lungu is running a Chipantepante government which has lamentably failed the Zambians.

In his key note address to delegates at the Rainbow Party first ever national congress in Lusaka on Saturday, Mr Kabimba said President Lungu is failing to deliver on his numerous campaign promises because he lacks an ideological standing.

He also observed that the Patriotic Front is now similar to all the many political parties due to failure to distinctively distinguish itself.

‘These political parties seem to speak the same language. They are not any different? Why don’t they just come together so that we defeat them properly?’ Mr Kabimba questioned as the delegates cheered him on.

He added, ‘If you listened to the campaigns, they all said they will reduce the price of mealie meal. If they all wanted to reduce the price of mealie meal, why didn’t they just come together because they had similar messages. It is six months now and we have not seen the price of mealie meal reducing.’

Mr Kabimba said the Rainbow Party is the only political party that will restore people’s hope and bring about fundamental changes in the manner government is administered.

‘We are not a reformist political party, we are a revolutionary party that is going to fundamentally and principally transform the country. We are not going to do that by simply changing the band aid, we are going to cut off the arm,’ he stated.

Mr Kabimba claimed that President Lungu is preoccupied with staying in State House and has since launched campaigns for re-election.

‘If they call for early election as they intend to do, let them find that the voter has a clear understanding of what the Rainbow Party intends to do to transform the nation. No amount of voter bribery can hoodwink an enlightened voter,’ Mr Kabimba said.

‘Let them make a mistake of calling an early election, they will be shocked. They think an early election will shock us, they will shock themselves, looking at the number of delegates here, it means we are ready for an election.’

Draws litter 2017 Group E qualifiers

It is all even in Group E of the 2017 Africa Cup qualifiers after the pool produced another draw at the end of match-day-one on Sunday in Brazzaville in the match between Congo and Kenya.

Kenya left Brazzaville with a draw after hosts Congo rallied to finish 1-1 at home.

Paul Were put Kenya ahead in the 10th minute but that lead lasted just 24 minutes after Congo equalised from the penalty spot through Prince Oniangue.

Kenya and Congo are 1st and 2nd with a better goal difference over Zambia and Guinea Bissau who drew 0-0 on Saturday in Ndola.

Zambia visit Kenya on September 6 while Guinea Bissau host Congo that same weekend.

UPND threatens to effect citizen’s arrest on Davies Chama if Police fail to do within 48 Hours

The opposition UPND has threatened to effect a citizen’s arrest on PF Secretary General Davies Chama for allegedly shooting and wounding a UPND cadre in Mulobezi if the Zambia Police fail to apprehend him within 48 Hours.

UPND Deputy Secretary Kuchunga Simusamba declared that the party is ready to arrest Mr Chama if the police fail to bring him to book within the next two days.

Mr Simusamba told a news briefing in Lusaka today that the UPND is disappointed with the unprofessional manner in which the Zambia Police have handled the case of the Mulobezi shooting.

He said it is disheartening that the police have gone ahead to arrest the UPND cadre Mushaukwa Mushaukwa who is the victim of Mr Chama’s shooting.

Mr Simusamba said whatever investigations the police are undertaking in the matter are being influenced by the PF government.

But the ruling PF says the UPND is courting anarchy by threatening to arrest Mr Chama.

PF Media and Publicity Committee Vice Chairman Sunday Chanda said the UPND has not learnt anything regarding the need to condemn violence adding that they have not learnt that there is everything wrong and evil with their Mapatizya formula.

‘It is not surprising that UPND has failed to show moral strength by condemning threats on Mr Chama’s life. UPND would rather politic on the act of reasonable self-defense, whose clear intention was not to kill the UPND assailant,’ Mr Chanda said.

‘Typical of their hypocritical nature, UPND does not even see the need to condemn the possession of dangerous weapons which they intended to use in harming Mr. Chama. We would like to advise the UPND against taking the law in their own hands.’

Mr Chama said the UPND must also be reminded not to interfere with police investigations into the incident.

‘By threatening to effect a citizens arrest on Mr. Chama, UPND is threatening violence and they do not to be reminded that violence always begets violence. PF refuses to sink to these low levels but we stand ready to defend the PF SG from UPND attacks.’

He said the UPND can be assured that serious consequences will follow their planned citizens arrest and they must not turn around to say that PF are aggressors saying this is a friendly reminder to UPND that the PF Secretary General will not walk alone. 

And Home Affair Minister Davis Mwila has warned the opposition UPND to desist from interfering in the operations of the Zambia Police Service.

Mr. Mwila said that the Zambia Police is an independent body and should be allowed to operate professionally.

In a direct reaction to the 48 hours ultimatum the UPND has issued to the Zambia Police in which to arrest PF Secretary General Davis Chama over his alleged shooting of its members Mushaukwa Mushaukwa, Mr. Mwila has told Qfm News in an interview that the opposition political has no right to give instructions to the Police command.

Mr. Mwila states that by its establishment the Police is not supposed to get instructions from politicians.

He said that as far as government is concerned the Police have instituted investigations into the recent shooting of UPND cadre and that it expects the Police to make its own decision after concluding the investigation.

Asked why the Police opted to arrest Mr. Mushaukwa who suffered a bulletin wound instead of Mr. Chama who is alleged to have fired the gun, Mr. Mwila has explained that it was actually Mr. Chama who was attacked and therefore he is not to blame for what happened.

He said that he thinks that opposition UPND is a violent political party and must stop being violent.

Zambian road accidents need divine intervention – Mukanga

Transport, Works, Supply and Communications Minister, Yamfwa Mukanga, says the current situation of road accidents in Zambia needs serious prayer intervention from the Church.

Mr Mukanga says this is so because the Church has a spiritual role to play as many innocent lives are being lost on the roads.

The minister was speaking at the National Prayer Day on Road Safety under the theme ‘Acknowledging the Lordship of Jesus Christ over our roads’ in Lusaka today.

He said it has been noted world over that road traffic injuries are a leading cause of death for people aged between five and 24 years according to the World Health Organization (WHO).

Mr Mukanga added that in Zambia road traffic injuries have become one of the significant causes of childhood morbidity and mortality.

He said road safety can never be won by a single institution, adding that only a multi-faceted effort can help win the war against road traffic crashes.

And Road Transport and Safety Agency (RTSA) Director and Chief Executive Officer, Zindaba Soko, says the agency has done a lot to educate people on road safety and enforcing law going to the extent of establishing Fast Track Court sessions in order to instil stoppage of repeated traffic offences.

Mr Soko adds that life is a gift from God which must be guarded jealously through spiritual interventions.

He says prayer and action are inseparable and both have an immeasurable influence on implementing national strategies.

He has expressed hope that the day of prayer will help road users to understand the road accident problem in Zambia and the importance of road safety measures.

Meanwhile, RTSA Chairperson, Webster Nonde, has revealed that a careful assessment of road crashes in Zambia points to drivers as a major cause of accidents.

Mr Nonde says the attitude and behaviour of most drivers is the number one challenge to road safety as they are seen driving while drinking alcohol, going straight through the red lights, overtaking at bends, and over speeding on high ways and congested areas such as townships.

And during the Homily, Rev Pukuta Mwanza of the Evangelical Fellowship in Zambia said the move to pray for road safety is important in that without God Man can do nothing.
Rev Mwanza also noted that drivers tend to use their phones whilst driving, thereby causing accidents as the Bible clearly states that one can never serve two masters at once.

Government calls for scaling up blood donation

Government has called for scaling up of blood donation in the country in order to save lives of people critically in need of transfusion services.

ZANIS reports that Health Deputy Minister, Chitalu Chilufya says Zambia needs to make significant efforts of scaling up and strengthening collection of blood throughout the country through regular blood donations.

Dr Chilufya says a reliable pool of blood donors needs to be established in order for the country to have adequate supply of blood units for use in hospitals through the promotion of voluntary non remunerated blood donations.

He says blood transfusion is a key in the attainment of the Millennium Development Goal of maternal and child health as it plays an essential role in the provision of health care to vulnerable groups.

Dr Chilufya said this in a speech read on his behalf by his Permanent Secretary, Davy Chikamata, during the commemoration of World Blood Donor Day in Lusaka today under the theme “Thank you for saving my life”.

The Deputy Minister said government has increased budgetary support to the Zambia National Blood Transfusion Service to ensure that there is equitable and affordable access to blood by all Zambians through appropriate clinical use of blood.

He disclosed that government has finalised the national blood policy that will guide and regulate the transfusion of blood in the country.

Dr Chilufya thanked the many selfless individuals for their continued donation of blood and cooperating partners for offering technical and financial support to blood donation activities in the country.

Meanwhile, the Zambia National Blood Transfusion Service has paid glowing tribute to Chief M’bang’ombe for taking a leading role in community participation in blood donation.

And speaking at the same occasion, Senior Chief M’bang’ombe of the Chewa speaking people of Katete district in Eastern Province called for the engagement of traditional leaders across the country to spearhead blood donation activities in their chiefdoms.

Speaking through his Induna, Zebron Banda, the traditional leader said there is need for concerted efforts to break cultural and traditional beliefs that hinder blood donations in communities.
And World Health Organisation (WHO) Regional Director for Africa, Matshidiso Moeti, bemoaned the low number of blood donations in Africa.

In a speech read on her behalf by WHO Country Representative, Solomon Kulala, Dr Moeti appealed to National Health Authorities to support the development and implementation of policies to attain self-sufficiency in safe blood and blood products.

She attributed the insufficiency of blood donations to inadequate and limited qualified health workers.

At the same function, Executive Director of the Zambia National Blood Transfusion Service, Gabriel Munyinda, expressed optimism that the country will meet the projected target of 140, 000 units despite increasing blood deficit challenges.

Several individuals, groups, schools and communities including Chief Mbang’ombe’s chiefdom were awarded for making regular blood donations.

Mighty fall at Nchanga Rangers

Struggling Nchanga Rangers have stunned Mufulira Wanderers 3-0 in a FAZ Super Division Week 13 match played at Nchanga Stadium in Chingola on Sunday.

This was Nchanga’s second win of the season and Mighty’s worst result so far.

Fashion Sakala grabbed a brace while Austin Banda scored the other goal for the Chingola side.

Sakala registered his brace in the 62nd 84th minutes after Banda had opened the scoring on 35 minutes.

Keeper Sitali Mulife had allowed Nchanga’s first goal before he was replaced by Erick Chinyimba in the 44th minutes after suffering a leg injury.

Nchanga were the first to create a serious opportunity when Bwalya Kasonde saw his seventh minute header stopped by Mulife on the line.

Five minutes before Mighty went down they had missed a chance to lead with forward Jacob Ngulube shooting just wide from the box.

South African court prevents Sudanese President Omar Al-Bashir from leaving the country

A South African court has granted an interim order to prevent Sudanese President Omar al-Bashir from leaving South Africa, where he is attending an African Union summit, until it hears an application calling for his arrest.

The International Criminal Court (ICC) issued an arrest warrant in 2009, accusing Bashir of war crimes and crimes against humanity related to the conflict in Darfur. He denies the charges.
An application reportedly lodged by a human rights group was set to be heard in the Pretoria High Court at 3pm local time on Sunday to decide whether Bashir should be arrested.
The judge said the court will decide whether a South African government cabinet decision to host Bashir would trump the ICC arrest warrant.
Bashir boarded a flight on Saturday to Johannesburg to head Sudan’s delegation at the summit which starts on Sunday, presidential sources and the state Sudan News Agency said.

The South African Broadcasting Corporation reported that Bashir was later “welcomed by South African officials and Sudanese diplomats on his arrival in the country”.
South Africa is a member of the ICC, which does not have its own police force and relies on member states to detain suspects.Since the arrest warrant was issued, most of Bashir’s trips abroad have been to non-ICC states such as Saudi Arabia and Egypt.

But he has also been to member states that have declined to arrest him, such as Nigeria, which hosted him in July 2013.

Al Jazeera’s Fahmida Miller, reporting from Johannesburg, said an increasing number of African countries have been displeased with the ICC and want to move away from it.

Many Africans on social media have expressed displeasure at South Africa’s actions.

Zambia draw saddens Lwandamina

Chipolopolo coach George “Chicken” Lwandamina is not happy with Zambia’s modest start to the 2017 Africa Cup of Nations qualifying campaign.

Zambia were on Saturday held to a frustrating goalless draw by minows Guinea Bissau in the two teams opening Group E match played at Levy Mwanawasa Stadium in Ndola.

Lwandamina described Zambia’s start to the qualifying campaign as sad.

“Definitely it is a sad beginnig but the boys did all what they could but unfortunately we couldn’t just get a goal,” Lwandamina said.

Zambia missed several scoring opportunities including a stoppage time penalty missed by number one keeper Kennedy Mweene.

“I am sure there are lessons to be learnt and we hope and trust that we will be able to change things,” he added.

Zambia face Kenya in their second Group E match on September 6 in Nairobi.

Meanwhile, Lwandamina switches focus to the 2016 CHAN qualifiers this Saturday when the team travels to Windhoek to face Namibia in a first round, first leg qualifier.

The team goes into camp in Lusaka on Monday.

President Lungu says dual citizenship is non-contentious, cabinet approved the issue

President Edgar Lungu says Cabinet has agreed that the issue of holding dual citizenship should be among non-contentious issues in the draft constitution that should be taken to parliament for enactment into the constitution.

The President says Cabinet at its last sitting unanimously resolved that Zambians be afforded an opportunity to hold dual citizenship as outlined in the draft constitution currently under consideration.

President Lungu says his government has realised that it is important for Zambians to hold dual citizenship so that the country is in tandem with modern trends in the world.

President Lungu, who was accompanied by First Lady, Esther, was speaking in Pretoria, South Africa, last night when she addressed Zambians living in that country during a dinner hosted in his honour at the Zambian Ambassador’s residence.

President Lungu is in South African attending the 25th Ordinary Session of the African Union Summit currently taking place in Sandton City in Johannesburg.

He, however, told Zambians living in South Africa that it would be now up to Parliament to give favourable consideration to the proposals, saying he was hopeful that the lawmakers will support the will of the majority Zambians.

The President was responding to concerns raised by Zambians living in South Africa that their children who are holding South African citizenship have been severely disadvantaged as they cannot visit Zambia freely as they are considered foreigners.

And President Edgar Lungu has admitted that the local government system in Zambia has collapsed, blaming the situation on political interference by past government regimes.

The President said the PF government is, however, resolved to empower local authorities by first building capacity before finally devolving power so that they become autonomous entities.

“There was a lot of assault on the local government system resulted from political interference. This situation crippled local authorities to levels where they are not able to operate effectively,” he said.

President Lungu said his government will continue funding councils until they are fully empowered to stand on their own.

Speaking earlier, First Lady Esther Lungu assured Zambians living in the diaspora that Zambian is politically stable and that the country is enjoying peace.

Foreign Affairs Minister, Harry Kalaba, also assured Zambians in South Africa that government is currently working on finalising the diaspora policy that will effectively address concerns of Zambians living abroad.

Police sources in Kitwe who confirmed the development to ZANIS Kalulushi in an interview.

The police sources said Carol Mushiba Makungu of house number C7 Police Camp was yesterday found throwing the baby which she hid in a bucket full of dirt at a garbage pit.

The incident was spotted by neighbours who saw her when she attempted to throw the baby and rushed her and the baby to the hospital.

Carol, who is a grade nine pupil at Mitobo Secondary School, is now admitted to the district hospital and sources said the baby is refusing to breast feed.

Police sources disclosed that Makungu used to tie her pregnancy for people not to notice her condition.

Meanwhile, Evangelical Church in Zambia Pastor, Bickson Bulanda, condemned the incident, saying the Bible clearly stated that “thou shall not kill.”

Pastor Bulanda explained that if somebody had intentions of aborting an innocent baby, she had intentions of killing because life starts at conception.

He further explained that even in the Zambian tradition ethics, a person could not just kill a baby no matter the circumstances because parents would want to have a grandchild.

Pastor Bulanda appealed to the girl children in schools to abstain from sexual activities until they finish their education.

The ruling Patriotic Front (PF) has said that the Rainbow party will never form government but has the right to “dream” about it.

Reacting to remarks by Rainbow Party President Wynter Kabimba that he is convinced beyond doubt that his party will in 2016 take over government with ease, PF secretary general Davies Chama said Mr Kabimba’s party will never form government but has the right to “dream” about the goal.

Mr Chama said Fourth Revolution Party and the Forum for Democratic Alternatives will do better than the Rainbow party in the 2016 elections.

“If parties like FDD, who had experienced politicians, failed to form government, what about him? He is not a factor. Anyway, he has the right to dream,” he said.

Mr Chama wondered how a party without structures would form government.

He said the PF will soon unveil some Rainbow party members who have returned to the fold of the ruling party.

He also wondered how Mr Kabimba will manage to form government when he failed to win a parliamentary election in his constituency.

Yesterday, the opposition Rainbow party began its two-day first-ever national congress to elect new leaders and begin preparations for the 2016 presidential, parliamentary and local government elections.

During his opening address, Rainbow Party leader Wynter Kabimba said that he was convinced beyond doubt that his party will in 2016 take over government with ease.

Speaking when he delivered his keynote speech at his party’s first ever national congress being held in Lusaka’s Liyayi area, Mr. Kabimba said that the Rainbow Party with its ideology of socialism will lead the way as instrument of social change and economic transformation in Zambia.

Mr. Kabimba stated that in order to execute this task effectively, his party however needed to marshal the support of all progressive forces within and outside Zambia.

Mr. Kabimba who spoke with confidence also urged his members to remain resolved and unequivocally commit themselves through the party to fight the endemic scourge of corruption in the governance system of the country.

He stressed that his party stood for unity which was founded on Zambia’s 73 ethnic groups and racial minorities who have continued to live in peace and united in their diversity.

The Rainbow Party leaderalso overwhelmingly commended some Patriotic Front councilors from Mitete, Livingstone, Lusaka and Kasama for making what he terms a bold decision to leave their positions and join his party.

Mr. Kabimba sais that he believed that his party Rainbow Party was the only political party that had made strides within the space of six months to grow its membership from all the ten provinces in Zambia’s history.

Mr. Kabimba was accompanied by his wife Que Kabimba, national mobilization coordinator Robert Chikwelete among other rainbow party officials.

Mufulira Wanderers visit weak Rangers

Mighty Mufulira Wanderers and Nchanga Rangers on Sunday renew their old rivalry when they clash in a Week 13 match of the FAZ Super Division in Chingola.

Wanderers look set to collect at least a point when they visit struggling Rangers at Nchanga Stadium.

Promoted Mighty have performed far much better than their foes going into Sunday’s match in Nchanga.

Sixth placed Wanderers sits on 18 points while Nchanga are 15th on the table with eight points as at Week 12.

In other games, leaders Zanaco take a short trip to Woodlands Stadium to face National Assembly in the Lusaka derby.

Mumamba Numba’s Bankers top the table with 28 points after 12 games played.

Elsewhere, second placed and defending champions Zesco United host Forest Rangers in the Ndola derby at Levy Mwanawasa Stadium.

Zesco wants to rebound from the 2-1 home loss they suffered at the hands of Nkwazi in their last match.

Forest on the other hand have won their last three matches.

In Kitwe, Nkana are hosting bottom placed Nakambala Leopards in Wusakile while their city rivals Power Dynamos are in Choma to face Green Eagles.
