Zambia Railways launch passenger train service to Nakonde

THE ZAMBIA Railway Limited (ZRL) yesterday launched the first ever passenger services train to operate between Kapiri Mposhi and Nakonde.

Transport, Works, Supply and Communications Minister Yamfwa Mukanga reaffirmed that the launch was in line with Governments vision of ensuring the railway network connect provinces and neighbouring countries.

Mr Mukanga said the Patriotic Front (PF)’s campaign promises of linking the provinces and ensuring reliable train transport services was bearing fruit.

Mr Mukanga was speaking in Kapiri Mposhi yesterday during the commissioning of the passenger service train in partnership with the Tanzania Zambia Railways (TAZARA) which was also attended by Central Province Minister Obvious Mwaliteta, Central province Permanent Secretary Edwidge Mutale and her deputy Ronald Sinyangwe, ZRL Chief Executive officer Muyenga Atanga, among several others senior government and PF officials.

He said the government was committed to ensuring the railway network was improved and pledged its support to see to it that the government’s vision was achieved.

“I am happy that the commissioning of the train services will compliment the already existing TAZARA train service and would provide a regular passenger train between Kapiri Mposhi and Nakonde thereby increasing a number of people using our train, “he said.

The minister said the introduction of the passenger train service had a potential of enhancing the livelihood of the people considering the trade activities taking place between Kitwe to Nakonde via Kapiri Mposhi.

Mr Mwaliteta said the commissioning of the train services would assist alleviating the strain on the roads and reduce on the cost of travelling from central to Muchinga province especially for small and medium entrepreneurs.

Ms Mutale said the province looked forward to a time when a policy direction would be issued not to allow heavy duty vehicles on the roads promote the use of wagons as a means of protecting the roads from further damage.

Japanese Prince Akishino’s visit to strengthen ties between Zambia and Japan

Deputy Chief of Mission at the Embassy of Japan in Zambia Counselor Hideki Yamaji says the expected state visit of Prince Akishino, the second son of Japanese Emperor Akishino, and his wife Princess Kiko will strengthen the already existing diplomatic ties of Zambia and Japan.

And the Japanese Embassy Deputy Chief of Mission says the frequent high profile visits of leaders from other countries to Zambia are good for the country.

Counsellor Yamaji stated that the recent visit of the Chinese vice President and the coming of the prince and his wife are good for Zambia especially as the country commemorate the year of jubilee.

He confirmed that Prince Akishino and his wife Princess Kiko will arrive in Zambia on Saturday 28th June 2014 and leave Zambia for Tanzania on the 2nd of July after 5 days visit.

He said the royal couple is on a goodwill visit aimed at promoting closer ties with Zambia as well as part of Zambia’s golden jubilee celebrations.

He added that the royal family will be in the country to celebrate the 50th anniversary of diplomatic ties between Japan and Zambia.

He described the visit as a historic occasion as it will also mark the celebration of the country’s memorable year, the year of jubilee.

Akishino, 48, is second in line to the Japanese throne.

The Zambian government invited the Prince and Princess to be part of the commemoration of this historic occasion and celebration of the Jubilee year.

During the tour, the royal couple will call on President Sata, former President Kenneth Kaunda, tour Livingstone, Kabwata Cultural Village and attend a reception for the 50th anniversary of diplomatic ties between Japan and Zambia.

Meanwhile Japan has spent about K16 million on Japanese cultural grant aid projects in various sectors in Zambia.

The grant has been used to support sectors such as the agriculture, education, transport, and health and infrastructure development, water and sanitation programs and on poverty reduction programmes in rural areas.

Counselor Hideki Yamaji disclosed the development in an interview after the press briefing this morning at the embassy in Lusaka.

Nkana dedicate Arrows triumph to Midlands fans

Nkana coach Zeddy Saileti has dedicated his sides’ first away win to the clubs victory-starved Midlands fans.

Nkana beat Red Arrows 3-0 on Sunday to end their three-game winless drought away run this season after picking up three scoreless results prior to today’s win at Nkoloma Stadium in Lusaka.

“I dedicate this win to our Lusaka soccer fans because it hasn’t been easy to win in Lusaka,” Saileti said.

Nkana’s last visit to Lusaka on April 5 ended in a scoreless draw at Napsa Stars that the defending FAZ Super Division champions sandwiched with similar results at Green Eagles and Indeni.

Last season, Nkana won just two of their six league games on the Midlands where they beat demoted Nkwazi 1-0 and Kabwe Warriors 2-1.

They lost 1-0 to both Napsa Stars and Arrows but picked up similar 1-1 results at Green Buffaloes and Zanaco.

And Sunday’s win at Nkoloma was Nkana’s first at Arrows since September, 2008 when they beat their hosts 2-1.

Defending champions Nkana continued their match up the 2014 vFAZ Super League table after thumping Red Arrows 3-0 away at Nkoloma Stadium in Lusaka on Sunday.

Second half goals from Simon Bwalya, Billy Mwanza and Evans Kangwa saw Nkana move to 20 points with five unplayed games.

Nkana went in front two minutes after the half time break when Bwalya headed in Kangwa’s cross from the left wing to beat keeper Ken Mumba.

Mwanza doubled the lead eight minutes later after converting a penalty awarded to Nkana by referee Wisdom Chewe after Mumba fouled Shadreck Musonda in the box.

Kangwa completed the scoring in the 89th minute when he tapped in from close range.

The Zambia striker benefited from a rebound after Bwalya’s powerful shot had hit the upright.

Nkana last beat Arrows at their backyard in 2008.

Meanwhile, Zeddy Saileti’s side is on Wednesday scheduled to face Nakambala Leopards away in Mazabuka in a delayed Week Six league match.

Treasury releases K1.47 Billion for operations

The Treasury has released K1.47 Billion for operations, emoluments, debt service, and some developmental programmes.

In line with Governments objective of maintaining Zambia’s sound credit worthiness, the Treasury has released K211 Million as interest payments on Government bonds and treasury bills, K74.2 Million for external debt service.

Another K29 Million has been released for dismantling arrears owed by Government to the Lusaka Water and Sewerage Company.

Secretary to the Treasury Fredson Yamba has said efficiency and effectiveness in operations at ZRA has a direct impact on tax revenue collections.

“It is for the this reason that the Treasury always funds the ZRA so that the resultant revenues collected are also, in a timely manner, channeled to domestically financed developmental programmes,” said Mr. Yamba.

This is according to a statement signed by Finance and National Development Public Relations officer Chileshe Kandeta to ZANIS in Lusaka, today.

Some of Ministries and Other Spending Agencies, which received funds for operations, productivity improvement, and developmental programmes, are Education, Commerce Trade & Industry, Drug Enforcement Commission, Judiciary, Youth & Sport, and Foreign Affairs.

Others are Information & Broadcasting, Lands, Health, Home Affairs, National Assembly, Zambia Police, Zambia Prison Service, Electoral Commission of Zambia, Human Rights Commission, and other Service Commissions.

The rest include Ministry of Community Development Mother and Child Health, Ministry of Communications, Transport, Works and Supply, and the Zambia Revenue Authority. The funds were released between 9th and 20th June, 2014.

“ Of the K35 Million public resources given to the Ministry of Community Development Mother and Child Health by the Treasury, K15.1 Million is for the social cash transfer system.

“ This is a demonstration of the Government’s continued commitment to the mitigation of income inequality and a direct intervention in helping deserving recipients to hit-the-ground-running in their micro-entrepreneurial endeavors, “read the statement in part.

It adds that the Ministry of Agriculture and Livestock got K174.5 Million for a Livestock Infrastructural Support Project, the Irrigation Development Support Project, and a loan under the Food Reserve Agency.

The Treasury gave the Zambia Revenue Authority a grant of K15.8 Million to facilitate revenue collection and other operations.

Mr. Yamba has urged citizens to continue participating in economic transformation programmes with open minds by taking greater interest in monitoring the implementation of projects in their localities and reporting any concerns, which they observe on project implementation sites, to relevant Government authorities.

“The local ownership of development programmes is essential to successful economic transformation. It is also one way in which the Government could obtain feedback on its performance in meeting the peoples aspirations, especially related to utilization of public resources and the impact of these invested resources on the daily lives of citizens,” said Mr. Yamba.

Republican President Michael Sata has arrived in Isreal for a working holiday. This is according to a Government statement released to the media by Acting minister of Information and broadcasting Mr Mwansa Kapeya.

According to the statement, the president is in Isreal at the invitation of invitation of out-going Israeli President His Excellency Mr. Shimon Peres.

While the president is away, Minister of Justice Mr. Wynter Kabimba will act as Republican President.

His Excellency the President Mr. Michael Chilufya Sata has arrived in the Israeli capital Tel Aviv on a working holiday at the invitation of out-going Israeli President His Excellency Mr. Shimon Peres.

President Sata, who is accompanied to Israel by First Lady Dr. Christine Kaseba Sata and other senior government officials, was received by Zambia’s Honorary Consular-General to the Republic of Israel Her Excellency Ms. Ronit Hershkovitz.

While in Israel, President Sata will among other important engagements, have meetings with out-going Israeli President Mr. Shimon Peres and Israeli senior Government officials.

The President will also hold meetings with Israeli businessmen who are interested in investing in Zambia’s rural industrialization project.

LGAZ BRIBERY ALLEGATIONS

Allegations appearing on some social media platforms that I influenced the outcome of the recent Local Government Association of Zambia (LGAZ) elections are unfounded and unwarranted.

I consider these allegations a desperate and cheap attempt by enemies of the MMD to credit the image of our good party and that of our President Dr Nevers Mumba.

I happened to have travelled to Solwezi, the venue of the LGAZ conference in the same week of the elections. My mission to Solwezi was however very different from what has been reported. I visited Solwezi for family reasons. I come from that area and from time to time, I do visit as a way of acquainting myself with my people.

Whilst in Solwezi, I may have interacted with a few of our local officials and discussed the growth of the MMD in North Western Province but I never visited the actual venue of the conference.

I had nothing to do with Mulenga’s victory. I did not travel to Solwezi to aid his election. My presence did not in anyway influence the outcome of the elections.

I hereby challenge the source of the allegations to prove their malicious allegations against me. I challenge them to show which Councilors I bribed. I challenge them to show which rooms I visited and bribed the Councilors. I challenge them to produce evidence that I was accommodated at the same Lodge where the alleged bribery took place.

Furthermore, If Councilors never wanted Mulenga to win, they would never have voted for him. They all participated via secret ballot and I was never in the ballot box to force anyone to vote for Mulenga.

The losers in this equation are those that contested and lost and are now spreading unfounded allegations of bribery. Our friends should learn that democracy respects the will of the people. Councilors voted for Mulenga because they believed he held the aspirations of the local government fraternity in Zambia.

Our friends should also learn from us as the MMD to accept the wishes of the people. When Zambians said no to the MMD, the party was magnanimous to accept the people’s choice and moved on. If our friends cannot accept defeat in a simple LGAZ election, the public will be right to start questioning their democratic credentials.

In conclusion, I wish to reiterate that no amount of bad press will discourage us from going round the country to mobilise and reorganise the MMD. Our leader Dr Nevers Mumba is clearly the people’s choice with the cleanest public image in Zambian politics and his image will not be tainted by these allegations.

China Foundation for Peace and Development (CFPD) has donated two Hugger buses and 30 computers valued at one hundred thousand United States Dollars to the National Project for Poverty Reduction (NPPR) training centre.

Speaking during the handover ceremony witnessed by Chinese Vice President Dr Li Yuanchao, Patriotic Front (PF) Secretary General Wynter Kabimba said the donation will inspire hard work and dedication among the NPPR staff to reach out to the most vulnerable youths across the country and empower them with life changing skills.

Mr. Kabimba said the objectives of the NPPR supplements governments efforts in combating poverty by empowering youths with life skills.

Mr Kabimba said the empowering of the youths with life skills will greatly help in the country in attaining of the Millennium Development Goals in poverty.

The PF Secertary General disclosed to the Chinese delegation that the programme has impacted positively many youths since its inception.

He said government attaches great importance to education as evidence by the hug slice of national funds allocated to the sector so as to enhancing education levels and make it available to all Zambians.

Mr Kabimba said the PF government has made education a priority apex among other sector as it is a key driver in reducing poverty among the Zambian people.

Meanwhile He implored NPPR to put to good use the equipment donated to the institute in a bid to change the leaves of the youths.

And speaking earlier at the same function NPPR Board chairperson Dr Ngosa Simbyakula revealed that over 500 youths have been trained in various technical skills course which are key in driving the growth of the economy.

He explained that the trained youths are now able to fend for themselves and their respective families hence complimenting governments efforts in reducing poverty.

CFPD Deputy Secretary General Yu Xiaoxuan said the institute was determined to help Zambia reduce poverty through collaboration with the NPPR programme.

Ms Xiaoxuan said the relationship between the CFPD and NPPR will help in contributing to Zambia’s social stability and in creating employment for the youths.

Zesco cut Zanaco’s lead

Zanaco’s lead at the top of the FAZ Super League has been reduced to just goal difference after their 2-2 draw at Power Dynamos in a Week 14 match at Arthur Davies Stadium on Saturday.

The Bankers are now on 30 points together with Zesco United who thumped Nakambala Leopards 3-1 in Ndola.

Zanaco twice came from behind to force a draw against Power at Arthur Davies.

Midfielder Richard Kasonde headed Power in front after 12 minutes when he finished Lubambo Musonda’s cross created from the left wing.

Ten minutes later midfielder Kabuku Maunga equalised for Zanaco after a goal-mouth scramble as the two teams went into the break tied 1-1.

Three minutes after the restart Power went 2-1 up when Kasonde finished off a Govenda Simwala free kick that had hit the post.

Power were heading for a win before Davy Daka poked in an equaliser nine minutes from full time.

Power are now on 26 points from 14 matches.

The Zambia National Farmers’ Union (ZNFU) has observed that the announced maize floor price of K70 per 50 Kg bag is what it thinks should have been what farmers should have received in the year in 2010 going by the trend of the country’s inflation in the last six years.

The ZNFU has observed that taking inflation as the starting point, the prices of most goods and services in the country have continued to rise, with the magnitude of the increment varying from month to month and year to year.

The Union further notes that despite this trend of the country’s inflation fluctuations the maize floor price has been static from 2009 at K65 per 50Kg bag which it says means that while the prices of commodities that farmers face just like any other consumer has been going up, the incomes of farmers remained unchanged.

In statement to Qfm news ZNFU president Evelyn Nguleka has observed that her union is of the view that had economic conditions that farmers face were put into consideration especially in view of the fact that the floor price was last revised in 2009, the floor price for maize for 2014 should have been at K92.26 per 50Kg bag reflective of the 7.8 percent inflation recorded during this year’s maize marketing season.

Dr. Nguleka says this price would have represented a K6.68 increase from the floor price of 2013 which should have also had an increase of K5.60 to set the floor price at K85.58 per 50Kg bag in view of inflation which stood at 7 percent during that year’s maize marketing season.

She says this would also imply that the inflation rate of 6.6 percent recorded in the year 2012 would have triggered an increase of K4.74 and thus having maize floor price of K79.98 per 50Kg.

Dr. Nguleka further notes that this also entails that the increase of price in the year 2011 where inflation was recorded at 6.3 percent, should have been K4.46 thereby setting the floor price at K75.24 per 50 Kg.

She adds that other consideration that government should have had in mind in the setting the 2014 floor price of maize should have been the upward adjustment of cost of fuel, depreciation of the Kwacha, upward adjustment of Interest rates and the wage related costs in maize production.

The ZNFU president says besides all the listed factors, it is also important to recognize that during the year, new charges were introduced by some local councils that include toll fees on some main roads which she says means transporters will be adding all these costs to the cost of inputs.

She says her union thus earnestly appeals to government to consider revising the floor price upwards for the sake of incentivising the farmers to produce more for the country and also reduce the poverty levels among rural farmers.

AKASHAMBATWA Mbikusita-Lewanika has said that UPND president Hakainde Hichilema should not use the Barotseland issue to canvass for votes ahead of the 2016 general elections.

In a statement released to the media yesterday in Lusaka, Mbikusita-Lewanika said that such promises were a forked hook for fishing Barotse votes.

He said it had become a trend by politicians seeking the highest office in the land to use the Barotseland agreement as a bait to win votes on the pretext that it would be recognised.

YES TO HH CAMPAIGN, BUT NO TO BAROTSELAND ISSUE AS ZAMBIAN ELECTION DOOR MAT

The reported response to statement on my facebook page neither addresses nor disagrees with the issue I raised. Instead, it restates the usual personal attacks and misrepresentation of what is said.

Mr. Hakainde Hichilema and UPND have my good wish in the Zambian election campaign. But let us restate the points I raised, whose message is simply that the Barotseland issue is too serious to continue being used as a Zambian election door mat.

1. I pray that we shall not continue to entertain campaigners for personal or partisan political offices to playing and cheating over Barotseland. Aka or no aka, someone has responded that “Barotseland should not be used as a doormat for entry into Zambia’s State House.”— This is my prayer; I do not purport to command how/whether it is answer. This is up to the Barotse people, authorities and organisations, who have their own representatives, and among whom I do not count myself.

2. During the run up to President Kaunda taking over as Zambia’s Prime Minister-cum-President and UNIP forming government, they signed the Barotseland Agreement 1964, only to abrogate and dishonestly condemn it. Aka or no Aka this is a statement of fact, and proof of it is available and it is condemnable! Therefore, is stand by it

3. During 1991 presidential and parliamentary election campaign President Kenneth Kaunda promised (in a formal letter to the Litunga Yeta the Fourth) to solve the Barotseland issue and even pay for Barotse Government lawyers, but only to continue criminalizing even speaking about the Agreement. Aka or no Aka this is a statement of fact, and proof of it is available and it is condemnable! Therefore, is stand by it

4. During the 2011 elections President Michael Sata promised (in public rally and mass media) to restore the Barotseland, Agreement, only to contemptuously renegade and turn Barotseland into an armed police state with never ending arrests and judicial terrorism against even children. Aka or no Aka this is a statement of fact, and proof of it is available and it is condemnable! Therefore, is stand by it

5. Now, during the already set electioneering and in the midst of chaos caused by taxi drivers offered free fuel by a campaigning presidential candidate and his political party, it is reported that there is campaign promise to solve the Barotseland issue!! Of this statement it was reported, subject to confirmation, that a presidential candidate and his political party, it is reported that there is campaign promise to solve the Barotseland issue. I did not in my statement name the presidential candidate or the political party – because there was a possibility that the reports may not have been accurate.

But, as it is said, “Impila ya Mushi…..!” (Unless one is the addressee, one does not answer to public address accusations!) Now, the Barotse Post has since posted that “Zambia’s United Party for National Development president Hakainde Hichilema is reported to have … promised to find a lasting solution to the Barotseland question when UPND and forms government in 2016 if elected in the Zambian presidential and general election”

And the open letter addressed to me has stated that “there is nothing wrong with Mr. Hichilema stating that a long lasting solution should be found for the people of western province”

I agree, just as I agree with anyone stating that a long lasting solution should be found for the people of Palestine or for people living with cancer. My concern is with the reported statement that this lasting solution is for “when UNDP forms government in 2016 if elected in the Zambian presidential and general election.” On my part, the statement is alright if it is honestly not tied to anyone being voted to form government or winning election, and not a forked hook for fishing Barotse votes.

President Michael Sata waived his immunity the moment he subjected himself to the jurisdiction of the Lusaka High Court because the shield of Presidential immunity was not intended as a spear to disparage, defame and malign citizens, State Counsel Eric Silwamba has told Lusaka High Court judge Florence Lengalenga.

“The plaintiff has brought himself into the jurisdiction of this court and cannot be heard to use immunity.” He said, referring to the evidence President Sata gave when he disparaged the professional competence of prominent Lusaka Lawyer Vincent Malambo early this month.

“This court has inherent powers to protect non-parties from being defamed especially where the person involved is an officer of the Court.” Mr. Silwamba told Judge Lengalenga who is presiding over the matter.

Mr. Silwamba was responding to objections against prominent Lusaka Lawyer Vincent Malambo to join the case in which the President has sued the Daily Nation for defamation following the publication of a story that he was shielding his friends Mutembo Nchito the DPP, Fred M’membe the owner of Post Newspaper and Nchima Nchito- all directors of the defunct Zambian Airways from paying back K14billion to the Development Bank of Zambia which according to Judge Nigel Mutuna was obtained by fraudulent misrepresentation.

Order 15 of the laws, he said, conferred wide discretion on the court to join parties, even against the wishes of the plaintiff.

The shield of immunity attached to the presidency as an institution, he said, was not licence for the office holder to use as a spear to execute malicious defamation of individual, because such defamation during court proceedings was not protected by law.

Instead, he said, the court enjoyed wide discretionary powers to join individuals whose character and professional standing would be injured by such court proceedings.

The President, he said, could not enjoy immunity to maliciously defame and injure the professional standing of an individual, such as Vincent Malambo, a lawyer who was also an officer of the court.

Earlier, one of the lawyers representing President Sata argued that Vincent Malambo could not be joined to the proceedings because the President enjoyed immunity and that the Lawyer had no interest in the matter.

In response, Mr. Silwamba described as a strange argument advanced by the complainant suggesting that immunity consideration precluded Mr. Malambo from joining the case.“Admittedly Article 43 of the constitution grants the plaintiff immunity, but this immunity is not absolute and cannot be used as a spear to injure other people.” The Supreme Court, he said, had already given guidance that the President was not above the law, hence was bound to observe the law. Earlier, President Sata’s lawyers apologised for submitting their document late as a result the defence could not offer comprehensive arguments against the objection to Malambo’s joinder application.

After discussion, it was agreed that Mr. Silwamba would submit his submission Monday Morning and a decision would be rendered early in the week to ensure that cross examination of the President scheduled for Tuesday June 24 and Wednesday June 25 would take place.

Nkana visit Red Arrows this Sunday in a grudge match at Nkoloma Stadium in Lusaka that goes beyond the Kitwe sides’ 2014 Charity Shield win over their opponents five months ago.

Arrows will be looking to exact revenge on Nkana who beat them 3-1 in the 2014 Samuel ‘Zoom’ Ndhlovu Memorial Charity Shield final on February 22 at Arthur Davies Stadium in Kitwe.

Furthermore, Arrows enjoy an impressive home record over Nkana who have not beaten the airmen at Nkoloma since September, 2008.

Arrows have won all four of their last home games since then against Nkana.

But the two sides head into this weekends Week 14 match in contrasting league form.

Arrows are currently ninth on the table with 14 points from twelve games played and host Nkana on the back of three successive league defeats.

Nkana on the other hand are unbeaten in the league and are three points ahead of Arrows from nine games played with another four matches in hand.

However, the odds are still against Nkana who have been notoriously poor travellers this season.

In the league alone Nkana have picked up three scoreless draws.

Prof Chirwa still waiting for response on his request to join plane accident probe team

Former Zambia Railways Limited Chief Executive Officer Professor Clive Chirwa has said that he has formally written to the Zambia Air Force (ZAF) requesting to be part of the investigations team into the plane crash in which Deputy ZAF Commander Major General Muliokela Muliokela and his co-pilot Colonel Brian Mweene were killed.

Prof. Chirwa told QFM news in a telephone interview that he is currently waiting for the response to his request to be given a chance to look at the evidence that has been gathered so far on the plane crash.

He said that much as he is aware that investigations may take long, he will only wait for two months to hear from ZAF on what the findings are on the plane crash.

Prof. Chirwa said that if he does not get the response from ZAF he will proceed to engage the families of the deceased.

He added that he has already held discussions with the person taking care of the affairs of the two families after the plane crash who is yet to get back to him.
