United Nations Secretary General Ban Ki-Moon says people with different cultural backgrounds need dignity and respect. Mr. Ban notes homosexuals, lesbians and gays are people whose rights need to be dignified and respected by mankind.

ZANIS reports that the UN Chief said this in Lusaka today when he paid a courtesy call on First Republican President and Dr. Kenneth Kaunda at his Office in Kabulonga.

Mr. Ban observed and regretted that people’s rights were trampled upon instead of being respected. He thanked Dr. Kaunda for uniting Zambia and that he has become a source of inspiration to Africa and the world-over in terms of leadership and wise counsel.

Mr. Ban called for equal and fair treatment because the United Nations body respects human dignity and basic human rights. He further disclosed that UN cares for people living with HIV/AIDS and he was happy with the government’s strides in combating the HIV/AIDS pandemic.

Mr. Ban said Zambia was on track and pledged to work with the Zambian government to achieve and realize the 2015 UN Millennium Development Goals (MDGs)in the coming years. Mr. Ban was accompanied to Dr. Kaunda’s Kabulonga Office by Foreign Affairs Minister, Given Lubinda and other senior government and UN officials.

And Dr. Kaunda said the visit by the UN chief has given Zambia a formidable ground to stand on.

Dr. Kaunda said Zambia continues to cherish the principles and purposes of UN which inter-alia enables humanity to co-exist in peace and harmony through promotion of peace, international co-operation and understanding.

Earlier, President Michael Sata hosted a luncheon for United Nations Secretary General Ban Ki Moon. Mr. Ban made the observation that presidential elections especially in Africa have become a source of conflict. Mr. Ban said that elections should be used as democratic mechanism to choose leaders and has since commended Zambia for having held democratic elections last year.

Mr. Ban added that this year, 25 elections are expected to take place in Africa and has hoped that the nations holding elections will emulate Zambia by having a peaceful transition of power. He added that it was an honor for him to be accorded an opportunity to address national assembly yesterday and also commended the Zambia for its commitment towards addressing global issues such as poverty, climate change, and hunger among others.

Mr. Ban has advised the Zambian government to reduce dependency on foreign aid. Mr. Ban said that Zambia and other developing countries should find ways of generating wealth locally saying this is key attaining national development.

And President Sata noted he was pleased to host Mr. Ban was also comes from a country that is on record of having faced challenges similar to those that Zambia is experiencing. The President also commended Mr. Ban for his commitment to promoting peace and enhancing women empowerment.

Former President, Rupiah Banda has accused the ruling PF of engaging in acts of abuse of authority. He said that the PF has of late made questionable decisions that reflect abuse of power.

Mr. Banda has questioned the PF motive in petitioning all the parliamentary seats it lost to the MMD yet the Presidential results for the said constituencies were accepted. He has cautioned the PF against making the same mistakes his party made while noting the importance of learning from each others’ backgrounds.

Mr. Banda warned the ruling party against using the Police to abuse the rights of people.

Meanwhile Mr. Banda has urged his party to remain strong and to be the voice for the voiceless. He was speaking during the party’s 2012 card renewal exercise. And MMD National Chairperson, Michael Mabenga has threatened to take action including engagement of the police against erring members of the party.

And the MMD has said that the accolades showered on the country by visiting United Nations-UN-Secretary General, Ban Ki Moon is due to the policies the party implemented while in government.

MMD Lunte MP Felix Mutati who is also leader of the opposition in Parliament says the MMD implemented sound economic policies which are bearing fruits. The UN Chief addressed a special session of parliament yesterday where he noted some achievements the country has scored on the economic and political fronts.

Meanwhile, Mr. Mutati who is eyeing the MMD top job says the former ruling party’s campaigns have not recorded any hooliganism from the five camps. Five Presidential contenders have so far shown interest in taking over from Rupiah Banda as MMD president.

The contenders are Felix Mutati, MMD Chisamba MP Moses Muteteka and Kasempa law maker Kabinga Pande. Others include MMD’s Liuwa MP Dr. Situmbeko Musokotwane and former Zambia High Commissioner to Canada Dr. Nevers Mumba.

The movement for the Restoration of the Barotseland agreement (MOREBA) has said that it is disturbed with what it describes as President Sata’s off the cuff reaction to the recommendation for the restoration of the Barotseland agreement.

MOREBA Chairperson, Mutungulu Wanga said that President Sata is on record both prior to his election as President and shortly after to have undertaken to restore the agreement within 90 days of his Presidency.

He said that the President never gave preconditions for honoring the agreement and was categorical that the treaty is a reality that any sane person cannot dispute. Mr. Wanga said that his organization is therefore embarrassed by the President’s Chameleon like stance over a matter he publicly committed himself to.

He added that the President’s grounds for developing cold feet over the restoration of the Barotseland agreement are a non-starter as the treaty is a contract between two parties and has no room for a third party.

Mr. Wanga said that the people of Barotseland cannot be denied what belongs to them by right because of what other people do not have. This is contained in a statement signed by Mr. Wanga and his secretary, Mungandi Mungandi and made availed to media today.

And Chief Mwana Mutondo of the Nkoya people of western Province has hailed president Sata for rejecting the restoration of the Barotseland agreement. The Chief claims restoring the agreement would have benefited the minority.

He has distanced the Nkoya people from the secession demands saying the move would segregate people on tribal grounds. Chief Mwana Mutondo was speaking at a media briefing in Lusaka today.

President Sata has u-turned on his pledge to restore the Barotseland agreement saying such a move would bring confusion as all the provinces would demand autonomy.. President Sata said that he was reluctant to grant the restoration of the Barotseland agreement contrary to his pledge during campaigns for the September 20th polls. This is also despite recommendation by the Commission of Inquiry in to the Mongu riots, which has recommended the restoration of the agreement.

Mealie meal prices in Mwansabombwe palace of Mwata Kazembe and surrounding areas in Kawambwa district have been reduced by K25, 000.

A check by Zambia News and Information Services (ZANIS) in Mwansabombwe yesterday discovered that a 25 kilogramme bag of breakfast meal from APG milling company which was previously selling at K70, 000 is now selling at K45,000

The check also revealed that a 25 kilogramme bag of roller meal is now costing K35, 000 from the previous K65, 000.

And Thomas Chingele who was found selling the commodity also told ZANIS a five kilogramme of breakfast and roller meal is selling at K6, 000.00 and K5, 000.00 respectively.

Mr Chingele said people in the area are happy at the drastic reduction of mealie meal prices attributing this to good governance of the Patriotic Front (PF) government.

He thanked the PF government for facilitating in the reduction of mealie meal prices saying this has enabled many people in the area afford the commodity.

Mr Chingele said people in the area had suffered enough and the reduction in price could not come at a better time than now.

Mr Chingele however, could not give other reasons for the immediate reduction in price of the staple food but said the source also had a similar reduction hence the chain reaction to the benefit of consumers.

Efforts to get a comment from APG milling company failed as the contact phone number was not going through at press time.

Ndola residents have called the Ndola City Council to find a lasting solution to the issue of street vending in the town centre.

ZANIS a reports that the residents have complained that the street vending which is rampant in the city centre is the reason for the increased cases of thefts through pick-pockets.

Mr Martin Mwewa complained that traders with second hand clothes are the reason why there is a lot of pick pocketing in town.

Mr Mwewa said most second hand clothes dealers have employed call boys who shout and call customers in a bid to attract more customers to their merchandise, said the same call boys are the ones that are stealing from unsuspecting customers.

“These people that sell salaula (second hand clothes) are a problem because they have employed kaponyas (call boys) to be singing and shouting for customers, now what happens is that when customers go there the same kaponyas steal phones, money and anything they can lay their hands on from the unsuspecting customers,” he said.

Mr Mwewa called has upon the Council to put up measures that would bring sanity to the business trading area.

“My appeal to the Council is to find a lasting solution to this problem, we don’t want to have temporal remedies, no street vendors in the city centre, they should go for good, there has to be sanity in the city period,” he said.

Another resident Sylvia Malambo said the increased street vending was the causes of most vices such as harassment of women whom call boys deem ‘in appropriately dressed.’

Mrs Malambo said the call boys that spend the whole day drinking small beer sachets (Tujilijili), shower a lot of insults on women regardless of age.

She said council should come up with stiffer penalties for people that are found vending.

Newly appointed Eastern province Minister Charles Banda has called for discipline and hard work from PF party cadres and government workers in the area.

Mr Banda took a swipe at party cadres in Chadiza who locked out the newly appointed District Commissioner Paul Phiri adding that he will not tolerate that kind of indiscipline.

Mr Banda said the action of locking out the District Commissioner was tantamount to insulting President Sata who is the appointing authority.

ZANIS reports Mr Banda was speaking in his office this week upon taking over the office from Solomon Mbuzi who has been deployed to the foreign service.

The Provincial Minister said the party had structures in which cadres can air their grievances as opposed to exhibiting such indiscipline.

He challenged party cadres who are not happy with the president and party’s actions to resign before their hounded out of the party.

He said party cadres and civil servants should work hard to develop Eastern province adding that unity was paramount to achieve the goal.

And outgoing Provincial Minister Solomon Mbuzi called on all government and party officials to give the new minister the support.

Mr Mbuzi said he will be available for advice from time to time should Mr Banda need it.

Meanwhile Mr Banda was received to a rousing welcome by a mob of cyclists and some taxi drivers who escorted him from Lundazi turn off to his office.

Substantial upward adjustment of electricity tariff by ZESCO will have a negative effect on the inflation-Saasa

Economist Oliver Saasa has warned that a substantial upward adjustment of electricity tariff by the Zambia Electricity Supply Corporation (ZESCO) will have a negative effect on the inflation rate which has fallen to its lowest in ten years.

Professor Saasa says any high upward adjustment of any major input such as fuel and energy would have a ripple effect on inflation rate in the country.

The inflation rate for the month of February has dropped to 6.0 percent; it’s lowest in ten years according the Central Statistical Office (CSO).

The year to year inflation dropped to 6.0 percent from 6.4 percent in January, a development which has been attributed to a reduction in the cost of food stuffs.

Prof. Saasa however stated that an enormous upward adjustment of electricity tariffs would erode all these gains.

He has since appealed to ZESCO to ensure that electricity tariffs are not adjusted to a level that would disturb the micro economic fundamentals.

ZESCO recently u-turned on its proposal to hike electricity tariff by 25 percent which was to be effected on May 1, putting the proposal on hold until the new Energy Regulation Board (ERB) is put in place.

Prof Saasa who expressed happiness with the six percent inflation rate recorded for the month of February stating that the country now has a challenge on how to maintain the inflation at the level it has dropped to.

He said the drop in inflation rate was always a positive development as it leads to a reduction in the cost of doing business and consequently results in increased productivity.

The renowned economist stated that the above development means that government collects more revenue through tax.

He also said consumers will also not experience reduction in their purchasing power; a development which he said could help put more money in people’s pockets.

Registrar of Society insists MMD owes them over K390m dating back to 1991

The Registrar of Society has maintained that the former ruling party MMD owes them over K390 million in arrears. Chief Registrar of Society, Clement Andeleki explained that the money is from the 42 registered braches of the MMD across the country and dates back to 1991.

He said the former ruling party who registered 43 branches has only been paying for its Headquarters in Lusaka while neglecting other branches.

Mr. Andeleki said this in an interview with ZANIS in Lusaka yesterday. He explained that the society has from time to time been sending notices to the MMD to clear the arrears but had not received any positive response.

The Chief Registrar said he has now been forced to make a final reminder to the MMD adding that it will also go ahead and de-register the party if it fails to pay the outstanding arrears by Thursday next week.

“We have issued them with a reminder to pay the money by Thursday next week and should they fail to do that we will have no choice but to take the next step which is to deregister it. We have already notified the MMD on this next move should they fail to cooperate” he said.

Mr. Andeleki has however refuted claims that the ploy was politically inclined saying all registered organizations are by law required to give their annual returns to the registrar of society.

“The Registrar of society is not political; we are full time civil servants so any accusations of hatred are not true. We are following the laws which all organizations are aware of during the registration process.” He said.

But the opposition MMD who is at the centre of controversy have also maintained that they have no dues with the society and are up to date with arrears.

MMD Deputy national Secretary Chembe Nyangu also claimed that party has not received any formal communication and that it has only being hearing it in the media.

Mr. Nyangu said it would therefore be difficult for the former ruling party to settle debts it is not aware of.

He has since asked the Registrar of Society to avail the party details of the dues before it could decide whether to settle the bill.

The Registrar of Society this week issued a statement for the former ruling party to pay over K390 million dating back to 1991.

The Chief Registrar gave a one week ultimatum for the MMD to pay the dues failure to which the former ruling party faces de-registration.

Barotse Royal Establishment council to study President Michael Sata’s position on the Barotseland Agreement

THE Barotse Royal Establishment (BRE) says it will sit as a council to analyse President Sata’s position on the Rodger Chongwe commission’s recommendations that the Barotseland Agreement should be restored.

BRE member Prince Siisii says the council will have to consult all its members before coming up with a concrete position on President Sata’s decision.

He was reacting to President Sata’s statement that he would be reluctant to restore the Barotseland Agreement as recommended by the Chongwe commission of inquiry.
President Sata on Thursday rejected the proposal, noting it would “open a Pandora’s box”.

And the Zambia National Broadcasting Corporation reports that National Restoration Party president Elias Chipimo and former UNIP stalwart Malimba Masheke say it is too early to make a decision on the Chongwe commission’s findings.

Mr Chipimo said the President should have taken time to study the report before making the statement.

General Masheke said the agreement is not about seceding but about devolution of power and development.

Get Involved Zambia director Father Frank Bwalya advised President Sata to tread carefully on the matter.

Alliance for Democracy and Development president Charles Milupi said the agreement is about unity and development.

Mr Milupi said other chiefdoms cannot raise any claims on the agreement because they have never had any such agreement.

He said it would be wrong for any other chiefdom to make such claims.

He said the commission of inquiry appointed by the President to look into the Barotseland Agreement restoration was highly competent and the President should have listened to it.

Mr Milupi said recommendations made by the commission expressed the views of the people and that President Sata should have taken time to consider the views before taking the position that he did.

On Thursday, the commission presented its report to the President in which it recommended, among other things, that the Barotseland Agreement should be restored.

POLICE in Southern Province is geared to counter the youth who intend to mount protests in the province over the re-alignment of Chirundu and Itezhi-tezhi districts. President Sata recently moved the two districts from Southern Province to Lusaka and Central provinces, respectively.

Southern Province police commissioner Brenda Muntemba said in an interview on Wednesday that the police is ever ready for anything that comes its way, effectively fulfilling its mandate to protect people’s lives and property.

“By virtue of being police officers, we must always be prepared,” Ms Muntemba said.

She said the youths have applied for a permit and the police are still looking at the application before making a decision on whether to grant them or not.

But United Party for National Development (UPND) Southern Province vice-chairman John Chidyaka has asked police to co-operate with the protesters, who now include UPND members in the province. Mr Chidyaka said if police do not co-operate, the protesters will go on with the protests and disregard the officers’ presence.

“If police don’t grant us the permit, we will go ahead without it. From all walks of life, we will demonstrate. We hope the police will co-operate with us,” he said. Mr Chidyaka said the UPND leadership in the province has sanctioned the protests.

He said the protesters are exercising their right to freedom of expression on the re-alignment of the districts. MMD Southern Province chairman Edgar Keembe said his provincial leadership has not taken any position on the matter.

But speaking as co-chairperson of the Choma stakeholders’ meeting on the re-alignment of Chirundu and Itezhi-Tezhi, Mr Keembe said the people of Southern Province are not happy with the decision.

Mr Keembe said the people were not consulted on the re-alignment, which is ‘a recipe for conflict’. He called on Government to initiate talks with the people of Southern Province on the matter.

The Post newspaper yesterday carried a story in which it said a youth group calling itself ‘Mazabuka Youth Entrepreneurs’ had distributed fliers in readiness for the protests which should have taken place yesterday in the district.

Acquit me, prosecution has failed to prove that the money was stolen -Liato

FORMER Minister of Labour and Social Services Austin Liato has asked the court to acquit him, arguing that the prosecution has failed to prove its case.

Liato is charged for receiving or retaining stolen property involving K2.1 billion. He has said in his written submissions on the no-case-to -answer defence filed in the Lusaka Magistrates’ Court yesterday that he is entitled to an acquittal because the prosecution case against him has failed.

The submissions were filed by his lawyers from Lukona Chambers and Mutemwa Chambers in Lusaka yesterday.

He is charged on one count of being in possession of property suspected to be proceeds of crime, contrary to section 71 (1) of the Forfeiture of Proceeds of Crime Act number 19 of 2010 of the Laws of Zambia.

Particulars of the offence are that Liato on November 24, 2011 in Lusaka possessed and concealed money at his farm number L/Mpamba/44 Mwembeshi amounting to K2.1 billion, reasonably suspected to be proceeds of a crime.

“Section 71 (1) Act number 19 of 2010 does not absorb the prosecution from adducing evidence beyond reasonable doubt, to show either that the money , which is the subject of these proceedings, is a proceed of any other offence, other than a serious offence under the Act.

“We consequently submit that the prosecution case has failed at this stage. The accused is therefore entitled to be acquitted,” read the submissions in part.

Liato said the prosecution has ‘lamentably failed’ to demonstrate through evidence that K2.l billion found in his possession was proceeds of any criminal conduct.

He said the prosecution has not established that there was criminal conduct being investigated or prosecuted from which K2.1 billion could have been acquired, as a benefit by him or other person.

Liato said the prosecution evidence to the effect that he issued threats to some witnesses after the police removed money from his farm is a natural reaction.

He said his reaction cannot be considered as evidence of criminal conduct to warrant him being charged for the offence he is facing. Liato said no prosecution witness adduced evidence linking the K2.1 billion in his possession to proceeds of criminal conduct.

He said since it was not illegal for him to erect a safe storage in the manner he did, his conduct amounts to safe keeping of money and not concealment.

The matter will come up for mention and the prosecution’s submission of its written response to the defence submission on March 14.

Ban Ki-Moon Salutes Zambia’s AFCON Win

United Nations Secretary General Ban Ki-Moon has saluted Zambia’s 2012 Africa Cup victory.

Ban said on Friday afternoon when he addressed a special session of parliament in Lusaka that Zambia’s win over Cote d’Ivoire in Libreville on February 12 was written in the sky.

“Congratulations to Chipolopolo. What a victory. Africa and the World saw that the success was more than a football team. “We saw the spirit of Zambia,” Ban said.

“For all those who believe in miracles, all those who look for unsung heroes or honor those who came before, we know that Zambia’s victory was indeed written in the sky.”

Andrew Kamanga is in trouble with Faz over his response to attacks from sports minister Chishimba Kambwili.

Faz communications officer Erick Mwanza said in a statement on Friday that the Kabwe Warriors chairman has brought the game into ridicule and disrepute.

“Mr. Kamanga, who is a member through Kabwe Warriors FC, we shall, as is our stated policy, not respond to him through the media but use existing channels of communication and appropriate judicial bodies to deal with him regarding his attack on the Association through his unfounded allegations which can bring the name of the Association into ridicule and disrepute,” Mwanza said.

Mwanza however said Faz will not deal with Nkhosi Warriors chairman Keith Mwewa whom he said was not a member of Faz and refer the case to its affiliate the Lusaka Amateur Football Association.

“We would to reaffirm that Football House would have recommended punitive sanctions against Mr. Mwewa were he a member of FAZ.
However, the organisation he is reported to represent, Nkhosi Warriors FC, is NOT a member of FAZ and can therefore not be dealt with by the Association,” Mwanza said.

Mwanza accused Mwewa and Kamanga of trying to open old wounds and being divisive in the run-up to the  March 31 Faz annual general meeting.

“It is therefore irresponsible that these people who have failed to prove themselves at club administration should be given so much coverage,” he said.

The Football Association of Zambia (FAZ) has warned that it will not hesitate to take disciplinary action against individuals and erring members who bring the name of the sport in disrepute.

The warning comes in the wake of recent media reports were some soccer administrators have been issuing incessant attacks on Youth and Sports Minister Chishimba Kambwili following his counsel to delegates to the 2012 FAZ Annual General Meeting next month.

FAZ Communications Manager, Erick Mwanza has described press reports as regrettable, unfair and inimical to the country’s desire to continue nurturing and building blocks of national development for the good of the game.

Mr. Mwanza observed that it has become fashionable amongst some of the members to become vocal whenever the time for FAZ AGM approached.

This was in response to media reports attributed to Nkhosi Warriors Football Club chairperson Keith Mwewa and Kabwe Warriors Club chairperson Andrew Kamanga in which the two attacked Sports Minister, Chishimba Kambwili.

Mr. Mwanza urged FAZ members to be alive to regulations and rules governing their conduct as well as the policy of non engagement with the public and government through the medium of the press under any circumstance.

He stated that the association is calling upon all its members to continue holding hands and work towards the greater unity of the game and aspire for more success.

Mr. Mwanza said the association would use existing channels of communication and appropriate judicial bodies to deal with the two erring members whose conduct can bring the name of the Association into ridicule and disrepute.
