Astrea plans $20m lime plant

ASTREA Investment Zambia Limited (AIZL) has completed a bankable feasibility study to construct a US$20 million modern quick lime plant in Ndola.

The company will create 300 jobs during the construction period and a hundred permanent jobs upon completion.

Astrea Investment managing director Antonio Ventrigilia said in Ndola yesterday that the project will be funded by the European Investment Bank.

Mr Ventrigilia said the company is in the process of finalising the environmental impact assessment report.

“Hopefully we shall be given the license by to Zambia Environmental Management Agency in the next quarter,” he said.

Astrea will be the second company to break the monopoly in lime production in Zambia from Ndola Lime company.

Mr Ventrigilia said the company will implement the project to be situated on the Ndola-Kabwe high way within 14 months.

He said Astrea will start effective production in the last quarter of 2012.

Mr Ventrigilia said the investment is due to the good economic policies implemented by President Banda.

Mr Ventrigilia said during the constriction period 300 jobs will be created and a hundred permanent jobs will be created upon completion of the modern quick lime plant.

He said the company has since been given consent by senior Chief Chiwala for land in his chiefdom.

Mr Ventrigilia said the quick lime plant will meet all environmental standards and shall ensure that the quality meet the requirement of the copper and cobalt producers on the Copperbelt and Katanga provinces in Zambia and Democratic Republic of Congo respectively.

He said the company will ensure that the lime production sector becomes competitive and meets the high demand for the commodity in the country.

“We want to be part and parcel of the growing economy of the country by playing a role in the growth of the lime industry,” he said.

He said consumers should be given a choice by having various brands of lime on the local market.

Border security fee for vehicles introduced

GOVERNMENT intends to introduce K360 thousand as border security fee (BSF) to be levied on vehicles entering the country.

The proposed fee will be administered by the Zambia Revenue Authority (ZRA) following the installation of equipment at borders to secure revenues and security of incoming goods.

Deputy commissioner of customs service division Mambwe Kaenga said the proposed border fee is associated with government’s policy of reducing the cost of doing business in the country.

Mr Kaenga was speaking at a ZRA consultative meeting on introduction of the BSF held at Golfview Hotel.

“Equipment has been installed at our borders to secure both revenues and security of our country and goods. There is an urgent need to ensure that measures are sustained,” he said.

He said it is in this vein, that government intends to introduce the Border Security Fee of 2000 amounting to K360,000 per vehicle which is proposed to be administered by ZRA.

He said Government in conjunction with the Chinese government procured equipment which will be used to scan vehicles and is in the process of deploying them to other border posts.

“Government procured eight high energy scanners which will be installed at almost all our entry points including Chirundu, Kasumbalesa and we are in the process of deploy others in Kapiri Mposhi for the train,” he said.

He said the proposed payment procedures will entail that customs officers at the entry gate shall record the information captured on a gate pass; registration numbers and engine or chassis number for newly imported vehicles.

“Digital imaging will be taken for all vehicles and the driver shall proceed to make payments to the cashier for the security fee ,” he said, adding that this will be after border formalities.

He said certain clients will be exempted from paying the BSF adding that certificates will provided to clearly indicate they have been exempted.

“Exemptions will be made on diplomatic missions, passenger transport, tourist vehicles, and certificates will be given to drivers at the exit gate,” he said.

And ZRA acting commissioner general Priscilla Banda said Government through the Ministry of Finance and National Planning has enormously helped ZRA in acquisition of equipment, infrastructure, and other innovative systems.

“On behalf of ZRA,, I would like to thank the government for its support especially in the acquisition of equipment,” she said.

Government allocates K3bn to rehabilitate airstrips countrywide for elections material transportation

GOVERNMENT has this year allocated K3 billion for the rehabilitation of airstrips countrywide in light of the general elections to ensure that elections materials are delivered to remote parts on time.

Ministry of Communications and Transport permanent secretary Dominic Sichinga in an interview said seven airstrips have been identified in each province for rehabilitation and maintenance works.

Mr Sichinga cited Lukulu, Kaoma, Sesheke, Mongu, Chipata, Nyimba, Isoka and Serenje as some of the airstrips where maintenance works have been done.

He said the ministry has identified airstrips where vegetation control is being done, adding that so far K1 billion has been released and another sum of less than a billion is expected to be released soon.

He said more money was expected to be released before the end of the year.

“Airstrips are labour-intensive projects and difficult to maintain.

All Government airstrips fall under the Department of Civil Aviation (DCA) and the mandate is to ensure that they are functional,” he said.

Mr Sichinga said the ministry has also engaged private air operators to update Government on the status ofvarious airstrips.

He said the Ministry is also working with provincial administrations to help maintain the airstrips, adding that civil servants that fall directly under the DCA in provinces have engaged private workers to maintain airstrips to functional levels.

He said Government is open to proposals to have airstrips managed by the private sector operators but noted that it is an expensive venture that needs to be viable if it is to attract investors.

He cited Solwezi airstrip as one of those that are being developed by the mines as a joint venture under the public private partnership model.

The airstrip is having a new terminal built and the run way extended to cater for big planes and be turned into an airport.

“Managing of these airstrips by private operators will depend on how viable they are commercially.

“We have a number of airstrips that are managed by private operators, purely for commercial purpose, where tourists are taken to game areas,” he said.

Rupiah is a foreigner maintains Sata

Patriotic Front (PF) president Michael Sata has maintained that President Rupiah Banda is a foreigner and is not qualified to contest next month’s Presidential election.

Mr. Sata says President Banda is cheating Zambians that he qualifies to contest the next month’s presidential elections under the Movement for Multi-party Democracy (MMD).

The PF leader revealed that Mr Banda’s mother hailed Gwanda area in Zimbabwe and the mother is Ndebele by tribe hence disqualifying him from contesting this year’s elections.

He says the constitution should not be applied selectively and it should also apply to all individuals.

In the news monitored on QFM radio today Mr Sata says President Banda was born in Zimbabwe where he married a Makulu daughter and he was a chief mourner when his wife died.

“I know President Banda’s previous wife a Makulu daughter, he is an Ndebele there is no doubt about it,” Mr. Sata says.

The Forum for Progressive Politics (FPP) has described Patriotic Front (PF) leader Michael Sata’s statement to report President Rupiah Banda to United Nations (UN) and African Union (AU) organisations over his parentage as rubbish.

FPP Secretary General Charles Kafumbu says the PF is being pet by diverting people’s attention from real issues that could uplift their living standards.

Mr. Kafumbu noted that it is unfortunate that the PF leader camped in Eastern Province to dig out more information about President Banda instead of addressing the real issues of development.

He wondered whether Mr Sata‘s actions are what the Zambians need.
On Tuesday PF threatened to write to the Southern African Developing community SADC, the African Union AU and the United Nation UN on whether the ruling MMD should go ahead and field President Rupiah Banda as its presidential candidate.
PF Secretary General Wynter Kabimba said that the party wrote to the Law Association of Zambia (LAZ) to intervene in the matter of President Rupiah Banda’s parentage and his eligibility as candidate in the 2008 presidential elections as well as the forthcoming general elections but wonders why LAZ has been mute about the matter.
Mr. Sata has also maintained that Mr Banda is a foreigner as his mother hails from Zimbabwe.

Forum for Democracy and Development (FDD) president Edith Nawakwi has implored Zambians to vote for leaders that are clear thinkers and have better vision for the country.

Ms. Nawakwi says Zambians can not afford to have the same leaders who will continue to retard the country’s development.

She pointed out that the Movement for Mult-party Democracy (MMD) under the leadership of President Rupiah Banda has failed to bring up development that the country needs.

Ms. Nawakwi noted that some leaders have been in power for a long time and they are the ones who have launched the campaigns of vindictiveness.

“ You see up to now we still have leaders from 1950s who have not changed their mind set, they still have the mentality of settling scores when campaigning this is the time for clear thinkers to give us solutions for the future,” Ms Nawakwi says.

United Party for National Development (UPND) president Hakainde Hichilema has called Zambians to kick out the Movement for Multi-party Democracy (MMD) from power because the party has failed to run the country national affairs.

Mr. Hichilema says the MMD has failed to deliver on its promises from the time it has been in power for the past 20 years.

He noted that the party has failed Zambians on many issues such as the amendments of the constitution and the electoral reforms.

The UPND presidential aspirant says Zambians should get ride of old leaders and vote for the best ones that will improve the country’s economy.

He says economic prosperity will only happen if new leaders are voted into office and urge Zambians to turn up in large numbers to vote on 20th September to cast their vote.

Mr. Hichilema advocated for a continuous voter registration and an online voter registration.

CONFUSION and uncertainty have gripped the Patriotic Front (PF) as it struggles to find credible candidates to field in this year’s tripartite elections, sources have disclosed.

Sources within the party’s central committee who asked not to be named said in Lusaka yesterday that the PF leadership is panicking following the MMD’s unveiling of its parliamentary and local government candidates.

The sources said the launch of the MMD campaign has also caught the PF off balance as the party is still struggling to sort out the confusion its president, Michael Sata, has created in the adoption process.

“There is confusion in our party. Right now, we don’t know who has been adopted and who has not. Only our president knows and this lack of transparency has caused anger among the rank and file of the party,” one of the sources said.

The source said many ordinary members of the party are angry that Mr Sata is single-handedly picking people to be adopted without consulting the grassroots.

He said Mr Sata and the central committee had been duped into believing that there would be an exodus of former ministers, members of Parliament and councillors from the MMD to the PF after the dissolution of Parliament and the ruling party’s announcement of adopted candidates.

Another source said there is growing resentment among ordinary members towards the few, mostly discredited politicians who have defected to the PF.

The source said the former ministers had promised Mr Sata and his inner circle that scores of former ministers had assured them that they would cross to the opposition party if they are not adopted to run on the MMD ticket, but that has not happened.

“What has annoyed us most is the fact that only a small number of former ministers have defected to the PF. These people are not even popular in their areas,” the source said.

“Some of the candidates who might be adopted will be difficult to sell and that is why the likes of Sylvia Masebo (former Chongwe member of Parliament) may not stand in their traditional constituencies.

Chanda Chimba and others appeal order restraining them from Broadcasting ‘Stand up for Zambia’

LUSAKA freelance journalist Chanda Chimba and the Zambia National Broadcasting Corporation (ZNBC) have filed a notice of appeal in the Supreme Court to appeal against the Lusaka High Court’s decision to restrain them from broadcasting the ‘Stand up for Zambia’ television programme.

Other interested parties in the case are two television stations Muvi TV Limited and Mobi International Limited.

“Take notice that the appellants herein being dissatisfied with the ruling of Honourable Justice Dr Patrick Matibini given in the High Court under Cause number 2010/HP/1282 at Lusaka on the 2nd day of August 2011, intend to appeal to the Supreme Court against the whole ruling,” the notice, which was filed by SBN Legal Practitioners yesterday, reads in part.

This is in a case in which Patriotic Front (PF) president Michael Sata applied for an injunction to restrain Mr Chimba and the three stations from airing the programme.

Delivering ruling on Tuesday this week, Dr Justice Matibini said:

“Accordingly, I hereby grant an interim injunction restraining the defendants, each one of them either by themselves, their agents, or servants from publishing or broadcasting or causing to be broadcast the programme ‘Stand up for Zambia’ until after trial of this action.

“Further, the first defendant (Mr Chimba) is restrained by himself, his agents, servants, or whomsoever from producing, distributing or in any other form of transmission the said ‘Stand up for Zambia’ programme.”

Dr Justice Matibini said it is contempt of court for any person notified of the order to knowingly assist in or permit a breach of the order.

“A person doing so may be fined, or sent to prison. Should I later find that this order has caused loss to the defendants, and decide that the defendants should be compensated for that loss, the plaintiff (Mr Sata) shall comply with the order I will make. Costs follow the event, and leave to appeal is hereby granted,” he said.

Zambia Under-17 are set to host South Africa Under-17 in a friendly game next month.

The match is planned for Arthur Davies Stadium in Kitwe on September 3.

It will be the second time the two teams will meet in a friendly game after previously clashing at the same venue in April, 2005 in a game South Africa beat Zambia, who were captained by one Lottie Phiri, 2-1.

CHIZUMIRA PUT TO REST
Former Nkana defender Wiseman Chizumira was put to rest in Lusaka on Wednesday.

Chizumira, 44, was buried at Leopards Hill Memorial Park on Wednesday morning.

The ex-Nkana player died on July 31 after suffering a mild stroke on July 22 and was admitted to the UTH in Lusaka.

He leaves behind two children and a grandchild.

Dario Bonetti has said he is not taking Zambia’s Brazil 2014 Fifa World Cup Group D qualifying draws for granted.

Zambia are in Group D together with Sudan and 2010 World Cup quarterfinalists Ghana and also await a third opponent from this November’s preliminary round two-legged tie between Burundi and Lesotho to join them when the group stage qualifiers kickoff on June 1, 2012.

Bonetti said in his first official statement on the draws on Wednesday during a press briefing at Football House in Lusaka that both Sudan and Ghana would prove to worthy opponents.

“I am not going to take any of the teams for granted. They are all going to be difficult games and we will treat them all the same,” the Italian said.

“The same difficult that Ghana could face with one team we could also suffer with the another team.

“Technically and physically all the teams are very organized the difference is how mentally ready the players are to play those games.

“The Sudan is good and their club football is strong so it is very competitive group yes a very tough group. I believe one of the toughest.”

Meanwhile, Bonetti also revealed that he has recalled veteran midfielder Andrew Sinkala of promoted German Bundesliga side Augsburg for Zambia’s 2012 Africa Cup Group C qualifier away to Comoros on September 4.

“Zambia needs players of that caliber that has playing at that level in top football for a long time with experience, discipline and positive attitude,” Bonetti said.

The Electoral Commission of Zambia Chairperson Justice Ireen Mambilima has met the 2011 presidential candidates with a call for issue based campaigns.

Justice Mambilima said that the commission would like to see a change in the way political parties conduct their campaigns this year.

She has told Presidential candidates to avoid dwelling on personalities and instead concentrate on issues affecting people whose votes they will be seeking on the Election Day.

Justice Mambilima was speaking in Lusaka on Wednesday when she officially opened an Electoral Commission meeting with aspiring Presidential candidates on the 2011 tripartite elections.

The meeting was called to brief all presidential candidates on the requirements for lodging of nomination papers.

About 12 Presidential candidates were in attendance at the meeting.

President Banda who is the MMD Presidential candidate arrived for the meeting at about 10.05 hours in the company of MMD chairperson for elections, Gabriel Namulambe.

Opposition Patriotic Front leader Michael Sata was also present at the meeting along with UPND President Hakainde Hichilema National Movement Progress President Ng’andu Magande, UNIP President Tilyenji Kaunda.

Others were Forum Democracy and Development, Edith Nawakwi, National Restoration Party President, Elias Chipimo, New Generation Party President Humphrey Siulapwa, Alliance for Democracy and Development President Charles Milupi and Heritage Party President, Godfrey Miyanda among others.

Meanwhile, Justice Mambilima says the Commission will go ahead and print ballot papers from South Africa.

She says the commission will also invite all participating political parties to send representatives to South Africa to witness the printing ballot papers at the Electoral Commissions expense.

CEEC funds 100 rice growers in Mongu District

The Citizen Economic Empowerment Commission has approved and funded about 100 Rice farmers in Mongu district in Western Province.

Speaking during the handover of cheques in Mongu yesterday, Western Province Permanent Secretary Seth Muleya said government under the leadership of His Excellency Dr. Rupiah Bwezani Banda is committed to ensuring that the CEEC fund is accessed by the common man in the rural areas of the country.

Mr. Muleya said government has made necessary adjustments on requirements of accessing the funds coupled with the decentralization of CEEC loan approval process which is currently being done at the province level.

He said since October 2010 when the loan application process was adjusted and decentralized, a total number of 221 projects worth over K2 Billion have been approved and funded in the Province.

The PS further said from the time it was established, CEEC has disbursed a total of K8.9Billion to 268 projects which has in turn created over 700 jobs for the people of Western Province.

AND Mongu District Famers Association Chairperson Rose Mubita thanked the Citizen Economic Empowerment Commission for funding rice growers
in the district.

Miss. Mubita said the decentralization of CEEC to a level where famers are able access the funds will enhance rice production in the district.

She has since urged rice farmers who have benefited from CEEC not to expose their produce to briefcase buyers and assured farmers that MODFA will buy their rice at a good and profitable price.

Earlier, CEEC Provincial Coordinator Davis Sitali said after consultative meetings with MODFA his organization decided to fund rice growers because the amounts they applied for was genuine and realistic.

Mr. Sitali noted that the funding which is meant to buy rice seed and other inputs will increase the farmer’s income at house hold level.

The Citizen Economic Empowerment Commission also funded Mongu District Famers Association with K40 Million to enable it buy rice from farmers
once harvested.

The Zambia Congress of Trade Unions-ZCTU has challenged contesting political parties in this year’s tripartite elections to desist from incessant attacks on the Electoral Commission of Zambia-ECZ.

ZCTU Secretary General Roy Mwaba says political leaders should not politicize the independent work of the commission.

Mr. Mwaba says the labour movement has a lot of respect for ECZ except, but is worried that some political parties are unnecessary attacking the Commission.

Mr. Mwaba was speaking in an interview with ZNBC News in Lusaka.

He also says it is regrettable that some opposition leaders are propagating negative words of violence by suggesting that elections will be rigged.

Mr. Mwaba says such leaders should not be listened to as they have no agenda for the country.

The United Party for National Development says it will not be part of calls for President Rupiah Banda to step down because of parentage issues.

Deputy Spokesperson Cornelius Mweetwa says the UPND wants to champion issue based campaigns ahead of the September, 20, elections.

Mr Mweetwa says the UPND is ready to meet President Banda and the MMD in this year’s elections.

Mr Mweetwa was speaking in an interview with ZNBC News in Lusaka on Wednesday.

PF Intentions

The Patriotic Front (PF) intends to petition several international bodies over the parentage of President Rupiah Banda.

Party General secretary Wynter Kabimba says the PF will write to the African Union, SADC and the United Nations challenging president Banda’s parentage.

Mr Kabimba was speaking in Lusaka on Tuesday.

And MMD National Secretary Richard Kachingwe says it is sad that the PF wants to politicize the parentage of president Rupiah Banda at the expense of addressing issues affecting Zambians.

Major Kachingwe has urged the Patriotic Front to concentrate on issues of development instead of cheap propaganda ahead of next month’s elections.

And the Zambia Congress of Trade Unions-ZCTU says it is politically insane for the opposition to cast doubt on President Rupiah Banda’s parentage.

ZCTU Secretary General Roy Mwaba says people doubting President Banda’s parentage should be condemned because the head of state has served the country in different portfolios before assuming office as head of state.

Mr. Mwaba says it is unfortunate that some politicians raising uncertainty over Mr. Banda’s parentage worked with him at state for many years in the UNIP era.

He told ZNBC in an exclusive interview that President Banda’s parentage is not an issue as far as Zambians are concerned, because the head of state is truly Zambian.

Mr. Mwaba has called on political parties to base their campaigns on real issues affecting the people and not on personalities.
