Poor Power Dynamos fail to impress, Zesco shocked

Power Dynamos failed to impress today while Zesco United suffered a shock defeat away at promoted Green Eagles.

At Woodlands Stadium in Lusaka, leaders Power failed to show anything close to championship contender material after playing out to a scoreless draw against Assembly.

Power’s performance was epitomised in striker Alex Ngonga who continues to enjoy favoured status with coach Tennant Chilumba despite failing to find the target since April 5 when he scored a brace in a 6-0 home win over Konkola Mine Police.

On Saturday, Ngonga continued to blow hot and cold before fizzling out late in the second half when he was replaced by Martin Phiri.

Power could be replaced at the top for the first time this season on Sunday if second placed Zanaco beat Indeni at Sunset Stadium in Lusaka.

Zanaco are on 18 points, one less than Power.

Meanwhile in Choma, Eagles dispatched Zesco back to Ndola with a 3-1 home win.

The win was Eagles first of the season.

Paul Malama scored a brace in the 5th and 17th minutes, Mateo Ndashe added the final goal in the 30th minute.

Jackson Mwanza scored Zesco’s consolation in the 71st minute.

Zesco drop from second to third on 18 points after the defeat.

Constitution coalition takes the prayer meetings to Southern province

The Grand Coalition on the Draft Constitution held prayer meeting saturday in Choma Southern province where its members said they are ready to be arrested over the Draft Constitution.

Coalition spokesperson McDonald Chipenzi said the continued harassments by government will not stop them from demanding for what rightfully belongs to the people.

Mr Chipenzi urged the people to demand for a constitution each time a PF official tries to address them as a way of sending a massage to them.

And Speaking during the same event, UPND President Hakainde Hichilema said the content of the current Draft Constitution is being secretly manipulated by the PF today.

He said people are aware that some individuals in the PF were uncomfortable with some contents in the draft document hence the delay by government in releasing the draft constitution.

Mr. Hichilema however, said the public was aware of the contents of the document therefore PF should not lie to themselves that they can remove some clauses from the new constitution.

The United Party for National Development President urged Zambians should be polite but firm with the PF and president Sata in particular when demanding for their constitution.

And Alliance for Democracy and Development President Charles Milupi said Zambians should get rid of docility which keeps them from demanding what they rightfully own.

Meanwhile, ZADECO President Langton Sichone said Zambians should unite and get the constitution as one man cannot defeat the entire nation by holding on to the Constitution.

The prayer meeting attracted scores of Choma residents who parked the church with others standing on windows.

Blades slay Buffaloes

In-form striker Elson M’kandawire grabbed a second half brace as Konkola Blades sealed a 2-1 win over Green Buffaloes at Konkola Stadium in Chililabombwe on Saturday.

This was M’kandawire’s second consective brace as he scored twice last week when Konkola thumped Nchanga Rangers 3-1 in Chingola.

Buffaloes made a false start when captain Felix Katongo gave them a 1-0 lead into the half time break with a 41st minute goal.

Katongo finished off a deflected John Musukwa pass from close range.

But Blades turned tables in the second half and it paid off in the 53rd minute when M’kandawire headed in a McDuff Chungu cross from inside the box.

He completed his brace with another header from Davies “Spacio” Kalandanya cross after 78 minutes.

Buffaloes attempted to come back into the game with some late flashes from Buchizya Mfune and Felix Sunzu.

One of those flashes came in the 88th minutes when Mfune saw his free kick miss the target by few inches from the edge of the box.

Kabwata PF Member of Parliament Given Lubinda has maintained that he will remain loyal to the ruling party, Patriotic Front.

Speaking to QFM News in an interview, Mr. Lubinda hopes that 2014 is a year of God’s blessings for everyone in Zambia and he will not waste time to listen to those who want to frustrate him.

Mr. Lubinda explains that it is unfortunate that there has been too much hatred by people who do not want to see others succeed in their future endeavors.

He says God has better plans for everyone and that he is grateful for everything because god has shown him the right way to live at peace and unity.

Mr. Lubinda adds that he is also confident that 2014 will bring more light to work hard in his constituency and deliver to the expectations of the people.

He stresses that there are quite a number of developmental projects going in Kabwata constituency among them rehabilitation of kamulanga clinic in kamwala south, and building of at least two police posts within the constituency.

Revelations by IMF over debt trap worries Magande

Former Finance Minister Ng’andu Magande has charged that government should state clearly its position on worries by the International Monetary Fund (IMF) that Zambia will slip into another debt trap.

Speaking in a telephone interview with QFM News, Mr. Magande says it will only be fair and good enough for government through the Ministry of Finance to tell the nation if Zambia’s debit is sustainable.

Mr. Magande explains that he is on record having advised government several times not to continue over borrowing as the country risks falling in a huge debit trap.

He says he is only hopeful that government will now take the words of the IMF more serious and stronger as they have failed to listen to advice from different stakeholders on continued borrowing.

The IMF fears the 10 per cent increase in total public debt in the last two years might plunge Zambia into another debt trap.

And International Monetary Fund (IMF) has warned that Zambia will next year borrow money at a higher interest rate after rating agency fitch downgraded the country’s credit rating to b from b-plus on the country’s crumbling government finances and expectations that the deficit will remain high.

Another Zambian woman arrested in Ethopia for drug trafficking

Another Zambian woman has been arrested in Addis Ababa, Ethiopia for alleged drug trafficking.

Esther Banda 28, was arrested by Ethiopian Immigration authorities on March 29, 2014.

First Secretary for Press and Tourism at the Zambian Mission in Ethiopia, Dorcas Chileshe has confirmed the development in a press statement released to ZANIS in Lusaka today.

Ms. Chileshe said her office was only informed about the arrest of the woman in question after six weeks.

She said Banda was arrested at Bole International airport in Addis Ababa on arrival from Brazil enroute to Lilongwe, Malawi.

She said Banda is reported to have swallowed a half kilogram of cocaine which she was given by her male friend of Nigerian origin based in Brazil who promised to pay her K1.2 million Malawian Kwacha (about U$$3,200) on arrival in Lilongwe.

Ms. Banda is currently under custody at Kality Prison in Addis Ababa and she will appear in court on May 29, 2014 for judgment.

According to the Zambian Envoy, Ms. Banda disclosed to an Embassy official who visited her at prison that she agreed to travel to Brazil after her male friend promised to help her start business of supplying Brazilian hair but later forced her to swallow cocaine.

In Ethiopia, a drug trafficking offense carries a minimum jail sentence of 10 years.

Four years ago in 2010, a Zambian woman aged 32 was arrested for the same offence in the Horn of Africa after immigration authorities detected the cocaine in her stomach at Bole International airport.

Zambian Ambassador to Ethiopia Susan Sikaneta has appealed to the Drug Enforcement Commission (DEC) in Zambia to collaborate with the Ministry of Gender as well as the church in sensitizing women to beware of men pretending to help them start businesses by sending them abroad.

Ms. Sikaneta said many Zambian women have ended up in jail in foreign countries after being used by men who promise to help them become rich through trading illegal businesses.

Ms. Sikaneta also appealed to DEC officials to consider travelling to Ethiopia to discuss with the immigration authorities on how best they could collaborate to ensure that the arrest is extended to people who wait to receive the drugs at the point of destination.

She observed that as long as the men who are pushing the Zambian women into drug trafficking are not arrested, drug trafficking would continue to increase.

The University of Zambia Political and Administration Studies Association (UNZAPASA) has urged government to reposes Konkola Copper Mines (KCM) and sell it to another responsible investor.

UNZAPASA President, Aaron Chansa, says KCM Chairman, Anil Agarwal, has exhibited an un-ethical behaviour and is mocking the PF government.

Mr Chansa is reminding KCM management that not long ago, the mining giant perpetually threatened to prune its workforce claiming that it was making losses.

Mr Chansa said this in a press statement released to ZANIS in Lusaka yesterday.

“Following this un-ethical behaviour by KCM, we would like to advise the Zambian government to consider repossessing KCM and sell it to another responsible investor,” he said.

He said Zambia needs to maximize the benefits it is endowed with in mineral deposits.

The UNZAPASA President joined other stakeholders in condemning a mocking statement attributed to Mr Agarwal, the KCM majority shareholder.

Mr Agarwal recently boasted in India that his firm was giving his group US$500 million per year after just buying the mine for a give-away price of US$25 million.

KCM PLC, one of Africa’s largest integrated copper producers, is a subsidiary of London-listed diversified resources and mining company, Vedanta Resources Plc.

Labour and Social Security Minister, Fackson Shamenda, recently disclosed that Zambia’s mining industry is projected to earn over US$1.3 billion next year.

Mr Shamenda said the mining industry’s contribution to the Gross Domestic Product is anticipated to grow to US$1.35 billion in 2015 because the mining sector’s contribution to the economy is significant.

The minister said Government is determined to create a conducive environment for mining activities to thrive in the country.

The PF Government soon after assuming power in 2011 repossessed state owned Zambia Telecommunication Company (ZAMTEL) from the Libyan authorities.

President Michael Sata said Government’s decision to reverse the sale of 75 per cent stake of Zamtel to Libya’s LAP Green Networks by the Rupiah Banda-led MMD government was fraudulent.

The Bank of Zambia also reversed the US$5.4 million sale of Finance Bank to South Africa’s First-Rand returning the bank to its previous shareholders.

Parliament resumes sitting on June 17

The Third Session of the Eleventh National Assembly will resume sitting on Tuesday 17th June, 2014. Parliament adjourned sine die on 11 March, this year after concluding business.

Clerk of the National Assembly, Doris Mwinga, has announced this in a press statement released to ZANIS in Lusaka today.

“The Third Session of the Eleventh National Assembly, which adjourned sine die on Tuesday, 11th March, 2014, will resume sitting on Tuesday 17th June, 2014,” Ms Mwinga said.

A private member’s motion was moved urging Government to provide a road-map for enactment of the new Constitution but failed to pass through in Parliament.

The motion moved by United Party for National Development (UPND) Mazabuka Central Member of Parliament (MP), Garry Nkombo, was passed to a vote but it saw the ruling bench winning by 69 votes against 42 from the opposition.

The motion urged Government to expedite the process of enacting a new constitution considering that the work of the technical committee had been completed and is ready for submission.

Home Affairs Minister, Ngosa Simbyakula, called for consensus to ensure Zambians had a long-lasting Constitution.

Dr Simbyakula, who is a nominated MP, defended saying the PF Government was doing what was best for the Zambian people regarding the Constitution-making process, and that a road-map was already in place.

The House adjourned sine die after suspending Standing Orders 20 and 21(1) and Standing Order 101 that enable it to complete business on the order paper.

The last session was marred with premature adjournments following the unruly behaviour by the opposition MPs and forced Speaker of the National Assembly, Patrick Matibini, to prematurely adjourn proceedings of the House on two occasions during that session.

Dr Matibini described the opposition MPs’ action to disrupt proceedings in the House as unruly and disorderly.

Because of disorderly behaviour, Dr Matibini threatened to invoke Standing Order number 70 which could have seen the parliamentarians being led out of the House by the Sergeant-at-Arms.

Zambia Police Officers were deployed around Parliament grounds to monitor the situation.

Parliament also unanimously ratified two Supreme Court Judges and five High Court Judges which President Michael Sata appointed to serve as puisne judges.

Those appointed are Justices Evans Mweembani Hamaundu and Albert Mark Wood as Supreme Court Judges while Justices Betty Mwaka Majula Mung’omba, Mrs Chilombo Maka-Phiri, Mr Mwila Chitabo, SC, Mr William Smith Mweemba and Mr Charles Chanda are High court judges.

The House also looked at some government bills.

Movement for Multiparty Democracy President Nevers Mumba has called on Zambians to scrutinize people aspiring for national leadership and avoid voting for leaders based on family or friendship.

Dr. Mumba said people should be voted into office based on their ability to deliver as opposed to friendships or relationships.

He called on Zambians to avoid making the same mistake they made in 2011 when the voted for President Sata as doing so would only compound the misery that the country is going through as a result of the PF.

“The mistake that we make here in Zambia is to try to elect a President on the basis that they can campaign or they have money or they belong to my tribe that is the biggest mistake we make in choosing a national leader.  A national leader should be chosen on the basis of his character and I believe that the reason we are facing gigantic problems today in Zambia is because of the PF. The leaders know no morality, they know no integrity, character to PF does not mean anything,” Dr Mumba said.

Dr Mumba said the PF leadership will lie to people and some people will clap for them and vote for them and the result is the pain that the nation is experiencing today.

Dr Mumba further pledged to change the politics being practiced in Zambia which he described as toxic, un-Christian and unrealistic and unite the people for the purpose of developing the nation.

“I am committed to making sure that we change the politics of Zambia. If we don’t change these toxic, un-Christian and unrealistic politics we are not going to see development because we are spending too much time on doing politics instead of uniting ourselves to develop this country.”

He added, “I will ensure that the politics of corruption, the politics of hatred, the politics of vindictiveness and the politics of insulting one another are left behind and I will insist that we have civil politics where political opponents can talk around a table on matters of national interest.”

Dr Mumba also advised the PF government to concentrate on delivering on their promises as opposed to public relations stunts as people in the country are tied of their lies.

“My advice to the PF is that they should focus more on performance and delivery instead of public relations, Zambians are no longer listening to the PF all their proclamations and their statements, why? Because we have been cheated so many times by this government and everybody knows that they come to power through lies. So whenever there is a small thing they go to the television and announce a bumper harvest, they announce that they are now distributing the inputs for 2013-2014, the of agriculture Minister was on TV flagging off the delivery of inputs from NCZ and the following day NCZ announces that they were canceling the contract to supply the fertilizer.”

He urged the government to quickly announce the flow price of maize as some briefcase businessmen have started taking advantage of small scale farmers who are selling their hard earned produce at between K30 and K40.

Meanwhile, calls of goodwill messages flooded both Sky FM and Chikuni Community radio stations where Dr Mumba featured on live phone in programmes.

The callers congratulated Dr Mumba for standing firm against the rebel members who are against his leadership.

One of the callers, Chanda Chimba urged Dr Mumba to continue reorganizing the party so that it bounces back to power in 2016 as the PF has failed.

Some callers wondered how the country will have a bumper harvest when farming inputs were delivered late and most of the farmers in the province were complaining about their poor harvest.

Other callers urged Dr Mumba to partner with other opposition leaders and push for the release of the constitution.

ActionAid issues seven day ultimatum for Government to state its position on KCM

ActionAid Zambia has given the Zambian Government seven days in which to state its official position over the Vedanta saga.

And ActionAid Zambia says Vedanta Chairman Amil Agarwal has committed a crime against Zambians after disclosing that he was raking in US$1.5 billion annually from a mine he purchased at a paltry US$ 25 million over a decade ago.

Speaking Friday afternoon when ActionAid Zambia held a media stunt to express its displeasure over the revelations by Mr Agarwal, Organisation Country Director Pamela Chisanga said the Zambian Government must come out clean over the matter.

At the media stunt, activists from ActionAid Zambia, the Centre for Trade Policy and Development and the Council of Churches of Zambia wearing mining attire, displayed placards denouncing Vedanta.

Local Comedians Diffikoti and Bikiloni performed a parody of Mr Agarwal’s address at a business conference in India and mocked his investments in Zambia.

Addressing the protestors, Ms. Chisanga said enough is enough over the KCM issue.

“This media stunt demonstrates the absurdity of what has happened to Zambia. This demonstrates what we as ActionAid have been saying for some time now. We have consistently said that Zambia is not receiving the true benefits from its natural resources. We have continuously emphasized that something is very wrong, if you look at production in the mines, it is at its peak, we never saw these production levels during the ZCCM days but the benefits are not consistent with production. We see these trucks on our roads everyday carrying our copper but the revenue is not consistent with production,” Ms. Chisanga said.

She charged that what the KCM boss said is a reflection of where the money is going.

“He is clearly telling us that he is making money from KCM and this is the same mine that we have been consistently told is making losses. Agarwal is making US$ 500 million and US$ 1 billion dollars annually. How is it that he is making so much money and yet we as a country are not making anything because the mine is known to be a loss making entity? How come we don’t know about that money? Somebody must be held accountable.”

She said it is saddening that since the video came out Government has not issued any statement.
“We expected the Zambian Government to be the first to come out and state its position. Why is our Government silent, there is something very wrong? Why are we allowing investors to come and reap our resources?” Ms. Chisanga questioned.

She said there is something fundamentally wrong with the Zambian society if people can come in and take away the resources and brag about it and we are all quiet as a nation.

“This is where we expected even our President to come out strongly and investigate these revelations. President Sata must instruct Ministry of Finance to investigate and get a report on KCM but even the President is quiet. Let’s hold our leaders accountable. When you talk about Government, it does not matter who was President at that particular time, when things go wrong, the person who is at the helm, the buck stops with him. In this sense, the buck stops at Mr Sata’s door,” she said.

Ms. Chisanga added, “President Sata needs to demonstrate that he is at the top of things in this country and that he is able to save this country from investors who are coming to reap us off. We need this money, we are very poor and poverty levels are very high. The PF has embarked on a very ambitious infrastructure development programme. This is where the money should be coming from and not borrowing. We won’t need the Eurobonds and all these loans if we are to collect the US$ 1.5 dollars this man is making every year.”

She said, “We need to hear Government’s position within the coming week, can they tell us their position. My humble suggestion is that let them close that mine until they figure what is happening because at the moment it looks like we don’t know what is happening and we are losing vital revenue. Put a stop to that mine and until we get to the bottom of this saga.”

At the same event, ActionAid Economics Justice Programme Manager Patrick Nshindano demanded that the Zambian Government explains how the sale of KCM was undertaken.

Mr Nshindano said recourse also needs to be undertaken over the KCM saga.

“A crime has been committed against the Zambian people, it’s not just the issue of underselling a company at a low price and a crime has been committed against Zambian people because that is a Zambian asset and sold for a song. People involved in this transaction must be brought to book and prosecuted if need be,” he said.

Mr Nshindano also challenged the British High Commission in Lusaka to come out and look at this issue critically.

“What we know is that Vedanta is a British domiciled company and therefore the UK authorities must say something about this business practice by Mr Agarwal. It is not just a matter of bringing in investors, we want responsible investors and not plunderers.

I am not calling for early elections- Elias Chipimo

NATIONAL Restoration Party (NAREP) president Elias Chipimo has said he is not calling for an early election.

Mr Chipimo said in an interview that his party was not interested in early polls before the 2016 general elections as it has been reported.

Mr Chipimo has come under attack from various groups after he was reported to have called for early elections.

The Foundation for Democratic Process said conducting early elections was unrealistic and Government ruled out the possibility of that hapenning.

Mr Chipimo said what NAREP was calling for, was for all opposition political parties to pick a neutral presidential candidate who would stand against the Patriotic Front (PF) presidential candidate in the 2016 polls.

“In order to come up with a good Constitution, we need an interim government which will come up with this Constitution. However, the interim government should be run by a neutral person, a non politician,” Mr Chipimo said.

He said politicians, including himself had vested interests which prevented them from delivering a good Constitution, a problem a neutral person would not have.

Mr Chipimo said the interim government should rule for nine months after which they should be fresh elections for all political parties to participate in individually.

He said the roadmap he was calling for was not illegal but something that could be done.

Asked if he was not confident that his party or any opposition political party would win the next general election and deliver the Constitution, Mr Chipimo said he was confident but that the process he was proposing was the best way the country would have a new Constitution.

Munkombwe advises Nevers to become lecturer

Southern Province Minister, Daniel Munkombwe, has advised MMD president, Nevers Mumba, to enlist at the University of Zambia as a Religious Education lecturer because he has failed as a politician.

Mr Munkombwe, who is also Southern Province Patriotic Front Chairman, says the MMD leader has failed in various avenues of his political life and should try lecturing in Religious Education.

“Mumba was doing fine as a preacher, but since he left his preaching mission to join politics he has failed. He failed as a Vice President, as an Ambassador to Canada and now he is failing as an MMD leader,” he said.

Mr Munkombwe was speaking in an interview with ZANIS in Choma today in reaction to the issues raised by Mr Mumba when he addressed MMD party officials in Choma yesterday.

The MMD leader, Nevers Mumba, yesterday said he would continue to give President Sata sleepless nights until the constitution is released to the Zambian people.

Mr Mumba equated the PF government to Goliath in the Bible and the MMD as the David that over powered Goliath.

“The MMD shall rise and defeat the PF government come 2016, remove it out of power in a clean game just like David cleanly killed Goliath,” he said.

The MMD leader said the attacks from the opponents within and outside the party were meant to destroy the bright future of MMD.

The MMD president urged his cadres not to despair with the continued election misfortune the party had experienced recently, saying winning a by-election was not as important as a general election.

Mr Mumba said there was need for party members countrywide to remain united and focused if they were to win the 2016 general elections.

And MMD Southern Province Chairperson, Oliver Pelete, said people in the area viewed Mr Mumba as the only person who can redeem the party in 2016 hence their support for him despite tribulations going on.

Mr Pelete said the party in the province was still intact and will always remain solid.

He, however, charged that the PF government’s pronouncement of the bumper harvest was false as many districts in Southern province are calling for relief food.

THE Zambia Daily Mail Limited Board of Directors has appointed Bryson Mumba as Managing Director of the newspaper firm.

Acting board chairperson Tamala Kambikambi made the announcement in a press statement issued by company secretary, George Zulu and made available to the Times of Zambia yesterday.

Until his appointment, Mr Mumba was acting managing director in addition to being the director of finance.

Ms Kambikambi said the board had also appointed current director for editorial, Nebat Mbewe as acting deputy managing director.

Commenting on his appointment, Mr Mumba said he was humbled to lead the Zambia Daily Mail at such an exciting time.

“I am particularly delighted that l will be working with a team of experienced media professionals as we continue to transform the newspaper for our wider stakeholders, especially the readers,” he said.

Meanwhile the board has appointed Samuel Mweshi as director of finance until a permanent appointment is made.

Man dies after he was thrown out of a moving truck during the accident on Kitwe-Ndola dual carriageway

A 20-YEAR-OLD man of Luanshya has died after he was thrown out of a moving truck which was hit by another truck on the Kitwe-Ndola dual carriageway.

Bob Malubine of B14 Masaka Township in Luanshya died on the spot on Thursday at 10:40 hours after he fell off the truck he was travelling in.

Copperbelt Commissioner of Police, Joyce Kasosa said in an interview yesterday that the accident happened opposite the Baluba Police Station on the Kitwe dual carriageway.

Ms Kasosa said a FAW truck registration number ACL 9589, driven by Ackson Mwango was driving behind a Leyland truck registration number AAK 2331 driven by Sydney Malubine, 28, of the same address as the deceased coming from Kitwe.

On board of the FAW truck was an employee of Mama Africa Transport, Julien Kepefu, 24, while Bob was a passenger in the Leyland truck.

“The accident happened after Mwango the driver of the FAW truck misjudged the speed of both vehicles and drove into the rear of the truck in front of his,” Ms Kasosa said.

She said Bob fell off the truck he was in and died from injuries he sustained from the impact.

The front part of the FAW was damaged while the rear part of the Leyland truck was also damaged.

Ms Kapefu complained of pain in both her legs after the accident while Sydney Malubine escaped unhurt.

Ms Kasosa said Mwango bolted from the scene of the accident and police have launched a manhunt for him.

The body of the deceased is in Thompson Mortuary.

Meanwhile, Ms Kasosa said a car was stolen from a house in Mpongwe on Wednesday night.

The owner of the car Dismas Konkola reported to police that his car, a Spacio registration number ACD 669 worth K40,000 was stolen while parked at his home at 310 Council Township in Mpongwe.

The car was stolen between 18:00 hours on Wednesday and 06:00 hours on Thursday.

Police are investigating the matter.

Treasury releases K87.6 million for various Programmes like FISP

THE Treasury has released K87.6 million for various government programmes among them support for the Farmer Input Support Programme (FISP).

The FISP has received K60 million, K22.6 million has gone towards the rural roads construction and rehabilitation programme while K5 million for the on-going construction of chiefs’ palaces.

Secretary to the Treasury, Fredson Yamba said Government remained focused on ensuring that the overall objectives of the 2014 budget were achieved.

“The release of funds for the Farmer Input Support Programme is also a clear demonstration of the commitment towards achievement of Governments long-term objective to diversify the Zambian economy; with agriculture as one of the leading sectors,” Mr Yamba.

Mr Yamba said the continued releases of funds for the rural roads programme demonstrated Government’s desire for implementing agencies to rise to the occasion and ensure that the targeted roads were in a proper state of usability, not only for efficient haulage of the expected 3.3 million tonnes bumper harvest for the just ended season, but also in readiness for proficient delivery of inputs for the 2014/2015 farming season.

He said this in a statement issued by Ministry of Finance public relations officer, Chileshe Kandeta in Lusaka yesterday.

Mr Yamba appealed to members of the public to keep track of resources that were being released by the Ministry of Finance.

“I make this appeal on account of our strong belief that by sharing information, we will be promoting a tracking system that integrates measures of programme performance with the costs associated with development programs,” he said.

He said this was important for the country because by connecting programme outcomes with budget releases, participatory monitoring system being promoted through issuance of frequent treasury briefs, would allow the people of Zambia to see how taxpayer’s money was being spent and to examine the results achieved through expenditure by respective Ministries, Provinces and Government Spending Agencies.
