US approves funds towards expansion of access to HIV/ AIDS services for the people in Zambia

The United States government says it has approved funding which will help to reinvigorated the HIV target of having 1.1 million people living with HIV on Anti-Retroviral Treatment in the country by 2020 run from October 2018 to September 2019

Speaking during the launch of the 2018 Country Operating Plan (COP18) and the commissioning of the Kantolomba health Centre in Ndola, American Ambassador to Zambia Daniel Foote said the funds worth 385 million United States Dollars is meant to expand access to HIV/ AIDS services for the people in Zambia from October 2018 to September 2019.

The funds will help to facilitate bringing ART services closer to the people and also reduce on distances that people travel to access health care services and also to decongest some health facilities in the country.

Mr. Foote said that he is optimistic that the HIV epidemic will be reduced as services will be brought closer to the people as possible.

And Health minister Chitalu Chilufya thanked the US government for the support towards the fight against the HIV AIDS pandemic to the Zambian government.

“ The funding will escalate interventions in priority populations such as children, adolescent girls and young woman between the aged 15 to 24 years and men aged 24 to 35 years, “ said the minister.

Mr. Chilufya added that there is need to invest in innovations that will ensure that the underserviced population have access to HIV testing services such as self-testing, index testing and geographic focus on areas with high prevalence incidences.

The COP18 will bring about the establishment of HIV incidences surveillance systems among people newly diagnosed with HIV as this will help focus in the prevention services on specific populations thus reducing new infections and achieving epidemic control.

Meanwhile US Deputy Global coordinator Mamadi Yilla said the Presidents’ Emergency Plan for aids Relief (PEPFAR) will contribute to achieving the 90-90-90 epidemic control by scaling up successful and higher yield testing approaches in prioritised areas.

The Water Resources Management Regulatory Authority (WARMA) has disclosed that it has registered a total number of 3,451 boreholes since the signing of three Statutory Instruments (SIs) by the Ministry of Water Development, Sanitation and Environmental Protection.

Recently, the Ministry of Water Development, Sanitation and Environmental Protection signed three SIs on ground water and boreholes, Licensing of drillers and the revised raw water fees and charges early this year.

Speaking during a media interactive meeting in Lusaka today, WARMA Regulations and Compliance Manager, Alexander Chomba said the authority has so far received 2,349 applications to drill boreholes.

He said out of the 2349 applications, 20 have been rejected for various reasons, with 60 pending for verification purposes.

ZANIS reports that Mr. Chomba revealed that about 88 applications were received for licensing with 84 having received licenses while, 4 were rejected for not meeting the conditions to obtain a license.

Speaking at the same event, WARMA Acting Director General, Lemmy Namayanga appealed to members of the public to register their boreholes with the authority.

Mr. Namayanga said the deadline for registration of boreholes is September 30th noting that all the boreholes which will not be registered by the deadline will be deemed illegal.

The Drug Enforcement Commission (DEC) has expressed concern over allegations by the Judiciary and Allied Workers Union of Zambia (JAWUZ) President Peter Mwale that the 10 court officials arrested in connection with the disappearance of 24 Kg of cocaine at the Lusaka Magistrates Court are being victimized by the commission.

DEC Deputy Public Relations Officer, Kamufisa Manchishi denied the allegations stating that the Commission’s involvement in the investigations of the disappearance of cocaine which was part of other exhibits in an active case is the resultant offense of drug trafficking arising from the theft.

In a statement issued to ZANIS in Lusaka today, Mr. Manchishi pointed out that the case involving theft of the drugs was actually reported by the Judiciary to the Zambia Police and DEC.

He explained that it is the Commission’s mandate to investigate such a case without fear or favour, including summoning any officers connected to the alleged theft in order for them to be cleared or eventually arrested and presented to court for the due process of the law to take its course.

Mr. Manchisi said the Commission will give an update on the matter in conjunction with relevant security wings once investigations are completed in order to avoid jeopardizing the case.

The DEC deputy spokesperson called on Mr. Mwale to exercise restraint and portray behaviour befitting a leader of judicial officers by avoiding to peddle unfounded allegations.

Mr. Manchishi said DEC operates on an open-door policy and members of the public, including the JAWUZ President, are free to come forward with any information they might have regarding the disappearance of the drugs.

He urged Mr. Mwale to lodge a formal complaint to allow for investigations into the alleged torture claims than tarnishing the image of innocent security officers who are performing their mandate in a professional manner.

Yesterday, a combined team of DEC officers and security personnel apprehended more than 10 court officials at the Lusaka Magistrates Court Complex for allegedly replacing 24 kilogrammes of original cocaine with fake stuff which was evidence in an active case.

Minster of Commerce, Trade and Industry Christopher Yaluma says he is impressed with the level of ingenuity in women entrepreneurs.

Speaking shortly after he toured the stands at the ongoing World Export Development Forum (WEDF), Mr. Yaluma said it’s important that entrepreneurs are moving away from copper as a main product of sale.

ZANIS reports that Mr. Yaluma said there is need to support the growth of other sector industries and ensure that they thrive.

He encouraged people that have the means to continue supporting the growth and development of small and medium enterprises.

Mr. Yaluma however, called on entrepreneurs to come up with better packaging solutions and branding if their items are to attract customers.

He also said for their finished products to attract the customer, it is important to also ensure that they are of good quality.

Mr. Yaluma said once their products have a good finish and branding, they can compete on the international market.

He said he is happy with the exhibition, saying he is confident that the growth of women entrepreneurship is on the right track.

Mr. Yaluma said government will endeavor to support the growth of women entrepreneurs for sustainable development.

He said government is encouraged to see such works bearing fruits because this entails the development of the industry.

Mr. Yaluma said value addition is key to achieving maximum potential and profitability for a sustainable business venture.

President Edgar Lungu says he is ready to work with traditional leaders in Southern Province to deliver development to the people in the region.

President Lungu said he has the duty to ensure that he attends to people’s needs and deliver development to all corners of the country without any segregation.

The Head of State said this when he met four traditional leaders from Southern Province who included Chieftainess Sekute from Kazungula district, Chief Nyawa of Kazungula, Chief Mukobela of Namwala and Chief Simwata Chela of Kalomo district at David Livingstone Spar and Safari Lodge.

The Head of State said he wants to deliver development to all citizens with the help of traditional leaders but was quick to mention that he will find other ways of reaching out to people in cases where some Chiefs ignore or do not want to work with him.

President Lungu however, stated that there is need for him to work together with the traditional leadership for the betterment of the citizenry.

And Chieftainess Sekute who spoke on behalf of the other traditional leaders assured the President of their support in ensuring that the region is not left behind in terms of development.

She further stated that as chiefs, they have a lot of issues to discuss with the Head of State hence, the request to travel to meet him at State House.

President Lungu is in Livingstone to officially open the International Conference on Artisanal and Small-Small Scale Mining and Quarrying.

The international conference has drawn participants who include Artisanal and small-scale miners, quarry workers, mineral processors and users, traders, equipment manufacturers, end-product producers and other private sector actors involved in the minerals supply chain.

Others attending the conference are representatives of mining and quarry associations, women’s mining associations, and representatives of government ministries, agencies and geological surveys.

Academics and researchers, civil society and non-governmental organizations, multilateral and bilateral, development actors, including intergovernmental organizations are also in the tourist capital for the conference.

Fathy cautions Napsa Stars as survival hopes brighten

Coach Mohammed Fathy wants Napsa Stars to remain focused after an improved display that has seen the team jump out of the relegation zone.

Napsa on Sunday moved out of the bottom four following a 2-0 at New Monze Swallows.

The Lusaka club has spent the 2018 season fighting relegation.

“I know we are out of the relegation zone but the job is not yet finished,” Fathy said.

Napsa are 15th on the table, just two places above drop zone, with 32 points from 32 matches played.

“I am happy for the team, I am happy for the supporters. I am asking everyone at the club to be intact and remain focused,” he said.

Napsa are preparing to host Kabwe Warriors on Saturday in Lusaka.

Government says it is concerned with the servants of God in the country who are involved in immoral activities of sexually abusing young women.

Minister of National Guidance and Religious Affairs, Godfridah Sumaili said clergymen who are in the habit of sexually abusing young people will soon be exposed.

ZANIS reports that Rev. Sumaili called on the church mother bodies in the country to work out modalities that will bring to an end such vices.

She was speaking today when visiting Evangelist from Ghana Ampiah Akwofi paid a courtesy call on her.

Meanwhile, Rev. Sumaili explained that her Ministry is willing to receive servants of God from outside the country in order to spread the true gospel.

She said true gospel is that which impacts positively to the values, principles and other ethics of society.

And Visiting Evangelist, Ampiah Akwofi said Zambia is a special light in Africa as it was the first country to be declared a Christian nation.

Bishop Akwofi said his first visit to Zambia made him embark on the second mission because of how embracing government and church mother bodies were when he visited.

Evangelist Akwofi whose crusade will be held at Heroes stadium from September 12 to 15th 2018, further proclaimed more blessings to Zambia in terms of individual, community and the country needs.

Government has been called upon to prepare for possible recurrence of El Niño in view of the latest update from the World Meteorological Organization(WMO). The WMO has forecast a 70% chance of an El Niño weather condition developing by the end of this year.

Opposition UPND leader Hakainde Hichilema says this latest WMO update is warning for Zambia to make adequate mitigatory measures to counter the effects of the El Niño weather conditions.

Mr. Hichilema said that the UPND is therefore urging government to take practical steps in an event that Zambia experiences the recurrence of this weather conditions.

He suggested that government mops up all excess and uncollected maize and other crops around the country, at attractive prices to the farmers, and place them as strategic reserves.

In a statement Mr. Hichilema has also advised government against falling into any temptation of exporting maize and other crops as this may affect the strategic food security reserves.

Mr. Hichilema has further observed the need for Zambia to invest in better weather monitoring technology and improve collaboration with weather experts.

He says government needs to equally actively and continuously engage citizens and equip them in advance with the knowledge and consequences of such adverse weather conditions

Mr. Hichilema notes that people in the Country, on their part, should consider stocking up enough food, especially maize at household level and only sell that which is really in excess.

He has also urged them to consider venturing into drought resistance crops like millet, sorghum and cassava and diversifying their farming to livestock rearing.

Banks will comply with BoZ regulatory requirement – BAZ

The Bankers Association of Zambia (BAZ) says its members will comply fully with the recent Bank of Zambia (BAZ) directive to stop imposing unwarranted bank charges.

BAZ chairperson Kola Ndeleke says commercial banks are regulated entities and as such attach significance to matters of regulatory nature.

Mr. Ndeleke notes that commercial banks are currently working towards ensuring total compliance with the BoZ regulatory requirement on the prohibition of unwarranted bank charges and fees.

In a statement to QTV News Mr. Ndeleke states that banks will continue to play their intermediately role by working towards increased financial inclusion for all citizens in the Country.

Mr. Ndeleke says this is besides supporting productive sectors of the Zambia economy.

He says the ultimate is to contribute to financial stability and economic growth.

The BoZ recently issued a directive on the prohibition of unwarranted charges and fees to all financial service providers.

The directive which came into effect on Tuesday the 4th of September 2018, through Government Gazette Number 6693, was pursuant to section 167 of the Banking and Financial Service Act No. 7 of 2017.

Former Minister of Foreign Affairs Harry Kalaba has appeared at the Copperbelt division police headquarters in Ndola for questioning.

The Bahati Lawmaker who was accompanied by slogan chanting cadres arrived for questioning at exactly 10:05 hours this morning.

This was after he was summoned by police in Ndola to appear for questioning today.

Mr. Kalaba and his entourage were quickly whisked inside the division headquarters.

He is being questioned for allegedly holding illegal meetings on the Copperbelt.

Copperbelt Deputy Commissioner of Police Wamunyima Wamunyima later chased all journalists and directed police officers to lock up any media personnel camped outside the division headquarters.

Police have also sealed and cordoned off Buteko avenue at the division Headquarters.

Government has reaffirmed its commitment to improving water supply and sanitation in Primary and Secondary schools countrywide.

Ministry of Water Development, Sanitation and Environmental Protection Permanent Secretary, Ed Choomba said his Ministry has collaborated with the Ministry of General Education in improving water supply and constructing modern toilets in schools.

Dr.Choomba told ZANIS in Lusaka today that his ministry wants to do away with Ventilated pit latrine and establish the modern flushable toilets.

He explained that works of constructing modern toilets in schools have commenced in Western Province using a multi-sectorial approach with the Ministry of General Education.

In Northern Province, Dr.Choomba said his Ministry is undertaking a Lake Tanganyika Project with the Ministry of Education which saw the construction of a modern classroom block and toilets at Kapembwa village.

“We are on course to construct and improve water supply and sanitation in schools. We are now constructing modern toilets so that water and sanitation receive a face lift. Poor sanitation and water supply have an impact on the education performance of pupils,” he stressed.

He further disclosed that his Ministry will construct modern toilets in due course along highways citing the distances from Nakonde to Lusaka and Chavuma to Lusaka so that travelers can have access to proper sanitation.

We will attain the 15% of funding of agricultural sector-Katambo

Minister of Agriculture Michael Katambo says government is committed to attaining the 15 percent SADC protocol of funding the agriculture sector.

Mr. Katambo said government is focused on improving the agriculture sector by making it accessible, effective, efficiency and productive.

He noted that government is determined to ensure that all the farming inputs reach the farmers on time and that his Ministry has continued carrying out vigorous sensitization as well as putting in place ambitious programmes to make the sector attractive.

In an interview with ZANIS in Lusaka today, the Minister said this is evidenced by the increase in the number of Farmer Input Support Programme (FISP) from 900,000 to one million beneficiaries.

“Government is determined to ensure that all the farming inputs reach our farmers on time and one of the strategies being employed is to start the input distribution programme early followed by the official flagging-off of farming inputs any time soon,” he said.

He said this will guarantee government working with cooperating partners to achieve its intended bumper harvest and ensure food security in the nation for the 2018/2019 farming season.

Zambia’s budgetary allocation to the agricultural sector stands below 10 percent against SADC’s requirement for member states to contribute 15 percent.

Meanwhile, Mr. Katambo said the design of FISP is to support the current beneficiaries for a period of three years and wean them off to allow new farmers to participate.

He disclosed that government saved over one billion kwacha after the elimination of 600,000 ghost farmers since the introduction of the electronic voucher system that he highly applauded.

Government Should not have borrowed $ 30 million to beautify Mulungushi International Conference Center

As a young person I seek to express my deep sense of concern and shock on the revelation that our government has contracted a loan to a tune of US$30 MILLION from China for the MODERNISATION of Mulungushi International Conference Center in readiness for the 2022 African Union (AU) Heads of State summit.

Our government has chosen to modernise a conference facility meant for a few days summit amidst soaring accommodation challenges in our high learning institutions. Much as we appreciate that this is an INTEREST FREE loan, it still remains debt being poured into yet another bottomless pit.

Numerous questions arise, whether this is in itself a priority? Will this amount of money pay dividends in the future and if the amount to be spent is reasonable only to temporarily beautify the conference center? Of course government officials are quick to respond that this will be a valuable investment in the future and that aside being an investment, hosting the Summit will improve the image of Zambia and prove to the international scene that it is financially capable to host big events.

The truth of the matter is that we have a broke government, and spending that much in addition to many other expenditures in a bid to host the summit, is somewhat a misplaced priority. Is It worth it? Of what benefit and advantage of hosting such high profile summit is it to the Zambian people?

Our almost immediate reaction, is an ernest appeal to our listening government to instead redirect the 30Million USD Loan to modernise Mulungushi Conference Center, towards reducing the never ending accommodation crises at all our public learning institutions.

30 million US dollars is too colossal an amount to be poured into an infrastructure which a fortnight later after the event will be turned into a WHITE ELEPHANT like many other govt conferencing facilities.

Government is behaving like a groom, who walks into a bank to borrow millions of dollars only to splash his lovely bride with a luxurious wedding and exotic honey moon overseas. Only to come back broke into a rented house. To me this also suggests that our approach with development aid might be misguided.

We are reminded that on 12th December, 2008, the MMD government during President Rupiah Banda’s administration announced its withdraw on the offer to host the 2011 All Africa games. At the time, late founding president of Patriotic Front exerted gruesome pressure on RB. The late cited president Banda to have lacked priorities for electing to host games at the expense of the starving majority Zambians.

And government listened, through chief government spokesperson Ronnie Shikapwasha on the said date the Zambian government made a sound decision to forgo the hosting of the games.

Therefore, I call upon President Lungu to reconsider redirecting this loan into key and critical priority infrastructure areas such as accommodation for students or those meant to enhance food security in the wake of tougher economic times ahead.

I am of the strong considered view that Mulungushi International Conference Center is good enough to host any summit bearing in mind our economic challenges. As a country we cannot pretend among fellow African leaders facing similar financial and economic challenges, for some even worse than us, by recklessly spending debt monies only to satisfy an appearance.

If by assessment Mulungushi Conference Center requires urgent renovations to host the summit, government can either forego the hosting of this summit inturn saving us from this unnecessary expenditure. Or government can instead save its revenue monies over a period of time, since the summit will only be held in 2022 and time is on our side.

Going forward govt must deliberately decide to identify priority areas for development financing which must include food production, hospitals, schools, water and sanitation and roads. Government should re-prioritized its spending plans for the 2018 to 2021 Medium Expenditure Framework to concentrate on a few important infrastructure.

Government should develop an Infrastructure Priority List like it is done in many other countries, listing prioritised nationally significant investments to help guide our ministers as they travel to seek development aid, to avoid shooting at an empty sky. This will equally provide the much needed guidance on specific infrastructure investments that will underpin Zambia’s continued prosperity, to avoid appearing haphazard in our development approach.

Zambia today is confronted with many challenges, ranging from inadequate and unaffordable housing, inadequate bed spaces at all public high learning institutions among others and any such attractive loans must be quickly identified for these areas.

Despite witnessing exceptional growth in development finance in recent years, Zambia is still faced with the arduous task of mobilizing adequate resources to fund its growth and future transformation agenda. Given the paucity of external development assistance, and low commodity prices for our goods and services, its needless to say that Zambia has to awaken to the fact that it must rely on its own financial resources for sustainable development.

In closing I want to say that as a young person, I have elected to throw up my hands in despair when decisions to do with debts contracted on our behalf, which are future liabilities most likely to be repaid by ourselves, appear not to be properly and prudently applied. And I call upon my fellow young people to do the same, to rise above all manner of partisan persuasion but to instead see the bigger picture. This is a debt burden to be carried by us, therefore its equally our duty to advise appropriately.

Some of us who have already begun to break the silence of the night have found that the calling to speak for others is often a vocation of agony, but we must speak. We must speak with all the humility that is appropriate to our limited vision, but we must speak.

President Edgar Lungu has left for Livingstone, Southern Province where he is expected to officially open the International Conference on Artisanal and Small-Scale Mining and Quarrying.

The President departed the Lusaka City Airport at about 09:25 hours accompanied by Minister of Presidential Affairs, Freedom Sikazwe and his Special Aid for Press and Public Relations, Amos Chanda.

The Head of State was seen off at the airport by Minister of Home Affairs, Stephen Kampyongo, Minister of Higher Education, Nkandu Luo and the Minister in the Office of the Vice President Silvia Chalikosa.

Mayor of the City of Lusaka Miles Sampa, Secretary to the Cabinet, Roland Msiska and other Senior Party and Government Officials were also at the airport to see of the President.

According to the programme released by the Provincial Administration in Southern Province, the President is also expected to tour the exhibition stands by Small Scale miners at Avani Hotel before returning to Lusaka soon after his one-day programme.

The on-going International Conference on Artisanal and Small-scale Mining and Quarrying has attracted about 500 participants from 70 countries which include 13 from Africa.

And President Edgar Lungu has arrived in Livingstone to officially open the International Conference on Artisanal and Small-Scale Mining and Quarrying.

The Zambia Air force (ZAF) plane carrying President Lungu touched down at Harry Mwaanga Nkumbula International Airport at 10:31hrs.

The Head of State is accompanied by his Special Assistant for Press and Public Relations, Amos Chanda, Presidential Affairs Minister, Freedom Sikazwe among other senior officials.

On hand to receive him at the airport was Minister of Mines and Mineral Development Richard Musukwa, Gender Minister Elizabeth Phiri, Southern Province Minister, Edify Hamukale, Provincial Permanent Secretary Mwangala Liomba and other senior government and party officials.

The President is expected to return to Lusaka later in the afternoon after the official opening and tour of exhibition stands of small scale miners at Avan Victoria Falls Resort Hotel.

Kitwe United eye top 10 finish after successful promotion season

Kitwe United are seeking at least a top ten finish in the 2018 FAZ Super Division campaign.

With six matches left in the season, The Buchi Boys are 12th on the table with 41 points from 32 matches played.

Coach Stephen Mwansa said Chingalika have been a better team in the second round.

“We have improved much in the second round,” Mwansa said.

Kitwe remains the best side of the four promoted to the Super Division this season.

“Our aim is to finish in the top eight or top ten,” he said.

After holding Nkana to a goalless draw last Sunday, Kitwe are now preparing to face Zesco United away in Ndola at the weekend.

Kitwe have returned to the top league this season after spending a decade in Division One.
