Government asks for help on how to restock depleted fish stock in Luapula Province

Government has called on the fisheries department in the Ministry of Agriculture and Livestock to come up with well researched information on how Luapula province could restock its depleted fish stocks in the water bodies of the province.

Agriculture and Livestock Deputy Minister Rodgers Mwewa made the call when he launched a research water vessel named lukunka on Lake Bangweulu in Samfya district of Luapula province on Monday this week.

He said fish stocks were depleted in all the water bodies of the province and there was an urgent need to come up with well researched information that Government could use to restock the fish stocks in the water bodies.

He said the water research vessel was a demonstration of the Government’s determination to promote efforts of fish restocking in the province and urging the technocrats to use the equipment properly in order to find solutions to the challenges of restocking fish in the province.

Mr Mwewa said Government was also exploring various means to restore the fish stocks through the introduction of fish stock management programmes such as restocking and cage culture in places where fish stocks have been depleted.

He said there was need to generate accurate information on fisheries resources which could assist in developing management strategies and plans which should include fish stock assessment, fish disease surveillance, fish gear technology, fish processing and fish biodiversity studies.

He said development of aquaculture was critical to the development of the fisheries sector in the country.

And Luapula province Permanent secretary, Mbololwa Muyaba called for effective management and monitoring of fishing activities by the fisheries department.

She said the fisheries department should play a major role in generating credible information for informed decision making and ensuring appropriate technology development and transfer for sustainable, efficient and effective exploitation of fisheries resources in the province.

She said the low staffing levels in the fisheries department should be addressed as a matter of urgency in order for government to realise the full benefits of the investment and services of the department.

The launch was attended by Ngumbo Chiefs; Senior chief Mwewa, Chief Mwansakombe, Chief Kasomalunga, Chief Nsamba, Chief Chitembo and Chieftainess Mulongwe.

Ministry of Agricuture and Livestock Permanent Secretary David Shamulenge led a team of his senior officials from his ministry who were also in attendance.

ZAMBIA and Japan have signed two important documents relating to the financing of the construction of the Kazungula bridge project across the Zambezi River.

Foreign Affairs Minister Given Lubinda and his Japanese counterpart Koichiro Gemba signed on behalf of the two governments in Tokyo, Japan, today.

The signing ceremony of the exchange of notes and record of discussions on the Kazungula bridge construction project took place at the Japanese Ministry of Foreign Affairs headquarters in Tokyo.

ZANIS reports that Mr. Lubinda said Zambia wants to obtain a loan amounting to US$ 41.7 from the Japanese International Development Corporation (JICA).

The total cost of the bridge project is estimated at US$248 million and that Zambia will get additional funds from the African Development Bank while the government of Botswana will also contribute towards the project.

Mr. Lubinda said Zambia is excited that the project is finally coming to fruition and hoped that the loan agreement will be finalized soon.

He said construction of the bridge at Kazungula will bring about socio-economic benefits to the whole COMESA region.

President Sata is tomorrow expected to meet the JICA president in Tokyo.

Sata new found love for the Public Order Act irks Church

The Council of Churches of Zambia says it is disappointing that President Michael Sata is now in favour of the Public Order Act, a piece of legislation that he strongly opposed whilst in opposition.

CCZ General Secretary Reverend Susanne Matale told Reporters in Lusaka that it is disappointing that President Sata could be in favour of an oppressive piece of legislation such as the Public Order Act.

“As the Church, we find it hard to believe that President Sata whom he fought hard together against this oppressive law could turn around and say this is a nice piece of law,” Reverend Matale remarked.

She said President Sata should realize that consistency in politics is key adding that u-turning on such critical matters is highly disappointing.

Reverend Matale feared that President Sata’s defence of the Public Order Act might be representative of his other views on many other controversial issues.

“We fear that he may have also developed new views on other important issues such as the constitution, we fear that we may never get the right constitution going by the U-turns we have noticed on many key issues.”

Reverend Matale observed that politicians should be consistent and not shift positions when it suits them.

“Yesterday, you didn’t like this law and we don’t expect you to like it even today, that’s the consistency the Church is asking from our politicians,” She said.

Power Dynamos vice -Chairman George Lungu has demanded compensation from Roan United after stone throwing home fans in Luanshya damaged his vehicle during riots at Kafabu Stadium.

Lungu’s vehicle a Toyota Hilux had its rear windscreen shattared during Saturday’s riots that led to the abandonment of the Super Division match between Roan and Power when the hosts were 2-1 down.

Lungu said the Luanshya side should be punished over crowd trouble at Kafubu.

He stated that the violent conduct by Roan supporters was unacceptable.

“They (Roan) should be punished for that unruly behaviour. That is unacceptable, fans should support their team with decency,” Lungu said.
Meanwhile Roan supporters chairman Misheck Bwalya has accused Power fans and keeper Joshua Titima of sparking the riots.

ACC will carry out investigations in a professional manner-Wandi

The Anti Corruption Commission says it will investigate the two cabinet ministers facing corruption allegations with impartiality.

ACC Director General Rosewin Wandi Minister says the commission will carry out the investigations against Defence Minister Geoffrey Mwamba and Justice Minister Wynter Kabimba in a professional manner.

Ms. Wandi has told ZNBC News that the public should have confidence in the ACC as the investigations were initiated by the commission.

She assured members of the public that there is no pressure from the ministers being investigated or government.

Meanwhile, the Law Association of Zambia -LAZ- says that there is no law that compels a serving public officer to resign when being investigated.

LAZ Vice President Martin Musaluke says a public officer under investigation can only resign on moral grounds.

Mr. Musaluke has also called on the Anti-Corruption Commission to investigate the two ministers without bias.

Last week, the Anti corruption commission disclosed that preliminary investigations are under way against Mr. Mwamba and Mr Kabimba for alleged corrupt practices.

President Sata’s U-turn on Public Order Act

President Sata says the PF has now discovered that the public order Act of 1955, which they had opposed in the past 10 years is a good law. He says he has realized that this law is necessary to maintain peace and avoid chaos!

This change of mind or heart is coming only 12 months in office!

The Public Order Act of 1955 is a British Colonial law that was designed to keep blacks and any perceived enemy of the Colonial Government from assembling to receive or share information or taking part from such activities that might dramatize the unpopularity of the British Colonial government. This law even prescribes who can or can not address a meeting if such a meeting was allowed to take place. The law also allows the Police to invade people’s homes, premises and offices to search for any speech, document or items that might be regarded as creating trouble for the government.

The Public Order Act on the other hand exempts those in government and its supporters from its restrictions. It allows ministers and the president to hold meetings, demonstrations and rallies anytime they chose.

This is the law today that the PF 12 months in power now finds to be a good law. What has changed and what have they seen in this law that they now feel it is a good law?

Given Lubinda once called the former president a yo yo for his oscillating positions on state matters. I hope he reminds his boss of this.

The change of PF positions on matters of the state that they were voted in are not only on the public order Act but on many issues such as the windfall tax, Chinese investment, appointment of cadres into the civil service among others. I wonder what they now feel on the Electoral Commission of Zambia and those that were responsible for rigging the previous elections from 1996!.

The voters when they voted the PF in government did not give them a carte blanche of what they can do or can not do. They voted them in government based on what the Zambians wanted done and the kind of Zambia Zambians wanted to see. For example Zambians wanted a Zambia where its citizens are free to assemble, demostrate, free to receive and share information, are free to associate with any persons regardless of tribe, religion or political affiliation. Zambians wanted a media free to play its platform role and a police free to play its umpire and protective role. Zambians did not abdicate their right to reason or thinking to the PF when they put them in power. Zambians did not say other political parties are now enemies of the state when they voted for the PF 12 months ago.

So where do the PF get this feeling that they can now decide what is good or bad for the Zambians?

Will they also decide what laws should be in the draft constitution at the end of the exercise after the Zambians have given their input?

The public order Act is an archaic law that only repressive and dictatorial regimes have used to their advantage and to keep the general citizenry cowed and on their defense.

This same law was used by the British to keep our fore fathers holed up in the villages and in compounds as third class citizens. The blacks had no voice and no right to participate in the decisions making process of Northern Rhodesia.

The same law was used by Kaunda and his dictatorial one party participatory democracy to keep any Zambian critical of UNIP and its leadership and its party and government. We all know how many of our brothers and sisters perished at the hands of the vigilantees and the shushushus! Many of them never saw multipartism again and those that survived the scars of that era are still written on their bodies and minds.

The MMD used the same law after the 1996 elections when Zambians began to see the party of who they were, a bunch of no gooders bent on reaping the country, its minerals and state companies of their resources. They used the same law to maintain state power until the Zambians kicked them from power 12 months ago.

Now the PF have joined the past regimes.

UNDER-20 national team coach Keagan Mumba has reportedly been fired for openly attacking and blaming senior national team trainer Herve Renard for Zambia’s loss to Mali in the Africa Youth Championship qualifier last Friday.

FAZ has since appointed assistant under-20 coach Hector Chilombo to replace Mumba on a temporary basis. Chilombo will be assisted by Chris Kaunda.

Mumba criticised the attachment of Chipolopolo coach Renard and his assistant Patrice Beumelle to the under-20 and claimed the Frenchmen were to blame for the Junior Chipolopolo’s 3-0 defeat to Mali in the second leg encounter in Bamako.

Mumba had told the Daily Mail that he had no hand in the team that lost to Mali as Renard took charge and made drastic changes including replacing Reynolds Kampamba as team captain with Shadreck Malambo.

An impeccable source confirmed in an interview in Lusaka yesterday that FAZ is peeved by Mumba’s statement and has since decided to sideline him immediately.

The source said FAZ felt that Mumba’s statement was an indirect attack on the FAZ administration which took the initiative to attach Renard to the under-20.

“They (FAZ) feel he has subjected the association to ridicule because he did not follow the procedure.

“What seems to have prompted FAZ to take action against Mumba is that the association feels the excuse he gave in the papers for Zambia’s loss in Mali was not genuine and they are wondering why Mumba’s team failed to win at home when Renard was not part of the technical bench,” she said.

The source said FAZ felt that Mumba could have handled the matter in a professional way if at all he was aggrieved by the inclusion of Renard on the under-20 technical bench instead of attacking fellow coaches in the press.

FAZ communications manager Erick Mwanza and technical committee chairman Boniface Mwamelo declined to comment as they said they were getting into a meeting with Uganda officials in Kampala.

The duo is in Kampala as an advance party ahead of Saturday’s crucial Africa Cup qualifier against Uganda.
Mumba too declined to comment on the matter.

But the source said FAZ also wants Mine Police coach Masautso Mwale to join the technical bench but the former Zesco United assistant coach’s appointment is subject to ratification by the technical committee which is scheduled to sit next week.

Chilombo and Kaunda’s first assignment is expected to be for a trip to Angola for a tournament next month.

PRESIDENT Michael Sata has arrived in Japan’s capital city Tokyo on his working visit to that country.

He arrived on Tuesday at Tokyo’s Narita International Airport. President was accompanied by his wife Christine Kaseba and his special assistant for press and public relations George Chellah.

He was received at New Otani Hotel by Agriculture and Livestock Minister Emmanuel Chenda, Tourism and Arts Minister Sylvia Masebo, Foreign Affairs Minister Given Lubinda as well as officials from the Japanese Government and the Zambian embassy in Japan.

The Japanese police motorcade led President Sata’s entourage from the airport to New Otani Hotel where a red carpet was put for him.

While in Tokyo, President Sata would meet Japanese Prime Minister Yoshihiko Noda for bilateral talks.

He is also expected to, among others, meet representatives of the ruling Democratic Party and opposition Liberal Democratic Party to share ideas on democracy.

Mr Sata would further meet Hitachi, Toyota and Japan International Corporation Agency (JICA) chief executives respectively as well as meet the Emperor and Empress of Japan.

The Emperor of Japan is the symbolic of the state and of the unity of the people according to the 1947 constitution of that country, which dissolved the Empire of Japan when it was adopted by the Postwar Japanese Government.

He is a ceremonial figurehead under a form of constitutional monarchy and is head of the Japanese Imperial Family with functions as Head of State.

The Emperor is also the highest authority of the Shinto religion as he and his family are said to be direct descendants of Amaterasu.

According to the programme outline released in Tokyo yesterday, Zambia and Japan are expected to hold a signing ceremony on the construction of a permanent bridge at Kazungula border.

Currently, pontoons are used to ferry people and goods across Zambezi River at Kazungula border.

Mr Sata would conclude his working visit in Japan’s Hokkaido area on Monday next week after which he would proceed to South Korea.

Hokkaido is the northernmost of Japan’s four main islands and it continues to represent the untamed wilderness with many great national parks.

The area is by far Japan’s largest prefecture, consisting of Japan’s entire northern island and its surrounding islets.

Court award former Clerk of the National Assembly K347 million for termination of his contract by the late President Mwanawasa

LUSAKA High Court judge Elita Mwikisa has awarded former Clerk of the National Assembly Mwelwa Chibesakunda K347 million, half of the benefits he claimed because the court discovered that he also had outstanding balances.

This was in a case in which Mr Chibesakunda had sued the National Assembly for nonpayment of his benefits after his second contract was terminated by then President late Patrick Mwanawasa to pave way for investigations.

Mr Chibesakunda was demanding for K 698.5 million which he claimed the defendant has failed or neglected to pay since his contract was terminated in 2002 and was among other things demanding for damages and a declaration that his termination was illegal.

Justice Mwikisa however refused to grant the plaintiff a declaration that the termination of his contract was illegal, null and void because section 3 (2) of the National Assembly Staff Act states that the plaintiff should have vacated office at the age of 55 years and that there were valid reasons for terminating his contract.

“ I note that the defendant was claiming for over K 1.6 billion and after deductions of his loans and other balances the amount stood at K698 million but according to calculations, this figure is wrong in principle because it has included amounts which the plaintiff has already been paid.

“In its place I award the plaintiff terminal benefits of K940, 706,044 less outstanding balances reflected on the plaintiff’s payslip of June, 2002 amounting to K 396,628,905 less all advance payments towards gratuity bringing the total terminal benefits to K347, 955,662.45,” she said.

The judge further ordered that there is need to amend the said Act to be in line with the said conditions of service because it was in conflict between the National Assembly Staff and National Assembly Conditions of Service.

“The two conditions of services should be harmonised or revised and it is for this reason that I will not award damages to the plaintiff,” the judge said.

Illegal land distributors warned

Solwezi Municipal Council has warned people involved in illegal allocation of land in the district to immediately stop their illegal activities or face the wrath of the law.

Solwezi Municipal Council Public Relations Officer Chris Mulaliki told ZANIS today that the council has received disturbing reports of people who are illegally allocating land to developers.

Mr Mulaliki said the information reaching the council is that the same people who are purporting to be Patriotic Front members are illegally allocating land claiming they are agents for the council.

He named Mushitala, Kyawama and Zambia compounds as among the areas were the council has received reports of illegal land allocation activities.

He advised members of the public to be wary of such individuals and report them to the council so that they can be prosecuted.

The Public Relations Officer also disclosed that the council will soon be moving to upgrade all the compounds under the urban renewal programme.

This follows the approval of the long awaited integrated development plan (IDP) for Solwezi by the Ministry of Local Government and Housing.

Mr Mulaliki said the ministry of local government had also approved the IDP for Lumwana, alongside that of Solwezi.

He said the council now has a guide on land use for developmental projects, adding that with the support of Lumwana mine, the council will establish a completely new central business district in the mining area, where a settlement of over 8,000 households has sprung up without proper planning for social services.

A fortnight ago, Solwezi Town Clerk Ronald Daka had complained over delays by the ministry of local government to approve the two integrated development plans.

According to Mr Daka the absence of the two plans had been holding back the implementation of a major housing project by National Pensions Authority (NAPSA) and the total urban renewal of the old Solwezi town.

Opposition Movement for Multi party Democracy (MMD) has officially declared the launch of the 2016 election campaign for the 2016 general elections.

Party President Nevers Mumba made the announcement in Solwezi today when he addressed cadres who welcomed him at Solwezi airport in North-Western province.Dr Mumba’s visit brought business along Independence Avenue Road to a standstill and disrupted the normal traffic flow.

Dr Mumba stated that his visit to the province is meant to kick start his 2016 general election campaign so that his party can bounce back in government.

He said the province is strategic to wining the next general election as it is where the party has the highest number of Members of Parliament and Councilors.

He said MMD is capable of winning the by election in Mufumbwe because it coming back in the political battle as a rebranded party with a strong message that it is a disciplined party with a vibrant new leadership.

And Dr Mumba has warned that the MMD is aware that the Patriotic Front (PF) is allegedly planning to cause violence in the forthcoming Mufumbwe parliamentary by elections and that the former ruling party is ready to defend itself.

Dr Mumba arrived at Solwezi Airport aboard a Proflight plane at 10:22 hours before addressing a sizeable crowd that was on hand to welcome him.

It was after Dr Mumba briefly stopped over at Chawama Market, en route to Kansanshi Hotel, to greet the people that traders abandoned their activities to catch a glimpse of and shake hands with him.

Dr Mumba’s entourage disrupted normal traffic flow by occupying both lanes as they honked their car horns and sang solidarity songs from the airport to Kansanshi Hotel. Other motorists were forced to use alternative routes or park their vehicles by the road side to pave way for the MMD convoy.

And Dr Mumba said he was aware that the PF had allegedly instituted a mechanism to become destructive for it to rig the Mufumbwe parliamentary by elections.

“I want to warn the PF (that) it’s not going to happen here. Whatever plans they have to disturb that election, will not happen. The plans they have for violence for Mufumbwe, let me warn the PF: you try to bring violence to Mufumbwe. Try it! Try it!

“Because you are saying that ‘he’s a Reverend so let’s do what we want’. You try! MMD is capable of defending itself! So don’t try that violence in order to confuse the process of this election. Let the people of Mufumbwe vote from their hearts. Let them choose an MP of their choice,’ he said.

Dr Mumba charged that electorates in Mufumbwe would not re-elect former area MP Steven Masumba, saying the MMD expelled him from the part because “he’s one of the most arrogant and most indisciplined young men I have seen in my life”.

Dr Mumba said the PF’s decision to embrace Mr Masumba was a demonstration of how indisciplined the ruling party was.

“If that is the quality of leaders PF is looking for then they can have him, they can have him. Thank you so much for getting the rejects from MMD,” he said amid cheers from the crowd.

“That is the young man who would stand up being voted on by the MMD, but he’s wearing PF clothes. Let them have him. He’s the young man who would leave his family at home and start to dance chikokoshi in front of everybody,” he said.

He advised the gathering to demonstrate to the Government that they were upset of the Michael Sata-led administration’s failure to fulfill its campaign pledges by voting in large numbers so that the party retained its seat through a landslide victory.

Dr Mumba announced also that the MMD had concluded its rebranding process by having a new president, two new vice-presidents and a revived National Executive Committee (NEC) coupled with a new message of hope for the country thereby starting a crusade to correct the “mistake” that was made last year to elect a new Government.

MMD North-Western Province chairman David Kapwepwe assured Dr Mumba that the province was still the party’s stronghold as its structures were intact from the highest to lowest organs despite its defeat in last year’s tripartite elections and that all chiefs in the area rallied behind the former ruling party.

Dr Mumba is in North-Western province to hold a series of campaign meetings including holding a rally in Mufumbwe on Thursday to drum up support for MMD candidate Stanford Mulusa while the ruling PF has adopted Steven Masumba as its candidate in the by election.

Mufumbwe by election will be held on 8 November.

Sudan FA: We Will Appeal FIFA Ruling

Sudan has said it will exhaust all legal paths to reclaim the three points they have lost to Zambia.

The Sudan Football Association said in a statement on Tuesday that they never received any official notice that defender Saifeldin Ali Idris was ineligible to play in a 2014 FIFA World Cup Group qualifier against Zambia on June2 in Khartoum that the hosts won 2-0.

“SFA confirms they did not receive verbal or written notice by FIFA or CAF preventing him (Saifeldin Ali Idris from involving the player in the mentioned game,” SFA said in a statement.

“SFA will follow all legal avenues to recover the Sudan rights in this case.”

Saifeldin was suspended in his last competitive match prior to June 2 clash after his sending-off on February 4 in a 2012 Africa Cup in a 3-0 quarterfinal loss to Zambia in Bata, Equatorial Guinea.

“Based on our confidence in the validity of our legal position, we have to appeal a decision to the Discipline Committee issued on the fourth of October 2012 and the recipient via DHL on the eighth of October 2012,” The Sudan FA stated.

“Today- Tuesday 9th October 2012, we have sent to the appeals to the Disciplinary Committee of the Federation International de Football Associations (FIFA).”

 

Jacob Mulenga Uncertain For Uganda Trip following Fathers Death

Zambia and FC Utrecht striker Jacob Mulenga is likely to miss Chipolopolo’s decisive away 2013 Africa Cup qualifier against Uganda following the death of his father.

Jacob’s father Victor Mulenga died on Monday in South Africa where he had been hospitalised.

Jacob’s brother George Mulenga confirmed his father’s death on Tuesday in Kitwe.

“He died right there in South Africa, he died of cancer.”

George added that Jacob is being expected in the country any day this week.

“Jacob is expected any day this week before burial arrangements can be made,” he stated.

Mulenga was named in the provisional 24-member Zambia squad for this Saturday’s return leg set for Namboole Stadium in Kampala.

The striker has not featured for Zambia since October 2011 due to injuries and family commitments.

A groin injury has ruled out TP Mazembe midfielder Rainford Kalaba from the Africa Cup qualifier.

CONCLUSION

Being a huge fan of the first Taken movie i was excited for this one ,although a bit skeptical whether it would be as good as it predecessor.  The basis of the plot was the same as the first movie ,but this one comes with a heavy dose of revenge and blood lust.Fans of action movies will love it.

Taken 2 is a great continuation of the story from the first film. This is Taken through and through and the gang is all here. Loads of suspense and while it may be predictable, if it’s not broken don’t fix it. Hopefully there will be a Taken 3 as i feel the story is not yet over.

Kindly allow me to bring this matter to your attention. Kindly investigate the rampant abuse of fund at the Public Service Pension Fund (PSPF) by the board members drawn from different government ministries and other parastatals.

These people have board meetings at PSPF almost six to seven times in a month for only one hour per meeting, only God knows what they discuss in one hour because the first 30 minutes they just drink tea and eat snacks.

It might interest you to know sir that these board members get K2.5 million per sitting and they are about 12 members in each board meeting.

For an institution which is struggling to pay its retired and deceased members, it is very criminal that a few people can be getting such colossal amounts of money just for sitting for one hour as compared to someone who has worked for the Government his entire life.

If this mail has been directed to the wrong person, kindly assit me by redirecting it to the authorities that might intervene in this matter.
