President Lungu

President Edgar Lungu has assured investors that Zambia is a haven for Investment.

President Lungu says the investment climate is backed by laws and policies which help companies make profits and grow their businesses.

Speaking when he opened the Copperbelt Investment Expo in Ndola, President Lungu however warned that investors must act responsibly once they invest in Zambia.

The Head of State said if investors do not follow the law and act responsibly, he would act within the law to protect the country’s interests.

Copperbelt Minister Japhen Mwakalombe announced that several foreign companies are ready to invest millions of dollars in various sectors on the Copperbelt.

Meanwhile, President Edgar Lungu has challenged the Nathan Chanda-led Patriotic Front Provincial Executive on the Copperbelt to embrace all those who lost elections during intra-party elections.

President Lungu says he has been receiving reports that party members who lost elections are being sidelined.

The head of state says some of the people who lost elections are very useful and can help grow the party on the Copperbelt.

Speaking upon arrival at the Simon Mwansa Kapwepwe International Airport in Ndola yesterday morning, President Lungu challenged Mr. Chanda and his executive to be inclusive and bring everyone on board.

He said late President Michael Sata taught him to embrace everyone in the party and he wants the same to happen on the Copperbelt.

Earlier, Copperbelt Minister Japhen Mwakalombe said the Patriotic Front’s policies are working well as can be seen by the many investors who have showed up at the Copperbelt Investment Expo.

Mr. Mwakalombe said he is hopeful the expo will create jobs for people on the Copperbelt.
Meanwhile, PF Copperbelt Chairperson Nathan Chanda thanked President Lungu for accepting the invitation to grace the official opening of the Copperbelt Investment Expo.

Twenty teams were split into two groups that competed in their respective pools that saw the winners qualify for the playoff final.

Zanaco, who finished second in Pool A, and Pool B runners-up Buildcon, will meet in the lunchtime kickoff in a third and fourth playoff.

Meanwhile, Zambia’s four continental qualification spots were also confirmed by the four sides final placing in their respective groups.

Government has revealed that they are in the process of drafting an Act of parliament that will operationalise article 60 of the constitution of Zambia, that compels political parties to practice intra party democracy.

Minister of Home Affairs Steven Kampyongo told journalists in Lusaka today that efforts are underway to come up with an Act of parliament that will enforce the law on political parties to entrench and embrace democracy in their parties.

Mr Kampyongo added that there is nothing new and sinister about the move as it was part of the National Dialogue Forum agenda under the political party’s bill.

He said operationalization of article 60 will ensure that all political parties that are governments in waiting, are subjected to democratic tenets of electing leaders at party level before they contest national elections.

The minister has further urged political parties to ensure that they promote and adhere to intra party democracy, for the betterment of the entire nation.

Government says families need to play an active role in curbing the increased cases of drug abuse among young people in the country.

Minister of Home Affairs Steven Kampyongo said parents and guardians need to take up responsibility and find time to monitor, discuss and counsel children on the dangers of drug related matters.

Mr Kampyongo said this when he officiated at the commemoration of the International Day against Drug Abuse and Illicit Trafficking in Lusaka today.

The commemoration which drew participation of hundreds of school children from across Lusaka district was held under the theme “Health for Justice, Justice for Health”.

Mr Kampyongo urged children not to relent but ensure that they seek audience and engage their parents on drug related activities.

The minister counselled the children against indulging in drugs as it will destroy their lives and future.

Mr Kampyongo said government will work towards giving children a voice in the fight against illicit drug abuse and trafficking and ensure that policy makers and people in leadership listen to their concerns.

The minister paid glowing tribute to teachers whom she described as second parents, and urged them to continue providing parental guidance to pupils at school in addition to providing education.

He said government remains committed to strengthening the prevention and treatment of substance abuse such as drugs and alcohol which the United Nations has classified as a sustainable development goal target.

And Drug Enforcement Commission (DEC) Commissioner Alita Mbahwe bemoaned the increasing numbers of children involved in drug abuse and rehabilitation in the country.

Ms Mbahwe stated that last year, 395 youths aged between seven and seventeen years were arrested for drug abuse, and had to go through drug counselling.

She disclosed that the most of the drugs abused by young people are cannabis and heroin due to their availability and low price on the market.

Ms Mbahwe appealed to stakeholders to work with the commission towards addressing the spiralling drug abuse problem among the youths, adding that the fight against drug abuse cannot be left to government alone.

The DEC Commissioner further noted that there is also need for government to build a rehabilitation centre to be accessed by victims who cannot afford private drug rehabilitation services.

Ms Mbahwe said DEC will continue with its raids of townships, in the quest to bust up drug rings and rid the country of drug abusers.

And United Nations Resident Coordinator Coumba Mar Gardio said the international community remains determined to address and counter the drug problem which has become an increasingly bigger global problem.

Dr Gardio commended the commission for its innovative strategies in addressing and enforcing the law on drug abuse, trafficking and money laundering crimes.

She said the UN Office on Drugs and Crimes will continue to support Zambia’s agenda against drug abuse, in order to make the country a safe heritage and promote balanced health and rights for everyone, especially the young people.

President Edgar Lungu has urged the leadership in Masaiti district to begin implementing plans on how to develop a new town for the district.

Masaiti district has proposed development of a new town along the Ndola road in Chakute area which is deemed more centrally located and aimed at improving service delivery.President Lungu says it was therefore the mandate for the leadership in the district to make sure that plans were turned into reality, rather than just having them on paper.

Speaking when he toured the Masaiti stand during the Copperbelt investment expo, president Lungu said government wants to see practical results of projects that benefit people in the country.

“Let us make sure these things are not just in our heads. Work and make them a reality. It would be a shame if you failed to realize this dream you have set for yourselves,” The president said.

The Copperbelt investment expo is being held under the theme “Broadening the Copperbelt Economy through Diversified Investments” with four sectors being highlighted namely tourism, Forestry, small scale mining, and Agriculture.

And Masaiti Council Chairperson, Christine Chande, has assured of working tirelessly to lure investment in the area.Ms Chande said the goal is to become the best district in the province.

She said Masaiti has a lot of potential for investment in mining and tourism as it has several minerals like quarts and emeralds that can be exploited.

“Masaiti has so many minerals we simply need investors to come in and maximize on this potential. We also have enough tourism sites like the Chilengwa sunken lake and others” she said.

Meanwhile, Masaiti District Commissioner, Mike Musonda, says traditional leaders have bought into the dream of development by donating enough land for development purposes.

Mr Musonda says with the availability of land investors will do well to consider Masaiti their investment destination.

“Our Chiefs are ready to give out land for development purposes. They gave the land for the new town so we are very ready to take up the challenge posed to us by the president that we begin on our plans and attract investment” he said.

Masaiti district is one of the three rural districts on the Copperbelt Province, with others being Lufwanyama and Mpongwe which were formed after the desolation of Ndola rural.

The district has developed plans to shift the new town along the Ndola road to house several development projects like schools, administrative offices, amusement parks, and plazas.

PF should listen to advise on General Sales Tax – HH

HH addressing a news conference at the UPND secretariat on Thursday, April 4th 2019

It is being reported that the PF regime has again deferred the implementation of the General Sales Tax from Value Added Tax because the systems are not ready.

And UPND Leader Hakainde Hichilema has reminded the PF that it is not necessarily because they are power hungry, bitter or because they are less patriotic as they normally accuse them.

Mr. Hichilema said UPND observations are made out of genuine love for the ordinary citizens and the nation.

“In the case at hand, one does not need to be a rocket scientist to understand that some things just need some bit of common sense and some consultation from all those willing to avail themselves to be at service in the field of economic and financial management”, he said.

Mr. Hichilema said the PF must learn to listen even from their own technocrats within Government that are now frustrated because of politicians’ insatiable appetite for wrong decisions that only suit politics.

He said it is therefore ironic that the entire PF government machinery can present such a huge economic proposal to the country in their budget, and later embark on a countrywide consultative process like they are currently doing and then make a sudden twist.

Mr. Hichilema said it is simple logic that you first consult then consider implementing based on the outcomes of the consultative processes.

“In medical profession, the PF regime is that medical practitioner who prescribes any drug available on the shelves to the patient before carrying out a thorough diagnosis. The result is what is currently happening to our ailing economy because it is forever being given wrong prescription resulting in a wrong prognosis”, Mr. Hichilema said.

He questioned how citizens and the entire business community can now take short and long term plans under such flip flop (Chipantepante) arrangement.

“How do our colleagues in the PF regime now balance the budget because some of the revenue collection in the 2019 budget are projections from collections of sales taxi? Like they say, ‘If It’s Not Broken, Do Not Mend it”, he added.

He advised the PF to stick to VAT, just broaden the tax base and reduce the VAT rate.

Chris Mugalu is still a Lusaka Dynamos player

1

Lusaka Dynamos has insisted that its striker Chris Mugalu who is subject of transfer speculations in the Zambia Super League is still a Dynamos player.

Lusaka Dynamos Club Secretary and Technical Manager Shalala Oliver Sepiso said there is no deal between Lusaka Dynamos and ZESCO United, or any club existing today in Zambia or abroad, on the purported transfer of Mugalu.

“It has always been the policy of Lusaka Dynamos not to respond to social media stories, especially fake news. However we know that it is that time of the year – transfer window – where soccer fans of different clubs will start rumours to either prop their clubs onto some imaginary pedestal or make other clubs appear in bad light,” Sepiso said.

“We therefore wish to state categorically that Chris Mugalu is and remains a Lusaka Dynamos player, and that there is no deal between Lusaka Dynamos and ZESCO United, or any club existing today in Zambia or abroad, on the purported transfer of Chris Mugalu away from “The Elite”. Where there to be any development in this matter, we would have announced that on this page. Mugalu remains an integral part of our plans for the future.”

He added, “Any premature transfer requests being announced by clubs about Lusaka Dynamos players are simply mischief by uncouth officials of those clubs and should be treated with the highest contempt any objective person can master.”

“We have always been open for business and if clubs envy some of our players, they are free to make official approaches.”

Vodacom says it will no longer directly service global enterprise customers in these three markets, but will continue to operate as a pan-African telecommunications network provider through local relationships like the one with Synergy Communications.

Shameel Joosub, CEO of Vodacom Group, said: “Vodacom has a clear vision for strengthening our position as a leading pan-African business and will work with local service providers like Synergy Communications to grow in these markets. Crucially, Vodacom is not exiting any of the territories related to this transaction and remains focused on continuing to deliver exceptional service to our global and multinational clients in these markets through long-term commercial agreements. Lucky’s Capital City: The dream for Zambia’s new Capital City

22
Hon. Lucky Mulusa with his Father at his farm.

By Chaka Zulu

Part 1

One evening three years ago as I was watching the ZNBC main news, a news item appeared that the then Special Assistant to the President for Projects and Implementation Hon. Lucky Mulusa said that Government had identified Ngabwe district as the place where the New Capital City of Zambia would move to.
I was shocked at why Government would do that. Thoughts like what would remain of Lusaka City (the current Capital City of Zambia) were on my mind. My thoughts were moved because I have three properties in Lusaka where I get a good rental return.
My thoughts were only relaxed when both the Minister of Lusaka Hon. Japhet Mwakalombe and the Presidential Spokesperson Mr. Amos Chanda both announced on separate occasions that government had no such intentions and that those were Hon. Mulusa personal views.

However, I started researching why Countries around the world change Capital Cities. I among others found out that Brazil’s capital relocated from overcrowded Rio de Janeiro to the planned, built city of Brasilia in 1961. Another is Nigeria. In 1991 the capital of Nigeria, Africa’s most populated country, was moved from Lagos because of overcrowding. Abuja, a planned city in central Nigeria. In the 1970s, Tanzania’s capital began the move from coastal Dar es Salaam to centrally-located Dodoma.

From my research I found that countries change capital cities for a number of reasons. Some of these include over crowding, location, unplanned City, political, economic and religious just to mention a few.

About a month ago, I managed to chat with Hon. Mulusa at his farm with his father when (my firm) went to spray the cows and install mobile drinkers. I asked him if he didn’t mind to educate me about why he wanted a new capital of Zambia to be constructed and why he choose Ngabwe.

Hon. Mulusa agreed and started by telling me that Zambia missed being the Brussels of Southern Africa.

He then went on to say that it was open gossip that Lusaka City (the current capital city of Zambia) was a poorly planned city as can be testified by the high number of unplanned settlements, the high number of diseases such as cholera which affect the city during the rain season and the lack of properly developed infrastructure and social facilities.

And then I asked him why Ngabwe?

“Because it is everything that a modern developed capital city has. It is a cocktail of London, Paris and New York City without Infrastructure,” Hon Mulusa said.

He went further and told me that Ngabwe district which is located in Central Province is more centrally located than any part of the country. Furthermore it it the mid point of the Copperbelt and Lusaka Province which are the two power houses of Zambia. Lastly but not the least, it has a beautiful scenery as it has the Kafue National Park and also has the Lukanga Swamps.

Then I asked if we had the money to fund such a mega project and who will construct the new city. This was his plan:

CTPD calls for opening of CBU

12
CTPD Executive Director Isaac Mwaipopo
CTPD Executive Director Isaac Mwaipopo

The Centre for Trade Policy and Development has appealed to President Edgar Lungu to urgently consider reopening CBU without any further delays.

CTPD Executive Director Isaac Mwaipopo said the organization os disheartened to note that the Copperbelt University has been closed for close to three months now.

Mr Mwaipopo said at the time of the closure, the reason that was given for the closure had to do with Students Protest that had taken place prior to the closure.

“The Minister of Higher Education Professor Nkandu Luo informed the nation at the time that she had been forced to close the University because of the destructive behavior of the students and was going to reopen CBU after proper security features able to detect their activities are put up. Haven’t the students been punished enough?”

He said the silence over the closure of the CBU and the business as usual attitude that has characterized the past three months is not healthy for a country in so much need of development as Zambia.

“It is quite disappointing to note that as a nation we have been watching in silence while a hub of knowledge development such as CBU can remain closed for close to three months. What we know is that all progressive societies around the world have taken investments in the education sector as a panacea for sustainable economic development and poverty reduction. Sadly in Zambia we seem to be viewing education as a cost.”

Mr Mwaipopo said the investments in the education sector have continued to go down over the years.

“Over the years the country’s overall allocation to this very important sector has been going down. For example, in 2015 the total budgetary allocation was 20.2 %, in 2016 it was 17.2%, 2017 it was 16.5%. 2018 it came down to 16.1% and now in 2019 a total of 13.3 billion kwacha was allocated to the education sector translating to 15.3% of the total national budget.”

He said this is a clear drop when one considers where Zambia is coming from and the numerous challenges the sector is grappling with.

“CTPD is still of the view that much more resources need to be allocated to the sector given its numerous challenges and its importance to national development.”

He said the infrastructure in most of the Higher Institutions of Learning remains dilapidated and below the standards expected of such sacred institutions.

“The lecturers in these institutions are also very demotivated (CBU and UNZA to be specific) as they are owed huge amounts of money in arrears. It has now become a common phenomenon to hear of lecturer and other workers in our two universities getting paid very late. “

Mr Mwaipopo said this situation has hindered academic progress and research on the part of the lecturers.

“In extreme circumstances, it has led to disruption of learning process due to boycotts by our lecturers. In the whole circus the students bear the consequence of such actions. The money owed to the two universities is also quite huge. The For UNZA alone, it is estimated that employees and retirees are owed close to K600 million in unpaid gratuities.”

“In addition, the University is in serious debt which amounts close to K2.5 billion. This situation is not healthy for the nation. It has a potential to retard development and reverse all the little gains we have achieved over the years.”

He added, “If our public Universities are to improve on performance ratings. We urgently need to find better ways of resolving issues than resorting to disrupting the University calendar.”

Health Facilities and Police Stations will not be load shedded -Energy Minister

9
Minister of Energy Mathew Nkhuwa
Minister of Energy Mathew Nkhuwa

Energy Minister Mathew Nkhuwa says ZESCO has no intentions of load-shedding critical Institutions like health facilities and police stations.

Mr. Nkhuwa has clarified that any power outages that may have occurred in some of these institutions could have been because of the current expansion of the roads in some parts of the country.

He says some power cables had been cut in the process of the road expansion works leading to outages in some areas.

Mr. Nkhuwa was speaking to journalists in Lusaka yesterday after the launch of the solar and wind resource Atlas and hand over of the resource mapping measuring equipment to Zambia by the World Bank.

Meanwhile, the Energy Minister said the solar and wind resource Atlas will provide variable information which will encourage developers to invest in solar and wind energy.

Mr. Nkhuwa said the development also supplements Government’s efforts in diversifying generation of electricity in the country.

And outgoing World Bank Country Manager, Ina Ruthernberg said Zambia is endowed with enormous renewable resources including solar energy, wind and small hydro.

Mrs. Ruthernberg added that the maps will provide quick and easy access to solar and wind resource data.

Jerabos march on the streets of Mufulira to demand the Black Mountain

FILE: Jerabos celebrating the controversial decision to hand them back the Black Mountain.

Hundreds of small-scale miners commonly known as Jerabos backed by freedom fighters and youths from the ruling Patriotic Front have marched on the streets of Mufulira asking for government to give them the mineral rich dump site called the Black Mountain.

The procession, which stretched for over five hundred meters, involved several Jerabos riding in tipper trucks and mining equipment.

The marchers went through Mufulira’s Central Business District carrying placards for their various mining cooperatives calling for the handover of the Black Mountain in the mining town.

At the Mufulira Civic Center where they gathered, Bonse Chesu Mining Union Cooperative Secretary General Gift Chibale said over 50 cooperatives are appealing to President Edgar Lungu to hand over the Black mountain to the youths.

Mr. Chibale said the slug dump will help young people create their own jobs and have viable businesses.

He added that among the cooperatives are those representing widows, former miners, Jerabos, youths and freedom fighters.

Mufulira Deputy Mayor Beatrice Kapansa and PF Copperbelt Province Youth Chairperson Don Mungulube attended the event.
