Shepolopolo battle Lesotho in COSAFA Womens Cup group opener

Zambia opens the 2018 COSAFA Women’s Championship on Thursday with a Group B match against Lesotho at Wolfson Stadium in Port Elizabeth, South Africa.

The annual regional competition is running from September 12-22.

Shepolopolo’s opener against Lesotho will start at 15h30.

Zambia is seeking an improved display at this year’s event after reaping bronze at the 2017 edition in Zimbabwe.

“As players we are ready for the game against Lesotho. Our aim is to win the opening game. We have good chances of winning,” Shepolopolo skipper Misozi Zulu said.

Meanwhile, Cameroon is Zambia’s next opponent on Saturday at the same venue before they wrap up Group B action with an encounter against Mozambique next Tuesday.

The three group winners will qualify to the semifinals with one best loser in the three batches.

Reflecting on her own experiences shattering the glass ceiling in the legal profession, Linda Kasonde shares her journey to leadership, while challenging other women to fulfil their leadership potential. Linda Kasonde is the current and first female President of the Law Association of Zambia. She was admitted to the Zambian Bar in 2001. She has worked at the National Legal Aid Clinic for women and also in a renowned local law firm where she became a partner in 2009. Later, she became the first female lawyer in an established law firm to be elevated to the position of named partner in Zambia. In 2016, The Africa Report named Linda Kasonde as one of the people in Southern Africa to watch out for in 2017. She received the Zambia Society for Public Administration’s award in recognition to her contribution to the advancement of public service excellence in Zambia. She is also an Archbishop Desmond Tutu Leadership Fellow and an alumna of the U.S. State Department’s International Visitors’ Leadership Programme and an alumna of Harvard University’s ‘Leadership in the 21st Century’ programme. This talk was given at a TEDx event using the TED conference format but independently organized by a local community.

LAZ weighs in on Hakainde Hichilema’s contempt

THE Law Association of Zambia has finally cleared the air by stating that the procedure for reporting the contempt of court committed by Mr. Hakainde Hichilema was followed and that the Director of Public Prosecution (DPP), Lillian Shawa-Siyuni, must evaluate the available evidence to decide whether to prosecute or not to prosecute the case.

Responding to questions from journalists during the Public Discussion Forum on the ‘Executive versus the Judiciary’ organised by News Diggers at Southern Sun Hotel on Tuesday night, LAZ President Eddie Mwitwa stated that any member of the public has a right to make a complaint to the DPP or the courts against contempt committed outside the face of the Court.

Mr. Mwitwa said the DPP has powers to prosecute contempt and the alleged culprit, Mr. Hichilema, is entitled to be represented by a lawyer of his choice before an independent and impartial court.

The LAZ chief said contempt outside the face of court is dealt with like any other criminal offense such as theft where any person makes a complaint with the DPP or the Court and the DPP has discretion to prosecute after evaluating the strength of the available evidence

Last month, Deputy Chief Justice, Marvin Mwanamwamba, in response to a complaint lodged by a citizen wondered why, for “unexplained reasons” the Constitutional Court has not cited Mr. Hichilema, as the “culprit”, to prove his allegations against the three judges of the Constitutional Court whom he accused were “corrupt, evil musketeers setting the country ablaze just over money, nepotism and unprofessionalism.”

The remarks by Mr. Hichilema were defended by his party Spokesperson, Charles Kakoma, who said the Constitutional Court decided not to charge Mr. Hichilema with criminal contempt because they did not deem it as an offence. Mr. Hichilema has also been defended by US based Professor Muna Ndulo, whose remarks have now been contradicted by the Law Association of Zambia.

Various political parties and groups have called for the prosecution of Mr. Hichilema and wondered why he has been treated as a sacred cow when other citizens face similar contempt proceedings before various courts of law. Last year, Mr. Hichilema had himself instituted separate criminal proceedings against a government minister and staff at State House.

UNZA Lecturers on go slow strike with immediate effect

The University of Zambia Lecturers and Researchers Union (UNZALARU) has resolved to go on go slow with immediate effect. According to a statement signed by UNZALARU Publicity Secretary Moffat Moyo, Staff have been owed contractual obligations as far back as 2010.

Mr. Moyo, said that the Union has a lot of unresolved issues such as negotiations for the year 2018, which is almost ending, adding that since January 2018, the Union has been making attempts to begin negotiations for conditions of service.

Mr. Moyo, also accused Management of taking a casual attitude in handling the matters.

And Ministry of Higher Education Permanent Secretary Mabvuto Sakala referred all comments to the Registrar at UNZA. Mr. Sakala said the Ministry is not in a position to comment on the matter and that they are not in receipt of official correspondence from the Union.

University of Zambia (UNZA) management said that it is working with relevant stakeholders to ensure issues raised by the UNZA Lecturers and Researchers Union (UNZALARU) are resolved amicably, in order to prevent the situation from escalating.

UNZA Public Relations Manager, Damaseke Chibale said that management was already putting in place measures to adequately resolve the matter administratively.

Mr. Chibale further said that the lecturers will be informed on the progress after the engagement with their UNZALARU leadership.

Yesterday, UNZALARU issued a letter to the University Registrar demanding for payment of contractual obligations, for as far back as 2010 as well as the 2018 conditions of service negotiations.

Meanwhile, Mr. Chibale said UNZA management was not in a place to decide how to resolve the matter regarding the expelled students, because it was the students, who took the matter to court.

This is in a matter where some students were expelled for having engaged in riots in June this year.

Yesterday, 7 suspended students that participated in a riot in June have asked for forgiveness from President Edgar Lungu, saying they are repentant and regret their behaviour. One of the students Richard Malambo who spoke on behalf of his colleagues also pleaded with the public to pardon them. Mr. Malambo a fourth-year student appealed that their suspension be lifted and promise that they will be better students.

And another student, Kakonde Muzungu said they have learnt a lot from the suspension.

And, Pillars of Peace National Youth Coordinator, Winfred Chilufya appealed to President Lungu and Minister of Higher Education Nkandu Luo to heed to the calls made by the students adding that their families depend on them.

The 7 students include Lifuke Muyenga, Winner Mwiinga, Kerris Habwacha, Ben Muwela and Paul Mwauluka.

PART 1: Dealing With Uncivil Agendas in the Development Arena

PART 1: An Agenda to Swivel… act Sore…Sigh…and have Tea to please Paymasters

The issue of debt from China has been grossly distorted by some members of the opposition and their allied civil society who are waging a less than subtle anti-government and anti-China campaign that borders on xenophobia.

When people who are deemed to be civil begin to talk and act as if they possess sole ownership of title to moral high ground and when they deliberately try to give the impression that they have an exclusive patent to wisdom, there is cause to question their motive.

And when they deliberately jump to conclusions based on nothing, but raw gossip and spiteful speculation and they harp on with rhetorical questions to which they have already received answers one begins to wonder about their civil nature (or the lack of it). In such a situation, one can only be led to the logical conclusion that they are bent by the cynical rather than balanced by the empirical.

For the benefit of those who conveniently choose to ignore statements from the Ministry of Finance: Zambia has contracted both concessional and commercial debt from China. OUR NATION HAS NOT DEFAULTED ON ANY DEBT FROM CHINA or any other country, and appropriate measures are being taken to ensure it remains that way.

We further wish to remind our colleagues particularly in “civil Society” that every contracted loan is published in the Government’s Mid-Year and Annual Economic Reports that are laid before Parliament as required by law.

The Economic Reports are widely distributed to all stakeholders and to both the electronic and print media audiences.

Our friends are at centre stage of the anti-China puppet show being played out here in Zambia and it should not come as a surprise. It should in fact be expected -those pulling their strings thousands of miles away in the west.

All this drama is the outcome of the discomfort of Sino-phobic western powers and their agents at the blossoming of Chinas relationship with Africa.

Rwanda journalist Gerald Mbanda gives some useful insight into Afro-Sino relations and the resultant flak from the sulking west and its agents:

Western countries mistake China’s cooperation with Africa as something new, which is not the case. Although China’s presence in Africa is more visible today than ever before, with increased trade, large infrastructure projects and loans, the friendship between China and Africa dates to the 1950s and 1960s, when African countries were struggling for independence.

It should not be conveniently forgotten that China had well established diplomatic relations with the Organization of African Unity which advocated the total liberation of the African continent.

The OAU later transformed into The African Union, and when China built the $200 million AU headquarters in 2012, it cemented the long friendship between China and Africa.

Rather than being a gift or bribe as Western countries have claimed, it was slap in the face for the West, which had never even considered doing something like that.”

While China is currently helping many countries with infrastructure development which is a key determinant for economic prosperity, Mbanda also highlights China’s historical support in the liberation struggle on the continent:

China supported Africa countries’ liberation struggles even when its own economy faced serious challenges. The Great Leap Forward, which was aimed at rapidly transforming China from an agrarian to industrialized economy, failed to take off.

Then Chinese leader Chairman Mao Zedong was trying to adapt a Soviet economic model which did not work as expected, probably because it was not the right time for China due to the lack of sufficient capital to invest heavily in both industry and agriculture at the same time.

He later concentrated more on efficient ways of organizing labour and increasing agricultural production.”

Thus, China’s support to the African liberation struggles was not that of a rich nation supporting poor Africa, or a method of trying to take over Africa. It was out of ideological clarity and sacrifice for the liberation of the oppressed African peoples.

Given this, and China’s foreign policy of non-interference in domestic affairs, cultural respect and the absence of racial prejudice, China has gained much acceptance in Africa.”

In terms of “historical baggage”:

China also does not have the historical baggage in Africa that Western countries do.

The relationship between the West and Africa since the 16th century has been dominated by gross human rights violations, notably the slave trade, killings and massive plunder of Africa’s resources. Today, the West Champions human rights and gives lessons to Africans on how they should behave…”

Mbanda article tells it as it is.

We are not saying the Chinese are perfect; nobody is. Just like in any society, there will be good people and bad people. It would be hypocritical to hold the Chinese to a higher moral standard than ourselves, our former colonial powers and the neo—colonial west, or any other peoples.

Considering the above, it is very unfortunate that some of our Civil Society Organisations have misunderstood their role.

More often than not, these CSO’s have exhibited more of a reactionary approach to engaging with government. They are irrationally antagonistic to the state and are always in opposition mode with their thinly veiled interest in acquiring political power through their inclination towards the UPND. Their reluctance to censure the opposition whenever it insults government and the judiciary is clear testimony that they are an appendage of an opposition party.

They are elitist and lack representation at grassroots level; they represent themselves and their paymasters only.

As Mweshi (2009) observes; “CSOs are greatly reliant on foreign donors for funding, and to some extent they compete amongst each other for donors. This has implications for the independence of the organizations’ agendas and ideologies, and it places serious constraints on home-grown strategies for development.

It is common for NGOs to change their strategies and missions to align with those of their foreign funders, and they promote a rhetoric that validates their existence only by compromising their character…”

The foregoing commentary is a sad reality of the status quo and subsequently an indictment on CSO’s and their standing.

Laura Miti and company play to the tune of their sponsors and can never say anything against their controller’s agenda. In one of her typically prejudiced articles Ms. Miti hypothesised that “borrowing will cause PF to lose power in 2021”. If this were to be, it would make her jump for joy.

The truth is that Ms Miti and her “civil society” colleagues are aware that with the investment from China and its resultant infrastructure development in roads, bridges schools, hospitals etc., PF will be untouchable in 2021. However, if by any chance, PF heeded her woeful “counsel”, there would certainly be nothing for PF to show …in which case she would only do cartwheels and gloat with glee!

They would in such a scenario be the first to claim that “PF has failed and so should be voted out”.

CSOs mustn’t just end at expressing irrational fears and asking Govt what next – they must be challenged to present expert ideas on how to ensure that we safeguard macroeconomic and debt sustainability.

However, they seem to be preoccupied with some kind of fear of the unknown. Perhaps it is an obsession to maintain the proportions of the deep receptacles of reward of their sponsors?

They receive money with a mission… to advance particular agendas. This causes them to speak with pre-determined ideas from a compromised position. That is why they have conveniently chosen to overlook the details of our response on ZESCO and ZNBC.

We are deeply concerned that they appear to have veered off the straight and narrow and are perilously off course. They are now steeped in a one-track minded groove of prejudice all because they need to justify funding for activities from their Sino-phobic donors.

These are persons who have at one time or another been of great benefit to our nation. They need to look deep within to reflect on what they have become. Prejudice, racial bias, bigotry and unverified gossip should be below them – they are deemed too decent for that.

It is a sad irony that they are the ones that are selling out this country with their unpatriotic propaganda. Money is the string with which the sardonic puppeteers direct the motions of their puppets; and the puppets love their strings.

Their credibility is in question. Can they come out clean on their funding?

Can they publish their audited accounts for each member organisation and collectively as CiSCA or whatever format they choose to morph?

How much do they each get paid as Directors in their respective “organisations”?

If they’ve got nothing to hide can they divulge their source of funding and how it is spent?

If they really mean well why haven’t they condemned the opposition sponsored proliferation of online anti-China sentiment and hate speech promulgated through fake articles and videos?

They are in a marriage of (in) convenience with our foreign sponsored opposition which sides with “liberal” neo-colonialists. Their aim is to retain and return our wealth to colonial masters. However, they have to contend with our masters-the people.

In the meantime, while they “SWIVEL in their chairs …talk and act SORE…SIGH and have TEA for a living; we are focused on the people and national development.

Nothing will deter us from serving the people through the execution of the PF manifesto and related goals such as vision 2030, and the 7th National Development plan among others.

To achieve this, we need to cure the country’s infrastructure deficit in order to attract foreign direct investment; Good business that is good for the economy.

It hasn’t missed the attention of the nation that these same people never condemned the prospects of an IMF bailout agreement and in fact, whenever it appeared the process hit a snag; these same people jumped in wide eyed delight.

Is the question that it’s a Chinese debt or that it’s a debt?

Would these persons have reacted the same way had it been any other country lending to Africa and Zambia?

At the end of the day, like Deng said:” it doesn’t matter the colour of the Cat, so long as it catches the mice”.

We have to push back the frontiers of underdevelopment and poverty by investing in our infrastructure (in the economy).

They must resist the temptation of playing to the gallery of neo-colonial agenda.

They must remain civil.

Ours is a civil agenda…with many civil works.

Nevers Mumba found guilty of Abuse of Office, but Escapes Jail Time

MMD faction leader Nevers Mumba has been found guilty of abuse of Authority of Office.

The two offences are said to have been committed when he served as Zambia’s High Commissioner to Canada.

Dr Mumba was convicted by Ndola High Court Deputy Registrar Joshua Banda sitting as Lusaka Magistrate.

In this matter the convict was charged with willful failure to comply with applicable procedure relating to management of public funds.

It was alleged that Dr. Mumba failed to follow procedures regarding the engagement of a contractor to do repair works at the Zambian High commissioners’ residence in Canada.

Speaking when he delivered his judgement, Magistrate Banda said he has found Dr. Mumba guilty because he knew the procedure by virtue of his position.

The Magistrate however granted an absolute discharge to the convict because the omission he made was not grave.

Magistrate Banda said he has considered the fact that Dr. Mumba once acted as Republican President and that he is pastoring a Church.

This was after Dr. Mumba pleaded with the court not to send him to jail because he is a family man and leader of the MMD.

He also said he is a Pastor and once served as Vice President of Zambia.

Heavy rains destroys infrastructure in Luwingu District

Heavy rains which lasted for several hours yesterday left destruction in Luwingu district of the northern province.

Luwingu District Administrative Officer (LDAO) Alick Kampamba disclosed that heavy rains coupled with lightening destroyed roofing sheets and two teachers’ houses at Njeke and Saili primary schools, respectively.

He explained that at Saili two teachers’ houses have their roofing sheets been brown leaving teachers and their families stranded.

Mr. Kampamba further lamented that the rains have also destroyed houses in Saili village in chief Chipalo area of Luwingu district.

He said the office of the permanent secretary will soon be notified as soon as building officers is done with report.

Mining has not been fully exploited to spur Africa’s development – President Lungu

President Edgar Lungu says Artisanal and Small-Scale Mining has great potential to advance integrated and sustainable social economic development.

President Lungu however said little attention is paid to low value minerals in which artisanal and small scale miners are involved with more concentration on exploitation of high value mineral through multinational companies.

He said the sector is neglected and this is evidenced by lack of clear policies and strategies to harness its potential.

“ It is undisputable that mining has been the main stay of the economies in the African Caribbean Pacific (ACP) region but it has not been fully exploited to spur economic development to the level eliminating poverty in the individual countries, “ said the President.

The President went on to stress that development strategies at both national and global levels have articulated the need to exploit the potential of Artisanal and Small Scale Mining if the sector is to contribute to sustainable social economic development.

The Head of State was speaking in Livingstone yesterday when he officially opened the International Conference on Artisanal and Small-Scale Mining and Quarry management which has attracted over 500 delegates from over 70 countries.

The promotion of Artisanal and Small Scale Mining and exploitation of development minerals is one of the strategies aimed at achieving the goal of the Seventh National Development Plan, President Lungu noted.

Zambia is one of focus countries of the ACP-European Union Development minerals programme which has formed the basis of designing interventions included in the Seventh National Development Plan.

The development of small scale mining calls for formalization of the sector with emphasis on increased production, use of safe and efficient mining methods and environmental protection.

“ There is need improve policies on mineral resources, put in place appropriate institutional and regulatory framework in order to utilize them as a catalyst not only for revenue but as a catalyst for the structural transformation of African economies, “ emphasized the Republican President.

And speaking earlier, African Caribbean and Pacific Group of States, Secretary General Dr Patrick Gomes said there is need for development of the minerals sector as it contributes significantly towards achieving sustainable development goals (SDGs).

And United Nations Resident Coordinator, Janet Rogan said the majority of the small scale miners especially women face many challenges and do not fully benefit from their labour hence the need for formation of cooperatives to enable them access funds from banking institutions.

The International conference which is being held in Zambia for the first time is an initiative of the ACP-EU Development Minerals

Programme, organised by the African Caribbean and Pacific Group of States, European Union, UNDP, Zambian government with support from World bank.

The conference is meant to foster a global dialogue about the development opportunities, best practices and challenges of Artisanal and Small-Scale Mining(ASM)as well as provide opportunities for them to discuss and share their vision of the future.

President Edgar Lungu has since returned to Lusaka after touring some exhibition stands of artisanal and mineral products at Avani Victoria Falls Resort.

Works on uncompleted 650 health posts to resume this month

Government will this month resume the remaining works under the 650 health post project in areas were the construction has not been completed.

About 275 of the 650 health posts have been completed handed over to the Ministry of Health and were fully functional.

Ministry of Health Permanent Secretary for Administration Kennedy Malama says that government will ensure that within the period of 18 months all the 650 health post will be functional across the country.

“ Government is committed to improving infrastructure in the health sector by not only rehabilitating and building new health facilities but also upgrading some of the existing ones, “ he said.

Levy Mwanawasa Hospital, Matero, Chawama, Chipata and Chilenje level one hospitals are among the facilities which have been upgraded in Lusaka district.

He explained that government is working hard to improving the service delivery through promoting good health and the provision of quality health care to the people.

Dr Malama indicated that government has prioritized infrastructure development, equipment and transport provision in order to improve quality health services in the country.

Sven Vandenbroeck collected his first win in charge of Chipolopolo on Tuesday after a 1-0 friendly win away against Gabon in Libreville.

The result marked a good start for the Belgian and is unbeaten from two games in charge of Chipolopolo just four days after an unconvincing 1-1 draw against Namibia in a 2019 AFCON Group K qualifier in Windhoek.

Striker Justin Shonga was again Chipolopolo’s hero when he struck in the 16th minute and could have added a brace but saw his 40th minute goal ruled-out for offside .

It was Shonga’s second goal in as many games following his stoppage time equalizer on September 8 against Namibia.

Meanwhile, Vandenbroeck’s next match will be on October 10 when Chipolopolo hosts Guinea Bissau on match-day-three of the 2019 AFCON Group K qualifiers at National Heroes Stadium in Lusaka in a 17h00 kickoff before travelling to Bissau three days later for the final leg.

Police on the Copperbelt province have recorded a warn and caution statement from former Foreign Affairs minister Harry Kalaba.

Copperbelt Province Police Commissioner Charity Katanga told journalists in Ndola today that Mr. Kalaba who is patriotic Front (PF) Bahati Member of Parliament was summoned by police in connection with several illegal meetings he has been convening in the province.

Commissioner Katanga said the Bahati Constituency law maker held meetings without notifying the police in respect of the public order Act.

Mr. Kalaba held meetings in Chingola, Kitwe and in Ndola districts with a cadre of people without following procedure.

“The parliamentarian has been hosting secret meetings to mobilize what is called as Kalaba movement in churches within the province on the pretext of attending fellowships, “ she said.

She warned that failure by Mr. Kalaba to follow the law, the police will effect an arrest on him.

“Two supporters that accompanied Kalaba to police have been arrested and charged with conduct likely to cause breach of peace after causing confusion at the police, “ said Commissioner Katanga.

Ms Katanga said it is expected that Mr. Kalaba abides by the law irrespective of his political standing.

And Mr. Kalaba when reached for comment described the action by police as nothing because his meetings were held what he termed as a quest to liberate the communities.

He has vowed to continue his campaign saying that he did not mind on the number of times he will be summoned or arrested.
