HH’s Shameful Detentions: Is AFRICOM His Insurance Coverage?

If Chilufya Tayali and Sean Tembo can give President HH and his minions like Kajoba sleepless nights, one wonders the level of desperation in the New Dark Regime. Why hunt down every kid who shouts–”Bally” is this or that? What exactly does he gain by arresting his opponents, journalists and ordinary citizens day in and day out?

The truth is, the “Bally will Fix It” mantra is now a song of shame and ridicule! HH himself openly admitted it–shortage of drugs under the HH administration in hospitals is unacceptable, and so is the failure to deliver farm inputs and the high cost of living. But if someone says the President’s foolishness was at display when he uttered those words, a fecal detention is the reward. In Ballycountry, only HH can blame HH and get away with it.

Yet no person can forget the many insults Mr. Hichilema showered on previous Presidents. For every defamation charge brought against HH’s opponents, countless were committed by HH against Lungu, Sata and Banda. Didn’t HH claim to receive classified intelligence briefings before Lungu did? Didn’t he claim to have information about the working of the military and even boasted of having military officers loyal to him? Indeed, dementia is Seer 1’s spell that has befallen Baal and his worshipers. It has erased 15 years of Baal’s crimes against the Presidency from their memory–for who can refute the facts?

I saw this coming from the moment HH put on those white gloves. I was the lone critic then, and many Bally worshipers rained insults until they couldn’t afford a bottle of soda! How on earth can the devil become a messiah unless you live in Hell? And so is HH. As his policies bite Zambians into abject poverty, and the IMF conditions worsen the poor people’s plight, HH will employ every institution to intimidate, harm, and even kill those who will stand in his way.

The PF politicians’ appeal to the US and its NATO alliance to stop HH’s tyranny is futile.

The West needs him for military strategic reasons. With al Qaeda attempting to build its base in Mozambique, the New Dark Regime relations with the United States Military Africa Command (Africom) is on the top of US-Zambia relations. Like Kagame of Rwanda and Museveni of Uganda, HH human rights abuses won’t be on the radar of Euro-American foreign relations policy.

The opposition needs to understand this–when it comes to US military interests, it doesn’t matter which devil is in power. Who doesn’t know the horrible human rights records of Kagame and Museveni? Journalists, opposition leaders and ordinary people are beaten up, arrested and imprisoned in those countries but the regimes receive hundreds of millions of dollars in U.S aid. So if there is a solution to HH growing dictatorship, it must come from Zambians themselves. As Marcus Garvey said, “We are going to emancipate ourselves from mental slavery, for though others may free the body, none but ourselves can free the mind. Mind is our only ruler; sovereign.” But it is our mind that HH seeks to enslave. Behind the arrests is an attempt to block our minds from calling out HH’s corruption and incompetence!

The challenge is this–are we going to sacrifice our democratic ideals and heritage to this heartless man? The IMF, the World Bank, and the U.S government will praise HH’s immoral leadership–didn’t they do so with other criminals like Mobutu, Ian Smith, Jonas Savimbi and now Paul Kagame? Opposition leaders must wake up to this crude reality–we are living in a different Zambia than we did since 1991.

But we can’t give up on our ideals but must be ready to suffer the consequences. Mr. Kajoba won’t stop arresting and intimidating HH’s opponents. If anything, the situation will get worse. Is violence the answer? While violence is not in our political DNA, to think that the 2.8 millions–most of whom now feel cheated into voting for Bally–can withstand the wrath of 15 million Zambians is mere foolishness. Moreover, the claim that PF is dead shouldn’t deceive HH and his minions into thinking it has enough prisons to hold the 1.8 million who didn’t vote for HH. Leadership demands humility, the virtue HH and his worshipers lack!

So fasten your seatbelts for the next 4 years–the ride to freedom will be tough. Only the mute will survive the weapons of Bally vampires directed by Mr. Kajoba. But those whose mouths cannot shut up must be ready to defend democracy from this insane government. As for journalists and human rights advocates, only shout “Bally is a dictator” if you can bear the heat.

As for me, I know that the keyboard remains the biggest threat to dictators. So I write to emancipate the mind.

Increases threats of transnational crimes worry Zambia, Mozambique

Zambia and Mozambique have expressed concern and worry over the increased threats of transnational crime such as drug trafficking, smuggling of minerals and poaching among others, along its common border.

The countries have since pledged to remain committed to the implementation and explore of new areas of cooperation in order to strengthen the existing relations by the two sister countries and improve security of its respective citizens.

In a joint communique issued at the just ended three-day meeting, the Joint Permanent Commission says that the two countries have continued to face threats of transitional crime such as drug trafficking, smuggling of minerals, poaching among others.

This is contained in a communique released at the just ended Zambia -Mozambique 11th Session of the of Joint Permanent Commission on Defence and Security held at Taj Pamodzi Hotel in Lusaka today.

The Joint Permanent Commission has agreed that the two countries should continue to devise new strategies aimed at curbing the vices.

The Joint Permanent Commission further underscored the need for the defence and security institutions of the two countries to strengthen cooperation in the areas of training and sharing of information.

It equally noted progress in boundary reaffirmation and the creation of a one stop border post at Chanida and Cassacatiza.

And in his closing remarks at the just ended Joint Permanent Commission on Defence and Security, Minister of Defence and Internal Security, Ambrose Lufuma noted that the defence and security institutions of the two countries have recommitted themselves to address threats that have continued to undermine the security of the two countries.

Mr Lufuma advised the Joint Permanent Commission to ensure that the resolutions are implemented in the just ended meeting.

He noted that the two countries should enhance togetherness in order to achieve the set targets.

The Mozambique team was led by that country’s National Defence Minister, Cristovao Chume.

Agriculture Camp officers warned against poor management and handling of FISP Implementation

The government has cautioned Agricultural Camp officers against poor management and handling of the ongoing 2022/2023 Farmers Input Support Program (FISP) implementation.

Mwinilunga District commissioner Harrison Kamuna says the Camp officers should ensure that they embrace both old and new cooperatives as long as they abide by the set guidelines under the program.

Mr. Kamuna adds that the officers should strike a balance in distribution of the inputs in order to have minimum disruption of the program to guarantee high crop yields thereby ensuring national food security.

ZANIs reports that the District Commissioner said this when he addressed selected agriculture camp officers in the district following complaints of being left out from the program by some cooperatives.

“It is important that you strike a balance so that you don’t disrupt the program, farming is very important,” he said.

Government is resolved to ensure that the FISP begins to operate according to its initial objective of developing small scale farmers into emerging and commercial farmers who can be weaned off every after three years.

Mr. Kamuna commended the officers for handling the program well and advised them against entertaining verbal instructions as they may be difficult to defend once implemented when queries arose in the future.

Meanwhile District agriculture coordinator (DACO) Lewis Chiwele informed the District Commissioner that the district has begun receiving farming inputs with a number of cooperatives ready to begin depositing their money this week.

Mr. Chiwele has however expressed concern that that farmers in the district may face challenges in terms of accessing their redeeming codes due to poor mobile network in most areas.

“ The district has witnessed an upswing of new cooperatives applying to access inputs under FISP rising from 331 last year to 600 cooperatives this year posing a challenge in terms of sharing of the inputs, “ he said.

Mr Chiwele has since asked the ministry to consider revising and streamlining FISP guidelines so that it is easy to identify intended beneficiaries in view of increase of cooperatives applying for inputs.

The district currently has a database of 35,000 farmers out which only 8,500 are benefiting with 6,500, farmers representing 80 percent of the old beneficiaries earmarked to be weaned off the program starting next year in line with the government’s directive.

Former Rwandese Refugees complain of difficulties in integrating into Zambia

Former Rwandan refugees have complained of the challenges they are facing to be formerly integrated in the Zambian society.

This is notwithstanding that they have stayed in Zambia to closer to three decades, more than twice the number of years required for a foreign national to acquire citizenship of another Country.

The Rwandese refugees in question are those that were declared former refugees in 2017.

Regardless of this declaration, it is a requirement, by the Zambian government, that those former Rwandese refugees seeking to be integrated, must first obtain passports from their country of origin.

This requirement has, on the other hand, being viewed and felt to be torturers by former Rwandese refugees staying in Zambia.

Former and Current Rwandan Refugees Association in Zambia -FOCURRAZ Coordinator Innocent Rukundo explained that former Rwandese refugees have refused to obtain passports from a regime they consider as an oppressor.

Mr. Rukundo who is a former Rwandese refugees himself, has disclosed that his fellow former Rwandese refugees feel tortured each time they told to get passports from their home Country under the Paul Kagame administration.

He has lamented of how former Rwandese refugees also feel that the Zambian Immigration Departments is treating them harshly.

The FOCURRAZ Coordinator claims that the Zambian Immigration Department is making it difficult for former Rwandese refugees to get the required documentation, for instance, for employment, for opening of bank accounts and sending their children to school.

He laments that former Rwandese refugees are further being treated like any other foreign national or investor, by asking them to pay US$ 250, 000 before they could start any business in the host Country.

Mr. Rukundo has noted that this in addition to the K14, 000, they have to pay annually.

He has wondered where, former Rwandese refugees, who entered Zambia under critical circumstances, could find such kind of money.

Mr. Rukundo adds that former refugees are equally facing challenges in putting their children into school or enabling them to access scholarships, owing to the documentation being required from them to present.

He says former and current Rwandese refugees are however grateful to the Zambian government for the efforts being made to ease their stay in the Country and integrate them in the Zambian society.

And Commission for Refugees in Zambia Prosper Ng’andu has assured former Rwandese refugees, staying in the Country, there are plans to either reduce the documentation fees or scrap them altogether.

Dr. Ng’andu has disclosed that the Ministry of Home Affairs and Internal Security and relevant stakeholders are already in talks on how this is will be done.

He has acknowledged that his office is aware of the many challenges former Rwandese refugees are facing and how keen they desire to be integrated.

Meanwhile, Founder and Chief Executive Officer of the Movement of Promoting National Values and Principals Joseck Kunda has called for the amendment of Refugees Act of April 2017.

Mr. Kunda has argued that the current Refugees Act is restrictive, oppressive and archaic.

He feels that the Act, in question, leaves nothing to be desired as it does not address the many challenges refugees, staying in Zambia, face.

Mr. Kunda has wondered how, for example, a refugee visiting a fellow refugee, with a business permit, should be arrested for just being in their colleagues’ shop.

He is also displeased that a refugee can currently be arrested barely after an hour of their permits expiring and kept in remand for a period of about five months.

Mr. Kunda adds that his organisation is further concerned about the killing of Rwandese refugees staying in Zambia on the guise of mistaken identity.

He believes that the such killings are being orchestrated by the current Rwandese government because it allegedly fears that its people who fled Rwanda, to reside in other friendly Countries, could rise against it.

Mr. Kunda is however hopeful that challenges being faced by former and current Rwandese refugees will be resolved given the political will coming from the Zambian government.

He has disclosed that his organisation has already had an audience with the Minister of Home Affairs and Internal Security, Jack Mwiimbu, who has promised the amendment of the current Zambian Refugees Act of 2017.

In separate development, the Geneva based UNHCR assistant commissioner – protection Ms Gillian Triggs was welcomed by banners objecting to the mandatory of acquisition of a Rwandese passport.

Government concerned about fragmented laws on gambling in Zambia

The government says the fragmented nature of laws around gambling in Zambia make it difficult for effective regulation.

Tourism Minister Rodney Sikumba said the gambling sector is currently regulated by six fragmented pieces of legislation and administered by different ministries such as the Ministry of Finance, the Ministry of Local Government and Rural Development and the Ministry of Tourism.

Mr. Sikumba observed that the fragmented pieces of legislation made it extremely difficult to monitor and supervise the sector.

He said the continuance need for legislation has been necessitated by the growth of the industry in Zambia.

Mr Sikumba was speaking in Lusaka in a speech read for him by Commerce, Trade and Industry Minister Chipoka Mulenga during the launch of Bwin sports betting in Zambia.

“The gambling industry as is commonly referred to in Zambia was first guided by the Lotteries Act in the early 1950’s, and was pronounced widely in 1992 when the Casinos Act Number 13 of 1992 of the Laws of Zambia was introduced. A quick research will reveal that significant amendments to these pieces of legislation have been undertaken and further policy introduced such as the Betting Act of 1994,” he said.

Mr Sikumba said the growth of non-traditional industries’ and their undeniable contributions to our socio-economic development require holistic view of their unique contributions to the country.

“You will agree that there is still a lot of work to be done for us to declare sanity in our gaming and lotteries arena but today we have the Gaming Board of Zambia that was established to help us optimise the positive socio-economic benefits of the sector,” he said.

He added, “I would also encourage the media to take an interest in appreciating the role of the tourism enterprise authorization and licensing committee under my ministry whose mandate extends to gaming and casino operations. Technology has been described as one of the greatest equalisers of our time. The accelerated access of gambling portals even in extremely vulnerable communities brings concern to my office, however, the opportunities of job and wealth creation if properly managed give us hope in initiatives such as this one.”

President Hichilema directs Commerce Minister to reduce business licenses costs to the barest minimum

President Hakainde Hichilema has directed the Ministry of Commerce, Trade and Industry to ensure that business licenses costs are reduced to the barest minimum.

Mr Hichilema says there is utmost need to ensure that fees he said are hurting business operations are addressed as quickly as possible in order to support local businesses to thrive.

President Hichilema made the directive when he graced the 2022 Zambia Association of Manufacturers (ZAM) week at East Park Mall in Lusaka under the theme: “shifting the paradigm towards export led industrialization.”

Mr. Hichilema said the government stands ready to support the manufacturing sector to produce quality goods for both domestic and export markets.

The President said it is extremely important that the country deepens production of quality local goods by scaling up sourcing and utilization of local raw materials as opposed to imported raw materials.

The Zambia Association of Manufacturers (ZAM) is a key player in the realization of government’s industrialization agenda.

“We are equal partners, equal partners to produce more quality goods, to process more goods” said President Hichilema.

Mr. Hichilema said his administration has put in place policies and measures to trigger growth in the economy and the manufacturing sector stands to benefit and must seize the opportunities arising from the stabilization of the economy.

“ Our first year in office was to stabilize the country, our second year in office is to unlock all the rigidities. We are moving from stability to bringing growth.

“ We need to trigger growth” said President Hichilema.

He further challenged local producers to take advantage of the many agreements the country has with other countries and ensure that they produce quality local products that can enter the export market.

President Hichilema also paid glowing tribute to Trade Kings Group of Companies for being a leader in the country’s manufacturing sector.

Mr Hichilema urged Trade Kings to support smaller companies by subcontracting them so that the sector can have business opportunities at primary, secondary , processing and packaging levels.

The Head of State further directed the ministry of commerce to come up with its modalities of ensuring that local manufacturing companies benefit from the country’s raw materials.

“ It does not make economic sense for a company such as Zambia Metal Fabricators (ZAMEFA) to buy copper raw materials quoted at London Metal Exchange when it can easily access the raw material locally, “ stated the Republican President.

And Zambia Association of Manufacturers (ZAM President) Ashu Sagar assured government that his association is confident with the economic policies and measures that government has put in place.

Mr. Sagar said ZAM was confident with government’s policies to industrialise the country and promote local manufacturers into exporting their products.

“We have strong belief that economic change for Zambia is now. ZAM has no intention of being blinded by the economic agenda the UPND has put in place. ” he said.

The ZAM President commended government for stabilizing the economy and urged the UPND administration to ensure that it addresses bottlenecks affecting the manufacturing sector such as multiple business licenses in order to have a competitive sector.

Mr Sagar said there is need for government to develop a value chain strategy to harness the country’s potential so that more jobs can be created.

Minister of Commerce, Trade and Industry Chipoka Mulenga said his ministry and ZAM had come up with an initiative to identify Zambians as brand ambasseders to help with promoting buying and consumption and use of local products and services.

He said the Brand Ambassadors will be expected to help market Zambians goods and services and rally Zambians into buying locally produced goods.

“ZAM and my ministry will decentralise the ZAM Week in order to involve small and medium enterprises across the country and participate in the event in their respective localities, “Mr Chipoka said.

At the same function, President Hichilema was bestowed with the Brand Ambassador role to lead the promotion of the Buy Zambia campaign.

Others picked as brand Ambassadors include Minister of Small and Medium Enterprises Elias Mubanga, Science and Technology Minister Felix Mutati , Foreign Affairs Minister Stanley Kakubo and Buy Zed Campaigner Edgar Ngoma.

Several opposition political party leaders hold press briefing raising various issues affecting the country

Several opposition political party leaders have held a press briefing in Lusaka to comment on various issues affecting the nation such as the delayed distribution of farm inputs under Government support (FISP).

Citizens First (CF) leader Harry Kalaba spoke at the briefing alongside Wynter Kabimba of Economic Front, Sean Tembo of PeP, NDC’s Saboi Imboela and Jackson Silavwe of the Golden Party.

Patriotic Front (PF) National Chairperson for Publicity Raphael Nakacinda was also present.

The opposition political party leaders further commented on the operations of institutions of governance such as police, electoral commission and judiciary.

On FISP, the leaders urged President Hakainde Hichilema to direct the Zambia National Service (ZNS) to help with the distribution of farm inputs countrywide to avert hunger next year.

The distribution and delivery of farm inputs under the revised Farmer Input Support Programme (FISP) has been filled with delays and confusion in the registration of beneficiaries and quantities per recipient.

In his remarks, Mr. Kalaba said any further delay in the delivery of fertiliser and seed to farmers would have a devastating impact on the 2022/2023 farming season.

Mr. Kalaba said President Hichilema should immediately order the ZNS to help with the farm input distribution because it had the capacity to manage the exercise.

He was disappointed that the inputs were still marooned in warehouses in the middle of November.

“We are calling on the President to call upon the Zambia National Service to help in the distribution of inputs. Please, let them get involved as they have the capacity to manage such logistical challenges before the roads become impassable,” he said.

Mr Kalaba attributed the delay in the delivery of the inputs and the confusion that has marred the exercise to poor economic management and the government’s lack of understanding of the sector.

He accused the New Dawn government of being more interested in who won the tender for the supply and distribution than the plight of the farmers.

“How do you justify the fact that today, 16th November, farm inputs are still marooned in warehouses, and in some cases suppliers and distributors need to be identified?” Mr Kalaba questioned.

He condemned the reduction of the quantities of the inputs given to each farmer.

“It was unacceptable for the Ministry of Agriculture to force 40 farmers to share eight bags of fertiliser. That is a ratio of four to one. How do four people share one bag of fertiliser, and you go out there claiming that you are good economic managers, “Mr Kalaba said.

He urged the UPND government to talk less and work more for the good of citizens.

At the same occasion CF president Wynter Kabimba condemned the awarding of contracts to private firms in which Mr Hichilema had personal interests to audit defence and security services at a huge cost to the nation.

And GPZ president Jackson Silavwe challenged Zambians not to be intimidated by the increasing violence by the UPND against its political opponents.

MDC president Saboi Imboela bemoaned the escalating violation of human rights by the police.

Meanwhile, Economic Freedom Fighters (EFF) President Kasonde Mwenda has written to President Hichilema asking him to declare a farming-inputs supply emergency to quicken procurement and distribution of farming-inputs.

“Your Excellency, President Hakainde Hichilema, we the Economic Freedom Fighters-EFF party advise that in the interest of saving lives of over 70% Zambians who derive their livelihood from farming, and in the interest of saving our ailing economy from a possible collapse due to looming 2022/23 farming season crop failure emanating from a slow/non-delivery of farming inputs (fertilizer) to farmers; may you expeditiously declare a farming inputs supply emergency so that your government can expressly procure and distribute farming inputs with legal immunity from the encumbrance and time delays of the procurement processes before it is too late. The rains are upon us already but we are reliably informed that some of the Suppliers of farming inputs failed to deliver mostly due to lack of capacity and by procurement hurdles that your administration is facing,” Mr. Mwenda wrote

“Your Excellency Mr. President, you can prevent this catastrophe from happening since the Zambian Law has empowered you as President to remedy it through express procurement and distribution provided you proclaim Emergency regulations as guided in Emergency Powers Act , Chapter 108, Sec(3) (1): “whenever an emergency proclamation is in force the President may, by statutory instrument, make such regulations as appear to him to be necessary -for maintaining supplies and services essential to the life of the community. Your expedient intervention to save lives is of essence,” he stated.

Nkana and Power Dynamos Warm-up For Big Kitwe Derby With Victories

Power Dynamos and Nkana on Wednesday warmed-up for Saturday’s big Kitwe derby in Wusakile with respective home and away victories.

In Choma, Nkana collected back-to-back league victories for the first time this season amid a rather modest six-match unbeaten run.

Abuse of CDF funds riles Chasefu DC Ngoma

Chasefu District Commissioner Lufeyo Ngoma has expressed concern on some Constituency Development Funds ( CDF ) funded projects in the area.

Mr. Ngoma says he is not happy with the poor workmanship at the completed maternity annex at Mtwalo health centre that was recently commissioned.

Apart from the poor workmanship, the District Commissioner also drew attention to the excessive cost of materials, like the expenditure of a two by two inch timber pieces that were bought at K450 each.

The District Commissioner said this during a senior management meeting held yesterday at Emusa Secondary School.

“I’m not proud of the maternity annex at Mtwalo rural health centre. The works and materials are not quite impressive,” he said.

He advised Chasefu Council officers not to misuse the CDF funds,  because of  the threshold of spending all amounts below K500, 000 without requiring tendering procedures.

Meanwhile,  Health Malaria Elimination Officer Pendavic Chinsoto advised the council management to refrain from using labour-based contracts, which he said exposes people to theft during the procurement process of materials.

“Us in the Ministry of health, we phased out labour-based because it is very much tempting.  Instead of buying the quality materials at the normal price, procurement officers tend to buy low-quality materials and fabricate the prices so that they benefit something,” Mr Chinsoto said.

He further observed that most of the materials bought under labour based are cheap and of poor quality though the prices are inflated on paper.

And District Works Supervisor Wina Muyunda expressed concern that the local authority is issuing completion certificates for the projects that his department has not inspected and confirmed fit for use.

“Under normal circumstances, if the project is completed and ready for handovers, two completion certificates are issued. One from the council and another one from the department of preventive maintenance,” Mr. Muyunda said.

Meanwhile, Education Planner Christopher Chisanga disclosed that 71 desks that were refurbished under labour based have been rejected and sent back to the council because they were of poor quality.

President Hichilema opens African Innovation Summit

President Hakainde Hichilema says review of the country’s school curriculum is critical to align the education system to the economic dynamics of the country.

President Hichilema said the current education system is designed to only produce graduates who go to look for jobs, saying the system needs to change to incorporate entrepreneurship from an early age so that more business people can be created to contribute to the economic development of the country.

“We have observed that our school systems are also geared towards producing graduates that are looking for a job. When two jobs are advertised in the papers thousands apply. I think it’s high time that our school curriculum began to train at an early stage again another dynamic subject of entrepreneurship” he said.

The President further highlighted the high financial literacy levels in the country and the need for financial literacy to be included in the school curriculum from an early stage for the country to build young people that will be able to manage businesses and contribute towards economic development and job creation.

“Issues around competencies. Just financial literacy levels is a problem in this Country. You find that there are people with PHDs, Master’s degrees but with very low financial literacy. Now we expect these to run businesses and effectively deliver to job creation.” he added.

The Head of State added that young people need to be encouraged and supported in their various skills and talents from an early age by providing them with investments and a platform to grow their talents, including those that do not show interest in mathematics and English as required.

Speaking when he officially opened the 10th edition of the African Innovation Summit in Lusaka today, the Head of State highlighted the critical link between education and digital transformation and has urged all country representatives present to advocate for increased investment in the education and the technological sectors.

“We as governments of this continent must up the quantity and quality of investments that we put in the education sector if we are to yield results that will benefit the economy” he said.

He said technological advancements aid the education system and further announced that government plans to improve internet connectivity to reach every student including those in the rural areas.

And Former President of the People’s Republic of Tanzania Jakaya Kikwete said Africa is currently faced with an education crisis that has seen over 100 million children drop out of school and which worsened by the COVID-19 pandemic, climate change, human conflicts among other factors.

President Kikwete, who is also Board Chair for Global Partnership for Education has since called for substantial investment in education, inclusion of the marginalized children in the education system and political will for the African governments in order for this crisis to be reversed.

“Achieving a quality education for African’s children require us reimagine and transform the education systems. We support governments to identify reforms that have the greatest impact on the most vulnerable children, girls, the disabled and the rural children” he added.

And Education Minister Douglas Siakalima says government wants to make Zambia an innovation hub in the region and the continent.

Mr Siakalima says Information and Communication Technologies (ICTs) are vital tools which can be used to develop the country through education.

Meanwhile, Science and Technology Minister Felix Mutati says Africa must use Information and Communication Technologies -ICTs to come up with home grown solutions to solve challenges.

Mr Mutati says ICTs have the potential to transform the continent to a level where lives will be changed and that such can only be achieved with the involvement of the private sector.

“The theme resonates with our aspirations as African governments in our quest to advance innovation and digital transformation” he said.

Over 300 Ministers, Permanent Secretaries, civil society leaders and representatives of private companies offering education facilities from across Africa are attending the three day event which is being held at the Bonanza Resort in Chongwe.

Katele Kalumba calls for resumption of ZCID

Former Finance Minister, Katele Kalumba has called for the resuscitation of the Zambia Centre for Inter Party Dialogue (ZCID).

Dr Kalumba says the ZCID which was in the past used as a platform by political players to debate and come up with solutions to various problems is now almost dead.

Dr Kalumba, who is a Trustee of the ZCID, in an interview in Chiengi on Wednesday said the revamping of the ZCID will bring together all political parties so that the Country can have civilised Political Relations.

Dr. Kalumba said the ZCID will bring to an end the culture of Political Violence and also build the capacity for Political Parties to engage in Policy debates

without using Profanities.

“ We have done it before. Failures are lessons. Let’s recast the vision of our Political culture that images us as differently cowards,” he said.

The ZCID when it was at its peak was used in the SADC region to successfully steer electoral processes through dialogue in country’s such as

Madagascar and Burundi.

The ZCID Trustee said there is need to call for an Indaba of all the stakeholders to resuscitate the Institution.

Dr Kalumba called for pre-emptiveness through visionary, anticipatory and creative leadership, especially by former Members of Parliament.

Zambia Police recover various items in an operation in Lusaka

The Zambia Police Service Lusaka Division Headquarters have recovered various items in an operation that took place in Lusaka. The items recovered range from mobile phones, television sets, laptops, and motor vehicles and parts.

The Zambia Police Public Relations Officer Rae Hamoonga stated that the Police have been conducting patrols in Lusaka inline with the directive given by the Minister of Home Affairs and Internal Security Jack Mwiimbu.

“And so far, from the operations conducted by the Police, we have recovered 91 assorted laptops, 40 assorted CPUs, 30 assorted mobile phones, 23 assorted computer monitors, 7 pairs of assorted shoes, 1 pair of headsets, 2 television sets, 5 assorted bags, 1 hairdryer, 1 printer, 2 jackets, a grinder that was used by the criminals to break into buildings,” he mentioned

Mr Hamoonga who is also the Zambia Police Spokesperson added that 15 suspects are being held in Police cells, adding that there are two groups of breakers, the first group of 12 suspects are specialized in breaking buildings by cutting the rooftops, and the second group of three climbed walls and gain entry mostly through windows which are left open or any opening to the building, investigations are still ongoing.

“We also recovered the following items from the operation, a Gold Toyota Vitz with registration number ALL 5333, assorted motor vehicle parts for different motor vehicle models, 77 bales of second-hand clothes (salaula), 1 Samsung 32 inches television set, 2 LG 55 inches television sets, 1 Samsung 90 inches television set, 1 Echo 55 inches television set, 1 sewing machine, 1 keyboards, 1 subwoofer, 1 big speaker, 1 Radio with 3 speakers, 2 deep freezers, 2 AK47 Rifles which have been submitted for ballistic examination at Police Service Headquarters, and 2 pistols,” he said

He disclosed that the Police have detained three 3 suspects for theft of motor vehicles in connection with the dismantled motor vehicle parts of different motor vehicles, adding that two suspects have also been detained by the Police for breaking in, in connection with the 77 bales of second-hand clothes (salaula).

Mr Hamoonga said that at Chelstone Police, two notorious burglars have been detained, the two are also ex-convicts identified as Kennedy Simwanza aged 24 years of unknown house number in Kabanana compound, and Richard Daka aged 42 years of unknown house number in Mtendere, the two are believed to be behind the spate of breakings in Chelstone and surrounding areas, and they were recently nabbed in Garden compound after vigorous investigations.

He further said that the two suspects are also involved in breaking into Boarding Houses especially for females, and so far, recoveries made from this are 2 laptops, 4 plasma television sets, 6 assorted cellphones, a Toyota Corolla and 2 Toyota Vitz registration BAG 4257, and ALG 2788 and a Toyota Allion registration number BAT 181, which are believed to have been stolen and used to transport the stolen items of which other assorted items have since been claimed by the rightful owners.

“We have since calling on members of the public that might have lost items in these areas to go to Chelstone Police to identify their items,” he said

Mr Hamoonga noted that a Pistol has also been recovered with a rubbed serial number identified, from one notorious and dangerous criminal identified as Onole Muchemwa aged 28 years of unmarked house number in 13 Miles, also a Congolese national who was recently shot dead by the Police.

He noted that the investigations at Chelstone Police are still ongoing to recover as many items as the Police can.

Mr Hamoonga has since appealed to members of the public to cooperate with the Police as they are conducting their investigations and operations, as policing is about defending human rights and that’s what the Police stand for.

“We want to earnestly thank the members of the public that have so far cooperated with us the Police, to have this success story today of recovering items, but the Police can do better than this and a lot more if more members of the public cooperated with the Police, especially now that we are going into the festive season, as this is the time that criminals up their game thus, you also need to up your cooperation by working with the Police so that we get rid of these criminals in our society,” Mr Hamoonga stated

Traffic Police Officers Challenge Not To Accept Bribes To Save Lives

HOME Affairs and Internal Security Minister Jack Mwiimbu has challenged traffic police officers to reflect on how many lives could have been saved if they stopped accepting bribes from motorists with vehicle defects.

Mr Mwiimbu has also directed the officers around the country to deal with traffic offences in the open and not in the confines of bribery.

In a speech read on his behalf by Defence Minister Ambrose Lufuma during the launch of the the ‘No bribes, but fines campaign’ in Lusaka,Mr Mwiimbu said many lives have been lost due to bribes being accepted on the roads.

“We have lost lives which could have been preserved had it not been for that erring motorist who offered a bribe to an officer to be allowed to proceed even when their motor vehicle was not roadworthy. we have lost lives which we could have been preserved had it not been for that traffic officer who received a bribe to overlook a traffic breach. in addition to this, we have lost property and government revenue at the detriment of economic development,” he said.

He said corruption among motorists and traffic officers is not a mere perception ,but it is empirically proven.

“The findings of the 2019 Zambia Bribe Payers Index which show that the police (traffic section) are still ranked among the top with higher likelihood of taking bribes at 40.7 percent,” he said.

Mr Mwiimbu said the campaign marked the beginning of an era where corruption shall no longer be condoned by police traffic officers and road users alike.

“As such i must commend the zambia police, the ACC and all the stakeholders who have contributed to making this anti-corruption intervention possible. it is long overdue. the new dawn government is resolved to ridding this country of corruption in all its forms, and regardless of who is responsible for it,” he said.

He further warned motorists that such behavour shall no longer be condoned and then directed the Zambia Police Service to closely work with the Road Traffic Safety Agency and other stakeholders to ensure motorists strictly comply.

And the Anti Corruption Commission (ACC) has also since called on Zambians to say no to being bribed, but that they should instead pay the prescribed fine for the traffic violation offence.

ACC Director General Gilbert Phiri said ACC recognizes and appreciates the will to enhance transparency and uphold the rule of law amongst all road users.

“From today, Zambians must refuse to pay any bribes. It is as simple as this.Report anyone who solicits a bribe to the Anti-Corruption Commission and we shall take action.

Almost every non-roadworthy vehicle is on the road because of corruption. Unlicensed drivers are driving on our roads because of corruption.

We have uninsured vehicles on our roads because of corruption. Corruption has contributed to the carnage on our roads leading, in most instances, to needless loss of lives as a direct consequence of corruption,” he said

Lusaka remains the most expensive city to live in Zambia-JCTR

The cost of living for a family of five as measured by the Jesuit Centre for Theological Reflection (JCTR) Basic Needs and Nutrition Basket (BNNB) for the month of October 2022 in Lusaka stood at K8, 537.78.

The Jesuit Centre for Theological Reflection (JCTR) latest findings have shown that the average cost of living in Zambia in the month of October 2022 stood at about K6, 124.

Lusaka remains the most expensive city to live in Zambia despite a reduction of 312 Kwacha and 60 ngwee between October and September, 2022.

Mansa remained the cheapest town to live in, in October 2022, at K4, 607.36 despite recording an increase from the September 2022 basket that was recorded at K4, 450.53.

JCTR says Mazabuka, Ndola and Mongu recorded a drop in the cost of living owing to price decreases in some commodities including; fruits, vegetables and charcoal.

“The cost of living for a family of five as measured by the Jesuit Centre for Theological Reflection (JCTR) Basic Needs and Nutrition Basket (BNNB) for the month of October 2022 in Lusaka stood at K8,537.78.This reflects a K312.6 decrease from the K8, 850.38 recorded in September, 2022. The downward movement in the basket is attributed to reduced prices in items such as 40 kg of vegetables which went down by K152.11 from K569.69 (569.69/40kg) to K417.58 (417.58/40kg), 16kg of bananas which went down by K48.34 from K268.48 (16.78/kg) to K220.14 (K13.76/kg), 4kg of rice which went down by K11.54 to K75.46 (K94.33/5 kg) from K87 (K108.75/5kg), 2kg of beef which went down by K7.16 from K135.33 (K67.67/kg) to K128.17 (K64.08/kg), among others,” JCTR Executive Director Fr. Alex Muyebe stated.

“The non[1]food but essential items section also recorded a decrease, as two 90 kg bags of charcoal went down by K93.33 from K833.33 (K416.67 per bag) to K740 (K370 per bag). The basket, however, recorded notable increases in items, such as 6kg cassava which went up by K43.48 from K86.98 (K14.50/kg) to K130.46 (K21.74/kg) and 3kg beans which went up by K27.53 from K97.71 (K32.57/kg) to K125.24 (K41.75/kg). Despite the increase in fuel pump prices in the month of reflection, it is important to note that seasonality remains a factor in influencing movement of both the food and non-food sections of the basket and, in turn, the cost of living. This has been observed, for example, in the decrease in the price of charcoal, which could be attributed to lower energy demand as a result of a hot season. The JCTR notes that demand for biomass still remains high in the nation due to most households’ limited access to the grid. This demand poses a negative impact on the environment, reversing mitigation and adaptation efforts,” Fr. Muyebe said.

Meanwhile, Fr. Muyebe has said JCTR has made a call to address public revenue leaks in order to reduce the high cost of living.

“Furthermore, the exchange rate has shown a level of stability during the month. While it depreciated slightly towards the end of October, it has not reflected abnormal fluctuations throughout the month. The absence of exchange rate volatility has the potential to stabilise prices. According to available central bank data, the average exchange rate for October was around K15.95. The government has introduced efforts to address the high cost of living, such as increasing the Pay[1]As You-Earn tax free threshold in 2023, and/or facilitating bilateral engagements with fertiliser and fuel producing nations with the hopes of accessing the commodities cheaply. However, it has come to light that public resources that are desperately required (in the midst of fiscal deficits) to expedite this process are being significantly lost,” he said.

Fr. Muyebe said by reducing potential revenue losses, more vulnerable households can be cushioned from the high cost of living through increased social sector spending.

“The Auditor General’s 2021 Report presented in the month of reflection showed various cases of potential revenue leaks in public procurement and revenue collection processes. For example, the report revealed approximately US$ 10.3 million in unjustified overpayments in the Lusaka City Decongestion Project. It further revealed that about K 85.75 billion (US$ 5.4 billion) in taxes were owed to Zambia Revenue Authority (ZRA). To put this in perspective, this is an amount that is 7 times the US$750 million Euro Bond that was due in September, 23 times more than the 2023 Social Cash Transfer Budget and 9 times more than the 2023 Farmer Input Support Budget. By reducing these potential revenue losses, more vulnerable households can be cushioned from the high cost of living through increased social sector spending and increased resources aimed at diversifying the economy. These irregularities are therefore providing obstacles to the development of our nation,” Fr. Muyebe said.

He proposed that ZRA continue to scale up monitoring and awareness interventions to limit tax evasion and to enhance tax efficiency and compliance.

“In light of the aforementioned, the JCTR therefore recommends the following measures: ZRA must continue to scale up monitoring and awareness interventions to limit tax evasion and to enhance tax efficiency and compliance. This is important for the reduction of the tax arrears. Government must ensure utmost transparency in public procurement systems to limit revenue losses. The Auditor General’s Report must not be treated like an academic undertaking. Parties found to be at fault must be investigated and brought to book as prescribed by the law. Government must continue supporting the private sector, so as to expand exports with the aim of boosting the local currency. Government must invest in alternative sustainable energy sources to limit dependence on biomass,” Fr. Muyebe stated.
