Government has allayed fears that its planned June Constitution amendments may fail.

The Grand Coalition on the Campaign for the People Driven Constitution has cautioned government to be wary that its next month’s constitution amendments may not be plain sailing owing to the fact ruling Patriotic Front (PF) does not enjoy a two third majority in Parliament where non contentious issues of the final draft constitution have been scheduled to be tabled.

But Chief government spokesperson Chishimba Kambwili has dared those who have such concerns to meet the ruling PF in Parliament.

Mr. Kambwili who is also Information and Broadcasting Services Minister has told Qfm News by telephone that the ruling PF does have the numbers to meet the 106 threshold required for any legislation to be passed in the House.

He says this is why he thinks that concerns that the June constitution amendments may fail are fears harbored before crossing the bridge.

Asked whether the PF government is not mindful that similar attempts by the previous Movement for Multiparty Democracy (MMD) government failed in Parliament when the required threshold for passing a law could not be met, Mr. Kambwili has said that THIS IS the essence of Democracy.

He says in a democracy if others accept a law to be passed it does get enacted while on other hand if others do not accept it does not get enacted.

The Chief government spokesperson states this is also the essence of Parliament that its members either agree that a law be passed or disagree that the law should not be passed.

UNITED Party for National Development (UPND) vice president for politics Dr Canisius Banda says the departure of former vice president for administration Richard Kapita to the Patriotic Front (PF) is a priceless gift on a free golden platter to restructure the party and do better.

In his Face-Book posting, Dr Banda said people in the UPND should not become too defensive by saying that the departure of Mr Kapita was good riddance stating that it would be a mistake.

“Mr Kapita’s departure is a grand opportunity for learning and renewal in the UPND. We, in the UPND should not become too defensive by saying that it is good riddance. That would be a mistake,” he said.

Dr Banda said that Mr Kapita’s departure was based on a personal desire to reorder his life.

“And I still believe that there is a role for dissent/opposition in life. For as long we remain incapable of holding a view opposed to our own we must saddle others with this vital responsibility,” he said.

Dr Banda said the UPND should emerge stronger now saying Mr Kapita deserves the gratitude from the party.

[pullquote]We, in the UPND should not become too defensive by saying that it is good riddance. That would be a mistake,” he said.[/pullquote]

“Let Mr Kapita go, and may God go with him wherever he goes. We pray that wherever he goes, he will always remember to touch other people’s lives, that he will work for the security of others for therein lies his own,”he stated

And Speaking to QFM, Dr Banda described the defection of its vice president for administration Richard Kapita to the ruling PF as an opportunity to grow stronger.

Dr Banda said that Mr. Kapita’s departure has also created room for the party to renew itself and get better.

Dr. Banda has told Qfm News that what Mr. Kapita has left in the UPND is a vacancy and not a vacuum.

He saod that his party will in due course have Mr. Kapita replaced.

The UPND vice president for politics however thinks that Mr. Kapita’s decision to leave the UPND for ruling PF is personal and he should be thanked and respected in return, adding that ys the UPND thinks that such a decision is in keeping with Democracy and is not at variance with country’s national law because Mr. Kapita is merely expressing a fundamental freedom of associating with a political party of his choice.

Dr. Banda stated that the UPND now has a grand opportunity to learn and to restructure.

He said that this is why the UPND takes Mr. Kapita’s departure as bases for gratitude to him as has it has presented a chance the party to perform better in future.

ECSTASY and awe on Saturday engulfed diners at Kansanshi Hotel in Solwezi after President Lungu’s three personal effects, which included his favourite Boss designer Panama hat, fetched a whooping K55,200 at the fall of the hammer during an auction.

The funds will go towards mobilising and strengthening the party in the province.

Other items included a scarlet ceremonial bow tie, which attracted K4,200, and a wrist watch which Mr Lungu described as “sentimental”, which fetched a cool K16,000.

President Lungu’s hat was, however, the most tightly contested for as stakes increased rapidly to K35,000 from Solwezi businessman Gerard Chibuye, who finally got it.

It all unfolded in dramatic style and indeed celebrity lifestyle.

It all started when North-Western Province permanent secretary Amos Malupenga, who was master of ceremonies at the fundraising dinner ‘ordered’ President Lungu to surrender the personal effects, which he was already wearing sending the audience into laughter.

The head of State readily surrendered the items after undoing his bow tie, attracting loud cheers from the audience.

The light moments continued as Mr Malupenga collected the items saying twaswamo translated as ‘we have harvested’, before the adored collection went up for grabs to the highest bidders.

President Lungu later ‘crowned’ the newly-acquired prized possessions onto the new owners as some diners burst into jubilation while others watched in admiration.

Speaking after the brief auction sale, Mr Lungu said he would miss the wristwatch, especially because of some emotional attachment to the gadget.

He disclosed that the watch was bought for him when he was a Cabinet minister on one of the trips to West Africa by Minister of Finance Alexander Chikwanda.

“It is a sentimental watch and I attach so much value to it,” said President Lungu.

And speaking later at the same dinner, the President said there is need for leaders to interact and learn from the people.

“No one has the monopoly of wisdom, we need to socialise so that we can learn from our people and even accord them an opportunity to challenge us. Leaders must interact freely with people.

“I’m proud to be your President and I will deliver as I promised. I want us to work together and move the country forward. Let us move away from politics and do the work,” Mr Lungu said.

And North-Western Province Minister Dawson Kafwaya said people in the province are happy with President Lungu’s four-day visit, which ends today.

Mr Kafwaya noted that it is the first time since 2010 that a head of State is visiting the province for such a lengthy period.

NCHANGA Member Parliament (MP) Wylbur Simuusa has apologised to his constituency for the delayed rehabilitation of township roads.

Mr Simuusa said in an interview during the week that the state of the roads in his constituency is bad but is glad that contractors are now on site and have started rehabilitating the streets.

“Nchanga constituents have every right to complain on the state of roads. They should bear with me as their leader but I am committed to ensure that roads are rehabilitated. Contractors are on site,” he said.

Mr Simuusa said the delay was due to some unfaithful contractors but he is happy that works have started even in areas where roads have not been worked on.

He said work has started on roads like Mipala, Kabompo, Kapisha and that leading to Nchanga hospital. He said the rehabilitation will soon be completed.

The Nchanga legislator said by the end of the year all township and peri-urban roads will be rehabilitated.

And Mr Simuusa has disclosed that Nchanga constituency will have three health posts contracted as part of the 650 that Government will build countrywide.

He said the health posts will be built in Kapisha, Lwano and Kamuchanga which have had no health facilities since Zambia’s independence in 1964.

Mr Simuusa said sites for the three health posts and contractors to build them, have already been identified.

Mr Simuusa said most people in the rural areas have difficulties in accessing proper medical care because health facilities were few and far apart.

He said the building of these health posts are in line with Government’s vision of providing equitable access to cost effective, quality healthcare to all citizens of Zambia as close to the family as possible.

Kapita’s defection a sign of HH’s failed leadership – Chanda

57

PF Vice-Chairperson for Media and Publicity Sunday Chanda says United Party for National Development (UPND) Vice-President Richard Kapita resignation from the opposition party is an indictment of a failed leadership style of party President Hakainde Hichilema.

Mr. Chanda says Kapita’s decision to join the PF party is a clear demonstration of President Edgar Lungu’s transformational leadership.

He is reported by the social media today to have said that the UPND Vice-President’s resignation alone was an indictment on what he termed was the failed leadership style of party President Hichilema.

Chanda said the opposition political party will attempt to underplay the crumbling of its rank and file by minimizing Kapita’s resignation.

“This resignation alone is an indictment on the self-centred, mediocre and failed leadership style of one UPND Leader Hakainde Hichilema. We know that out of desperation, the UPND will try to underplay the crumbling it is witnessing before it own eyes by minimising the Kapita resignation, ” read the statement in part from Mr. Chanda.

Mr. Kapita, one of the key party leaders in the UPND today ditched his party by joining the Patriotic Front at a rally held in Mwinilunga District where Kapita hails from.

He served as MP from the area from 2001 through to 2006 and remained one of the few members to have remained in the party from the days of founding party leader Anderson Mazoka.

Today’s Message: You Set the Limits

16

bible

Today’s Scripture

“What if some did not have faith? Will their lack of faith nullify God’s faithfulness?”
(Romans 3:3, NIV)

You Set the Limits

There will always be critics and naysayers in life. It’s not what’s said about you that affects your life, but what you say and believe about yourself. Have the opinions of other people caused you to water down your dreams? One of the most important things you can learn is that other people don’t have to believe in you in order for your dreams to come to pass.

Other people don’t set the limits for your life — you do. In Romans 3:3, the Apostle Paul is saying, “It doesn’t matter if other people don’t believe. Their unbelief is not going to keep me from believing in my dreams.”

When God puts a promise in your heart, it’s not up to other people to bring it to pass; it’s up to you! You don’t need everyone to validate you. You have to follow the voice of God for yourself and allow Him to order your steps.

God sees the hidden treasures that you’ve had buried on the inside of you. He wants to bring those treasures out and make your dreams a reality! As you get rid of old, defeated thoughts and replace them with what God says about you, you will remove the limits and live the abundant life God has in store for you!

A Prayer for Today

“Father, thank You for another day to see Your goodness in my life. Help me to see myself the way You see me. Help me to see the plans You have for me so that I can be empowered by You to fulfill my destiny. I love You and bless Your name today in Jesus’ name. Amen”

PF doesn’t enjoy a two thirds majority in Parliament, constitution changes could fail-Father Chiti

12
Leonard Chiti

The Grand Coalition on the Campaign for the People Driven Constitution has cautioned government to be wary that its planned June constitution amendments may not be plain sailing.

The Grand Coalition has based its predication on the fact that the ruling PF does not enjoy a two third majority in Parliament where non contentious issues of the final draft constitution have been scheduled to be tabled next month.

Coalition chairperson Leonard Chiti has told Qfm News that despite that having the support of some MMD and UPND Members of Parliament, his Coalition thinks that there is no guarantee that government will meet the 106 threshold for passing any legislation in the House.

Father Chiti states that this means that there is a risk that government’s idea of making partial amendments can be sabotaged.

He says there is already a precedent set under the previous MMD government when the National Constitutional Conference (NCC) adopted draft constitution could not enacted into law in Parliament due to failure to meet the required two third majority votes.

Asked whether time is now ripe for the Grand Coalition to execute its undisclosed action plan to stop government from attempting next month’s constitution amendments, Father Chiti has declined to comment.

He says this is because government through the Minister of Justice Ngosa Simbyakula has shown willingness to have another meeting with the Grand Coalition before Parliament resumes its sitting next month.

The Grand Coalition chairperson who has described the meeting which his Coalition and Dr. Simbyakula had yesterday Friday the 15th of May as good, states that his Coalition does not want to jeopardize the opportunity to meet the Minister again.

He says the Coalition is particularly pleased that the Justice Minister was magnanimous enough to meet it in short notice

Opposition United Party for National Development (UPND) Vice President for Administration Richard Kapita has ditched the party and joined the ruling Patriotic Front (PF).

Mr Kapita having made this huge step in Mwinilunga saying he has decided to join PF and work with President Edger Lungu because he is a development oriented President who has demonstrated an inclusive and selfless spirit of leadership to develop the country.

Mr. Kapita said it is only through PF and under the sound leadership of President Lungu that he can successfully achieve his desire to contribute to meaningful national development and has since appealed to other members in UPND to come on board and join the ruling party.

He was joined by Kawiku Ward Councillor Haward Sameta with other UPND members who have defected to PF when President Lungu held a public rally at freedom square in Mwinilunga district today.

And President Lungu has welcomed Mr Kapita and other defectors to the PF party urging them to acquaint themselves with the PF manifesto and work diligently with the party.

He has since directed PF members unwilling to work with new members joining the party to immediately leave the party adding that he will not entertain anyone trying to stand on the way of recruiting new members.

President Lungu said politics is a game of numbers and has instructed North-western provincial PF Executive Committee to recruit more new members to the party regardless of their tribe or political affiliation in the province.

President Lungu was in Mwinilunga today to commission the earth moving equipment the district Local authority has procured and toured the district hospital before he held a public rally at freedom square.

PF youths calls on companies and residents alike to clean up Lusaka City

Indiscriminate disposal and burning of waste causing an obvious high pollution levels at Lusaka’s City Market.

Patriotic Front (PF) youths in Lusaka District have called on the private sector and individuals to supplement the Lusaka City Council’s efforts in cleaning the capital city.

PF Youths Representative Max Chungu says there is need for all Lusaka based firms and residents to get involved in efforts aimed at cleaning the city to help reclaim the status of: “ The Golden City.”

Chungu explained that the youthful residents especially need to expend their energies in contributing meaningfully to cleaning up the City as part of their contributions to national development.

Mr. Chungu said leaving the cleaning of the City to LCC alone will not achieve desired results due to constraints the local authority is facing.

The PF youths started the cleaning exercise from Northmead Total Filling Station and covered businesses around Melisa Shopping Mall.

The exercise will be routine venture and will soon spread to other areas.

With an ever increasing population in the Capital and limited resources, the Lusaka City Council faces mountains of challenges of cleaning the City to the expected standards.

Mountains of uncollected garbage and worn public buildings and stores especially in main business district are an eyesore to both the local authorities and concerned residents , alike
