There is need to continue praying for Levy – Mulongoti

Chief Government Spokesperson, Mike Mulongoti, says there is need for the nation to continue praying for President Mwanawasa’s quick and full recovery so that he can return home and continue with his normal duties.

Mr. Mulongoti says the Zambian people should remain united and ask for God’s intervention to quickly heal Dr Mwanawasa whom he said has brought honesty and integrity to the nation.

Mr. Mulongoti said this in Lusaka today at a church service organized by the Living Water Global Churches to pray for President Mwanawasa’s quick and full recovery.

He said President Mwanawasa has demonstrated good political leadership qualities that are helping the country to recover from its economic doldrums and stump out corruption in the country.

Mr. Mulongoti has, however, said that President Mwanawasa’s illness has brought a lot of challenges to the nation.

He said although the national governance was running smoothly, the nation needed President Mwanawasa whom he said used to comfort the nation while in his good health.

Mr. Mulongoti urged the Zambian people to focus on the Ezekiel scripture which he quoted in the Bible which says God never fails and and called the people to have more faith in God.

Mr. Mulongoti, who is also Information and Broadcasting Services Minister, further appealed to the Zambian people to ignore politicians who are politicking President Mwanawasa’s illness.

And earlier, Living Waters Global Churches Pastor, Chrispin Chipampe, urged the Christian community and the Zambian people to continue praying for the President’s quick and full recovery.

Pastor Chipampe said it was incumbent upon all Christians to ensure that they always remembered President Mwanawasa in their prayers.

The clergyman further commended government for the fiscal measures that it has put in place aimed at improving the country’s national development.

Pastor Chipampe said the national economy had grown in the past ten years because of God’s intervention.

And a Lusaka-based clergyman has described as immoral and unethical for some sections of the society’s calls to publish President Mwanawasa’s pictures while admitted in a Percy Military Hospital in Paris, France.

Christian Faith Mission Centre (CFMC) Pastor-in-Charge, Peter Chanda, says his church is concerned with calls coming from some sections of the society demanding the publication of President Mwanawasa’s pictures when the nation needed to remain strong and united in prayer for the President’s quick recovery.

Pastor Chanda told ZANIS in an interview in Lusaka today that people who are calling for the publication of President Mwanawasa’s pictures while admitted in a French Hospital were just trying to gain political mileage.

He said the calls to publish President Mwanawasa’s pictures just showed the negative agenda that some people have towards Dr Mwanawasa.

Pastor Chanda called on people to stop politicizing President Mwanawasa’s sickness, saying there is need for the nation to remain united and continue praying for the President so that the he can return in good health and continue with his normal duties.

The CFMC Pastor has since advised the people of Zambia to be wary of some people who are negatively commenting on President Mwanawasa’s illness.

We are Improving-Renard

Herve Renard says Zambia are improving despite winning bronze on Sunday at the just ended Cosafa Cup tournament in Mpumalanga.

The Frenchman said is today upon arrival with the team from South Africa a day after Zambia beat Madagascar 2-0 in a much-improved display of their 3rd and 4th playoff game at Thulamahashe.

“We were the best team at the tournament even if we finished 3rd and improved with each game,” Renard said.

“After this (tournament) I can tell you that we are not far.

“It was a good experience for local players to play at this international level to learn and can say we have a team for the Ivory Coast 2009 CHAN qualifier in November.”

Renard added that three players had made a mark at the tournament to warrant regular call-ups and would certainly be on the flight for next weeks 7-day training camp in Germany.

He singled out Power Dynamos defensive midfielder Francis Kasonde, Young Arrows defender White Simwanza and Henry Banda the Zanaco midfielder.

Renard again picked Banda as Zambia’s best player at the Cosafa Cup tournament adding that midfielder Noah Chivuta of South African Premier League defending champions SuperSport United had done enough to win a regular place in the team.

“We already know Emmanuel Mayuka and Roger Kola but I saw two revelations and for me it was Henry Banda who doesn’t even play regular at his club,” Renard said.

“I also saw Noah Chivuta who played in midfield and defence and we need players like him.

“We are happy with some players but some players were not consistent playing good in one game and not so good in the other but am not saying they are bad no,” he said.

Renard said the team was now entering the next phase with the Germany training camp from August 15-24 that will be used as build-up for their 2010 World/Africa Cup Group 11 qualifier against Togo game on September 6 at Konkola Stadium in Chililabombwe.

“Maybe half of the squad from this team will be in the match against Togo,” Renard said.
“7 or 8 local player’s maybe. It will be a different level and the level is not the same (As the Cosafa Cup).”

“Agric” Officials frustrated by Levy’s absence

The Agricultural and Commercial Show Society of Zambia (ACSZ) says it is saddened by President Mwanawasa’s absence due illness at this year’s show which comes to a close today.

ACSZ President, Paul Mumbuluma, said President Mwanawasa’s illness has frustrated officials in the organizing committee who wished Dr Mwanawasa to have seen how much effort was put in organizing the successful 2008 international agriculture show.

Mr Mumbuluma told ZANIS that the ACSZ wanted Dr Mwanawasa to see for himself the positive developments in key sectors of the economy, which the agricultural and commercial show showcased.

He noted that this year’s show has reflected positive indicators for Zambia’s economic performance.

Over 800 exhibitors showcased their services and products at the Show under the theme, ‘Growth in Diversity.’

Address high fertilizer prices, HH prods Govt

Opposition United Party for National Development (UPND) president, Hakainde Hichilema has called upon government to address the sky rocketing prices of fertilizer because it was beyond the reach of peasant farmers in the province.

And Southern province Minister, Daniel Munkombwe, Daniel Munkombwe said government was equally concerned at the rising cost of fertilizer and would do everything possible to help.

Speaking during this year’s Gonde Lwiindi ceremony in Monze today, Mr. Hichilema said the price of fertilizer pegged at over K 210, 000 per 50 kilogram bag this year was too high for the ordinary peasant farmers to afford.

He said for farmers to grow food, they need fertilizer, adding that government must look into this issue if farmers were to have sufficient harvests.

Mr. Hichilema, who is also patron of the Tonga Traditional Association, said his association decided to postpone this year’s Lwiindi ceremony which should have been held in July because of the illness pf President Mwanawasa.

Mr. Hichilema has however called for the harmonization of traditional ceremonies so that they were not held on the same dates as this was causing difficulties for people to attend the ceremonies.

He noted that apart from the Lwiindi Gonde ceremony being held in Monze, there wee similar ceremonies taking place today at chiefs Sinazongwe and Mukuni of Sinazongwe and Kazungula districts respectively.

And speaking during the same ceremony, Southern province Minister Daniel Munkombwe said Mr. Hakainde’s concern over the price of fertilizer was genuine.

He said government was similarly worried about the rising cost of fertilizer.

He said everything possible was being done to either revisit the pricing mechanism or other means that would cushion the farmers.

“I am grateful that you have been able to raise this matter”, Mr. Munkombwe told Mr. Hichilema.

He said this year has been a bad one because of the floods that wreaked havoc, destroying crop and infrastructure during the last rain season.

Mr. Munkombwe however said government is doing everything possible to repair the roads that were damaged.

He said contractors were already on site working on the Monze-Niko, Batoka-Maamba, Choma-Niko, and Livingstone-Zimba roads.

The minister also disclosed that government has released K 2.2 billion through the ministry of Education for the repair of blown off roofs of schools in Monze district.

And chief Monze apologised for holding this year’s ceremony together with that of chiefs Sinazongwe and Mukuni.

Chief Monze said the postponement of the ceremony was due to President Mwanawasa’s illness.

Several Southern province chiefs, who included Bright Nalubamba of Namwala, Chikanta and Nyawa of Kalomo district, attended this year’s Gonde Lwiindi ceremony.

I’ll not be Detracted, says the Vice President

Vice President Rupiah Banda says he will not listen to detractors that aim at diverting his attention from the proper running of government.

Mr. Banda said some people’s comments did not mean well but aimed at diverting his attention from important issues and instead focus on issues that did not matter.

“I will not listen to detractors, I will keep my eyes on the ball,” he said.

In the recent past, the ruling Movement for Multiparty Democracy, (MMD) has been embroiled in wrangles based on succession issues.

He was speaking this morning when he addressed scores of MMD cadres and government officials who welcomed him at Livingstone International Airport.

Mr. Banda is in Livingstone to officiate at this year’s Lwiindi ceremony of the Toka Leya people in Chief Mukuni in Kazungula.

Meanwhile, Southern Province MMD Secretary, Emmanuel Siamweela has appealed to government to provide relief food to some parts of the province which were hit by food shortages due to floods and other adverse weather conditions that prevailed in the last rain season.

The unfriendly weather condition affected the crop yield in many parts of the country.

Mr. Siamweela appealed to Mr. Banda to act with a sense of urgency and distribute relief food to avert hunger induced deaths in the affected areas.

He further lamented about the soaring prices of mealie meal in the province.

Electricity users storm ERB stand in the show grounds

The Energy Regulation Board (ERB) has recorded an increase in the number of people visiting its stand for information at the on going 82nd Agriculture and Commercial Show in Lusaka.

ERB Communications Officer, Kwale Mfune, attributed the increase to the power deficit that Zambia and other SADC member states were currently experiencing.

Ms. Mfune told ZANIS that, a lot of people were storming the ERB stand to inquire about the power deficit and the rising prices of petroleum products on the global market.

She said the board had also intensified campaign programmes throughout the country to educate people about energy efficiency measures that were in place.

Ms. Mfune said ERB was also closely working with other stake holders such as the Ministry of Energy and Water Development, ZESCO, Copperbelt Energy Corporation (CEC) and the Rural Electricity Programme (REP), to ensure that the masses were well informed, about the power deficit being experienced in the region.

She said it was also gratifying that more Zambians were beginning to seek information to understand the challenges the energy sector is currently facing.

Ms. Mfune has since urged Zambians to adhere to energy serving measures that Government and energy institutions have prescribed, adding that all stakeholders should have a role to play in order to cushion the impact of the challenges..

And Ms. Mfune has said the ERB has also intensified efforts to promote the use of unleaded petrol after Government banned the importation of leaded petrol on 31st March this year.

She said the ERB was carrying out countrywide campaigns in order to inform and educate people on the development, adding that the board was also trying to promote the use of unleaded petrol through community radio stations across the country.

Government this year on 31st March banned the importation of leaded petrol due to its contribution to global warming. Lead Replacement Petrol (LRP) will now be used in vehicles that were manufactured in the late 70s and early 80s.

PAC calls for effective procurement system

Parliamentary Public Accounts Committee Chairperson Charles Milupi, has called for the establishment of an effective and efficient public procurement system which will promote national development.

Mr. Milupi said there was need to device an effective public procurement and supply system that would play a paramount role in harnessing the growth of the national economy.

He told ZANIS in an interview in Lusaka today that government was loosing a lot of money due to poor and ineffective procurement and supply system.

He said his committee has continued to receive complaints from the public that there was lawlessness in the public procurement and supply system.

Mr. Milupi, who is also Luena Member of Parliament, said his committee was concerned with the manner most government tenders were awarded to some contractors who provide poor workmanship in government projects.

He further urged government to continue deregistering companies in the construction industry that are abrogating the provisions of the contracts.

He urged the Zambia National Tender Board (ZNTB) to device effective mechanisms that would help in ensuring that all public procurement and supply systems are done without using dubious means.

The Luena MP said effective public procurement and supply measures would help to building capacity and efficiency and contribute to national development.

He further said contractors, consultants and clients, who were found to be abrogating the provisions of the contracts signed with the tendering departments, must be severely dealt with by the law in an effort to deter other contractors from doing shoddy works.

Mr. Milupi has since cautioned both local and foreign contractors to follow the laid down professional ethics in a bid to protect their companies from being deregistered from the National Council for Construction (NCC).

Late Mozoka’s Children Sue each other over his Estate

Son of the late United party for National Development (UPND) President Anderson Mazoka, Lunda, has sued his sister Macenje to disclose the full extent of their father’s estate.

In a suit filed in the Lusaka high court, Lunda, has sued Macenje, who was appointed administrator of the father’s estate after he died on May 16, 2006.

Lunda says his father died interstate and he wants a court order to make Macenje distribute all the property to the beneficiaries, including him.

He also wants another court order to make the administratrix render an account of the estate from the time she was appointed administratrix on May 30, 2006.

Alternatively, Lunda wants a court order to have Macenje replaced by the Administrator-General as the administrator of the estate.

In his statement of claim, Lunda alleged that the administratrix has not disclosed the full extent of the father’s estate from the time she was appointed.

He further said she has not given an account of the estate despite repeated reminders by the plaintiff.

Lunda said he was now extremely apprehensive of the defendant’s unwarranted delay in disclosing the full extent of the estate and in giving an account of the same.

NCC urged weigh odds of executive mayor

Ndola, July 31, ZANIS — A Senior Ndola resident has called on the National Constitution Conference ( NCC )to consider the merits and demerits of having an executive mayor elected by the electorate in the District.

Mr. Evans Chibwe told ZANIS in Ndola, on Thursday, that the provision in the next republican constitution needed wider debate because an executive mayor who would be a fulltime employee of a given council could de-erail development as he will have too much power over the district.

He said in cases were some districts whose mayoral leadership could go to either the opposition or the ruling party, might want to run the council affairs unfavourably in accordance to the particular parties’s vision.

Mr Chibwe cited Kabwe and Kapiri-Mposhi districts as areas that suffered for embracing the opposition as members of parliament.

He said a non performing executive mayor could be a thorn to the council’s development program as the institute would be mandated to respect the mayor’s five year term in office.

He added that the decentralization policy was good except it was a process which should take time to be understood for effective implementation.

He said Zambia needed serious minded people sitting at the NCC to navigate all the pros and cons of having an elected executive mayor.

” Sometimes when a politician enjoys too much political supprot at election time, he or she does do not perform in accordance to the electorate’s mandate,” he said.

Mr. Chibwe added that some politicians have been able to perform to the satisfaction of the people because of having gained minority votes through the ‘ first pass the post system’ which has worked well in the country, so far.

He said even the 51+1 percent for presidency needed caution because of people wanted to change the presidency, the could do it with or without a cosntitutional clause as was in 1991.

He said minority presidents were also seen from experience to perform in order to justify their candidature.

He said it was also an advantage to the people to have a minority president sot hat he could through his good governance record prove his suitability to all.

Mpombo Condemns Demands for Levy’s Pictures

Defence Minister, George Mpombo has condemned calls by some individuals to publish pictures of President Levy Mwanawasa in his hospital bed.

Mr. Mpombo says such calls are irresponsible and unjustified.

He observed that the publication of such pictures require the consent of a sick person.

The minister said this in Lusaka during commemorations to mark the 81st anniversary of the founding of the Chinese People’s Liberation Army.

Mr. Mpombo also praised China for it’s continued support to the Zambian Defence Forces.

Chinese defence attache, Colonel Wang Zhiyong paid tribute to President Mwanawasa and Zambia for offering help to Chinese earthquake victims in June.

Colonel Wang said the Chinese People’s Liberation Army appreciates help from friendly countries like Zambia.

China last June experienced a major earthquake which killed more than ten thousand people and left hundreds of thousands more homeless.

Government Releases funds for NCZ Salary arrears

Government has released K4 billion for payment of salary arrears to Nitrogen Chemicals of Zambia (NCZ) workers.

Agriculture Minister, Sara Sayifwanda also says government is Friday expected to release additional funds to pay the retirees.

Ms. Sayifwanda confirmed the release of the money by the Ministry of Finance in a telephone interview with ZNBC News Thursday evening.

She said her office is determined to clear all outstanding salary arrears owed to the workers.

The Minister said government is also working towards rehabilitating the existing infrastructure at NCZ.

Marketeers take on Masebo

Lawyers representing more than 400 traders of the Tandabale Marketeers Co-operative Society Limited in Livingstone have commenced contempt proceedings against Local Government and Housing Minister, Sylvia Masebo in the Livingstone High Court.This is in a case in which the traders have asked the Livingstone High Court to start contempt proceedings for issuing an eviction order for them to relocate to Libuyu market, when the injunction they had filed to restrain the council from evicting them from their trading places was still in force.

Ms. Masebo issued a 24 hour ultimatum last Tuesday to the traders for them to relocate to a designated area.

The traders through their lawyers from Mak Partners firm had obtained an injunction in the Livingstone High Court restraining the Livingstone City Council from evicting them from the area.

Ms Masebo has denied disregarding and disrespecting the court when she ordered Tandabale marketeers in Livingstone to vacate the site while an injunction was in force.

In her affidavit filed in opposition before Livingstone High Court Judge, Elizabeth Muyovwe yesterday, Ms Masebo argued that the application made by Mak Partners for the traders to have her cited for contempt was misconceived and misguided.

Ms Masebo asked the court to dismiss the application for leave for an order of committal with costs, arguing that it was an abuse of the court process and an attempt by the applicants to sustain illegalities under the court’s shield.

In opposing Ms Masebo’s affidavit in opposition, the traders submitted that Ms Masebo was a total stranger who became aware of the injunction but went ahead to disobey it under the guise of being a minister, which amounted to contempt of court.

And solicitor general, Dominic Sichinga also applied to the court for the State to be part of the case.

In his submission, Mr Sichinga said local authorities generally acted as agents of Government and were superintended in the functions by a public officer, namely the minister responsible for Local Government and Housing.

Justice Muyovwe set August 12 for ruling on the applications.

The Zambia national team bench is sweating on the fitness of defender and captain Elijah Tana ahead of Sundays Cosafa Senior Challenge Cup 3rd and 4th place playoff match against Madagascar.

Tana was stretched off on Wednesday evening in Zambia’s Cosafa Cup semifinal match against South Africa that Herve Renard’s side lost 1-0.
The Nchanga Rangers defender and Zambia captain suffered a knee injury in that game and that his knock is not to be as serious as earlier feared.

Tana’s injury comes just a week following his successful return to action with Zambia in this years Cosafa Cup campaign 7 months after he was dropped from the 2008 Africa Cup finals team due to poor fitness.

Zambia team physicians are watching Tana’s current situation closely to see whether the defender will be fit for Sunday’s game against Madagascar.

Zambia and Madagascar will play for bronze at Thulamahashe in a 13:00 kickoff where they both lost their penultimate stage matches to South Africa and Mozambique respectively on Wednesday evening.

Mozambique beat Madagsacar 2-1 to book their final place.

And in other sports news, Zambia’s 8-member Beijing Olympic Games team leaves for China at 15:00 on Friday, August 1.
The team comprises of 2007 Algeria All-Africa Games light-welterweight boxing gold medalist Hastings Bwalya who is Zambia biggest Olympic hopeful this year.

The other boxers are welterweight Precious Makina and flyweight Cassius Chiyanika and together with Bwalya will form Zambia’s biggest contingent in Beijing.

The rest of the squad members are swimmers Ellen Height and Zane Jordan including track athletes Tony Wamulwa and Rachael Nachula including 2007 All-Africa games badminton silver medalist Eli Mambwe.

SFH encourages Kafue men to be circumcised

A programmes officer with Society for Family Health (SFH) has called on male Zambians to take circumcision as an HIV/AID prevention tool.

Society for Family Health Programme Manager for Male Circumcision Luca Sakwimba says male circumcision was a good practice which every Zambian male should embrace as it has many health benefits.

Mr Sakwimba told ZANIS today in Kafue that circumcision was a good tool for HIV/AIDS prevention because studies have shown that it has 60 per cent chance of preventing one from acquiring HIV/AIDS and other sexual transmission infections.

He said the notion by some women that it was only encouraging promiscuity among men is not true.

Mr Sakwimba said the NGO has embarked on a programme of providing male circumcision services in Kafue district and this is carried in the second week of every month for free.

He said doctors and other health personnel have been trained on how to conduct circumcision safely.

Mr Sakwimba disclosed that more than 100 males in Kafue have been circumcised from the time the programme started in March this year.

He said those circumcised include both children and adult males.

Mr Sakwimba has urged people in Kafue to embrace the practice as it was healthy and safe.

He also urged mothers and women to encourage their male folk to undergo circumcision as there was nothing wrong with it.
