Government challenged to decentralise office of the DPP

Residents of Chadiza district in Eastern Province have called upon government to quickly decentralise operations of the office of the Director of Public Prosecutions (DPP) to district level.

Keepson Lungu expressed concern that disposing of criminal cases take too long if they go to the office of the DPP in Lusaka for consent.

Speaking during the Police Open Day in Chadiza today, Mr Lungu said cases that go to the office of the DPP should have a time frame of three to six months, unlike a situation where some cases have stayed for one to two years in the office of the DPP.

Mr Lungu also appealed to the Ministry of Home Affairs to quickly buy furniture and a motor vehicle for the Criminal Investigations Department at Chadiza Police Station.

He said criminal investigating officers at Chadiza Police Station were failing to follow up some tips and certain cases due to non-availability of transport.

Mr Lungu said out of the total population of about 60,433 people with an area of 2,500 square kilometres, the police in Chadiza have only one vehicle which is being used by all the departments under the police service making it difficult for the CID to be mobile at all times.

The Police Open Day attracted a number of civil servants, NGOs, Parastatals and individuals who were eager to orient themselves on the operations of the Zambia police.

Government says road carnages and injuries have become the third major killer after HIV/AIDS and malaria.

Transport, Works, Supply and Communications Deputy Minister Richwell Siamunene said government was concerned about the high number of road traffic accidents in the country.

Mr. Siamunene said road accidents have also become a drain to national resources because of the cost associated with attending to the injured and dead people.

He was speaking in Lusaka today when he handed over a donation of reflector road safety school bags to pupils at New Kanyama basic school.

The donation was sourced by the Zambia Road Safety Trust, Puma Zambia limited and Amend, an international road safety non-governmental organisation.

He said out of the 625 pedestrians who were killed in road mishaps, a high percentage are children in 2014.

He further said government recognizes children’s vulnerability and inexperience on the roads hence it has devised safety measures for children.

And Zambia Road Safety Trust Chairperson Daniel Mwamba disclosed that his organization has trained 1,000 road safety volunteers in the last six months in Lusaka, Copperbelt and Northern provinces.

Mr. Mwamba these volunteers will help prevent children from being hit by vehicles.

Meanwhile, Amend Africa Director Tom Bishops said Africa has got the world’s most dangerous roads with a death rate of 24.1 percent per 100,000 of the population.

Mr. Bishops said Africa has the least motorists in the world with two percent vehicles but contributes 16 percent to the world’s road fatalities annually

The Foundation for Democratic Process(FODEP) has described the conduct of Zambia Police as unprofessional and unethical following the The searching, summoning and the subsequent recording of a “warn and caution” statement from the Opposition UPND president Hakainde Hichilema.

In a statement released to the media today by Executive Director McDonald Chipenzi, FODEP said that the argument by the Zambia Police Force that it was investigating the matter even before the presidential order was given is purely a hiding behind a “transparent curtain”.

The searching, summoning and the subsequent recording of a “warn and caution” statement from the Opposition UPND president Hakainde Hichilema by the Zambia Police Force after an order from President Edgar Lungu is a clear testimony of the Police’s unprofessional and unethical conduct.

The argument by the Zambia Police Force that it was investigating the matter even before the presidential order was given is purely a hiding behind a “transparent curtain”.

Foundation for Democratic Process (FODEP) is alive to the fact that the police can never be impartial in the current structural set up where both the provincial and top police command is appointed by the President who seemingly to be the Inspector General of Police.

In as much as FODEP is aware that the President is the Commander of the Armed Forces, police inclusive, but the current portfolio appointment in the police force has turned the police command to be ineffective institution unable to protect and respect citizens’ rights and freedom.

Therefore, unless the appointment mode is reviewed and give the police leeway to make independent decisions without the fear of being fired by politicians, Zambians will never see a professional run police force in the many years to come beneath Zambia’s sky except a partisan police acting on orders from politicians to fix opponents will continue exist.

The PF administration should be reminded that the current constitution in Article 20 allows citizens to exercise the following freedoms without interference; “freedom of expression…, freedom to receive ideas and information, freedom to impart and communicate ideas and information whether the communication be to the public generally or to any person or class of persons and freedom from interference with his/her correspondence.”

In this vein, FODEP would like to condemn in the strongest term possible the continued harassment of political opponents by successive PF administrations who are trying to curtail other citizens’ constitutional rights and freedoms.
FODEP’s appeal to President Edgar Lungu is to respect and uphold the provision of the Constitution as promised in his swearing-in statement and to always remember the huge responsibility citizens have placed on him never to use state power to step on citizens’ fundamental rights and freedoms.

Zambia Air Traffic Radar to be commissioned in August

The Zambia Air Traffic Management Radar (ZATM-Radar) project which is currently being implemented by the Government through the Ministry of Transport, Works, Supply and Communications and the Zambia Airports Corporation Limited is scheduled for commissioning this August.

Zambia Airports Corporation public relations officer Monde Wood said in statement in Lusaka today that the project will benefit both the local and international aviation community flying into and through the Lusaka Information Region (IFR) through the provision of radar controlled air traffic environment.

The project involves the installation of the radar and Communication facilities at the Kenneth Kaunda and Harry Mwaanga Nkumbula International Airports, the establishment of an Aeronautical Telecommunication Fibre Network (ATN) to interconnect the international and provincial airports, the development of air traffic control procedures including the training of technical and air traffic management personnel which will ensure continued service provision after the equipment is commissioned.

The project commenced on 30 March 2014 and is scheduled to be completed and commissioned by August 2015.

The ZATM-RADAR equipment and systems have been procured at a tender sum of thirteen million, five hundred and thirteen thousand, five hundred and thirty six Euro (Euro 13,513,536.00).

The antenna installation at the Kenneth Kaunda International Airport has already been completed. Installation of the same unit at the Harry Mwaanga Nkumbula International is underway while civil works on the radar head are also nearing completion. Completion for the civil works and site acceptance are due in the month of March 2015.

The Corporation has since trained sixteen maintenance engineers and eighteen air traffic controllers drawn from the Zambia Airports Corporation Limited and Civil Aviation Authority.

The ZATM – Radar project continues to make steady progress and is now halfway to completion. Thales ATM who is the supplier of the equipment currently has teams of engineers at the Kenneth Kaunda and Harry Mwaanga Nkumbula International airports installing the equipment.

Sex with goat lands man in jail

A 50 –year- old man of Kaombwe village in Nakonde District of Muchinga Province has been sentenced to three years imprisonment with hard labour on charges of having sex with a goat.

Particulars of the offence were that on 25th March 2014 Charles Simukawi, a peasant farmer had carnal knowledge of a she goat contrary to section 155 (b) of the penal code chapter 87 of the laws of Zambia.

In mitigation, Simukwai said he was an old man and that he had a family to look after.He pleaded with the Magistrate to be lenient on him and not to send him to prison as his family would remain suffering if he was given a custodial sentence.

In passing Judgement, Magistrate Joshua Sikazwe said he had heard what Simukwai had said in his mitigation but that the subject offence he had committed was a serious one and that there is need to punish Simukwai as morals are a key in any given society.

Magistrate Sikazwe sentenced Simukwai to 3 years imprisonment with hard labour beginning from the date he was arrested.

Simukwai was also informed of his right to appeal if he was not satisfied with the verdict.

President Edgar Lungu has nominated Christopher Mvunga as Member of Parliament and subsequently appointed him as Ministry of Finance Deputy Minister.

President Lungu has since sworn-in Mr Mvunga at a ceremony held at State House this morning.Mr Mvunga until his appointment worked for Standard Chartered bank as Regional Head for Africa Management.

The ceremony was witnessed by Vice President Inonge Wina, Finance Minister Alexanda Chikwanda, Transport, Works, Supply and Communications Minister Yamfwa Mukanga, State House Deputy Minister Mulenga Sata and Special Assistant to the President for Press and Public Relations Amos Chanda.

Also in attendance was Lusaka Province Minister Obvious Mwaliteta, Deputy Minister in the Office of the Vice President Stephen Kampyongo, Secretary to the Treasury Fred Yamba and other senior government officials.

And speaking after being sworn in, Mr Mvunga pledged to work hard to address Zambia’s economic challenges. “The Zambian economy has been growing, I will ensure that it continues to grow,” he said.

Mr Mvunga said concerted efforts are needed to do the right things in ensuring that the country manages the challenges facing the economy in efforts to improve the welfare of Zambians.

Early last month, President Lungu swore in all deputy ministers except for the deputy Minister at the Ministry of Finance.

Police issue UPND president Hakainde Hichilema a warn and caution statement

Police this morning issued a warn and caution statement to UPND President Hakainde Hichilema. This followed the presidential directive to search opposition leader Hakainde Hichilema’s houses for classified documents yesterday that yielded nothing after police conducted an 11 hour search.

President Edgar Lungu had ordered police to immediately question opposition Hakainde Hichilema over his remarks that he controls the Zambian intelligence system.During a news conference last week, Mr Hichilema claimed that he controls the state intelligence system in the country and has access to intelligence files before President Lungu. President Lungu said the Police should investigate to ascertain whether Mr. Hichilema’s claims are true or are just aimed at bringing confusion in the country through mere policking. He has also directed Police to investigate and identify the officers leaking information to the UPND leader.

Mr Hichilema who arrived at Woodlands Police Station at around 10:30 was warned and cautioned under Cap 111 of Section 43 of the State Securities Act.His lawyer Jack Mwimbu later told Journalists that Mr. Hichilema was interrogated and denied the charges.Mr Mwimbu said further investigations will be conducted by the police.He explained that the charges relate to information perceived to have been received by Mr Hichilema from the state security agencies.Mr Mwimbu clarified that the offence is not a treasonable.

‘We are dismayed with the conduct of the police on this matter especially that they are working under instructions from President Lungu,’ Mr Mwimbu said.

He added, ‘President Lungu indicated that he is not going to interfere with the running of the police but we have noticed that he is issuing instructions to the police and the police are obeying his command.’Mr Mwimbu said the process is not transparent and not being conducted in a professional manner.

‘Just yesterday, the so called Information Minister was making statements that Mr.Hichilema has been making treasonable acts. We believe that the directives by this government to the police and using undue influence on the police are unacceptable,’ he said.Mr Mwimbu said the UPND hopes that the police will investigate the matter professionally and that it will not go further than this.

The UPND President Hakainde Hichilema earlier said he was ready to be detained over his claims that he receives intelligence information before President Edgar Lungu does.Mr Hichilema said if what he is purported to have said amounts to a crime he is ready to be detained because this will not be the first time that he will be detained but the tenth time under the PF government.

Mr. Hichilema told journalists that said Zambia is his only home and that no amount of arrests will make him run away from the country.He however, noted that what is currently happening to vocal opposition leaders like him under the PF government is a clear testimony that the country is being governed by a dictatorship.

The UPND leader said that anyone who has doubted this should now come to terms with this reality.Concerning whether his revelation compromised national security Mr. Hichilema said the truth will always come out.Hundreds of UPND supporters gathered at the Woodlands Police station as Mr.Hichilema went in for questioning.

NAPSA Stars Striker Elson Mkandawire has died in a road traffic Accident in Kasumbalesa.The late Mkandawire died on the spot when the motor vehicle he was driving in rammed into a truck.
Football Association of Zambia (FAZ)President Kalusha Bwalya learnt of the death of Elson Mkandawire with a deep sense of sorrow and shock.

In a statement released by FAZ spokesperson Nkweto Tembwe in Dakar, Senegal today, Kalusha said Football house will fondly remember the late Mkandawire for his passion and determination he had for football on and off the pitch.

“It is an undeniable fact that wherever he went he made an indelible mark as one of the most revered forwards of his generation.His will power on the pitch made him a fans favourite and is one that the Zambian footballing fraternity will well and truly miss”Kalusha mourned.

Mkandawire, a forceful forward had stints at Chilanga Heroes and Livingstone Pirates before establishing himself at Power Dynamos where he worked with Linos Makwaza, lawrence Mweemba and Aggrey Chiyangi among others.

The 28-year-old also played for Konkola Blades, Zanaco and Kabwe Warriors and was being quoted by Napsa Stars for the 2015 season.

Zesco United target Swazi star Badenhorst

Zesco United are reportedly closing in on Swaziland midfielder Felix Badenhorst.

Badenhorst is said to have impressed them with his performances for Mbabane Swallows in the 2015 CAF Champions League where Zesco eliminated them 2-1 on aggregate over the weekend.

“They have already made a formal enquiry. The matter is being handled by the team’s Chairman (Victor Gamedze),” Swallows acting CEO Sibusiso Manana told The Times of Swaziland.

Badenhorst scored Swallows equaliser in the first leg meeting against Zesco on February 15 that ended 1-1 in Manzini.

Meanwhile, Zesco have declined to comment on their interest in the attacking midfielder who had a trial spell at Mamelodi Sundowns in January and was also on Nkana’s radar in 2014.

Zambia Under 20 lose to Senegal

Zambia Under-20 on Tuesday lost 1-0 to 2015 African Youth Championship hosts Senegal in a friendly played in Dakar.

The two sides went into the break scoreless in Zambia’s final build-up match ahead of the tournament that kicks off on March 8.

Coach Hector Chilombo fielded his strongest side that included striker Patrick Ngoma plus midfielder’s Lubambo Musonda and Spencer Sautu who were all part of the senior Zambia team at the 2015 Africa Cup in Equatorial Guinea.

Alassane Diouf scored the games lone goal in the 70th minute to hand Senegal their second win against another COSAFA zone side just two days after they beat South Africa by the same margin at the same venue.

Zambia are in Group B at the tournament where they will play South Africa, Mali and Ghana in Mbour.

Chilombo’s side kick-off their campaign on March 9 against Mali.

6 Chinese nationals fined K 6,000 each for working without permits

The Lusaka Magistrate Court on Tuesday, 2 March, 2015 convicted 6 Chinese nationals for engaging in Employment without permits and unlawful presence.
These were among the seven Chinese nationals apprehended on 22 February, 2015 at Grand Seven Limited and Golden Coast Limited both located on Mungwi Road in Lusaka following a tip-off from members of the public.

Li Meifang (49), Ma Zhenan (50) and Jie Chen (20) being jointly charged were sentenced to a fine of K 6,000 each or in default 9 months simple imprisonment for the offence of engaging in Employment without a permit. In addition, Li Meifang and Ma Zhenan were also convicted and sentenced to K 6,000 or in default 9 months simple imprisonment for unlawful presence in Zambia to run concurrently.

Particulars of the offence in the first count were that Li Meifang, Ma Zhenan and Jie Chen being foreign nationals of Chinese nationality, jointly and while acting together with other persons unknown on 22nd February, 2015 at Grand Seven Limited in Lusaka District of the Lusaka Province of the Republic of Zambia did engage in employment without a permit or lawful authority.

In the second count, Li Meifang and Ma Zhenan not being citizens of Zambia on 22nd February, 2015 did make themselves present at Grand Seven Limited in Lusaka in the Lusaka District of the Lusaka Province of the Republic of Zambia without any Immigration permit or lawful authority.

Meanwhile, Song Yixiang (58), Shen Ben (25) and Zhang Shanli (28) being jointly charged with the offence of Engaging in Employment without a permit were sentenced to a fine of K 6,000 each or in default 9 months simple imprisonment.

Particulars of the offence were that Song Yixiang, Shen Ben and Zhang Shanli being foreign nationals of Chinese nationality, jointly and while acting together with other persons unknown on 22nd February, 2015 at Golden Coast Limited in Lusaka in Lusaka District of the Lusaka Province of the Republic of Zambia did engage in Employment without a permit or lawful authority.

They have all paid their respective court fines and are scheduled to be removed from the country on Tuesday, 3rd March, 2015 while the seventh person will soon appear in court.

In similar developments, the Magistrate Court in Lusaka on Monday, 2nd March, 2015 convicted and sentenced a Tanzanian national to a fine of K 500 or in default 6 months simple imprisonment for unlawful stay. The Magistrate Court in Mazabuka also convicted and sentenced a Ugandan national to a fine of K 2,000 or in default 6 months simple imprisonment for unlawful stay.

The Patriotic Front-PF Secretary General Davies Chama has objected to expelled PF Chongwe Member of parliament Sylvia Masebo’s application for an injunction to counter her expulsion from the party.

Mr Chama has argued that the move by Ms Masebo to seek court intervention after being expelled is an abuse of the court process.

Mr Chama added that Ms. Masebo was expelled from PF on February 24, and that the Speaker of the National Assembly was informed.

He further said that Ms Masebo was informed about her fate by Senior PF members.

This according to an affidavit file by Mr Chama in the Lusaka high Court on Tuesday.

Earlier Ms Masebo had filed an application for an injunction and an affidavit in support to counter her expulsion from the PF.

Ms Masebo contended that unless the injunction was granted, she would suffer irreparable injury that would culminate in losing her parliamentary seat.

She submitted that she had reliable information that the decision and process to expel her from the PF had already been made.

Lubinda directs NCZ CEO to maximize capacity and pay retirees.

Agriculture Minister, Given Lubinda, has directed Nitrogen Chemicals of Zambia(NCZ) Chief Executive Officer, Zuze Banda to maximize the company’s capacity of production if the company is to reduce the cost of production.

Mr. Lubinda said the company must be working towards capturing the 100% of the local fertilizer market.

ZANIS reports that the Minister said this during his familiarization tour of NCZ in Kafue.

He also urged the NCZ management to ensure that they show case the company’s capability of fertilizer production to neighboring countries during the coming trade fair.

The Agriculture Minister who is also Kabwata Member of Parliament, has further called on NCZ management to aim at increasing Ammonium Nitrate production which can later be exported to other countries.

He noted that maximizing production will help create new industries and increase employment opportunities.

Meanwhile, Mr. Lubinda directed the Chief Executive Officer , to ensure that retirees being owed by the company are paid off by the end of the year.

He further directed the NCZ CEO to ensure that all D compound fertilizer input reach famers in various districts in the country by the first day of August this year to enable them prepare for the farming season.

He has since assured the NCZ management of government support to ensure that they achieve their goals.

Mr. Lubinda was accompanied by his two Deputies Greyford Monde and Maxas Ngonga.

Kafue Member of Parliament Obvious Mwaliteta who is also Lusaka Province Minister was in the Minister of Agriculture entourage.

Speaking earlier, NCZ Chief Executive, Zuze Banda said the company which is operating with two plants, has increased production from 96,851.39 metric tonnes in 2013/14 farming season to, 11, 0572.90 in 2014/15.

Mr. Zuze revealed that the company also managed to deliver 106 409.75 as ordered by government.

He attributed the increase in production to government support, dedicated management and committed workforce.

He added that the company had enhanced industrial harmony and healthy working environment, increased production from 15 mt to 60 mt per hour and purchased 30 rail tankers with a capacity of 40 tones to transport anhydrous Ammonia.

And Mr. Banda cited lack of working capital, electrical power outages as some of the challenges faced by the fertilizer production company.

Police to continue mounting roadblocks in selected places

THE Zambia Police Service will continue mounting check points in selected places to curb lawlessness and crime.

Police spokesperson Charity Chanda has said the police will continue mounting roadblocks in selected parts of the country for security reasons.

Ms. Chanda told ZANIS that police officers will only mount road blocks in shorter distances between towns.

She stated that unnecessary roadblocks are the ones that were conducted within short distances such as mounting too many roadblocks between Lusaka and Kafue.

Ms Chanda explained that some check points were mounted to collect the necessary particulars of motorists and also the worthiness of some vehicles on the roads.

She explained that traffic officers are the ones that are usually assigned on the road to cartel motorists who do not observe driving regulations including the safety of other road users.

Ms. Chanda added that if Police Officers were not deployed, thieves would take advantage of using roads carelessly hence putting the lives of innocent citizens at risk.

She has since urged members of public to work closely with traffic officers and other law enforcement’s agencies in order to bring sanity on the roads.

Recently, traffic police officers were castigated by Home Affairs minister Davies Mwila for mounting what he termed ‘unnecessary’ roadblocks and harassing motorists to pay the fines on the spot.

Zambian student in Algeria found dead after missing for 8 days

A Zambian student studying French in Algeria has been discovered dead after he went missing for Eight days.

Bernard Mumbi who was a first year student went missing on February, 22nd 2015 and was discovered dead today at a hospital in Algiers.

His brother Nyunga Mumbi says Bernard got sick and decided to go to Algiers city where his brother stays but he never reached.

And students studying in Algeria have appealed to the Zambian government to put a Zambian embassy in Algeria and look into their needs

Meanwhile, the Ministry of Foreign Affairs and the Ministry of Education are saddened by the death of Bernard Mumbi a Zambian university student in Algeria.

Ministry of Foreign Affairs Permanent Secretary George Zulu says Bernard, 19, was studying Geology in Algeria under the Zambia/Algeria government scholarship scheme.

Mr Zulu says Bernard’s cousin Nyunga Kalipeta reported that Bernard got sick and decided to travel from Annaba to Algiers city where he stays to seek better medical attention.

He says Nyunga expected Bernard to arrive in Algiers around 23:00 hours at his residence but unfortunately he never reached.

Records found by students indicated that Bernard was admitted at Bachar Teaching Hospital after he collapsed at a bus station on Sunday.

Mr Zulu says the education attaché in Algiers is making arrangements for the body of Bernard to be repatriated to Zambia at the earliest possible time.

He said the date of repatriation of Bernard’s body will only be known after the necessary documentation by the Algerian authorities.
