Anti-Corruption Commission not investigating ECZ ballot paper printing company

THE Anti-Corruption Commission (ACC) has said it is not carrying out any investigations into alleged corrupt practices by the Electoral Commission of Zambia (ECZ) over a printing company it engaged to print ballot papers for the 2011 general elections.

In a statement released in Lusaka yesterday, ACC director-general Godfrey Kayukwa said there were no investigations concerning ECZ or any of its suppliers, including Universal Printing Group of South Africa.

“Recently, there have been statements and reports in the media in relation to generalised allegations of corruption at the ECZ in the public interest and as director of ACC I have decided to provide some clarity on this matter.

“The ACC wishes to state that there is no investigation concerning the ECZ or any of its suppliers,” he said.

Mr Kayukwa, however, said the institution was investigating an allegation of corruption against a former ECZ employee, Mpundu Mfula on a matter unrelated to the printing of ballot papers.

He said the allegations against Mr Mfula were made in 2007 by an individual.

“It was, however, not possible to progress the investigations into this allegation due to the fact that Mr Mfula left the country and his whereabouts are not known since April this year.

“The commission recorded a warn-and-caution statement from him in April itself. As this is an on-going investigation, the commission is constrained from releasing any details at this stage as this would prejudice the investigation and the rights of Mr Mfula,” Mr Kayukwa said.

Meanwhile, ECZ said it was dismayed by the manner in which Patriotic Front member Given Lubinda delivered a letter to the office of the chairperson of the commission.

ECZ public relations manager Cris Akufuna said in a statement last evening that Mr Lubinda was in the company of other people and a cameraman who, without permission, took pictures in the chairperson’s office and the reception.

“The commission would like to warn political parties and their members that the commission will not entertain such behaviour and will not hesitate to take drastic action against any individual who deliberately puts to risk the security of the commission.

“The mandate of the commission is to conduct elections and it will not be distracted by any intimidatory and cowardly acts from any individual or party,” Mr Akufuna said.

 

Last week Given Lubinda said that the company printing ballot papers for next month’s elections has a record of bribery and corruption and  challenged ECZ chairperson justice Irene Mambilima and Anti Corruption Commission director general Godfrey Kayukwa to explain what they knew about corruption involving Universal Print Group (UPG), a South African firm engaged to print ballot papers.

PRESIDENT Rupiah Banda has said claims by Patriotic Front (PF) leader Michael Sata that he does not qualify to lead Zambia because one of his parents was not a Zambian are out of fear to face him in the 2011 elections.

And President Banda has urged Zambians to vote for him and the MMD during the September 20 polls because he is not yet satisified with the level of development.

Addressing a mammoth rally at Marambanyama grounds in Chibombo yesterday, when he flagged off his campaigns following his successful filing of his nominations on Wednesday, Mr Banda challenged the PF leader to prove allegations that one of his parents was not a Zambian.

“Everybody knew that we are going to have elections this year. You remember that the Patriotic Front was crying and saying that I had delayed in announcing the elections date.

“But after I announced they went to court and said that one of my parents was not a Zambian. I want to assure the people of Zambia that both of my parents were Zambians,” President Banda said.

He said his late mother was a Zambian born in Chiparamba while his father was born in the then Fort Jameson, which is now known as Chipata.

The president said the onus was on the PF leadership to prove to the Zambian people that his parents were not Zambian.

He said he also knew some “little stories” about the PF leader but that he had not gone to court. ?”I am not a coward to try and knock him out on a technicality,” Mr Banda said.

He said while PF was bragging that it would win this year’s elections, it was looking for a way to technically knock him out. President Banda said Mr Sata should not be afraid of the elections. He urged the people of Keembe to vote for him and the MMD in this year’s elections.

He said while progress had been made, he was not satisfied with what the MMD and he had achieved so far.

“I am not satisfied with the work the MMD and I have done but we have started. We want to build more schools, health centres, and roads. You should elect us so that we can do more of the things that we have done,” he said.

Mr Banda said once re-elected into office on September 20 this year, his Government would continue to build more infrastructure for the benefit of the Zambian people.

He said the MMD Government would also continue to grow the economy and creating more employment opportunities for the youth.

Mr Banda said his Government would also continue to provide incentives for farmers through the Farmer Input Support Programme to ensure food security.

He assured the farmers that the Government would buy their maize and other crops.

“Even this season we have begun buying your crops. There may be some hiccups but we are determined to mop up all the crops because we want our farmers to prepare before the next farming season,” he said.

He thanked the people of Chibombo for supporting him during the 2008 elections.

He said he had decided to start his campaign in Chibombo where late president Levy Mwanawasa, who appointed him as vice-president, came from.

And speaking at the same rally, former Information and Broadcasting Services minister and MMD Keembe parliamentary candidate Ronnie Shikapwasha urged the people of Chibombo to support the candidature of President Banda.

Lieutenant General Shikapwasha said Dr Mwanawasa managed to win elections in Eastern Province because of the support he received from President Banda.

He said of all the presidential candidates in this year’s elections, Mr Banda was the best.

Former Republican vice-president Enoch Kavindele said the Zambian people should vote for Mr Banda because of the high level of development projects he had undertaken in the three years he had been in office.

Mr Kavindele said Zambia had experienced unprecedented levels of development under President Banda.

United Liberal Party leader Sakwiba Sikota said the people of Keembe should not vote for Mr Sata who he said had insulted their son, Dr Mwanawasa.

Veteran politician Vernon Mwaanga also urged the people of Keembe to vote for President Banda.

MMD national trustee Grace Njapau urged the women to come out in large numbers and vote for the MMD and President Banda.

During the same rally, former PF aspiring candidate for Luanshya Gillian Mporokoso Jere resigned from the opposition party.

She said Zambians should not make a mistake of voting for Mr Sata because he had no good leadership qualities.

Meanwhile, the Kulamba Kubwalo Lenje Royal Establishment comprising all the seven chiefs of the Lenje-speaking people of Central Province have resolved to support President Banda and the MMD in the elections.

Chairperson Boniface Luswanga said in an interview in Chibombo yesterday that the chiefs resolved to support President Banda because of the various development projects his administration had undertaken in the area.

UPND to announce adopted MPs today, delay was strategy to avoid defections

United Party for National Development (UPND) Vice President Richard Kapita has announced that the party, will today, 12th August, 2011 officially announce to the public the 150 adopted parliamentary and local government candidates for the forthcoming general elections.

Mr Kapita said that his party’s delay in announcing the adopted parliamentary candidates was a strategy to stop other political parties from picking its members who have not been adopted.

Mr. Kapita said that the party decided to take time to announce the adopted candidates because it knew the ruling MMD would have had approached its members to bribe them to join the party.

In an interview with QFM, Mr. Kapita said that the list of adopted candidates to be announced will be the genuine one unlike speculations on some candidates who have not even been adopted by the party.

The UPND Vice President said that the party was transparent in its adoption process, noting that it ensured that the seats were allocated to credible candidates.

However, the ruling Movement for Multiparty Democracy (MMD) has said that the delay by the opposition political parties to announce their adopted parliamentary candidates is a sign of defeat.

MMD acting secretary general Chembe Nyangu wondered what has delayed the announcement of candidates by the opposition when they were pressurizing president Rupiah Banda to dissolve parliament and announce the date of elections.

Mr. Nyangu has questioned what the opposition political parties want to believe that 2011 is a year of elections for them to announce their candidates.

In an interview with QFM, Mr. Nyangu further questioned why the opposition is not ready when they were busy calling for announcement of the elections date.

Mr. Nyangu has since advised the opposition to come out in the open and announce their failure to participate in the forthcoming elections.

Opening of Lusaka General Hospital in Pictures

This week President Rupiah Banda officially commissioned the multi-billion Kwacha Lusaka General hospital with a pledge to continue improving health care delivery in all parts of the country.

The President announced the government’s allocation of K52 billion to the Ministry of Health in this year’s budget for the recruitment of health workers.

President Banda said that the government had opened a new Medical School at the Copperbelt University to train more medical doctors and dental surgeons.

The President further said that the introduction of new training programmes such as direct entry for mid wives and the parallel enrolment scheme for clinical officers have led to a significant improvement in the number of health workers in the country.

Nominations for aspiring parliamentary candidates on today

Filing in of nominations for parliamentary aspiring candidates is taking place countrywide today. Aspiring candidates are expected to file in their nominations at nomination centres in their constituencies before returning officers who are the town clerks.

Various aspiring candidates from different political parties are expected to provide necessary documents before their nominations can be declared valid.

Meanwhile, Filing in of Nomination papers for presidential candidates which started on Sunday ends on today.

And The Foundation for Democratic Process (FODEP) has condemned political parties that have imposed Parliamentary candidates on the people.
FODEP president Alex Ng’oma in an interview with Qfm says it is justified for people on the grassroots of a political party to reject their adopted candidates if they are not wanted.

Dr. Ng’oma who is also a political analyst says it is unfortunate that the claim by political leaders of entrusting members on the grassroots level with powers to choose their candidates and make recommendations to the higher party organs is not practical.

He says the current rejections of some of the adopted candidates by the grassroots in various political parties should serve as a wake up call to the leaders that people should not be taken advantage of.

Dr. Ng’oma further explains that in a democratic dispensation, people must be allowed to choose their preferred candidates.

He has since called on political parties in the country to ensure that the will of the majority of their members is fulfilled.

Major political parties have been rocked by confusion over the adoption process of Parliamentary candidates which have resulted in some defections involving senior party members.

Zesco Held by Nkwazi

Zesco United on Thursday drew 2-2 away to Nkwazi to stay put in 7th position in the two sides Faz Super Division Week 18 game played at Edwin Emboela Stadium in Lusaka.

Nkwazi had requested the match be brought forward as they will be out of the country representing Zambia at the regional police games in Congo.

Meanwhile, Zesco squandered the three points after leading 2-0 in the opening half-hour of the game.

Alfred Luputa was making his second appearance for Zesco after a four-month injury layoff scored a brace with goals in the 16th and 28th minutes.

However, Nkwazi rallied with two goals of their own before the break when Fisher Lungu found the back of Zesco’s net in the 34th minute.

Derrick Mwansa leveled scores from the penalty spot a minute before half time to see the two sides share the three points.

Zesco, who are now unbeaten in Masautso Mwale’ last two games from three matches since taking charge a fortnight ago after Fighton Simukonda was fired, remain in 7th on 24 points after 16 games played with two matches in hand.

Nkwazi on the other hand move one place up the table from 11th to 10th place on 21 points.

Patrick Phiri Pays Tribute To Mark Sinyangwe

Patrick Phiri has eulogized his former late player at club and country Mark Sinyangwe who died on Wednesday.

Phiri said Sinyangwe was a great loss to football after working with the late left-back at Nkana and Zambia between 1997 and 2006.

“It is a great loss because he was young and experienced,” Phiri said. “He rose through the ranks and was part of the All-Africa Games team under the late Ben Bamfuchile in 1999 that finished second to Cameroon.”

Phiri said he will remember fondly Sinyangwe who captained Zambia to victory in the 2006 Cecafa Senior Challenge Cup in Ethiopia.

38-year-old Sinyangwe was also a Super Division winner under Phiri at Nkana in 1999 including back-to-back BP Top 8 wins that year and 2000.

The left-back passed away at Ronald Ross Hospital in Mufulira on Wednesday evening where he was admitted for most of July.

He leaves behind a wife and three children.

Heritage party president Godfrey Miyanda has successfully filed in his presidential nomination papers before Chief Justice Ernest Sakala at the Supreme Court.

Brigadier General Miyanda arrived at the Supreme Court at 11:30 hours accompanied by his daughter Loraine and son Simambo.

General Miyanda becomes the tenth presidential candidate to successfully file in nomination papers for the September 20 general elections.

Addressing the Cadres Gen. Miyanda urged them to go flat out and sell the party to the electorate without violence.

He says the country needs a new leader who is disciplined and who will bring sanity to all sectors of the economy.

And speaking to journalists General Miyanda said he has filed for presidency because some members of the grand coalition have already filed as presidential candidates.

He however says the grand coalition would have been the only way for the opposition to remove the MMD and the PF as front runners in this year’s elections.

Meanwhile, the communist party has withdrawn from the presidential race after failing to file in their nomination papers.

Party president Mubita Wakumelo says the party has failed to file in because the Electoral Commission of Zambia has advised them to change their party symbol which is in conflict with a symbol of another political party.

Mr Wakumelo says the party does not have sufficient time to choose another symbol and to circulate supporters.

Presidential Candidates who have already filed in their nominations include president Rupiah Banda of MMD, UPND’s Hakainde Hichilema, UNIP’s Tilyenji Kaunda, FDD’s Edith Nawakwi and NAREP’s Elias Chipimo Jnr.

Others are Ng’andu Magande of the National Movement for Progress, Michael Sata of the PF, Charles Milupi of the ADD and Dr Fred Mutesa of the Zambians for Empowerment and Development Party have also filed in their nominations.

Lucy Changwe expelled from MMD

Former Mkushi North Member of Parliament has been expelled from the MMD after she decided to stand as an independent candidate in the area.

Ms Changwe decided to stand on an independent ticket after being left out by the ruling party on the list of adopted parliamentary candidates for the 20th September polls.

MMD Central Province National Publicity Secretary Richard Yumbe says Ms Changwe has ignored advice from the party and gone ahead with her decision.

Mr Yumbe says the party in the province will soon write to the National Executive Committee informing the higher organ of the party of its decision.

Patricia Mwachingwele has also been expelled from the MMD following her decision to stand on the Patriotic Front ticket in Katuba, after she was not adopted by the MMD.

Mr Yumbe has told ZNBC News in Chibombo that he is confident that the ruling party will scoop all the 14 seats in the province.

Meanwhile, Adoption problems have continued in the Patriotic Front with Party member Beck Banda opting to contest the Bwacha seat as an Independent.

Mr. Banda who was flanked by his supporters says he will contest the seat as an independent or join another political party that will adopt him.

He says the PF adopted candidate Sydney Mushanga for Bwacha Constituency has been rejected by people at the grassroot.

Mr. Banda told ZNBC News that he got more marks during the PF adoption process and that he is a favourite in the constituency.

Patriotic Front Kabwata aspiring parliamentary candidate Given Lubinda has challenged his opponent Peter Machungwa to explain why he has been rejected by the people of Luapula where he had been MP for 20 years on the MMD ticket.

Mr. Lubinda has noted that if adopted by the PF, it will be easy for him to campaign and win the seat because Dr. Machungwa is not a threat.

The former parliamentarian says he has tried his best to take development to Kabwata constituency and has since challenged Dr.Machungwa to point out his contributions to the development of Luapula constituency during the time he served as a parliamentarian on the PF ticket.

But Dr. Machungwa says he is ready to face Mr Lubinda in the battle field.

He notes that the MMD government has done its best to deliver development and that it is up to the people of Kabwata to decide.

Dr. Machungwa adds that the MMD will in the next 40 days campaign vigorously in readiness for the polls.

Milupi bemoans lack of opposition consensus

Alliance for Democracy and Development (ADD) president Charles Milupi has noted that the lack of general consensus among the opposition political parties has contributed to fragmentation of the opposition in the country.

Mr. Milupi said that some opposition political parties that seem to be so popular have failed to reach an agreement with other political parties because they have the minority agenda.

He added that ADD had always indicated that it was ready to work with any party provided there was commitment from both parties to reach a general consensus.

Mr Milupi who successfully filed in his presidential nominations yesterday has however dismissed assertions that the increased numbers of political parties participating in this year’s elections will split the opposition vote.

He notes that the people of Zambia are able to vote for the people they feel will be able to deliver development and good leadership.

And Zambia Police Service Deputy Commissioner Solomon Jere has said the service will remain vigilant and ready to counter any form of violence during the election period.
Speaking in an interview, Dr. Jere has expressed happiness at the conduct of political cadres during the ongoing filing in of presidential nominations.

He says the peace currently prevailing at the Supreme Court is encouraging and has urged cadres to maintain tranquility during election and after the 20th September poll.

The Police deputy Commissioner explains that this year’s polls should be violence free adding that the police will not hesitate to pounce on any law breaker.

He has since called on all political cadres to cooperate with the police in order to ensure that no form of violence is recorded in the forthcoming tripartite elections.

Dr. Jere says the police service will always uphold professional standards and endeavor to ensure that Zambians are protected from any form of mischief.

Zambia this evening suffered its first defeat of the year after going down 2-0 away to Zimbabwe in a friendly played at Rufaro Stadium in Harare.

Zimbabwe took a 1-0 first half lead through Willard Katsande in the 43rd minute.

His Ajax Cape Town team mate Khama Billiat scored the second just after the restart.

The defeat ended Zambia coach three-match winning run this year.

The Controversy in the Opposition Patriotic Front over adoption of parliamentary candidates has deepened.

The much anticipated adoption in the opposition party is so much divisive that even families are on the verge on splitting

Former PF Munali Member of Parliament, Mumbi Phiri is reluctant to endorse her elder sister, Professor Nkandu Luo, who was adopted to replace her.

Mrs Phiri claims the decision by the PF central committee to adopt Professor Luo, has left a crack in her family, especially that she had never made her intentions known.

Efforts to get a comment from Professor Luo failed as her mobile phone was switched off.

Meanwhile, The Patriotic Front-PF said , once voted into office,it intends to decentralise powers to enable people make their own decisions from district to provincial level.

Speaking during a public forum organised by Media Institute for Southern Africa-(MISA)Zambian chapter at sunset lodge in Monze,Patriotic Front district chairperson Mackenzie Lungu said his party wants to see full participation of all Zambians by introducing ward councils in villages,Chief councils and also district chief councils.

”our party once voted in office after September 20,will make suere that we decentralise all powers to enable our people make their own decisions at both province and district levels”,Lungu said.

”This is aimed at making possible the information flow from the grassroots not what is happening with the MMD”,he added.
Mr Lungu added that his party will domesticate and implement the 2008 United Nations General assembly convention on the rights of persons with dissabilities as well as the review of the Persons With Disability act of 1996.

”our party is the only committed party in uplifting the living conditions of the less privileged in society and we will bring on board all the treaties that Zambia has signed including the 2008 United Nations General Convention on the right of persons with disabilities”,Lungu said.

”its sad that the country has failed to implement the treaties despite Zambia being the signatory to the many treaties”,he added.

Injunction to restrain Regina from Administering Late Chiluba’s Easte Granted

The high court has granted an injunction against late former republican president, Frederick Chiluba’s widow, Regina from administering his estate.
The court granted the ex-parte injunction to the late Dr Chiluba’s children on 5th August 2011.

According to the court order, the injunction also restrains co-administrator Musonda Chisulo, who is the second respondent in the matter.

Mrs Chiluba and Mr Chisulo have since been restrained from administering or dealing in any way with Dr Chiluba’s estate, directly or indirectly.

According to an affidavit filed in the Lusaka high court, Dr Chiluba’s children want the court to determine how their father’s estate should be administered.
