Church commends government for arresting ‘Junkies’

The clergy in Chilanga district in Lusaka province has commended the move taken by the government to round-up delinquents commonly known as ‘junkies’ in Lusaka district noting that it is long overdue.

Chilanga Constituency Pastors Fellowship Chairperson, Reverend Richard Sikazwe says government’s decision to round up junkies as they are commonly known off the streets is good for safety and peace in the country.

Rev. Sikazwe was speaking in an interview and said: “Like cadres who used to terrorise citizens, these junkies begun to look like improved cadres. They would snatch phones, beat up people, remove shoes from passers-by and steal, smoke drugs in broad daylight and many such wrongs.”

Rev. Sikazwe noted that the junkies, who are mostly youths, have no source of income hence their decision to engage into criminal activities.

He has since asked the government to consider admitting them into skill training centres under the Zambia National Service (ZNS).

Rev. Sikazwe said government should move into Chilanga and other places to arrest the junkies.

“Ministry of Community Development and Social Welfare needs to work with the Churches to identify, train and integrate these Junkies,” he said.

And in a separate interview, John Mukupa, a Priest in the New Apostolic Church based in Chilanga, has also commended government for arresting junkies from various townships in Lusaka.

Mr Mukupa has since recommended that the exercise of rounding up junkies be done countrywide.

He noted that the periodic rounding-up of the junkies is not enough hence the need for government to find a lasting solution to the problem of street kids and youths in criminal gangs.

He said one of the solutions could be establishing government owned orphanages where street kids can be kept.

The clergyman suggested that these kids can be enrolled for skills training at ZNS when they grow older.

“Those who form gangs and commit criminal activities should be arrested and taken to prison so that they can reform. The position of the church is clear, we have always preached good morals, but we have limitations on delivering the message to the masses because it is not everyone who attends church services,” he said.

Mr Mukupa has meanwhile advised parents and guardians to teach decency to their children at home.

“Charity begins at home and so, if children are not properly brought up, as a church, our hands are tied. Let them face the law so that they can reform,’’ he added.

ZULAWU expresses displeasure with the outcome of the just ended recruitment exercise

The Zambia United Local Authorities Workers Union – ZULAWU has expressed displeasure with the outcome of the just ended recruitment exercise by the Local Government Service Commission.

ZULAWU President Emmanuel Mwinsa disclosed that the recent recruitment has sidelined qualified and experienced serving local government employees, a situation he cited to be unfair considering that the Commission has been engaged on the need to consider the recommendations for promotions that had been submitted by various Local Authorities.

Addressing the media in Lusaka today, Mr Mwinsa is of the view that the commission was first supposed to consider recommendations for the promotions submitted by the Local Authority from as far back as 2021, which have not been attended to by the Commission.

“Considering the recommendations, job vacancies would have been created automatically in all categories including division four,” he said

He noted that qualified employees have been made to act for many years in various positions for which they possess requisite qualifications for and it was only right for the employers to make positive considerations.

“The vacancies created as a result of the promotions and upgrade of serving employees could have then been advertised to the public,” he stated

Mr Mwinsa stated that the current state of affairs is a huge demotivation to the serving employees who despite the historical challenges with salaries they sacrificed to advance academically with hope of progressing in their careers.

He said that outcome of the recruitment process has created a frustrated and demotivated workforce in Local Government both at management and unionized level.

Mr Mwinsa disclosed that there Union is aware that there are plenty more funded vacancies in the Local Authorities countrywide, and they therefore, advise the Commission to take stock of those vacancies and make amends by considering the recommendations already submitted by the Local Authorities and also the applications submitted by the serving employees in the just ended recruitment process.

Mr Mwinsa has since clarified that contrary to some public assertions, employees in the Local Government are highly qualified, competent, and diligently contribute to the development of this country.

“We would like to put it on record that we are not against advertising job vacancies to the public, because just like the New Dawn Government, we believe that jobs are for all Zambians, however, we advised the Local Government Service Commission to undertake some recommendations that where submitted before advertising the jobs,” Mr Mwinsa mentioned

Police Chief says Tayali was arrested for posting a video defaming the President

Inspector General of Police Lemmy Kajoba has said that opposition Economic and Equity Party(EEP) leader Chilufya Tayali Police was on Sunday night apprehended and detained for posting a video on social media bordering on bringing the name of the President in disrepute.

In a statement released to the media yesterday, Mr Kajoba remind members of the public of the need to respect the office of the Presidency as it is protected by law and that all those wishing to offer checks and balances should do so within the confines of the law.

Mr Kajoba further warned members of the general public that the rights enshrined in the Constitution are not absolute and should not be misconstrued to be an excuse to commit a crime.

“Anyone who will commit a crime with an excuse of exercising his rights will be arrested as the rights enshrined in the constitution are not an excuse to commit a crime.
A comprehensive statement will be issued in due course once police have concluded the formalities on this matter, the statement concluded.

Meanwhile, stakeholders and individuals have demanded the immediate release from detention of MUVI Television journalist Innocent Phiri and camera man Obvious Kaunda.

The two were picked up as they covered police raiding Chilufya Tayali’s House in Lusaka.

Police raid at Tayali’s house came in wake of his live facebook broadcast in which he attacked President Hakainde Hichilema regarding a number of issues.

Phiri and Kaunda remain detained at Lesoleil Community Police Station in Roma Township in Lusaka.

After visiting the duo at the police station, Socialist Party President Fred M’membe told journalists that Phiri and Kaunda are being accused of obstructing police.

“They are charged with obstruction of the police. Police did want Comrade Innocent Phiri to cover their breaking into Tayali’s house and arresting Tayali. They wanted them out but the same people who are sending them when they used to be arrested wanted the media to cover them. They wanted the media to tell the people where they are? What is happening to them? They called for the media but today the same people who used to call for the media, don’t want the media to cover their friends when they are being arrested? What type of a society is creating? Is this the democracy they promised our people? Is this the justice they promised our people? Is this the fairness they promised our people? Is this the media freedom they promised our people? Democracy requires a lot of tolerance. Democracy is noisy. What we are seeing are kilometers or miles from democracy. This is not the Zambia they promised our people,” Dr. M’membe said.

MISA Zambia Chairperson Fr. Dr. Barnabas Simatende, OMI said journalistic work should not be stifled through detention of journalists who are conducting their duties in a professional manner.

“MISA Zambia is calling for the immediate release of MUVI TV Journalist, Innocent Phiri and his camera person, Obvious Kapunda who remain detained at Lesoleil Community Police Station in Roma Township in Lusaka. The two were detained on Sunday, 13th November 2022 at around 21:00hrs when they went to cover a Police raid at Chilufya Tayali’s residence in the Roma area. MISA Zambia earlier today visited Mr. Phiri and his camera person to offer solidarity and has called on stakeholders for support and not to relent until justice prevails. MISA could not get full details of their arrest but were informed that police will issue a report later,” Fr. Simatende said.

“We would like to appeal to the Zambia Police Service to expedite the process and release Mr. Phiri and his camera person. Further, MISA Zambia wishes to remind the Zambia Police Service that the media has a critical role to play in a democracy and detaining a journalist equates to infringing on peoples’ right to access information. Further, journalistic work should not be stifled through detention of journalists who are conducting their duties in a professional manner that allows the nation to be informed on events happening within the Country,” Fr. Simatende said.

Lawyer Simon Mulenga Mwila has also condemned the detention of the two media practitioners.

“Free Muvi TV Journalists Innocent Phiri and his Camera person Obvious Kapunda who were detained yesterday for getting to the scene to cover the police raid of Mr. Tayali’s residence. We shouldn’t drag our journalists into our political battles. Ba UPND sort out the lack of medicines in hospitals, our farmers have not received their farming inputs. Please arrest the high cost of living and work on the economy so that it makes sense to the common man. Not economics yamuma books yet people are starving in these compounds.How many people are you going to arrest for speaking out? Zambians are no longer gullible abantu bali buka.People are suffering and time is moving fast as you are arresting all your perceived political enemies. This is not the change Zambians vote for last August,” Mr. Mwila stated.

Current electricity tariffs not cost-reflective, will need to rise by an average of 17% -ERB

Energy Regulation Board (ERB) Director General Yohane Mukabe has said the current electricity tariffs are not cost-reflective and will need to rise by an average of 17 percent between 2020 and 2025.

Speaking during the dissemination of the Electricity Cost of Service Study Results Workshop, Mr. Mukabe said the Electricity Cost of Service Study results shows that a total $14.03 billion is required in generation, transmission and distribution between 2021 to 2040.

Government through ERB has started releasing contents of a specialized study aimed at determining the Zambian power systems full cost of electricity generation, transmission, distribution and supply to different customer categories.

The study has highlighted among other issues load forecast, least cost expansion plan, key findings, financial sustainability of the power sector in Zambia and recommendations.

The overall purpose of the Cost of Service Study was to determine and set tariffs for the Electricity Supply Industry at Generation, Transmission, Distribution and Supply.

Mr. Mukabe said there is a need for investment in the power system to meet growing demand. According to the Study major demand drivers between 2021 to 2040 will be domestic, residential and commercial customers.

He added that the recommended tariff migration is consistent with cost-causation, hence low voltage consumers pay more than high voltage consumers.

“There is a need for investment in the power system to meet growing demand. According to the Study major demand drivers between 2021 to 2040 will be domestic, residential and commercial customers. A total 14.03 billion dollars is required in Generation, Transmission and Distribution between 2021 to 2040. Current tariffs are not cost-reflective and will need to rise by an average of 17 percent between 2020 and 2025 in real dollar terms. If legacy debt by ZESCO is allowed to be carried by the tariff the average increase will be 37 percent. Recommended Tariff migration consistent with cost-causation, hence low voltage consumers pay more than high voltage consumers.Migrating to cost reflectivity will provide for adequate revenue requirement and financial sustainability for ZESCO and other Utilities to operate efficiently and re-invest in the power system. Lifeline consumption recommended at 50kWh per month to balance between social affordability and revenue tradeoffs, cross subsidization between low and high income consumers. Cost of supply at generation,” Mr. Mukabe said.

“Transmission and distribution has been determined consistent with cost-causation. The study has recommended a gradual Multi-year tariff migration path with provision for Automatic cost-pass-through on factors that affect the Energy and capacity 35 9.0 Recommendations from the Study i. The ERB as a client recognises and appreciates the thoroughness and scientific approach with which the cost of service study was conducted and accordingly recommends that the study findings may be used as a sound basis on which a review of the Zambian energy supply industry could be based in future tariff design and migration to cost-reflectivity.”

“The Study has recommended a migration to cost reflective tariffs in trachea of 5 years using a Multi-Year and Automatic cost Pass-through Tariff framework. iii. Specifically, the ERB recommends that the report’s findings that ZESCO is financially challenged as a result of not being able to recover the full costs of electricity generation, transmission and distribution under the currently prevailing tariff regime be accepted and that a review of the tariff regime be undertaken as a matter of urgency. ERB further recommends that the study report’s estimates of the growth trajectory for national power demand over the period 2020 – 2040 be accepted and that investments in the power system to the extent of approximately $14billion will need to be made over that period,” he said.

Mr. Mukabe has since called for a quick implementation of the Electricity Cost of Service Study results.

“Failure to implement the recommendations shall have repercussions in the electricity sub-sector. ZESCO’s financial position may worsen and the utility would be unable to pay its suppliers (Independent Power Producers). Further, the utility would be unable to finance investments in new generation, transmission and distribution infrastructure to be able to meet the forecasted growth in electricity demand. vi. That, further to the foregoing finding, it is recommended that social equity should be integral to future tariff designs; and Recommendations from the Study (cont’d) vi. Finally, it is recommended that a comprehensive review of the Cost of Service Study should be done every five years and there should be a program to build local capacity to undertake such studies. Government to study the findings, conclusions and recommendations of the Study and provide policy guidance. A Green Paper was issued on 26th August, 2022 where the Government presented its preliminary position on the Cost of Service Study Results. The expected output after the Public consultation is the Government final position on the Study,” Mr. Mukabe said.

Ncube warns against accelerated migration to cost-reflective electricity tariffs

ZESCO board chairman Vickson Ncube says implementation of cost reflective tariffs for electricity will be an academic exercise which defeats the main objective of the government if it starts to impact on the ability for industries to work efficiently, create jobs, pay taxes and meet government’s objectives.

During a plenary session at the 10th Zambia Mining and Energy International Conference (ZIMEC) in Kitwe last week, Ncube said there is need to strike a delicate balance between achieving economic tariffs for power in the country and ensuring electricity supports economic growth and the drive to increase number of Zambians with access to electricity.

He said the cost-reflective tariffs should be balanced with the need for ordinary Zambians to access power and economic growth.

The Energy Regulation Board is undertaking countrywide consultations with key stakeholders and the general public following the issuance of the government green paper on the findings and recommendations of the 2021 Electricity Cost of Service Study.

The study which focuses on establishing an electricity tariff that reflects final cost on the consumers, encompassing all costs from generation, transmission to distribution, was undertaken by United Kingdom-based Energy Market and Regulatory Consultants (EMRC).

Ncube observed that an accelerated migration to cost-reflective tariffs could result in an increase in deforestation for a country that is already experiencing an upsurge in the number of indigenous trees being cut for charcoal production.

“If I were to increase the cost of consuming electricity in Zambia today, people will limit what they use that power for and use partly the charcoal, and then we are defeating the whole push for green energy and also efforts to protect the environment,” he said.

Ncube said the country needs to have a “holistic approach” when deciding the direction of the cost of selling electricity to consumers.

“We want to heat up this economy so that it drives more jobs, but should the cost reflective tariffs start to impact on the ability for industries to work efficiently and create jobs and pay taxes and meet government’s objectives then that cost reflective tariff becomes an academic exercise which defeats the main objective of the government,” he said, according to a statement from Zesco corporate affairs.

He called for an integrated approach where the government was moving from end to the beginning, and beginning to the end until it reached a point of equilibrium.

“Where we become efficient for the whole economy and not just the energy sector,”he said.

Ncube said the new dawn government’s focus was to make electricity a catalyst for economic growth.

“We must understand that investments are not only to be attracted in the energy sector; it must be attracted throughout the chain. More mines should come, but if they are going to find that the cost of energy is an inhibitor to opening a mine, they won’t come,”

he said. “In the 8th National Development Plan, energy has been classified as an enabler and not an end itself. We must run Zesco efficiently. At the same time let us be careful not to have a situation where because we want to attract so much investment in the energy sector, we kill the rest of the industries in Zambia.”

He said the country should take a futuristic approach to the migration towards cost-reflective economic tariffs.

“I am not going to say a cost-reflective tariff means we must absorb that cost of the power station from the existing customers alone. It must be a projection to say in the next so many years there is that capital cost that forms the base that should not be included in our cost-reflective but rather you grow your customer base to reduce the ultimate cost,” said Ncube.

A Zambian man fighting alongside Russian soldiers against Ukraine has died, becoming the country’s first confirmed casualty in the war, Hon. Stanley K. Kakubo, Minister of Foreign Affairs & International Cooperation has revealed

In April 2020, Mr Nyirenda contravened the laws of the Russian Federation and as such, he was convicted and sentenced to nine years and six months imprisonment.

However, it has been established that while serving his prison term, Mr Nyirenda was allegedly recruited to fight in Ukraine.

Mr Kakubo said Mr Nyirenda’s remains have been transported to the Russian border town of Rostov in readiness for repatriation to Zambia.

He said the deceased was a government-sponsored student, who was pursuing nuclear engineering at the Moscow Engineering Physics Institute in the Russian Federation.

“The Ministry is saddened to inform the nation that, on 9th November 2022, it was notified of the demise of Mr Nyirenda, at the battlefront of the conflict between Russia and Ukraine.

Through the embassy of the Republic of Zambia in Moscow, the Ministry immediately proceeded to verify this information where it was established that Mr Nyirenda indeed passed away on 22nd September, 2022, in Ukraine.

The Embassy further established that Mr Nyirenda’s remains have since been transported to the Russian border town of Rostov in readiness for repatriation to Zambia, ” he said.

The Minister said in April 2020, Mr Nyirenda contravened the laws of the Russian Federation and as such, was subsequently convicted and sentenced to nine years and six months imprisonment.

He said Mr Nyirenda was serving his sentence at Tyer Medium security prison on the outskirts of Moscow.

“In view of this very sad development, the Zambian government has requested the Russian authorities to urgently provide information on the circumstances under which a Zambian citizen, serving a prison sentence in Moscow, could have been recruited to fight in Ukraine and subsequently lose his life,” he said.

Mr Kakubo said his Ministry is deeply saddened by the untimely demise of Mr Nyirenda under such circumstances and commiserates with the family on their loss.

“As Minister, i have been personally in touch, and will maintain contact, with the family of the deceased in order to provide an update on more details surrounding their loved one’s death, once official communication is received from the Russian authorities,” he said.

Input distribution flagged off in Mbala

Government has flagged off the farming inputs distribution in Mbala under the Food Security Pack (FSP) programme for the 2022/2023 season.

Mbala District Commissioner Annie Paul says the early distribution of inputs will promote household food security among viable but vulnerable farmers.

Flagging off the exercise on Monday, Mrs. Paul however advised beneficiaries against selling the fertilizer and seeds or else risk being blacklisted from the programme.

” I strongly warn beneficiaries against selling the fertilizer and seeds as that doing will result in you being blacklisted from the programme, ” she warned.

And Thomas Kaunda , the District Community Development Officer, has revealed that the department has received 4,248 by 50 kilograms (kg) bags of Compound D fertilizer and 2,124 by 50 kg bags of Urea.

The district has also received 2,124 by 10 kg bags of maize seeds and 700 by 10 kg bags of bean seeds.

Following the development, Mr. Kaunda said his office is grateful to government for the early delivery of the inputs for the food security pack this farming season.

Mr Kaunda has since assured the public that the department is ready to work hard to ensure that the inputs are distributed to all the 2,124 beneficiaries in good time.

Meanwhile, St Paul village headman Sefelino Mulenga 71 has commended government for its commitment in uplifting the living standards of the people in the country.

Mr Mulenga explained that the government is implementing a number of programmes that are helping vulnerable people.

Community Development and Social Services Minister Doreen Mwamba has flagged off the farming inputs for the 2022/2023 farming season to all provinces under the Food Security Pack programme.

Speaking during the event, Tuesday, Mwamba said over 200, 000 households were set to benefit from the programme.

NAPSA partial withdrawal of funds will allow investment in various businesses

Government says the National Pension Amendment Bill of 2022 is important because once it is passed by Parliament it will give citizens an option of partial withdrawal of funds to invest in various businesses.

Mpika District Commissioner David Siame says after retirement, employees face various challenges in meeting basic needs such that it becomes difficult to invest in income generating activities hence the partial payment will help sustain their lives.

Mr. Siame disclosed this to the Zambia News and Information Services (ZANIS) in an interview in Mpika today.

He added that once the National Pension Scheme Amendment Bill of 2022 is amended people will have money to help them invest in different businesses and in turn create employment.

“The Amendment Bill is important because once it is passed by Parliament it will give people an option of partial withdrawal for specific purposes including investment in business, this will also help them venture in income generating activities thereby reducing poverty,” said Mr Siame.

And National Pension Scheme Authority (NAPSA) Head of Corporate Affairs Cephas Sinyangwe says the Bill to reform NAPSA has been tabled before parliament and the company awaits its outcome.

Mr Sinyangwe said that the National Pension Scheme Amendment Bill will allow NAPSA to grant waivers of penalties on delayed NAPSA contributions and it will also allow an option to claim for “age benefits” by a member of the fund.

“The Amendment Bill will allow NAPSA to grant waivers of penalties on delayed remittance of contributions and members will also be able to get a partial payment or withdrawal of funds without having to wait until they reach retirement age,” said Mr Sinyangwe.

He has also appealed to employers to be remitting workers’ contributions to NAPSA adding that members should also ensure that their contributions are remitted by their employers.

“Remittance of NAPSA returns is law, and failure to comply is tantamount to committing an offence which is punishable by law,” said Mr Sinyangwe.

Mr Sinyangwe added that in the event that the employer does not remit the contributions to NAPSA, the employees will be deprived of their pension benefits.

Meanwhile, The Tanzania Zambia Railways Authority (TAZARA) Workers Union president, Bedwin Malowa says the move by government to allow for a partial withdrawal from NAPSA is welcome as it will allow for workers to get their money before retirement.

“Some workers die before they get their benefits, hence if one is able to get their benefits before retirement it will help them have access to that money,” said Mr Malowa.

Mr. Malowa has also expressed concern over the non-remittance of contributions to NAPSA by the employers at TAZARA and has appealed to the employers to ensure that contributions are remitted for the benefit of the workers.

Tobacco Free Generation International Program Launched

The Tobacco Free Association of Zambia Youths in collaboration with the International Youth Tobacco Control of California United States of America – USA has embarked on a ‘Tobacco Free Generation’, an International social movement that re-balances the landscape of teenage smoking and vaping addiction and exchange advocacy program.

The Tobacco Free Association of Zambia Executive Director Brenda Chitindi mentioned in a statement issued to Lusaka Times that the Tobacco Free Generation International social movement started after the concept was published and recognized as an International Tobacco Control Endgame, thereafter an international education ecosystem was started.

Ms Chitindi added that since then, millions of youths from different countries want to be the better-educated Tobacco Free Generation that does not become replacement smokers to the tobacco industry.

“The movement needs to go beyond saying that smoking is bad and causes various diseases, it is in this regard that the youths of the Tobacco Free Association of Zambia, have joined the Global Tobacco Free Generation movement that needs to go beyond saying smoking or vaping is bad and causes various diseases, and also to be peers who will stand up in front of a group and advocate to thousands of children,” She explained

Ms Chitindi said that to accomplish this positive peer pressure, the Tobacco Free Association will work in close collaboration with the Ministry of Education to develop youth leadership programs in Zambian schools, colleges and universities, the program will have an education system that targets the teenagers who tend to be vulnerable and eager to fit in with peers.

“In Zambia, we are engaging youths in innovative activities that will deter them from smoking tobacco that comes in various packages to attract them,” she said

She noted that on 12th November, 2022, the youths in Zambia joined together with the youths in California – USA to demonstrate a global solidarity against smoking and educate a global youth audience on the harms of tobacco.

Ms Chitindi said that the international educational event taught the youths about the harms of traditional cigarettes and e-cigarettes, they also learned on how to combat peer pressure and how to help between different cultures.

She said that the creation of a new generation of addiction and exposure to various flavored cigarettes to attract the young generation should be condemned and make the producers accountable for any harms, as such is depriving them of their healthy future.

“The program will see youths taking a lead to sensitize and help the communities understand the effects of smoking and vaping tobacco products,” she said

Ms Chitindi mentioned that the program attracted more than 100 youths from both Zambia and California – USA who participated in the zoom meeting to highlight the challenges youths are subjected to with availability of flavoured tobacco products on the market.

Allegations of plunder of earnings from the Black Mountain by senior UPND Officials not true-Matambo

Copperbelt Minister Elisha Matambo has denied claims that there is plunder of earnings from the Black Mountain by senior UPND and such allegations are the work of enemies of progress.

The Black Mountain saga has resurfaced with accusations of massive plunder of earnings, a move which has left youths seething with anger because they feel leaders have not shared fairly.

Mr Matambo however rubbished the allegations from some suspected UPND youths that the ‘Black Mountain’ has been mismanaged by selfish corrupt leaders and that they should be reported to the Anti-Corruption Commission (ACC) for appropriate action.

The minister’s reaction follows accusations of plunder of Black Mountain earnings where the youths feel left out.
Mr Matambo, who is also UPND Copperbelt Provincial Chairman, in an interview, rubbished the allegations and instead accused the enemies of the party particularly the opposition of coming up with cheap propaganda to dent the image of the ruling party which was firmly on course towards achieving economic recovery and poverty alleviation.
Mr Matambo said he had seen and read the allegations where some youths were accusing some government and party leaders of all sorts of things, but rubbished it saying it was the work of the opposition who were jealous of the good works of the New Dawn government

He said that those allegations are a cheap propaganda from our enemies, the opposition. They are not coming from our youths because, as far as, am concerned, all the cooperatives or companies under the consortium benefited from the Black Mountain. Find time to interview them and get their views on the matter

“Every company under the consortium got the right share and benefit from the Black Mountain and I don’t see any reason why some youths could accuse senior party and government officials of being corrupt and selfish. This is why Iam saying this is the work of our enemies, particularly, the opposition,’’ Mr Matambo said

But some suspected UPND youths said the mismanagement of the black mountain money by selfish corrupt leaders should not be condoned and warned Copperbelt Provincial Treasurer and Consortium of unspecified action.

“The mismanagement of the black mountain money by selfish corrupt leaders shouldn’t be condoned. We mean business. We are putting our records straight in warning the Copperbelt Provincial Treasurer and the Consortium Treasurer.

“We are not forgetting the person penning down the approval (signature) on our money , these people have massively become rich within the shortest period of time, enriching themselves by neglecting party structures, by fattening their own bellies at the expense of the poor youths. The scattering of party activities on the Copperbelt is sponsored by the consortium working hand in hand with the Copperbelt provincial team,’’ said the youths in a letter which has gone viral on social media.

The Youths who identified themselves as Watch Man Media Team has since called the republican President Hakainde Hichilema to intervene in the matter urgently before the UPND youths on the Copperbelt resolve to pass a vote of no confidence in their leaders.

As Watch Man Media Team, we are also appealing to the Secretary General at this point to wake up and act accordingly. Let’s separate from being a minister and a chairman, it’s the reason why Copperbelt province is becoming unattractive in terms of politics

Of PF bouncing back to power

By the time the August 2021 general elections came, MMD was haggard and emaciated – barely a shell of its old self. They couldn’t even pretend sponsoring a presidential candidate let alone floating parliamentary or council candidates in most parts of the country. As it were, that’s how the epitaph was finally written on the grave of the party of one Frederick Chiluba – a dapper dressed eccentric individual with an excellent command of English who rose from being a train conductor to become president!

During the previous regime, the country obviously witnessed the worst plunder of national resources and a manifestation of multiple atrocities! Individuals who were once paupers peddling dollars in Katondo Street while clad in Salaula and flip-flops became mega-rich overnight; ministers wantonly advanced the agenda of tribalism for political expediency; cadres reigned terror and supreme as the police looked aside; helpless citizens were gassed in their homes; civil servants that were deemed to belong to the ‘wrong tribes’ were condemned to squalor and poverty in so-called national interest; leaders enjoyed the life of splendor and opulence as the majority of citizens wallowed in abject poverty and haboured corrosive hatred against their opponents to the extent of referring to them as cows in the so-called Christian nation!

To date, the party with such a blemished track record seemingly remains intact. This article will seek to demonstrate the logic behind this.

When PF lost power to UPND, most of those who were vociferous in mercilessly attacking Hakainde Hichilema, now the Republican president, immediately scampered like frightened little rats and hibernated in the burrows! We’ve in mind the likes of Pastor Sinyangwe, Antonio, Nawakwi, Kaiza, Jean, Kamba, Cosmo and Ntewewe, name them. Such individuals obviously expected UPND to embark on revenge attacks and reprisals as other political parties had done in the past – arbitrary arrests, mass deportations and rummaging of properties for any suspected looted goods or even beatings!

Even those still occupying government offices from the previous regime, including those serving in the foreign missions were shocked to see no one violently ejecting them from their offices, brusquely. To date, folks such as the former first lady, Christine Kaseba, continue enjoying sitting in air-conditioned offices as state-of-the-art SUVs wait outside.

Without skating around issues; UPND has seemingly allowed PF to get away scot free, effectively giving them room to regroup and mount a possible comeback! In the event that some of these individuals had millions of cash stashed in their grand mansions, they have been given ample time to swiftly pass on the loot to their side-chicks for safe keeping as witnessed recently with a certain lady in Lusaka, recently. Equally, any incriminating evidence on them has since been obliterated while those who had run away for some unknown reasons have since emerged from hiding and are now frequenting TV and radio stations bashing and lampooning UPND and the president. Mulekutika?

DMMU helps families whose houses have collapsed in Rufunsa

Government through the Disaster Management and Mitigation Unit (DMMU ) has provided relief food and tents to the 18 families of Chitemalesa area in  Rufunsa district in Lusaka Province whose houses were damaged and food stuffs destroyed last week on Tuesday following heavy rains accompanied by strong winds that hit the area. 
Lusaka Province Minister Sheal Mulyata led the team that included District Commissioner Richard Mabena and Rufunsa Council Chairperson Kennedy Mailoni in distributing the relief food and tents to the affected families in Bunda Bunda ward ward.
 
Ms. Mulyata said Government is concerned with the welfare of the 18 families who were left homeless after their houses were damaged following a hail storm experienced in the area last week.
 
She assured the victims that Government will do all it can to ensure that the affected families had temporal shelter and food provided to them while waiting for a long term intervention. 
 
She said that what has befallen the people of Bunda Bunda is as a result of climate change saying such calamities can happen any time and anywhere ,
The Minister said government through the DMMU has always been planning to provide mitigation for such calamities to provide the needed relief to the affected people. 
 
“We rushed here to bring relief food and tents so as to protect your lives, ” said Ms. Mulyata. 
 
The Provincial Minister who is also Rufunsa member of parliament took time to visit some of the affected families.
 
Ms. Mulyata said she is happy that three out of the four people of the same family who were admitted to Levy Teaching hospital in Lusaka with multiple body injuries sustained when the walls of their house fell on them during the heavy rains,  have been discharged leaving only one. 
 
She said the victim who is still admitted in the hospital and the mother who is on the bedside are being taken care of and have received assistance from the Government. 
 
The recipients of the Government assistance are happy and have commended the Government for the good gesture. 
 
Ms. Saliya Lusoke, who is also headwoman Lusoke said she lost household property, roofing sheets and food stuffs following the heavy rains experienced last week on Tuesday. 
 
” I lost almost everything. Am happy that Government has responded positively to our cries, ” said Ms. Lusoke. 
 
And Kingstone Chinakila one of the affected victims,  thanked Government for providing relief food and tents to them.
 
Mr. Chinakila said he and family members survived by the grace of God saying hail storm experienced was so terrifying saying his 4 children were badly injured after the walls of the house fell on them with one sustaining a broken leg.
 
“Am happy that my children received treatment and three have since been discharged leaving only one in the hospital, ” said Mr. Chinakila. 
 
And Rufunsa District Commissioner Richard Mabena assured the victims that they will all receive the assistance from the Government.
Mr. Mabena also said tents will be retrieved once the affected families have reconstructed their damaged houses.
“These tents will need them once you have reconstructed your damaged houses so that they can be used in other areas where there might be need,” said Mr. Mabena.
Meanwhile,  Rufunsa District Council Chairperson Kennedy Mailoni said the local authority will intensify the education of the local on the need to follow specified guidelines when building structures.
Mr. Mailoni said through the Area Ward Development Commitees , the local authority will be educating members of the public to strictly follow guide lines when constructing structures in order to safeguard property and lives.
“Through the,Area Development Commitees we shall embark on the education of the public to ensure they build strong structures,” said Mr. Mailoni.

Mubanga commends Ecobank for helping vulnerable Marketers in Lusaka

Small and Medium Enterprises Development Minister Elias Mubanga has commended Ecobank for partnering with government to empower Marketers in Lusaka with capital to boost their businesses.

Mr Mubanga says during the Ecobank day held at the Michael Chilufya Market in Lusaka that government will also start a programme of offering loans to markers to invest in improving their businesses and that the plan is to target one million Small and medium Markers throughout the country.

Mr Mubanga urged the marketers to learn how to bank their money for them to grow their business.

He said marketers should also approach his ministry to ensure that they find ways of preserving tomatoes which mostly go to waste.

The Minister said he is proud of Ecobanks corporate social responsibility to help the vulnerable marketers to boost their business.

He said government will ensure most Zambians are financially literate for them to contribute to the growth of the economy.

Mr Mubanga said capacity has to be built in Zambians for them to ensure that some of the businesses are strictly for the Zambians.

“The marketers receiving the financial empowerment funds from Ecobank should use it wisely to benefit them, this relationship with the bank is beneficial and commendable,” he said.

Mr Mubanga said the government values small and medium businesses because they contribute 90 percent of all the business in the country.

He said government want to improve the markets in the country because all the people depend on the markets for their survival.

Ecobank Managing Director Oladji Charmel said his institution is delighted to increase financial literacy and financial inclusion to women and youths in marginalized communities.

Mt Charmel notes that this year’s Ecobank day will focus on increasing financial literacy as it is a life changing skill.

“Ecobank day provides us with an opportunity to display our commitment to giving people the necessary knowledge and skills expected to address essential and every day money decisions such as budgeting and saving,” Mr Charmel said.

The Ecobank Managing Director handed over a cheque worth K250,000 to vulnerable but viable markers to invest into their businesses and improve their livelihood.

Zambia National Marketers Credit Association President Mupila Kameya thanked Ecobank for exhibiting good social responsibility to empower his members with capital to improve their businesses.

Mr Kameya said there is a need for empowering over six million informal businesses who are mostly marketers for them to contribute to the growth of the economy.

Colombia Beat Jet-lagged Zambia

Shepolopolo Zambia late on Saturday evening kicked off their two-match friendly visit to Colombia with a defeat.

Zambia lost 1-0 in Cali in the two sides’ debut international meeting.

The game came just 24 hours after Zambia’s late arrival in Colombia following a USA transit visa issue that saw the journey reroute through Spain.

Saturday’s lone goal came in the 5th minute through Catalina Ramirez who tapped in the ball on the rebound after Lorena Bedoya’s long-range volley came off the post.

Three minutes later, Grace Chanda and Ireen Lungu were denied in quick succession by goalkeeper Catalina Perez.

In the last quarter of the first half, Rachel Nachula who ended her two-year Zambia exile sent a sitter wide while Ochumba Lubanji skied the ball.

But Zambia was missing left-back Martha Tembo who did not travel for the friendly following her mother’s passing last week.

Zambia struggled on that front to deal with Colombia’s Ivonne Chacon as the swift winger troubled the visitors throughout the match.
Chacon again gave Zambia a nasty scare in the 54th minute when she found space between defender Agness Musesa and goalkeeper Hazel Nali but headed the ball wide.

Meanwhile, a clearly jet-lagged Zambia then spent most of the second half camped just inside their area but Colombia offered very little serious threat apart from Chacon’s runs.

However, Rachel Kundananji came close to equalizing in the 75 minutes when she sliced through Colombia’s backline with a ball from a Chanda pass but shot narrowly wide of the near post.

Nali then saved Zambia in the 85th minute when she tipped over Catalina Usme’s booming volley delivered from the edge of the box.

Daniela Arias’s header from the resultant corner flew out for a goal kick as Zambia settled for a narrow away defeat.

Colombia and Zambia meet on their final friendly date on November 15 at the same venue.

The two sides are using the friendlies as early warm-up ahead of their 2023 FIFA Women’s World Cup outing from July 20-August 20 to be jointly hosted by Australia and New Zealand.
