UPND President Hakainde Hichilema says that the PF government through Mr. Sata should leave government because they have failed.

Speaking when he addressed a public rally at Kazomba market on Thursday afternoon, Mr. Hichilema said that it was clear and that Zambians have seen for the selves that the PF has failed.

Mr. Hichilema told the people at Kazomba that the reason the cost of living and price of commodities is going up on daily basis is because
of failure by PF. “Our headline massage as UPND is that PF has failed to run this country. Today farmers in Zambia are the worst hit by poor PF Government policies in the country. They are in government without ideas, all they are doing now is to fight and call each other tribal,” he said.

“PF is a ground of liars who can lie shamelessly in the morning, afternoon and in the night. We in UPND have quality leaders who understand economic policies and governance.

We are giving you Dawson Kafwaya as a process of forming government in 2016. We want you people of Solwezi to reject these liars and failures,” said Hichilema. He said that it was unfortunate that President Michael Sata and the PF wanted to take the people of Zambia for granted. “We are being beaten, attacked, and harassed because we keep reminding
the PF of its obligation as a government. Now because of running a clueless government, they feel threatened with our message we are
giving to our people about the need to re-examine the failed PF. Our message is clear and precise,” said Mr. Hichilema.

Hichilema also bemoaned the bad state of the Chingola-Solwezi road, he said “I was driving from Chingola-Solwezi this morning and witnesses five accidents. This is not acceptable.” Mr Hichilema quipped amidst shouts of shame from the packed arena. Mr Hichilema also told the crowd that the benefits of the mining activities in Solwezi have not trickled down to the people of Solwezi and North Western Province because of lack of policy by the PF Government. They have reduced Zambian’s participation in mining to labourers who are at the mercy of investors. He directed the incoming MP, Kafwaya to engage the mines immediately he is elected to ensure that Zambians played a bigger role in the mines.

ActionAid calls on Government to set political and personal interests aside to resolve VAT payments issue

ActionAid is appealing to Government to consider the consequences of retracting the previous agreement they made with the Zambia Revenue Authority (ZRA) regarding the conditions which should be met by exporters in order to qualify for VAT zero rating of exported goods, and set political and personal interests aside when considering the issue.

This follows a statement by the Chamber of Mines earlier this week in which it denied having reached an agreement with ZRA. In addition, it contested the enforcement of this regulation by ZRA from 2013 onwards, by arguing against the requirement for exporters of goods and services to share documents from the importing countries, with ZRA shipping inspection and subsequent documents qualifying as sufficient proof of export.

ZRA’s decision to withhold ZMW3.5 billion close to $600 million VAT refund on account of taxpayers who had declared zero rated exports but had not furnished all the required documents, is reported to have attracted the attention of Minister of Finance Hon. Chikwanda who proposed that ZRA should amend VAT rule no. 18.

Kryticous Patrick Nshindano, economic justice project officer at ActionAid said: “The call and subsequent decision to revoke the requirements to provide proof of transactions for our exports is not based on strong, substantive and convincing grounds. There has been no explanation as to why it is difficult for mining companies to disclose where they sell their products and at what price. We are of the view that the requirements and conditions put across by ZRA to affect refunds are realistic and made in good faith, bearing in mind that some companies take advantage of any gaps in our tax regimes to dodge paying fair share of their tax obligations.

We believe that the conditions instituted by ZRA aims at addressing information asymmetry and promote transparency with respect to the actual prices of the exports which may be useful in countering creative accounting and negative tax planning often used by some companies to evade paying fair share of their tax obligation. We believe the disclosure of information ZRA is asking for is useful in auditing and computation of corporate tax bearing in mind that many big companies have been year in and year out declaring losses.

“Yet again we have seen our leaders compromising and bowing to pressure from big companies to shy away from their responsibility to safeguard our national resources. We encourage and cherish investments in our country but it is responsibility of the companies to act in a transparent and accountable manner. It is unfortunate that whenever there is effort to bridge gaps and loopholes being exploited by big companies to avoid and evade taxes, our leaders quickly back track on their resolve to address these gaps. It is saddening to see the continued contradiction in trends where we have to borrow and yet not doing enough to raise revenue.”

“Multinational companies regularly deprive Zambia of vital money that could be used for much needed public services such as education and health. Measures must be taken to close the tax loopholes that facilitate this and not implementing VAT rule no. 18 deprives us of the revenue we need to provide basic services for majority of our citizens.”

Katele weighs in on calls for a Chikwanda tribunal

Former Finance Minister Katele Kalumba has advised people calling for the establishment of a tribunal to investigate Finance Minister Alexander Chikwanda’s alleged dealings with the mines to use available legal avenues as opposed to making unattainable public statements through the media.

Dr. Katele says he particularly finds it disturbing that people in the country have the tendency of making public utterances about individuals when there are legal avenues that can be followed to secure the needed information and establish informed opinions.

He has told Qfm News that even though he does not know Mr. Chikwanda’s estate and how the controversy about his alleged dealings with the mines has arisen, if there is any complainant among people calling for the setting up of the tribunal, the rule of law should be followed.

Dr. Kalumba notes that the country has legal avenues such as the Parliamentary Ethics and Code of conduct committee that can investigate any suspected wrong doing by a Minister.

He says this means that before this avenue is sought, there should be a complainant to seek a judicial position of a tribunal under the Parliamentary code of Conduct.

The Former Finance Minister says the seeking of this judicial position should however be genuine and done on the basis of knowledge of any misconduct by an individual who is being complained against.

He has stressed that this provision of the law should however not be used to do behind the scene type of politics to malign a particular individual.

ECZ hails Sept 11’s peaceful campaigns

The Electoral Commission of Zambia (ECZ) has hailed the peaceful conduct of campaigns so far by political parties taking part in the five parliamentary by-elections scheduled for 11th September.

ECZ public relations Manager Cris Akufuna says the absence of negative reports from the ongoing campaigns means that things are going on well.

Mr. Akufuna has however told Qfm news that it will be wishful thinking to believe that it is because of the recently held political parties’ summit on political violence that is now having a bearing on the conduct of political parties.

He says the commission is monitoring the situation as it unfolds leading up to the polling day.

Mr. Akufuna says it is the Commission’s prayer and hope that the campaigns will continue to be conducted in a peaceful manner.

UPND CONDEMS VIOLENCE

I wish to thank the people for the peaceful atmosphere prevailing in Mkushi South campaigns. I hope this is what is happening everywhere else where there are by elections. I hope the police will be on the ground and do more so as to insure that these by elections to be held on the 11th September 2014, are free and fair.

The elements of violence that were exhibited by PF in Mkushi mine area some days ago when they beat up a candidate for a particular party should not be condoned and should be condemned with the strongest words possible.

We in the UPND will practice violence free campaigns and we are asking the police to continue protecting us as we draw closer to the polling day. No youth should be used as a tool of violence in these by elections. I’m appealing to all political parties to use youths in foot soldiering and not panga fighting.

VAT rule change will not substantially affect Zambia-PSDA

The Private Sector Development Association (PSDA) has observed that amendment of Rule 18 of the Value Added Tax Rules of 1997 will not substantially affect Zambia.

On Tuesday, 2nd September, 2014 Zambia Revenue Authority (ZRA) Commissioner General Berlin Msiska announced the amendment of the VAT Rules with effect from 8th September, 2014.

PSDA Chairperson Yusuf Dodia has told Qfm news that with such an amendment, it is possible for an exporter to claim the export of products to a country such as Switzerland when in fact the goods are destined for China as there will be no need to show proof of the destination of the goods in reality.

Mr Dodia says it is for this reason that he also thinks, for example, that the companies that are buying the country’s copper exports are not the ones using the mineral, stating that documentary evidence shows that 80 percent of the copper goes to Europe when the reality on the ground is that it actually goes to the far East.

Mr Dodia however states that his association is of the view that as a source of additional information, it is important that the country knows who is consuming its mineral exports.

Government engages Deloitte & Touché to find ways of dealing with street vending

Global consultancy firm Deloitte & Touché has been awarded a contract by the Ministry of Local Government and Housing to develop strategies of dealing with street vending in urban centres.

Local Government and Housing Deputy Minister Forrie Tembo revealed that Deloitte & Touché is expected to help Government find a lasting solution to street vending.

Mr. Tembo however refused to disclose the contract sum payable to Deloitte & Touché for the consultancy work.

He said Government decided to engage Deloitte & Touché as a way of getting alternative solutions to the problem of street vending which it has been struggling with.

Mr. Tembo said Deloitte & Touché is expected to map the street vending situation and come up with the total number of people vending on the major streets in Zambia and how they could be assisted to migrate from the streets.

“This issue has become a big headache for Government and we are saying let us hear from other specialized groups. We arrived at Deloitte & Touché because we know they are a reputable firm which can help us tackle this issue once and for all,” Mr. Tembo said.

Mr. Tembo said the report from the consultant is expected to be tabled before end of the year

The opposition Forum for Democracy and Development FDD has accused the ruling Patriotic Front PF of trying to cheat in the forth coming Vubwi Parliamentary by-elections.

Speaking in an interview FDD spokesperson Antonio Mwanza who is in Vubwi drumming up support for party candidate Charles Nkoya, said the PF have become so desperate such that they are trying to remove the returning officer to replace him with one of their own people.

He said such maneuvers will not be accepted by his party and that the ruling PF should not go to such length in their desperation to win the Vubwi seat.

Mr. Mwanza also condemned the rampant and indiscriminate use of public resource by the ruling party which he says should come to an end if the opposition is to have a fair chance of scooping the 11th September polls.

“After realizing that there is no way the PF can win the Vubwi by-elections they have resorted to all sorts of desperate measures to win the by-elections by hook or crook.

“There is rampant abuse of public resources, the PF are using public vehicles to do their campaigns, ferrying their cadres to distribute their chitenges. We have so far counted 15 vehicles most of which they have removed the number plates.

“They have even gone to such levels of desperation forcing the Vubwi District Electoral Officer to replace the returning officer Mr. Gift Mayuni with Mr. Joshua Daka and us as FDD we have refused to accept this change because the party was not consulted, secondly we were not given any reasons for the change and thirdly the most important reason why we have refused is that Mr. Daka is a friend to the PF,” Mr. Mwanza said.

Mr. Mwanza further said the party has since written to the Electoral Commission of Zambia to protest over the change of the returning officer and the rampant use of public resources by the ruling party.

Church should take a leading role in advocating for gender equality

Council of Churches in Zambia General Secretary Rev Susan Matala has called on the church in the country to take a leading role in advocating for gender equality.

Rev. Matala said the church is an institution which is found everywhere in the country and that most of the members of the community belong to a church hence making it a good platform for advancing gender equality.

She explained that the participation of women at a level were they are taken as equals will help in reducing poverty and enhance development in the country.

“The participation of women at the level were they are equals with men ensures that poverty issues are dealt with; poverty reduction, development not only on the national level but starting from the communities and at the house hold level.

“The church is placed in a situation where they can potentially change prejudices of people because the same people that came to our churches are the same people in communities so they can influence the communities and deal with the negative cultural aspects which dictates that women should be left behind,” she said.

She added that churches are well structured and that they meet with their members on a regular base.

“If the church pick up this role first of all they are well structured and they have this well structured program that ensures that they meet with their members everyday so it means that the platform to engage communities is already there,” She said.

NINE former members of the technical committee on drafting the constitution have sued Attorney-General Musa Mwenye over alleged defamatory remarks attributed to Vice-President Guy Scott and former Minister of Justice Wynter Kabimba that they allegedly leaked the final draft constitution and also wanted to change ownership of Government vehicles into their names.

This is in a case in which Julius Sakala, Ernest Mwansa, Patrick Mvunga, Roger Chongwe, Mwangala Zaloumis, Reuben Lifuka, Chief Luchembe, Ives Bantungwa and Susanne Matale have sued the Attorney-General.

This is according to a statement of claim filed in the Lusaka High Court on Wednesday.
The plaintiffs are aggrieved with Dr Scott’s alleged remarks that attempts to force Government to bring a new constitution were not realistic.

The plaintiffs stated that Dr Scott further alleged the technical committee had leaked the draft constitution to the media and that criminal investigations had been instigated against them.

They claimed that Mr Kabimba said Government would have set a bad precedent if it had allowed members of the technical committee to buy the vehicles they were using.
They charged that Mr Kabimba reportedly said: “The government has a duty to the Zambian people and we should not look at public offices as ATMs, it is a service to the Zambian people.”

They argued that Dr Scott and Mr Kabimba’s conduct and action have caused damage and loss to them and the court should avail them general, exemplary and aggravated damages for defamation of character, libel and slander occasioned by malicious statements made.

They also want an injunction to restrain Dr Scott and Mr Kabimba and or their servants or agents from continuing to issue alleged defamatory statements against them.

They are also demanding a written apology, interest and costs on the damages suffered and such other relief as the court may deem fit.

THE Ministry of Local Government and Housing says it will no longer be responsible for disbursement of Constituency Development Fund (CDF) and local authorities will now be getting their allocations directly from the Ministry of Finance.

The measure is aimed at curbing misappropriation and abuse of public funds following the alleged fraudulent withdrawal and diversion of K1.3 million 2013 CDF allocation for Rufunsa District Council by seven officials at the Ministry of Local Government and Housing.

Ministry of Local Government and Housing permanent secretary Stanford Msichili said this on Zambia National Broadcasting Corporation’s (ZNBC) Radio two Government Forum yesterday.
Mr Msichili said the measure is with immediate effect.

“Because of the Rufunsa CDF money which was misappropriated by some officers at our ministry, we have decided that the ministry will no longer be handling CDF. It shall be paid directly to the constituencies from the Ministry of Finance,” Mr Msichili said.

He said, however, that this does not stop the Ministry of Local Government and Housing from following up shortcomings in the utilisation of CDF.

Mr Msichili said Government is concerned about people’s negative perception of the administration of CDF and that it is working hard to clean its image.

“The perception is that we are corrupt and we have to change the perception and citizens have to help us so that our service delivery can be improved,” Mr Msichili said.

He is also concerned that Zambia has a housing deficit of two million.

Mr Msichili said Government does not have the financial capacity to construct houses for everyone but it is mandated to create an enabling environment to enable citizens intending to acquire real estate through the Zambia National Building Society (ZNBS).

“Government’s resource envelope is not enough to take care of all our housing needs and other infrastructure developments that the country may require,” Mr Msichili said.

He said the answer lies in Public-Private Partnerships and the initiative is paying off.
“We are also looking forward to a time when public servants can benefit from such programmes so that they do not retire as paupers,” Mr Msichili said.

He also said the ministry is overwhelmed by service delivery due to an increase in population.

Mr Msichili said there are a number of institutions that want to construct housing units but are constrained due to shortage of land.

He appealed to local authorities to make land available for such developments.
He also appealed to service providers to provide services in new areas that are being opened up.

“What has gone wrong in the past is that people have been allocated plots but certain services have not been provided and they have found it difficult to develop their plots,” he said.

Mr Msichili said service providers should be coordinated so that all services are available in areas where people are carrying out constructions.

Mr Msichili also said there is urgent need to revamp the inspectorate to monitor areas that are being developed without the consent of local authorities.

He said this will prevent illegal structures and unnecessary demolitions.

Mr Msichili said the ministry does not take pride in demolishing structures.

Janza salutes Kalaba

Midfielder Rainford kalaba has received praise from Zambia coach Honour Janza after captaining the side with distinction in last Sundays friendly win over Sudan in Lusaka.

Janza made a bold decision to hand the TP Mazembe midfielder the captain’s armband for the first time in Zambia’s 3-1 friendly win over Sudan at National Heroes Stadium.

“He showed leadership outside and on the pitch,” Janza said.

“It will always be a great honour to himself that he captained the team and guided the team to victory.”

Kalaba is expected to be Zambia’s key man in midfield against Mozambique in Saturday’s 2015 Africa Cup group F qualifier at Levy Mwanawasa Stadium in Ndola.

Mozambique have arrived for saturdays 2015 Africa cup Group F qualifier against Zambia.

Zambia host Mozambique this weekend in the two sides opening group f qualifier at Levy Mwanawasa Stadium.

Mozambique coach Joao Chissano returns for his second meeting in one and half years in charge of the Mambas.

“It will be a very difficult game because Mozambique has not won a game here in Zambia and that’s why we have to recognise Zambia’s potential in the group,” Chissano said.

“The Zambians are the favorites to win this game on paper and we have 20 per cent chances of winning but we will not give in everything.”

Zambia are unbeaten against Mozambique from thirteen games.

They also beat The Mamba’s in their previous meeting last year in July in a 2013 Cosafa Cup quarterfinal game in Kitwe that Chipolopolo won 3-1 in Chissano’s first encounter against the 2012 African champions.

Nkana’s Odur is injury setback

Nkana striker Tony Odur is expected to be out of action for several weeks after twisting his knee in the delayed FAZ Super League match against Konkola Blades played in Chililabombwe on Wednesday.

Odur sustained the knee injury after he awkwardly fell on the ground while attempting to control the ball.

The Uganda striker was immediately rushed to Konkola Mine Hospital before being evacuated to Kitwe’s Wusakile Mine Hospital as Nkana lost 1-0 to Konkola.

Nkana team manager Charles Chakataziya confirmed on Thursday that Odur was still admitted to Wusakile Mine Hospital.

The extent of his injury is unknown.

Odur has so far scored one goal for Nkana since joining them from Uganda’s Kampala City Council Authority in July.

Fans draw blank on Zambia-Mozambique tickets

Fans on Thursday queued in vain for tickets for Saturday’s 2015 Africa Cup qualifier between Zambia and Mozambique set for Levy Mwanawasa Stadium in Ndola.

The tickets were supposed to go on sale on Thursday morning in selected post offices on the Copperbelt and Lusaka.

In Kitwe, by 12h00, the Main Post Office had not started selling the tickets.

Fans formed long and meandering as early as 06h00.

“We are disappointed with FAZ over the manner in which they are handling the sale of tickets. Imagine we came here around 06h00 but FAZ is yet to start selling tickets,” said one fan.
“FAZ should decentralize the sale of tickets to all parts of the country as opposed to selling in few towns,” another fan added.

Last year, a fan was shot and wounded in Ndola as police tried to control the crowd at one of the selling points.
