Zambia and Mozambique sign MoU on the transfer of convicted persons

ZAMBIA and Mozambique have signed a memorandum of understanding (MoU) on the transfer of convicted persons between the two countries.

This means that Zambians convicted in Mozambique will be allowed to serve their sentence in their home country and vise-visa.

The two countries have signed another MoU on areas of co-operation.

Minister of Home Affairs Mkhondo Lungu signed on behalf of Zambia while Mozambique’s Minister of Justice, Maria Delfina Benvinda Levy, signed on behalf of her country.

Speaking at the signing ceremony in Livingstone yesterday, Mr Lungu said the two MoUs will provide the two countries with an operational platform to begin the transfer of prisoners who wish to serve their sentences in their home country, where they can easily be visited by their families and friends.

Mr Lungu said the approach is aimed at promoting family re-union, enhanced rehabilitation and prisoner’s integration into society.

“This ceremony is a sign that we are heading in the right direction, as we endeavor to redress the problems of rehabilitation, re-integration and overcrowding in our penal institutions.

“Such efforts will enable our governments to meet the international minimum standard rules on the treatment of offenders and other international treaties on the rights of inmates,” Mr Lungu said.

And Ms Benvinda Levy paid gratitude to Zambian people for helping that country to gain its independence in the 1970s.

She said Zambia played a pivotal role in the independence struggle of her country.

“We want to thank you for your continued friendship, which goes beyond the independence struggle. It is for this reason today we are signing the two MoUs,” she said.

Commissioner of Zambia Prisons Service Percy Chato said the two agreements were developed taking into consideration special interests that affect the smooth operations and collaborations of the two sister prison services of the two countries.

Mr Chato said the Zambia prisons service is looking forward to sharing strategy for ensuring that people live with a chain of possibilities.

CHIENGI member of Parliament Katele Kalumba has challenged the Patriotic Front (PF) to tell the nation how it will fight corruption when it is encouraging the principle of ‘don’t kubeba’, which is synonymous with the vice.

Dr Kalumba, who is former MMD national secretary, said in an interview from Chiengi yesterday he has studied the concept of ‘don’t kubeba’ and that its underlying political message is immoral because it encourages Zambians to be deceitful.

“‘Don’t kubeba’ is a discourse of immorality and untruthfulness. If the PF can teach people to be untruthful in principle in terms of political practices, how can they fight corruption because the principle of ‘don’t kubeba’ is the same principle as corruption?” Dr Kalumba said.

“If people don’t believe in something, they should be bold enough to state that they don’t believe in some ideologies or a particular political party, that is truthfulness. And yet our colleagues in the PF are inciting Zambians to be deceitful and immoral by accepting things knowing pretty well that they don’t intend to do the acts they are being given to do, assuming that there is corruption,” Dr Kalumba said.

He said it is unfortunate that the PF is inciting its members to hide their political affiliation while pretending to be MMD members.

Dr Kalumba advised MMD members not to feel ashamed to be identified as members of the ruling party.

He said MMD members should be proud of themselves and their leaders.

Kabwe Warriors have moved in to try and avert their crisis with the appointment of Dick Ngwenya as head coach of the struggling provincial giant.

Ngwenya will be assisted by Happy Sichikolo who both return for second stints after being on the Warriors bench in 2002 and 2010 respectively.

The development means Ngwenya leaves the comfort of 5th placed promoted Nakambala Leopards where his assistant Weston Mumba is expected to take full charge.

Sichikolo returns to Warriors after a two-month stint at Faz Division 1 South side FC Paramilitary whom he joined in May this year.

And very brave Sichikolo said he was excited about returning back to the club where he played and coached before he was fired in the second half of last season.

“I am always a Warriors fan, I love Kabwe Warriors and I enjoyed playing football at Kabwe Warriors,” Sichikolo said.

Warriors are in the mire and third from bottom on 13 points from 15 games played with just three wins all season.

Sichikolo and Ngwenya now have 15 games to ensure their rekindled love affair with Warriors has a fairy tale ending.

Mufulira Wanderers yesterday failed to topple leaders Indeni from the top of the Faz Division 1 table after drawing away in Ndeke, Ndola on Sunday.

The two sides drew 0-0 at Indeni Sports Complex to see the situation in the top two in Division 1 North stay unchanged.

Indeni continue to enjoy a two-point lead at the top of the table on 32 points while Wanderers stay number two on 30 points.

Meanwhile in Division 1 South, City of Lusaka are the new leaders after a 3-1 home win over Paramilitary who are coached by the Woodlands clubs former coach Happy Sichikolo.

It was sweet revenge for City who were beaten 2-1 in the two sides first meeting away in Lilayi this past May.

City replace Luena Buffaloes at the top of the table after the Kaoma sides’ match away to Kalomo Jetters was postponed due to operational reasons by the visitors.

The Woodlands clubs moved up to 33 points from 18 games played while Luena are second on 31 points with a game in hand.

Namulabe dismisses road contract corruption allegations by Sata

Works and supply minister Gabriel Namulambe has dispelled assertions by Patriotic Front leader Michael Sata that the company contracted to work on the Mumbwa-landless corner road was awarded the contract through corrupt means.

Recently, Patriotic Front leader Michael Sata demanded an urgent review of road contracts, blaming president Rupiah Banda and Nchelenge Member of Parliament Ben Mwila for the failed Mumbwa Landless corner road project.

It is alleged that the project was awarded to Wade Adams, a laboratory testing company belonging to Mr Mwila who is believed to have failed to perform.

Speaking at a media briefing in Lusaka today, Mr. Namulambe, who expressed ignorance on the awarding of the contract to Mr. Mwila’s company, says regardless of who is awarded the contract, it should be understood that contracts are awarded to the best evaluated bidder.

Mr. Namulambe says the auditor general is at liberty to audit the whole contract awarding process to ascertain if there were irregularities.

Meanwhile Mr Namulambe who is also MMD chairman for elections says some individuals in the party who have not been adopted have found it hard to accept because they had bribed some people prior to the adoption process.

Mr. Namulambe says what is happening in the party following the adoption process is normal.

He has told Journalists in Lusaka today that unsuccessful candidates will cry out but that the ruling party’s national executive committee will not rescind its decision because it’s final.

Mr. Namulambe wonders how genuine those members of the party rejecting the adopted candidates are noting that genuine party members would not dispute any decision made by the NEC.

And Mr. Namulambe, who is also Mpongwe Member of Parliament says with the 42, 000 voters in his area, he will convincingly retain the seat contrary to media reports that he has been rejected.

Police open a docket against Patrick Mwanawasa for assault (Update)

POLICE in Lusaka have opened a docket against former President Levy Mwanawasa’s eldest son, Patrick, and Patriotic Front (PF) president Michael Sata’s bodyguard Judge Ngoma for allegedly assaulting a 50-year-old Lusaka resident, Given Mumba, at the Kanyama parliamentary constituency office.

Mr Mumba, who reported the matter at Lusaka Central police station yesterday, said he had gone to Kanyama parliamentary constituency office to see the member of Parliament, Colonel Gerry Chanda, when the two allegedly assaulted him.

This is according to ZNBC TV main evening news monitored in Lusaka yesterday.

Mr Mumba said Patrick and Mr Ngoma allegedly assaulted him when they identified him as an MMD cadre who could not be allowed to see the MP.

He said in the process Patrick picked up an iron bar and hit him on his arm and all over the body.

Mr Mumba said after beating him, Patrick and Mr Ngoma detained him at the constituency office for more than two hours.

According to the medical report dated July 1, 2011, signed by a Mr Julius Zulu of Kamwala Health Centre, Mr Mumba sustained a swollen hand and was experiencing severe back pains because of the assault occasioned on him.

ZNBC TV reported that when contacted for a comment, Patrick rudely refused to comment and immediately cut the line after the author introduced himself and the subject.

Meanwhile, former PF founding member Samson Zulu has said Patrick’s involvement with the PF is clear evidence that he has embraced violence.

Mr Zulu, a victim of the PF violence, said he was not surprised that Patrick is alleged to have assaulted Mr Mumba.

Lusaka Province MMD task force chairperson Chiwele Maimisa said Patrick’s involvement with the PF is a disgrace to the Mwanawasa family.

The United Party for National Development-UPND has said that it will field candidates in all the 150 constituencies and that it is confident that the party will adopt top class candidates.

UPND Spokesman Charles Kakoma said that the party has concluded provincial interviews for people aspiring to stand on the party ticket as parliamentary candidates in this year’s general elections.

Mr Kakoma said that the National Management Committee of the party will soon meet to look at the recommendations for the adoption of candidates for the tripartite elections.

Mr Kakaoma said that the Interviewing Panel has already submitted its recommendations to the highest organ of the party.

He told ZNBC news in an interview that the UPND National Management Committee will then announce the names of the adopted candidates.

Government has dismissed as false, assertions that Patriotic Front-PF Kasama Central Member of Parliament Geoffrey Mwamba funded some road projects in his constituency.

Mr Mwamba popularly known as ‘GBM’ has been challenged to state which roads he has funded.

Works and Supply Minister Gabriel Namulambe says it is wrong for politicians to mislead the public in order to gain cheap political capital out of Government funded road projects.

The Minister was speaking at a media briefing at his office Monday morning.

He said road projects in Kasama and Northern Province in general started way back in 2006, before Mr. Mwamba assumed duties of a parliamentarian.

Mr. Namulambe disclosed that Government has rehabilitated nine point four kilometres of township roads in Kasama, at a cost of over six point three billion Kwacha.

And Mr. Namulambe has disclosed that materials for the construction of the 1.3 Trillion Kwacha Mongu-Kalabo road have arrived in the country.

He says major works on the road will start in the first week of August.

And the Minister says Government is sourcing for funds to reduce the timeframe of works on the Chipata-Mfuwe Road project from four to two years.

Post Newspaper Editor Fred M’membe has lost a bid to cross examine President Rupiah Banda’s Lawyer Christopher Mundia in a matter where Mr M’membe is charged with contempt of court.

This is in the case where Mr M’membe is facing contempt of court charges for defying the court order not to publish libelous articles on President Rupiah Banda during the 2008 presidential by-election.

Lusaka High Court Judge Charles Kajimanga dimissed Mr M’membe’s application on grounds that his lawyers had not made a good case to warrant them an application to cross examine Mr Mundia.

Judge Kajimanga also dismissed the plea by Mr M’membe’s Lawyers to subpoena Mr Mundia as a witness.

The defence has however been granted leave to appeal against the ruling made on Monday.

ZCID calls for live political debates

The Zambia Centre for Interparty Dialogue (ZCID) has noted the need to engage presidents of all political parties participating in this year’s tripartite elections in live debates on what they intend to do for Zambians if voted into power.

ZCID Director Chomba Chela has told QFM in an interview that engaging political leaders in live debates will accord the voters an opportunity to interact with those aspiring for higher political office.

Mr Chela observes that the political platform has been characterized by name calling and character assignation stating that there is need to shift from this kind of campaigns.

He explains that Zambians are tired of verbal abuse emanating from political players against each other and that engaging them in constructive debates will allow the people make informed choices on who to vote for in this year’s polls.

Mr Chela says Zambia should be an example to the rest of the sub-region when it comes to having a democratic atmosphere that guarantees free, air and transparent elections.

Erick Chanda appeals for calm from PF youths over adoptions

Former Patriotic Front national youth secretary Erick Chanda has called on PF youths to give the party full support during the on-going adoption process.

Mr. Chanda tells QFM news that youths should remain calm and continue making meaningful contribution towards the growth of the party irrespective of the outcome of the adoption process.

He says he has received reports that youths in Munali constituency are planning to defect to other political parties following reports that the party’s top leadership intends to adopt Professor Nkandu Luo for the Munali parliamentary seat.

Mr Chanda adds that youths need to support all the candidates that will be adopted for parliamentary seats to ensure that the party has an outright victory in this year’s tripartite elections.

Vulnerable in Chongwe and Kafue to receive free medical services from Korean experts

A TEAM of medical and electronic personnel arrived in Zambia yesterday from South Korea to conduct clinic camps in Chongwe and Kafue districts.

Ministry of Health director for technical support Elizabeth Chizema said the teams from Samsung Medical and Electronic Company are also expected to donate an ultra-sound machine to Chongwe Health Centre.

She said the Zambian government appreciates the free services the medical personnel will provide to the citizens.

“We appreciate such gestures because the goal of our government is to take health services closer to the people,” Dr Chizema said.

And Chongwe district officer Charles Msiska said the team from Korea comprises 12 medical personnel and 29 electronic experts, including eight from Samsung South Africa and four from Samsung Zambia.

He said the team from South Korea will work with Zambian nurses and doctors to maintain Zambia’s medical ethical standards.

Dr Msiska said for the five days they will conduct the medical camps the medical workers are expected to screen 500 patients every day in Chanyanya, Nangongwe Chisankane and Rufunsa and others.

He said the medical workers are also expected to provide quality healthcare to the vulnerable in Chongwe and Kafue districts.

And leader of the South Korean delegation, Samsung Electronics Global Market Senior vice-president Shzm Soo-ok said it is a great opportunity for the team members to share their expertise by providing care to the Zambian people.

“It is a great moment to share with others what you know, a great opportunity and chance to also learn from others and together uplift someone,” she said.

Ms Soo-ok said the team is happy to be in Zambia and is ready to deliver medical and electronic expertise to the Zambian people.

United Party for National Development UPND leader Hakainde Hichilema says president Rupiah Banda’s silence on the date of elections will not deter Zambians from achieving their goal of changing government.

Mr. Hichilema says the delay in announcing the date of elections will not hinder the Zambian people from effecting a change of government in the forthcoming elections.

Speaking to QFM news in an interview, the UPND leader says the MMD government has failed the Zambian people.

Mr. Hichilema has further appealed to Zambians to be patient because the MMD’s mandate of leadership is this year coming to an end.

He says the MMD will have a rude shock after the 2011 elections.

PF in Isoka petition Michael Sata over irregularities

THE Patriotic Front (PF) in Isoka district in Northern Province have rejected a Caritas Mpika employee the party has imposed on Isoka West Constituency as parliamentary candidate in this year’s tripartite elections.

And PF applicants in Isoka district have petitioned their president, Michael Sata, and the national secretariat over irregularities in the adoption of candidates in Northern Province.

The party’s district and constituency committees in Isoka district have rejected the adoption of Malozo Sichone, an employee of Caritas Mpika, to contest as parliamentary candidate for Isoka West.

The party members, who asked not to be named for fear of victimisation, said in an interview yesterday the PF risks losing parliamentary elections in Isoka, Nakonde and Muchinga if the party national leadership does not intervene to ensure that preferred candidates are adopted.

The PF sources said the manner in which the provincial executive committee in Northern Province is imposing candidates on people will result in the MMD scooping all the seats in the area.

One of the sources, who spoke on behalf of other officials, said a meeting was called last week to resolve the differences, but district officials from Isoka were not given time to speak.

“Imagine, PEC has imposed Malozo Sichone, an employee of Caritas Mpika, on the people of Isoka district, and people here are very upset because district officials were not given chance during a meeting to resolve the adoption problems. They were just told to shut up by the provincial leaders,” the source said.

He said Mr Sichone is not a factor in Isoka district, and his adoption will make the MMD retain the seat.

The source wondered why the provincial leadership brought in an independent observer from Caritas Mpika during interviews when his colleague was among the aspiring candidates to be interviewed.

“There is so much interference, and many preferred candidates will not be adopted because candidates are just being imposed on people,” the source said.

He said the dictatorial tendencies emerging from some provincial executive committee members are a clear testimony of how undemocratic the PF has become.

The source said party members in the province are “very upset” at the manner in which the adoptions are being handled because dedicated party members have been abandoned at the expense of new members who are just being imposed on people.

He said in Nakonde district party members have also rejected adopted candidate Abel Sichula, adding that people in the area wanted a Colonel Siame, and not the Caritas Mpika worker the party has imposed on them.

Recently, another Caritas official resigned from the Catholic Church’s organ to apply to the PF for adoption in Mongu,Western Province.

Efforts to get a comment from PF general secretary Wynter Kabimba proved futile as calls to his mobile phone number went unanswered by press time.

We’ll fight corruption – MMD

THE MMD has reaffirmed its commitment to the fight against corruption and assured the nation that it will continue to strengthen law enforcement agencies in line with its manifesto.

And the ruling party says it consulted widely on the adoption of parliamentary candidates to represent the people in all the constituencies.

Ms Siliya said in Lusaka yesterday on Zambia National Broadcasting Corporation (ZNBC) MMD in Focus programme the MMD government has worked hard to fight corruption in the country, and that it is only those who are corrupt who have been fighting President Banda.

“Those who wanted certain things and were denied because it was not right are the ones who are fighting President Banda and Government,” Ms Siliya said.

She said the MMD has been championing the fight against corruption as can be seen from the various cases it has brought to the law enforcement agencies such as the Anti-Corruption Commission (ACC).

Ms Siliya said the MMD has improved the separation of powers by strengthening the Judiciary and making the Executive more efficient in the delivery of services to the people.

Ms Siliya said the party has brought substance to this year’s tripartite elections by adopting credible people to represent communities as parliamentarians.

And speaking at the same forum MMD Mandevu aspiring candidate Canicius Banda said it was Government which unearthed scams in various ministries such as the Ministry of Health.

“We have delivered substance to the constituencies in the calibre of the candidates that have been adopted,” she said.

Ms Siliya said her party has adopted people with the capacity to deliver to Zambians because it does not want to fail them.

She said the MMD has lined up development programmes, which require focused people for implementation.

And MMD Lusaka Central aspiring candidate Muhabi Lungu said the party has delivered on its promise to bring development to Zambians.

THE Barotse Royal Establishment (BRE) has welcomed the assurance by President Banda that his government is looking into the issues it has raised surrounding the Barotseland Agreement of 1964.

In a statement issued in Lusaka yesterday by Induna Namunda on behalf of the office of the ngambela (prime minister), the BRE has also called an emergency council meeting to evaluate the progress made so far to chart the appropriate course of action on the matter.

The BRE said it recognises that Government is actively dealing with the issue of the Barotseland Agreement.

“Government has set up high-level teams of experts to study the resolutions of the Barotse National Council (BNC), and will advise on how best it can respond,” Induna Namunda said.

He said President Banda recognises that the pleas for socio-economic justice from the people of Western Province are genuine and need attention.

Induna Namunda said the BNC will study in detail the statement made by President Banda and the various issues Government referred to for guidance and consultations.

“In this regard the BRE is calling for an emergency meeting of the BNC to study the statement made by the President,” Induna Namunda said.

And the BRE has called on its stakeholders to attend the meeting to ensure it is conducted in a transparent manner.

Induna Namunda said the BRE is objective and principled, and will continue to foster democracy.

“It has been resolved to broaden further representation of the BNC by inviting stakeholders and interest groups to attend this emergency meeting,” he said.

Last week, President Banda appealed to all the people of Western Province to give his government a chance to resolve the complex issue of the Barotseland Agreement of 1964.

He expressed happiness that both the BNC and the BRE are in favour of the unitary State of Zambia.

Mr Banda said Government is actively dealing with the matter, and that authorities expect to come up with a practical road map on how to resolve issues raised by the BNC in its January resolutions.
