Govt. determined to ensure increased food production among local farmers

The government says it is determined to increase the participation of small-scale farmers in the country’s food production.

Eastern Province Permanent Secretary Paul Thole says the new dawn government has prioritized agriculture as one of the main engines of enhancing the nation’s social and economic development.

Mr Thole said this on Saturday in a speech read on his behalf by Assistant Secretary Clement Chilembo during the Seed and Food fair organized by Community Oriented Development Program (CODEP) held in Chiparamba.

The event gave an opportunity to the farmers to exchange and share ideas as well as create market linkages hence improving the well-being of farmers.

“This event is important because it will enable trading, exchange and sharing of plant propagation materials and the creation of market linkages among farmers.

“ The healthy and productive competition we see yesterday will help to instil confidence among the farmers, showcase their capabilities and encourage more social interaction among them, ” he said.

Sharing of information will support increased recognition of traditional seed and food as it greatly contributes to the food value chain in terms of nutrition enrichment a and economic empowerment.

And CODEP Executive Director Joseph Mwale said seeds are the first link in the food chain hence farmers have the responsibility to protect the traditional seeds and pass them on to future generations.

Mr Mwale the seed and food fair which draw farmers from Katete, Sinda and Kasenengwa districts gave an opportunity to exchange seeds among themselves through cash selling, barter system or free of charge as basis to maintaining biodiversity and food security.

100 teenage mothers return to school on the Copperbelt

A Ndola based organisation called Mwana Mfumu Foundation has under its Turning Pages- Advancing Girls Education and Leadership” project re-integrated 100 teenage mothers who dropped out of school due to pregnancy on the Copperbelt province.

The teenagers who are from Kitwe, Ndola and Mpongwe districts have been given the opportunity to return to school by the Foundation.

ZANIS reports that the Organisation Founder Kayula Chisanga says the programme will also target rural areas where there are higher cases of school drop outs due to pregnancy.

“ Despite having the free education and the 1997 school re-entry policies, there are other factors that prevent the young mothers to go back to school after delivery, hence coming in to bridge up the gap, “Ms. Chisanga said.

She said this during the launch of the “Turning Pages- Advancing Girls Education and Leadership project in Ndola which is being funded by the US embassy through the Zambia- United States Exchange Alumini Association ( ZUEA) .

And ZUEA president, Moses Mwansa said his association is ready to complement government’s efforts of improving the welfare of citizens through such programmes.

Speaking at the same function, Copperbelt Provincial Education Officer, Stephen Chishiko through Senior Education Standards Officer, Suwilangi Silwamba said less than of those that fell pregnant go back to school after delivery.

Dr. Silwamba said there is need for stakeholder collaboration in encouraging teenage mothers to go back to school adding that government has done its part by making education free.

Provincial Social Welfare Officer, Cris Hilwele said there is need to directly involve communities if such programmes are to be successful.

Meanwhile, the new dawn administration says it has put in place strategies to increase girls and boys education in the country among them being the re-entry policy and free education .

The two policies have allowed the disadvantaged girl child to return to school after delivery to continue learning while free education has increased accessibility to education by all.

This move has hailed Sinazongwe Secondary School Teachers and pupils.

School Head teacher Jimmy Siamupa says the Re-entry policy and free education has seen an increase in the pupils population at the School from 650 to 823.

Mr. Siamupa acknowledges that the recent teacher recruitment has cushioned the teacher pupil ratio as seven were deployed to the school.

He says the Government has also increased the grants which are being received on time to uphold quality education standards.

And Kalaluka Ndopu ,a guidance teacher at the school says the government policies on education has increased the number of learners coming to school.

He has said there is still need to safeguard the girl child from possible abuse by building safehouse for them.

General public advised against stigmatizing ex- inmates

The Zambia Correctional Service ( ZCS ) has advised the community and families to desist from stigmatizing ex-inmates saying doing so may cause further mental distress.

Deputy Commissioner General Bwalya Kuyomba says this is because acceptance is cardinal for successful re-integration into society and reducing re-victism.

Mr. Kuyomba said this on Friday at Katombora Reformatory School in Kazungula district when he graced this year’s World Mental Health day in the area.

“You will agree with me that the recent happenings in our communities relating to committing of heinous offences and suicide are classical examples of mental instability,” Mr. Kuyomba observed.

He called for concerted efforts in sensitizing the public on mental health challenges to avoid actions that may result in conflicting with the law.

Mr. Kuyomba however, noted that the road to comprehensive mental health for inmates and officers has not been without a number of challenge citing inadequate supply of medicines and non-availability of isolation facilities.

He added that others are inadequate rehabilitation activities for recovering patients, inadequate number of trained mental health staff as well as insufficient information on mental health among the general populace of inmates and officers among others.

“ Despite the highlighted challenges above, the Zambia Correctional Service remain resolute to promoting and protecting mental health patients as stipulated in the mental health act of 2019 and Mandela rules which call for access to health for all inmates, “ he said.

Speaking earlier, Kazungula District Health Director, Belita Zulu observed that for most people, when they hear the word mental health, what comes to their mind is picking papers on the street which is not the case because that is limiting one’ scope of understanding.

Dr. Zulu said mental health encompasses emotional, psychological as well as the social well-being of individuals.

She mentioned that when one is exposed to recurrent stress and trauma then the person is more likely to have mental illness.

This year’s mental health commemoration was held under the theme, “make mental health and well-being for all a global priority”.

Zesco United Booted out of CAF Confederation Cup

Zesco United are out of continental football on the first hurdle for a second successive season following their elimination from the CAF Confederation Cup.

The Zambian club was held to a 1-1 home draw in Ndola at Levy Mwanawasa Stadium in Ndola by Royal AM of South Africa in a second round final leg tie.

Zesco who were on bye in the first round bow out on away goals after a 1-1 aggregate result.

It is unprecedented for Zesco who hold a Zambian record six group stage appearances who have never made back to back exits on the first hurdle.

But Zesco started the first half on a promising note and in the 9th minute, Royal AM goalkeeper Zakahle Ngcobo made two quickfire saves parrying Collins Sikombe ‘s initial shot into Chanda Mukuka’s path and saved the subsequent rebound.

Three minutes later Ngcobo was back on duty this time denying Kelvin Mubanga .

Sikombe broke the deadlock in the 31st minute when he startled Ngcobo with a long range shot.

But Royal AM were unlucky not to have gone into the break level in the 39th minute when an unmarked Mxolisi Macuphu watched in shock as his shot rolled wide of the far post.

However, Royal got the goal they needed in the 58th minute when Zesco goalkeeper Ian Otieno made a school boy error.

The Kenyan International collected a back-pass from Samson Mkandawire and referee Oman Artan of Somalia gave the visitors the free kick.

Ruzaigh Gamildien who came on at the start of the second half dispatched the free kick adding more pressure on Otieno who was not spared of vitriol from the Zesco fans.

From then on, Royal just managed the game while Zesco stuttered to the final whistle unconvincing as they have been in their opening six league games of the season.

Constitutional Court to determine whether the Electoral Commission of Zambia contravened the Constitution

The Constitutional Court will on Monday determine whether the Electoral Commission of Zambia contravened the Constitution when it failed to cancel an election and call for fresh nominations Kabushi and Kwacha constituencies when independent candidates tendered their resignation on 12th and 13th September, respectively.

Article 52(6) of the Zambian Constitution require the Commission to cancel the election, call for fresh nominations and hold elections within 30 days after the holding of fresh nominations whenever a candidate resigns, dies, or is disqualified by a court before the date of an election.

During the hearing in Lusaka, the Electoral Commission of Zambia had told the Court that it did not cancel the election when candidates resigned because there was a High Court Order dated 13th September, 2022 stopping them to do anything with the Kabushi and Kwacha elections.

But Green Party President Peter Sinkamba and Governance Activist Isaac Mwanza said the Commission was under a mandatory obligation to cancel an election the moment they accepted the resignations on the 14th September, 2022.

During the hearing in Lusaka, the petitioners showed the Court that the said court order did not prevent the Commission from dealing with nominations that were held on 25th August, which have since become invalid upon resignation by candidates.

“In fact my ladies, the Commission proceeded to accept the resignations on 14th September, a day after the Court order was in effect. This shows the Commission deliberately made an omission to cancel an election before or during the time the court order was in effect,” said Green Party President Sinkamba

And during the hearing in Ndola, Mr Mwanza told the Court the excuse by the Commission that they could not do anything with the election was deliberately calculated to mislead the Court because the Commission have twice ignored the same Court order by setting a new election date, asking parties to campaign in addition to having accepted nominations while the order remain in place.

“The Commission has shown that it will neither respect the Constitution and is acting above the courts in Zambia. It’s omissions and decisions have not only continued to undermine the Constitution but to also showed total contempt against the courts of law,” he said.

And President Sinkamba asked the Court to allow him commence contempt proceedings at a later date against the three ECZ Commissioners who have shown contempt against the Constitutional Court.

The petitioners have since called on the Court to order for cancellation of elections in Kabushi and Kwacha constituencies because the nominations have become invalid due to the resignation of candidates on 12th and 13th September, 2022.

Anglican Church Priest condemns the Political violence in Mkushi caused by UPND and PF cadres

Mkushi-based Anglican Church Priest Fr. John Emmanuel Kapambwe has condemned the violence that marred the filling of nominations for the fourth-coming Mkushi Council Chairperson by-election on Thursday.

UPND and PF cadres clashed during the filing in of nominations for the Mkushi Council Chairperson by-election on Thursday.

Speaking in his personal capacity, Fr. Kapambwe said he was very disappointed with the violent incidents witnessed in Mkushi.

The Anglican Priest noted that political violence must not be entertained because it was a primitive way of campaigning or doing politics.

Fr. Kapambwe called for an immediate stop to political violence.

“I want to express my disappointment over the Political Violence in Mkushi that characterised beginning of Campaigns today between UPND and PF cadres. Political Campaign is a privilege that political players must use to persuade the people to vote for them by explaining what they will deliver to the community if they are voted for. This has to be done in a manner that I appropriate.Political violence must not be entertained, moreover, it is primitive way of campaigning. Political Violence will not bring any benefit to this nation. The message of our President His Excellency Hakainde Hichilema is very clear, he has been preaching peace and unity even other stakeholders like the Church and many other organizations. It is for this reason that nation will come together to pray for the nation and the theme is;”Promoting National Unity, peace and integration for Prosperous Zambia through Hardwork.”We should not fight we are one people, remember that there is life after campaigns,” Fr. Kapambwe said.

He challenged political leaders to tame their cadres in a bid to end political violence.

Fr. Kapambwe reminded UPND cadres in particular to always remember that President Hakainde Hichilema preaches peace and love.

“Why should we fight? We live in the same community, we go to the same Churches and we neighbours but why should we allow campaigns to destroy our brotherhood?As clergyman I strongly condemn this barbaric act. It must stop with immediate effect.I call upon all political cadres to be responsible because a peaceful Zambia starts with each one of us (Peaceful Zambia starts with me). I further call upon the Political Leaders to term their cadres so that this incident is not repeated.I also appeal to the other relevant authorities to regulate such behaviours.To the UPND cadres always remember the preaching of our President on peace do not let him down he love loves peace.All the candidates standing I wish you all the best may the one God has appointed carry the day,” Fr. Kapambwe said.

Meanwhile, PF and UPND have condemned the violence in Mkushi.

PF Chairperson for Information and Publicity Raphael Nakacinda condemned the violence and accused the UPND of being behind the clash.

“First of all, I would like to express our disappointment at the conduct of the UPND as a party. The violence that was exhibited in Mkushi is uncalled for. The violence that was exhibited in Lusangazi was uncalled for. The chasing away of PF candidates and blocking them from filing in nominations in Southern Province is undemocratic and barbaric. We have always said that if there is a political party that is violent in this country it’s the UPND. In time past they coined a slogan of Mapatizya formula, later on it was other slogans that all spoke to violence. They are experts at advancing deceit. In one vein, they will talk about the rule of law but their real conduct is actually you know, lawlessness. They have no regard whatsoever to the law. Look at how they have manipulated and interfere with the ECZ to the point of it making decisions, pronouncements that are unconstitutional and contentious,” Mr Nakacinda said.

The former Water Development Minister alleged that there is the process of ethnic and tribal cleansing within the police service and other law enforcement agencies.

“Yesterday in Lusangazi, you could see from the faces of Police Officers who are supposed to be enforcers of the law, clearly they are under capture, with the dismissal of over 35 officers, mainly from Eastern Province and Northern Province in what is called national interest.The very list that the UPND were denying that it is fake, now it is being actualized. There is the process of ethnic and tribal cleansing within the police service, within other law enforcing agencies and uniformed officers that are supposed to be providing security.It is very sad that we are degenerating at a fast rate under the UPND towards the Banana republic. And this, we are calling on Zambia, wake up. We know that many times when we are speaking we are perceived as just advancing our political interests.This is not about PF, this is about Zambia, our democracy, our freedoms and our rights that are being taken away at a fast rate each and every day that passes. Look at how the police now are being used to block other candidates from other political parties from participating in elections by blocking them from filing in nominations,” he said.

UPND Secretary General Batuke Imenda said his party members were being tempted by disgruntled opposition parties with intentions of testing their tolerance.

“As many of you may recall, our party was overwhelmingly voted into government by the people of Zambia on August 12, 2021, to restore the rule of law, among other leadership commitments.It was on the basis of strict adherence to the rule of law that President Hakainde Hichilema, who is our Party president too, declared that there will be no cadreism in markets, bus stations, or indeed in the public places.So far, we are satisfied by the levels at which our party members have embraced President Hichilema directive of non violence.As such, the UPND has not deviated from this position, especially that our people suffered extreme levels of political violence at the hands of the PF regime over the last decade,” Mr. Imenda said.

“Further, we are gradually witnessing high levels of political provocations by disgruntled opposition parties with intentions of testing our tolerance. There are numerous cases where some opposition members have showering total disrespect for the Republican President Hakainde Hichilema by showing him with insults.The sum total of the Mkushi incident is that when the Patriotic Front (PF) filed in nominations, they went straight to the UPND camp with their truck to provoke their colleagues.At this point UPND youths reacted.I wish to also call upon our general membership to remain calm and report all sorts of provocation to the Zambia police service.To that end, we call for civility from our opponents, Zambians have spoken, we must respect their views. No violence. Nonetheless, matters of such nature fall within the mandate of the Zambia Police, and it is our hope that the law enforcement agencies will fully exercise this legal mandate,” he said.

Continued stigma and discrimination against mental health patients worrying

Government says continued stigma and discrimination associated with mental health remain a key barrier to social-economic inclusion and access to quality mental health services.

The State is of the view that majority of people struggle with treatable and preventable mental health problems silently at home due to lack of awareness about the professional services offered.

Northern Province Permanent Secretary Bernard Mpundu who said this in Kasama on Saturday has since called for a strengthened network and field of care by supporting all community-based mental health activities.

Mr. Mpundu stressed the need for the adoption of more inclusive approaches in health service programming to ensure that the mental health needs of clients are met.

“Majority of people who struggle with treatable and preventable mental health problems suffer silently at home due to lack of awareness about the professional services offered, “he said.

In a speech read on his behalf by Provincial Assistant Secretary Jordan Mwenya during the rescheduled commemoration of world mental health day in Kasama ,Mr. Mpundu reiterated government commitment to supporting and prioritizing mental health in national programming.

Mr. Mpundu said the commemoration of mental health day held under the theme: “ ‘Make mental health and wellbeing for all a global priority” is an indication of the commitment the government has given to the fight of mental health across all sectors.

“Statistics show that mental health and suicide cases have increased in recent years, hence this calls for concerted efforts by all of us to develop interventions aimed at addressing mental health problems.

Provincial Health Director Ernest Mutale said the day awakens everyone to the realization that a holistic approach should be taken when talking about health to avoid excluding others.

Dr. Mutale said world mental health day provides mental health workers with a chance to discuss their work and review what needs to be done to make mental health a reality for people in the Country.

“Assembling here today in this manner is a symbol that we all realize that mental health and all its challenges affect us all and cuts across all sections of life, ” he said.

He has appealed to all stakeholders to unite and make mental health a priority at individual, family, community, provincial level and national level.

Meanwhile Kasama General Hospital Medical Superintendent Humphrey Chanda has called for more efforts to raise mental awareness.

Dr. Chanda thanked government for the interventions but explained that more still needs to be done to develop infrastructure and assign more medical personnel for mental health to the province.

Constructive criticisms helps the judiciary — Dr Malila

Chief Justice Mumba Malila says the media is entitled to freely trend and report on public proceedings fairly in order to ensure fairness.

Dr Malila says the presence of interested observers, including the media, aims at keeping adjudicators, lawyers and court-room staff mindful of their responsibilities and actions to make them more accountable.

The Chief Justice, however stated that in an even the judiciary’s actions are unacceptable, the media is at liberty to offer factual and fair criticisms.

Dr Malila said this during an interactive media workshop held in Lusaka on Friday adding that constructive criticisms help the judiciary implement their objectives better.

“Criticism of the judiciary should be factual and fair. However, distractive criticism is discouraged,” he said.

Meanwhile, Justice Bubile Shonga said the media is obliged to protect the the judiciary through fair, credible and factual reporting.

Zambia Will Rise From The Ashes & Become A Trusted Investment Partner Again, Finance Minister Tell Investors

Finance and National Planning Minister Dr. Situmbeko Musokotwane, MP, says Zambia is on course in her quest to resolve the crippling debt crisis so as to create conditions required for enhanced local and foreign investments, faster economic growth, jobs for the youths, and the needed sustained wealth creation to enhance the country’s capacity to repay creditors.

Dr. Musokotwane has re-affirmed the common framework for debt treatment as the most practical solution available under the country’s circumstances in resolving the crisis and facilitate conditions required for enhanced local and foreign investments, faster economic growth, jobs for the youths, and the needed sustained wealth creation to enhance the country’s capacity to repay creditors.

“For us, it is important that we pay what we owe,” said the Minister who was speaking at an investor seminar dubbed, ‘Zambia: delivering medium-term fiscal and debt sustainability.’

The seminar was organised by JP Morgan (a global leader in financial services offering solutions to the world’s most important corporations, governments and institutions) on the sidelines of the ongoing ANNUAL MEETINGS OF THE INTERNATIONAL MONETARY FUND AND THE WORLD BANK GROUP, in Washington DC, United States of America.

The Minister told the gathering, whose count was over a hundred (100) persons, that having acquired assurances from official creditors, a follow-up meeting will soon be convened to explore the signing of a memorandum of understanding on debt restructuring – which anticipated outcome he described as an opportunity for Zambia “to rise from the ashes” and become a trusted global investment partner, again.

Dr. Musokotwane says the support from the World Bank targeted at Zambia’s agriculture development initiatives creates an enabling environment for local and foreign investors to venture into export agriculture and make the country part of the solution to world hunger.

During the question and answer session, the Minister took the opportunity to explain that the mine tax related proposals in the 2023 National Budget Speech aim at aligning the country’s mine-tax regime to the global standard – especially mine tax regimes of other competing jurisdictions, adding that, the measures will encourage mine-exploration activities, growth of the industry and value addition.

Among the meetings that the Minister’s delegation will attend at the ongoing annual meetings of the IMF and World Bank Group, are the following:

1) IMF Monetary and Capital Markets Department bilateral meeting;

2) Multilateral Investment Guarantee Agency (World Bank) bilateral meeting;

3) Seminar on Enhancing Domestic Resource Mobilisation Through Meaningful Citizen Participation Under The African Continental Free Trade Area (AfCTA) And Equitable Resource Allocation;

4) The Introductory Session of the International Monetary and Finance Committee (IMFC) – the highest organ of the IMF;

5) US Department of Treasury bilateral meeting; and,

6) World Bank Africa Group 1 Constituency Meeting.

The Annual Meetings of the International Monetary Fund and the World Bank Group bring together Ministers of Finance, Central Bank Governors, Investors, and several other stakeholders to a common space to discuss and agree on solutions to the challenges facing the global economy such as low commodity prices, unstable macro-economic environment’s, low investments, and debt.

Dr MUSOKOTWANE is accompanied to the meetings by Secretary to the Treasury FELIX NKULUKUSA, Permanent Secretary (Budget & Economic Affairs) MUKULI CHIKUBA, Bank of Zambia Governor Dr DENNY KALYALYA and the Bank of Zambia Deputy Governor, Dr FRANCIS CHIPIMO.

Meanwhile, more than 50 U.S. and Zambian business and government leaders gathered in Lusaka October 12-13 for the two-day inaugural U.S.-Zambia Business Summit at the Intercontinental Hotel. The Summit highlighted Zambia as one of the most attractive business environments for investment on the African continent.

The Summit presented an opportunity for industry leaders to meet with high-level Zambian government officials to explore business opportunities within different sectors including in energy, agriculture and agri-business, healthcare, mining, ICT, infrastructure, and financial services. U.S. companies are important contributors to Zambia’s economic growth, and two-way trade in goods between the United States and Zambia is estimated at $269 million (4.27 billion kwacha) annually.

Zambian participants included, Minister of Energy Peter Chibwe Kapala, Minister of Infrastructure Charles Milupi, Minister of Technology and Science Felix Mutati and Acting Minister of Commerce, Trade, and Industry Elias Mubanga. The U.S. Ambassador to Zambia Michael Gonzales and Minister Counselor for Commercial Affairs in sub-Saharan Africa Cynthia Griffin represented the U.S. government. Ambassador Gonzales underscored in his remarks that, “working with the Zambian government to improve Zambia’s business enabling environment is my top objective as Ambassador.” Representatives from the U.S. Trade and Development Agency, U.S. International Development Finance Corporation, along with U.S. companies also attended the Summit.

The Zambian market offers U.S. firms significant opportunities in several sectors, and there is ample room to take advantage of these opportunities in the coming years. There is also growing interest among Zambian firms, which are looking to either invest in or export to the United States. The U.S. government, through the U.S. Embassy in Zambia, also supports Zambian businesses and entrepreneurs to explore the U.S. market for future investment in additional to encouraging U.S. businesses to explore investments in Zambia.

Kanyama MP disheartened by the increased greed in his constituency over CDF

Kanyama Member of Parliament Monty Chinkuli says he is disheartened with reports that some Constituency Development Fund (CDF) beneficiaries in his Constituency plan to share the empowerment grants meant to bring development in communities.

Kanyama Member of Parliament Monty Chinkuli says he is concerned with information reaching his office that some people are planning to share the funds.

Speaking during a handover ceremony of CDF grant cheques in the constituency, on Friday, the lawmaker government will not condone retrogressive behaviour.

” I encourage people in Kanyama Constituency to instead work hard and ensure that the much needed jobs are created through various approved CDF programmes, ” he stated.

Mr. Chinkuli however thanked President Hakainde Hichilema for walking the talk through the CDF empowerment initiative that will uplift lives of the citizenry.

62 groups out of the 118 beneficiaries have received K976,000.00 for the first and second quarter of 2022.

“We are happy with the funds that we have received through the CDF funds,” said Mr. Chinkuli.

And Lusaka District Commissioner Rosa Zulu who graced the occasion advised beneficiaries not to derail from the visions they have but instead remain focused and bring development in Kanyama through their different projects.

“ Government has faith in this program so go out and work hard by growing your businesses in order to better your lives and that of your communities,” she said.

Ms. Zulu also challenged the empowered groups to ensure that the grants they have received are seen in increased income activities, reduced poverty and growth of their project ventures.

She said that the empowerment Programme is ongoing adding that those that have been empowered this year will not be on the list next year in order to accommodate others.

Modernisation of Refugee Settlements Approach to be used by Zambia will strengthen refugee protection

The UN High Commissioner for Refugees in Zambia, Prosper Ng’andu says Zambia is committed to the protection and advancement of the refugees and other persons of concern.

Dr Ng’andu states that the Modernisation of Refugee Settlements Approach (MORSA) that Zambia will use to modernise refugee settlements will strengthen refugee protection as it will ensure refugees are fully self-reliant.

Dr Ng’andu who was speaking when he delivered an intervention statement on protection during the ongoing 73rd Session of the Executive Committee of the High Commissioners (ExCom) in Geneva, Switzerland on Thursday, added that refugees will participate in significant economic activities.

“In order to provide valuable international protection to persons of concern, Zambia has conceived an idea to modernise refugee settlements through the Modernisation of Refugee Settlements Approach which intends to transform refugee settlements into ultra-modern communities,” he said.

Dr Ng’andu disclosed that Zambia is developing a National Refugee Policy which will inform review of legislation in line with international best practices.

Dr Ng’andu noted that the purpose of the National Refugee Policy is to enhance protection services for persons of concern.

He also disclosed that government is working on a permanent solution for former Angolan and Rwandan refugees whose refugee status was withdrawn following the invocation of the cessation clause.

“As indicated in the country statement, the Minister of Home Affairs and Internal Security will be tabling the matter before Cabinet,” said Dr Ng’andu.

Meanwhile, UNHCR Assistant High Commissioner for Protection, Gillian Triggs called on member states and other stakeholders to step up efforts to safeguard the right of people fleeing conflict and persecution to claim asylum.

Ms Triggs disclosed that the war in Ukraine has shown why the right to seek and enjoy international protection, a core principle of the 1951 Refugee Convention and of UNHCR’s mandate, remains necessary.

“The global response to the Ukrainian protection crisis shows that, with political will, countries and their citizens welcome millions in an emergency,” she said.

Ms Triggs added that countries such as Bangladesh, Turkey and Pakistan have provided protection to the displaced for years.

She further urged member states to focus on improving the management and efficiency of their asylum systems to address bottlenecks at Courts and in procedures to return people assessed as not in need of international protection to their countries of origin.

Meanwhile, Northwestern Province Permanent Secretary, Grandson Katambi says there is need to urgently address the rising cases of statelessness.

Colonel Katambi ( Rtd ) says it is important to identify persons at risk of being stateless as the problem has a negative impact on service provision if not properly handled.

Speaking when he opened a training workshop on statelessness and documentation in Solwezi on Friday, Col. Katambi said Northwestern province has so far identified about 171 self-settled and undocumented Angolans.

” We are alive to the fact that there are potential stateless people even within Zambia especially in Northwestern province where about 171 self-settled Angolans without documentation have so far been identified,” Col. Katambi said.

Government remains committed to efficiently identify asylum seekers and refugees as well as those at risk of being stateless to ensure that their human rights are upheld.

Hence , as part of the implementation of comprehensive refugee response framework, government has deployed 13 nurses and 30 teachers in Meheba.

On this, the Permanent Secretary explained that this will go a long way in enhancing refugee resilience and promoting a healthy and educated community.

Speaking earlier, UNHCR Associate Protection Officer, Towa Chaiwila said there is need to step up collective efforts in identification, documentation.

Mrs. Chaiwila said statelessness is a problem which affects millions of people around the globe and results in a loss of nationality and identity leaving the affected people in vulnerable circumstances.

Get Rid of Rogue Elements as Army Recruitment begins

This week, the Minister of Defence, Hon. Ambrose Lufuma was a bearer of fabulous news for our youth! The affable, bespectacled and clean-shaven towering individual with a flourishing moustache announced that government will soon commence recruiting army personnel in various units of our military establishment.

“Like I mentioned earlier, prospective applicants wishing to join Zambia Army, ZAF or ZNS should not panic into bribing individuals whom they would think would help them get recruited. This recruitment is not about who you know, we have demonstrated that the new dawn government wants to see every Zambian have a fair share of the national cake,” the usually media shy cabinet minister, which must of course be the norm for anyone holding such a sensitive portfolio, disclosed this on his Facebook page.

Well…..before we get our youth excited with such assurances, we’d like to alert the powers that be, including all our investigative wings – ACC, DEC and Zambia Police that there are still some remnants of rogue elements from the previous regime lurking in the corridors of power. These characters upped their antennae and become more sophisticated in their shenanigans as they continue extracting a “ka sumfing” whenever recruitment opportunities arise in the civil service. Someone isn’t telling the president the truth! As patriotic citizens, it’s our intention to do so as we are in possession of impeccable evidence.

The organization am involved with has been involved in facilitating sponsorship of orphans and vulnerable children in various schools and/or colleges. And one such individual is of course, Cinderella – not her real name, who is now a registered nurse. She remains unemployed because of such corrupt elements!

When the new dawn administration advertised various job openings in the health sector, like many others, she obviously tendered her application. As fortune would have it, her name made it on what became to be referred to as the Copperbelt Province Final List of Successful Health Personnel. That’s when trouble actually begun!

Just when she thought she and her mother would now pop a bottle of Champaign and celebrate, she was subjected to harrowing experience. All of a sudden, she started being inundated by phone calls from strangers……..” The name that you see on that list is just preliminary,” they would say, “If you want your name to make it to the final list of applicants, you have to pay a K10,000 at least!”

When she explained that her family wasn’t in a position to raise such a colossal amount of money as they were actually struggling to make the ends meet, like a serpent the man immediately changed tact.

“In that case, you can pay half and settle the balance once you are deployed……” the man still insisted.

Unfortunately, the young lady was left out despite appearing on the initial list which had 1239 other names. We have the list with us! This isn’t a fairy tale at all! Such things are happening almost every day in our beloved country. Heartless individuals are preying on our desperate youth seeking deployment in the civil service as teachers, health workers or agriculture extension officers……….we have no doubt the same would be the case in the current recruitment exercise.

The only problem with ministers is that they no longer want to pick up our phone calls even when you want to relay vital information to them. We are left with no option but to vent our frustrations in the media. In the meantime, I will be calling at ACC this afternoon to report this matter.

HH removes the DPP from Office following recommendations from JCC

President Hakainde Hichilema has with immediate effect removed Lilian Siyuni from the office of the Director of Public Prosecutions ( DPP ).

President Hichilema says the removal of Mrs. Siyuni follows recommendations contained in the report presented to him by the Judicial Complaints Commission ( JCC ).

He added that the removal of Mrs. Siyuni from the office of the Director of Public Prosecutions is also in exercise of the powers vested in the President pursuant to articles 182 (3) 143 (b) and 143 (c) of the Constitution of Zambia.

And President Hichilema has since appointed Gilbert Hanford Phiri as Director of Public Prosecutions subject to ratification by the National Assembly.

The appointment of Mr. Phiri is in exercise of the powers vested in him pursuant to article 180 of the constitution of the country.

This is according to a statement issued to the media in Lusaka yesterday by Presidential Spokesperson Anthony Bwalya.

The embattled DPP has in recent times been embroiled in a number of judicial issues one of them being on entering nolles in all cases before her brought by either the Drug Enforcement Commission (DEC) or the Anti-Corruption Commission, where arrests were made without receiving instructions to arrest from her.

Zambia Qualify For U20 AFCON

Zambia on Friday afternoon qualified to the Under-20 Africa Cup for the first time since 2017 after beating Angola on penalties in the 2022 COSAFA U20 Cup semifinals in Eswatini.

The Junior Chipolopolo secured their place at the U20 AFCON Egypt 2023 after beating Angola 3-2 on post match penalties following a 1-1 draw in regulation time at Somhlolo Stadium.

The game was decided on penalties after Songa Chipyoka’s 40th minute equaliser canceled Angola’s lead propelled by Domingos Bandeira’s 30th minute goal.

Meanwhile, coach Chisi Mbewe’s Zambian side will play Mozambique on Sunday in the final of the COSAFA Cup.

Zambia advanced to the semi-finals after winning Group A with nine points while Angola finishing as the group best runners-up with six points.

Zambia has not been to the U20 AFCON since winning it as hosts in 2017.

Mundubile slams Attorney General and Solicitor General for putting UPND interest above National Duty

Leader of the opposition in Parliament Brian Mundubile has expressed his displeasure with the decision by ECZ to reject the nomination of PF candidate in the Lusangazi council by election saying that it is a violation of the constitution.

Reacting to reports that the ECZ had rejected the nomination papers of PF candidate, Mr Mundubile slammed the Attorney General and the Solicitor General for allegedly conducting themselves unconstitutionally.

“When you are talking about Kabushi and Kwacha, you are talking about Lusangazi, you are talking about Luangwa, you are talking about Mkushi, there is this huge appetite by our friends in the UPND to cause an assault on our constitutional democracy,” he said.

“Office of the Attorney General and Solicitor General is supposed to be in charge of public interest. Now if you pick strong members, active members of the UPND, they will fail to differentiate between the interest of Zambians and those of the UPND. When you go to the JCC, the Commissioners of the JCC were active members of the UPND, the majority of them. We raised these concerns, we knew we were going to have a problem that we are having today.”

Hon Mundubile said the Attorney General and the Solicitor General are failing to differentiate between the said interests.

“Solicitor General and Attorney General, yours is to act for the Zambians and not for political parties. I want to call upon the Attorney General and the Solicitor General to realize that they are now civil servants. They can no longer continue to serve UPND interests,” he said.

“The drama we are seeing in the courts today it’s because Solicitor General and Attorney General have taken the interest of the UPND in this electoral process above the public interest. We have a problem even in the Judicial system because of who is sitting at the JCC. He called on the President to look at who is sitting in the AG office and the JCC. For us what it seems is it has been a long time scheme to try and manipulate the electoral system so that the UPND is the only participant in these elections.”

He also castigated the ECZ for disregarding the court order over the Kabushi and Kwacha by-elections.

The Lawmaker charged that the actions of the UPND is a constructive admission that Zambians are not happy with how they are governing the country. He added that it will be very difficult for the UPND to win an election going forward as he demanded that the drama at ECZ should be put to an end.

“The recent letter that ECZ sent ……..disregarding orders of the court, we all know who is doing that. On one hand, they are busy giving flowery reports about what they have done and how they have transformed this country,” he said.
