Man arrested for defiling his 9 year step daughter

9

Northern Province Police Commissioner Mary Chikwanda says the police in Luwingu have apprehended a 39 year old man of Fikokonta village in chief Tungati area for allegedly defiling a 9 year old step daughter.

Ms Chikwanda who disclosed to ZANIS in Luwingu today said that Peter Kalyati Katongo 39 of Fikokonta village was last week arrested for defiling his step daughter on the 13th October 2012 and went into hiding for three weeks until his arrest last week.

She said that Katongo defiled his step daughter when the juvenile visited her mother from Bulambo village in the same chiefdom on material day and warned the girl not to disclose any thing to her mother or any elderly person in the community.

Ms Chikwanda said as the girl was coming out from the step father’s bedroom while crying she met her grand mother who was waiting to know the reason why the girl was crying.

The girl narrated to her that she had been defiled by her step father who was at the time still in the bedroom.

Ms Chikwanda said the grand mother together with the girl went straight to Luwingu police station where the matter was reported and a medical report form was issued.

She said the girl was accompanied by a police officer from Criminal Investigations Department (CID) Detective, Edson Sakala who went to the district hospital where the victim was examined and confirmed that she was defiled.

When police went to Shedai’s village to apprehend the Katongo, they found that the culprit had run away into unknown location in the same district.

Ms Chikwanda however, said Katongo was apprehended after a tip off from members of the public and is currently remanded in police custody awaiting to appear before Luwingu magistrate court soon.

Meanwhile, Luwingu subordinate court has referred the long awaited judgment of another defilement case to the High court.

This is in a matter where Shedai Mwaba 40, was allegedly accused of having defiled a 4 year old girl of Chope village in chief Chipalo’s area in Luwingu district.

Magistrate Davy Simfukwe said that the delay to deliver judgment was caused by the accused person who had escaped from lawful custody on 17th June 2011 and was apprehended this year on 29th August 2012.

Particulars of the offence were that Shedai Mwaba on an unknown date but between 15th and 23rd April 2011 had unlawful canal knowledge of a girl under the age of 16.

Magistrate Simfukwe said that according to state witness, Luwingu District Medical Officer, Dr Brian Chilando who examined the young girl said Shedai inflicted the victim with sexual transmitted disease called syphilis which Mwaba was also diagnosed with.

Mr Simfukwe said the girl was examined on 23rd April 2011 while Mwaba was examined four days later and both were found with the same disease.

Magistrate Simfukwe said state called five witnesses to testify and having summarized the whole evidence in the matter found that the evidence was overwhelming, credible and reliable.

“I am quite satisfied that the prosecution has proved their case against the accused person beyond reasonable doubt” he added.

The matter was referred to the High court for sentencing.

Former President of Zambia, Rupiah Banda has lauded the unique contribution being made by Africa’s premier electronic assembling company, RLG Communications towards solving the huge unemployment issue facing the continent.

He has therefore recommended RLG to replicate its initiatives in more African countries.

Ghana’s Joy FM reports that the visiting former Zambian leader was interacting with the Chief Executive of RLG Communications, Mr Roland Agambire when he paid working visit to RLG’s ultra-modern Assembly Plant at Osu in Accra.

Former president Banda is in Ghana to deliver a lecture on “Democracy and Good Governance in Africa” at the University of Ghana.

Rupiah Banda was President of Zambia between 2008 and 2011 and is currently the President-in-Residence at the African Presidential Centre, University of Boston in the United States of America.

Mr Banda toured RLG’s showroom, the mobile phone and computer assembling lines and interacted with company officials.

He commended the company’s founder and Chief Executive, Roland Agambire for “sacrificing his life for humanity”.

He said he was thrilled by interventions by RLG which have created employment for more than 30,000 people in Ghana, Nigeria and the Gambia and such initiatives were worth emulating by African governments.

The Chief Executive of RLG, Roland Agambire reiterated his commitment to ensure the youth on the continent are gainfully engaged to make meaningful contributions to the economies of various countries they live in.

Government is not intimidating but wants efficient service delivery-Sakeni

Chief Government Spokesperson, Kennedy Sakeni
Chief Government Spokesperson, Kennedy Sakeni

Government has said that it is not intimidating civil servants but demanding efficient service delivery which will benefit the Zambian people.

Chief Government Spokesperson, Kennedy Sakeni has said that it was wrong for people like Zambia Congress of Trade Union (ZCTU) president, Leonard Hikaumba to insinuate that some civil servants were failing to deliver due to intimidation from senior Government officials.

Mr Sakeni, who is Information and Broadcasting Services Minister, has said that all that Government was interested in seeing was efficient service delivery by civil servants for the benefit of the nation.

He said in an interview in Lusaka yesterday that government could not deliver sufficiently to the people unless it had a crop of hard working and well disciplined civil servants in place.

Mr Sakeni said the PF Government would work to ensure that all civil servants to delivered in accordance with its targets.

Mr Sakeni said Government was concerned and was in a hurry to see that civil servants improved their performance in service delivery adding that demanding for this was not intimidation.

He said Government had no quarrel with civil servants that met their targets and worked in tandem with the new Government’s goals and objectives.

He said there was no intimidation but Government wanted civil servants not to be partisan but work as real technocrats.

He urged civil servants to ignore Mr Hikaumba’s statement and instead work in line with the guidelines and policies of the civil service.

“We have nothing against a civil servant who is working to the PF Government’s expectations of good service delivery and all we want is for the civil servants to put in their best and perform above board. They should not be scared to perform their duties because they are protected by the law and nobody can intimidate them as long as they are disciplined, hard working and are delivering” Mr Sakeni said.

He said politicians and people of Zambia at large could only appreciate service delivery from civil servants through their hard work.

Mr Hikaumba was recently quoted as saying that civil servants in Zambia were failing to deliver because of intimidation from the government.

Zambia’s Accepted Norms – Mostly Carried Over from the Dark Ages

43
File Picture: Traders at Soweto market in Lusaka trading under heaps of garbage

By Theresa Lungu

Two weeks ago I wrote the article, The Immorality of Convicting Iris Kaingu. I was struck by the polarized views the article invoked in bloggers. Despite well-crafted insults directed at me from some bloggers, I was encouraged that for the most part readers mounted a stand on the topic, argued it constructively and offered solutions. To add on, I would suggest that the Judicial system quit wasting time and money on those ridiculous blonde wigs from the English medieval days that they keep clinging to and get going with constituting new statutes to accommodate effective prosecution of emerging crimes brought on by technology.

Well, since there hasn’t been any new sex scandals to write about, I will just go back to writing about the mundane, the everyday norms that we sigh at but deem too complicated or confusing to tackle. I am contemplating a few topics, such as why the opposition MPs are allowed to flee Parliament whenever they lack plausible contributions or the appointment of Willie Nsanda as head honcho at RDA or perhaps try to
guess who the next person President Sata will send into retirement…Ok, I just dropped the latter because honestly I don’t think President Sata himself knows whom he is going to send into retirement on any given day. The man is just spontaneous! I better leave this topic alone before I get a call from Winter Kabimba threatening to shut me down. He may be brushing off his own blonde wig since he is now the Justice Minister. At least we now know what his position in the Patriotic Front Government is. Before, he was just the annoying hanger-on stepping on everyone’s toes and drawing blood.[pullquote]I would suggest that the Judicial system quit wasting time and money on those ridiculous blonde wigs from the English medieval days that they keep clinging to and get going with constituting new statutes to accommodate effective prosecution of emerging crimes brought on by technology[/pullquote]

Speaking of accepted norms from the dark ages, the other day I was watching a news video clip shot in one of the emerging compounds near Chilenje in Lusaka, Mapoloti to be exact. There, over 200 families have set up homes sans bathrooms. They have built their ‘dream homes’ with no regard to indoor plumbing and have now resorted to defecating in plastic bags or the nearby bushes. Then the residents dared go on camera to lament the lack of toilets and Government’s indifference towards their plight. I was very irritated by this particular group of people who think they can just go and settle on piece of land with no planning and then turn around and blame government.

People, bush pooping is totally unacceptable! Not only is it stinky but grossly unhealthy too. Mapoloti is full of unemployed young men who stood in front of the camera that day bad mouthing the government. You know what boys? Dig yourselves pit latrines and use the bush to grow some food, how about that reversal of fortunes? Ask the government for some grain and fertilizer. Scratch that, you have already fertilized the ground, just ask for some grain and perhaps a Mill because Guy Scott is never coming to your house to install porcelain toilets and bidets.

Don’t get me wrong, I am well aware of the many shortfalls of government but as citizens we ought to be fully aware of our own role in improving our communities and turning Zambia into the country we want it to be. The attitude of letting government initiate everything
while we sit on the sidelines and hail insults (Zambians lead the world in insults), is never going to put doctors and medicines in our
hospitals, it is never going to improve our infrastructure, it is never going to stop the brain drain and all the other wrongs that we
see in Zambia. Mapoloti residents are just one example of how we disempower ourselves then turn around and look for someone to blame. In the colonial days, civil servants took and misused BOMA resources to spite Roy Welensky and his cronies. The only problem is, the BOMA is long gone, we just celebrated Zambia’s 48th Independence anniversary

Nonetheless, the culture of ripping off the BOMA is still alive. Austin Liato can attest to this. Hospital workers take linen and medicines, other civil servants misuse office funds and resources and that sort of thing. I remember having a relative in the civil service. He brought home all sorts of things from his office.Typewriters, stationery, even chairs. He always said that those things were for the BOMA and we should all enjoy them.

After misusing public resources we resort to posting notices such as the one found at UTH outpatients department:

Kindly take note that members of staff at UTH work under very strenuous and demanding conditions due to the increase in the disease burden and critical shortages of manpower. Patients and relatives seeking medical attention at UTH should therefore be mindful that it may take a bit of
time for them to be seen by our medical personnel. Assaulting any member of staff is a criminal offence and offenders will be arrested
and prosecuted. Thank you – UTH Management

While Zambia has evolved nicely into the 21st Century with smartphones, satellite TV, Japanese cars and shopping malls, a part of our culture is still steeped in the dark ages. I bet some of you are getting ready to celebrate Guy Fawkes Day right there in Lusaka! Go
figure.

Emirates airbus plane repaired, flown out

34

THE Emirates Airbus 330-200 plane, which flew back to Kenneth Kaunda International Airport after the engine caught fire on October 21, has returned to Dubai.

Flight E714 flew to Dubai on Wednesday night after a successful engine replacement and configuration by a team of 11 Emirates and some local aircraft engineers.

Sources have also disclosed that the new engine had to be ‘re-fixed’ because it was causing vibrations on the plane when being tested.

The source said the engine was not properly cushioned and tightened and that it has a high speed of rotation requiring precision tightening and cushioning to prevent vibrations.

He said the engine was later dismantled and tightened and configured for the second time before “ground-running” (testing) the aircraft.

“They succeeded and left on Wednesday night after they were satisfied it could fly back to Dubai and from what we hear, that plane is destined for refurbishment. it is a highly computerised aircraft,” the source said.

The sources said the fault on flight E714, which u-turned mid-flight 30 minutes after take-off could have been fatal if the blade which ripped through the engine nacelle had hit elevators on the tail plane.

The Airbus 330-200 carrying 135 passengers and 15 crew members took off from KK International Airport around 23:00 hours and reached an altitude of 34,000 feet above sea level.

One source also said the blade, which snapped off the propeller and ripped through the engine cover scathed the tail fin to which the radar is attached.

“They were extremely lucky that the flying blade did not affect the elevators, so they still found route and direction back to Kenneth Kaunda International Airport,” he said.

Elevators are attached on the tail plane and are responsible for turning (or banking and tilting) the plane in a particular direction using aerodynamics.

[pullquote]He said the local aircraft engineers were allegedly treated as ‘spanner boys’ while watching Emirates engineers fixing the engine.[/pullquote]

The source said the scathed part on the tail fin was successfully patched up by the team, which included engineers, air frame and avionic experts.

He said the core engine is the one that caught fire and that there is information that both engines stopped momentarily as the plane struggled to glide.

The source said the core engine is responsible for powering generators for electrical operations and firing of engine two.

“The engine can however be restarted in the case of failure by engine one as the plane glides….how long this takes depends on the pilot’s response and alertness,” he said.

Meanwhile, sources said local aircraft engineers were not directly involved in the replacement and configuration of the engine.

The source said the local engineers were eager to learn and get their hands on replacing the engine in collaboration with the Emirates team.

He said the local aircraft engineers were allegedly treated as ‘spanner boys’ while watching Emirates engineers fixing the engine.

The DDCC members indicated that the flow of information on climate and whether conditions was poor and needed to be improved upon because the challenges of climate changes were adverse and needed to be addressed in an effective manner.

They said the meteorological department must consider providing extension services in rural parts of districts in order for everyone to easily access information and updates on whether forecast.

They called on the department to also improve the network with intermediate in order to enhance the flow of information on whether and climate.

And Southern Province Meteorological Officer Dalton Nanja told the DDCC in Monze that his department was doing everything possible to come up with a better early warning system on weather forecast.

Dr Nanja said that the department had embarked on a new system of disseminating information on weather forecast and other climate conditions.

He disclosed that government had funded a sensitization program which enabled the department continue providing information to people along the line of rail with an extension to rural and the remotest parts of the province.

Dr Nanja said that the meteorological department was also working closely with the media in trying to reach many people with information on climate conditions.

He however explained that the 2012/2013 between October, November and December season Southern Province will receive normal to below normal rainfall.

Dr Nanja said that for the period January, February and March Southern province will have a high chance of receiving normal rainfall.

He said that the department was going through all districts of the province sensitizing people on the 20120/2013 seasonal rainfall forecast.

MMD accuses PF of planning violence in Mufumbwe

55
MMD President Nevers Mumba addressing the media in Mufumbwe

The Movement for Multiparty Democracy (MMD) has accused the ruling Patriotic Front (PF) of planning to fan anarchy and violence in Mufumbwe ahead of Thursday’s parliamentary by-election.

MMD President Nervers Mumba says his party is aware that there is a bus heading to Mufumbwe carrying about 60 cadres from Copperbelt province to go and cause confusion prior to the polling day.

Dr Mumba said the opposition political parties in Mufumbwe should not be held responsible for any confusion or violence that might erupt in the course of the campaigns.

Dr Mumba told journalists in Mufumbwe that the PF should take full responsibility of any confusion that will occur in the area.

The MMD leader said so far campaigns have been peaceful and that the people of Mufumbwe will not accept violence this time around.

He said the MMD and its supporters are ready to defend themselves fully should the PF go ahead with the alleged attacks on MMD.

“We are aware of the plans by the PF to cause confusion in this by-election, I want to warn that we are ready to defend ourselves and defend ourselves to the fullest” said Dr Mumba.

Dr Mumba also alleged that PF has dispatched over 15 government vehicles for use in the plot.

He further alleged that the number plates for the said vehicles have been removed to avoid them being recognised.

Meanwhile, Dr Mumba has said that the people of Mufumbwe are determined to vote for the MMD because the PF have failed to honour their promises.

He said the MMD/UPND campaign team has done what it needs to do to win the by- election.

“Victory for us is certain. We have campaigned and still campaigning to convince the people of Mufumbwe on why they should vote for Stanford Mulusa” he said.

Dr Mumba said Mr Mulusa is a man of integrity who would effectively represent the people of Mufumbwe in parliament.

But PF Deputy Campaign Manager in the Mufumbwe by- election Newton Malwa has described Dr Mumba’s allegations as a total fabrication aimed at diverting people from real issues.

He advised Dr Mumba to stop making alarming statements he can’t substantiate.

He alleged that the MMD has resorted to lies and fabrications because the atmosphere in Mufumbwe is not suitable for them to claim victory in the November 8th by-election.

Mr Malwa said its wrong for the MMD to accuse the PF of using government vehicles when it is them using controversial vehicles bought using government resources prior to the 2011 general elections.

Mr Malwa called for issue based campaigns as opposed to character assassination and mudslinging.

In the election scheduled for Thursday, the MMD is fielding Stanford Mulusa, PF is fielding Steven Masumba while UNIP is fielding Steven Kamwendo.
