Former State House Economic Advisor Arrested for Corruption

The Anti-Corruption Commission has arrested and charged former Special Assistant for Economics Hibeene Mwiinga for possession of property valued at over K41 Million and cash amounting to over US $238,900.

Mr Hibeene Mwiinga is the former Economic Advisor to the former Republican President Edgar Chagwa Lungu has been arrested for being in possession of properties that are reasonably suspected to be proceeds of crime.

The Anti-Corruption Commission Public Relations Manager Timothy Moono highlighted in a statement issued that Mr Hibeene Mwiinga, 60 years, of Hichikey Farm in Mwembeshi has been charged with 23 counts of possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010 of the Laws of Zambia.

Mr Moono explained that the said properties include a house in Kingsland City which he purchased for cash at US Dollars 600,000 and five (5) houses in Silverest Gardens all valued at K4,383,144, while other properties include a double storey flat in NAPSA Housing Complex in Ibex Hill valued at K1,520,000; and two (2) properties in Chililabombwe valued at K2,140,000.

Furthermore, Mr Mwiinga is also in possession of seven (7) motor vehicles which include Mercedes Benz car, Jeep Cherokee, an Isuzu D-Max, a FAW Truck and two trailers, all valued at K1,466,478.68.

“Between January 2015 and January 2021, Mr Mwiinga was in possession of a total of US Dollars 238, 924.00 in his bank accounts,” Mr Moono said

And Mr Moono added that Mercy Munsanje Mwenda Mr Mwiinga’s wife and his son Hakaantu Mwiinga have also been arrested and charged with possession of properties reasonably suspected to be proceeds of crime.

He noted that Mercy Munsanje Mwenda, 56 years, has been arrested and charged with two counts of possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010, of the Laws of Zambia.

He said that the properties include eleven (11) vehicles which include an Isuzu D-Max, two Hino Trucks, a Mercedes Benz car; a Dyna Truck and a Toyota Alphard, all valued at K1,251,660.59.

“Mercy is also in possession of a property in Salama Park valued at USD 20,750.00,” he noted

Meanwhile, Hakaantu Mwiinga, 32 years, son to Mr Mwiinga of house number 22 Salama Park, has also been arrested and charged with two counts of possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the forfeiture of proceeds of crime Act No. 19 of 2010 of the Laws of Zambia.

“The properties include 9 vehicles which include; a Dodge Nitro; a DAF Trailer; a Van Hool Trailer; a Volvo, and a Nissan Navara; all valued at K680, 900,” Mr Moono stated

Mr Moono cited that Hakaantu is also in possession of a property in Silverest Garden valued at USD 50,000.

Mr Moono stated that the trio have been jointly arrested and charged with 17 counts of being in possession of property reasonably suspected to be proceeds of crime contrary to section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010 of the Laws of Zambia.

“The properties came into their possession between January 2015 and January 2021, and include cash deposits in a company account amounting to K7,516, 943.27; twenty-seven motor vehicles valued at K4,026, 525.27 and a farm in Mwembeshi in the name of Hechikay Farms valued at K12, 400, 000 and the farm which was acquired much earlier was, however, developed between the same period,” Mr Moono explained

Mr Moono alluded that the trio are expected to appear before Court on 31st August 2022 as there are a total of 54 properties that have been linked to Mwiinga, his wife and son that are reasonably suspected to have been acquired through proceeds of crime between 2015 and 2021.

Inferno destroys merchandise at Riverside Market in Kapiri Mposhi Town

An inferno in the early hours of today swept through a storage house and about 27 stalls at Riverside Market in Kapiri Mposhi Town destroying merchandise worth over  K 400, 000.

The burnt merchandise included bales of second hand clothes, grains, groceries and farm produce belonging to marketeers.

The cause of the inferno which started around 03:00 hours today is not yet established.

A check at the market around 06:00 hours found affected marketers and dozens of people salvaging through their burnt merchandise.

Joseph Silungwe, a security guard at the market, who reported the fire break out to police around 03:00 hours revealed that the Council Fire Brigade only managed to arrive to the scene about 25 minutes after the shops had completely already ignited.

” As I was patrolling I just saw a huge flame of fire so I alerted some people who sleep in the stores to wake up and I called the police but the fire brigade only  responded after about 25 minutes,” Mr Silungwe said.

And the affected traders have appealed to the Disaster Management and Mitigation Unit (DMMU) to come to their aid.

One of the marketers, Samuel Sichone said he has lost 12 bags of popcorn and groundnuts adding that all his capital has gone to waste.

Another Trader, Beatrice Musonda, a second hand clothes trader, says she has lost merchandise worth over K 20,000 in  the fire.

” I just ordered new clothes to be sold and they are all gone I don’t know we’re to start from this is all I had,” Ms Musonda said.

Kapiri Mposhi Central Ward Councilor, Ronald Simwanza says 27 shops and merchandise worth over K 400, 000  have been destroyed in the fire.

” We have received information from most of the marketers on the worth of goods they kept in the storage and shops which is coming to around K 400,000 altogether and this is a disaster,” Mr Simwanza said at the scene.

Meanwhile, Kapiri Mposhi District Commissioner who equally rushed to the scene later in the company of police and council officials said that investigations have been launched into the cause of the fire.

Mr Hasalama said the government is compiling the list of all affected marketers for generation of the report.

The DC appealed to the affected marketers to remain patient as police investigates the matter.

” The cause of the fire is not known but police are investigating the matter and for now that’s where we are,”  Mr Hasalama said.

Efforts to get a comment from Central Province Police Commanding Officer Dennis Moola failed by reporting time.

Corruption in land administration irks govt.

Minister of Lands and Natural Resources, Elijah Muchima says he is saddened with the continued reports of corruption in the administration of land.

Mr Muchima said he has been receiving reports from different parts of the country on how title deeds and multiple allocation of land has been administered in corrupt ways.

He said it is disappointing that corruption in the ministry has taken a center stage instead of officers providing the service to the public.

Mr Muchima has since called on the officers in the ministry to service the people diligently.

The minister said when he officially opened the training of officers at the Ministry of Lands and Natural Resources in the new Zambia Integrated Land Administration System (ZILAS) at Chalimbana Local Government Training Institute in Chongwe district.

Mr. Muchima, however, said he is confident that the ZILAS system which is aimed at modernizing the delivery of public services through digital technology will help improve service delivery at the ministry.

He noted that the system has been developed by the Ministry of Finance and National Planning and Smart Zambia in collaboration with the Ministry of Lands.

Mr Muchima added that a total of 57 online services covering all the departments of the Ministry of Lands are expected to be developed of which 33 services have since been completed.

Smart Zambia National Coordinator, Percy Chinyama said the system will no doubt help increase public service revenue collection by eliminating human interactions and influence.

Mr. Chinyama said the system will be rolled out to all the ten provinces and the general public will also have access to online self-service.

Two armed security guards on the run after stealing money from 6 ATMS at Zanaco Bank in the Kitwe

Two armed security guards from a private firm are on the run after allegedly stealing an undisclosed amount of money from six Automated Teller Machines (ATMS) at Zanaco Bank in the Kitwe Central Business District.

Copperbelt Police Commanding Officer Sharon Zulu said police are looking for the suspects identified as Carol Muluti and Munthali Chingi who were seen on the CCTV footage entering the two ATM points putting money in their laptop bags and a carton box on Sunday.

Ms. Zulu said the suspects locked the doors to the two ATM points and went away with the keys to the same doors.

She said Police visited the crime scene and observed that access to the ATMs was gained by virtue of the guards being employed through their security company to load the ATMs with cash.

“A case of theft by servant was reported at Kitwe Central police station, Occurred on the 14/08/22 between 19.40 hrs and 20.00 hrs at ZANACO Business Centre ATMs along Obote Avenue and /ZANACO Meat Market ATM opposite Anglican Church along Independence Avenue Town Center Kitwe. In which Male Hubert Tembo aged 39, of House No. 67 -18th Street Nkana East Kitwe, also a service manager at ZANACO bank Business Centre Kitwe reported that, (2) two armed Secure Security Guards who are authorized ATM custodians stole some undisclosed amount of money from six (6) Automated Teller Machines located at ZANACO Business center along Obote road and at Meat Market along Independence avenue Kitwe,” Ms. Zulu confirmed.

All the six ZANACO ATM points are currently not working until verification is done.

“Facts of the case are that, on 14/08/22, the two security guards identified as female Carol Muluti other details not yet given and male Munthali Chingi whose details are yet to be given was seen on the CCTV footage entering the two ATM points putting money in their laptop bags and a carton box. They locked the doors to the 2 ATM points and went away with the keys to the same doors. The scene of crime was visited and it was observed that, Access was gained by virtue of them (guards) being employed (through their security company) to load the ATMs with cash. Currently, all the six ZANACO ATM points are not working until verification is done and the two are on the run though investigations into the matter have been launched and a Docket of case opened,” Ms. Zulu said.

550 PF Members ditch party, join UPND in Kabushi

Over 550 members of the Patriotic Front-(PF) in Kabushi constituency have defected to the Ruling United Party for National Development (UPND) citing good leadership by the new administration.

Representing the defectors from Kaloko ward, Victoria Chikamba said they have resolved to vote for the UPND candidate in the fourth coming Kabushi Parliamentary by-election slated for September 15, 2022.

And speaking on behalf of other defectors from Kabushi ward, Rosina Siwale said the introduction of free education and recruitment of teachers are some of the pulling factors attracting people to the UPND.

And receiving the defectors, Copperbelt UPND Provincial Chairperson, Elisha Matambo thanked the defectors for joining the UPND which he said has a clear vision and destination for the country.

Mr.Matambo added that the UPND administration has in the last one year performed wonders that other successful government’s failed to do in ten years.

He said what President Hakainde Hichilema and his administration have done is everywhere to be seen by all well-meaning Zambians, the reason many should support him.

Mr. Matambo who is also Copperbelt province Minister said the government is working tirelessly to transform the lives of Zambians in all regions.

When reached for a comment, Ndola District PF Chairperson, Benjamin Chitondo said he is not aware of the defections.

Mr.Chitondo said his party is ready to face UPND in the by-election on 15 September.

Simata assures safety and security in Kamwala Ward 5

Kamwala Ward Five (5) Councillor Mainda Simata says stringent measures are being put in place to ensure safety and security is enhanced in the community.

Mr Simata stated that Kamwala is one of the places with a serious problem of crime, and measures are being put in place to ensure that there’s an upgrade on the levels of security in the Ward.

He noted that one of the things that is being done is the upgrading of Lackson Makushi Police Post into a Police Station as it is located closer to the boundary of Kamwala, Chawama, Nkuku and Misisi compounds and these are areas with a lot of influx of people that are stealing in Kamwala South.

Mr Simata stated that the project to upgrade the Lackson Makushi Police Post has already been submitted to the Ministry of Local Government and Rural Development awaiting clearance and approval.

“We are hoping that with that we are going to have more facilities at the Police Station such as armed Patrol Police Officers with vehicles,” he stated

He added that neighbourhood watch committee is being constituting to work in close collaboration with the Police who may not have the capacity in terms of man power and even amenities such as vehicles to patrol and police the entire area, hence, the need for the communities to also play their part to ensure that security within the residents and Wards prevails.

He explained that the neighbourhood watch committee will always be in the company of an armed Police Officer as they are conducting their patrols because in case of any incident or encounter with criminals the armed Police will be able to assist and even when they will be a shooting the Police will be answerable by explain what really transpired.

“These are some of the programmes that we are rolling out to ensure that the levels of security are provided in the community,” he said

Mr Simata has since appealed to the Police to work together with the community through the formation of the neighbourhood watch committee as resources will be mobilised and insights will be acknowledged from successful neighbourhood watch committees such as the Makeni neighbourhood watch.

“We are trying to replicate that success in our community so that our community can be safer especially for people who work late and knock off at awkward hours,” Mr Simata noted

And Mr Simata cited that the Police need to take a hard stance on crime, there has to be a very hard-liner approach not the soft approach to criminals who have been repeatedly found wanting.

“I think that was last year where a story was covered where five people were shot and fortunately enough, they didn’t die but this was an attack by some armed criminals who robbed a number of liquor stores and ended up shooting innocent marketeers in the process as they fled,” he said

“So, this really has put us on a spot as civic leaders because the major cry of the residents of Kamwala Ward Five in particular is that something has to be done heighten the security situation, and as civic leaders ours is about service delivery working together with stakeholders such as the Police in the community,” he noted

Mr Simata explained that there are people in Kamwala South that live in unfinished buildings as founded from the investigations where these people who are squatting in unfinished buildings are also suspects over these thefts happening in the area.

Mr Simata added that it’s not just unfinished buildings but there are also mushrooming illegal settlements or camps especially along the Ring Road where they are people dealing in scrap metal and recycling waste by setting up illegal makeshift houses, and bathrooms, and in the evening or night time one can even see spots of lit fires.

He stated that the community has complained to say these are some of the people that turn into criminals at night, when in the afternoon one might think that maybe they are legitimate business people trying to make a living by dealing in scrap metal and recycling.

“In the evenings as early as 20 hours people are being attacked by these people that have illegally settled and those that live in incomplete building, this is a reported case which I had last week when we had a community programme to try and figure out how we can sort out crime,” Mr Simata said

“I have reported this to the Council but no action has been taken to repossess these places or have them demolished, but I will continue to pursue this matter and I will still engage the Town Clerk to know why action hasn’t been taken this far,” he said

Mr Simata cited this when he made an appearance on the CAMNET TV Breakfast Show.

Help overcome the huge shortage of desks in schools countrywide, Zambia companies urged

Education Hope Foundation Board Vice Chairperson Aaron Chansa has challenged companies operating in Zambia to help overcome the huge shortage of desks in schools countrywide.

Mr. Chansa said with the re-introduction of free education, local schools need up to about 2 million desks to cushion the deficit.

He observed that many learners in schools countrywide are sitting on the floor owing to increased enrolment.

Mr. Chansa said companies should consider donating desks to schools in their localities to improve the quality of education.

He was speaking when Hope Foundation partnered with Hitachi Construction to donate 32 desks to Insakwe Reformatory School for Female Juvenile Offenders located in Ndola in the Copperbelt Province.

Mr. Chansa saluted Hitachi Construction for facilitating the donation of 32 desks to Insakwe School.

“We are going to go out to mobilise more desks so that we can be second occupant of this school. Insakwe must be our second and Hitachi must be our all weather partner. I am also excited that the Ministry of Community Development and Social Services respects the fact that education is a public good that must be consumed by everyone regardless of their legal status in society. Regardless of whatever offence they have done to society. They have allowed our girls here to continue consuming this public good that we all know as a key to success. You can’t deal without education in this century,” Mr. Chansa said.

“So, the Ministry must be supported, whilst we reform our girls here, we must give them education and from where I come from myself, we don’t just demand education we demand for quality education because poorly educated people are very dangerous to society. So, I will not be happy to come next year and find that there is poor quality here. We want quality education to be provided and this is the reason why I want to thank the management here for opening up the doors.Let me say something about our corporate world. I don’t think that some of our challenges we face today could have been faced if all the companies in Zambia were like Hitachi. Can you imagine if all companies donated 30 desks to schools? Are we going to have learners sitting on the floor? No. By 2019, the education sector in Zambia had a deficit of 1.3 million desks. With the coming in of the free education policy, we are estimating that we need 2 million desks in this country. I have been to all provinces of this country, learners today are sitting on the floor and we have thousands of companies making profits and that is why I took time to thank Hitachi for ploughing back into the community,” he said.

Mr. Chansa has since appealed to the Government to formulate a policy that will make corporate social responsibility among companies mandatory.

“I want to make a call to all companies in this country to emulate Hitachi and identify a school nearby and donate desks, donate computers, donate books and build houses for teachers. I also want to further challenge companies in Ndola to come and build a classroom block at this school. We can’t be struggling with inadequate classrooms when Ndola is dotted with nothing but companies. I also want to appeal to the government to introduce a policy, corporate social responsibility policy that is going to compel companies in Zambia to at least pay back to the community. We need that policy as soon as possible. I found this policy in Malawi. In Zambia it is possible to have this policy. As Education Hope Foundation we call upon the Minister of Justice or the Minister of Community Development to initiate a policy that is going to compel companies to pay back to companies,” Mr. Chansa said.


Young offenders interviewed by reporters said they were pleased with the skills training being offered at Juvenile Reformatory School called Insakwe in Ndola.

Some juvenile offenders said the skills they are acquiring in tailoring, poultry and gardening will help them as they integrate in society after serving their sentences.

Others highlighted some challenges they are facing such as lack of transport when going to access health services from the school.

Ndola District Commissioner Joseph Phiri, who was the guest of honour, said all children deserve to be educated even if they are in conflict with the law.

Two fishermen fined K240,000 each for illegal entry into the Kafue National Park

The Itezhi Tezhi Magistrate Court has convicted and fined two fishermen a K240, 000 each for illegal entry into the Kafue National Park and for unlawful possession of weapons.

Joseph Chinyama,24 and Bernard Kaumba ,17 of Chambondole compound in Itezhi Tezhi were charged in the first count with illegal entry into the national park, in violation of sections 18(1) and 136(a) of Zambia Wildlife Act No. 14 of 2015.

Particulars in this count alleged that on August 3rd , 2022, they jointly and whilst acting together entered Kafue National Park in Itezhi Tezhi district, Southern Province, without a park entry permit issued by the Director General of the Department of National Parks.

In count two, they were charged with unlawful possession of weapons in a National park, in violation of sections 20 (1) (b) and 136 (a) of the Zambia Wildlife Act no. 14 of 2015 of Zambian laws.

The particulars of the second offence were that on August 3rd , 2022, in Itezhi Tezhi district, the duo jointly , had in their possession weapons namely dugout canoe, 2 fishing nets, and two paddling sticks.

When the case came up for a plea before magistrates Mugala Chalwe, they all readily admitted the charge and guilty pleas were recorded.

The facts presented in court were that on August 3, 2022, at approximately 15:00 hours, Gorge Sakala, an officer with the Department of National Parks and Wildlife, was at Ngoma Camp when he received a report from management that there were activities going on in the Kafue National Park at Mwamalilenje.

The officer went inside the park to investigate with other officers from the anti-poaching team and confronted two guys in a dugout canoe, whom they identified as Joseph Chinyama and Bernard Kaumba.

The suspects were then transferred to Ngoma, where they were charged and arrested for the alleged crime.

They were searched and remanded in lawful custody pending a court appearance, and a seizure from which one dugout canoe, one fishing net, and two paddling poles were found and preserved as exhibits.

The accused had no reason to be in the park with the firearms.

In mitigation, all of them pleaded for leniency saying they were first offenders.

In passing judgment, magistrates Mugala Chalwe said the cases of illegal entry in the national park were too prevalent in Itezhi Tezhi

“In order to deter would be offenders, I impose K120, 000 fine for each count to be paid by each offender forthwith, in default 4 months community service, with the sentences to run concurrently” she ordered.

New HIV infections among adolescents worrying

Kitwe Mayor, Mwaya Mpasa says there is a growing number of new HIV infections among adolescents due to the rampant prevalence of unprotected sex among youths.

Ms. Mwaya has also observed that there is need to curb the spread of HIV among youths and to ensure that all HIV infected people are put on treatment if the country is to attain the zero new infection rate by the year 2030.

Speaking in Kitwe today during the 2022 HIV counseling, testing and treatment day, Ms. Mwaya also urged people that are on HIV treatment to continue adhering to their treatment and to stop engaging in unprotected sex to reduce the spread of the HIV pandemic.

“People should take advantage of this day to test and know their HIV status, it is sadly noted that most people especially men do not want to go for Voluntary Testing and would want to test through their pregnant wives who go through a mandatory HIV test, further you find that people who are HIV positive engage in unprotected sex which resultes in increased new HIV cases and also re-infection which is a draw back in the fight against the pandemic and the attainment of the zero infection rate by 2030,” She said.

The Kitwe Mayor has since cautioned people living with HIV not to willfully infect others.

Ms. Mwaya further disclosed that evidence on HIV/AIDs indicate that a proportion of new infections of up to 29 per cent envolve adolescents and young people aged between 15 and 24 years while seven percent of HIV exposed infants become infected with the virus at the end of their two-year breastfeeding period.

And Kitwe District Administrative Officer, Mwamba Mulenga said it is government’s desire for citizens to be health for the desired national development to be achieved.

Mr. Mulenga urged Kitwe residents to make use of the HIV/AIDS services provided by government and other stakeholders to protect themselves and improve their health.

” It is encouraging to see citizens being provided with these important services that are aimed at improving their health, as government we are gratified to our partners for providing these services and organizing such events,” Mr. Mulenga said.

The 2022 HIV counseling, testing and treatment commemorations were held at Kamatipa Clinic under the theme ‘ Lets stop HIV together; Get Tested today!’

Meanwhile, the Chongwe District Health Office says HIV still remains a disease of concern in the district.

District Health Director, Nseluke Mweene during the commemoration of the HIV testing, counseling and treatment day in Chongwe said that the scourge of HIV has continued to pose a threat to the country’s development.

Dr. Mweene said the rise of infections is not only high among the young ones but also adults and it needs concerted efforts among all stakeholders to ensure everyone gets tested and help required to fight HIV.

He said the commemoration aims at strengthening the zeal to encourage more citizens to get tested and utilize the HIV service being offered by the government in the District.

Dr. Mweene called on the community to work together in fighting the scourge and further thanked cooperating partners for their continued support towards reducing HIV infections in the district.

Speaking when he graced the occasion, Chongwe District Commissioner Evans Lupiya said HTCT is an important component in achieving universal access to HIV prevention, treatment, care and support.

Dr. Lupiya said young people who know about their HIV status have a higher chance of reducing the infections to others by acquiring HIV treatment and care.

The District Commissioner said the government is fully committed to ensuring that services for prevention and treatment of HIV are accessible to all populations including persons living with disabilities.

He explained that it is important to reach all groups of people in the fight against the pandemic to reach the country’s goal of ending AIDS by 2030.

Dr. Lupiya said that studies indicate that a large proportion of new infections of up 29 percent are attributed to adolescents and young people between ages of 10 to 24 year.

He observed that men are still lagging behind in accessing and using HIV testing services and called on men to get involved in the fight against the disease by getting tested.

CIDERS Congowe District Coordinator, Elly Mweetwa said her organization remains committed to contributing to finding solutions of public health challenges the country is grappling with, especially in the area of HIV prevention care and treatment.

Ms. Mweetwa explained that CIDERS has continued to facilitate health programs in the district through different levels and access to important quality health care.

She said HIV testing is a get way to to archiving the goal to ending AIDS by 2030 adding that this year’s theme ‘let’s stop HIV together and get tested today” resonates with ciders work towards

ZANAMACA hail government for K21.9 million loan to marketeers

The Zambia National Marketeers Association (ZANAMACA) has hailed government for the 21.9 million Citizen Economic Empowerment Commission’s (CEEC’s) marketeers loan scheme.

In a statement released to the media yesterday, ZANAMACA President, Mupila Kameya said it was historical that the government under CEEC has recognized the informal sector through the provision of loans.

Mr. Kameya disclosed that the K21.9 million loan to marketers will respond to the call by ZANAMACA members for the recapitalization of their business following the impact of COVID-19 which resulted in low demand for their goods.

He recognized the willingness by government to work and consult with the private sector and also appreciates the consultative relationship that the Association currently enjoys with the Ministry of Small and Medium Entrprise Development.

Mr. Kameya reiterated the importance of marketeers, traders and small scale farmers in the informal economy whose demography is heterogeneous.

“The 21.9 million initial seed capital support to the 3,800,000 marketeers across the country by CEEC will help the marketeers business recover and grow,” Mr Kameya stated.

He noted that ZANAMACA was confident the loan scheme will go a long way to reduce income inequality and alleviate poverty in the country.

He also thanked the Ministry of Small and Medium Enterprises Development for the timely initiative.

Mr. Kameya said that ZANAMACA wants to partner with the ministry and CEEC on other programmes that respond to other plights of the informal economy.

Dissecting Dr Magwende’s dismissal – is he really a sacrificial lamb?

Dr George Magwende’s dismissal is striking, not just for the resultant backlash against the President from the esteemed surgeon’s legion of sympathysers but that it is happening right on the eve of the first anniversary celebration to mark the incumbent government’s ascendancy to power.

Curiously, the sacked Health Permanent Secretary (PS) has earned a rare but dubious distinction by becoming the first high ranking official to be dismissed in this new dispensation. Off significance though, Magwende is not a remnant from the previous regime but was appointed to this position by President Hakainde Hichilema. In essence, he is from the fresh crop of new leaders, the more reason why revelations that he is a subject of investigations for alleged corrupt malpractices add a new but interesting twist to this development.

Let us be clear, Magwende is not guilty and neither has he been charged of any crime. But still, what do we make of his dismissal amidst plumes of corruption? Decoding this development is off course a difficult ask only made easy by one’s political affiliation. For the independent minded, Magwende’s sacking is a tacit admission and a major one for that matter by this government that it after all has miscreants in its midst or at least its technocrats have feet of clay. In other ways, the walls of Jericho are not as impervious as we have been made to believe.

However, the purists in UPND hold a different view. They are already seeing beyond the smoke, actually they see a fire. If it were up to them, they would want to make all sundry believe that beneath President Hichilema’s impish outer veneer, is a hard-nosed and calculating politician that is not only allergic to corruption but knows when to strike – pretty much like the fish should never mistake the silence of clear skies for absence of an eagle. In their minds, HH is in all likelihood correct in his decision to sack the poor doctor.

Then there is the opposition which believe that Magwende’s dismissal is a smokescreen to cover up a much bigger scandal involving big fish. Whispers allege that the doctor was keeping gate or had somewhat been a hindrance to corrupt elements that want to loot the Ministry of Health. It is a part of this group that has stuck out both their hands and heads to vouch for the credibility of the good doctor. In their defence, they see in him a family man and righteous individual that is being sacrificed at the altar of political expediency. To them, the Magwende they know is incorruptible – a man of valour so to speak.

In fairness, everyone is entitled to a view on this matter but to defend an individual on account of deeply held friendships is a tad too far. Question is, have we even seen the smoking gun or dossier against the former PS? Isn’t the law meant to be blind to our pursuit for justice – meaning we are all equal before the law regardless of status, gender, or creed. It is this unflinching loyalty and defence being proffered to the doctor that is setting us on a dangerous trajectory.

At best, the inference here is that Magwende for whatever reason is beyond reproach and should not in any way be associated or linked to corruption. Ninshi abachindama olo balya aba sambilila, bena teti babe ba pompwe? If this were the case, then there surely must be people out there that can also vouch for the integrity of the likes of Dr Chitalu Chilufya or Ronald Chitotela – that is if they have any at all.

This public cleansing or sanctification of unsavoury characters or behaviour is dead wrong. It is merely laying fertile grounds for building a class society. Ghastly as this may sound, the corrupt are not from planet Mars, they live in our midst and lead powerful institutions. In fact, some of them are serving in government, the opposition and are our kith and kin. They also include us, the opinion makers and civil society who have abandoned our civic duties as watchdogs of government for a few pieces of silver.

Even more troubling is the fact that the opposition and civic organisations have been clamouring for stern action against corruption, whether perceived or real. So, why this noise then around the poor doctor’s dismissal? Could it be that the first casualty of this anti-corruption crusade is somebody we know and respect? While it is fair to castigate the President for inaction on the single sourcing fertilizer scandal or the illegal cancellation of hunting licences by the PS in the Ministry of tourism, this tendency to invoke ‘what aboutism’ as a ruse to escaping accountability is retrogressive.

We will do very well to ignore feeble attempts aimed at clouding independent judgement. In the interest of justice and without fear or favour, let Dr Magwende be subjected before the law.

There’s a ploy to arrest Lusambo says Nakachinda

Patriotic Front Chairperson for Information and Publicity Raphael Nakachinda says there’s a ploy that has been marked by Community House to have former Kabushi Member of Parliament Bowman Lusambo arrested.

Mr Nakachinda stated that instructions have been given to the Police to arrest Mr Lusambo against all odds regardless of the fact that he was cleared by the Law Enforcement Agencies on charges related to the murder involving Obed Kasongo a National Democratic Congress (NDC) members.

He added that the ploy is as a result of the fear that the UPND have that they might lose in the forthcoming Parliamentary By- Elections in Kabushi Constituency.

Mr Nakachinda noted that as proved by two clear medical reports from reputable medical Doctors, one among them a Russian Doctor it was cleared that Mr Obed Kasongo died of a natural cause.

“But for purposes of wanting to defies Mr Lusambo, the instructions that have been given now are that he should be arrested and not allowed to file in his nominations and if he has to be cleared or released it should be after the nominations,” Mr Nakachinda noted

“This is not only thuggery, unlawful, criminal, we think that this mafia style of governing the country should not be tolerated as this an indictment against the Head of State, Executives, and the UPND,” Mr Nakachinda added

He explained that this vindictiveness with which Mr Lusambo is being treated and subjected to under the UPND government is very unfortunate as it is the same thing that they are also doing to the former Kwacha Member of Parliament Mr Joe Malanji of wanting to hint around something they can use to try and get them not to file in their nominations.

“Let’s not allow ourselves through political expedients to be testing the Zambian people because one day we may end up planning this nation into chaos, let a fair democratic to be undertaken,” he said

“Go if you want to win, win in Kabushi and end the story,” he said

Mr Nakachinda alluded that to begin to treat citizens, one citizen being treated in a particular way affects many and the way Mr Lusambo is being treated in this country is very unfair and unjust.

He highlighted that this vise is the same thing that is being seen to be done with the civil servants who are being mistreated and abused, when most of them are career civil servants, some of them have been in the civil service for over 20 years, and now they are being subjected to treatment as though they were brought into the civil service as politicians.

“Some of them have served in the Kaunda, MMD, PF regimes and they are now professionally serving in this government and when they refuse to cooperate from any political maneuver of the UPND they are classified as being PF or indeed rebels within the civil service which is very unfortunate,” Mr Nakachinda explained

Mr Nakachinda has since warned the UPND Government that what they are doing is only going to injure them in the end and they are isolating themselves with the steps that they are taking.

“Be with the people and don’t just be among yourselves as a tribal clique and start abusing every citizen, that is not correct,” he stated

Mr Nakachinda emphasized this when he addressed the media in Lusaka yesterday.

Sports Fraternity Mourns Chamunda

The local sports fraternity is mourning iconic administrator Patrick Chamunda who died in South Africa on Sunday while undergoing medical treatment.

National Olympic Committee of Zambia President Alfred Foloko has described Chamunda as a legend, mentor, and father in sports administration.

Chamunda, served the sports fraternity in different capacities on the National, Regional, and international stage from 1977 to 2016.

“It is with profound sadness that we learned of the death of the former NOC/CGA Zambia President who was a colleague and friend in the early hours of Sunday 14th August 2022,” Foloko said.

Chamunda was a member of the International Olympic Committee from 2002 to 2015.

“We will never forget how instrumental he was in the setting up and implementation of the Sport for all project at OYDC Zambia as an Olympic Youth Development Centre after the centre was officially opened in 2010, which has seen star athletes emerge from the foundation he laid,” Foloko said.

Chamunda served as National Sports Council of Zambia (NSCZ) Chairperson and International Olympic Committee (IOC) Member.

The Basic Needs and Nutrition Basket Continues to Rise- JCTR

The Jesuit Centre for Theological Reflection (JCTR) has proposed that the Government through various ministries implements some measures aimed at reducing the high cost of living in the country.

The JCTR Basic Needs and Nutrition Basket (BNNB) for the month of July 2022 in Lusaka stood at K9, 332.82 showing an increase of K31.36 increase from the K9, 301.46 recorded in June, 2022.

The center says the upward movement in the food basket is attributed to price movements in items such as charcoal, fruits but acknowledged notable reductions in items such as 6kg tomatoes which went down by K39.00 from K111.36.

JCTR said the Government through the Ministry of Finance and National Planning should consider waiving or reducing import duty for edible oils to help reduce the cost of production for items such as cooking oil in a bid to reduce the cost of living.

JCTR Executive Director Fr. Alex Muyebe said increased budget allocation to the livestock sector in the 2023 national budget particularly for the growth of animal feed inputs such as soya beans and sunflower could also reduce the cost of living.

Fr. Muyebe said the Ministry of Agriculture should also continue working towards sustained expansion of irrigation support in the 2023 national budget.

“The cost of living trends recorded for the month of July 2022 could be attributed to a number of developments. These include; fuel pump price increments recorded at the beginning of July 2022 that may have had an impact on the cost of production for items such as cooking oil, seasonality as seen in the price increase recorded for charcoal and reduced prices for various food items; tomatoes, vegetables, onion, cassava flour among others. Another notable factor could have been the appreciation of the kwacha against major currencies such as the US dollar that may have led to a lower cost of feed imports for the production of food items such as eggs and milk. Further examination of the cost of living for July 2022 is taking place against a backdrop of notable policy developments. The month of July saw the historical recruitment of 30,497 teachers and 11,200 health workers,” Fr. Muyebe said.

“Additionally, through the approved supplementary budget of K22 billion arising from financial prudence and lower debt servicing expenditure in the first half of the year, government has redirected resources to selected budget lines including; K4.7 billion to the agriculture sector, K280 million to support secondary schools, K6.5 billion to dismantling arrears, K752million to strengthen domestic resource mobilisation through the Zambia Revenue Authority and K2billion to critical roads. Further, on 30th July the Creditor Committee for Zambia under the Common Framework for Debt Treatments issued a statement agreeing to negotiate debt restructuring for Zambia. The possibility of debt restructuring has the potential to spur investment necessary for growth and poverty reduction impacting on the cost of living. JCTR recognises that the above interventions are a step towards responding to the cost of living challenge. The interventions in the education and health sectors, not only provide a platform for improving service delivery but ultimately cushions close to 42,000 households with potential impact to improve living conditions for at least 200,000 persons,” he said.

Fr. Muyebe said the cost of living for an average family of five as surveyed by the JCTR stands way above the national average incomes pegged at K4391 according to the 2020 Labour Force Survey.

“The gap between the prevailing cost of living and incomes means families are unable to meet the cost of the most basic essentials which results in compromised living conditions and sustains a vicious cycle of poverty in families and in the nation. JCTR therefore submits the following key recommendations: Ministry of Finance and National Planning – consider waiving or reducing import duty for edible oils to help reduce the cost of production for items such as cooking oil – Increase budget allocation to the livestock sector in the 2023 national budget particularly for the growth of animal feed inputs such as soya beans and sunflower.”

“Ministry of Agriculture – continue working towards sustained expansion of irrigation support in the 2023 national budget, the 2023-2025 Medium Term Budget Plan and Vision 2030 to realise all year round food production . Ministry of Energy – Facilitate the provision of sustainable and affordable energy sources that will respond to the low incomes of the majority Zambians. Energy Regulation Board – Consider reverting to 90 day pump price review cycles to aid in stabilizing the pump price of fuel. Bank of Zambia – Sustain efforts aimed at stabilizing key macroeconomic fundamentals such as the exchange rate that provides greater certainty for importation, therefore encouraging more trade and investment at local level aimed at ultimately improving prices of commodities and services,” Fr. Muyebe said.
