Saudi bribes got Anthony fired-sources

President Hakainde Hichilema was forced to fire Anthony Bwalya from State House after it was discovered that he had over US$ 600,000 in his offshore account.

The funds are believed to have been a bribe Mr. Bwalya received for facilitating an investment deal between the Zambian government and a Saudi Arabia entity.

Sources very close to Mr. Bwalya disclosed that President Hichilema was made aware of the information during his recent trip to Dubai.

“This information surfaced a few weeks ago and the President instructed that he does not want to see Anthony anywhere near him and this left Cabinet office in a limbo,” the sources said.

“Very close friends advised Tony (Anthony Bwalya) to see the President and just confess and ask for forgiveness but it was too late.”

The sources said Mr Bwalya ended up meeting Deputy Secretary to the Cabinet Oliver Kalabo seeking his intervention.

“It appears it was Mr Kalabo’s idea not to sack him him but suggested redeployment and this is how Mr Bwalya ended up being sent to Tanzania,” the source said.

And in a Facebook post, Mr Bwalya confirmed his sacking.

He has since thanked President Hichilema and the people of Zambia, for the opportunity to serve, and that he is now looking forward to the new assignment.

“We have been re – assigned to go and serve the Republic, and the people of Zambia, at our mission in Dar Es Salam, as Deputy High Commissioner.As Zambia continues to pursue our rapid economic reconstruction agenda for more jobs and business opportunities for all, we must continue to invest in mutually beneficial relationships with countries in the region and beyond,” he said.

Mr. Bwalya said the President and the new administration have made so much positive progress since assuming leadership.

“The economy is on a clear path to growth, the new CDF model is delivering phenomenal economic development possibilities and opportunities for people in the communities where they live, while thousands of our children now have a real opportunity to attain basic education – thanks to the free education policy.”

He said In order to consolidate our push to deliver improved livelihoods for all through trade and investment, we must leverage economic diplomacy to open up new markets, while expanding existing trade and investment channels with other nations.

“With Zambia being open for business, we have a duty and responsibility to identify and harvest economic opportunities present in other countries, and work towards translating these opportunities into jobs and incomes for our people here at home.”

Anthony Bwalya dropped as Presidential Spokesperson

President Hakainde Hichilema has appointed Presidential Spokesperson Anthony Bwalya as Deputy High Commission at the Zambian Embassy in Tanzania.

This was announced by Secretary to the Cabinet Patrick Kangwa in a statement.

Mr. Kangwa said the appointment of Mr. Bwalya into the Diplomatic service is with immediate effect.

He said Mr. Bwalya has served as Presidential Spokesperson at State House since 2021 until his appointment as Deputy High Commission to Tanzania.

Mr. Kangwa said President Hichilema has thanked Mr. Bwalya for his contribution as Spokesperson at State House.

In a statement, the President is confident that Mr. Bwalya will serve the government and citizens of Zambia to the best of his ability as he takes up his new appointment in Tanzania.

IMF Managing Director Praises Zambia’s Economic Progress but Urges Swift Resolution of Debt Situation

International Monetary Fund (IMF) Managing Director Kristalina Georgieva concluded her January 22-24 visit to Zambia with a statement on the country’s economic situation, praising the nation’s “enormous potential” given its natural resources and young population.

“I came out of these interactions hugely impressed by Zambia’s enormous potential given its rich endowment of natural resources, and a dynamic and entrepreneurial young population,” said Georgieva. “Zambia is making tremendous progress on reforms, at what is a particularly challenging time for the world economy.”

During her visit, Georgieva met with President Hichilema, Minister of Finance and National Planning Musokotwane, and Central Bank Governor Kalyala, as well as students, civil society, and members of the private sector.

In her statement, Georgieva commended the government’s efforts to improve the use of public resources by redirecting funding from poorly targeted and inefficient spending to education and health. “I want to especially highlight Zambia’s efforts to improve the use of public resources by reallocating resources from poorly targeted and inefficient spending and redirecting them to much-needed spending on education and health, a critical investment in Zambia’s most precious resource—its people,” she said.

She also praised the government’s attempts to increase transparency and combat corruption, noting that these steps are vital for protecting public resources for the benefit of all Zambians and creating a better environment for investors and businesses.

However, Georgieva emphasized the need for swift resolution of Zambia’s debt situation in order to preserve positive growth momentum and complement the nation’s reform efforts. “Zambia also needs swift resolution of its debt situation to complement these reform efforts and preserve the positive growth momentum,” she said. “We recognize that these are complex and challenging discussions, but it is clear from my visit that Zambia is doing its part, so I strongly encourage creditors to move forward and reach an agreement on a debt treatment as soon as possible. That would ensure we can move forward with the first review of the Fund-supported economic program and resolve a key source of uncertainty weighing on the outlook.”

Overall, Georgieva expressed optimism about Zambia’s future and the potential for the nation to achieve a more resilient and inclusive future through continued economic reform and debt resolution.

Cooperatives urged to commercialise operations

The Zambia Cooperatives Federation (ZCF) has said the cooperative movement in the country should reclaim its lost glory of being a major contributor to the national gross domestic product (GDP).

ZCF Business Development and Projects Manager, Godfrey Munyoro, said cooperatives must move away from the idea of concentrating only on crop farming and begin to engage in business and commercialise their activities.

Mr Munyoro said the cooperative movement alone has the capacity to employ thousands of people and contribute to the reduction of the high unemployment rate the country is currently faced with.

He explained that the over 1,500 solar milling plants dotted around the country can turn around the country’s economy for the better if they are operated for commercial production of mealie meal and supply of electricity to nearby households.

“Don’t underestimate the capacity of these solar milling plants. They are commercially viable,” he said.

Mr Munyoro said this in Mwinilunga district today during a meeting with cooperative representatives from Ikeleng’i and Mwinilunga districts.

He explained that the federation has since embarked on a sensitisation programme to revamp the cooperative movement in the country.

And ZCF Director General, James Chirwa, reminded the cooperatives of their self-reliance nature and advised them against depending on government for funding and running of their day to day activities.

Mr Chirwa said in a phone address that the cooperative movement in Zambia has failed to progress over the years because some people establish cooperatives for wrong reasons, coupled with the perpetual dependency on government for funding.

He revealed that the federation is establishing a provincial cooperatives development fund to provide easy access to affordable loans by cooperatives in addition to decentralising the Cooperatives Recapitalization Fund (CRF) to provinces.

Mr Chirwa warned cooperatives against engaging in partisan politics saying it is one of the reasons most of them have failed to succeed.

“Cooperatives are nonpolitical entities, we can work with the government of the day without being political,” he said.

Meanwhile, Mwinilunga district cooperatives union chairperson, Roy Kashinakaji, thanked ZCF for organising the meeting.

Mr. Kashinakaji said the meeting made cooperatives reflect on how they can commercialise their activities.

Copperbelt Province Minister cautions citizens against illegal charcoal production

Copperbelt Province Minister Elisha Matambo has cautioned citizens against illegal charcoal production, illegal harvesting of timber and willful encroachment in the protected forest reserves as Zambia fights global warming.

When launching the 2022/2023 provincial tree planting season by the Forestry Department and Cooperating partners in Ndola on Tuesday, Mr. Matambo said cutting down of trees has contributed to global warming.

He urged more citizens to actively participate in tree planting as a way of fighting global warming.

Mr. Matambo said Zambia is targeting to plant trees covering two million hectares of land by the year 2030 hence the need for stakeholders to get involved in the exercise.

“The importance of planting billions of trees across the planet can never be underestimated. Planting trees is one of the best and cheapest ways of taking 25 percent of carbon dioxide out of the atmosphere. In turn, this will help tackle the global warming crisis, hence resulting in climate change mitigation. The need for urgent action is clear, as rapid climate change is progressing at a fast pace. Tree planting would have almost immediate results since trees remove more carbon dioxide when they are young. As we all know, forests are essential for life. Forests also provide a habitat for a huge selection of plants and animals. Forests protect our peaceful special places. They inspire wonder and provide special places to relax and importantly they supply the oxygen we need to survive. The importance of the forests to the welfare of our society can never be overemphasised. Before we can even mention any job and wealth creation, our very existence depends on this very important god given resource. Forests provide us with the oxygen we breathe every day and sink greenhouse gases and other gases, which are responsible for the global climate change,” Mr. Matambo said.

The Copperbelt Minister Highlighted the fundamental role forests play in regulating rainfall and stream flow is vital for agricultural production and power generation.

“Let me take this opportunity to urge all of us to take keen interest in protecting the forest resources for our betterment and the betterment of our children. Through the able leadership of his excellence Mr. Hakainde Hichilema, president of the republic of Zambia, has put in place adequate legislation that encourages the participation of all stakeholders in the management of the forest resources and forest restoration programmes. This includes the forest policy of 2014 and the forests act number four (4) of 2015.I urge the people of Copperbelt province to avoid acts that sabotage our forest resources. Such acts include illegal charcoal production, illegal harvesting of timber and willful encroachment in the protected forest reserves,” he said.

“These vices are not only counterproductive, but go against the rules that we have put for ourselves to be able to co-exist with nature and operate within the confines of the law. We should not only know how to cut trees but much more on how to replenish them. Trees take a very long time to grow and reach maturity, but take only a few minutes to cut. Let us therefore be very conscious of our actions and the effects that our actions will have on our children. Apart from the obvious tangible benefits, forests guarantee Zambia’s essential water supply. The fundamental role forests play in regulating rainfall and stream flow is vital for agricultural production and power generation.”

He said Zambia has committed to plant 2 million hectares of land with trees by 2030.

“Forests also play important roles in climate change, which include the following: increased tree cover helps to lower the air temperature and reduce the heat intensity of the greenhouse gas effects by maintaining low levels of carbon dioxide; forests produce wood fuels as an alternative to fossil fuels; and Forests have the potential to absorb about one-tenth of global carbon emissions projected for the first half of this century into their biomass, soils and products and store them in perpetuity. So, in order to address climate change’s negative effects, the government of the republic of Zambia signed the UN climate change conference as a contribution to the external dimension of the EU green deal and has committed to plant 2 million hectares of land with trees by 2030,” Mr. Matambo said.

Government, CIFOR, EU launch the Agroforestry, Biodiversity and Climate project

The government, in collaboration with the Center for International Forestry Research (CIFOR) and the European Union (EU), has launched Zambia for Agroforestry, Biodiversity and Climate project (Z4ABC).

Speaking during the launch of the project in Lusaka yesterday, Ministry of Green Economic and Environment Permanent Secretary, John Msimuko, said the four-year project which the EU is funding with 4.1 million Euro is aimed at supporting sustainable value chains in the lower Zambezi, Luangwa and Nyika corridor.

Mr. Msimuko explained that the project’s range of value chains and the associated production systems include value chains products produced in climate-smart systems and practices that spare land from further deforestation and forest degradation thus supporting reforestation among others.

He stated that the Z4ABC project is a move that complements the efforts which promote development of climate-relevant, productive and sustainable food systems since rural communities depend on the natural resources as their main source of livelihood.

“During the past decade, droughts and increased floods due to climate change have threatened many livelihoods thereby negatively affecting their food and water security and water quality, therefore this project will assist in improving the livelihood of the rural communities,’’ he said.

And the EU delegation Counsellor, Matthias Reusing, said the EU and its member states will remain committed in uplifting the lives of the Zambian people through deliberate climate-relevant projects that will see Zambia achieve its Nationally Determined Contributions (NDCs) to cut down carbon emissions.

Mr Reusing noted that climate-relevant strategies contribute to sustainable transformation of agriculture and food systems in low and middle-income countries.

“Now is the right time to act and put on hold the preparatory works for the mining operations in the national parks as they are a threat to the natural resources,’’ he suggested.

Meanwhile, Center for International Forestry Research (CIFOR) Country Coordinator, Maimbo Malesu, noted the need for urgent climate adaptation and mitigation measures that will provide small holder farmers and rural entrepreneurs with an opportunity to secure a livelihood against threats of climate change.

Mr Malesu said engaging rural communities in climate-relevant and sustainable practices is crucial as it will give many households the necessary techniques to survive amidst the harsh impacts of climate change.

‘’Our current efforts must take a multi-sectorial approach to support climate change mitigation and adaptation, biodiversity conservation, ecosystem restoration and food and nutrition security for our local farmers. The responsibility to adapt and mitigate climate lies on all of us,’’ he said.

Speaking at the closure of the same event, Ministry of Agriculture Permanent Secretary, Green Mbozi, called on all stakeholders to support the objectives of the Z4ABC project which is targeted at contributing to the development of climate-relevant, productive and sustainable transformation of agriculture and forestry.

Mr Mbozi noted that the project will support efforts towards the Nationally Determined Contributions (NDCs) for Zambia which are fundamental to climate change mitigation and adaptation strategy as enshrined in the 2016 Paris agreement.

“I implore everyone to treat the threat of climate change seriously as it has the potential to negatively affect the main producers of food in our nation, particularly our smallholder farmers,’’ he said.

If Sishuwa Asks “What Is Two Plus Two?”, The Answer Is “Five” : The Ambassador, The Professor And The Archbishop

The Ambassador, the Professor and the Archbishop is the topic of my piece today. “An Ambassador, a Professor and an Archbishop walk into a…” sounds like the beginning of a bad joke.

I will start with the Archbishop who released a statement that seems to be alive as it has a heartbeat and blood running through its veins.

There were many questions during the past few days about an OCIDA presser;

Has OCiDA come to life?

What will they say?

Are they going to hold the press conference?

Why has it been canceled?

Will it be released to the Public?

What pressure was made to bear?

Who orchestrated the pressure?

Who will respond to what is said?

OCiDA did come to life and they said many serious and grave things that were wrong and needed to be attended to urgently. These matters included a range of governance issues that included regionalism, corruption, emerging dictatorship, high cost of living amongst many other issues.

They did not hold the presser at Kapingila House, but a written release was made after the cancellation of the press conference. High-level government officials visited the Archbishop, not for a confessional but, for presenting a gag seeking the silence of this servant of the lamb of God.

The Archbishop revealed last Sunday that Mwamba Peni, the Permanent Secretary(Special Duties) at Cabinet, was sent by Cabinet and State House. We now finally know what ‘Special Duties’ are assigned to Mwamba Peni.

The presser garnered more pre-release publicity than Prince Harry’s ‘Spare’. It equally had some zingers, although different from those released in ‘Spare’, that cannot escape great interest and attention from the general public.

The response by the British Royal family has only increased curiosity and interest in the “Spare”. Similarly, the build-up to the on-and-off press conference and non-address of the allegations has increased interest in the Archbishop’s statement. It has even managed to get international press coverage.

Nothing has been said as to how the issues raised by the Archbishop will be addressed. Instead, the response was to say that the presser was not the Archbishop’s. If the Archbishop sees a wrong, it is normal for other persons to see the wrong.

Suddenly we started hearing that the statement was not by the Archbishop but instead by Professor Sishuwa.

Instead of seeing Sishuwa’s shadow in all things critical of their shortcomings, the New Dawn should shine attention to the content of the criticism and address the identified flaws, or to employ competent people who can respond or explain the government’s actions.

Isolating Sishuwa as the nucleus of opposition puts him in harm’s way including political violence, especially in a society where many have been encouraged to believe that criticism of the government is not only wrong but should also attract punishment.

One of the reasons why the UPND are moved by Sishuwa’s criticism is that the usual strategies they employ to dismiss critics: that ‘they were quiet under PF’ or that ‘they are PF supporters’ does not apply to many.

The Archbishop poses a certainly pertinent question when he asks “not too long ago Telesphore Mpundu was your hero, what has changed?”

There are several other people who were heroes for the New Dawn but things have changed in the way praise singers are looking at them. I am thinking of individuals like; State Counsel John Sangwa, Civil Right Activist Brebner Changala, President Kelvin Fube Bwalya, President Nason Msoni and even popular social media like the Whistleblower Facebook page.

The British Royal family has failed to address the issues raised by Prince Harry in his book “Spare” and instead actively campaigned to undermine the book. Here in Zambia, the New Dawn has adopted the British Royal family response to “Spare” and also tried hard to debunk and undermine the Archbishop’s OCIDA statement.

They have tried to debunk the Archbishop’s statement by bringing in Ambassador Emmanuel Mwamba and Professor Sishuwa Sishuwa. To attack the Archbishop’s statement the New Dawn is saying the presser was written by the Ambassador and the Professor.

What is surprising is that, rather than answering the issues raised by the Archbishop, the focus is on “who wrote” the piece. It shows that they are unable to intelligently respond to what the Archbishop has said. If Archbishop asks “What is two plus two?” the answer will be “Four”.

You can’t tell me that if Sishuwa asks, “What is two plus two?”, the answer is, “Five”.

Court throws out Election Petition by both Lusambo and Malanji

FORMER Patriotic Front (PF) Kabushi lawmaker Bowman Lusambo and Former Kwacha lawmaker Joseph Malanji have both their petitions dismissed in the Ndola and Kitwe High Court .

The duo petitioned the elections of their rivals United Party for National Development (UPND) Bernard Kanengo in Kabushi and UPND’s Charles Mulenga in Kwacha stating that they should be declared null and void as they were illegal.

However, their petitions have both been dismissed as they have been deemed to lack merit by the Ndola and Kitwe High Court respectively.

In Ndola, Lusambo petitioned Kanengo, the Electoral Commission of Zambia (ECZ) and the Attorney General seeking that the court declare the election of Kanengo as null and void.

In his submission in trial, Lusambo stated that the election had low voter turn out because his face was not on the ballot papers.

He claimed that ECZ misconducted itself by barrying him from contesting, which made it a non-democratic election and further stated that the move by ECZ tantamounts to contempt of court.

“The election was illegal and therefore this court should declare it as null and void,” he said.

High Court judge Ruth Chibbabbuka in passing judgement and dismissing the case said that all the allegations against Kanengo could not be substantiated.

“Thus, this allegation cannot be the basis upon which the election can be nullified or voided. Having found as I have, that all the allegations have failed and cannot be substantiated, in accordance with Article 97 (2) (b) of the Electoral Process Act, this petition is hereby dismissed for lack of merit. As this matter is one of public interest each party will bear their own costs for this petition,” she said.

Meanwhile, in Kitwe Malanji who equally petitioned the current Kwacha lawmaker Mulenga and ECZ also had his case dismissed.

Judge Conceptor Zulu who was sitting in the Kitwe High Court dismissed Malanji’s petition because some of the grounds of the petition had no merit.

She said there was no evidence that the petitioner was prevented from filing his nomination and therefore there was no merit in the petition.

“I have come to the conclusion that there was no merit that the ECZ did not comply with the stay that was made by the court,”she said

China Slams US for Sabotaging Zambia’s Debt Talks, Accuses Treasury Secretary of Ignoring America’s Own Fiscal Woes

China has issued a strongly worded statement in response to comments made by US Treasury Secretary Janet Yellen on her recent visit to Zambia. Ms Yellen had claimed that China was holding up debt restructuring talks in Zambia, but the Chinese government has denied these claims and advised the US to focus on its own domestic debt issues instead.

Ms. Yellen was quoted as saying that China needed to move with speed while President Hakainde Hichilema urged all parties to ensure that Zambia’s debt restructuring talks were concluded in the first quarter of the year.

In the statement, the Chinese Embassy in Zambia said that “the best prospect of the debt issues outside the U.S. would be the U.S. Treasury Department solving the U.S.’ own domestic debt problem, given how well she knows about facts, her professional capacities and her team’s implementation ability.”

“Assuming Secretary Yellen’s statements about debt were correct, the best prospect of the debt issues outside the U.S. would be the U.S. Treasury Department solving the U.S.’ own domestic debt problem, given how well she knows about facts, her professional capacities and her team’s implementation ability.”

The spokesperson went on to note that, according to news reports, the U.S. Treasury has begun taking “extraordinary measures” to meet its obligations, after the U.S. government hit its $31.4tn borrowing limit. Secretary Yellen has urged lawmakers to raise the debt ceiling sooner rather than later to avoid an unprecedented default and protect the credit of the United States.

The Chinese Embassy spokesperson also stated that Yellen’s words and actions have “eloquently revealed how and why the U.S.’ catastrophic debt problem is emerging, which convinces the world to drop the previous assumption that her statements about debt issues are correct.”

The statement also highlighted China’s active role in co-chairing Zambia’s Official Creditor’s Committee under the G20 Common Framework and working to find a sustainable solution for Zambia’s debt related to China. It also said that China looks forward to the US playing a “constructive role in the process.”

The Chinese government concluded the statement by saying that “even if the U.S. one day solves its debt problem, it is not qualified to make groundless accusations against or press for other countries out of selfish interests, because it cannot at all alleviate U.S.’ tremendous responsibility for the reason of the world debt issues, let alone the fact the U.S.’ domestic debt problem is now worsening the the world’s economic and financial stability.”

WEEKEND SCORECARD: Numba Quietly Makes Early Impact At Kabwe Warriors

Mumamba Numba has quietly made a good impression in his first three games in charge of Kabwe Warriors.

Numba was appointed Warriors coach in mid-December three months after he was sacked by Zesco United after three seasons in charge of the nine-time champions.

He was fired after two successive failures to qualify Zesco to continental group stage competition.

Numba’s return to the bench has seen him start his tenure with a three-match unbeaten start in his six-month deal with Warriors.

Last Saturday, Warriors beat Prison Leopards 2-1 at home in the Kabwe derby to hand Numba his second win in charge.

This is after kicking off his reign on January 8 with a 1-0 victory over Nkana at the same venue and has now collected 7 out of a possible 9 points.

The results see Warriors move second from last and out of the bottom four relegation zone and now sit on the trapdoor at number 14th on 23 points, three points behind his former charges Zesco who are 10th.

Next up for Numba is a big test against the defending champions Red Arrows whom they visit this Saturday at Nkoloma Stadium in Lusaka.

But Arrows have picked up one point after losing five straight games and trace their last league win to November 19 when they beat Nkwazi 2-1 at Nkoloma.

Meanwhile, the standard has already been set for Numba against Arrows by his predecessor George Lwandamina whom he replaced at Zesco and who has now replaced him at the same club.

Warriors beat Arrows 1-0 under Lwandamina in Kabwe in the first leg played on September 1.

UPND will prove its critics wrong on its plans to run the mining Industry-Kabuswe

Mines and Minerals Development Minister Paul Kabuswe has said that the UPND administration will prove its critics wrong on its plans to run the mining industry in the country, saying “loleleni, mukatotela” by 2025.

Speaking when he featured on Radio programme dubbed “Let the People Talk” on Tuesday, Kabuswe said that some armchair critics have been saying that the UPND government has no clear policy on that would ensure that the country benefits from its mineral wealth.

He said that, to the contrary, the UPND administration has formulated the mining policy and established the Minerals Commission while a law is in the pipeline, saying all these measures are aimed at ensuring to restore sanity in the mining sector and have a structured mining industry.

“The mining sector had stagnated for a long time. Zambia’s mining industry was not regulated. But the UPND government has formulated the mining policy that is aimed at bringing sanity in the mining sector, including small scale and artisanal mining. Apart from that, we have established the Minerals Commission to ensure that all mining activities are regulated,” Kabuswe explained. “Ba M’membe na ba KBF balelanda ati tatwakwata plan. Loleleni. By 2025 mukatotela (Just wait. You will be thankful by 2025). President Hakainde Hichilema and his leadership has a spine. Some leaders have no spine, they just talk. We have a plan. We want a structured mining sector.”

Kabuswe said that the UPND government wants to sanitise the mining sector and ensure that Zambians participate in mining activities “in a regulated manner.”

“A law is at consultation stage that will compel mining companies to give a certain threshold to Zambians. We want to encourage Zambians to form consortiums, establish artisanal mining industries. So far we have 400 plus applications for mining licences from both local and foreign investors. We are not going to allow foreign investors to dance on our heads,” Kabuswe said. “Whoever goes in the mining, be it copper, gold or manganese, must behave. Previously unscrupulous buyers were buying gold at a cheap price because there was no proper regulation in this sector. There were no monitoring mechanisms in place and most mining activities were being done illegally. Only a few individuals were benefiting from manganese mining, for example. We are not going to allow that. So far criminality in the mining has been curtailed. And the shovel and pick kind of mining has to come to an end.”

The Chililabombwe legislator also acknowledged that economic activities have dwindled in districts that depend on copper mining.

“My umbilical code is in Chililabombwe and I can tell you that looking back to the days of ZCCM when mining activities were ticking, things have drastically changed. Currently the situation is sad there. It’s the same in Chingola, Kitwe and Luanshya. Even me it breaks my heart. But we are equal to the task,” said Kabuswe.

He also said that the UPND administration has created a conducive environment for investment in the mining, which he said has led to foreign mining firms expressing interest to come to Zambia.

Kabuswe said that the tax holidays that the UPND government has extended to mining companies are meant to encourage investment in the sector, saying this will go a long way in ensuring that the country reaches 3 metric tonnes of copper production in the next 10 years.

He said this is attainable because of Zambia’s political stability and a predictable economy.

“Zambia has had seven Presidents with smooth and peace transition of power. We have enjoyed political stability. Additionally, the UPND government has brought about predictability in the economy. Previously there was no predictability in the economy, which made it difficult for foreign investors to invest in the mining sector,” said Kabuswe.

He also said that government, through ZCCM-IH, has made significant progress on the out of court settlement with Vedanta Mineral Resources, but could not give details, saying the nation will be updated once negotiations are concluded.

Bowman Lusambo heaps praise on Garry Nkombo as one of the hardworking Ministers in UPND

Former Lusaka Province minister Bowman Lusambo says Local Government minister Garry Nkombo is one of the most hard working Cabinet Ministers in the UPND administration, and has been making decisions in public interest while the other ministers are being robotic and waiting for the President to do the work for them.

Speaking through an interview Lusambo said the Nkombo was not being governed by politics in the decisions he was making.

“For me, minister Garry Nkombo is one of the most hard working ministers in the UPND administration. And the decisions that he has been making regarding the keep Zambia clean, green and healthy are what I would call mistakes that are in the interest of public because they are meant to bring sanity in Lusaka district and other districts across the country. These decisions that my brother Garry Nkombo has been making are in public interest, but not in political interest. We tried that with Miles Sampa but we pulled out because of political interests,” Lusambo said. “And a minister who makes a certain decision and the President says that you have made this decision in the execution of your duties, but you have made it at a wrong time, is a good minister. My only advice to my brother Garry Nkombo is that he should be consulting other stakeholders and the local authority. He should take time to consult the current mayor Chilando Chitangala. I used to consult her when I was Lusaka Province minister and she proved to be very instrumental.”

However, Lusambo said that most of the Cabinet Ministers serving in the UPND administration are robots who are underperforming.

Lusambo, who is also former Kabushi member of parliament, said that President Hakainde Hichilema is bound to fail if he maintains robot Cabinet Ministers that have failed to buy into his vision.

He said that President Hichilema needs a team of Cabinet Ministers that would buy into his vision so that he can deliver on his campaign promises.

“God created this country called Zambia and gave authority to Zambians to govern themselves and delegated that authority to the President. And the Head of State, in turn, delegates his authority to Cabinet Ministers, permanent secretaries, district commissioners and technocrats. But what we are witnessing in this country today is unprecedented,” Lusambo explained. “I will pick the agriculture sector, for example, where it had to take the entire President to explain to the Zambian people about the delayed distribution of fertiliser and gave assurance to the people of Zambia. I was touched when the President said that on top we are talking but on the ground things are not working out. That only goes to show that the minister of agriculture and the permanent secretary have failed. And at the peak of load shedding it had to take the President to conduct a fact finding mission to Maamba Collieries and Kariba North bank and yet the director at ZESCO, the minister of energy and his permanent secretary knew what was going on. All they needed to do was to face the Zambian people and explain these things. Then you have Frank Tayali as minister of Transport and Logistics who is always fighting stakeholders in that sector. These are just examples of failed ministers and the least is endless. Most of the Cabinet Ministers serving in the UPND administration are robots who have failed to buy into President Hakainde Hichilema’s vision and are now exposed that they are underperforming. Governance is not child’s play. Governance calls for hard work. If the President Hakainde Hichilema maintains robot ministers, he is bound to fail.”

Lusambo said that while in opposition President Hichilema demonstrated that he had good ideas and if well executed they can change the lives of the Zambian people.

He said that the country cannot continue spending tax payers’ money on underperforming ministers.

“President Hakainde Hichilema had demonstrated that he had good ideas on how to improve the lives of the people in the country. And you can’t tell me that all of the sudden those ideas have disappeared. It is simply tells you that he has underperforming ministers who are just robots. How can you justify giving tax payers’ money to ministers that are not working? How? The country is too big for the President to be everywhere. You will kill the President with pressure,” Lusambo said.

He urged President Hichilema to make reshuffles to his Cabinet before it is too late.

“For minister Reuben Mtolo Phiri, the Ministry of Agriculture is too big for him and he has failed to settle in that position. He should be sent to Luapula, Muchinga or Lusaka Province as minister; if President Hakainde Hichilema wants to maintain him. Energy minister Peter Kapala should go back to the corporate world – he is a nominated member of parliament and is not in that position by virtue of holding a Constituency. Let him establish an engineering consultancy firm so that we can be consulting him. Frank Tayali should be Copperbelt Province minister so that he can be politicking because even in Ndola Central he is losing grip,” said Lusambo. “It doesn’t matter if you are a son to the President, brother or brother in-law to the Head of State; if you are underperforming you have to be kicked out. There are no two ways about it. And this is the right time. And the earlier the President realises the better.”

US’s Yellen and IMF’s Georgieva should have engaged opposition and visited Chibolya-Nawakwi

FDD leader Edith Nawakwi says she is wondering whether the IMF chief Kristalina Georgieva and United States Treasury Secretary Janet Yellen’s visit are private visitors to President Hakainde Hichilema and his government or the people of Zambia, saying they should have found time to engage with the opposition and other stakeholders including taking visits to Chibolya, Kalikiliki Compounds and Lusaka’s Central Business district to see the squalor ordinary people are living through.

Speaking with an interview Nawakwi said the western leaders should have also visited the local clinics and hospitals within the limitations of their time.

“So they came here for PR exercise to be seen to give condolences to the dying UPND, and if those in UPND are excited that Yellen came so be it. This is the usual PR western leaders do and it finds home to naïve leaders on the continent,” Nawakwi said. “Two days ago there was a news item of two babies dying in Nangoma in incubators and following that there is this glee from the minister that Zesco has installed a standby genset, and the MP for the area and the minister are speaking with glee without any recourse to the two children who died in incubators.”

Nawakwi accused the IMF and their associates of funning civil strife in the country by not helping to address the problems the country was going through.

“If Zambians should take the 1987 food riots, it will fall squarely on Hakainde and those two ladies because they came here not to help Zambia but to concretise their business. And it’s a very naïve and an initiated leader who goes to bed with the Americans. I always say look at the Tanzanians for the simple reason that the leader there is a woman. She is talking to China and India and there is a $3 billion pledge from that country. But a naïve leader here says he wants to get $1 billion from the IMF. It’s a joke actually,” Nawakwi said. “Here is a leader who starts exporting our maize without doing clear stoke taking. He wants to be a champion of international trade at the expense of the lives of Zambians. I went to National Milling, they have increased feedstock by K50, a bag is now going at K500 and on top of that they are operating without power. He has to export because probably that is the agreement he has with IMF.”

Nawakwi said the President could have drawn lessons from Egypt where the government there went with the opposition to negotiate for their own IMF package, for the purpose of getting opposition voices on board and so that the opposition could not use the IMF deal to de-campaign the government in the event it backfired.

“Where they private visitors for the government and Hakainde in particular or where they are visitors to the Republic of Zambia? One would have expected that they would have wider consultation with all the stakeholders concerned, and indeed take a trip to Chibolya and Kalikiliki and Freedom Way and the hospitals within the limitations of their time to see the squalor,” she said.

Nawakwi said that if she were in government, she would have engaged the two ladies differently, saying “they are not people you discuss with by standing up and they are talking down to you.”

“What have they brought? Zero. They say we have clinched the IMF deal. Where is it as in the hard cash? How can you agree with the Chinese when you are deriding them in Washington? Who is important in this? It’s the Chinese. They are telling you not to deal with the Chinese but they are taking money from the Chinese,” said Nawakwi. “Don’t try to ask me questions about the cattle economist. We are struggling on the streets. Look at the potholes, the squalor. This is not a person you can advise. Those ladies want to put it on record that they came to Africa … Americans have given us mosquitoes in the Open Bombay and the Chinese have given us Kafue Gorge Lower.”

She said that she was already on the streets and President Hichilema will join her not too long from now if he proceeds on the same path he was on right now.

Opposition Golden Party opposed to the return of Indian investor Vedanta

Opposition Golden Party of Zambia (GPZ) President Jackson Silavwe has opposed the imminent return of Indian investor Vedanta Mineral Resources to run Konkola Copper Mines (KCM).

Mr. Silavwe said only corrupt, inept, puppets of foreign business interests and self serving individuals and Government can talk about returning Vedanta back to KCM.

The Government through ZCCM IH is currently settling the case of disputed KCM ownership emanating from liquidation outside court.

Mine unions last week urged the Government to bring back controversial Vedanta to run the dormant KCM if it can’t find an alternative investor.

Heads of the Mine Workers Union of Zambia (MUZ), United Mineworkers Union of Zambia (UMUZ) and National Union of Miner’s and Allied Workers (NUMAW) held a joint media briefing at Katilungu House in Kitwe to advocate the return of Vedanta to run KCM.

But Mr. Silavwe said Vedanta cannot be relied on to run KCM because it was a crooked investor.

He said Vedanta was making $500 million per year in profits by the owners’ admission for more than 7 years but siphoned it out of the country whilst declaring losses to the Government

Mr. Silavwe said Vedanta has demonstrated lack of care and respect for the people of Zambia.

“Vedanta was making $500 million per year in profits by the owners admission for more than 7 years, siphoned it out of the country whilst declaring Zero to the Government. Invests “$1million” in PR stunts and makeshift projects plus a bunch of promises and some Zambian’s start singing praises to them. If you think such a company cares about your Country, you are greatly mistaken and very naive. I accept to be a villain and be insulted by Vedanta. Whether President HH and his Government returns Vedanta or not I stand by our position. If this is the mentality we have as a people, we are not fit to have such natural resources. What a mindset,” Mr. Silavwe said.

The Golden Party of Zambia leader charged that returning Vedanta back to KCM will be a national disgrace.

Mr. Silavwe said Vedanta failed to run KCM for the benefit of the Zambian people.

“We would like to differ with the Minister of Mines Honourable Paul Kabuswe and the 3 three mining unions, MUZ, NUMAW and UMUZ on returning Vedanta back to KCM. Vedanta’s return will be a serious indictment on our collective National thinking or the lack of it.KCM under Vedanta only benefited the owner Mr. Agarwal and his business associates. No wonder he boasted on video that KCM had been giving him $500 million every year in profit, plus an extra $1 billion since 2003 and yet KCM was declaring losses to the Zambian government,” Mr. Silavwe said.

He said GPZ was aware that President Hakainde Hichilema and his UPND regime lacked the will to allow Zambians to run local mining firms.

“We know President Hichilema and his administration lack any impetus to return Zambian ownership in any mine and run it profitably, the least they can do is look for a “new investor” that will come and loot our resources again in the name of providing jobs to locals and paying contractors. Only corrupt, inept, puppets of foreign business interests and self serving individuals and Government can talk about returning Vedanta back to KCM. By all accounts, Vedanta failed to run KCM for the benefit of the Zambian people. No matter the grand public relations (PR) stunts and secret exchange of dollars to politically exposed people, returning Mr. Agarwal and his Vedanta will be a huge disgrace to our Nation period,” Mr. Silavwe concluded.

The UPND Government has been pledging to unlock the mining sector that is currently faced with challenges of unresolved mine ownership, lack of capital injection and closure of certain operations.

President Hichilema off for to Senegal for Dakar Summit on Agriculture for Zambia

President HAKAINDE HICHILEMA of Zambia has left for Senegal to attend the Dakar two-day summit on Agriculture. President HICHILEMA is part of a select Committee of African Heads of State tasked to ensure the continent mobilizes cheaper capital for the Agricultural inputs and value chain investment. The Head of State has been invited to attend the summit by his Senegalese counterpart MACKY SALL who is also Chairperson of the African Union.

The President was seen off by Foreign Affairs and International Cooperation Minister STANLEY KAKUBO, Lusaka Province Minister SHEAL MULYATA and Service Chiefs at the Zambia Air Force -ZAF Base Airport. The Presidential Challenger took off at 10:45 hours. And Speaking to journalists shortly after the President’s departure, Mr. KAKUBO said President HICHILEMA’s International trips are of great benefit to the country’s development. Mr. KAKUBO explained that the President will only focus on trips that will be of great benefit to the country.

The Head of State will participate in the summit from tomorrow, January 25th, up until Friday, January 27th, 2023. The Ministry of Foreign Affairs and International Cooperation Minister Stanely Kakubo said the trip is at the invitation of the President of that country Macky Sall.

He said in a statement that Mr Hichilema is part of a select Committee of African Heads of State who are tasked to ensure Africa mobilises cheaper capital funds for the Agricultural inputs and value chain investment. “President Hichilema will therefore join 18 other Heads of State and Government at the second edition of this important Summit, convened in collaboration with African Development Bank (AfDB) and the International Fund for Agricultural Research (IFAR) where the African Development Bank is expected to announce its Compact Fund to support structural transformation in agriculture in countries such as Zambia,” he said.

Mr Kakubo stated that during the Summit under the theme, “Feed Africa: Food Resilience and Food Sovereignty”, the President will participate in Presidential High Level Roundtable discussions on agriculture ,food security and integration. He said President will as well as preside over the presentation of Zambia’s Compact on Agriculture, which outlines the country’s potential and strategies for development of the sector, in order to attract investments from to private sector stakeholders, multilateral organisations.

“The participation of the President in this meeting is therefore crucial in order to shore up the Government’s ongoing efforts to create opportunities for joint ventures and partnerships in the Agriculture sector, with key industry players, in recognition of it being a major source of livelihood for the majority of the Zambian people.The Government, under the leadership of President Hichilema, has continued to seek investments towards climate smart agriculture in order to enhance food security, ensure resilience of livelihoods and respond to the effects of climate change,” he said.

Mr Kakubo added that on the margins of the Summit, the President is also scheduled to hold bilateral meetings with other leaders and heads of key international organisations. The President’s participation in the summit is a significant step towards addressing the issues related to agricultural inputs and value chain investment, which are crucial for the development of the continent. The President’s presence in the summit will represent the country’s commitment to addressing these issues and finding solutions for them.

It is expected that the summit will result in the formation of concrete plans and strategies to mobilize cheaper capital for the agricultural inputs and value chain investment.
