Maize is a poor mans crop – Sinkamba

Green Party President Peter Sinkamba has maintained that maize is a poor mans crop which should not be used a poverty reduction strategy.

Responding to a press query on the floor price of K65 per 50kg bag of maize, Mr. Sinkamba reiterated his 2016 presidential election campaign slogan that “maize is a poor mans crop” which cannot be used as a strategic crop to alleviate poverty in a country or other setting.

He explained that since independence in 1964, successive government has invested billions of dollars in maize production as an economic empowerment strategy for the rural framers but not a single farmer has ever been economically empowered through maize cultivation.

“Point at any farmer that you know in Zambia today who can be used as an example of economic empowerment through input support and you will find not even one person despite billions of dollars having being religiously pumped on the strategy since independence in 1964,” Mr. Sinkamba said.

“That’s why, as the Green Party, we think that this strategy is worthless. It needs a serious rethink. Put simply, we are wasting billions of dollars on a worthless poor man’s crop. We need to start thinking outside the box invest in high value crops which can realistically bring about economic empowerment to our people,” he added.

Mr. Sinkamba said there is no country in the world today which can be pointed at as having been prosperous from maize production.

“There is no nation in the world which is prosperous for maize production despite the crop having been cultivated religiously for last 10,000 years or so. The major producer of maize in the world is the United States followed by China and Brazil where it is produced at commercial scale largely for pigs and other livestock markets. It is not a crop for small scale producers because it ends up impoverishing them if they depend on it for human consumption and economic empowerment,” he said.

Mr. Sinkamba said the average price of maize per tonne on the international market is US$210 per metric tonne which is equivalent to 20 by 50 kg bags. He said an average villager produces about 20 bags per season, which is equivalent to one tonne.

“Subtract 10 bags from the 20 bags produced, which every household in a village household requires for food security per year, this leaves you with 10 bags for economic empowerment. In monetary terms using global market prices, this works out to be US$105. The question is: can someone live on US$105 for the whole year? Mind you, the poverty datum line is one dollar per day or in other words, US$365 dollars per year. So the net income for subsistence farmers in the village is less than half the international poverty datum line. Even if the price of maize is increased threefold from K65, that makes no difference in terms of poverty statistics and thresholds. These are hard facts and it is the reason we call maize a poor man’s crop,” he said.

President Lungu campaigns in Mandevu

President Edgar Lungu has concluded his campaign trail for the mayoral candidate Miles Sampa urging voters in Lusaka district to vote for the PF candidate.

President Lungu said people should vote for Mr. Sampa because he was a well-known candidate who has shown his good leadership skills when he served as Matero Member of Parliament

The head of state added that the PF leaders were founded by the people and will always deliver to their expectations.

He noted that citizens should support good things because he is for the people of Zambia and means well for the nation.

Mr. Lungu said that citizens should give him and his party chance to finish his tenure of office adding that those aspiring for positions should wait for 2021.

The President said that there is a problem of leadership in the country because everyone wants to be president.

He said voters need to vote for the PF candidate who will be reporting to him directly adding that it will ease the working relationship.

Meanwhile President Lungu added that the construction of a police post in Kanyama constituency will soon be completed and service the people.

He said as the minister of local government announced, government will decentralize local government and every constituency will have a sub civic center.

The president further stated that all the constituencies in Lusaka will have a civic center and will ensure that offices are built.

He he added that those political parties that have been losing consistently should go back to the drawing board and strategize.

Mr. Lungu said despite PF emerging victorious in all elections it does not mean Zambia is becoming a one party state.

He said democracy has come to stay in Zambia and advised the opposition to take stock of their weaknesses and work on them.

Meanwhile PF secretary General (SG), Davies Chama said Mr. Sampa has been a Matero member of parliament for five years and there is no doubt that he will deliver when elected mayor of Lusaka.

Mr. Chama said Mr. Sampa will bring development in the district because he is not a stranger in politics but has worked before.

He added that he is the right candidate standing on PF and he is hopeful that the party will emerge victorious.

Mr. Chama said that once Mr. Sampa is voted for, Zambians are assured of development in the country at large.

Muchinga Minister Sichone has appealed to the small scale farmers in Muchinga province not to sell their crop to briefcase buyers.

He said he has received disturbing reports that small scale farmers in the province have started selling maize at give -away prices to brief case buyers.

Mr. Sichone said small scale farmers should hold on to their crops and sell it to the Food Reserve Agency (FRA) and other buyers with competitive and fair prices.

FRA is yet to announce the maize floor price for the 2018/ 2019 crop marketing season after ensuring that the moisture content reaches the required level of below 12 percent for maize grain.

Last week President Edgar Lungu directed the Food Reserve Agency (FRA) to revisit the maize price that has been pegged at K65 per 50 kilogramme (kg) of maize. The Head of State said there was need for FRA to adjust the prices upwards so that both the farmers and the consumers were supported.

The Zambia National Farmers Union (ZNFU) had described the K65 per 50 kilogramme bag of maize as absurd and horrendously low.

Community Development and Social Services Minister Emerine Kabanshi has said, the Zambian Governemnt will work in partnership with persons with disabilities and all stakeholders to ensure their voice is heard and strengthening women’s participation in disability inclusive development.

And the Zambian Governemnt has committed itself to address stigma and discrimination against persons with disability by engaging with traditional leaders, policy makers, the media and persons with disabilities themselves to challenge negative attitudes.

The Minister made the commitment when she made a presentation on gender and disability at the just ended Global Diability Summit that was held in London, United Kingdom on Tuesday.

She said the the government is committed to improving targeting of rural development programmes to ensure they reach women with disabilities adding that governemnt will enhance national level monitoring systems – integrating the Washington Group questions into the 2020 Census and developing a National Disability monitoring and evaluation framework that will enable to track progress on women and girls with disabilities.

“I am delighted to be on the panel to discuss on gender and disability. One of the biggest barriers to disability inclusion is the issue of stigma and discrimination, while the biggest barrier to gender equality is violence often caused by negative social and behavioural norms. These are challenges that are deep rooted in communities in Zambia and elsewhere, and to support development for women and girls with disabilities we need interventions that address discrimination faced at household and community levels,” she said.

The Minister said in an effort to address challenges that physically Challenged people face, His Excellency the President Mr. Edgar Chagwa Lungu launched the 7th National Development Plan (2017-2021) on 21st June 2017, whose theme is “Accelerating development efforts towards the Vision 2030, without leaving anyone behind”. This plan has led a foundation for the implementation of the 2030 Agenda and the Sustainable Development Goals.

She said taking this approach can prevent violence, reduce discrimination and support people to achieve their potential, overcoming barriers and promoting political, economic and social participation of persons with disabilities.

“We have seen some good results, for example integrating disability into programmes to end violence against women, using technology, such as WhatsApp to create advocacy groups to empower women and girls with disability who are frequently denied services and are not adequately trained or prepared to offer the right support to survivors of violence. We also know there is much more to be done to ensure women and girls with disabilities are able to realise their full potential,” she said.

Hon. Kabanshi said government has taken steps to address these challenges and integrate both gender and disability considerations across all functions of government.

She said the government has recently initiated the disability focal point person system and brought together Permanent Secretaries from different Ministries to discuss mainstreaming disability into planning, budgeting and policy implementation.

And after the summit, the Minister had a meeting with the United Kingdom’s Minister for Africa, Harriett Baldwin before she travelled to Zambia to see how the UK can strengthen its partnership with Zambia by supporting growth and poverty reduction and working towards shared prosperity.

Hon. Kabanshi is currently in Scottland for a study visit where she will meet various stakeholders to learn more on Social Protection and how they can effectively be implemented in Zambia.

“The measures which we have implemented will also facilitate improved resource disbursements to social-sector programmes,” she said.

The Minister of Finance welcomed the announcement by the United Kingdom to investment in Zambia’s energy sector and stated that the country was positioning itself to meet not only national but regional power requirements through projects such as the Batoka and the Kafue Lower Power Projects.

Campaigns Expose the Urgent Need to Implement Decentralization Policy BUT Also the Need for Leaders to Frequently Visit Ordinary citizens – JCTR

Following the Electoral Commission of Zambia announcement of the election date for the Mayoral Council election in Lusaka and Council Chairperson positions in select districts which is slated for Thursday, 26th July, 2018; the campaign period has seen candidates and political parties promising many things relating to development. They have included rectifying water challenges, unblocking drainages and pronouncements aimed at ensuring school going children do not drop out of school.

The period has seen political leaders including the Republican President interacting with ordinary citizens to hear their challenges. Jesuit Centre for Theological Reflection (JCTR) has noted that this practice of leaders going out to interact with the people and appreciate the situation on the ground must not be limited to election campaign period but must become a default style of leadership in this country. JCTR has observed that this type of leadership will serve to facilitate the implementation of decentralization in Zambia.

The Centre has therefore urged the Patriotic Front (PF) government to urgently implement among measures provisions of the decentralization policy such as non – politicized ward development committees to enhance interaction between leaders and ordinary citizens. The Centre has also demanded that leaders, regardless the level, needs to make it a habit to be frequently visiting electorates and ordinary citizens to appreciate the situation on the ground to make informed decisions.

The Centre has further urged electorates in places where elections are taking place to elect candidates who are truly committed to serving the needs of the people at the local level. “Underdevelopment has been perpetuated by the selfishness of political leaders. One such situation has been where election victors abandon electorates and only appear at the time of seeking another mandate”, notes the JCTR.

FAZ files petition over Burundi madalas

8

FAZ have officially written a petition to CAF over the alleged eligibility of some members of the Burundi U20 side in the just-concluded 2019 U20 AFCON qualifiers.

Burundi dashed outgoing champions Zambia’s hopes of defending the U20 AFCON title on Sunday after a 3-0 home win at Ngozi on July 22.

That result saw Burundi to overturn a 1-0 away loss on July 14 in Lusaka to qualify to the Niger finals 3-1 on aggregate.

But allegations has swirled over the eligibity of the Burundi team who stormed through the qualifiers with just one loss from six matches that included two away wins against Ethiopia and Sudan in the first and second rounds respectively.

“The Football Association of Zambia (FAZ) has formerly written to the Confederation of African Football (CAF) over the Burundi Football Federations decision to use overage players in the U-20 Africa Cup of Nations qualifier between Burundi and Zambia played on 22nd July 2018 in Ngozi, Burundi,” FAZ spokesperson Desmond Katongo said.

“FAZ has asked CAF to thoroughly investigate the background of the Burundi players.”
