Outspoken opposition politician Bowman Lusambo has declared his intentions to contest the Kabushi constituency seat in Ndola in the 2016 general elections.

Mr Lusambo made the declaration when he featured on a live radio programme on Ndola’s SUN FM on Wednesday.

He said he has been motivated to contest the seat after receiving overwhelming endorsements from local people saying time has come for young people to enter leadership positions.

Mr Lusambo who said he grew up in the area added that he identifies himself with the challenges the people of Kabushi are facing.

‘I lived here for many years and i know what you people go through. It is sad that the water and sanitation sector has deteriorated over the years. We need to overhaul the entire water supply system and ensure that the people of Kabushi access clean drinking water,’ Mr Lusambo said.
He said it is unacceptable that some areas in Kabushi are still using pit latrines 51 years after Zambia attained independence.

‘This goes to show that we have not prioritised the basic needs of the people after many years of Independence. We need to put the interest of the people first,’ he declared.

‘Kabushi is barely 2 Kilometres away from the CBD and people are still using pit latrines. This is unacceptable. Once elected MP, i will work towards resolving the water challenges in Kabushi so that our people can live happily in better sanitation standards,’ he said.

Mr Lusambo who is also MMD National Youth Secretary said he will lobby the Ministry of Finance and other development partners for investments in the water and sanitation sector in Kabushi once elected MP.

Mr Lusambo also took a swipe at current MP Dorothy Kazunga accusing her of failing to the people of Kabushi.

‘Each time i come to Ndola, the people of Kabushi tell me that Madam Kazunga has failed them. She has failed to initiate any projects here and they complain that every time they see her, she pulls her car windows to hide from the people thinking they will ask for money. The MP must be visible to the people,’ Mr Lusambo said.

He said, ‘Madam Kazunga rarely speaks in Parliament, most times she is half asleep in the House making her very ineffective as an MP.’

Mr Lusambo also promised to prioritise the street lighting project in Kabushi once elected MP saying it is a security risk now that most areas of Kabushi are so dark.

JCTR condemns senseless and brutal death of a Zambian citizen Grayzer Matapa

jctr

JESUIT Centre for Theological Reflection (JCTR) has said the senseless and brutal death of a Zambian citizen Grayzer Matapa is a grievous violation of the first and fundamental moral principle of life.

JCTR Media and Information Officer Mwiinga Shimilimo said in a statement that her organisation was concerned that Zambia was slowly degenerating in its social consciousness given the lukewarm response accorded to politically motivated violence and deaths experienced in the recent past in the country.

Miss Shimilimo said JCTR was compelled by the values of Jesus Christ wishes to appeal for “nipping in the bud” which was apparent simmering political violence.

Below is the full statement

Politically Motivated Killings – Moral Decay and a Degeneration of National Social Consciousness

The senseless and brutal death of a Zambian citizen, Grazier Matapa, is a grievous violation of the first and fundamental moral principle of life “do good and avoid evil” which is premised on the preservation and protection of human life. We refuse to trade in the sin of Cain, who when asked about the whereabouts of his brother Abel he answered, “Am I my brother’s keeper?” In deed as Edmund Burke observed, that “All that is necessary for the triumph of evil is that good men do nothing”.

The violent death of Grazier Matapa and subsequent lack of respect thereof raises questions of Zambian society’s social consciousness. We are concerned that Zambia is slowly degenerating in its social consciousness given the lukewarm response accorded to politically motivated violence and deaths experienced in the recent past in our country. It is for this reason that the Jesuit Centre for Theological Reflection (JCTR) compelled by the values of Jesus Christ wishes to appeal for “nipping in the bud” the apparent simmering political violence. Further, we wish to remind fellow countrymen and women that the nation has not yet recovered from the violent death of a citizen along airport road in Lusaka in intra-party conflict last year. Still last year, we witnessed yet another death of a person in Livingstone in politically motivated violence.

We note with concern on the rising tendency to use violence to resolve political differences. Politically motivated violence which is supposed to be an exception now appears to be the norm. We denounce the tendency to use might rather than right in addressing conflict. Therefore, we as a Centre in support of social justice cannot afford to remain silent in the face of grievous violations and senseless loss of human life.

We further note with concern President Edgar Lungu’s lukewarm response to the rising political violence and the death of Mr. Matapa in particular. President Lungu during his inauguration in January affirmed that he will be a president for all Zambians. Yet when a practical occasion emerged to reassert his claim, he clearly took a partisan position. Further, the Zambia Police Service committed grievous omissions and commissions in the death of Grazier Matapa. The police failed Matapa and the people of the Republic of Zambia by acting unprofessionally. Matapa had reported the matter to the police to the effect that his life was in danger.

Therefore, Grazier Matapa in effect died under their watch. The police should have exhibited remorse. The failure to act in accordance with their constitutionally bestowed mandate is therefore an act of gross negligence and should therefore attract appropriate sanctions to whoever failed to act on the report. We condemn, in the strongest possible terms, the failure by police to attend to Mr. Matapa’s complaint. The lack of due diligence exhibited by Zambia Police Service in this matter is alarming.

It is almost a given fact that in times of mourning Zambian culture entails unity and support to the grieving family. To the contrary Matapa’s death did not reflect this. The violent death of Matapa was traumatizing enough to the victim’s family and all citizens of good of will of the Republic. The dropping down of the coffin in public purview and subsequent splintering of the same was re-traumatizing. Political parties should strongly discipline if possible expel members who are engaging in violence.

The leadership of political parties have the capacity to stop the increasing levels of political violence that threatens the peace this country has enjoyed for many years. The leaders should be held accountable for the behavior of their cadres.  Going forward it is necessary that political leaders and cadres engaged in political violence are arrested and face the law. It is our sincere hope that justice will prevail over the death of Mr. Matapa.

Inspired by Divine Law, the Ten Commandments exhorts: “Though shalt not kill”. The JCTR is abhorred by government’s response to the horrifying murder of Mr Matapa. Further, we feel aggrieved with police’s general conduct prior to, during and after the death of a harmless citizen of the Republic. By teargasing the funeral procession the police acted dastardly, shamefully, dishonorably and senselessly.

Matapa’s blood is crying out for justice. We cannot help but end with a quote from Genesis narrating God’s anguish when humanity experienced the first murder of Abel by Cain his brother;

“And the LORD said, “What have you done? The voice of your brother’s blood is crying to me from the ground. And now you are cursed from the ground, which has opened its mouth to receive your brother’s blood from your hand.” (Genesis 4:10).

Veteran politician Dr Vernon Mwaanga says the statement attributed to UPND leader Hakainde Hichilema that he controls the state intelligence system is unfortunate.

Dr Mwaanga said Mr Hichilema was ill advised to make such statements if at all he did make them.

He said politicians should stay away from commenting state intelligence matters because they are very sensitive.

Dr Mwaanga was speaking on Thursday when he featured on a live 5FM Radio programme called Burning Issue.

‘It was ill advised if he made those statements and am saying if because I just read about these things in the paper because intelligence matters are very delicate in any country,’ he said.

Dr Mwaanga added, ‘These issues of intelligence are among those where the country have to support the protection of state security. If I was in his position I was not going to make that statement.’

He said Mr Hichilema’s statement has the potential to cause unnecessary tension in the nation.

‘Moreover, what will happen is that he has slammed the door on all those that could have been supplying him with intelligence information if at all they were,’ he said.

The ruling PF has summoned its Kasama Central MP Geoffrey Mwamba to appear before its disciplinary committee.

In a letter dated 4th March 2015 by PF Disciplinary Committee Chairman Tutwa Ngulube, Mr Mwamba has been requested to appear before the committee at 11 Hours failure to which disciplinary proceedings will commence even in his absence.

Mr Ngulube said he has decided to hear Mr Mwamba in person because all the efforts to get a written response from the MP have proved futile as his lawyers Mushipe & Associates have written back to the party that Mr Mwamba will not respond.

In the letter copied to PF President Edgar Lungu and Secretary General Davis Chama, Mr Ngulube has recounted that on 3rd March Mr Mwamba was for the fourth time given 48 hours to respond but his lawyers said he would not do so.

The Kasama MP is facing charges of gross misconduct and bringing the name of the party and party President into disrepute.

This follows Mr Mwamba’s decision to campaign for UPND leader Hakainde Hichilema in the January 20 presidential election.

Director of Public Prosecution Mutembo Nchito has applied for the stay of proceedings where former President Rupiah Banda has sued Post Newspaper Proprietor Fred M’membe for contempt of court.

Mr. Nchito wants the proceedings taking places at Lusaka Magistrate Court to be stayed pending the determination of his appeal against the Lusaka High Court’s verdict to quash his decision to prosecute Mr. M’membe.

He has argued that unless the proceedings are stayed his appeal will be rendered a mere academic exercise.

Mr. Nchito has argued that fundamental constitutional matters which question the exercise of his powers and functions have arisen and must be addressed by the Supreme Court.

This is according to the Expart Affidavit in Support of Summons to stay the proceedings at the Lusaka Magistrate Court, involving former President Rupiah Banda and Post-Newspaper Proprietor Fred M’membe.

The affidavit has been filed in the Supreme Court by Mr Nchito pursuant to Rule 29 of the Supreme Court Act.

Rule 29 Sub-rule one of the Supreme Court Act in part, stipulates that the High Court May stay execution on any judgment pending appeal.

On Monday the Lusaka High court quashed decision by Mr. Nchito to prosecute Post Newspaper Editor Fred Mambo.

High Court Judge Chalwe Muchenga consequently sent back to the Lusaka Magistrate Court, the matter where former President BANDA sued The Post Newspaper proprietor Fred M’membe for contempt of court

Judge Muchnga stated that the decision by Mr. Nchito to take over had no basis.

CHIEF Government spokesperson Chishimba Kambwili says Government has a duty to serve the interest of all Zambians regardless of tribe or status in life.

Mr Kambwili said in a statement issued in Lusaka yesterday that Government is an embodiment of the collective will and wellbeing of the nation in which all the citizens have an equal say and stake.

“It is therefore unfortunate for anyone to promote tribally or regionally inclined statements as that has potential to create disunity and disharmony in the country,” he said.

Mr Kambwili, who is minister of Information and Broadcasting was commenting on a story which appeared in yesterday’s Daily Nation quoting the Nkoya Royal Council in Kaoma, who were accusing President Edgar Lungu of favouring one particular tribe in Western Province in the appointments of people to various positions.

The Nkoya Royal Council, through its chairperson David Tamboka, was quoted as having also urged government to reserve some positions for Nkoyas as well so that they also have representation in the Governance system.

“Government finds these remarks as unfair and unfortunate. The statement is against the spirit of inclusiveness and unity which the PF government has set out to build,” Mr Chishimba said.

Mr Kambwili said Government holds the traditional leadership in high esteem and it is its expectation that the Nkoya Royal Council, like others in the country, will remain as reservoirs of peace and unity in the country.

He also congratulated newly elected Lusaka mayor George Nyendwa.

Mr Mukuka who is MMD National Executive Committee Member charged that the former ruling party had what it took to return the Senga hill parliamentary seat.

False Social Media information dampens public officers’ morale

3

Mitete District Commissioner Teddy Chimbinde says false information published on social media against public officers has the potential to dampen their working morale.

Mr. Chimbinde lamented that false information about government
officers being publicized on the social media is instilling fear in
them.

Speaking during the just ended two-day induction workshop of newly employed public officers for Lukulu and Mitete districts, Mr Chimbinde said it was his hope that the officers had been educated on their rights.

The DC has since tasked officers to execute their duties diligently despite the many challenges being faced and uphold the code of conduct at all times.

Mr Chimbinde added that the district administrations were ready to
support its workers but that they should ensure that they do the right
things at the right time.

Meanwhile, Provincial Chief Management and Development Officer
Geoffrey Kamfwa has called on the two district administrations to see
to it that disciplinary committees are working and those found wanting
to be charged accordingly.

Mr. Kamfwa said that provincial administration was inducting officers
so that they begin to change their mindset to work and deliver on
government programs.

He pointed out that civil servants are the wheels of government programs
in the districts and that they could only drive the programs if they
appreciated the terms and conditions of services.

And speaking on behalf of other participants, Chris Chiyesu urged his
fellow civil servants to uphold confidentiality when executing their
duties.
