Lwandamina banks on experience for 2017 CHAN qualifier

George Lwandamina has named his 23-man provisional team for this weekends 2016 CHAN
qualifier against Namibia.

Zambia will be away in Windhoek this Saturday to play a first round, first leg qualifier.

The team includes a surprise and overdue debut call-up for veteran midfielder Buchizya Mfune who despite a promising career at Kitwe United before going to Green Buffaloes was never selected.

Red Arrows defender Bronson Chama has also been recalled and is one of four players with over ten year experience in the team together with Mfune, striker Winston Kalengo and Allan Mukuka.

Lwandamina has clearly gone for experience after Zambia’s failure to qualify for the second tier Africa Cup for home-based players in 2011 and 2014 following their bronze medal win in the inaugural tournament in 2009 hosted by Cote d’Ivoire.

And unattached midfielder Lubambo Musonda who left Armenian club FC Ulisses two months ago halfway through a one year deal is also in the team.

The team, that has 11 players from the 2017 AFCON qualifiers call-ups, entered camp in Lusaka on Monday and will train from National Heroes Stadium.

Meanwhile,Namibia will host Zambia in the first leg on June 20 while the final leg will be played on July 4.

Winner will face Mozambique or Seychelles in the final round decider in October for a place at next years tournament in Rwanda.

Victor of the Zambia/Namibia game will be at home in the final round, first leg qualifier on October 17 while the final leg will be played a week later.

Patson Daka relishes full Chipolopolo debut

Nchanga Rangers striker Patson Daka says he is excited to have made his full Chipolopolo debut on Saturday when Zambia drew goalless with Guinea Bissau in a 2017 Africa Cup qualifier in Ndola.

Daka, 16, played over 70 minutes as Zambia kicked off the Africa Cup qualifying campaign at Levy Mwanawasa Stadium.

The youngster started ahead of well established forwards like Ronald Kampamba, Emmanuel Mayuka and Bornwell Mwape.

“I am very honoured and humbled. It was a privilege for me to start the game. I just want to thank the coach (George Lwandamina) for having confidence in me and for believing in me,” Daka said.

He promised to do better in future games after failing to score in the game against Guinea Bissau.

“I was very disappointed not to score even though I had a chance to score. My job is to score and if I don’t score it means I haven’t worked for the team,” he addded.

This year alone, Daka has featured for the under-17,20 and 23 national teams.

He has also been named in the Zambia CHAN squad for upcoming qualifiers.

Daka is at Nchanga Rangers on loan from K-Stars Football Club of Lusaka.

Lwandamina defends Patson Daka’s performance

Zambia coach George Lwandamina has given his 100 per cent backing to striker Patson Daka after the prospect misfired in Saturday’s 2017 Africa Cup qualifier against Guinea Bissau.

The Zambia junior international was a surprise starter in the 0-0 draw in which he failed to aim a single shot on target in the 68 minutes he was on the pitch before he was replaced by Fwayo Tembo.

Lwandamina insisted that pint-size Daka enjoyed a physical presence against Bissau’s clearly bigger and imposing defenders.

“He is a striker and he has done well at youth level and all what we need is to encourage the boy,” Lwandamina said.

“He has all what it takes to be a good striker.

Daka has yet to score for his club Nchanga Rangers this season but has one goal from the 2015 CAF U17 Cup in February.

“If you saw, they were huge at the back and he happened to be the only one who had the height so thats why we had to play the ball to him,” Lwandamina said.

“I know you may refer to other strikers that we had at our disposal, they are coming from injuries and have not played competitive game. So he is the only one who is playing actively.”

Lwandamina had unused substitute Ronald Kampamba on his bench who has been a regular at Egyptian club Wadi Degla.

Emmanuel Mayuka who has just returned from a six month injury was not picked for the final 18 despite making his return to competitive action as a second half substitute in the June 8 friendly against Ethiopia that Zambia won 1-0 in Honour Janza’s final match.

YWCA backs President Lungu on dual citizenship clause

The Young Women Christian Association (YWCA) has supported Cabinet’s decision to approve the dual citizenship proposal and regard it as a non-contentious issues which should be presented in parliament for enactment into the new constitution of Zambia.

YWCA national president Lucy Lungu said the move was welcome because the dual citizenship will not disadvantage children born from parents of different nations.

Ms. Lungu said this in an interview with ZANIS in Lusaka adding that Zambians should support this clause of dual citizenship because it was progressive.
She said majority of Zambians supported the clause when the technical committee on drafting the national constitution was going round to get views from the citizens.

She explained that there were many Zambians that are married to foreigners whose children will now be allowed to hold dual citizenship.

Ms. Lungu further said Cabinet meant well when it approved the dual citizenship clause so that it can be taken parliament for final inclusion in the Zambia constitution as advocated by the majority of Zambians.

But Programme Director for Zambia Disability HIV/AIDS Human Rights Elijah Ngwale said his organisation was opposed to the idea of holding dual citizenship.

Mr. Ngwale said the clause will cause a lot of problems in the country because it will promote criminality as some unscrupulous people will take advantage of belonging to two different countries.

He said the country should be careful when implementing the clause on dual citizenship which was already in the draft constitution.

Mr. Ngwale argued that the clause was not good for developing nation such as Zambia but for countries which were already developed.

Yesterday President Edgar Lungu, who is in South Africa, disclosed that Cabinet has agreed that the issue of holding dual citizenship should be among non-contentious issues in the draft constitution.

He said the clause should be taken to parliament for enactment into the constitution and further said Cabinet at its last sitting unanimously resolved that Zambians be afforded an opportunity to hold dual citizenship as outlined in the draft constitution currently under consideration.

He said his government has realised that it was important for Zambians to hold dual citizenship so that the country can move in tandem with modern trends in the world.

President Lungu, who was accompanied by First Lady, Esther, was speaking in Pretoria, South Africa, on Saturday night when he addressed Zambians living in that country.

PF refutes paying people to defect

Patriotic Front (PF) national vice chairman for the mobilisation committee Niger Mpakateni has refuted allegations from some opposition political parties that the ruling party is buying their members to defect.

Mr. Mpakateni said those joining the ruling PF were just attracted by the good policies of President Edgar Lungu who is implementing developmental programmes which were started by the late President Michael Sata in 2011.

He said today during a walk in interview with ZANIS in Lusaka that Zambians should support President Lungu.

Mr. Mpakateni said Zambians should not be misled by the opposition political parties that they will be able to develop Zambia if voted into power in 2016.

He noted that Zambians were eager to see development as opposed to mere politicking which he said will not be able to feed them.

And speaking during the same interview, PF national mobilization committee secretary Kelvin Mayondi said the committee was ready to recruit many members ahead of next year’s elections.

Mr. Mayondi further said the opposition should not make allegations which they were not able to substantiate.

He also said the PF slogan of “PAMAKA” does not mean violence but hard work by government.

Some opposition political party leaders have accused the PF of buying their members in order for them to defect to the ruling party, an allegation which has been vehemently refuted by the PF.

Of late, a lot of people from opposition political parties have been ditching their parties to join the ruling PF citing good policies of President Edgar Lungu.

Government to publish new constitution draft bill next week

Government has disclosed that the new constitution draft bill will be published next week.

Minister of Justice Ngosa Simbyakula said the publication will include non-contentious issues.

Dr. Simbyakula, who is also Acting President and Acting Chief Government Spokesperson, revealed this to journalists at State House in Lusaka today when he gave an update of Cabinet resolutions.

Last week, Cabinet approved the introduction of the Referendum Amendment Bill of 2015 in Parliament to amend the Referendum Act of 1967 so as to bring it in conformity with the constitution on the eligibility criterion for voting in a national referendum.

Dr. Simbyakula said whereas the constitution requires 50 percent of all persons entitled to be registered as voters to vote in a referendum, the Referendum Act provides for persons registered as voters to vote in a referendum.

Meanwhile, Cabinet at its 11th meeting held at State House today approved the seventh National Development Plan for 2017 – 2021 because the current revised Sixth National Development Plan on which the development processes for government are based is coming to an end next year.

Dr. Simbyakula added that Cabinet also approved the Income Tax (Amendment) Bill 2015 which seeks to implement the proposed changes to the Mining Tax regime, the Mines and Minerals Development Bill of 2015 where mineral loyalty tax has been set at nine percent for open cast mining operations and six percent for underground mining operations.

The two Bills will be introduced in parliament during the next sitting.

Other pieces of legislation which Cabinet has approved are the Gold Trade (Repeal) Bill of 2015 which seeks to repeal the Gold Trade Act cap 396 in order to avoid duplicity to be dealt with in the revised Mines and Minerals Development Bill 2015.

Dr. Simbyakula further announced that other approved bills are the Local Authorities Superannuation Fund (Amendment) Bill 2015 and the National Pensions Scheme (Amendment) Bill 2015 that seek to increase the retirement age to 60 years and provide for early retirement at 55 and late retirement at 65 in line with government policy.

The two Bills will be introduced in parliament during the next sitting.

He also said Government has approved the signing of a Double Taxation Agreement between Zambia and Netherlands which seeks to prevent fiscal evasion with respect to taxes on income.

He said cabinet has also approved the revised Draft National Child Policy 2015 since the last review took place in 2006 and a number of issues have emerged that were negatively impacting on the welfare of children among them early and forced marriages, poverty, infant morbidity and mortality rate, juvenile delinquency as well as malnutrition.

And Dr. Simbyakula has announced the appointment of a seven member National Prosecutions Authority board to replace the previous board which was dissolved on 13th May, 2015.

Omar al-Bashir flies out of South Africa

Sudanese President Omar al-Bashir flew out of South Africa on Monday, defying a high court order which banned him from leaving the country until an application calling for his arrest had been heard.

Sudan’s information minister Ahmed Bilal Osman confirmed that he had left and was expected to land in Khartoum at about 18:30 local time.

An interim order was made by the high court in Pretoria on Sunday, barring President Bashir from leaving South Africa, pending an application from civil society organisations calling for his arrest on an International Criminal Court warrant.

Earlier on Monday, Osman said the president would return to Sudan regardless of whether the high court ordered his arrest.
“The [South African] judiciary does not have policemen. No one is going to arrest him.”

The South African state broadcaster, SABC, reported at about 10:15 GMT on Monday that the president’s plane had flown out of the Waterkloof air force base, on the outskirts of Pretoria.

Prior to the president leaving the country, the high court in Pretoria was expected to decide whether to send Bashir to the International Criminal Court.

A number of African countries have in the past decided not to co-operate with the ICC. The court has been accused of racism and bias against African leaders.

Chief Mpezeni threated threatened with arrest

PARAMOUNT Chief Mpezeni of the Ngoni Speaking people of Eastern Province was on Sunday forced to cancel a meeting, with Ngonis in Chipangali area of Chipata District.

The traditional leader said he was forced to cancel the meeting because Government had threatened to arrest him and other Ngonis traditional leaders once they attended the meeting.
The paramount chief said he was not happy with the Governments decision to cancel his meeting, which he wanted to hold with his subjects.

He said that Government’s decision to threaten chiefs with arrest is not good, stating that traditional leaders should be left to preside over their affairs.

“This Government has threatened to arrest me and other Ngoni chiefs if I had planned to go ahead with the meeting,” Chief Mpezeni said.When reached for a comment, Eastern Province Deputy Police Commissioner Patrick Bili said police were not notified over the meeting.

On Saturday, Eastern Province Permanent Secretary Chanda Kasolo warned that anyone who was going to attend the meeting risked being arrested for breaking the Public Order Act.

Mr Kasolo indicated that he had received some intelligence information that the Chewas had mobilized some Nyau dancers to destabilize the meeting, while the Ngoni camp was also geared to fight back.

The Chewas and Ngonis have differed over land that some Ngonis have settled in Chipangali Constituency with both parties claiming ownership.

In 2007, Paramount Chief Mpezeni warned Chewas against evicting Chief Sairi II in Chipangali.But Chief Chinunda of the Chewa People of Chipata District said that the land in question belonged to his chiefdom.

The Chewa traditional leader said in 1952 his grandfather offered the land to Ngonis in his chiefdom after being accused of practicing witchcraft.He said initially, the Ngonis who were accused of practicing witchcraft were first settled in town centre before they were moved to Chipangali to settle in.

“It is there in the National Archives that there is no Chief Sairi II in Chipangali and those Ngonis who are staying they are staying in my chiefdom,” Chief Chinunda said.

He said the Chewas had mobilized to ensure that the meeting which was arranged at Dwankhonzi was disturbed as part of showing displeasure to the Government over the disputed land.

According to the notice of the meeting by Mickwell Kachingwe Zulu who is Ephendukeni Palace Secretary, the paramount chief was scheduled to meet all his subjects of Chipangali area on 14th June 2015 starting from 08:30 hours at Dwankonzi Secondary School along Chipata-Lundazi road.

“Inkhosi ya Mankhosi Paramount Chief Mpezeni will hold a very special meeting with all his subjects of Chipangali area on 14th June 2015.The meeting will take place at Dwankhonzi Secondary School along Chipata-Lundazi road starting at 08:30 hours, “the letter read in part.

HIV positive man jailed for seven years for infecting two women

A man who infected two women in the U.K with HIV after having unprotected sex with them despite knowing he was a carrier has been jailed for seven years.

Mweetwa Muleya, 28, from Swansea, knew from the age of 19 that he had HIV and had been warned it would be a crime to have sex without warning a partner he had tested positive.

Muleya went to Britain from Zambia as a teenager. Muleya was diagnosed with HIV at the age of 15 – but his mother did not tell him until he was almost 19.He was then given anti-retroviral medication to control the virus and advice on how to stop its spread. He was told it would be a crime to have unprotected sex with someone and not disclose his positive status.

Muleya fell into a lifestyle of drink and drugs and lapsed when it came to sexual health check ups.

Muleya said he had started drinking and taking drugs because he was in denial about his condition.When arrested Muleya said he had used protection with both women.

He leaded guilty to two counts of causing Grievous bodily harm in May this year and sentenced to seven years in prison, and handed an extra six months for unrelated drug offences.

Solwezi residents given opportunity to lodge complaints of maladministration by any government department

The Commission for Investigations has today commenced provincial public sittings in the North-western province to hear complaints of maladministration perpetrated by government officials.

According to a press statement released by the Commission to the Zambia News and Information Services in Solwezi today, the Commission will be sitting the whole week.

“You are therefore, encouraged to come and lodge in any complaints of maladministration perpetrated by any government department, parastatal body or local authorities”, reads the statement in part.

The public is advised to lodge such complaints as any action or inaction or decision taken by any public officer or authority in the exercise of the administrative functions of that officer or authority which may result in abuse of authority, unfairness, error, negligence and or administrative dysfunction.

Other complaints to be lodged include bias, neglect, delay,incompetence, tribalism, intimidation, selective treatment, rudeness and neglecting to inform an individual on request of one’s rights or entitlements.

PF accuses Kaputa UPND of early 2016 campaigns

The Patriotic Front (PF) in Kaputa district has accused the United Party for National Development (UPND) of embarking on early campaigns for the 2016 general elections by enticing voters with donations.

PF Kaleulu Ward Councilor, Webby Kawelwa alleged that the UPND through its member Elvis Nkandu has started undertaking background campaigns in Kaputa district ahead of next year’s elections. He alleged that Mr. Nkandu who is also Zambia National Marketer Association (ZANAMA) President is making the donations to communities with the intention to stand as Member of Parliament (MP) during next year’s elections.

Mr. Kawelwa explained that Mr. Nkandu has hired some community members to do some works on the roads, and is sponsoring football tournaments and distributing mattresses to health centers.He has since cautioned Mr. Nkandu to come out in the open and state his position rather than to continue campaigning in the background.Mr. Kawelwa who was speaking in a walk in interview with ZANIS in Kaputa said the PF is not scared of Mr. Nkandu but that he should come out clearly and state his position.

He warned that Kaputa is a stronghold for the PF adding that he will just regret wasting money if he tried to stand on the opposition ticket.But UPND Kaputa District Chairperson Belson Chansa has dissociated his party from Mr. Nkandu’s purported campaigns saying he was doing it in his personal capacity.

Mr Chansa said this was not the first time Mr. Nkandu had donated to the community adding that he has been doing similar things which is only aimed at helping the people.Mr. Chansa who admitted having heard and seen the charity works by Mr. Nkandu in some wards however said he could not say whether Mr. Nkandu was UPND or not.

He said Mr. Nkandu has also not approached him to indicate whether he intends to stand on the opposition party’s ticket during the 2016 general elections.He added that it could however be true that Mr. Nkandu wants to contest the Kaputa parliamentary seat but has not come out in the open to state which party he will stand on.

The UPND District Chairperson said the opposition party has also not opened nominations for people but noted that a lot of prominent persons have expressed interest to contest the seat on its ticket.Efforts to get Mr. Nkandu who is based on the Copperbelt however failed.

Mwense court jails marijuana trafficker

The Magistrates Court in Mwense district has sentenced a 57-year-old man of Kapala village in Chief Lukwesa’s area to six months imprisonment with hard labour for trafficking in marijuana.

Principle Resident Magistrate Yvonne Nalomba sitting at Mwense subordinate courts sentenced Ngosa Kanyembo who was found with 8.4 grammes of marijuana without lawful authority.

The court heard that Ngosa Kanyembo was found in possession of the herbal product of cannabis on April 25, 2015.

ZANIS reports that the court also heard that the offence was contrary to Section Six of the Narcotic Drugs and Psychotropic Substances Act Chapter 96 of the Laws of Zambia.And in mitigation, Kanyembo pleaded for lenience as he was a first offender and that he had a wife and children to take care of.

Principle Resident Magistrate Nalomba however sentenced Kanyembo to six months imprisonment with hard labour effective the date of arrest in order to deter others from committing a similar offence.

Meanwhile Chief Lubunda of the Chishinga people in Mwense district has appealed to peasant farmers in the area to embrace modern farming techniques in order to increase productivity.
Chief Lubunda was speaking during the Mwense district agriculture and commercial show at the weekend whose theme was ‘innovations beyond golden jubilee’.

He said modern agriculture innovations can help peasant farmers expand their farming and graduate to commercial levels. And the traditional leader expressed disappointment when he noted that most government departments and other farmers shunned attending the district agriculture and commercial show.

He said the show was an avenue at which farmers could exchange knowledge and various methods used in the agriculture sector but wondered why they instead shunned the occasion.
And speaking at the same occasion, Acting Mwense District Commissioner Bestone Chibesa in a speech read for him by Acting Administrative Officer James Chanda said farmers should adapt to the changing and growing economy by being innovative and embrace new farming technologies.

Mr. Chibesa also said government will continue supporting farmers with the Farmer Input Support Programme (FISP) in order to reduce on the high cost of production and also attain meaningful development in rural areas.

KAPA187: Early this year you traveled to Zambia for a two month press tour. How the experience was and what did you learn?

 

KATONGO TEMBA: The experience was great! I was so happy that I finally did it.Before I embarked on the promo tour I wasn’t certain if the reception would be good but it was great. I was overwhelmed by the support that Zambians gave me.  Every radio DJ and TV personality I worked with was so helpful. It was also great to see so many young people in the entertainment industry working hard to achieve their own goals but also being so positive, helpful and supportive of my goals.  It was a really great experience.

 

KAPA187:  Did you work on any collaboration with local artists whilst in Zambia?

KATONGO TEMBA: Yes I did. I worked on three collaborations whilst in Zambia and I did some solo material as well.  I’m really looking forward to the collaboration’s being released, I won’t go into details but they are good!

KAPA187: Tell us about your latest single “Baba”.

 

KATONGO TEMBA: My latest single Baba is coming out on the 15th of June! It was written and produced by Chali Bravo of Slingbeats! He and I had spoken about working together in the past.  So during my 2 month promo trip to Zambia, he reached out and we got into the studio and recorded Baba. It’s a fun-flirty song. It talks about appreciating our African brothers.

KAPA187: Listening to “Baba” I was very impressed; it is a great catchy song that one can listen to over and over again. The song has been played on some radio stations what has been the initial response?

 

KATONGO TEMBA: The response has been great.  Everyone who has given me feedback has said it’s catchy, danceable and refreshing to hear something that talks about appreciating the African man rather than bashing the African man. So I am very happy about the reception it is receiving.

 

KAPA187: Your song “Joy” that features JK was well received and gained a lot of airplay, the only criticism of the song is that it sounded too similar to other local songs. On your new single “Baba” you went the afro-pop route. What do you think makes you stand out among other artists?

 

KATONGO TEMBA: I always find this question a difficult one to answer. Honestly, I’m just me. I’m passionate about my singing and my songwriting.  I use my music to bring people together. I think the main thing that makes me stand out among other artists is that I have a broad appeal. What I mean by that is, I feel that my music i.e. my songwriting and my voice, connects to people from all over not just those in Zambia. My fanbase is very diverse in age, sex and location. I think that I bridge the gap between African music and Pop music. I think I fuse the two together well and have managed to draw in an African and a non-African fanbase.

 

KAPA187: You have had success in your music career , having your singles such as “Tonight” , “Joy” ,”So good” , gaining airplay in many countries and having an average of more than 10 000 views on your videos on YouTube .  Success is a relative term, what, to you, does it mean to be a successful artist? And do you feel you are on track to attain that level of success.

KATONGO TEMBA: I am very thankful to God for my success so far.  There is still so much I want to achieve for example I want to tour Europe and Africa at large, and eventually I want to tour the world.I feel that things are coming together nicely and I believe I now have the right team working with me to help me achieve my goals.

KAPA187: Last year you were announced as a winner for The UK songwriting Contest for your song “Make a change “ , How did that feel ?

KATONGO TEMBA: It felt great! It was a great thing to achieve before the end of the year. It was great to be recognized for my songwriting.

KAPA187: We are midway into 2015, what goals have you set for yourself to achieve before the end of the year.

KATONGO TEMBA: I have set so many goals for myself but I always keep details close to my chest. For now I am focusing on pushing my new single, ‘Baba’ which is out on June the 15th. The video will be following shortly after. I want to push this single and make it huge, so right now my focus is on doing that and ensuring that it is heard by everyone!

Government warns politicians inciting communities to block investors

GOVERNMENT has warned that it will not tolerate politicians inciting residents of Zimba District to block Rosinvest Zambia Limited in setting up a multi-million tin mining project.

Some residents of Chilobi area in Simwatachela chiefdom in Mapatizya Constituency where the project was being set up had vowed to reject the mine for fear of being displaced.

The company, however, has assured that its concentration is on the hills where tin is found and would not temper with pieces of land occupied by the local people.

In an interview yesterday, District Commissioner Elizabeth Kalaluka said, Zimba being a new district, it required massive developments and such mining project would radically improve the living standards of the locals.

“We had several meetings over this matter where some politicians are inciting the locals to block and reject this mining investment which will significantly benefit everybody,” she said.

Ms Kalaluka said that, following a recent consultative meeting involving her office, Chief Simwatachela and his subjects, the investor was given a go-ahead over the project.

She was happy that the project would bring about sustainable development in the chiefdom area in economic areas such as education, health and road infrastructure.

In a separate interview, one of the directors of Rosinvest Zambia Limited, Yury Zhukov said, though, the company was waiting for a mining licence from Government, it has already done massive ground works and empowering the community.

He said, the company through its corporate social responsibility, would construct a clinic with two staff houses by July this year, to enable the community access health services within their locality.

So far, the company has renovated an old borehole for the community to access water and also drilled another one. The community would also benefit from upgraded road networks such as one joining the main Kabanga road from the mining area.

South police step up effort to recover home-made guns

POLICE in Southern Province have scaled up sensitisations in crime-prone chiefdoms such as Chikanta and Sinazongwe for people in possession of illegal firearms to voluntarily surrender them.

More than 40 illegal firearms have so far been recovered from last year to date, in among other chiefdoms, Chikanta, Nalubamba and Sinazongwe.

The chiefs recently attributed the rising murder cases of people on suspicion of practising witchcraft in the province, to traditional factories producing home-made guns.

Provincial Police Chief Mary Chikwanda said in an interview that more than 30 illegal firearms were recovered in 2014 while about 10 were recovered from January to date.

Ms Chikwanda cited Chief Chikanta in Kalomo and Chief Sinazongwe’s areas as notorious chiefdoms were most illegal firearms were confiscated.

“Our sensitisation meetings with chiefs and their subjects are going on, we have started with those mostly crime-prone areas and we have so far recovered some illegal firearms,” she said.

She said the desire of police was to visit all chiefdoms in the province to dialogue with traditional leaders and their subjects to work together in combating crime.

Police in the region last year secured two convictions of people found in possession of illegal firearms.

Some chiefs, however, were concerned that punishment under the Firearms Act was not custodial and that fines were inadequate to effectively deter would-be offenders.
