Sports Fraternity Mourns Chamunda

3

The local sports fraternity is mourning iconic administrator Patrick Chamunda who died in South Africa on Sunday while undergoing medical treatment.

National Olympic Committee of Zambia President Alfred Foloko has described Chamunda as a legend, mentor, and father in sports administration.

Chamunda, served the sports fraternity in different capacities on the National, Regional, and international stage from 1977 to 2016.

“It is with profound sadness that we learned of the death of the former NOC/CGA Zambia President who was a colleague and friend in the early hours of Sunday 14th August 2022,” Foloko said.

Chamunda was a member of the International Olympic Committee from 2002 to 2015.

“We will never forget how instrumental he was in the setting up and implementation of the Sport for all project at OYDC Zambia as an Olympic Youth Development Centre after the centre was officially opened in 2010, which has seen star athletes emerge from the foundation he laid,” Foloko said.

Chamunda served as National Sports Council of Zambia (NSCZ) Chairperson and International Olympic Committee (IOC) Member.

The Basic Needs and Nutrition Basket Continues to Rise- JCTR

2

The Jesuit Centre for Theological Reflection (JCTR) has proposed that the Government through various ministries implements some measures aimed at reducing the high cost of living in the country.

The JCTR Basic Needs and Nutrition Basket (BNNB) for the month of July 2022 in Lusaka stood at K9, 332.82 showing an increase of K31.36 increase from the K9, 301.46 recorded in June, 2022.

The center says the upward movement in the food basket is attributed to price movements in items such as charcoal, fruits but acknowledged notable reductions in items such as 6kg tomatoes which went down by K39.00 from K111.36.

JCTR said the Government through the Ministry of Finance and National Planning should consider waiving or reducing import duty for edible oils to help reduce the cost of production for items such as cooking oil in a bid to reduce the cost of living.

JCTR Executive Director Fr. Alex Muyebe said increased budget allocation to the livestock sector in the 2023 national budget particularly for the growth of animal feed inputs such as soya beans and sunflower could also reduce the cost of living.

Fr. Muyebe said the Ministry of Agriculture should also continue working towards sustained expansion of irrigation support in the 2023 national budget.

“The cost of living trends recorded for the month of July 2022 could be attributed to a number of developments. These include; fuel pump price increments recorded at the beginning of July 2022 that may have had an impact on the cost of production for items such as cooking oil, seasonality as seen in the price increase recorded for charcoal and reduced prices for various food items; tomatoes, vegetables, onion, cassava flour among others. Another notable factor could have been the appreciation of the kwacha against major currencies such as the US dollar that may have led to a lower cost of feed imports for the production of food items such as eggs and milk. Further examination of the cost of living for July 2022 is taking place against a backdrop of notable policy developments. The month of July saw the historical recruitment of 30,497 teachers and 11,200 health workers,” Fr. Muyebe said.

“Additionally, through the approved supplementary budget of K22 billion arising from financial prudence and lower debt servicing expenditure in the first half of the year, government has redirected resources to selected budget lines including; K4.7 billion to the agriculture sector, K280 million to support secondary schools, K6.5 billion to dismantling arrears, K752million to strengthen domestic resource mobilisation through the Zambia Revenue Authority and K2billion to critical roads. Further, on 30th July the Creditor Committee for Zambia under the Common Framework for Debt Treatments issued a statement agreeing to negotiate debt restructuring for Zambia. The possibility of debt restructuring has the potential to spur investment necessary for growth and poverty reduction impacting on the cost of living. JCTR recognises that the above interventions are a step towards responding to the cost of living challenge. The interventions in the education and health sectors, not only provide a platform for improving service delivery but ultimately cushions close to 42,000 households with potential impact to improve living conditions for at least 200,000 persons,” he said.

Fr. Muyebe said the cost of living for an average family of five as surveyed by the JCTR stands way above the national average incomes pegged at K4391 according to the 2020 Labour Force Survey.

“The gap between the prevailing cost of living and incomes means families are unable to meet the cost of the most basic essentials which results in compromised living conditions and sustains a vicious cycle of poverty in families and in the nation. JCTR therefore submits the following key recommendations: Ministry of Finance and National Planning – consider waiving or reducing import duty for edible oils to help reduce the cost of production for items such as cooking oil – Increase budget allocation to the livestock sector in the 2023 national budget particularly for the growth of animal feed inputs such as soya beans and sunflower.”

“Ministry of Agriculture – continue working towards sustained expansion of irrigation support in the 2023 national budget, the 2023-2025 Medium Term Budget Plan and Vision 2030 to realise all year round food production . Ministry of Energy – Facilitate the provision of sustainable and affordable energy sources that will respond to the low incomes of the majority Zambians. Energy Regulation Board – Consider reverting to 90 day pump price review cycles to aid in stabilizing the pump price of fuel. Bank of Zambia – Sustain efforts aimed at stabilizing key macroeconomic fundamentals such as the exchange rate that provides greater certainty for importation, therefore encouraging more trade and investment at local level aimed at ultimately improving prices of commodities and services,” Fr. Muyebe said.

Three convicted, sentenced to five years for unlawful possession of game meat

5

The Itezhi Tezhi Magistrates Court has convicted and sentenced three Itezhi Tezhi residents to five years in jail and fined two others K120, 000 for unlawful possession of 810 kilograms of game meat worth K42, 448.

Adam Namilonga (57), Evans Chikubulu(22), both of Mashiya Village, Scever Chibomvu(39), of Munjita Village, Lovenes Musakabatu(46), and Kasautu Shamaundu(37), all of Mashiya Village in Chief Chilyabufu’s chiefdom, were charged with two counts.

In count one, Namilonga, Chikubulu and Chimbomvu stood charged with unlawful possession of a protected government trophy in violation of Wildlife Act No. 14 of 2015.

Allegations were that on 27 February 2022 in Itezhi Tezhi, the trio jointly did possess 150 Kgs of dry Hippo meat, 53kgs of Antelope, and 113kgs of sable meat without a certificate of ownership.

In the other count, they were charged with unlawful possession of a government trophy in violation of Section 97(1) as read in conjunction with Section 136 of the Wildlife Act No. 14 of 2015.

The allegations are that on the same day, Loveness Musakabantu and Kasautu Shamaundu possessed 181kgs of Hart Beast meat without a certificate of ownership.

According to the indictment meats were valued at K42, 448.

When the case was heard by Itezhi Tezhi magistrates Mugala Chalwe, first witness Nyambe Maswabi, a Senior Investigation Officer at the Department of National Parks, stated that on February 21, 2022, he received a phone call from their informant stating that a truck carrying illicit game meat was on the Itezhi Tezhi Namwala route heading to Pontoon.

He stated that he instantly summoned additional officers and proceeded to Namwala Road, where they quickly located and intercepted the truck.

He stated that they searched the vehicle and discovered lots of meat, and that the suspects were transported to Itezhi Tezhi police station.

Shebby Namukolo, the other witness, testified about the technique he used to identify various meats.

Namilonga testified in his defense that on the material day, his bull was not feeling well and was unable to walk, so he chose to kill it so he could sell the meat in Namwala, but when they arrived at Bauunza, their vehicle was intercepted and searched.

He said that he told the officers that it was cow beef and that their Veterinary Department Permission was at the police station but officers did not believe them.

Musakabantu and his companion offered a similar explanation, claiming that the meat they were transporting was from their cattle.

In mitigation, Namilonga said he was old and would not be able to handle the harsh prison life. Chikubulu said he was married with children and was caring for an elderly mother who would suffer if he was imprisoned and Chimbomvu said he was married with dependants.

Musakabantu said she was married with children while Shamaundu said he was looking after orphans.

In sentencing them, the magistrates Chalwe stated, “I have taken into consideration all that you have said in mitigation but the offences of unlawful possession of protected trophy require a mandatory sentence of five years, whereas the offence of unlawful possession government trophy requires an invariable fine of K120, 000 cash.” She stated.

She then sentenced Namilonga, Chikubulu, and Chimbomvu to five years.

As regard to Musakabantu and Shamaundu she imposed a fine of K120, 000 cash in default three years simple imprisonment

HIV infections still high – Masebo

9

Minister of Health, Sylvia Masebo says the country has continued to record high numbers of HIV and AIDS infections especially in adolescence and young women.

Ms Masebo says the high numbers of HIV infections which ranges from 0 to 14 years affects more women than man with at least 60 percent of people living with HIV.

She attributed the high numbers to unsafe sexual contacts among others factors such as culture and social economic vulnerability that women are faced with.

ZANIS reports that the Minister said this today during the launch of the 2022 national HIV testing, counseling and treatment day in Kanyama.

Ms Masebo noted that the huge concern is also in new infections which are still unacceptably high adding that last year 38,000 new infections of HIV were recorded.

She stated that 40!percent of the new infections were in adolescents and young people aged between 15 and 24 years with about 11,000 of all new HIV infections in Adolescent girls and young people.

Ms Masebo noted that the new infections in adolescents and young people is attributed to various factors such as high risks behaviors, early sexual debut poor adherence to treatment and tendency not to test for HIV.

And speaking at the same event, United Nations Resident Coordinator, Beatrice Mutali has commended government for the fight against HIV and AIDS pandemic and other related health challenges.

Ms Mutali noted that the UN family stands ready to work with government to achieve the goal of ending AIDS by 2030.

Meanwhile, the Network of Zambian people living with HIV and AIDS (NZP) executive director Fred Chungu appealed to government to address issues of long distance to health facilities in accessing HIV testing services especially in rural areas.

This years, National HIV testing, counseling and treatment day was celebrated under the theme “Let’s stop HIV together, get tested”.

Meanwhile, Low levels of HIV awareness in Mwinilunga worrying

Mwinilunga, August 15,2022, ZANIS—-Health authorities in Mwinilunga district of Northwestern province are concerned with the low number of people in the area who are fully aware of their HIV status and are on treatment.

District Health Director, Brian Mwachisowa said only 2,657 people in the district are on Anti-Retroviral Therapy (ART) out of which 52 percent are female, 43 percent males and 5 percent children.

Dr. Mwachisowa said during the District Commemoration of the HIV Testing, Counseling and Treatment day that this number is too small compared to possible infections in Mwinilunga whose population approximately stands at 143,000 people.

“This number is too small for our population which is about 143,000,” he said.

He said through the 95-95-95 percent program his office is taking counseling testing, and treatment services to places such as markets aimed at having at least 95 percent of the population knowing their status, those positive put on treat and 95 percent of them have their viral load suppressed.

District Commissioner, Harrison Kamuna said government has put in place policies that ensure that people are able to access counseling, testing and treatment services easily and anywhere in the district.

Mr. Kamuna said government is particularly concerned that young people in the country are consisting of a significant number of those exposed to and infected with the HIV virus.

He said it is therefore important that youth friendly spaces are provided for them to access services and called on people in the area to get tested so that they can be responsible and stop new infections and reinfections.

“May we all turn up to get tested, so that we know how best we can avoid new infections and re-infections,” he said.

This year’s HIV/AIDS Testing, Counseling and Treatment day was being commemorated under the theme “Let’s stop HIV together, Get tested today”.

2 years old boy killed by 22 years mother

3

A two years seven months old boy has died of suffocation after his 22 years old mother with the help of her lover pressed a pillow on him.

The 22 year old woman was identified as Mosowe Maeke of unmarked house in Kamwala South while the child was identified as Sangwani Chabinga.

On 14th August, 2022 Kabwata Police Station received a report of murder by Mokwane Maeke aged 27 of unmarked house in Kamwala South area who stated that her young Sister Mosowe Maeke aged 22 of the same address murdered her child Sangwani Chabinga by pressing a pillow.

The incident happened at 13th August,2022 between 17:00 and 19:00 hours at Shamukani Lodge in Kamwala South.

Confirming the development, Zambia Police spokesperson Rae Hamoonga noted that the accused who was staying with her elder sister, the reporter in this matter was chased from home which led to her booking a room at a named Lodge in Kamwala South where she killed her own son.

Mr Hamoonga added that the suspect came from Kitwe in April 2022 where she was staying with her biological mother to join her elder sister but on 11th August, 2022, she was chased for not sleeping at home the previous night and was given K400 as transport fare to go back to Kitwe.

Mr. Hamoonga stated that instead of going back to Kitwe, the suspect used the money to book a room and stayed at a named Lodge for three days and after realizing that she had nothing to feed her child and herself, she decided to kill the child by pressing a pillow on the head and sat on it until the baby became unconscious and thereafter she decided to check out of the Lodge and took the child to her elder sister’s place who she informed that she had killed the child because she had nothing to feed him.

He added that the sister to the accused Mokwane Maeke and other relatives took the child to Chilenje Level One Hospital after noticing that the child still had a pulse and thinking he was still alive but regrettably upon arrival at the Hospital the child was pronounced dead by medical personnel upon arrival.

Mr Hamoonga stated that the deceased’s body was deposited in University Teaching Hospital (UTH) mortuary awaiting post-mortem.

“A docket of the case has since been opened and the suspect together with her lover are detained in police custody,” he said

List of retired Police Officers is fake

22

Ministry of information and Media Director Spokesperson Thabo Kawana says the list making rounds on social media over retired Police Officers should be treated as fake.

Mr Kawana noted that it has come to the attention of the Ministry that there is a list doing rounds on Social Media of Officers purported to have been retired from service on National Interest.

“Kindly note that the purported document is not on headed paper and bears no official stamp and therefore can not be said to be a Government document hence safe to classify it as fake,” he noted

He has however stated that if such development arises, official channels of communication to the public will be employed and put on official documents properly headed for reference and authentication with due stamp embedded.

Meanwhile, the Zambia Police Service Commission Chairperson Peter Machungwa has noted that the list of retired officers is not from his office.

Mr Machungwa added that the list circulating on social media purporting that it has retired over 50 officers is fake and should be ignored.

He stated that the Commission will use the official channels of communication if such a decision is made and not post it on social media.

Mr Machungwa highlighted this in a telephone interview with ZNBC news.

Police on the Copperbelt launch for people who posted obscene videos on Social Media

11

POLICE have launched a manhunt for people who have posted and circulated an obscene video of a 19-year-old adult juvenile from Chingola and his girlfriend having sex.

The video is also accompanied by another WhatsApp video in which the boy’s girlfriend who is from Ndola was naked and is touching her private part.

The said suspects are believed to have demanded a K4,000 from the victim and when he refused to bow down to their demands, they circulated the obscene material.

Copperbelt Province Commanding officer Sharon Zulu said police have recorded a case of circulating obscene materials and extortion at an unknown time which happened on August 3rd in Nchanga South Chingola

“A 19-year old boy reported at Chingola District anti-fraud Unit that unknown people using cellphone numbers and phoned and told him that they had a nude video of him having sex with his girlfriend aged 19 of Ndola and also a nude whatsApp video call in which he was chatting with the girlfriend who was naked and touching her private parts. The same people threatened and demanded that he pays them K4000 failure to which they would circulate his obscene photos on social media,” she said

Ms Zulu said the latter refused to bow to their demands and that was when they circulated the obscene material on social media.

“Brief facts are that on unknown date the complainant had a whatsapp video call with his girlfriend where the girl was naked. He suspects that the people who threatened him had access to the video which they were now using to extort money from him. Investigations have since been instituted into the matter to bring those that circulated the obscene materials to book . Also the person who took the same materials which are not for the consumption of the public has been questioned,” she said.

FAZ President Andrew Kamanga indicated that the Green Buffaloes defeated defending champions Mamelodi Sundowns 6-5 on post-match penalties after a 0-0 regulation time result.

Mamelodi Sundowns are also the reigning CAF Women’s Champions League champions.

Kamanga noted that Green Buffaloes contribute a huge number of players to the various national teams and have deservedly brought honour to the country and some of the stars in the GBWFC were part of the 2022 Women’s Africa cup of Nations (WAFCAN) bronze winners that will be heading to the FIFA World Cup in Australia, New Zealand.

‘’On behalf of the executive committee and the entire football family, I wish to Congratulate Green Buffaloes Women’s Football Club for lifting the Cosafa Champions League crown. It is a continuation of the winning trajectory that the women’s game is on.

“Congratulations to the team and technical staff and everyone around the team that have made this achievement possible. We know that this victory is only the first step to be among the elite of the continental women’s game,’’ he said.

Kamanga added that the success of GBWFC will inspire other clubs to aspire for greatness outside the Zambian border.

“We are indeed back in the Champions League as was said by the FAZ patron President Hakainde Hichilema not too long ago. The next step is to ensure that this success helps open doors for sponsorship for the women’s game. Our women super league that is in its infancy desperately needs sponsorship to fully elevate it to a strong force,” he said.

Kamanga pointed out that the CAF Women’s Champions League will also help keep the players engaged off national team duty as the team seeks to maintain a competitive group before the biggest global showpiece.

‘’GBWFC has also qualified to the CAF Women’s Champions League with the coronation as Cosafa champions providing double joy,’’ he said.

Moringa farmers in Kalabo call for technical support

1

Moringa farmers in Ndoka ward of Kalabo district, Western province, have called for technical support in a bid to plant the shrub at a large scale.

One of the farmers Ngebe Muyombo says the plant’s survival rate has been very low because of the poor management practices resulting in low yields.

Ms Muyombo told ZANIS that lack of technical knowledge has resulted in her only managing to raise a few shrubs around the homestead despite the plant’s huge economic demand and nutritional value available on the market.

She said the limited information on the management and processing of the moringa plant has made the farmers to grow only for subsistence, catering for home consumption

“Every part of the moringa plant is suitable for either commercial or nutritional purposes. These few moringa plants which have survived were provided to us in 2018 by a Non-Governmental Organisation called People In Need (PIN) free of charge so that we improve our social-economic wellbeing.

We only received limited training in basic management and uses of the plant. But due to lack of detailed technical knowledge as well as capacity building in terms of management, expansion and processing, we’re still cultivating the plant at a subsistence level with the harvest only catering for home consumption,” she said.

Meanwhile, another farmer Moya Ndopu, observed that moringa is an effective remedy for malnutrition and other common illnesses.

Ms Ndopu said the plant’s pods and leaves are  potent in vitamins as well as minerals which are essential for the optimum growth of both human beings and livestock.

Ms Ndopu explained that the plant’s pods provide her household with delicious beans while the leaves are a good source of vegetables.

“The nutritional benefits of moringa are amazing. By consuming moringa, my family is now healthy and no longer suffers from eye diseases, diarrhoea and other illnesses which used to be common among household members. I have also learnt that this plant enhances cognitive development especially among children,” she noted.

Ms Ndopu however bemoaned that despite the plants attaining maturity, the yields have always been low due to poor management among farmers in the area.

She further implored fellow farmers and households to seize moringa’s nutritional or commercial benefits, seek technical support and plant it at a large scale or subsistence level depending on one’s capacity.
