Farmers urged not to squander money on beer and women

File: Peasant farmers selling their part of their maize harvest

KAZUNGULA District Commissioner, Albert Chifita has appealed to farmers who recently got paid by Food Reserve Agency (FRA) for the crop purchasing exercise to re-invest their money in agriculture rather than squander it on beer and women.

Mr.Chifita who thanked the farmers in the area for contributing 4500 bags of maize towards food security said the Government spent about K24bn on crop purchasing exercise in the district.

And Mr.Chifita said that Government has been allocating fertilizer to farmers for the 2010/2011 farming season.

He said farmers should not panic as Government has enough fertilizer in store for all of them to benefit.

Mr.Chifita said some farmers are fond of spending their money on illicit alcohol and other money wasting activities.

He advised them to use their money to buy farm equipments such as tractors and irrigators if they are to succeed in their farming
career.

Mr.Chifita further assured farmers that Government is committed to empower people in rural areas through farming.

Meanwhile Mr.Chifita who addressed a gathering at Syakalima Basic School in Kazungula’s Musokotwane area advised parents to avoid
engaging their children in early marriages.

The District Commissioner said parents should look at educating their children rather than engage them in marriage.

Below 8% end year inflation unrealistic – HH

UPND leader Hakainde Hichilema

United Party for National Development (UPND) president Hakainde Hichilema says the projected end year inflation of around 6.6 percent is unrealistic.

THE Bank of Zambia (BoZ) has projected that Zambia’s inflation rate will further fall to just above six percent at the end of 2010.

During the same period, the gross domestic product (GDP) is expected to grow by more than six per cent.

BoZ Governor Caleb Fundanga is on record as saying that Zambia will be able to achieve a low inflation rate because of sound policies and the impressive economic indicators being recorded.

But Mr. Hichilema said Zambia should project the inflation rate at 10 percent stating that the 6 percent projection is unrealistic.

The UPND leader added that the creation of jobs and improvement of the economy cannot also be achieved at the government projected rate.

Meanwhile Mr Hichilema said there is a great need for the PF/UPND pact to address the challenges it is facing.

Mr. Hichilema said the pact should address all the challenges it is facing before the 2011 elections to avoid divisions.

He was speaking on national television last evening on Frank Mutubila’s Frank talk.

Shikapwasha is not principled – SACCORD

Information Minister Ronnie Shikapwasha

The Southern African Centre for Constructive Resolution of Disputes (SACCORD) has charged that Information and Broadcasting Services Minister is the most unprincipled man in the country for defending theft and abuse of office clause from ACC Act.

Reacting to Lieutenant General Shikapwasha statement that SACCORD and a named tabloid are the most corrupt institutions in the country SACCORD Information Officer Obby Chibuluma said his organization will not allow government to abuse national resources.

Mr Chibuluma said the abuse of office clause is vital in trying to prevent large scale plunder of national resources, hence the need to maintain the clause in the ACC Act.

He pointed out that people that have supported the legalized theft would have to answer to Zambians in the 2011 elections.

The Information Officer stated that it is shameful that the minister could label SACCORD to be the most corrupt institution on the basis of its opposition for the removal of the abuse of office clause from the ACC Act.

Young girls who dropping out of School to become mothers (File Picture)

Senior headman Siabbamba of Gwembe district has observed that empowering of youths in rural areas will significantly help reduce crime and early marriages among the rural population.

And headman Siabbamba has described early marriages among rural girls of school-going age as disturbing.

Speaking to ZANIS in Gwembe district, Silent Siandunda Siabbamba, noted that it was sad that youths have now turned into goat rustlers because of lack of social-economic activities and amenities to engage in.

Mr Siabbamba said the introduction of loan facilities to youths in remote areas would enable them grow into responsible and productive youths.

He explained that there was need to empower youths with fishing nets and boats in his area so that they could engage into profitable fishing activities

Meanwhile, headman Siabbamba said early marriages among girls of school-going age in rural area have contributed to high levels of pupils dropping out of school.

He attributed this to low levels of education and economic activities among their parents.

Senior headman Siabbamba has called on government and non-governmental organizations (NGOs) to consider empowering rural women with economic skills that would enable them empower their children with education.

“Women need help by way of club formation in my area. They need income to educate their children,” he said.

He said he desired to see more youths, especially girls, acquire decent education.

Meanwhile, senior headman Siabbamba has called on government to consider constructing a clinic in his area.

He said people in his area cover a distance of 14 kilometres to get to Sinafala clinic and 17 kilometres to access treatment at Chisanga health post.

The traditional leader observed that Siabbamba is an ideal location for the construction of a clinic because it was centrally located.

He said maternal mortality rate is rife in his area as expectant mothers have to cover a long distance to get to health facilities.

He added that impassable roads further worsen the already bad situation.

Faz Succumbs To Pressure And Calls ECM

Faz has succumbed to pressure and has set a date for the emergency council meeting (ECM) at the end of this month.

However, the Zambia Premier League (ZPL) have resolved this afternoon not to meet Kalusha Bwalya in Kabwe to dialogue on the way forward because the current executive committee is illegal.

Faz general secretary George Kasengele said at a press briefing in Lusaka today that the ECM will be held on November 27 at Masiye Motel in Kabwe.

Kasengele said the meeting will be chaired by Faz president Kalusha Bwalya starting at 10:00.

The Faz general secretary said on the agenda will the legality of the current Faz executive and the association president’s speech.

“This decision has been arrived at after wide consultation,” Kasengele said.

“It is in conformity with the FAZ constitution article 26 (2) (i) and also article 26 (2) (2). Article 26 (2) (ii) says the executive committee shall set the date and time of all council meetings.

“Article 26 (2) (iv) says the executive committee shall convene an emergency meeting if it deems fit. With those provisions we have decided to hold the emergency council meeting.”

Meanwhile, ZPL chairperson Cephas Katongo  in a press statement today said  that they will play their league and club obligations and meet with the executive committee only when their conditions are satisfied.

In a statement, Katongo said: “The teams represented by the ZPL will not attend the meeting called by Faz for the following reasons:

  1. The presence of the self dissolved Faz executive members at the meeting is not acceptable While we welcome dialogue, this must be done in conformity with the (Faz) constitution. It is crucial for us as to who chairs the meeting as there is no Faz executive committee in place at the moment.
  2. The apparent partial disposition of the (Faz) general secretary who keeps calling unconstitutional disciplinary committee meetings and docking of points from teams who have stayed away from games must come to an end henceforth. “Therefore there must be a reversion to the status quo before the boycott and this must be made clear before the proposed meeting is  held with the general secretary.
  3. The super League clubs are willing to meet with the General secretary (Secretariat) to discuss the way forward during the course of next week on condition that the issues raised above are adequately addressed.

“In the midst of what is happening we call upon the current and potential sponsors to bear with us as the reasons for this impasse hinge on the corporate government, transparency and respect for the constitution. We value your contribution and look forward to your continued support.”, the ZPL statement read

Government to build more Universities

MMD Spekesperson and Education Minister Dora Siliya
Education Minister Dora Siliya has hinted that Government intends to build more Universities in the country in order to decongest the University of Zambia and the Copperbelt University.

And Ms Siliya has disclosed that discussions are underway to set up Universities in each provincial headquarters beginning with Northern, Southern and Eastern Provinces respectively.

The Education minister was speaking yesterday, on MUVI TV on a programme titled” the future of higher learning institutions in the country and monitored by ZANIS in Lusaka.

She reaffirmed government commitment to education saying for this cause the State values the importance of higher learning institutions in the country as an educated citizenry would contribute more favorably to the development of the country.

Ms Siliya however, refuted media reports that Government intends to de -link the University of Zambia (UNZA ) from the Ministry of Education saying proposals abound by some concerned individuals and other stake holders to de-link the country’s biggest varsity from her ministry..

She said discussion are underway to find lasting solutions at higher learning institutions such as UNZA and the Copperbelt University ( CBU) which she said were once belonged to the Ministry of Science and Technology.

The Education Minister stated that as a former UNZA student herself, she would like to see improvement at the institution in terms of infrastructure development and conducive learning environment for students in these institutions.

Ms. Siliya expressed She also showed dissatisfaction the congestion at the university of Zambia where some students share small rooms which only occupy few students.

She said Government is committed to improving the lives of students at high earning institutions so that he problems which has been affecting high learning institutions are solved once and for all.

PF condemns formation of new political parties

Opposition Patriotic Front (PF) Kalulushi District Constituency Chairman Kenny Hachisumo has advised the leader of the newly formed political party Brown Kapita to consider joining existing political parties in order consolidate the opposition.

Mr. Hachisumo who is also a renowned Lufwanyama businessman and Commercial farmer told ZANIS in an interview in Lusaka yesterday that forming political parties is only weakening chances of the opposition defeating the ruling MMD during the 2011 polls.

“ Individuals forming political parties at this hour are doing so for selfish reasons and that they should not be taken seriously by the Zambian people,” he said.

He was reacting to Mr. Kapika who on Monday announced the formation of his political party called “Africa’s Democratic and Economic Development Organization (ADEDO)-Zambia Must Change Now (ZAMUCANO)” after making a dramatic return from the Netherlands on a self imposed exile during former president Frederick Chiluba’s reign.

He further said the existing political parties has good manifestoes adding that it is going to be paramount for those wishing to form political parties to join already existing parties in order to have a strong opposition in the country.

The PF District Chairman explained that the role of the opposition is to provide checks and balances to the ruling party which he said can only be possible with a strong opposition.

The new political party is set to be launched this Sunday.

Mr. Kapika told ZANIS in an interview yesterday that he has come back to Zambia to save the country from what he termed recycled leadership that has characterized the political scenario in Zambia. He added that the country needs a leader with wisdom.

He expressed confidence of scooping next year’s Tripartite elections bragging that there is no political party in the country with the vision to transform the country into a developed nation other than his party .

Sata’s decision to sue me will reveal more – Mumbi

Former Patriotic Front secretary general Edward Mumbi has charged that Patriotic Front president Michael Sata’s intentions to sue him for criminal libel over the revelations that he gave Change Life Zambia executive director Father Frank Bwalya 100, 000 United States dollars to de-campaign the MMD government will reveal a lot of unknown things surrounding the same.

But the PF leader has charged that Mr. Mumbi has now realized the consequences of his unfounded rumors hence changing statements.

Mr Mumbi said the decision by Mr Sata to litigate through the courts of law the rumours that he revealed over the weekend is the best thing to think of, because the matters may border on suspected money laundering.

Mr. Mumbi said money laundering is an international offence, not only governed by domestic laws of the country but also governed by international law.

He said the court process will help to reveal a lot, and where the United States dollars came from stating what was banked was allegedly cash.

Mr. Mumbi told QFM this morning that Zambians should open their eyes and follow the issues that will be revealed in the courts of law closely.

He added that the timing is perfect before the 2011 elections so that he is not accused of politicking.

But the Patriotic Front president Michael Sata has observed that Mr Mumbi is now changing goal posts on the revelations he made. Mr. Sata said that Mr. Mumbi should understand laws governing money other than issuing statements he does not understand.

Mr Sata said it is only the bank that should ask him where he obtained the money and not the MMD. The PF leader in an interview with QFM said Mr. Mumbi is anxiously looking for a job from president Rupiah Banda hence making unfounded statements.

Ronnie challenges Father Bwalya

CHIEF Government spokesperson Ronnie Shikapwasha has challenged Change Life Zambia executive director Frank Bwalya to explain to the people what he knows about the $100,000 money laundering scam and not start raising baseless accusations against the State.

In a statement issued in Lusaka yesterday, Lieutenant-General Shikapwasha, who is Information and Broadcasting Services minister, said as a priest, Father Bwalya had a calling to tell the truth because God would punish liars.

Gen Shikapwasha said the Government and the Church had always enjoyed good relations and it was, therefore, highly irresponsible for Fr Bwalya to drag the Church into his personal agendas.

He was reacting to the Press briefing by Fr Bwalya where he said the MMD wanted to orchestrate hatred against Catholics as enemies of the State bent on causing confusion and genocide in Zambia so that when the Government provoked political strife, the public would rise against the Catholics and slaughter them.

“Zambia has been a united and peaceful country and the Government and people of Zambia are determined to keep it so. To allege, therefore, that the Government is orchestrating hatred against any section of the Zambian society is not only cheap but also irresponsible of the highest proportion,” Gen Shikapwasha.

The minister noted Zambia continued to be a shining example where multiparty democracy had flourished since the early 1990s when the country reverted to plural politics.

Zambia has held regular, credible and peaceful elections which have been acclaimed regionally and internationally.

He said the Government under the leadership President Rupiah Banda remained steadfast in as far as providing effective leadership for continued peace, unity and development in the country was concerned.

And former Patriotic Front (PF) secretary general Edward Mumbi has advised Fr Bwalya to desist from dragging the Catholic Church into his clandestine activities because the Catholic Church is an independent and credible institution.

Mr Mumbi said Fr Bwalya was on sabbatical leave and so he should not drag the Catholic Church into his clandestine activities that were aimed at bringing divisions in the country.

He challenged the Catholic Church to come out in the open regarding its relationship with Fr Bwalya who had clearly taken a partisan stance.

“It is clear that Fr Bwalya has taken a partisan stance and so we would like the Catholic Church to come out in the open regarding the activities of Fr Bwalya.’’ he said.

Fr Bwalya threatened to sue Mr Mumbi for defamation for alleging that he got $100,000 from PF leader Michael Sata.

Economic boom due to good management — O’Donnell

TOURISM Council of Zambia (TCZ) chairperson Mark O’Donnell has said Zambia is currently experiencing economic boom because of the Government’s good economic management.

And the Private Sector Development Association (PSDA) has said that Zambia’s attainment of the status as one of the world’s Top 10 business reformers in the last one year is an indication the country is attractive to foreign investment.

Mr O’Donnell said in Lusaka yesterday that Government’s Private Sector Development Programme (PSDP) was now paying off.

“We know that this is an on-going reform programme and we are beginning to see results of the PSDP programme,” he said.

He said the reform programme would help boost the economy, as the private sector will easily do business in the country.

He said because of the reform programme employment opportunities would be created for Zambians hence developing the country’s economy.

“This is fantastic news, for the tourism sector, it is yet to benefit from the reforms. Otherwise economic management is extremely good and that is why we are seeing the boom in the economy,” he said.

On the central bank’s announcement that Zambia’s gross international reserves are expected to rise by the end of this year after accumulating about US$300 million from June to December, Mr O’Donnell said this would help the country become a credible trading partner.

“This is essential because it will help the country to become a credible trading partner,” he said.

On Monday, Bank of Zambia governor Caleb Fundanga announced that Zambia’s gross international reserves are expected to rise to about 4.3 months of import cover by the end of the year after accumulating about US$300 million from June to September.

Mr O’Donnell however, said Zambia still needed to do more to create more wealth for the ordinary citizens.

PSDA chairperson Yusuf Dodia said the reform programme was good for the country as this was an indication the country is attracting foreign investment.

“We recognise the ratings are from external and good for foreign investment but what are we doing domestically to encourage local investors in the economy?” he asked.

He said there is need for the Government to come up with deliberate measures to ensure that local investors also participate in the economy.

Zambia has attained the status of one of the world’s Top 10 business reformers in the last one year.

State ponders sale of loss-making firms

THE Government is evaluating all the remaining paratstal companies facing operational challenges with a view to privatise them, Secretary to the Treasury Likolo Ndalamei has said.

Mr Ndalamei told a parliamentary watchdog committee on public accounts chaired by Mbabala Member of Parliament (MP) Emmanuel Hachipuka (UPND) that it would not be prudent for the Government to continue recapitalising operations of struggling parastatal companies.

He said this in response to a question by Mr Hachipuka, who asked what usually compelled the Government to privatise most parastatal companies.

Mr Ndalamei said the Government pushed to privatise to save huge billions of money usually lost through recapitalisation.

“We are seriously examining the process of privatising remaining parastatal companies, especially loss-making ones.

“We would rather spend K40 billion to erect new two high schools instead of pouring this money into a ‘bottomless pit’ in the name of recapitalising struggling parastatal companies,” he said.

On whether the Government had plans to revive operations of the defunct Nitrogen Chemicals of Zambia (NCZ), Mr Ndalamei said the fertiliser making company was one of those struggling to remain afloat.

“I am glad to state here that some local and foreign investors have shown interest in taking over operations of NCZ and the Ministry of Agriculture and Cooperatives is handling this matter.

“We hope that soon rather than later, these developments shall take root to make sure the plant is effective in boosting the agriculture sector in Zambia,” he said.

He said the Government was working on a long-term solution for NCZ and leaving the company to operate under the private sector would enable it remain viable for the good of Zambia.

On the terminal benefits owed to former University of Zambia (UNZA) workers, Mr Ndalamei said the amounts were too huge for the Government to settle owing to the conditions of service that the former employees enjoyed.

The Government had since constituted a committee that is meeting with UNZA management to see how the issue could be resolved.

UNITED Party for National Development (UPND) president Hakainde Hichilema yesterday appeared in the High Court for contempt of court following allegations that he sold plots that had been contested through a court injunction.

Mr Hichilema appeared together with Lusaka lawyer Mubambe Muchende for allegedly selling the plots before the injunction filed by a Lusaka business executive was passed.

This is in a case in which Zlatko Vidmar has sued the two for allegedly selling land against a court injunction that restrained them from doing so until the matter was rested.

When the case came up before Judge Florence Lengalenga for continued cross examination, Mr Vidmar’s lawyer Mambwe Chipanzhya applied to the court to allow the plaintiff produce recently discovered evidence, which he said would have a material effect on the court’s decision.

Mr Mambwe said on November 3, 2010 his client filed in a notice to produce the documents that was duly served and acknowledged by the defendants.

He said no prejudice would be occasioned to Mr Hichilema and Mr Muchende because Mr Vidmar will still be cross-examined on the same documents he intended to produce.

But the defendants’ lawyer Noah Dindi objected to the application and argued that it was not tenable at law for the plaintiff to have a second bite after having given his evidence-in-chief.

He said the best option for the plaintiff was to call a separate witness who would refer to the same documents he had referred to. He implored the court to reject the application and allow cross-examination.

In response, Mr Mambwe insisted that no prejudice would be occasioned to the defendants if the court allowed the plaintiff to produce the documents.

Ms Justice Lengalenga reserved ruling to next week but adjourned the case to January 11 and February 1, 2010 on grounds that she would soon start handling criminal sessions.

Zambia will face Sudan next week in an international friendly.

According to Faz, Zambia will face Sudan away in Khartoum on November 17.

Zambia settled on Sudan after earlier courting Moldova and 2012 Africa Cup co-hosts Gabon.

The team will be using the match as preparations for its participation in this year’s edition of the Cecafa Senior Challenge Cup in Tanzania that begins on November 27.

PATRICK PHIRI STAYS AT SIMBA

Ex-Zambia and Nkana coach Patrick Phiri has accepted a new long-term contract with defending Tanzania mainland champions Simba SC after the expiry of his two-year deal on Tuesday.

Phiri’s new contract is for an unspecified period that will see him promoted from coach to Simba technical director.

His retention ends speculation that he might be lured to ambitious club Azam FC who were said to be courting the former Zambian coach.

Simba are currently top of the Tanzanian mainland league table on 27 points from 11 games going into the two-month break before action resumes in January.

Archrivals Young Africans are second on 25 points while Azam are third on 20 points.

President Rupiah Banda has thanked people of Northern Province for their determination and hard work.

President Banda has also said his government is determined to provide leadership in the development of the province and a country as a whole.

Speaking upon arrival at Mbala’s Samora Machel ZAF base, President Banda said victory in Mpulungu parliamentary by elections was a clear indication of the trust that people in the area and the province of have in MMD.

Mr. Banda also commended the MMD leadership for working hard during the just ended parliamentary by elections where the ruling party emerged victorious.

President Banda said the opposition parties thought it would be easy dislodge the ruling party in the area but that the people in the area know exactly what government has done.

President Banda also commended Given Mungomba for emerging victorious in the Mpulungu parliamentary by elections. The new MP for the area has since been appointed Deputy minister , Science and Technology.

And speaking earlier, North Western Province Minister John Chinyanta said the party in the province is happy with the collective victory scored in the Mpulungu by elections.

Mr. Chinyanta attributed the victory the many government project initiated by government in the area.

And President Banda is this afternoon scheduled to address a public rally at Musadabwe ground in Mpulungu.

The rally will be preceded by meetings with chiefs and another one with party officials.

He is accompanied to North Western Province by Foreign Affairs Minister Kabinga Mpande, Tourism Minister Catherine Namugala, Health Minister Kapembwa Simbao, North Western Province Minister John Chinyanta and Home Affairs Deputy Minister Gunston Sichilima.

After the rally, President Banda is expected to fly to Eastern Province where he is scheduled to meet Congolese president Joseph Kabila.

Meanwhile, President Banda has appealed to MMD membership to continue working hard and explaining government programmes and projects so that the party can emerge victorious in the 2011 elections.

Mr. Banda said the 2011 elections are very important for the MMD because the successes scored so far need to be protected and new projects after 2011 need to be initiated.

“The 2011 elections are very important to us as MMD because we cannot afford to lose the successes we have scored so far as that would mean people going back to suffering,” said President Banda.

He said government would continue implementing projects for the benefit of the people.

Male circumcision contest attracts large number of contestants

Over 20 men have registered to participate in the first ever Mr. Male Circumcision contest to be held later this week in Livingstone.

The contest that is being spearheaded by Society for Family Health (SFH) is a strategy that the counselors at the institution are using
to sensitize the community on the importance of Male Circumcision.

SFH Livingstone Program coordinator, Monica Williams told ZANIS in an interview yesterday that a number of men have shown interest in the competition and she predicts that the event may be one of the biggest pageant contests.

“So far the response has been good we have recorded about 20 men and boys coming to register and I think the contest will meet the intended
target,” she said.

Ms Williams said the contestants must have a common qualification and most have a good knowledge on the subject matter. She said all the contestants must be circumcised.

The contest, which was supposed to take place earlier last week, was rescheduled due to the increasing number of contestants than expected.

Ms Williams says prices for winners have not yet been announced but those who will excel are likely to win big prices.

However one of the contestants spoken to said he is not interested in winning anything from the competition but merely to pass the information to the public about the clinical exercise.

Lameck Lumbo who is a Maramba resident said many people in the community have wrong misconception about the exercise.

He said the contest would provide a good platform for people to understand the importance of male circumcision.

Male Circumcision reduces the infection rate of HIV/AIDS infection to about 58 per cent and prevents cervical cancer, together with other STIs.
