Information and Broadcasting Services Minister Chishimba Kambwili who is also Chief Government Spokesperson has disclosed that the 650 Health Posts which were promised by the late President Sata will become a reality by March 2016.

Mr. Kambwili disclosed this when he paid a courtesy call on Senior Chief Mwata Kazembe of the Lunda people of Luapula Province in Mwansabombwe.

The Chief Government Spokesperson said Government is concerned at the slow pace at which the project was being carried out and President Lungu called a meeting at State House with all the Contractors to remind them on the need to speed up the works and gave them a time frame within which the works must be completed.

Mr. Kambwili said the discussions between the Indian Government and the Zambian Government started when he was Foreign Affairs Minister when India offered 50 million Dollars and President Sata said the funds must help Zambia to build Health Posts for the people.

The Minister said it was President Sata’s vision during his campaign messages to the people of Zambia that there should be a health facility within every 5 square kilometers which President Lungu has also adopted passionately and remains committed to its realization for the people of Zambia.

Mr. Kambwili explained that the pre-fabricated materials to be used for the health Posts from India were already in Zambia and will just be assembled in the selected sites dotted countrywide.

He is optimistic that once the Health Posts are in place, it will be a relief to the people because they will be accessing medical care within reasonable distances.

And Mwata Kazembe said the promise of the Health Posts have been on the lips of the people for a while and the momentum died down a bit but the desire to see them become a reality has not withered because people need to access medical care within reasonable distances.

The Mwata said headaches and abdomen medical conditions among his subjects should not become a nightmare due to the distance to cover to get to Mbereshi Hospital but once the Health Posts are in Place, they will be a great relief to the people

muk letter

Poor People’s President Alex Muliokela has become the latest public figure to join a new wave of applications for a permit from the Zambia Police to move around.

This follows the summoning of United Party for National Development (UPND) president Hakainde Hichilema for questioning over an alleged breach of the Public Order Act (POA) by police.

Lusaka Province commissioner of police Charity Katanga said in an interview that Mr Hichilema’s visits to shops and homes in Kabwata allegedly caused confusion.

“The UPND leader was busy going round the shops, so we have summoned him to appear before Kabwata Police Station officers at 10:00 hours. We just want to interview him,” she said.

She said being a public figure, the UPND leader is expected to notify the police before engaging in any public meetings, including visits to shops and residential areas.

In a letter addressed to Kanyama Police where the PPP leader resides, Muliokela says he has been a target of being mobbed by people who either want to take pictures with him or merely want to have a chat.”As you may be aware that I am a Public figure now and I am bound to occasionally meet a huge number of my supporters in public” reads Muliokela’s correspondence in part.

Mazabuka MP Garry Nkombo yesterday applied for a police permit to buy vegetables. In his application, Nkombo explained that he wants to go and buy vegetables at the market but he fears that people may recognise him and want to speak to him thereby causing public disorder.

Former Minister of Commerce Dipak Patel was the first public figure to apply for a police permit to allow him to freely move and mingle around in the country and greet people as a recognisable public figure. Mr Patel said he walks to Melissa Supermarket and the Woodlands shopping centre and being a public figure and easily recognizable, people often gather around him.He said according to the recent pronouncement by the police, as a Zambian citizen and public figure he is required to inform the police and or obtain a permit if he is to meet and greet people.

In his comments after applying for the permit, Dipak encouraged all current and former Members of Parliament and Ministers, formers Presidents, First Ladies and all other public figures like musicians, artists to ensure that they apply for police permits in order for them to meet, greet, talk and mingle with people within the boundaries Zambia, especially if they attract crowds as a requirement under what he called the PF/Zambia Police regime.

PRESIDENT Lungu says his administration is committed to dialogue with the mines because their investment is critical to the economy.

“We will be talking to mine owners and see how we can help them improve their operations and also have harmonious relations with workers. It is about us, investors, communities, workers. We are all an integral part of the same system,” the President said.

Speaking to journalists after touring the First Quantum Mine (FQM) Kansanshi copper mines and smelter plants, Mr Lungu described the experience as “awesome”.

The President, who took time to interact with some mine workers, also acknowledged the investment in the open mining system as a “huge investment with a special place in Zambia’s economy”.

Mr Lungu commended FQM for remaining opportunity committed to being an equal employer by employing women in male-dominated fields such as driving heavy duty vehicles in the open pit mines.

“What we saw goes to show that our women can claim any position in our society, they are showing it and we have confidence in our women. Ask Her Honour (Vice-President Inonge) Wina,” President Lungu said.

He said Government will continue creating an enabling environment for every Zambian to prosper in various fields of endeavour.

Earlier, President Lungu called on FQM to expand their corporate social responsibility from non-traditional areas and help compliment Government efforts to develop the country.

Mr Lungu said FQM, the owners of Kansanshi Mine in Solwezi must come on board and help improve road infrastructure in the mining town.

The President further urged the mining company to partner with Government and light up Solwezi Airport which closes to air traffic in the night due to lack of lighting on the runway.

Mr Lungu said this during a meeting with FQM general manager Matt Pascall and other senior management officials before touring the open pit mine and copper smelter in Solwezi yesterday.

“We have to do 21kms of roads here in townships, come on board to help improve roads including the airport. Expand your corporate social responsibility to non-traditional areas.

“Let’s work together and see how we can light up Solwezi airport. There is an increase in air traffic to Solwezi, and yesterday we had to disrupt our schedule (in Ikeleng’i) to land (in Solwezi) before it was dark,” Mr Lungu.

He however commended the company for its extensive corporate social responsibility in the health and education sectors among others.

And Mr Lungu said line ministries and institutions such as the Citizen’s Economic Empowerment Commission (CEEC) must take up the challenge to empower youths who are being sponsored in skills training by FQM at Solwezi Trades Training Institute.

FQM has partnered with TEVETA to train some youths in Solwezi in a bid to reduce unemployment.

He said the youths can be empowered with funds for entrepreneurship to help reduce unemployment.

And Mr Pascall said the erstwhile tax regime which Government recently revised did not encourage further investments into the mines.

He said mining companies are always at risk of collapsing without more investments.

Mr Pascall said the company has made huge investments including the construction of the largest copper smelter in Africa.

He said the mining company is deeply concerned about power outages which negatively affect production and that it is in talks with Zesco to find a lasting solution for the challenge.

PRESIDENT Lungu says works to tar 21 kilometres of roads in Solwezi will soon start as the contractor is preparing to move on site.

Mr Lungu has also disclosed that he will officially launch works to improve the Solwezi-Chingola road, which has been a major source of concern among road users.

The President said this in Solwezi yesterday during a meeting with chiefs, who were led by Senior Chief Mumena of the Kaonde people.

“I am glad that the works will be supervised by special assistant for project monitoring and implementation Lucky Mulusa who has personal interest in the matter,” President Lungu said.

Mr Mulusa is the immediate past member of Parliament for Solwezi Central.

Mr Lungu said the Chingola-Solwezi road project was delayed by litigation but he is glad that they have since been resolved.

And the President observed that there was insufficient publicity on the on-going mobile issuance of national registration cards.

He directed the Ministry of Information and Broadcasting Services to widely publicise the exercise to capture as many youths as possible, especially in rural areas.

President Lungu also said he will delegate Minister of Mines Christopher Yaluma to help resolve issues related to community participation in mining activities in Solwezi.

And Mr Lungu called for an amicable solution to succession wrangles among traditional leaders.

He said he will consult Chief Justice Irene Mambilima to find out why many court cases relating to succession wrangles delay in the courts of law.

President Lungu later toured markets and the central business district of Solwezi where business came to a stop as scores of residents gathered and jostled to catch a glimpse of him.

Mr Lungu also took time to console the family of Luka Musesa, a prominent local businessman popularly known as Chimutengo, who died recently.

And Senior Chief Mumena said the province is looking forward to infrastructure development, especially the rehabilitation of the Chingola-Solwezi road.

He said the number of road traffic accident deaths along the road is worrying and that improving the road “will change the heart-beat of the people in the province”.

The traditional leader said chiefs are also looking for ways to effectively compliment Government programmes.

Senior Chief Mumena commended President Lungu for revising the mineral royalty tax regime, describing it as a brave decision.

He also praised Government for embarking on a countrywide national registration card issuance exercise.

He, however, called on the President to consider creating more districts in the province to help spur economic growth.

Forum for Democracy and Development President Edith Nawakwi has said that Zambia would be a different place in terms of development had late President Levy Mwanawasa completed his second term.

Speaking when she addressed headmen/women at Senior Chief Mukuni Ng’ombe’s Palace in Kapiri Mposhi on Thursday, Ms. Nawakwi said that would have developed had God just granted the late late President Mr. Mwanawasa just a few more years to complete his second term.

“This country would have been different had God granted our late President Mr. Mwanawasa just a few more years to complete his second term. Mr. Mwanawasa embarked on a lot of projects countrywide which some people want to take credit for while some of them have been abandoned,” said the opposition leader to the approval of the headmen/women.

Ms Nawakwi caused laughter on Thursday when she said Government Officials in the FDD Government will not be weeping openly at the sight of under development in some districts because each district will have its own budget.

Speaking when she addressed headmen/women at Senior Chief Mukuni Ng’ombe’s Palace in Kapiri Mposhi the Ms. Nawakwi said the FDD proposes a different way of governing the country which will empower districts with their own budgets hence empower district officials to make decisions on what to prioritize.

“Our Ministers won’t be crying after seeing the appalling conditions government workers are working under and under development of some districts because under the FDD Government districts will have their own budgets. People in the different districts will be able to sit down and decide what they want in their districts.

“It’s true that some districts are so backward that you can be moved but the reason these districts are so backward is because of the governance system which makes everyone depend on decisions coming from Lusaka,” she said.

The opposition leader also called on the traditional leaders to encourage their subjects to get national registration cards and ensure that they register as voters in the forth coming mobile voter registration process.

Ensure that you encourage you subjects that have come of age to get national registration cards and register as voters when those registering come to your areas because that the only you can help shape the feature of the country. It is only by voting that you can show you approval or disapproval of the way you are being governed.

Speaking earlier Senior Chief Mukuni Ng’ombe of the Lenje people of Chipepo in Central Province has expressed concern at what he termed ” the over commercialization of politics” in the country.

His Royal Highness Mukuni Ng’ombe observed that the country has remained stagnant in terms of development because politicians are not serving the interest of the people any more as politicians are spending so much money buying votes.

The traditional leader said people had become weary of politicians because of the many promises which politicians have been making and are abandoning once they are put into office.

“Politics have become so much commercialized these days that is why politicians are not serving the people who put them in office.

The people who are in politics now are just serving their interest and people are becoming tired of hearing from politicians because they think they are just being used by politicians,” said the traditional leader.

His Royal Highness also called on political party leaders to stop imposing candidates on the people as doing so is contributing to MPs abandoning their constituencies once they are elected.

“We have been telling you politicians to stop imposing people from Lusaka on us. We would like to have people who know how we live to be representing us because these people you are bringing for us are abandoning us once they are elected,” he said.

And Chief Liteta Says traditional leaders should take a leading role in educating their subjects in issues of electing leaders on merit as opposed to gender because they are people suffering most.

“We are the people who are seeing the our people are suffering therefore should be in the forefront educating our subjects on issues of choosing leaders wisely. We should be telling our people to choose people based on what they are capable doing for us as a community and not whether one is a man or a woman,” said the traditional leader.

He added ” it is important to have leaders chosen on merit and not gender, in fact what we need as country is to have more women in politics and leadership positions maybe that way the country will move forward.”

Cosafa race to face Zambia begins

2

The battle to face defending Cosafa Castle Cup champions Zambia in the quarterfinals kickoff on Sunday at Sun City.

Four-time champions Zambia enjoy a bye from the preliminary group stage of the competition that kicks off on May 17 in the North West Province of South Africa and will run until May 30.

Battling for place to face Zambia on May 24 are Namibia, Mauritius, Seychelles and fellow record Cosafa cup winners Zimbabwe.

The quartet will battle for that lone quarterfinal slot from Group B and Zambia should know their opponent by the final round of matches on May 21.

Namibia and Seychelles will kickoff the race at 15h00 (Match of SuperSport 9) while Zimbabwe and Mauritius will clash at 17h15 (Game on SuperSport 4).

Namibia’s campaign will be of added significance to Zambia because the two sides are set to meet in the 2016 CHAN qualifiers that kickoff on June 19.

Coincidentally, Seychelles have also been thrown into the CHAN qualifiers angle.

Winner in the CHAN qualifiers between Seychelles and Mozambique will face the victor of the Zambia-Namibia tie to decide who goes through to next years Rwanda finals and so the Cosafa presents a great opportunity for the four teams to size themselves on that front.

Prepare Adequate Contingency Plans for Debt Shocks – JCTR

7

jctr

The Jesuit Centre for Theological Reflection (JCTR) says the proposed strategy to refinance the two Eurobonds of US$750 million and US$1 billion by way of borrowing from International Capital markets as they mature in 2022 and 2024 will worsen the country’s indebtedness.

In a statement released to the media, the JCTR says borrowing from the International Capital markets is not an effective mechanisms to reduce Zambia’s debt stock.

Below is the full statement

The Ministry of Finance on 5th May 2015 launched the Zambia Debt Sustainability Analysis Report. Among the issues that were raised during the launch was the information that Zambia’s external debt was estimated to be US$4.8 billion. It is a given fact that Zambia has more assets than its liabilities. It is also a given fact that currently and in the short term Zambia’s debt is sustainable as a share of the Nation’s Gross Domestic Product (GDP).

The debt-to-GDP ratio has increased drastically from 19 percent in 2011 to 30 percent as of September 2014. However, what is of concern is that in the medium – long term Zambia’s public debt as a share to our domestic revenues will not be sustainable. Therefore, the ratio of external debt servicing to revenues is projected to spike in 2022 and 2024. Zambia will be under severe debt stress if no adequate contingency plans are made to thwart eurobond loan bulk repayments as they mature in 2022 for the US$750 million and 2024 for the US $1 billion. Therefore there is need to prepare adequately for these shocks which are looming in the year 2022 and 2024. We therefore contest the Ministry of Finance’s assurances that Zambia’s public debt is sustainable in the medium and long term. We are also very disturbed that government has applied itself to strategize on how to repay the two eurobonds given the short proximity maturation period and intervals of the two bonds. We are further perturbed that the proposed strategy to refinance the two bonds as they mature in 2022 and 2024 by way of borrowing from International Capital markets is not an effective mechanism to reduce Zambia’s debt stock but rather will worsen the nation’s indebtedness.

Besides the risks of a new debt crisis ,Zambia is also opening itself to threats from ‘‘vulture funds“. With the knowledge of hindsight, we need not remind the Ministry that Zambia was a victim of vulture funds in 2007 when predatory hedge funds sought US$ 55 million through the High Court in London, after buying a debt of just US$ 3.2 million that Zambia originally owed to Romania for buying farming equipment during the 1970s. Zambia was ordered to pay US$15.4 million. Recently Argentina was a battlefield for the future of sovereign debt management. After a chaotic economic and financial crisis in 2001, the Southern American country restructured its unsustainable debts, in a way accepted by 93 percent of bondholders. However, 7 percent rejected the deal and then the vultures moved in. They bought up cheap debt and sued Argentina in the United States courts. After a series of appeals the vulture funds won.

With public debt revolving around US$7 billion both domestic and external, this would require austerity packages in due course if no sound appropriate debt management mechanisms are implemented. We prayer as the Jesuit Centre for Theological Reflection is that Zambia must thwart the “too-little–too-late syndrome“and deal with the rising debt problem in a sound, adequate and logical manner. This means careful evidence based advanced planning. It is evident that to address rising debt Zambia has no choice but to modernize its tax system.

In Conclusion, as a matter of policy interest we call for the strengthening of the legislative framework governing debt contraction so that there is parliamentary oversight. Debt is contracted on behalf of citizens hence the need for the people’s representatives namely parliamentarians to perform an oversight role. Further, there is need to prepare adequate contingency debt management plans to address the maturation of the two Eurobonds.

Patriotic Front (PF) Deputy Secretary General Mumbi Phiri says her party will revamp the PF in Solwezi District in North-western province.

Ms Phiri told ZANIS in an interview in Solwezi today that her party will roll out a plan on how it would be revived in the area.

She said the PF leadership will in the next two weeks travel to the district to ensure that party structures are strengthened.

She has warned that they will organise the party in such a way that their presence will be felt.

Ms. Phiri said there is need for the party to improve its structures as they have the capacity to do so.

During a recent meeting in which President Edgar Lungu held with chiefs in Ikelenge District, traditional revealed that there are no PF party structures in their chiefdoms.

The size of the Zambian economy is a disgrace-Sinkamba

14
Green Party leader Peter Sinkamba
Green Party leader Peter Sinkamba

Green Party leader Peter Sinkamba has observed that the size of the Zambian economy is a disgrace.

Mr Sinkamba said the small size of the Zambian economy is an indictment on all Zambians on their lack of productivity.

He said it is shocking that Zambia is the only country is Sub Saharan country that has seen its development index worsening over the years.

‘Around 1972, Zambia had a better GDP than Botswana and South Korea but today, these countries have made far better progress than we have and it is really a disgrace that the size of our GDP which is around US$ 20 billion equals that some private companies and some individuals in the western world,’ Mr Sinkamba said.

Mr Sinkamba who was speaking during a live Let the People Talk radio program challenged Zambians to change the way they think about the local economy if things are to improve.

He said Zambia needs a change of paradigm and political leaders that think outside the box.

‘Every politician that has come on the scene has told you the same lies. There is no innovation in their messages. We need ideas that will totally transform this economy and the Green party has proposed the medicinal marijuana project which has the potential to bring in US$ 10 billion a year,’ Mr Sinkamba said.

Mr Sinkamba said those opposed to his national medicinal marijuana project are victims of western propaganda against the growing of marijuana.
‘The problem is that our people have been indoctrinated for a very long time and I know that this will take time for people to fully understand what we seek to achieve for Zambia,’ Mr Sinkamba said.

The Green party leader revealed that the Drugs Act legalizes the cultivation of marijuana but in a controlled environment.

‘We already have a law that allows the cultivation of marijuana but we lack the implementation guidelines. We have since drafted a Bill which will provide for guidelines and controls for people willing to start the cultivation of marijuana, we have shared the bill with President Lungu, DEC Commissioner and a few stakeholders,’ Mr Sinkamba said.

He also challenged the Zambia Medical Association to come out in the open and defend the medical benefits of marijuana.

‘It is a pity that the medical association has chosen to keep quite when people are issuing wrong statements about marijuana. Just the other day, Mrs. Mbahwe, allowed my junior DEC officer to denounce the cultivation of marijuana but Mrs. Mbahwe knows the benefits but she has decided to remain mute about it,’ he said.

Justice Minister Ngosa Simbyakula

Justice Minister, Ngosa Simbyakula today met members of the Grand Coalition on the campaign for a people driven constitution.

Dr. Simbyakula met the members of the coalition led by chairperson, Leonard Chiti in Lusaka.

The Justice Minister has told ZNBC news in Lusaka today that the meeting was cordial.

Dr. Simbyakula says government will continue engaging the grand coalition and various stakeholders on the constitution making process.

Grand Coalition for a people driven constitution has charged that Zambians have lost confidence in the ability of government to enact a good constitution.

The Coalition has since challenged government to come clean on the constitution making process in view of this lost confidence by the Zambian people. Grand Coalition Chairperson Father Leonard Chiti has told a media briefing in Lusaka this morning that the Coalition maintains its rejection of government’s decision to enact the constitution in piecemeal through Parliament.

Fr Chiti says it is amazing how government has thrown away its own created draft roadmap in which it stated that it will make consultations with stakeholders on the constitution making process.

Government happy that no job was lost at Barrick Lumwana mine

2

Labour Deputy Minister Alfredah Kansembe says government is happy that no job has been lost following protests at Barrick Lumwana mine in Solwezi district.

Ms Kansembe said Barrick Lumwana mine has indicated that no employee will be dismissed for participating in the protest.

She said no employee has been suspended but that written warnings have been served as a deterrent measure.
