The ruling Patriotic Front (PF)’s Central Committee met yesterday at State House and was chaired by the Republican President and Party President Edgar Lungu. The meeting was also attended by Republican and Party Vice President Mrs Inonge Mutukwa Wina.

The party did not discus all the agenda items, but adjourned the meeting to 2nd June 2019 to deal with remaining agenda items.
The statement further said that the the issue of former UPND Vice President Geoffrey Bwalya Mwamba and that of Lusaka Lawyer Kelvin Bwalya Fube and Julius Komaki were not discussed at yesterday’s meeting.
While certain quarters have made it a full time vocation to spread messages of doom and gloom and spread negative sentiments about our country, the reality is that while we could definitely improve in certain areas and we may have some hiccups here and there, Zambia’s outlook is definitely positive.
CNN LISTS LUSAKA AS ONE OF AFRICA’S FOUR MUST-VISIT-DESTINATIONS
Cable News Network (CNN) the American based television news channel has listed Lusaka as among the destinations American and other international tourist need to visit.
In an article entitled “Four Africa city destinations you should visit right now” written by Bert Archer and published on the CNN website on 17th May 2019, Zambia is described as “having the world’s fastest-improving economy” (according to the World Bank) and one of the friendliest countries on the continent as it lists a number of tourist sites in the capital, including First President Dr. Kenneth Kaunda’s house in Chilenje.
The three other African destinations recommended by CNN as the best African cities to visit are Addis Ababa in Ethiopia, Abidjan in Côte d’Ivoire and Dakar in Senegal.
AfDB SAYS ZAMBIA IS ONE OF THE BEST PERFORMING PORTFOLIOS
It is not just CNN that has been attracted to the many positives of Zambia.
Dr Kapil Kapoor, the Director General, Southern Africa Regional Development and Business Delivery Office, of the African Development Bank (AfDB)was recently in the country to hold bilateral talks. During his visit, Dr, Kapoor said the AFDB is pleased with how Zambia is implementing its funded projects adding that the USD1Billion investment Project portfolio being implemented by Zambia is impressive.
Dr Kapoor said “The AfDB funded projects are spread across a variety of various sectors and they are mostly dominated by infrastructure, so it is largely Transport, Energy ,Agriculture, and it’s a portfolio that’s actually doing very well”.
The AfDB executive went on to reveal that “The Zambian portfolio is actually one of the best performing portfolios across the bank”.
“Sometimes there is a lot of attention that is paid to new money that comes, but actually, if you look at what’s really important, it is how the country is implementing the projects and programmes it has already received. And so I’m pleased to report that Zambia is doing very well in this regard” Dr Kapoor said.
While all the 24 AfDB funded projects that have been established in Zambia in various sectors across the country, including Agriculture, Education, Water Supply and Sanitation, Infrastructure and Roads and Bridges, Energy, Environmental Protection, climate change, are all important areas, the PF Government of President Edgar Chagwa Lungu is committed to paying a lot more attention to supporting the private sector, in order to accelerate even further growth as we look to transforming Zambia into a middle income country by the year 2030, as per Vision 2030.
Accordingly, AfDB has this year allocated US$700 million to supporting private sector growth in Zambia, aimed at stimulating growth across the entire value chain.
Dr Kapoor’s observations on the PF Government of President Edgar Chagwa Lungu’s positive performance and stewardship on the implementation of AfDB funded projects reflects the PF governments passion to improve the ordinary Zambian’s life through infrastructure development.
INFRASTRUCTURE DEVELOPMENT; A PRECURSOR FOR INDUSTRIALISATION AND SUSTAINABLE DEVELOPMENT
Power (energy), transportation (road, rail, air, maritime), portable drinkable water and sanitation – sometimes referred to as “hard” infrastructure – are of paramount importance to the economic growth and development of any country.
This is the reason why the PF government – under the leadership of the late President, His Excellency Mr. Michael C. Sata (MHSRIP) and now under the able leadership of His Excellency President Edgar Chagwa Lungu – remains resolute to deliver infrastructure development as a means of bringing about inclusive economic growth and development, and improved human wellbeing.
For the Patriotic Front (PF) as per our comprehensive manifesto, infrastructure development is critical in achieving Zambia’s objective of becoming a prosperous middle-income country by the year 2030 as enshrined in the Vision 2030 and other national strategic documents.
A SENIOR BRITISH PARLIAMENTARIAN’S COMMENTS ON ZAMBIA
These efforts have received local and wide international recognition. Fairly recently, British politician Sir Richard ottaway commenting on Prince Harry’s visit to Zambia said:
“Zambia is a country rich in resources, which provides a business-friendly environment, where government and global companies are welcoming the opportunities provided by its market access across southern Africa”.
Sir Ottaway described Zambia under the Patriotic Front Government of President Edgar Chagwa Lungu:
“A vibrant, democratically stable, environmentally aware nation and one of the main success stories of post colonialism”
Conclusion
As a pro-poor party, the PF government believes that broad-based development and poverty reduction is about – among other things, meeting basic needs such as portable drinkable water, Health Facilities, Educational Institutions, food, as well as decent and affordable shelter and sanitary services. This is critical in order to bring about smart and sustainable urban development for a Zambia without slums. The PF is leading the delivery of these mega “human-centred” development programmes through public and private channels such as the public-private partnership (PPP) model.
By the time the L400 project aimed at expanding and upgrading some Lusaka roads to bituminous standard is concluded; and by the time the US$389 million Lusaka Decongestion Project (LDP) aimed at decongesting the city by building and expanding roads, fly-over bridges and overpasses, is commissioned around 2020, Lusaka will not only be one of the must-visit cities in Africa but in the world.
By the time all the AfDB projects and other bilateral, multilateral and government initiated infrastructure projects are concluded; and by the time the current PF driven Economic stimulus package for the Copperbelt is in full swing, Zambia will be a country that will be highly industrialised and diversified, and the standard of living and quality of life for the ordinary Zambian will be better than it has ever been.
It has been said ordinary politicians only plan for the next election; while statesmen cater not only for the current generation, but they plan for future generations as well.
President Edgar Chagwa Lungu is a Statesman; The Patriotic Front will not be swayed by myopic politicians only focussed on winning the next election by spreading negative sentiments.
HAKAINDE Hichilema has no solutions to problems in the mining sector but his interest is to ensure he becomes republican President for his business partners to buy the mines, Geoffrey Bwalya Mwamba (GBM) has said.
Mr Mwamba said claims by the UPND leader that he had solutions to the problems facing the mining sector were false but that his interest was to buy the mines with his partners once he becomes President.
“Now, if the mines are bought by his business partners, how is he going to stop them from exploiting Zambians. So be careful that man does not mean well.
“You will regret voting for him. He will actually bring confusion and division,” he warned.
Mr Mwamba has said he was confident that President Edgar Lungu would find solutions to the problems and challenges facing the mining sector and other areas of the economy.
He said, instead of listening to the lies of disgruntled politicians who had resorted to lying in order to win the support of the people, Zambians should support President Lungu.
He said, with the support of Zambians, President Lungu would set the stage for economic recovery and national development, especially that he was an objective, mature and humble leader.
”Let us support President Lungu, he will find solutions to the problems in the mining sector. Let us help him. Unlike Hichilema, President Lungu is humble and listens to the people. Have you seen what he has done at Konkola Copper Mines (KCM)?” he said.
And the former UPND vice-president has warned National Democratic Congress (NDC) Consultant Chishimba Kambwili and other opposition leaders being courted by UPND to be careful because they will be kicked out unceremoniously after being used.
And Mr Mwamba has said he is confident that President Edgar Lungu will find solutions to the problems and challenges facing the mining sector and other areas of the economy.
Mr Mwamba said Mr Kambwili and other opposition leaders being courted to work with the Hakainde Hichilema will regret after realizing that they were being used for money and their supporters.
Mr Mwamba speaking on Friday afternoon at Buchi Hall in Kitwe when he addressed former UPND members who had defected to PF after he was expelled from the opposition UPND.
He said in the four years he had been in the UPND, he had gone through trials and temptations until they decided to expel him after using him, his money and his supporters

Local Government Minister, Vincent Mwale officiates at this year’s commemoration of the seventh international fire fighters’ day
Local Government Minister, Vincent Mwale says Eight Million Kwacha has been released for the completion of Livingstone’s Intercity Bus terminus and the Town Centre Market, commonly known as Zimbabwe Market.
Mr. Mwale says the funds have been released by NAPSA after entering into a partnership with the Ministry of Local Government to complete the two structures.
Mr. Mwale disclosed this to ZNBC News in an interview today.
Mr. Mwale said Zambia National Service -ZNS – who are already on site will complete the two structures, which have dragged for some time now.

And the District Commissioner, Precious Muyenga, who expressed sadness over the situation, has urged civil servants in the district to be proactive and attend to challenges in the district saying that is what they are paid to do.
Mrs. Muyenga said a clinic cannot be without water for over a year yet there is an officer under the ministry of water development as well as the council that should have worked on that problem.

Speaking today during a Press briefing where the NGO gave its Final dissemination report on the Roan Parliamentary by election, Gears Executive Director Macdonald Chipenzi called for an interrogation on why some political parties do not participate in elections hence limiting choices for electorates.
Mr Chipenzi said that the trends of paper political parties is destroying electoral democracy in the country.

First Lady Esther Lungu has urged women and girls who might have dropped out of school to continue their education through adult literacy programmes.
She said such programmes will keep them abreast with social and technological advancement in the world.
Meanwhile, Mrs. Lungu has stressed the need for more secondary schools in rural areas.
She observed that several children rarely attain secondary education due to inadequate number of secondary schools within their communities.
Mrs. Lungu said this in an interview with ZANIS in Nyimba shorty before departure for Lusaka.
Mrs. Lungu also commended partners that have invested in health, education and water and sanitation especially in rural and remote areas.
She stated that the Bible Gospel Church in Africa (BIGOCA) and Nyimba investments limited have contributed to improving the lives of the people in Nyimba through their developmental programmes in the three sectors.
Mrs. Lungu said that issues of school dropouts, early marriages and cattle herding among boys would be reduced if the country had adequate school infrastructure.
The first lady has described her one-week trip to Nyimba as a success as all interventions that were planned have been accomplished.
Finance Minister, Margaret Mwanakatwe, has directed the Accountant General to ensure that all accountants in government are registered with a regulatory body.
Mrs. Mwanakatwe further said that the Ministry of Finance should take up the payment of subscriptions for all accountants that are going to be registered.
The Minister’s directive comes after one of the delegates at the 34th Zambia Institute of Chartered Accountants(ZICA) Annual Conference, expressed concern over unregistered accountants serving in government, especially in remote areas.
Mrs. Mwanakatwe has further urged Accountant General and the Deputy Secretary to Cabinet to go on the ground and check what is prevailing.
And Accountant General, Dick Sichembe, said his office will comply with the Minister’s directive as it is a requirement by law that all accountants in the country are registered to a regulatory body.
He however said most accountants in government are registered but that the challenge has been in paying annual subscription fees to regulatory bodies.
Meanwhile, Deputy Secretary to Cabinet, Christopher Mvunga, has urged Directors of Finance in the public sector to provide professional advice on financial management issues to respective controlling officers to stem out audit queries.
Mr. Mvunga has further urged the Directors of Finance to work closely with the office of the Accountant General to encourage the use of more efficient digital financial products that financial institutions are offering to promote efficiency and reduce financial irregularities.
Mr Mvunga said this last night at the Zambia Institute of Chartered Accountants – ZICA Annual Ball held at Avani Victoria Falls Resort.

And Mr. Mvunga has assured that the government is fully committed to implementing various public sector financial management reforms.
He urged accountants to familiarise themselves the Accountants Bill of 2018 and work closely with the Ministry of Finance and Justice, to address all issues related to the work of finalising the Bill so that it can be presented to parliament for consideration.
Vernon Mwaanga with Alexander Chikwanda meeting the George Bush Senior
By Vernon Johnson Mwaanga
IT IS 56 years since our founding fathers got together in Addis Ababa, Ethiopia on 25th May, 1963 to form the Organisation of African Unity (OAU), which 38 years later was transformed into the African Union (AU). Prior to the formation of the OAU, two groups informally existed, namely the Casablanca Group and the Monroviai Group, which formally disbanded in May 1963 and became part of the OAU. Africa Day (formerly Africa Liberation Day and Africa Freedom Day) is the commemoration of the founding of the OAU, now known as the AU.
Africa’s freedom did not come easy. It had to be fought for. Brave men, women and youth paid for it with their blood, life and sacrifice.
Africa Day continues to be celebrated both in Africa and around the world. Many African countries which include Zambia, Ghana, Lesotho, Zimbabwe, Mali, etc, recognise Africa Day as a public holiday. Other countries across the African continent also have different forms ofo celebrations to mark this historic day. Cities such as London, New York, Dublin, Washington DC, and Melbourne engage in academic gatherings and cultural showcases to mark the day.
The end of World War Two saw a redoubling of efforts from the people of Africa to speed up the process of decolonisation and to end apartheid in South Africa.
Thus, between 1945 and 1965, a significant number of African countries gained independence from European colonial powers, with Ghana becoming the first African country, south of the Sahara to gain independence on 6th March, 1957 under the leadership of Kwame Nkrumah. Ghana’s independence, therefore served as a great inspiration to other African countries fighting against colonial rule and apartheid.
A year after its independence, Ghana convened the first Conference of Independent African States on 15 April, 1958. African countries in attendance included Ethiopia, Libya Sudan, Liberia, Egypt, Tunisia and Morocco amongst others, with representatives of liberation movements from Northern Rhodesia (now Zambia), South Africa, Tanganyika ((now Tanzania), Kenya, Algeria and Cameroon.
This conference served as a collective platform for Africa’s explicit rejection of colonial and imperialist domination. It also became the first Pan African liberation conference to be held on the African continent.
Five years later on May 25 1963, following the sentiments expressed at the Ghana conference, the Organisation of African Unity was formed in Addis Ababa, Ethiopia, hosted by the Emperor of Ethiopia, Haile Selassie.
Over thirty states attended this meeting, as well as representatives of liberation movements from the former British and Portuguese colonies and apartheid South Africa. Zambia was represented by Dr Kenneth Kaunda, who was then Minister of Local Government in the UNIP-ANC coalition government.
At that conference, a charter was adopted where the organisation reaffirmed its commitment to support the liberation struggle until every inch of the African Continent was liberated from the yoke of colonialism and apartheid.
The African leaders also made a commitment to improve the living standards of the people of Africa and move towards building greater unity among all the people of Africa. At this very conference, Emperor Selassie declared that “May this convention of union last 1,000 years”.
Subsequently, the OAU formed a Liberation Committee which was based in Dar es Salaam at the invitation of president Julius Nyerere of Tanzania, and a sub regional office was set up in Lusaka at the invitation of president Kaunda and based at Chilimbulu Road, which was initially headed by freedom icon Mukuka Nkoloso.
Many freedom movements were based at the liberation centre such ZANU and ZAPU of Zimbabwe; ANC and PAC of South Africa; FRELIMO of Mozambique; SWAPO of Namibia and MPLA of Angola.
This decision to host these liberation movements at the liberation centre in Lusaka came at a high price.
Zambia was constantly being bombed by the apartheid regime in South Africa, the Portuguese colonialists operating from Mozambique and Angola and the illegal regime of Ian Smith in Southern Rhodesia, which resulted in the wanton destruction of infrastructure in many parts of Zambia, death and maiming of many Zambians. It was indeed the high price of principles and I give credit to the gallant people of Zambia, who unwaveringly supported their leaders during this difficult period. It would have been impossible to continue this stance without their support. The people always told the leaders never to give up this struggle until every inch of Africa was was free from colonialism and apartheid.
Africa Day also means a lot more, because of subsequent decisions which have been taken by the African Union to accelerate economic development, integration, gender equality, democratic governance, the holding of free, fair, transparent and democratic elections which would meet international standards and be a true reflection of the will of their people, adoption of Africa’s Agenda 2063, zero tolerance to military coups and undemocratic changes of governments without the express will of their people, disease control and prevention, managing conflicts on the African continent, formation of regional organisations such as SADC, ECOWAS, East African Community, IGAD and the Maghreb, to act as stepping stones towards the creation of one Africa, among many others.
Yes there have been challenges and disappointing setbacks. As the founding fathers stepped aside to allow for generational changes, many of what they represented and stood for have either been abandoned or severely compromised. Unbridled corruption among some African leaders has become the order of the day. Many have amassed conspicuous wealth at the expense of their people.
Some of the new leaders are putting self above service to the people who elected them and many African countries have reduced their people to nothingness, with some saying that they were better off when the colonialists were still in charge. Some African countries have become failed states as their citizens vote with their feet and preferring to die on high seas in search of better lives.
Cruelty, inhumanity, shrinking democratic space and press freedom have become the order of the day in some African countries as the lust for personal wealth and power have taken root. It is the duty of the younger African leaders to arrest this perilous drift away from what was left by the founding fathers.
They should rebuild unity and inclusiveness which have served our continent well in the past. They should encourage innovation and creativity in order to rebuild African economies and make them less dependent on debilitating loans and international aid and make fair trade the corner stone of their economic policies and programmes.
There are many Africans who feel betrayed and let down by their new leaders. They should not lose hope, because our continent still has a lot to offer to its people and the world at large. We still have abundant mineral, human and other resources, which can be put to much better use, provided there is enlightened and visionary leadership.
We cannot erase our ugly and sometimes cruel past, but we can learn from it and make our continent a better place for the people of Africa and I mean all the people.
The Author was Zambia’s first diplomat, as Deputy High Commissioner in London and a founding member of the Movement for Multi-Party Democracy and served in various government portfolios.
“…the righteous give generously.”
(Psalm 37:21, NIV)
Give Generously
Did you know that when you give to others in need, the Bible says it’s like giving directly to God Himself? When you step out and bless other people, you are honoring and blessing the Lord. The Scripture tells us to give our best, to give generously. In other words, stretch yourself. Go out of your way. It may be uncomfortable to walk over and pay for someone’s gas, but that’s being generous.
I encourage you today, look for ways to give generously and meet the needs of others. You can’t help everyone, but you can help someone. You can be the answer to someone’s prayers. Remember, people have many different types of needs. There may be someone who needs some encouragement. Give generously when you give that encouragement. There may be someone in your life that just needs a friend; they need some quality time. Give generously of your time and pour into that person. As you give generously to others, God will multiply those seeds in your own life in return!
A Prayer for Today
“Heavenly Father, today I am releasing every negative thing that has happened to me. I’m forgiving every person who has hurt me. I’m forgiving myself for mistakes I’ve made and releasing every disappointment so that I can live in Your peace and victory. In Jesus’ Name. Amen.”
Zambia’s ambassador to Ethiopia, who is also Permanent Representative to the African Union Emmanuel Mwamba in the middle
Zambia’s ambassador to Ethiopia, who is also Permanent Representative to the African Union (AU) Emmanuel Mwamba expressed gratitude to SADC Ambassadors who are supporting his call that Dr. Kenneth Kaunda is increasingly recognized by the African Union for his role in the liberation of Southern and Africa as a whole.
He said that Dr. Kaunda’s name is absent in halls, buildings, pictures displayed and other paraphernalia at the African Union Headquarters.
He said until history was properly recorded, names of great heroes that have made immense contributions like Dr. Kaunda would go into oblivion.
And the AU has noted Zambia’s founder president and Africa’s foremost statesman, Dr Kenneth Kaunda for his lifetime commitment to Africa’s liberation.
During the celebrations to mark Africa Day, and led by the African Union Deputy Chairperson Kwesi Querty, the Africa Union noted that President Kenneth Kaunda and Zambia contributed immensely to the freedom and independence attained by Africa.
A special Happy Birthday song to mark the 95th Birthday Anniversary for Dr. Kaunda was sung by the African Union choir at a ceremony held in the Nelson Mandela Hall.
The AU also recognized that President Kaunda was the only founding president of the African Union (OAU the fore runner to AU) who was still alive.
A special slot was also allocated for Dr. Kaunda to address the Meeting through video conference.
Earlier, the Africa Union inaugurated the Memorial Wall that lists all fallen heroes that paid the ultimate sacrifice in armed conflicts that the African Union Peace Mission have been involved in to bring Peace across Africa.

The Zambian Open University Students Union (ZAOUSU) has today disbursed K39, 980 in interest-free students’ loans to 17 students of Zambian Open University who were threatened with the prospect of not sitting for May/June 2019 Semester Examinations due to unpaid tuition balances.
Announcing the decision to award interest-free loans, Chairperson of the Student Revolving Fund Committee and ZAOUSU Vice President, Maxwell Chisase said the Union, in consultation with ZAOU Management, awarded the loans ranging from K1,200 to a maximum of K3,560 to 17 students who had applied for the relief measure to enable them take examinations.
“We wish we could award these loans to all students who had applied but the Union has limited resources and a couple of priorities. These loans are purely supported by voluntary student contributions and supplementary funds from the Union,” said Vice President Chisase
Mr. Chisase said the Union looks forward to students and members of the public taking up the challenge to grow the Revolving Fund as it has become apparent more and more students are faced with financial difficulties to meet their tuition fees.
“Our Union established this Fund to enable students to borrow and return within two months of disbursement of the loan to students. This was part of our campaign promise last year to help our fellow students,” said Chisase.
Among the beneficiaries of the current loans are 6 students from the School of Law, 5 Students from the School of Education, among others.
In 2019, ZAOUSU has allocated a total of K44,000 towards the students’ loans. The loan was started with a total of 14,000 in 2018 and is meant to grow each year dependent on the repayment of the funds by beneficiaries.
The ZAOU Students Union was elected on the promise of “putting students’ interest first” and promised to mobilize resources from members of the public as opposed to reliance on never-ending trend of over-reliance on government to meet some of the students’ needs.
