SMEs contribute 70% to GDP-Mubanga

Small and Medium Enterprise Development Minister, Elias Mubanga, says the government has prioritised the development of small and medium enterprises (SMEs) because they drive the economic growth of the country.

Mr Mubanga says SMEs represent about 97 percent of all businesses and contribute 70 percent of the gross domestic product (GDP).

He said SMEs also represent 88 percent of employment opportunities as they tend to employ a large share of the most vulnerable segments of the workforce.

Mr Mubanga said this today when he officially opened the inaugural ministerial coordination meeting for micro, small and medium enterprises and cooperative associations in Lusaka.

He added that his ministry decided to engage its stakeholders such as cooperatives and some SMEs to find ways of how some of the challenges faced by the sector can be addressed.

He noted that economic transformation requires a holistic approach to addressing the multi-faced constraints, adding that special focus is being given to the provision of access to finance for the Ministry of Small and Medium Enterprise and cooperatives.

Mr Mubanga further stated that this is the reason why the ministry has progressively restructured the Citizens Economic Empowerment Commission (CEEC) loan portfolio to ease people’s access to the funds.

He observed that there are many cooperatives and SMEs that are doing businesses which can make a significant impact.

And speaking at the same event, Zambia Chamber of Small and Medium Business Association representative, John Shamputa, said the SME sector is faced with a number of challenges that need urgent attention.

Mr. Shamputa observed that the SMEs have been sidelined when it comes to the Constituency Development Fund (CDF) allocations, adding that they do not benefit as much as they are supposed to do.

He has since appealed to the ministry to make sure that SMEs also get a fair share of the national cake.

Distribution of Farming Inputs Under FISP to begin tomorrow-Agric Minister

The government has announced that the collection of inputs under the Farmers Input Support Programme (FISP) will commence on Thursday, November 10, 2022 across the country.

Minister of Agriculture Reuben Mtolo said the programme is progressing very well as the disbursement of the inputs to all the depots in the districts across the country has reached 55 percent as per suppliers’ reports.

Mr Mtolo stated that the depots are opening up for all the famers to collect their inputs across the country but encouraged selected beneficiaries to deposit their money as soon as possible.

“We encourage the famers to utilise the inputs for the intended purpose and avoid selling and exporting the inputs. We can assure you that monitoring measures have been put in place to ensure that the subsided farmers’ inputs are not abused,’’ he said at a media briefing in Lusaka today.

And Mr Mtolo has said allegations that the number of beneficiaries for the 2022 and 2023 FISP programme has been reduced are false.

He said the targeted number of beneficiaries remains the same, which is over one million farmers using the direct input support programme modality.

“Government has procured over 300,000 metric tons of fertilizer at the total cost of over 369 million dollars and over 10,000 metric tons of maize seed, 12 thousand metric tons of soya bean seed and over 10 thousand metric tons of groundnut seed,” he said.

The Minister of Agriculture revealed that the government spent K1.7 billion on procuring seed and distributing it to all the districts across the country.

Mr Mtolo said each farmer will be entitled to a pack, which constitutes six bags of fertiliser and one bag of maize seed weighing 10 kilograms (kgs).

He added that each recipient will receive either one bag of legume namely 20 kgs of groundnuts or 25 kgs of soya beans.

He also disclosed that the farmers who have benefited from FISP for over 20 years will be removed from the programme gradually in order to leave room for new beneficiaries.

Police Arrest and Charge UPND District Youth Chairperson for Assault and Damage to Property

Police in Mazabuka District of Southern Province has charged and arrested UPND District Youth Chairperson Bright Hamweenda aged 44 for Assault and Malicious Damage to Property.
The arrest follows a complaint against him by Mazabuka Mayor Vincent Lilanda who together with his wife was over the weekend allegedly assaulted by the suspect at Mazabuka Golf Club.

Zambia Police Spokesperson Rae Hamoonga has confirmed the arrest of Mr. Hamweenda who is in detention awaiting a court appearance.

And Police in Lusaka’s George Compound has instituted investigations into the death of a 36-year-old woman identified as Jelin Mwandila of the Soweto compound who is alleged to have been murdered by her husband.

The body of the deceased who was found laying unconscious by her mother who went to visit her was found with a cut on the head and her husband was not found at home.
Zambia Police spokesperson Rae Hamoonga has confirmed that the incident is alleged to have occurred yesterday at around 22 hours and today at around 10 hours.

Meanwhile, The Young Christian Women Association (YWCA), in Mazabuka says drug abuse and strong beliefs in rituals are major contributing factors to the increase in Gender Based Violence, (GBV) cases in the district.

YWCA Project Coordinator Nora Namakando says some men who were defiling their biological daughters believed they would get rich, while other perpetrators of GBV engaged in the vice under the influence of drugs.

Speaking in an interview with ZANIS, Ms Namakando said defiling innocent children in hope of getting rich and acquiring the necessary influence to get away with committing such crimes was a myth.

She further said people had continued engaging in GBV such as child defilement in spite of the stiff punishment for offenders, as they were confident of not getting caught.

“Engaging in GBV is like stealing. People know when you steal you get punished but steal anyway, and always hope to get away with it,” she said.

Meanwhile, Ms Namakando called on the clergy to sensitise members on sodomy.

She said sodomy had been happening in society for years, but there was little awareness on it, as survivors of the vice were reluctant to go public.

Ms Namakando said for someone to get to a point of sodomising another person, chances were that they were sodomised themselves and they also wanted to cause pain to others.

“When someone is sodomised and they are not counselled, they nurture a monster within them. They grow with so much pain, confusion and low self-esteem, there is need for a lot of awareness on the subject,” she said.

And Mazabuka Pastors’ Fellowship Chairperson Shern Kaumba said currently, there was no deliberate program in place to sensitise communities on GBV and its effects on survivors of the vice.

Bishop Kaumba however, said previously the Pastors’ Fellowship used to partner with Expanded Church Response (ECR), to sensitise communities but lack of funding had brought the sensitisation campaign to a halt.

“ECR is currently not active, so we are trying to use the platforms available to us to continue sensitising the masses on this detrimental vice called GBV,” he said.

Zambia is ill prepared to attain 3 million tonnes of copper annually in 10 years

Mining Expert Cryton Phiri says the country is ill-prepared to attain the 3 million metric tons annual copper production due to unresolved challenges facing the country’s two biggest mines Mopani and Konkola Copper Mines.

The new dawn administration has targeted to increase Copper production from the current 830,000 metric tonnes to 3 million per year in the next ten years.

Dr Phiri said the unresolved issues prevailing at Mopani and Konkola Copper Mines are of serious concern because they are affecting Copper production in the country.

He said there is a need for the country to engage in more exploration works to ensure that the country has correct data on how much Copper the country has in its reserves.

Yesterday, Zambia’s annual copper production continued to drop with the latest figures showing a 4.6 percent drop in production figures as of quarter 3 of 2022.

According to the Ministry Of Mines figures made available to phoenix news by the Zambia chamber of mines chief executive officer Sokwani Chilembo, the country produced a total of 565, 806.9 tons of copper between January and September 2022 compared to a total of 593, 500.42 tons for the same period in 2021.

This 4.6 percent drop in copper production figures represents a total reduction of 27,693.52 tons for the period January 2022 to September 2022 as compared to the same period last year.

Mr. Chilembo has attributed this sustained drop in production figures, to a diversity of operating and supply chain issues including heavy rains in the northwest and floods in Kwazulu natal of South Africa, that are continually impacting the mining supply chains.

The 2022 reduced production level in the mining sector is against the Zambian government’s resolve to increase productivity in the sector with a national target of 3 million metric tons of annual copper production within 10 years.

And this week, the government said that it was urgently working around the clock to ensure that the KCM and Mopani Copper Mines issues are resolved as urgently as possible. Minister of Mines and Minerals Development Paul Kabuswe says discussions with the necessary stakeholders to find an amicable solution are already underway.

Addressing a media briefing in Lusaka , where he refuted recent media reports suggesting that he is about give a final statement regarding the two mining firms , Mr. Kabuswe said it is too early to state a final position.

“As to how the talks have progressed, I think it will be unfair on both ZCCM-IH, who is ourselves as Government and also Vedanta to prematurely bring out anything when the talks have not reached a level where we can tell the nation where we are,” he said.

Government is eager to see to it that the two mines contribute towards the three million metric tonnes of copper target that has been set for the next decade. Mr Kabuswe said the two mines need to deliver optimal production levels.

The Minister of Mines and Minerals Development said government is working closely with management for both mines to ensure that no worker loses employment.

And the Minister dismissed reports that Reliant Mining, a contractor at KCM will soon halt operations. Mr Kabuswe said it is not true that the firm will prune all the workers and shut down..

“It is an unfounded rumour, the truth of the matter is that reliant, is still a contractor at KCM and their contract has actually been extended,” he said.

Mopani Copper Mines is currently on care and maintenance while KCM is in liquidation. President Hakainde Hichilema has previously pledged that his Government will resolve the impasse regarding the two mines.

HH holds of meeting with a team from the commonwealth

President HAKAINDE HICHILEMA has held a series of meetings during the ongoing COP27 in Sharm El Sheikh, Egypt. This morning, President HICHILEMA met with a team from the commonwealth to discuss matters of mutual interest.

Some of the key issues discussed include investment in renewable energy in order to create a viable energy mix for Zambia.

And Commonwealth Assistant Secretary General for Governance and Peace, Professor LUIS FRANCESCHI said Zambia is ripe for investments due to its peace and political stability.

President HICHILEMA later met officials from the International Finance Corporation- IFC, a wing of the World Bank group, where potential areas of investment were discussed among them Agriculture, manufacturing and mining.

The President emphasized Zambia’s strategic location saying the Country is well positioned to enhance trade and provide various goods and services for the region.

And IFC Managing Director MARKHTAR DIOP said following the fruitful conversation with President HICHILEMA, the group would undertake a feasibility assessment tour to Zambia soon with a view to explore more investment opportunities.

MEANWHILE, the International Chamber of Commerce -ICC- has awarded President HICHILEMA for playing a key role in Zambia meeting its Nationally Determined Contributions -NDCs.

President HICHILEMA received the Presidential Transport Champion Award of the year at an event presided over by Africa investor Chairman Awards Adjudication panel Chief Executive Officer HUBERT DANSO.

The President who received the award this afternoon at the ongoing cop27 conference in Sharm El sheikh, said the award came at the right time when the world was shifting to electric vehicle usage for transportation in order to protect the environment.

President HICHILEMA stressed that Zambia working with the Democratic Republic of Congo was ready to take part in the manufacturing of the electric vehicle batteries and that the headquarters of this Joint venture would be in NDOLA.

The President also took time this afternoon to visit the Zambian Pavilion at the ongoing Cop27 conference in Sharm El sheikh Egypt.

President HICHILEMA encouraged the Zambian delegates to not only participate in meetings but extract value, in order for Zambia to benefit from the ongoing negotiations.

The President also called on financial institutions attending the conference to create a favorable environment for potential investors in the green, clean and sustainable projects sectors to increase the number of players.

Mike Mposha calls for a holistic approach towards the fight against corruption

Minister of Water Development and Sanitation Mike Mposha has called for a holistic approach towards the fight against corruption.

Mr. Mposha says the New Dawn Government was voted into power on a number of promises it made to the people of Zambia and one of such promises was that it was going to heighten the fight against Corruption.

The Water Development Minister says the fight against corruption was not just the responsibility of the President or cabinet but the responsibility of the civil service as a whole.

He says the Ministry of Water Development and Sanitation is at the core agenda and focus of the new dawn government’s development plan, and it therefore cause for personal audit and reflection if the scourge is to be averted.

‘We look forward to having a positive relationship with our stakeholders and we must be ready to receive and embrace positive and negative feedback’.

‘We cannot entirely blame corruption on contractors because the act takes two’. Said Mr. Mposha.

The Minister says the fight against corruption is a fight that all well-meaning Zambians must embrace because it requires cooperation by all stakeholders.

Mr. Mposha has since called on all to be content with what God has given them and not want to live beyond their means.

As Shepolopolo Zambia prepare to leave for South America on Wednesday evening to play two friendlies against Colombia over the weekend, her 2023 FIFA Women’s World Cup Group C opponents will also be busy with high-profile warm-ups fixtures over the same period.

Zambia will face Colombia in Cali on November 12 and November 15 during this month’s FIFA match window.

Mubanga urges emerging entrepreneurs to participate in Global Entrepreneurship Week

The government has urged emerging entrepreneurs to participate in this year’s Global Entrepreneurship Week (GEW) in order for them to unleash their business potential.

Minister of Small and Medium Enterprise Development, Elias Mubanga, says the GEW will provide a platform for emerging entrepreneurs and those facing barriers to start-up an opportunity to learn new business ideas and skills on how best they can grow their enterprises.

Mr Mubanga explained at a press briefing in Lusaka yesterday that the GEW aims at inspiring communities to collaborate and share their networks and markets.

He noted that GEW will provide opportunities and platforms for business to business and business to government exchanges, including policy dialogue on entrepreneurship.

“This event will provide opportunities for businesses and institutions involved in private sector development to freely interact with SMEs and their customers, and also showcase their goods, and services,’’ said Mr Mubanga.

Meanwhile, Global Entrepreneurship Network (GEN) Managing Director, Edwin Zulu said GEW will focus on how Zambian entrepreneurs can unleash the economic potential of natural resources in the agriculture sector and mineral development.

Mr Zulu said the young entrepreneurs will be given an opportunity to learn skills and ideas on unlocking the potential that Zambia’s natural and cultural resources have and contribute to the gross domestic product of the country.

“We will have entrepreneurs from across the globe impart knowledge on entrepreneurship development in the minds of our Zambian young entrepreneurs on how they can actualise the economic potential that our mineral, agriculture sectors have,’’ he said.

This year’s GEW will be held from 5 to 11 December under the theme, ‘Transforming Zambia’s natural, mineral and cultural resources into economic growth and wealth creation for all citizens’.

Government launches Prison Audit aimed at speeding up the dispensation of justice for citizens

The Zambian government, in partnership with the German government, has launched the Zambia Correctional Service Prison Audit aimed at speeding up the dispensation of justice for citizens.

Gracing the event, Minister of Home Affairs and Internal Security, Jack Mwiimbu, disclosed that following concerns on the effects of overcrowding and the welfare of inmates and other persons in custody, it was agreed that a study be conducted to assess the state of prisons and correctional facilities.

Mr Mwiimbu explained that prison audits are critical in understanding general caseload characteristics to enable an informed decisions.

He said some of the caseload characteristics include a proportion of inmates on remand and those sentenced, inmates by offence, inmates by the level of security classification and average time spent in correctional facilities among other characteristics.

He reiterated that the government is committed to ensuring the protection of the rights of inmates and that prospects for social reintegration are increased in compliance with relevant international standards and norms.

“The audit being launched today has been organised to undertake an assessment of the status of correctional facilities to identify and consolidate the key issues causing overcrowding in order to come up with remedial measures,” Mr. Mwiimbu said.

The minister also reiterated the government’s commitment to enhancing the criminal justice system by bringing on board relevant stakeholders so that cases are disposed of in good time.

And Minister of Justice, Mulambo Haimbe, disclosed that the government is in the process of introducing an automated case-flow management system which will link all justice institutions.

Mr Haimbe said this will help to track cases and also enhance transparency and accountability in the system.

The minister added that the government is considering the criminalisation of petty offences and effective use of non-custodial sentences as a set out in the envisaged legislative reforms of the penal code.

And representing the German government, GIZ Enabling Access to Justice Civil Society Participation and Transparency (EnACT) Programme Manager, Johanne Strohecker, said the prisons audit will ascertain possible recommendations for implementations of legal avenues to decongest facilities.

Ms Strohecker said the German government is willing to support Zambia’s population to have access to accountable institutions, to justice and transparent government decision-making processes.

She disclosed that the programme consists of four main outputs that include policy reforms, dialogue and civic space, accountability and transparency, legal aid and LegalTech.

Meanwhile, Zambia Correctional Service Commissioner General, Fredrick Chilukutu, disclosed that the service has been experiencing unprecedented increase in the population of inmates.

Mr Chilukutu revealed that the average daily unlock stands around 24, 000 against the holding capacity of 9,150, translating into an overpopulation of 163 percent.

He has therefore noted that the prisons audit is premised on finding solutions to the challenges faced in correctional facilities.

We’re determined to create youth employment-Nkandu

The government has reiterated its commitment to creating more jobs, small business and market linkages and to upscale resource mobilisation to sustain youth empowerment in the country.

Minister of Youth, Sports and Arts, Elvis Nkandu, said government is also determined to improve young people’s livelihoods so that they can fully participate in the diversification of the economy and national development.

Mr. Nkandu said government attaches great importance to creating long life serving skills and training the youths in order for them to immediately engage into income generating activities at individual, household and community levels thereby creating employment for the unemployed youth in Zambia.

He said this during the 18th graduation ceremony for 975 students who graduated in various skills from Lusaka Youth Resource Centre in Lusaka today.

The youths graduated in food production, general hospitality, information communication technology (ICT), metal fabrication, design, cutting and tailoring and power electrical.

Out of the total number of graduates, 368 students are male while 607 are female.

Mr Nkandu said skills training programmes are being offered at 23 youth resource centres across the country.

He added that it is the government’s desired view and vision to have more youth training resource centres for young people in all the provinces so that the youth can acquire skills.

“Government attaches great importance to drive and create long life serving skills and training to the youths that will create employment for other youths and we believe that those who receive skills training from these skills training centres are the ones who do the work and they are artisanal,” he said.

And Lusaka Province Minister Sheal Mulyata said government wants to promote programmes that help youths acquire skills which will help them to participate in national development and to be self-employed.

Ms Mulyata has since urged the new graduates and other youths to actively participate in diversifying the economy and promote national development by forming cooperatives.

She further called on cooperating partners and the private sector to partner with the government in supporting the youths to achieve the goal for sustainable economic development.

Ms Mulyata has meanwhile revealed that the graduating students were also empowered with various start up equipment kits in their fields of trade to start up businesses.

The centre was established in 2001 and has been benefitting from the youth development fund grant, which is a government fund for youth programmes.

A Created Adversarial Press Against the Bemba Royal Establishment

But I was only shown these pictures by a white student after I presented a paper on ‘’African Culture’’ at an American university and she asked me why I was always misrepresented. I was at a loss because I had not seen them, but I just smiled at her and fortunately we were interrupted by other questioners.

Preamble

A week before President Hakainde Hichilema paid his first official visit to Northern Province I was at Chrismar hotel in Lusaka. It was around 2300 hours when the lady at the reception brought me an envelope, marked ‘’very urgent.’’ And I asked her who had brought it, but she said that while she was in the kitchen, someone had just left the envelope at the reception counter.

On top of the newspaper were written these words: ‘’HOW ARE YOU GOING TO REDEEM YOURSELF SINCE YOU REGARD YOURSELF AS BEING PRINCIPLED?’’ The headline in the Zambia Daily Mail of 16th September 2020 was: CHITIMUKULU REBUFFS HH. And the paper went on: ‘’The Chitimukulu of the Bemba people has refused to meet United Party for National Development (UPND) President Hakainde Hichilema because the opposition leader belongs to a political alliance that has little regard for the traditional leader……. The opposition alliance through its spokesperson James Lukuku said that Bembas are being managed by a misplaced and wrong leader.’’

The following day, a young man, one of the insiders met me at a certain place. And he put me in the picture: there was a certain group of people who do not want me to be in good terms with President Hichilema and the UPND. And they would do everything possible to create a wedge between the Bemba Royal Establishment and the UPND administration, but the main target was me. And he pointed out that it was the same group that made a roadblock in Kasama in 2013 that harassed and prevented Mr. Hichilema to come and see me when I was being harassed by President Sata.

So when President Hichilema called on me at my palace and after the exchange of formal greetings and introductions, I said, ‘’There is a difference between Mr. Hakainde Hichilema as the President of UPND and His Excellency Mr. Hakainde Hichilema as Zambia’s Republican President and the country’s Chief Executive.’’ And I don’t think the press picked it since they did not know why and to whom my message was being addressed.

The Bemba Royal Establishment

I must at this point digress in order to clarify the interpretation of the ‘’Bemba Royal Establishment’’ within the context of the Bemba political system. In our case we have two groups that comprise the ‘’Bemba Royal Establishment,’’ i.e., the subjects being represented by Bashilubemba (hereditary councilors) and the Bemba royals. And it is only Bashilubemba that have the mandate to appoint the Chitimukulu without any other chief present and after appointing the Chitimukulu, then Chitimukulu-in-council can appoint other chiefs. And no major pronouncement can be made by the Chitimukulu alone outside the council.

A social anthropologist, Andrew Roberts in A History of the Bemba observed ”In all these scenario, the stakeholders are commoners or at least those ineligible for the kingship. But though Bashilubemba do not occupy important political offices, they have control over rituals as well control the appointments of chiefs. This therefore predicates a basis antithesis between all powerful ruling class and a common class which may even reject the ideology of its rulers.’’

And in this situation the Bemba chiefs in order to maintain neutrality among their subjects who might belong to different political parties must be maintain to work only with the government in power. For example when Mr. Geoffrey Bwalya Mwamba then UPND deputy President was detained, Chief Munkonge went there and it was reported in the press that he was representing the Bemba Royal Establishment, but the Bemba spokesperson quickly refuted the claim and instead insisted that Chief Munkonge was there because Mr. Mwamba’s father, the late Mr. Edison Lukashi Mwamba was once Chief Munkonge and he was therefore representing only the royals and not the Bemba Royal Establishment per se.

The Amos Chanda Saga

And as earlier alluded to, the anti-BRE/UPND cartel embarked on creating an adversarial atmosphere between the Bemba Royal Establishment and UPND administration through the press (normally known as ‘’spinning’’ the news), which is to deliberately reporting embarrassing stories relating to the UPND government.

And in this respect, they target was to manipulate on our weak and vulnerable individuals, like Senior Chief Mwamba who has humble education and is not in the least aware of their evil intentions. And according to his version of the story, while he was travelling to Lusaka for a workshop, someone rang him and began to tell him stories about how the Tongas were mistreating the Bembas and he asked if he was aware that Amos Chanda, one of his subjects has been arrested and detained.

Anyway, whatever Senior Chief Mwamba could have responded after he had unknowingly fallen into a trap were just his personal views. The irony of it is that Senior Chief Mwamba is just a junior chief in the Bemba chiefdom structure and he could not be quoted as a spokesperson for Bemba chiefs as well as the Bemba Royal Establishment. I believe it could have made some sense if such a message could have come from the Chitimukulu

The cartel was also aware that Senior Chief Mwamba was not a public figure and that was why they could print any picture that could depict him. Hence the picture below which is showing Amos Chanda with the supposed Senior chief Mwamba and you can note the differences between the two Senior Chief Mwambas.

Girls empowered with 70 solar lights

The Non-Governmental Gender Organizations’ Coordinating Committee (NGOCC) has donated solar-powered lights costing over K70, 000 to 40 girls of Mpanshya Chiefdom in Rufunsa District who are on re-entry education policy.

Rufunsa District Commissioner, Richard Mabena who witnessed the handing of the solar lights to the girls said government appreciates the partnership with stakeholders in the promotion of girl-child education.

Mr Mabena called on the girl-child to embrace opportunities before them to improve their lives for the future.

“I urge you girls to take advantage of the opportunities before you both from government and cooperating partners seriously to better your lives,” Mr Mabena said.

He said that it was sad that Rufunsa is experiencing a lot of teen pregnancies and early marriages and called on the girls who have returned to school to be good ambassadors and tell those that have not fallen prey to this vice to desist.

“Am aware that some of you girls fell victims due to peer pressure but I want to urge you not to repeat the mistake but take advantage of the support you are receiving from government and well-wishers to foster your education,” added the DC.

NGOCC Board Secretary for Publicity, Annie Sampa and Operations Manager, Florence Lufunsa said the Organization is committed to working with the government in ensuring that the 50/50 agenda in governance is achieved.

Ms. Lufunsa said they realize that the 50/50 agenda can only be achieved if a girl child is equipped with the necessary education.

And Ms. Sampa added that they decided to donate the solar powered lights to the girls to enable them study during the night.

“As NGOCC we thought of buying you these solar powered lights to help you in studying because we are aware that not everyone of us is privileged to ZESCO power,” Ms. Sampa said.

In a vote of thanks, Prudence Nayame, a parent, thanked gvernment for continuing with the re-entry and the introduction of free education from pre-school to grade twelve as this has enabled a lot of girls to come back to school.

Ms. Nayame said the introduction of free education has helped a lot of girls who were forced into early marriages due lack of school fees.

CCMG castigates ECZ and express dismay at Police’s inability to arrest known perpetrators of violence

The Christian Churches Monitoring Group (CCMG) has said the Electoral Commission of Zambia (ECZ) should have invoked the Electoral Process Act and taken action against violence prior to last week’s by-elections to demonstrate its commitment to holding transparent and credible elections.

CCMG Steering Committee Chairperson Bishop Andrew Mwenda said CCMG noted with great concern isolated incidents of violence mainly involving UPND and the PF the by-elections in Chama, Lusangazi, Mwense and Mkushi Districts.

Bishop Mwenda said ECZ’s decision to merely condemn acts of violence which characterised the last few days of the campaign period in Luangwa, Mkushi, Mwense and Chama Districts without taking action was vague.

He said the group was further dismayed by the lack of and slow action by Police to effect arrests on known perpetrators of violence prior to the by-elections.

Bishop Mwenda stated that CCMG further welcomes ECZ action to summon PF Chairman for Publicity Raphael Nakacinda to a meeting in connection with his allegations about pre-marked ballot papers.

He said the allegations were serious and must be treated with the seriousness it deserves.

“Pre-Election Assessment Despite the electoral environment being generally calm and peaceful, CCMG noted with great concern isolated incidents of violence mainly involving UPND and the PF. CCMG is dismayed by the lack of and slow action by Police to effect arrests on known perpetrators of violence. Furthermore, CCMG noted ECZ’s statement dated 3 November and released on 4 November 2022 in which the Commission condemned acts of violence which characterised the last few days of the campaign period in Luangwa, Mkushi, Mwense and Chama Districts. It is our considered view that the ECZ should have invoked the Electoral Process Act and taken appropriate action immediately to demonstrate the Commission’s commitment to holding transparent and credible elections. CCMG welcomes ECZ action to invite Mr. Raphael Nakachinda to a meeting in connection with his allegations about pre-marked ballot papers. It is our view that the matter is serious and must be treated with the seriousness it deserves. Furthermore, we will follow the matter with keen interest and expect the ECZ to share with the public the outcome of the said meeting,” Bishop Mwenda said.

He urged ECZ, the Police and other law enforcement agencies to proactively investigate matters relating to violations of the code of conduct and further sanction those involved.

“CCMG will continue to engage with key stakeholders, including the ECZ, the Zambia Police, political parties, media and CSOs, to share its findings and key recommendations below: Electoral Commission of Zambia. Code of Conduct Violations: Violence and Insulting Language: CCMG noted acts of violence involving UPND and PF supporters with UPND supporters and party members being the perpetrators. CCMG calls on ECZ, the Police and other law enforcement agencies to proactively investigate matters relating to violations of the code of conduct and further sanction those involved. Distribution of Money and Goods: CCMG documented acts of voter inducement involving distribution of chitenge material, money and food items on 4 November 2022 by UPND cadres and PF party members. CCMG calls on the UPND, PF and other political parties and candidates to refrain from acts of voter inducement as is provided for by law,” Bishop Mwenda said.

Bishop Mwenda added that CCMG documented a number of incidents involving inducement of voters and urged the UPND and the PF as the main perpetrators to desist from such acts as they are a serious violation of the electoral code of conduct.

“While we commend the ECZ for sharing a detailed and well timed campaign schedule, we noted with concern that campaign schedules were not adhered to by political parties, hence the clashes between PF and UPND during rallies. We therefore call on political parties/candidates to ensure strict adherence to campaign schedules, and on the ECZ to ensure strict enforcement of the same. CCMG noted with concern the continued different understanding of access requirements for monitors/observers by polling officials. According to the Electoral Process Act No. 35 of 2016 and as amended in 2019, ECZ issues accreditation to monitors/observers and party agents, and it is this accreditation that grants monitors/observers access to polling stations. In three (3) polling stations; Chibondo Primary School-01, Chimbili Farm-01 and Isubilo Oil Palms-01, CCMG monitors were initially denied access to polling stations despite being duly accredited and in possession of valid accreditation cards. In all instances, ECZ poll staff either demanded stamped letters from Mwense Council or an oath of affirmation, neither of which are required. This is a persistent issue across multiple elections that ECZ has yet to address; therefore, CCMG urges the ECZ to quickly and seriously address the continued demands of some of its polling officials that fall outside the law.”

“Candidate Nomination and Participation of Women, Youth and PWDs: CCMG noted adherence to nomination procedures by both ECZ and aspiring candidates in Mwense Districts. CCMG calls on political parties to take deliberate steps towards adopting women, youth and PWDs in future elections in order to enhance their participation in politics. Inducement of Voters: Having documented a number of incidents involving inducement of voters, CCMG calls on the UPND and the PF as the main perpetrators to desist from such acts as they are a serious violation of the electoral code of conduct. CCMG also documented use of military attire, and ferrying of youths from Lusaka to Mwense district by the UPND. CCMG therefore recommends that political parties refrain from ferrying youths from areas outside the locations of elections, and the use of military-like attire. CCMG also notes that the Public Order Act under Section 3(1) prohibits the use of uniforms and flags in connection with political objects,” Bishop Mwenda said.

Bishop Mwenda concluded:” CCMG calls on the Zambia Police, Anti-Corruption Commission, and other relevant law enforcement agencies to thoroughly investigate all reports of violence, intimidation and vote buying and arrest perpetrators irrespective of their political affiliation. CCMG commends the voters who exercised their democratic rights in the 4 November by-elections. Finally, we thank our 13 LTOs who worked tirelessly to document events leading up to the poll and the 104 election day monitors who deployed to their polling stations at 05:30 and remained there until announcement of results.”

Build strong structures that can withstand storms – DC

Kitwe District Commissioner, Lawrence Mwanza has urged people in Kitwe’s Kafue Park area to seek guidance from Kitwe City council when building houses so that they put up strong structures that will not be weakened by the rains.

Speaking in Kitwe when he checked on the families whose houses collapsed due to heavy rains over the weekend, Mr Mwanza noted that most of the structures that collapse or have their roofs blown off due to heavy rains is a result of the poor workmanship during construction.

He noted that the people in the area were constructing houses without proper foundations and were not using cement and conforce wire to strengthen their structures.

“Please ensure that you put a strong base for your structures and use the recommended building materials, you should also get building plans and guidance from the council as you are building so that you have strong structures that will not be affected by the rains,” Mr. Mwanza appealed.

He also urged the council to conduct frequent visits in the communities to inspect buildings being constructed so that where there is need corrections are made early enough.

And Kitwe Mayor, Mpasa Mwaya said the local authority will intensify on carrying out building inspections in the district to prevent below standard structures that cause disasters in the rain season.

Ms Mwaya who was also disappointed with the poor quality of structures in the area said the council will increase the number of vehicles under the buildings inspectorate department.

And Kwacha Member of Parliament, Abel Mulenga said it is saddening that people’s houses are being destroyed by the rains.

Mr Mulenga said it is important for people to put up strong structures to avoid disasters that can also be fatal.

“What is happening is very unfortunate, as government we do not want to lose lives in this manner, people should start putting up proper structures once they are given land, these disasters could have been avoided if these structures were constructed using proper building materials,” Mr Mulenga said.

Meanwhile a businesswoman who is among the affected families from Kafue Park has appealed to government to come to her aid after she lost 240 chickens when her chicken-run collapsed following a heavy down pour.

Sera Namugala said she had invested K19, 400 capital in the business which she has now lost.

“I am appealing to government to assist me so that I can replace the chicks that I have lost, I have a lot of responsibilities such as looking after orphans and my old aged mother so I need to continue my business for me to manage to continue supporting my family.

About nine families had the roofs of their houses blown off by the rains over the weekend in Kafue Park.
