Cost of Living in Lusaka Higher than Projected, Says Lusambo

Former Lusaka and Copperbelt Provinces Minister, Hon. Bowman Chilosha Lusambo, has stated that the cost of living in Lusaka could be higher than what was projected by the Joint Christian Council of Zambia (JCTR).

During a recent appearance on Millennium Radio’s “The Interview Program,” Hon. Lusambo claimed that the current tabulation of the cost of living for a family of five in Lusaka stands at over K9,000, but he believes the actual cost of living is beyond K13,000.

He attributes this increase in cost of living to the escalation of prices for goods and services and the resulting hunger in the country. Hon. Lusambo has challenged the New Dawn Administration to reduce fuel prices, which are having a significant impact on commodities.

Despite the challenges, Lusambo believes that Zambia has a lot of money in the form of natural resources and should tap into them instead of rushing to the International Monetary Fund (IMF). He also stressed the need to diversify from the dependence on the mining sector to agriculture.

“We have a lot of minerals in this country. Everything about Zambia is natural. The difference between Zambia and countries like Dubai is commitment. The people of Dubai are committed to making their country better, but the people of Zambia have neglected this country. I would need the people of Zambia who would support the country,” he said.

Hon. Lusambo has since called for home-based solutions and for the people of Zambia to support their country to improve their standard of living.

President Hichilema Commutes Death Sentences for 390 Inmates to Life Imprisonment

President Hakainde Hichilema has taken a step towards upholding human rights by commuting the death sentences of 390 inmates to life imprisonment. The decision, which was announced by the Home Affairs and Internal Security Minister, Jack Mwiimbu, is in line with the UPND administration’s commitment to preserving life and upholding human rights.

Pursuant to article 97 of the Constitution of Zambia, the President has the power to grant pardons and substitute severe punishments imposed on convicted persons. The move to commute the death sentences of 390 inmates, all of whom are housed in the Mukobeko Male and Female Maximum Security Prisons, comes just a month after the President signed into law the penal code amendment bill, which abolished the imposition of the death penalty.

Minister Mwiimbu highlighted the government’s commitment to enhancing the criminal justice system by working closely with all stakeholders, including the judiciary. He also expressed hope that the judiciary will explore alternative sentencing mechanisms for minor cases, in an effort to address the congestion in the country’s correctional facilities.

Zambia has a long history of using the death penalty, with 406 people being sentenced to death between 1964 and 1978, and another 140 remaining on death row by the 1980s. With this latest move, Zambia becomes the fifth sub-Saharan African nation to abolish the death penalty in the past decade.

President Hichilema’s act of mercy and commitment to human rights is a positive step towards a fairer and more just society.

Chipoka Calls for Easy and Affordable Credit Financing from EU for Youth Development

The Minister of Commerce, Trade and Industry of Zambia, Hon. Chipoka Mulenga, called for the European Union (EU) to provide easy and affordable credit financing to Zambian youths. The Minister made the appeal during the Africa Investment Forum and Awards held in Paris under the theme “Political perspective towards a Europe-Africa partnership”. The forum brought together over 700 business executives and investors eager to explore investment opportunities in Africa.

Mulenga stated that lack of access to easy financing has kept the youthful population of Zambia out of employment and entrepreneurship opportunities. He added that if the youths are provided with the resources and finances, they will engage in meaningful activities that will help resolve the problem of unemployment levels in the country. The Minister highlighted that working with partners like the EU will help in laying a strong foundation for Zambia’s energetic youths to develop socio-economic solutions on the continent.

Mulenga also expressed concern over the lack of access to European markets by African countries despite the various signed trade facilitation agreements. He seized the opportunity to woo French investment in Zambia, saying that the country has prioritized good governance, zero tolerance to corruption, protection of the private sector, and economic stability.

Zambia’s Ambassador to France, Dr. Christine Kaseba Sata, spoke on the sidelines of the forum and called for deeper and strengthened Africa-EU partnerships on a mutual and beneficial basis. Dr. Kaseba said that Zambia is endowed with natural resources and urged the EU to empower its citizens so that they can get value for their resources.

President Hichilema Urges Quick Delivery of Drugs to Health Facilities in Zambia

Zambian President Hakainde Hichilema has urged relevant authorities to expedite the delivery of drugs to health facilities throughout the country. During a meeting with officials from the Ministry of Health, Zambia Public Procurement Authority, Zambia Medicine Regulatory Authority, and Zambia Medicine and Medical Supplies Agency, President Hichilema stressed the importance of timely drug distribution in preventing and curing diseases.

The President emphasized the need to address corruption, pilfering, and any deliberate distortions in the medical supply chain, warning that anyone found responsible should face legal consequences. He also directed Provincial Health Officers to address any flaws in the distribution of medicines, noting that the diversion of drugs meant for public health facilities to private hospitals and clinics is unacceptable.

Tracking the distribution of medicines from Zambia Medicines and Medical Supplies Agency, President Hichilema believes, is one way of preventing pilfering of drugs from public health institutions. The President’s directive comes as a response to the growing concerns over the lack of availability of drugs and medical supplies in health facilities. Minister Hon. Nkandu appoints the PR Girls as part of the local organizing committee for the Confederation of African Athletics to be held in Lusaka, Zambia

Earlier today, Minister of Youth, Sport and Arts, Hon. Elvis Nkandu officially unveiled a 19-member Local Organising Committee that will spearhead the hosting of the forthcoming Confederation of African Athletics (CAA) and U20 championships scheduled to be hosted in Lusaka, Zambia this year between the 19th and 23rd of April 2023. This will be the first time that Zambia will host the U-20 continental athletics championship which will attract over 50 African countries.

Managing Partners of PR Girl Media, the sister-duo Monde and Chishimba Nyambe are among the influential personalities named as members of the Local Organising Committee. Other prominent figures to receive the appointment include Ms Ireen Muyenga as Managing Director of Savenda Insurance, Le Ann Singh who is the Managing Director of Image Promotions, ZANACO Bank CEO Ms Mukwandi Chibesakunda, Stanbic Bank CEO Mr Mwindwa Siakalima and Ms Bridget Kambobe of Trade Kings Group.

Cabinet Discusses Electricity Generation, Fuel Supply, and Access to Information Bill at 2nd Meeting

The Minister of Information and Media and Chief Government Spokesperson, Hon. Chushi Kasanda, announced the key decisions made by the cabinet in its second meeting held on Monday, 6th February, 2023. The meeting, presided over by the President of the Republic of Zambia, Mr. Hakainde Hichilema, aimed to improve the general living standards of the people through enhanced service delivery.

One of the key topics discussed was the status of electricity generation and load management. The Cabinet emphasized the importance of reducing load management throughout the country to support economic growth. The restoration of the 150 Megawatts Generation Unit at Maamba Collieries Limited and the 10 Megawatts unit at Victoria Falls Power Station was appreciated, and efforts are underway to commission the 750 Megawatts Unit No. 5 at Kafue Gorge Lower Hydro Power Station by the end of March 2023. The Cabinet also indicated the need for the country to focus on renewable energy sources as a priority for resolving the electricity challenges.

The supply of fuel was another crucial issue addressed at the meeting. To enhance the security of supply, the Cabinet discussed the implementation of a private sector-led Bulk Petroleum Supply system.

The Cabinet also agreed on the Roadmap leading to the enactment of the Access to Information Bill by June 2023. Adequate consultations with all stakeholders will be undertaken to ensure the law is enacted to enhance access to public information and support efforts towards the rational utilization of public resources. The Bill is expected to also play a role in the current administration’s fight against corruption.

Cabinet also decided to host the Joint 19th International Association for Official Statistics (IAOS) and 3rd International Statistical Institute Regional Statistics (ISI RS) Conference from 4th to 6th April, 2023 in Livingstone. The conference is expected to be attended by over 400 international delegates, making it a landmark event for Zambia and Africa as a whole. The conference will demonstrate Zambia’s commitment to opening up to the global world and promoting tourism in the country.

The other decision was the approval of the hosting of the Vision Zero International Conference, which will be held in Livingstone from 7th to 8th September, 2023. The conference aims to raise awareness on occupational safety and health and foster coordination among member countries to promote workplace safety, health, wellbeing, and decent work. The decision reflects Zambia’s commitment to upholding fundamental principles and rights at work, as endorsed during the 110th International Labour Organisation Conference in Geneva, Switzerland in June, 2022.

Cabinet also approved the conferring of privileges and immunity to the East and Southern African Association of Accountants-General (ESAAG) Secretariat hosted in Lusaka, in accordance with the Diplomatic Immunities and Privileges Act, Chapter 20 of the Laws of Zambia. This reaffirms Zambia’s commitment to the Association and ensures a conducive environment for the ESAAG technical staff to carry out their duties as prescribed in the Host Agreement.

The cabinet approved the appointment of a seven-member Board of Trustees for the GRZ Funeral Assistance Scheme Committee to enhance good governance in the management of the Scheme on behalf of public service employees. The compulsory Funeral Assistance Scheme was launched in 2016 to provide sustainable livelihoods for families of public servants following the death of a family member. The appointment of the Board of Trustees will ensure effective operations of the Scheme.

These decisions made at the 2nd Cabinet Meeting demonstrate the commitment of the government to improve the lives of the people and support the country’s economic growth.

Hon. Chushi Kasanda, Minister of Information and Media and Chief Government Spokesperson, stated that the government is fully committed to these decisions and the implementation of these initiatives in the coming months.

Senegal U20 Beat Zambia U20

Zambia Under20 coach Chisi Mbewe says Senegal gave them a good test despite losing Tuesday’s friendly to the hosts in Dakar.

Young Chipolopolo closed their West African tour with another defeat this time going down 1-0 to Senegal.

The match came five days after losing 4-2 away to Nigeria in Abuja on the first of their two-stop friendly tour of West Africa en route to the 2023 U20 AFCON in Egypt.

Zambia, Nigeria and Senegal are all U20 AFCON bound for the tournament Egypt is hosting from February 19 to March 11.

“We are so happy with the way both teams played it was a good game, a high-intensity game from both sides,” Chisi said.

A 1st minute goal from Bamba Diallo settled the contest.

“We were just unfortunate to allow that early goal in the early seconds of the game but I am so happy with the way the players responded,” Chisi said.

“Both teams played a very highly tactical game with a lot of fighting spirit from Senegal who had a lot of ball distribution and a lot of runs.

“This is was the kind of friendly we needed before the U20 AFCON.”

Zambia leaves Dakar on Thursday and is expected in Cairo late evening before transiting to their Group C base in Alexandria.

Zambia’s Group C opponents are Gambia, Tunisia and Benin.

Chisi’s team will open their Group C campaign on February 21 against Benin.

This is Zambia’s first time back at the U20 AFCON since winning it as hosts in 2017.

President Hichilema Accused of Abusing Police Powers by Sean Tembo in Response to Treatment of Hon. Kambwili

President of the Patriots for Economic Progress (PeP) Sean Tembo has expressed his disappointment in President Hakainde Hichilema over the recent abuse of police powers in the country.

In a post on his Facebook page, Sean Tembo expressed his disappointment in President Hakainde Hichilema, claiming that the abuse of police powers under his leadership is becoming more prevalent compared to the previous regime.

“For someone with-whom we suffered together under the hands of the previous PF regime, President Hakainde Hichilema is a huge disappointment when it comes to abuse of Police powers,” stated Tembo. “In fact, the abuse of prosecutorial powers that we saw under the PF regime is slowly beginning to pale in comparison to what we are seeing today.”

According to Tembo, there is a distinct difference between law enforcement and harassment of citizens, and the arrest of Hon. Chishimba Kambwili is far from ordinary law enforcement. “It is an act of State-sponsored terrorism against a bonafide citizen that is engineered by a President that has nothing tangible to offer to the masses of this nation other than to flex his presidential powers,” Tembo claimed.

Tembo pointed out that Kambwili was charged with unlawful assembly, which is a misdemeanor under the penal code, and has the option of paying an admission of guilty fine of K54. He expressed his frustration over the excessive force used by the police in executing the arrest, questioning why an entire contingent of armed police officers was sent to break into Kambwili’s house for a minor offense. “Such force is only necessary if the suspect is accused of committing a serious felony such as murder, aggravated robbery, treason, etcetera,” stated Tembo.

The PeP President also raised concerns over the president’s use of police powers, reminding him of the argument he made during his time in opposition that police should have sent him a call-out when he was accused of treason. “Mr. President sir, it is high time that you surround yourself with competent advisors who will not make you appear like a tinpot dictator in the eyes of the international community,” Tembo warned. “You may wish to be reminded that even this relationship that you appear to be enjoying with the Americans and other western nations may soon be compromised if you continue to abuse the authority of your office.”

In conclusion, Tembo appealed to the president to treat opposition leaders fairly whenever they are accused of breaking the law, to avoid creating an environment that could lead to future persecution. “We are not saying that opposition leaders should be above the law, no. All that we are saying is for you to treat opposition leaders fairly whenever they are accused of breaking the law, so that you too may be treated fairly when your time comes. Otherwise, the way you have been treating opposition leaders of late is total nonsense, Mr. President sir,” Tembo stated.

Kalaba Urges Government to Find Long-Term Solution for High Mealie Meal Prices, Suggests Involvement of Zambia National Service”

The President of Citizens First (CF), Harry Kalaba, has called on the Zambian government to find a long-term solution to mitigate the high prices of mealie meal, the staple food in Zambia. In a recent statement, Kalaba expressed his concern about the temporary measures taken by the Food Reserve Agency (FRA) in agreement with millers to sell a bag of mealie meal at K160 ex-factory price after releasing 250,000 metric tonnes of maize to millers nationwide.

“Such measures are only temporary,” said Kalaba. “Once the amount of maize offered to millers runs out, the high prices will be the order of the day. We need a deliberate policy to mitigate the price of mealie meal,” he added.

To address this issue, Kalaba suggested that the Zambia National Service (ZNS) be called upon to help cushion the mealie meal situation. “The Zambia National Service, their job is food security. We need them to start getting mealie meal,” said Kalaba. He believes that ZNS, with its training in providing services to the country, should acquire land on a large scale to grow maize for milling purposes. “Government needs a deliberate policy to maintain the price of a staple food. What they have done is to release the strategic reserve of the millers that they have trust to give them mealie meal for two months. We need ZNS to begin doing mealie meal and have state farms. That would be for the purpose of maintaining the staple food,” he explained.

In addition to the mealie meal situation, Kalaba also provided alternative solutions to the fuel challenges faced by Zambia. “The remedy to the fuel challenges we are facing is to open Indeni refinery so that Zambia can have a bulk reserve,” said Kalaba. He believes that with the Indeni refinery running, there will be no need for the Energy Regulation Board to announce prices every month because the country will be cushioned. “Indeni has got the capacity to do storage fuel for 6 months. But somebody doesn’t want to do that because once they bring back Indeni, yonse amadilu yalapwa,” he said.

Kalaba has called on the government to find a long-term solution to the high prices of mealie meal and to consider his alternative solutions to the fuel challenges faced by the country. He believes that with the right policies and deliberate action, the country can overcome its current challenges.

“It is time for the government to take action and find a sustainable solution to these challenges,” said Kalaba. “We must work together to ensure the well-being of our citizens and the stability of our nation.”

Auditor General Under Attack by UPND Government, Mutotwe Kafwaya Speaks Out

Patriotic Front presidential candidate Hon Mutotwe Kafwaya has issued a statement regarding the recent attack on the Auditor General by the UPND government. In his statement, Hon. Mutotwe claims that the UPND government is attempting to circumvent accountability and perpetuate lies about their standard of governance. He alleges that the government has removed two deputies to the Auditor General, Clara Mazimba and Francis Mbewe, and warns the Auditor General, Dr. Dick Sichembe, that he will be fired next.

“The Auditor General is under severe attack,” Hon. Mutotwe stated. “This is in order for the UPND Government to circumvent accountability going forward. UPND wants to project and perpetuate lies (ubufi, boza) about their standard of governance.”

Hon. Mutotwe accuses the UPND of being desperate to show a good audit opinion to the public and cheating through audit opinions. He states that the professionals who will replace Dr. Sichembe and his deputies will not have the same level of capabilities, but will instead offer user-friendly audit opinions that cast the government in a good light.

“The people who will replace those positions for your now former two deputies including yours will not have the capabilities you and your deputies possessed,” Hon. Mutotwe explained. “Instead, their only consideration will be user friendliness. Those will be people with the capacity to produce favorable audit opinions for government in the face of glaring illegalities in fertilizer procurements, private audit service procurements, drug procurements, and now consultancy services in the mining sector being awarded to related pension fund management firms.”

Hon. Mutotwe fears that the country is in deep trouble and that the government will take action to cover up its mistakes. He warns Dr. Sichembe that he may face investigations from ACC, DEC, and the police to justify his dismissal, but encourages him to remain professional.

“Just go like Siyuni did, posterity will judge you right,” Hon. Mutotwe said. “The worst for you is not just losing your job. I am not a prophet, but I can assure you that for this government to justify your dismissal, they will take you to investigative agencies. Soon, you will be a client of ACC, DEC & police. Do not be unsettled, remain professional. All these maneuvers will be aimed at staining your professionalism to justify your removal.”

Former Managing Director of DBZ Entitled to Education Allowance, Says Key Witnesses in Court”

The trial of Development Bank of Zambia’s (DBZ) former Managing Director, Dr. Samuel Bwalya, continued in the Economic and Financial crimes court last Friday. Dr. Bwalya is accused of abuse of authority and misusing public resources amounting to K781, 195.78 for paying tuition fees for his children at various schools both locally and abroad.

However, the first witness, DBZ Head of Risk and Strategy, Ms. Chanda Kambobe, testified that Dr. Bwalya was entitled to education allowances for his children, just like any other employee of the bank. Ms. Kambobe, who was one of the seven DBZ employees charged with negligence in issuing the education allowances, was cleared of wrongdoing by the DBZ disciplinary committee on November 19th, 2022.

Another witness, Head of Treasury at DBZ, Mr. Emmanuel Simbeza, also confirmed that Dr. Bwalya was entitled to the education allowance, while Operations Principal Officer at DBZ and Chairman of the then disciplinary committee, George Lumpa, stated that all procedures were followed and Dr. Bwalya was entitled to the allowance. All seven staff members charged were cleared of any wrongdoing and the education allowances were fully recovered by DBZ on July 18th, 2022.

The trial will continue on March 17th, 2023, with the judgement still pending.

Immigration Department has re-arrest the Eight Croatian nationals discharged by the Court

The Zambian Department of Immigration has rearrested the Eight Croatian nationals discharged by the Ndola Magistrate Court regarding the case of child trafficking involving four juveniles from DR Congo.

On Monday morning, the State discontinued the matter of attempted child trafficking of four children from the Democratic Republic of Congo (DRC) charged on the four couples.

Department of Immigration Public Relations officer Namati Nshinka said the department received instructions from the National Prosecution Authority (NPA) to have the 8 Croatians rearrested.

Mr Nshinka confirmed that the eight were arrested yesterday were not charged by news time.

“Yes the eight Croatians have been rearrested. We received instructions from NPA to re-arrest,” Mr. Nshinka confirmed late on Tuesday afternoon.

The eight were first arrested at the Simon Mwansa Kapwepwe Airport Ndola on 7th December, 2022 on suspicion that they were attempting to traffic four children aged between one and three-years-old.

Zambian authorities on Monday ordered the eight discharged Croatians to leave the country within 48 hours.

When discontinuing the case, State advocate Mahape Libakeni, who made the application on Monday morning, stated that the matter was discontinued pursuant to section 88(a) of the Criminal Procedure Code chapter 87 of the laws of Zambia.

In response, lawyers from the Legal Aid Board representing the eight Croatian nationals did not object to the application from the state.

Ndola Chief Resident Magistrate Dominic Makalicha in delivering his ruling on the application granted the application with an emphasis that a discharge was not an acquittal.

In this case, it was alleged that on December 7, last year, Damir Magic, an electrical technician and Nadic Magic, a chemical teacher, jointly and while acting together, attempted to traffic a child namely Beatrice Magic.

It was further heard that this was within the territorial boundaries of Zambia for the purpose of exploitation.

In count two, another couple namely, Subosic Zoran, a musician and Immovic Subosic, a Constitutional Court administrator, on the same date attempted to traffic a child namely Mariella Kalinde Immovic Subosic within the territorial boundaries of Zambia for the purpose of exploitation.

Further, Ladislav Persic, a veterinary doctor and Aleksandra Persic, a
dog beauty stylist on December 7, this year allegedly attempted to
traffic a child namely Jona Asnate within the territorial boundaries
of Zambia for the purpose of exploitation.

It was also alleged that Noah Kraljevic, a human rights activist and Ivona Kraljevic, a proxy woman at that country’s national theater, were also alleged to have attempted to traffic a child namely Jean Val Kraljevic within the territorial boundaries of Zambia for the purpose of exploitation.

The Croatian nationals were on 23rd January, 2023 released on bail pending trial. On 12th January, 2023, Magistrate Makalicha granted bail to eight (8) Croatian nationals charged with the offence of attempted trafficking in four children of Congolese origin on the Zambian territory.

On the first day of trial, Magistrate Makalicha granted bail of K20, 000 each to the eight suspects with two Ndola based traceable sureties.

Earlier on 23rd January, 2023 continued trial failed to take off as Magistrate Makalicha was not available.

Monday, 23rd January 2023, was supposed to be the second day of trial and more witnesses were scheduled to testify before Magistrate Makalicha.

Trial in this case started on January 12 in the Ndola Magistrate’s Court with three witnesses testifying during a three-hour long court session.

On 10th January, 2023, the eight suspects pleaded not guilty to the offence of attempted trafficking in four children of Congolese origin on the Zambian territory.

The Immigration Department on 7th December, 2022 in collaboration with police in Ndola stopped an alleged illegal adoption involving four Congolese children who were destined for Croatia.

No statement has been made about who is taking care of the young children who were to be adopted.

Poverty Reduction is the True Measure of Social Progress

Chibamba Kanyama did well to highlight the economic strategies or the “daunting challenges” facing HH and his New Dawn team. The strategic priorities seem to stress “creating an environment for the private sector to thrive,” as well as the adopting of more prudent financial management measures and the building of partnerships for the restructuring of the country’s crippling $17 billion debt. (Lusakatimes.com, January 21,2023).

But missing from this conversation, I believe, is one critical element: what is the strategy for mitigating the conditions of equally crippling extreme poverty that still afflicts 60 to 80 per cent of our fellow citizens? Those, in urban and rural settings, who eke out a living under distressful circumstances just to find food to eat or clean water to drink. Those without decent shelter and proper sanitation and who fall victim daily to hostile elements and preventable diseases.

Those still struggling to access basic education who, like the children of Senga Hill of Muchinga and elsewhere, still attend classes without desks, nearly sixty years after independence . Those ever swelling armies of unemployed youths, clearly a national ticking time bomb, who still wait for emergency programming of national resources to address their plight. Those expecting young mothers who lack access to rudimentary antenatal healthcare and are ever fearful of dying in childbirth. And not to mention those suffering from the vagaries of malnourishment, disease etc in the remote settlements of Chienge, Chavuma, Gwembe, Malambo, Nangoma, Shang’ombo.

These social groups are impatient. They needed relief yesterday.

To the poor, government preoccupations about the broad strategies for economic growth, private sector investment, foreign debt restructuring, or even inflation reduction, stabilization of the Kwacha or, indeed, how to attract foreign direct investment ( FDI), amount to distant mirages.

Clearly, there must be a concrete programme , complete with measurable deliverables, targets and timetables, to alleviate widespread poverty in Zambia, and to bring relief to so many through the expansion of social protections, including subsidies for the needy , unemployment support, food security or nutritional assistance, disability care, elderly care, social cash transfers etc.

This is no time to practise conventional economics.

Public interventions should be bold, quick, visible and focussed on the social or human development priorities — ordinary people must see and feel that there was a change of government in August 2021.. Focus should not be so much on servicing the Eurobond loans, or on attracting FDI or just that the private sector should thrive. The United Nations warns that only seven years remain to realizing the global “Sustainable Development Goals” – foremost among which is to “End poverty in all its forms everywhere by 2030.” Obviously, this will be a daunting task for Zambia. But people expect the New Dawn government to begin on that path.

As for the FDI, it always follows a period of uncertainty. My decades in the international development arena observing the FDI behaviours inform that foreign investors in Zambia are probably still hovering on the fences. They want their hegemonic business surveillances to signal the overall stability of the Zambian environment as to a) whether the country continues to operate on a strong, durable constitution with critical institutional structures in place, especially relating to the dependability of the separation of powers; b) that Zambia’s adherence to the rule of law endures, especially concerning the fight against corruption; c) that a clear policy consistency on the development agenda exists – that government says what it means and means what it says; and d) that indeed prudent economic management will prevail – without erratic or reckless instincts to borrow, beg or steal.

Given Zambia’s recent past – burdened by rampant corruption, overborrowing and debt defaults — getting the required policy alignment in these areas will be a tall order. Zambia still needs some time to endear itself fully to new investors and lenders. What is more, the New Dawn government’s mandate now has only three more years to go.

But I see optimism and potentialities as well. There are meaningful measures underway on the ground in three important areas. Most notable, is the policy for free education from primary to secondary school levels. This was accompanied by the recruitment of some 30,000 teachers to mitigate the manpower shortages and overcrowding in the education system.

Free education, undoubtedly, also means immediate relief to the struggling rural mother who could not afford to pay school or examination fees for her daughter. Second, the expansion of social safety nets, including social cash grants is a welcome feature to support the most needy and vulnerable in our society. What is critical now is proper implementation of these programmes to ensure help reaches the intended needy without leakages. And third, is the expansion and refocusing of the constituency development fund (CDF) – boosted by the New Dawn government from K 1.6 million to nearly K 27 million.

The CDF feature brings development closer to the people. If well managed, properly targeted and utilized, the CDF tool has the potential, in my view, to be centre for the most effective, innovative social programming in addressing the burning issues of poverty alleviation, skills development, and enhanced access to basic needs, including basic education, primary healthcare, decent shelter, clean drinking water as well as for youth and women empowerment initiatives in every region. It should be a highly impactful feature in uplifting the lives of the people.

Finally, the key point I want to conclude on here is this: Zambian development strategies must integrate the pursuits of private investments and economic growth with the human dimensions of equity and distributive justice. Ultimately, that will be the true measure of social progress in our society.

PF Media Director Slams UPND Government as “Punka” and Ineffective in Addressing Citizen’s Woes

Patriotic Front Media Director Antonio Mourinho Mwanza criticized the current government, saying that “Zambians have seen that the UPND government has failed” and “people are looking out to the PF to put its house in order.” In an interview on UNZA radio, he stated, “The people of Zambia are making comparisons. And they are looking at how life was during PF and how life is today… they are saying namutwipaya, ubunga, fuelo, fataleza, the cost of living. People have seen that what we have today is a punka government. A government of liars. A group of people that do not have any plan for the people of Zambia.”

Mwanza also expressed disappointment with the current situation in Zambia, pointing to the high cost of essential commodities such as mealie meal and fuel. He stated, “Today roller meal has reached K186 in certain places. And today breakfast has reached over K220 in certain places… you have a government that mocks those that cannot afford to buy mealie meal. You have a government that mocks those that cannot afford to have money for a bus fare.”

Mwanza accused the UPND of coming into power through lies, saying, “Unlike the PF, UPND came into power using lies… these are people who said mukativotela fuel muzayamba kugula pa K12. People are seeing. They said when you vote for us, farmers will be getting 8 bags of fertilizer, per farmer. Today we have situations where people have to share eight bags, 100 farmers in a cooperative.”

Regarding Vice President Mrs Mutale Nalumango’s comments on the mealie meal prices, Mwanza said, “And instead of telling people what the reality is, and sympathizing and empathizing with the people, they are mocking us. Ba mayo ba Nalumango, abakashi baba Bishop, balechita mock abantu, people are suffering. Ati if you can’t manage to buy breakfast buy roller meal, as if roller meal is cheap.”

Mwanza concluded by saying, “People are comparing how these things were being done during the Patriotic Front and how it is happening now. People are seeing that when you talk about mealie meal, they told us bazayamba kutigulisa unga pa K5 per 25kg. Today unga wafika over K200… And people are making comparisons.”

Kambwili get Bond as Kalaba and Chilufya joins in condemning Government

The arrest of Chishimba Kambwili, a prominent opposition leader in Zambia, for allegedly violating the Public Order Act has sparked outrage among opposition politicians and human rights advocates. Kambwili was arrested after welcoming a group of youths to his residence, leading Citizens First (CF) leader Harry Kalaba to label the arrest “unfortunate.” Mr. Kalaba went on to claim that President Hakainde Hichilema has been using the Public Order Act to suppress opponents, saying, “President Hichilema is on a mission to intimidate and oppress his colleagues in the opposition.”

Mr Kalaba has called for the complete obliteration of the Public Order Act, which he believes is an oppressive law used by President Hichilema to suppress opponents. He has also invited the international community to reflect on the situation in Zambia.

Kalaba has since called on the Zambian police to be professional and to advise the President on what is right and wrong, saying, “I urge the Zambia Police to be professional and begin to advise the President on what is right and wrong.” He also called for the complete obliteration of the Public Order Act, which he called an oppressive law. “The adjustments being made in the Public Order Act which would come in the form of Public Gathering act are cosmetic. We need to get rid of oppressive laws like the public order act. They have changed the name then what next. What we are calling for is a complete obliteration of the public order act,” Kalaba said.

And Hon. Dr. Chitalu Chilufya, a Presidential candidate for the Patriotic Front, called on the government to stop using the police as a political tool against opposition parties. Speaking to reporters, Dr. Chilufya stated, “To weaponize the police as an instrument of political mobilization against the opposition is totally unacceptable in a free and democratic society.”

Dr. Chilufya also decried Kambwili’s detention and alleged subjection to trauma as an act of torture, saying, “The detention of Chishimba Kambwili and further subjecting him to trauma is an act of torture that we cannot accept in a free and democratic society.” He went on to urge the government to exercise tolerance and respect divergent views in the political arena, saying, “The defining character of every democracy is TOLERANCE of one another’s divergent views. Democracy and the subsequent political pluralism it births, entails just that– that we are opponents and not enemies.”

Kambwili was eventually released on police bond and is set to appear in court soon. Following his release, Kambwili expressed confusion over why he was being treated like a common criminal, saying, “I did not understand why police were handling me like a common criminal.”
