Zambia‘s widening trade deficit is a wakeup call to the Zambian Government-CTPD

The Centre for Trade Policy and Development has noted with great concern Zambia’s trade performance in the first quarter of 2015.

Trade deficit for March stood at K310 million, meaning the deficit has increased by ZMW 202.7 million from February 2015, an increase that is almost double the February 2015 deficit which stood at ZMW 107.3 million.

Centre for Trade Policy and Development Executive Director Isabel Mukelabai said key to this picture are the challenges that the country experienced in the mining sector which could affected downwards production volumes of copper than initially projected.

In a statement, Mrs Mukelabai observed that imports continued to outstrip total exports during the first quarter of 2015 and this should serve as a wakeup call for the Zambian Government on the need to accelerate diversification of the economy away from trade in metal exports which comprise mainly copper accounting for 66 per cent in export earnings while non-traditional exports account for about 34 per cent.

‘It is our opinion that the current high dependence on copper exports makes the country vulnerable in terms of its macro- economic stability particularly when on the global front, copper prices go down but also on the domestic front when the sector experiences serious governance and management challenges leading to inconsistencies in policy implementation which ultimately affect the production volumes of copper and the metals in the sector as has been seen in the recent past,’ Mrs Mukelabai said.

She said the current trade deficit seen in February and March is in part attributable to the slow -down in production and operations of the mining industry in the last three months.

‘Government should take this as a wake-up call and begin to look at the agenda of export diversification and economic diversification very seriously,’ Mrs Mukelabai said.

Mrs Mukelabai said Government must begin to improve the current export situation in a much more sustainable manner by beginning to implement deliberate export diversification measures.

‘CTPD therefore recommends that Government should take measures to promote consumption of local products rather than imported” goods. Doing this requires Government to take measures that will facilitate lowering the cost of manufacturing locally as well as intensify on efforts around promoting value addition. Lowering manufacturing costs will make Zambian products more competitive,’ Mrs Mukelabai stated.

She added, ‘CTPD is also of the considered opinion that Zambia must seize its unique advantage of increasing its Maize export volumes to maize deficit countries and regions within Africa such as the Congo DR and Kenya as a way of improving exports in Agriculture away from the Mining sector. It is disappointing to note that despite urgent calls to action to make Zambia more competitive for chronic maize deficit markets, Government through the FRA still continues to purchase maize at close to import parity levels rather than export parity, making the Zambian maize very uncompetitive on the export market.’

Mrs Mukelabai said evidence also suggests that rather than export Maize in its raw form, Zambia would earn more foreign exchange if it actually exported vale added maize products rather than just raw maize.

‘There is need for the government to undertake a detailed assessment of the maize export value chain to determine where the most value could be added. Our analysis shows that a tonne of maize can produce 550 kg of breakfast mealie meal, 330 kg of roller meal and 100 kg of maize bran, When valued at export parity less costs of production, mealie exports to DRC for example are 6 times more valuable than formal maize exports of maize to Harare and 3 times more than informal exports to DRC.’

She added, ‘This will help increase foreign exchange earnings and contribute to stabilizing the kwacha depreciation as well in the short to long term.’
Mrs. Mukelabai said CTPD encourages government to look at other options of diversifying exports and value addition away from the mining sector. We are of the opinion that Government must do the noble thing and begin to act in this regard.

First and foremost Mr. Speaker I would like to bring to the attention of the house how revolutions in the middle east were triggered,many of you will agree with me that it started in the mind of a person and ended up into a big war.Think of the devastating Rwanda,the Southern and Northern Sudan! Barotseland issue too has a greater potential of deteriorating to what has been seen in Rwanda,Southern and the Northern Sudan.

Mr. Speaker ,let the truth be told,Barotseland is not Zambia but a country in Africa. The people of Barotseland were incorporated into Zambia by a violation of the Barotseland Agreement 1964. Mr. Speaker the people of Barotseland are not Zambians,Barotzis and Zambians are not one,they are not one people and have nothing in common,nothing makes them one except the forced acquisition of a green card (NRC) .

Mr Speaker Sir,On 27th March,2012. The people of Barotseland through the Barotse National Council (BNC),the highest policy making body of the Barotse people,resolved and declared to exercise their right to self determination,thereby formally commencing separation process of the two territories (Zambia and Barotseland). What the Barotse people need is freedom! They are not asking to be given a dog’s horn or a snail bone,they are simply asking to be given their Birth right,the right to determine their future and destiny.

Mr. Speaker,the issue of Barotseland is a ticking Bomb and once it sparks it will engulf both Zambia and Barotseland,because it has a greater potential to shedding blood.

Finally,Mr. Speaker through you Sir. I strongly urge the Zambian government that they should think outside the box where they are now but look beyond and do something while there is still time and space other than wait until it’s too late.

Chambeshi hails Nkana win over Power

Coach Beston Chambeshi has hailed Nkana’s 1-0 win over Power Dynamos in the Kitwe derby played on Sunday at Nkana Stadium in Kitwe.

Congolese striker Djunese Kanda scored a late goal that seperated the two teams in this delayed Week Seven match of the 2015 FAZ Super Division.

In a post-match interview, Chmbeshi described the victory as fanstastic.

“It is fantastic, winning a local derby is not easy and I am happy with the result,” Chambeshi said.

I am happy with the way the boys played and I hope we can continue playing like this,” he said.

Chambeshi believes the win against Power could be a turning point for Nkana who endured a bad start to the season.

The Wusakile club had picked six points from six games prior to the derby.

“I think maybe it is a turning point and I hope we can continue picking points.”

Power coach Tenant Chilumba was disappointed with the loss.

Chilumba is yet to beat Nkana as Power trainer.

“Ofcourse, I am disappointed.We wanted a better result but it is a game of football: you win, draw or lose,” Chilumba said.

He added:” We played well in the first half but in the second half Nkana were tactical and defended in numbers.”

THE demon of removing immunities from former presidents should stop because it was eroding the respect that the office of President was enjoying, former president Rupiah Banda has said.

The practice, he said, was retrogressive and an abuse of process because it abrogated the principle of natural justice and presumption of inocence.

The culture of stripping former leaders of their immunity was not good for the country and called on Zambians to reject the evil schemes of demonising former President because it was only achieving to promote disunity in the country.

He said Zambia as a Christian nation should not accept the culture of demonising former leaders or serving leaders adding that he was happy that President Lungu had been preaching peace, love and reconciliation, the virtues he said could unite the country.

He said having been a victim of hatred perpetrated by a group of individuals, he did not want the culture of removing immunity from former presidents to continue because it was eroding the respect the office of the presidency was enjoying.

Mr Banda said the campaign for the removal of president Chiluba and himself was driven by the same group of individuals who were only motivated by hatred, retribution, vengeance and the desire to control State power.

“Those who have launched the campaign to have President Lungu lose his immunity after serving this country should be satisfied that they succeeded with president Chiluba and myself. This culture should be stopped because it is not good for the country. The people who have been behind this campaign are the same. They did it with Chiluba and they did it with me. I have spent a good part of my time in the courts and I want to show that I am a good citizen despite the amount of propaganda that has been mounted against me.

Now they are bringing people from outside this country to spew hatred against me. I hope they will not succeed with President Lungu,” Mr Banda said.
He said the campaign against President Edgar Lungu should be stopped because it was only perpetrating hatred among citizens.

He said that people should be satisfied that they succeeded in removing his immunity and that of second republican president Frederick Chiluba.

Last week, UPND presidential advisor Douglas Syakalima warned that President Edgar Lungu’s immunity would be removed because of the way he was handling many issues.

But the UPND has since repudiated the statement, stating that it was not party policy to seek the removal of immunity from former Presidents.

Mr Siyakalima warned that President Lungu’s immunity would be lifted immediately after leaving office to pave way for investigations into his government’s questionable operations. Speaking to the Daily Nation yesterday, President Banda said it was saddening that a campaign to have President Lungu lose his immunity had been launched under the guise of fighting corruption.

The former President said it was unfortunate that Zambians had allowed the culture of hunting former leaders which he said was only meant to victimise, embarrass the former presidents by dragging them to courts of law.

He said it was not surprising that some people outside Zambia had been hired to legitmatise an evil cause of demonising him on matters that were currently in court because the group had not come to terms with the fact that Zambians had elected Mr Lungu as the Head of State.

But former Alliance for Better Zambia president Frank Bwalya said the pronouncement by Mr Siyakalima about the party’s intention was enough to convince people that the opposition party had an agenda against President Lungu

Kambwili warns against harassment of journalists

Information and Broadcasting Services Minister Chisamba Kambwili says no journalist in Zambia should be harassed on account of performing his or her duties.

Mr Kambwili who is also Chief Government Spokesperson has also warned that he will not condone the harassment of journalists by political cadres whether from the Patriotic Front (PF) or opposition.

Mr Kambwili was speaking at the Freedom Statue in Lusaka yesterday when he graced the 2015 World Press Freedom Day commemorations.

This was after Zambian Journalists joined their colleagues world wide to celebrate World Press Freedom Day which falls on May 3.

In Lusaka, the celebrations started with a match past from Lusaka Main Post Office to the Freedom Statute.

The 2015 local theme is dubbed, “Gender Equality and Media Safety in the Digital Age.”

“I’ll not condone the harassment of journalist by political cadres whether in PF or those from the opposition. However, you Journalists should be responsible and adhere to your reporting ethics,” said Mr. Kambwili.

Mr. Kambwili, condemned the attitude of some political cadres who are in the habit of beating up journalists that were merely performing a national duty.

The Minister is however disappointed that some media houses have opted to abuse their freedoms by pursuing private agendas which he said are un-ethical, un-professional and borders on criminality.

He advised the scribes to utilize the social media to fight ills such as gender based violence, child defilement and other gender related vices.

The minister reaffirmed government’s commitment to introducing the Access to Information Bill (AIB) this year when parliament sits next month (June).

Mr. Kambwili is happy that the Independent Broadcasting Authority (IBA) is fully operational in over-seeing the growth of a free and professional broadcasting industry.

On digital migration, the Information Minister assured that both digital and analogue television formats would continue to operate side by side after June 17, 2015 to the time when the television broadcasting industry will be digitalized.

“Zambia won’t experience a television blackout after the June 17th ITU deadline,” Mr. Kambwili said.

World Press Freedom Day 2015 Organizing Committee Chairperson Enock Ngoma bemoaned the poor salaries offered to scribes in some private media houses.

Mr. Ngoma said some Journalists were getting low salaries as low as K500 yet they are faced with a lot of challenges like transport.

He bemoaned that government was allegedly dragging on enacting the AIB because it is now 13 years hence the out-cry by members of the fourth estate.

Journalists the world over observe May 3 to celebrate the fundamental principles of press freedom; evaluate press freedom , defend the media from attacks on their independence and pay tribute to journalists who have lost their lives while on duty.

The international day was proclaimed by the United Nations General Assembly in 1993 following a recommendation adopted at the 26th Session of UNESCO’s General Conference in 1991.

This was in response to a call by African journalists who in 1991 produced the landmark Windhoek Declaration on media pluralism and independence.

Patriotic Front (PF) National Youth Chairman Chishimba Kambwili has urged youths in the ruling party against rushing to the press to issue statements.

Mr. Kambwili, who is also Information and Broadcasting Services Minister and Chief Government Spokesperson, advised junior party members to follow the laid down channels of communication in the party.

Mr. Kambwili said junior members should never issue statements against their senior party members like himself.

ZANIS reports that Mr. Kambwili was speaking to journalists in Lusaka shortly after gracing the 2015 World Press Freedom Day.

He said the ruling party has in place party structures which junior members should adhere to.

The Minister said he only recognizes statements from President Edgar Lungu and PF Secretary General Davies Chama including other Central Committee members and no-one else.

He further advised new members of the party like former Petauke Central Law maker Dora Siliya to ‘tame’ her mouth as opposed to insulting the PF leadership.

Ms. Siliya allegedly denounced late President Michael Sata’s rule liking it to xenophobic attacks in South Africa before she defected to join the PF in Petauke at the weekend.

“There is no way someone can insult my father and later decides to come and eat with me on the same table,” he said.

Mr. Kambwili demands that the former Petauke Central member of parliament Dora Siliya must apologize to the PF leadership failure to which he maintains that he rejects her from belonging to the ruling Patriotic Front.

The Minister reacted sharply that he can only get orders from the President, Party SG and the Central Committee members and not from a junior member like Sunday Chanda who recently joined the party to sustain his ‘big tummy’.

He has since advised Mr. Chanda to desist from issuing statement aimed at discrediting his name over Ms Siliya’s defection.

Zambia kick-off preps for Malawi friendly

Zambia entered camp on Monday to begin preparations for their May 10 friendly against Malawi at Nkoloma Stadium in Lusaka.

Day one’s highlight saw midfielder Felix Katongo join camp following his late call-up for the friendly and possibly Zambia’s 2015 Cosafa Castle Cup outing.

Katongo last featured for Zambia in a 2-1 loss to Cape Verde in the 2015 Africa Cup qualifiers last September.

The midfielder is back home and training with his old club Green Buffaloes after a stint at Egyptian club Al Ittihad .

He was one of twelve players present for the first day of training at the National Heroes Stadium in Lusaka.

Also in training was Mufulira Wanderers midfielder Lameck Silwaba who has been handed a debut call-up by Honour Janza.

Malawi and Zambia are using the friendly to prepare for their participation in the Cosafa Cup that will be held from May 17-31 in South Africa.

Both sides are on bye and will enter the competition at the quarterfinal stage on May 24.

State House has released to Football Association of Zambia (FAZ) a Toyota Hilux that was marooned at State House for the past five years.

Special Assistant to the President for Press and Public Relations Amos Chanda announced the release of the vehicle at State House in Lusaka today.

Mr. Chanda said the vehicle that was donated to FAZ by Konkola Copper Mines (KCM) was parked at State House during the Rupiah Banda’s Administration.

He said he does not understand the circumstances through which State House and FAZ officials that time decided to park the vehicle at State House.

Mr. Chanda said FAZ was very grateful that the vehicle was released as it will easy the transport challenges faced by the association.

Government to reposes idle land-Lands Minister

GOVERNMENT says an audit of land will culminate in repossession of idle land, Minister of Lands and Natural Resources, Christable Ngimbu has said.

Ms Ngimbu said in an interview yesterday that land that has been idle for many years has become the conduit for illegal land allocation in some parts of the country.

“All those that own vast but idle land should start developing it, or they risk losing it to the Government,” she said.

Ms Ngimbu said Government will take stock of every idle land after which it will embark on the repossession of such tracts of land.

The minister was speaking in reaction to the illegal land allocation at Galunia Farms in Mutumbi area in Lusaka, where some people have been sharing idle land.

However, Ms Ngimbu warned that Government will not let perpetrators of illegal land allocation go scot-free.
“We are not going to leave any stone unturned till the culprits are brought to book. The wrath of the law will visit individuals that are involved in illegal land allocation,” she said.

The minister has since called on the local authorities to sensitise people on the importance of following the right procedure in land acquisition.

“Councils should also keep an eye on illegal land allocation because that affects town planning,” she said.
Ms Ngimbu also warned of stern action against officials in her ministry and councils who are involved in illegal land allocation.

And 14 out of the 24 people who were arrested for illegally allocating land belonging to Galunia farms in Chamba valley have been charged with criminal trespass.

The 14 suspects are expected to appear in court today.

Lusaka Province police commanding officer, Charity Katanga has confirmed the charging of the 14 suspects.

“We initially picked up 24 suspects for illegally allocating land belonging to Galunia farms. But after screening them, we have detained 14 suspects who have been formerly charged with criminal trespass. The others suspects have been released,’’ she said in an interview in Lusaka yesterday.

Mrs Katanga said police are still monitoring the situation at Galunia farms.

An on-the-spot check found vigilant police officers clad in riot gear manning the farm.

On Saturday police curtailed the illegal allocation of land at the farm where some people had started clearing the site for construction of houses.

During the operation, police confiscated wheelbarrows, axes and bull dozers from land developers.

The site was, however, all quiet yesterday.

President Edgar Lungu has called for an end to reckless spending in the foreign mission.

President Lungu said he was studying the Auditor General’s report and has noticed a lot of reckless expenditure in the foreign mission.

President Lungu said this during the swearing in ceremony of Zambia’s High Commissioner to South Africa Emmanuel Mwamba and Humphrey Kabanda who is Ambassador to France at State House today.

President Lungu urged the envoys to be impeccable in their conduct as they are the mirror of Zambia to the international community.

And Zambia’s envoy to France Humphrey Kabanda thanked President Lungu for appointing him ambassador to France.

Mr Kabanda said it was his duty to ensure that Zambia has more investment from France.

He said France is an influential country with the largest economies in the world.

And Zambia High Commissioner to South Africa Emmanuel Mwamba said the issue of misappropriation of resources in the foreign mission alluded to by President Lungu was unacceptable and requires urgent attention.

Mr Mwamba said the expenditure in the foreign mission should be done according to the constitution and the mission requirements.

He explained that most a time abuse of resources comes as a result of not following financial regulations and procedures.

Mr Mwamba said it was his duty to ensure that Zambia continues to enjoy the good business relationships with South Africa.

He said his mission to South Africa is to see more investment to Zambia so that more jobs can be created especially for young people who should be given opportunities for school, trade and transfer of skills.

Weekly policy issue: Education is a right

Education is the best investment and the greatest equalizer. A good quality education is a right for our youths and should be made available to each and every Zambian of school going age. Government is responsible for making sure this happens.

However, the recent failure to open the Copperbelt University due to lack of funding from Government is just the latest example of the failure of the PF Government to manage education. It is indeed shameful for a country that has been independent for 50 years to find itself with a Government that has neglected and even denied its responsibility in this respect.

Under the PF Government, access to good quality education remains elusive. In 2013 only 56.9% of seven-year olds entered a school. In the same year, only 61.9% of Zambia’s pupils transitioned from Grade 7 to Grade 8, while only 43.2% transitioned from Grade 9 to Grade 10. Conditions for those that make it to University are often poor with numerous closures resulting from the lack of proper investment, such as Mulungushi University which closed in both 2013 and 2014 due to water and sanitation issues. In 2014 the poor management of the bursary process made press headlines as young, ambitious and talented Zambians were unable to take up hard won places at UNZA due to the lack of funding available, even while the PF Government was busy raising debts of up to US$8bn.

In a country where 82% of the population is below 35 education for the youths is a critical ingredient to developing, unlocking and actualising Zambia’s economic and social growth. As someone who was fortunate enough to receive a Government bursary for my further education when my family could not afford to fund me, it troubles me to think that young Zambians today do not all have that same opportunity.
Our Position

Education is a top priority for a UPND-led Government and full access to quality education from primary up to university is our great ambition.

1. Increased Investment

We will put more resources into education to tackle years of under-investment. As a priority sector, education will receive an increased share of national income.

2. Improved Management

We will enhance efforts to streamline the education system to meet the changing labour demands in industry and reduce any mismatch in skills supplied and demanded. Universities and colleges will open on time and shall not close on account of lack of funding, such as the current case at the Copperbelt University.

3. Regular Consultation

Teachers and lecturers’ conditions of service will be improved through a commitment to consultation and dialogue. We will respect, support, empower and reward them for their noble service. By ensuring education-industry linkages are strengthened, graduates of a UPND-led Government will have employable skills.

Our goal for education and skills development is ambitious, because we are ambitious for Zambia. With the right vision and priorities, diligence and commitment we can do it.

Government mourns death of 8 people in Kalomo accident

Eight people died in a road accident yesterday afternoon in Kalomo district when a Noah bus collided with a Land rover Discovery.The deceased include seven members of one Zambian family and a Chinese national.

Minister of Information and Broadcasting Services Chishimba Kambwili who confirmed the death of the eight people said government is unhappy with the loss of so many lives in a collision . Government has sent messages of condolences to the bereaved families and wished them God’s grace during their time of grief.

“On behalf of His Excellency Mr. Edgar Chagwa Lungu, President of the Republic of Zambia and the entire government, I wish to state that the loss of so many lives in a collision in Kalomo is deeply upsetting,” Hon. Kambwili said.

“The government wishes to announce that it has directed the Road Development Agency (RDA) to take steps to address the causes of increased incidents of road accidents in most of the newly built roads.

All necessary steps must be undertaken to reduce these tragedies.”

Movie review- The Avengers: Age of Ultron

When Tony Stark jump starts a dormant peacekeeping program, things go awry and Earth’s Mightiest Heroes, including Iron Man, Captain America, Thor, The Incredible Hulk, Black Widow and Hawkeye, are put to the ultimate test as they battle to save the planet from destruction at the hands of the villainous Ultron.

PROS

  • Great visual effects and CGI .
  • Very exciting and interesting storyline .
  • The action scenes are perfectly executed.
  • All the characters in the ensemble cast were given a time to shine.

CONS

  • If you have never watched any of the Marvel superhero movies or the last Avengers film you may be lost as to who the characters are . They are not introduced , the movie goes straight into the action .
  • Some of the comedic elements were ill-timed

CONCLUSION

“The Avengers: Age of Ultron” lived up to the hype that surrounded it . It is an incredible action packed movie .  The attention and detail they paid to the characters was great . All the Avengers had a purpose for being in the movie , non of them felt out of place .

James Spader did a spectacular job providing a suitable voice for Ultron, whom is a scene stealer of a character . He was a perfect villain .

The dramatic tension and darker aspect makes “Age of Ulton” a better movie than the first Avengers .
