Zambia’s Maize Harvest Down by 26 percent

The crop forecast survey released today has shown that Zambia will record a significantly reduction in the maize production for the 2013/2014 farming season.

The country maize forecast production has dropped to 2,618,221 metric tons compared to 3,350,671 metric tons recorded in the previous season, representing a reduction of 26.86 percent.

The reduction is in spite of the 5.3 percent increase in hectares of maize planted in the 2014-2015 farming season compared to that of 2013-2014 and the increase in fertilizer usage and high breed maize seed.

The results of this year’s crop survey were announced by Agriculture Minister Given Lubinda this afternoon.

Mr Lubinda has attributed the reduction to poor rainfall.

He said the late onset of the rainy season and prolonged dry spells in some maize producing areas affected yields.

Other crops that have recorded poor production levels include Sorghum which has dropped by 29 percent and rice which also significantly reduced to 48.6 percent including groundnuts which reduced by 22.4 percent.

Cotton production also fell by 13.7 percent including sweet potatoes production which decreased by 21.2 percent.

Mixed beans production also reduced by 18.4 percent and production of Virginia and Barley Tobacco production equally dropped by 24.1 percent
Millet however rose by 4.8 percent including Soya Beans production which grew by 5.7 percent.

Zambia also produced more Irish potatoes in 2014/2015 farming season, up by 35.7 percent including cassava which increased by 3.6 percent.

Mr Lubinda however stated that the food balance sheet for the 2015-2016 marketing season based on the crop forecast survey shows that Zambia produced sufficient maize for both human consumption and industrial use with a carry-over stock of 1,345,401 metric tons.

He also assured that the carry-over maize stock is under safe storage at the Food Reserve Agency adding that the total maize available for the 2015-2016 marketing season is 3,963,622 metric tons forecast and carry-over stock combined.

He said there will be a maize surplus of 876,738 metric tons and that government will maintain the purchase of 500 thousand metric tons for strategic reserves only.

Special Assistant to the President for project implementation and monitoring Lucky Mulusa has commended ZESCO management for swiftly electrifying Chisamba Boarding Secondary School.

Mr. Mulusa said Chisamba Boarding Secondary School, like many other schools across the country, had struggled for many years to have electricity but to no avail.

He said government intervention has seen the problem being resolved within weeks.

Mr. Mulusa said ZESCO should respond to projects with similar efficiency even when the inquiry is coming from ordinary people who do not have influence but can follow procedure.

He explained that ZESCO management should not only respond promptly when there was an inquiry from the President’s office on a particular project.

Mr. Mulusa was speaking when he conducted an on spot check of the electrification project at Chisamba Boarding Secondary School on Wednesday night.

He has since urged the school management to aim at excellent performance with 100 per cent pass rate now that the institution has electricity.
And senior chief Chamuka VI of the Lenge people in Chisamba district said the electrification of Chisamba Boarding Secondary School will improve the pupils’ performance as they will have ample time to study.

And Parent Teachers Association (PTA) chairperson for the school, Argus Mushoke thanked government for the quick response in ensuring that the boarding school, which has been operating without electricity since inception three years ago, is electrified.

And Chisamba boarding head teacher Smart Ngalala said the school electrification project had been on paper from 2009 but since then, the institution has been using a small generator that could only operate for two hours.

Mr. Ngalala expressed gratitude to government that pupils can now study for longer periods of time.

The head teacher pledged to government that his school would now compete favourably with other schools.

He said it was good that government was monitoring project to ensure they are completed within the shortest possible time.

Mr. Ngalala disclosed that the connecting of the school to the national grid had helped to solve the challenges that the school was facing.

Some of the challenges the school was were erratic water supply and sanitation.

Chisamba Boarding Secondary School is situated about 68 kilometres North East of Chisamba boma in Central Province.

The Zambian Voice, an organization which promotes good governance, has expressed concern with a number of issues bordering on malicious propaganda being perpetuated by different groups.

Zambian Voice Executive Director Chilufya Tayali says the propaganda being perpetrated has the potential of promoting hatred in the country thereby making it difficult for elected leaders to rule.
Mr. Tayali says his organisation has realized that while Zambians voted for one president, the country is being steered in different directions by various groupings with ulterior motives.

He says these groups are fighting for political power and control of the country using malice, criticism, state machinery and intimidation.

He noted in a statement to ZANIS today that an impression that was being created was that one must belong to some groupings to enjoy life as a free citizen or risk being labelled as a rebel if the activities of that grouping are questioned.

Mr. Tayali has further expressed concern that the prevailing situation was a recipe for bad governance, corruption and inequality.

He has since urged Zambians to seriously reflect on any statements coming from various groupings to avoid being misled.

Mr. Tayali has since urged President Edgar Lungu to clearly define his identity and values of his governance style.

He has further appealed to the judiciary to be impartial as the unscrupulous people would want to use them to legitimize wrong things.

He said justice should not have a face as courts are places where people, regardless of their status in society, run to for justice.

President Edger Lungu says the ongoing tribal wrangles between Senior Chief Ishindi and Senior Chief Ndungu of Zambezi district in North-western province is worrisome.

President Lungu wondered why the two traditional leaders cannot co-exist because of language despite inter-marriages that exist between their subjects – Lundas and Luvales.

The Head of state said this in Ikelenge district today when he met Traditional leaders from the area.

He has since challenged all royal establishments in the country to come on board and help harmonise unity in the country and help him lead the nation under the national motto: on one Zambia one nation.

He noted that if not resolved the issue can lead to bloodshed.

President Lungu said he is trying to integrate people across all tribes, regions and political parties in issues of national development adding that he knows that no tribe is dominant over the other.

The President has since constituted a committee through the Ministry of Chiefs and Traditional Affairs to seriously look into the matter before he makes a ruling.

Meanwhile President Lungu said he is determined to bring meaningful social and economic development to North-western province through infrastructure development and ensure that the Manyinga-Jimbi road is worked on among other projects government is implementing in the province.

Remove all civil servants from FISP beneficiaries list -Lusaka PS

Lusaka Province Permanent Secretary Stardy Mwale has directed the Ministry of Agriculture in Chongwe district to remove all civil servants from the list of beneficiaries of the Farmer Input Support Programme as the scheme is not meant for them.

Speaking when he addressed over 1 200 Kanakantapa Resettlement Scheme Farmers in Chongwe district, Mr. Mwale said FISP had not fully produced the desired results because the beneficiary list was full of ghost farmers and civil servants who were not eligible to get FISP packs.

Mr. Mwale has since directed the office of the District Agriculture Coordinator DACO in Chongwe to remove all ghost farmers and civil servants from the FISP beneficiary list so that only vulnerable peasant farmers were able to acquire farming inputs under FISP.

“I want to warn you the DACO and your officers that I will not allow you to steal fertilizer under FISP which is meant for the vulnerable farmers. My government is paying Civil Servants a lot of money which should enable them to buy fertilizer if they so wish to become farmers.” Mwale said

Mr. Mwale has since directed the Lusaka District Commissioners to supervise the FISP programme if the province is to achieve food security.

On his continued tour of constituencies as well as thanking voters, UPND President Hakainde Hichilema said he was appalled with the state of poor housing in Bauleni Compound and called for urgent upgrades of these high-density areas around the country. The UPND leader was touched with people’s persistent complaints of lack of clean water and bad sanitation conditions in their locality.

Mr. Hichilema, who toured Bauleni market visited several other vulnerable households where he offered some help, said it was unacceptable that 50 years after independence some citizens could be living in such squalid conditions.

Most of the residents complained that the cost of living was unbearable as all the essential commodities were now beyond their reach. The traders and marketeers complained that they will never vote for an absentee Government and were looking forward to the day they will vote for a Government that will listen to them and bring change in their lives.

“We have been voting for PF in Bauleni since 2006, but their excuse was that they could not do much because they were in opposition. But now they are in government and life is even worse than before they came into power. We can’t even sell our tomatoes and vegetables because there are no customers.” Some residents said “Abantu balechula kuno ku Bauleni ba Hichilema. Twafweni tata wesu.Inga mwayamba ukuteka umwaka uleisa, mukabombeshe tata twapapata. Abana besue balechula, bale nwa fye lutuku nokuchita ubuhule pantu inchito batu laile ba PF takuli” (People are suffering here in Bauleni Mr. Hichilema. Please help us sir. When we put you in power next year work hard to help these youths who have resorted to drinking elicit beers and doing prostitution because they have nothing to do).

But the UPND leader, who went by buses, said he was impressed with some of the skills and business ideas he found in the area such as carpentry and promised better government incentives that will promote Small and Medium Enterprises (SMEs) once in power.

Mr. Hichilema wondered why government departments, for example, would buy furniture from abroad when Zambians were able to make better items than imported products.

“Our children should be promoted from doing what I have discovered is ‘bonanza business’ in these places into responsible citizens that should equally aim higher in life. We cannot continue to degrade these young people as second class citizens through demeaning and derogatory terms.” he said.

Mr. Hichilema said he was a proud product of Lusaka’s Kalingalinga Compound himself where he built his first house. He said the children from such places and others throughout the country must be encouraged and supported through better economic policies that offer better education and job opportunities to support their families.

“It is disheartening that a number of children even in urban centers were unable to go to school due to lack of support. As a family, we run a limited scholarship scheme for vulnerable children in Zambia, but as at now, the budgets have by far exceeded what they could manage as family because of regular increases in tuition fees. But from our experience, we believe we could do more if we were given an opportunity to run a viable economic programme that would create jobs and generate resources locally instead of borrowing,” he said.

Mr. Hichilema concluded his tour with the promise that the residents of Bauleni have not seen the last of him as he intended to be a President for the people and not what was currently obtaining.

Woman pleads not guilty to indecent assault

A 20-year- old woman of Chinsali district in Muchinga province has pleaded not guilty to charges of indecently assaulting a 4 -year -old boy.

Appearing before Chinsali Senior Resident Magistrate Francis Nsokolo yesterday was Lizzy Chilufya of Shambala farms who stood charged with one count of indecent assault contrary to the laws of Zambia.

Particulars of the matters are that on a date unknown but in the month of April, 2015, chilufya did indecently assault a 4 -year- old boy of Rural Compound thereby infecting him with Sexually Transmitted Infections (STIs) called syphilis when the boy’s mother had gone to the market.

Both the boy’s mother Abigail Banda and grandmother to the victim told the court through their testimonies that the 4 –year- boy explained after being questioned that accused person on the material day asked him to enter into the house in the pretext that she was going to give him a coin after which she unaddressed him and herself and asked the boy to get on top of her.

The court further heard that the boy later started complaining of pain on his private part when passing urine and that when he was checked it was discovered that he had sore on his private part.

The matter was later reported to Chinsali police station on 27th April, 2015.

Magistrate Nsokolo has adjourned the matter to tomorrow and the accused person has been remanded in custody.

Illegal settlers hampering construction works at Kasama Airport

Illegal settlers that have encroached on airport land in Kasama district are said to have contributed to the delay in starting the construction of Kasama Airport runway in Northern Province.

Northern Province minister Freedom Sikazwe disclosed this when Vice President Inonge Wina addressed the business community at Wamulungwe lodge in Kasama last night.

Responding to questions from some members of business community who wanted to know why the construction of Kasama Airport had delayed, Mr. Sikazwe said the project was being delayed due to some residents who had encroached the area.

Mr. Sikazwe explained that government has already engaged a Chinese contractor who was already on site to begin the works.

He however said the works have failed to commence due to issues of land encroachment surrounding the area by some residents.

Mr. Sikazwe warned that government was not going to tolerate people delaying development to take place due to illegal settlements.

Meanwhile the Vice President also appealed to residents to assist government in resolving the issues so that the area can be developed as soon as possible.

And Vice President Inonge Wina is disappointed with the slow pace at which the construction works of Musa day secondary school in Kasama district of Northern Province is progressing.

Speaking when she toured the construction site in Kasama today, Mrs. Wina said she was disappointed with the local company which has taken too long to complete the project.

Mrs. Wina said government will not entertain slow contractors because they were interested in seeing that the projects are completed as quickly as possible.

She has since directed the Ministry of Education to ensure that the project is completed before the end of this year, adding that she did not understand why completion of the project that was started in 2011 had taken so long.

The Vice President said government is trying its best to ensure local contractors were also awarded contracts in the country but said it was very disappointing to note that many local contractors engaged in different government projects had been exhibiting shoddy works.

And when Mrs. Wina visited the construction site, ASESCO Company limited director was not present as he was reported to have travelled to Lusaka.

The vice president is in Northern Province to monitor the progress of government developmental projects.

Progress on Mansa-Luwingu Road cheers Kambwili

Government has expressed happiness at the progress of works on the 175 Kilometer stretch of the Mansa-Luwingu road.

Information and Broadcasting Services Minister Chishimba Kambwili expressed happiness after driving on the 90 Kilometer completed stretch from Mansa and praised the contractor China Henan Chicco for the quality of works.

Mr. Kambwili said the road is important as a business link between the Copperbelt and Northern provinces.

He said the project was a good example of the realization of the link-Zambia 2000 started by the late president Sata and shows that projects are on course.

Mr. Kambwili said the road will be a good business route for the people of Luapula which they can use to transport their agriculture produce.

And The Minister explained that government wants to build capacity in the local contractors by ensuring that they got 40 per cent of the major projects are sub-contracted in order to create an avenue for transfer of technology from foreign contractors to local contractors so that eventually the local contractors could also handle big projects with excellence in meeting the quality benchmarks.

Mr. Kambwili said it is government policy to build capacity in local contractors so that skills could be resident in the local people to handle big projects for the development of the country.

And China Henan Chicco Laboratory Engineer Zhang Lei disclosed that out of the 175 kilometers of the project, 90 kilometers has been completed while a stretch of 100 kilometers has seen earth works.

Zhang Lei disclosed that over 800 Zambians are employed in the project.

And Mansa Diocese Bishop Patrick Chisanga commended government for the progress on Mansa-Luwingu Road.

The Bishop said the road is vital to the province because it is connecting the region with the northern part of Zambia and goes beyond into Tanzania and East Africa.

President Edgar Lungu has left for Solwezi in North- Western Province for a four day working visit where he will among other things visit victims of land mines in Ikelenge district.

President Lungu, who left Kenneth Kaunda International Airport (KKIA) aboard his Presidential challenger plane at about 09:25 hours, was seen off by defence chiefs, senior government and Patriotic Front (PF) party officials.

The President is tomorrow be expected to tour Kansanshi mine, hold meetings with chiefs in the province and later hold a rally in Mwinilunga district.

And speaking to journalists shortly before his departure for Solwezi, Mr. Lungu said government was in the right direction of ensuring that it develops the country.

President Lungu said districts which assumed that status less than two years ago should not be expected to already have massive infrastructure development.

He explained that when an area is declared a district, there are sometimes wrangles pertaining to where certain structures should be positioned.

He said government would only move in with its development projects once such issues are resolved.

And President Edgar Lungu has said that government will continue engaging various political parties and stakeholders on the constitution making process.

Mr. Lungu said that he is always in dialogue everyday with political parties despite not convening a round table inter party meeting.

The Head of State said that there is need to move the constitution making process as a nation.

‘Miracles by fire’ tops charts

In its twelfth chart topping week, the album, The Anointing by the Miracles by Fire Praise Team, continues to make waves in local music circles.
Released late last year, the debut album by the music group features 12 tracks and is a production by Ben Blazer, Tymlyne and Ikonik studios.
President of the praise team, Chileshe Bwalya, shared in an interview that there had been an overwhelming response since the album’s release.
A lot of people have testified about situations changing in their lives through this ministry,” Chileshe said. “I guess the album is living up to its title which is based on the Biblical verse in Isaiah 10:27.”
She stressed that the whole purpose of the album was to minister to people and touch their spirit through the music as God gave directions.
The team has existed for seven years since the founding of the church, Miracles by Fire, under Prophet Humphrey Mwale.
Album tour dates are yet to be set but the group has a few ministry events planned for the near future.

Small Government Is Efficient, and Decentralized Government Is even Better

A groundbreaking study published by the European Central Bank (ECB) looking at public sector efficiency (PSE) in developed nations and found that “big governments spend a lot more and deliver considerably less.”

The evidence from the new study confirms what most of us already know: smaller and decentralized government is more responsive to people’s pressing needs, more efficient in satisfying them, and much, much less wasteful than big leftist government.

A second ECB study that looked at a broader set of nations and further confirmed that smaller government produces better results.

The first ECB study clearly concluded that “small” government is more efficient and productive than either “medium” government or “big” government. Based on the second ECB study, we can conclude that it’s even better if government i “smaller than small.”

Today, we can augment this research by looking at a new study from the International Monetary Fund.

The IMF’s new working paper on “Fiscal Decentralization and the Efficiency of Public Service Delivery” shows that it’s not only good to have small government, but that it’s also good to have decentralized government. Here are the main findings.

Decentralization

This paper analyzes the impacts of fiscal decentralization on the efficiency of public service delivery.The paper’s findings suggest that fiscal decentralization can serve as a policy tool to improve performance… an adequate institutional environment is needed for decentralization to improve public service delivery. Such conditions include:

  • effective autonomy of local governments
  • strong accountability at various levels of institutions
  • good governance, and strong capacity at the local level

Moreover, a sufficient degree of expenditure decentralization seems necessary to obtain a positive outcome. And finally, decentralization of expenditure needs to be accompanied by sufficient decentralization of revenue to obtain favorable outcomes.

Why it’s better to have decisions made by sub-national governments

  • Local governments possess better access to local preferences and, consequently, have an informational advantage over the central government in deciding which provision of goods and services would best satisfy citizens’ needs.
  • Local accountability is expected to put pressure on local authorities to continuously search for ways to produce and deliver better public service under limited resources, leading to “productive efficiency.”
  • Decentralization encourages competition across local governments to improve public services
  • Voters can use the performance of neighboring governments to make inferences about the competence or benevolence of their own local politicians
  • Fiscal decentralization may lead to a decrease in lobbying by interest groups.

The study recognized the valuable role of tax competition in limiting the greed of the political class.

The study also noted that genuine federalism leads to spending competition, though I get the impression that the authors seems to think this is a negative outcome.

Fiscal decentralization can also obstruct the redistribution role of the central government.For what it’s worth (and based on previous academic research), decentralization makes it harder for government to be profligate.But that’s a good thing. I want to “obstruct” economically destructive redistribution.

Now let’s look at the specific finding from the study.

  • Expenditure decentralization seems to improve the efficiency of public service delivery in advanced economies.To quantify this effect, one could say that a 5 percent increase in fiscal decentralization would lead to 2.9 percentage points of efficiency gains in public service delivery.
  • About one third of public expenditure would need to be shifted to the local authorities to obtain positive outcomes from fiscal decentralization.Though it’s worth emphasizing that decentralization works when the sub-national levels of government are completely responsible for raising and spending their own money.
  • Revenue decentralization shows positive and statistically significant impacts on public service delivery for advanced economies and emerging economies and developing countries.
  • These findings might imply the need to accompany expenditure decentralization with sufficient revenue decentralization to ensure improvement of performance.
  • I’ve already argued that federalism is good politics and good policy.

Now we have evidence that it’s good government.

And who would have guessed that the normally statist IMF would be the bearer of this good news.

Shepolopolo prepare to face Zim in Olympics qualifiers

Shepolopolo coach Albert Kachinga has predicted that the second round of the 2016 Rio Olympics qualifiers against Zimbabwe would be tough.

Zambia and Zimbabwe face-off in the first leg of the Olympics qualifiers on 24th May at Nkoloma Stadium in Lusaka before the return match in Harare.

The Zambian team has regrouped in Lusaka to begin preparations for the campaign.

Kachinga is upbeat that Zambia will triumph over Zimbabwe.

“We are looking forward to the game against Zimbabwe. There are no easy games these days,” Kachinga said.

Last year, Shepolopolo saw-off Zimbabwe to qualify for their maiden Africa Women Championship.

“I think we will get a positive result,” Kachinga said.

He added:”I am pleased all the girls are now in camp. We have called experienced girls.”

After the second round, there will be two more stages before Africa’s envoys at the 2016 Olympics are decided.
