Zambia to receive a US$10 million cash injection from Germany for refugee support

Zambia will receive a US$10 million cash injection from the Federal Republic of Germany (FRG) to be used for improving water and sanitation challenges for refugees fleeing conflicts from countries such as the Democratic Republic of Congo, said Ambassador Anthony Mukwita.

Mr. Mukwita was speaking shortly after meeting top officials from the Federal Ministry for Economic Cooperation and Development led by Mr. Alois Schneider when they paid a courtesy call on him at the Zambian mission in Berlin on Wednesday.

This is according to a statement issued by First Secretary for Press and Public Relations Kellys Kaunda who described the meeting that covered various socio-economic and diplomatic issues as successful.

“This was the first time Ambassador Mukwita was officially engaging the Federal Ministry in charge of Economic Cooperation and Development since he assumed office in 2017 and in our view lots of ground was covered,” read the statement in part.

Ambassador Mukwita said the financial resources from the Economic Cooperation Ministry also known by its German acronym BMZ, “shall go a long way in alleviating the poverty status of refugees in Zambia following a call for international help by President Edgar Lungu earlier in the year when the country received a sudden influx of 10,000 refugees most of them women and Children.”

The Zambian envoy said, “it is our understanding that this generous gift from the Federal government shall be channeled through UNICEF, the United Nations Fund for children and we would be right to call it a God-sent from Germany.”

The German delegation to the Zambian Embassy, at the behest of Ambassador Mukwita, was led by the Head of Division Southern Africa: South Africa, Mr. Alois Schneider, Ms. Heike Porksen and Senior Policy Officer Christoph Ritz.

“The money should be released for refugee support purposes to Zambia through UNICEF before the end of the year,” Ms. Porksen said, “the beneficiaries will not only be refugees but people in the areas that host refugees and this is a very important fact to bear in mind. The clean water shall be shared equally between refugees and the local community.”

President Lungu and First Lady Esther Lungu have personally made persistent calls to the international community to help lift up the adverse livelihoods of refugees fleeing conflicts in their countries and finding refuge in Zambia.

In 2015, Germany received global plaudits by responding to a refugee crisis in Europe by accepting some 1 million refugees when other European countries shunned them, a move the Zambian diplomat hailed as generous and outstanding.

Zambia has enjoyed relations with Germany both politically and diplomatically for over four decades now and Ambassador Mukwita said he intends to escalate and grow this relationship in order to make it beneficial for Zambia.

This is not the first time Germany is being generous to Zambia, as earlier in the year the largest economy in Europe donated more than 600,000 euros at the height of the conflict in Congo.

The Integrated Community Anti-Litter Initiative ICALI has advised political parties taking part in the Lusaka Mayoral by election to adopt candidates who will contribute to the modernization of Lusaka into a smart city.

Mr Chikumbi says the association wants to see a candidate who will deliver on the foundation laid by government of promoting the make Zambia clean, green and healthy.

He appealed to political parties to scrutinize respective candidates trying to occupy the position of Lusaka Mayor.

Mr Chikumbi said the incoming Mayor should demonstrate capacity and ability to coordinate with all councilors in order to actualise the make Zambia clean, green and healthy campaign.

He noted that currently Luska is battling with indiscriminate disposal of solid waste.

He noted that the position of Mayor is key in coordinating programmes aimed at beautifying the city.

The Electoral Commission of Zambia set Tuesday 26th July as the date for the mayoral elections in Lusaka and Council Chairpersons elections in Chasefu, Chipangali, Kasenegwa, Lumezi, Lusangazi and Chifunabuli district.

The mayoral elections in Lusaka were necessitated following the death of former mayor Wilson Chisala Kalumba.

President Edgar Lungu has this afternoon left for a private visit to Kenya at the invitation of his counterpart Uhuru Kenyatta. According to his Special Assistant for Press and Private relations Amos Chanda, the president is expected to be back over the weekend.

Meanwhile, Mr Amos Chanda told journalists at the Airport that the Financial Intelligence Centre (FIC) has not submitted its report to the office of the President and that the President only heard of the report on Social media. Mr Chanda said that the 2017 Trends Report was instead rendered to civil society and member of the general public.

“No such reports have been given to him by the Auditor General’s office, Zambia Revenue Authority, or any law enforcement agencies,” Chanda said. “…the FIC Report was not even given to the supervising ministry, Ministry of Finance.”

Mr Chanda said that President Lungu said that he regrets that particular details of the FIC findings are with civil society and that heads of civil society boasted at a public forum held at Kapingila House in Lusaka on Wednesday, that the would embark on a “name and shame” campaign as details of the investigations of the financial crimes were given to them.

Mr Chanda further said that the president was not aware that public money was lost due to tax evasion, fraud, theft and corruption as no such reports have been given to him by the Auditors General’s office, Zambia Revenue Authority, or any law enforcement agencies., and that the FIC Report was not even given to the supervising ministry, the Ministry of Finance.

Mr Chanda further said that it was unfair for civil society to place a burden on the president to act on a report that he has never seen or been submitted to him.

Mr Chanda said that, if the report was meant to be given to law enforcement agencies and competent authorities for action, it could have been given, but added that maybe the sole purpose of rendering the Report to the public, was to cause embarrassment to government, whose purpose has since been achieved.

The Financial Intelligence Act of 2010 (as amended in 2016), directs the FIC Director to submit the report to law enforcement agencies and competent authorities such the Zambia Revenue Authority, Minister of Finance and the Head of State.

The 2017 Trends Report, was launched at Radison Blue by Attorney General Likando Kalaluka as Chairperson of the Anti-Money laundering Authority and FIC Director, Mary Chirwa-Tshuma.

Government adopts integrated approach to settle refugees

Luapula Province Permanent Secretary Dr. Buleti Nsemukila says the integrated approach which has been adopted in settling refugees at Matapala Settlement camp will promote co-existence between the host community and refugees.

Dr. Nsemukila points out that government is making sure that the host community is not disadvantaged in anyway even as it hosts refugees from the Democratic Republic of Congo (DRC).

Speaking when a team from the Zambia Human Rights Commission paid a courtesy call on him, The Permanent Secretary explained that facilities like clinics and schools which are been put up at the settlement camp will cater for both the local community and refugees.

He indicated that government wants to see to it that there is equality among the host community and the Asylum seekers by making sure that they both have access to social services and other human needs.

And Human Rights Commission Chairperson Mudford Mwandenga says the Commission is impressed with how government is handling the refugees at Matapala resettlement.

He explains that from the tour of Matapala resettlement which the commission had, it is clear that the process of resettling the refugees is progressing well.

Mr. Mwandenga has however appealed to government to ensure that the local people are not displaced even as it is settling the asylum seekers.

CBU to introduce school of engineering at TAZARA

Copperbelt University (CBU) Vice Chancellor Naison Ngoma has disclosed that the University will soon be opening a school of Engineering at the Tanzania Zambia Railway Authority (TAZARA) in Mpika, Muchinga Province.

TAZARA Mpika workshops built in 1975 is the biggest in Central and Southern Africa occupying a total distance of 1.3 kilometre and has machinery capable of making various products and tools such as hammer mills, bicycles, wheel barrows, bolts and nuts as well as mill balls used by mining companies in the mining of minerals, among many other products.

Professor Ngoma says the opening of the CBU school of Engineering at TAZARA Mpika workshops follows the successful signing of a Memorandum of Understanding between The CBU and TAZARA management.

Professor Ngoma said a CBU lecturer has since been stationed at Mpika to kick start the programme adding that students in their second and third year of study will be learning and doing their practical work at TAZARA Mpika workshops.

The CBU Vice-Chancellor further disclosed that that many other courses such as Human Resource Development, accounts and many others, will also be introduced at the CBU Mpika Campus in due course.

Professor Ngoma added that the TAZARA Mpika workshop is the biggest workshop on the African continent, and that the university’s intention is to fully utilize the facility by training a cadre of engineers capable of contributing to the economic growth of the country.

Professor Ngoma was speaking in Chinsali recently when Muchinga Province Minister Malozo Sichone called on him at Kapasa Makasa University.

And Muchinga Province Minister Malozo Sichone has commended the CBU management for the initiative of opening up a school of Engineering at TAZARA Mpika workshops.

Mr. Sichone says operationalizing of the TAZARA Mpika workshops will enhance revenue base for the railway company which has been struggling with finances.

Mr. Sichone said TAZARA workshop has capacity to repair vehicles adding that personal and government vehicles can be repaired from the TAZARA Mpika workshop and what is only required is to put things in order.

Mr. Sichone further disclosed that the TAZARA Mpika workshop also has capacity even to make bicycles, slushers, hoes, and hammer mills, among others products.

Mr. Sichone also suggested to the CBU management to consider offering mechanical engineering course so as to fully utilize the facilities available at the workshop and enable them use the same facility to repair various types of vehicles and heavy machinery in collaboration with TAZARA.

He said that the workshop can be used to service even government vehicles saying currently government is spending huge sums of money through servicing of vehicles which is usually done in Lusaka and the Copper belt.

TopStar blocks Kwesé TV from televising free World Cup matches in Zambia

Kwesé TV Founder and Serieal Entrepreneur Steve Masiyiwa has revealed that a signal carrier in Zambia has rejected his company’s offer to broadcast World Cup matches in Zambia for free.

Responding to a question from a football fan in Zambia on Facebook who asked why Zambia and Sierra Leone are not benefiting from the provision of free World Cup matches on Kwesé, Mr Masiyiwa who is founder and Group Chairman of Econet Wireless which owns Kwesé said his offer was rejected in Zambia.

“Sadly in Zambia, the signal management has been put in the hands of a competitor, and even though we have a license to broadcast KFS (free tv channel for sport), that competitor (a Chinese company) has repeatedly frustrated efforts for the free channel to be available in Zambia,” he said.

Mr Masiyiwa revealed that his company was even considering taking the matter to court.

“We even considered going to court over the issue, but in the end we just decided that Zambians themselves (who love soccer) will realize how they are being prejudiced and take necessary actions,” he said.

“Zambia was the first country where we set up Kwesé Free Sports Channel because of its amazing interest in soccer, but one day we were just switched off, just like that and it was done by a competitor!”

He added, “You can still buy a decoder as our Pay Tv Service is operating. We offered the free broadcast to ZNBC, and they declined. It is now too late for us to give them the feed because we are now focused on the games themselves.”

“I cannot imagine how such a soccer loving country can be forced to watch the World Cup finals using Pay TV decoders only! Remember the poor who cannot afford payTv decoders.”

He said ,”At least the FREE KFS service is available in all countries except Zambia and Sierra Leone. I love Zambia as you know, because I lived there as a child, and it hurt me that this was allowed to happen. We must always try and help those who cannot afford.”

Mr Masiyiwa recently announced that his company had obtained rights to broadcast the World Cup games on “Kwesé Free Sports” (KFS).

“We have now managed to make arrangements for “Kwesé Free Sports” (KFS) to broadcast 2018 FIFA World Cup Russia™? in virtually every single country in Sub-Saharan Africa. We are either broadcasting directly or through a local Free-To-Air broadcaster. (Whenever you watch the Kwesé broadcasts, look for the logo “KFS” at the top of your screen).”

He said this is the first time in history that one company has broadcast the FIFA World Cup across Africa for free.

“We will broadcast 32 matches for free including the Final. We are expecting to reach audiences of more than 300m for some of the matches, the largest sports audience in Africa, ever! Our other channel, KS1, which is available on Kwesé TV, the Set Top Box will show all 64 games.”

Mulenga Sata rejoins PF, wants to become Lusaka Mayor

Mulenga Sata on Thursday morning rejoined the ruling PF and immediately declared his intention to stand for the vacant position of Lusaka Mayor.
Mr Sata, son of late President Michael Sata quit the PF in 2016 after he was moved from State House where he served as Permanent Secretary and appointed Lusaka Province Minister.

He later joined the UPND and stood on the opposition ticket in the Kabwata Parliamentary elections in 2016 and lost to Given Lubinda.A few months ago, Mr Sata declared that he has quit active politics to concentrate on farming.But on Thursday, Mr Sata rejoined the PF and was welcomed by Party Secretary General Davies Mwila at the party secretariat.

Mr Sata remarked that “In the manner of the prodigal son, I herewith have seen the light: ‘once I was lost but now I am found’.
He added, The family of the Patriotic Front (PF) is what has made me what I am known to be as a politician. Whereas I started as a councillor, deputy mayor then mayor of Lusaka, Lusaka Province minister, State House minister served as vice publicity secretary at ward level, Lusaka District Chairman, vice treasurer Lusaka Province, I felt like a transplanted tree… deep down I knew that the essential nutrients needed to flourish were missing where I had gone.”

Mr Sata said the PF is a party that will continue to grow and attract new and old members alike.He said the leadership of President Edgar Chagwa Lungu is unique and comparable to none.

“His humble and simple approach to matters that affect the country and its people is fatherly. Having worked as deputy minister at State House gave me more reason to miss my boss greatly. Indeed, he was the chosen one and put firmly in his path by my late father. Supporting him clearly means satisfying and fulfilling the vision and mission of our founding father, late MC Sata.”

“Come 2021, ni nafuti nafuti with Edgar Chagwa Lungu. Chagwa Lungu,” he declared.

“Now, to answer the question as highlighted in one of the tabloids where I was purported to have hang my political gloves, here is the truth, service to mother Zambia need not be debated. Whenever I am called upon for service, who am I to say no? As men we multitask: as husbands, fathers, providers. Politics is also one of the duties and obligations we have to manage accordingly.”

Mr Sata said he admires the resilience and commitment with which PF has fought hard to sell its developmental agenda to the Zambians.“For example, the recent Chilanga by – election must not be forgotten as a big success including the many ward elections PF has won.”

Mr Sata has since declared his intentions to contest the position of Lusaka Mayor.“The upcoming elections of Lusaka Mayor will help cement the real growth and dominance of the PF in Lusaka. This vacant position as you may all be aware was once a position I held. I know the entire city of Lusaka and the majority of residents are familiar with both my name and face.”

“Many plans and programs that were initiated were not implemented as I only served for few months. My heart desires to fulfill my dream to see a transformed city of Lusaka. With that said, allow me to declare my interest to contest as executive mayor of Lusaka. As the saying goes, “once a mayor always a mayor.”

Chambeshi lauds Nkana victory

Beston Chambeshi is delighted to see Nkana bounce back into the top four.

Nkana beat ailing Nchanga Rangers 2-0 on Wednesday at Nkana Stadium in Kitwe to jump four places up the log just five days after they were held to a 0-0 away draw by Nkwazi in Lusaka.

“We have agreed as a team that we ant to finish the first half of the season in a comfortable position and we have maintained 4th slot which is good for us,” Chambeshi said.

“We needed these maximum three points and we are happy with the way the boys played especially in the first half.”

A brace from striker Idris Mbombo handed the record 12-time champions the home victory after he struck from the penalty spot in the 39th minute and 75th minute.

Nkana have 30 points, nine behind leaders Zesco United who returned to winning ways on Friday after two successive draws when they beat Nkwazi 2-0 at home in Ndola.

2018 COSAFA Cup returnees John Chingandu and Lazarus Kambole starred for Zesco and were on target in the 4th ad 58th minutes respectively.

The defending champions maintain a one point lead over second placed Green Buffaloes and have now garnered five wins and two draws since the latter beat them 2-0 away in Lusaka on May 20.

Contractor identified to work on damaged roads in Ndola

The Ndola City Council has contracted the Polytechnic Construction Company to carry out maintenance works on the damaged road on the Ndeke fly over bridge, which has been in a deplorable state for some time now.

The project which is under the 55 million United States dollar Poly-Technologies road project, will see a 43 kilometre stretch of roads being upgraded to bituminous standards.

The project is aimed at decongesting the Central Business district and also intends to link many townships within the vicinity while providing job opportunities for the youth.

Ndola Central Member of parliament Emmanuel Mulenga who was accompanied by the City Mayor Amon Chisenga and NCC Acting Town Clerk Wisdom Bwalya revealed this information to ZANIS in an interview in Ndola when he inspected the damaged stretch.

Mr Mulenga explained that after consultative meetings, it was agreed that one kilometer of the road works under polytechnic be channeled to doing the damaged Ndeke fly over bridge in order to maintain a good road network in the city.

Mr Mulenga added that the road works will commence soon and has since called on road users to bear with the council as they will be inconvenienced, but assured members of the public that works that will be done will stand a taste of time.

He further appealed to traffic police officers not to mount road blocks on the affected road in order to avoid congestion.

And Mr Bwalya said members of the public are being notified that effective Wednesday the Ndeke fly over bridge road will be closed to allow for maintenance works to commence.

Rice farmers happy with new farming technologies

Rice Farmers in Limulunga district of Western have expressed satisfaction with the improved rice farming technology and the use of new rice varieties under the Agricultural Productivity Programme in Southern Africa (APPSA).

Speaking during an exchange visit in Nangila area, Kamwezi Shanika who had been empowered with SUPA MG new rice and used controlled spacing said she used few seeds but the yield is more unlike when she used recycled seed.

And Likando Nyambe of Usha area applauded government for taking a bold decision to inculcate the promotion of rice growing adding she was able to fill bags and secure food for her household.

Government has been making strides through the US$200,000 APPSA project that has been rolling out its implementation since 2015 by empowering farmers with 1 Kilogram of Rice to demonstrate to how improved farming technology and certified rice varieties would promote higher yield.

And speaking when addressing farmers at Nangili area of Limulunga District, Mongu Senior field Crops Officer said 20 lead farmers and 400 follower farmers in Western Province have been benefiting from the Agricultural Productivity Programme in Southern Africa APPSA.

She encouraged the local people to ensure that the certified seeds are stored for other members in the community to appreciate the new farming Initiative.

And Limulunga District Commissioner Litambo Ndombo told ZANIS in an interview that government is committed to ensuring that people in rural Zambia are empowered to increase their levels of agriculture productivity.

Mr. Ndombo said it was gratifying that people have seen the need to improve their farming adding that cultivation should move handy with higher productivity.

He urged the local farmers to take advantage of the initiative because it would contribute to alienating hunger as well as to promote the country’s food security.

The programme which has rounded Malawi, Mozambique and Zambia is been carried out in Northern, Muchinga and Western Province and has been benefiting Kalabo, Mongu, Senanga and Limulunga districts in selected areas.

Government says it remains committed to implementation of the decentralization policy.

Speaking in Ndola, Local Government Permanent Secretary, Amos Malupenga said the Ministry of Local Government had noted a measure of resistance in some institutions.

Mr. Malupenga said the Ministry of Local Government was passionate in pushing forward the agenda and ensuring that nothing stood in the way of the implementation process.

The PS emphasized that the decentralization policy was a constitutional matter and the ministry was bound to ensure that it was realized.

He disclosed that despite the policy not having been fully implemented, the exercise has recorded unprecedented progress where it has been implemented.

And Copperbelt Province Permanent Secretary, Bright Nundwe said the issue of the decentralization process should not be taken lightly.

Mr. Nundwe said for the country to develop, there was need for the system to tap into ideas from the ordinary citizenry.

He emphasized that the Ministry of Local Government was critical in driving the policy as it will facilitate the developmental agenda of the country.

Four students from Chipata Trades Training Institute have been arrested in connection with the riot that took place at the learning institution in the early hours of Monday this week.

Speaking in an interview with ZANIS today, Eastern Province Commissioner of Police Luckson Sakala said the students who include the Union President were arrested yesterday.

Mr. Sakala could however not disclose the names of the suspects for fear of jeopardizing investigations.

He said the students who are currently in police custody are cooperating with police and more arrests are expected to be made.

The Police Commissioner stated that the suspects will be charged today and subsequently appear in court soon.

Mr Sakala disclosed that the value of the damaged property is over K200 000.

Meanwhile, Provincial Permanent Secretary, Chanda Kasolo said all full time students at the institution will be required to re-apply and explain why they involved themselves in such a conduct.

He pointed out that once accepted the students will have to pay for the damages caused.

Mr. Kasolo said government will not condone lawlessness among students in the province.

Information and Broadcasting Services Minister Dora Siliya has said that any calls for the removal of the Financial Intelligence Centre (FIC) Director General Mary Tshuma only be dealt with by the Ministry of Finance.

Speaking at a media briefing in Lusaka, Ms Siliya, who is also Chief Government Spokesperson, said that as a result she did not have any information on whether the FIC Director General will be dismissed or the board dissolved.

Ms Siliya further added that the intention to create the Financial Intelligence Centre was not that it should unnecessarily alarm the public through publication of raw intelligence data. Government position was that when raw intelligence data is gathered by the centre, it should be given to the relevant government agencies.

There has been calls from some PF members to have the FIC board disolved and the Director General Mary Tshuma fired. The PF has insisted on calls to have FIC Board dissolved and the arrest of its Director General on claims of professional misconduct.

The uproar about FIC came to the public attention when National Restoration Party (NAREP) embarked on collecting signatures from Zambian people in order for people who plundered public resources, citing the FIC report, to be brought to book.

According to the Financial Intelligence Centre (FIC)’s 2017 Money Laundering/Terrorist Financing Trends Report released, Zambia incurred losses last year linked to financial crimes such as corruption and tax evasion among others amounting to K4.5 billion.

The NAREP leader Elias Chipimo said his party was disappointed by FIC’s disclosure, and urged well-meaning Zambians to append their signatures in protest against indiscriminate money laundering linked to financial crimes such as corruption and tax evasion in 2017 in the country.

Mr. Chipimo echoed with the FIC director-general Mary Tshuma saying corruption is sky-rocketing in Zambia.

According to Mr. Chipimo, the trend of this laundering is connected to politically-exposed persons being involved in suspected corruption.

“The revelations by FIC that K4.5 billion was laundered in Zambia makes sad reading. Let us stop the rot. Our party has come up with the petition collecting signatures from people in order to bring the perpetrators of public resources to book,” the angrily Mr. Chipimo said.

He said the battle against corruption in the country would not relent as innocent citizens were made to suffer and meaningful development could not be attained because of corrupt people.

Mr. Chipimo observed that future FIC reports will be irrelevant if no prosecutions on the reported cases of corruption to relevant law enforcement agencies were executed.

Attorney General Likando Kalaluka who was the guest of honour in launching the report said government was deeply concerned with the increase of financial and economic crimes currently being recorded in the country.

Mr. Kalaluka who is also Anti – Money Laundering Authority Chairperson charged that the fight against money laundering and terrorism related financial crimes calls for concerted efforts by all stakeholders.

He said that government has provided the legal and institution framework in which those charged with responsibilities of fighting financial crimes could carry out their mandate.

And Recently, National Democratic Congress NDC Consultant Chishimba Kambwili threatened to protest naked along Cairo road should Financial Intelligence Center Director Mary Tshuma be fired.

Mr. Kambwili told Journalists that he was ready to undress and protest along Cairo Road if the PF government disbands the FIC.

He said FIC is one of the few remaining governance institutions and needs to be protected from such attacks.

Mr Kambwili said demands by the PF to have the FIC Board dissolved and its Director General fired and prosecuted vindicates stakeholders that have been revealing alleged corruption in the public sector.

Meanwhile, the Patriots for Economic Progress (PeP), has said that it will stage a protest against what it has described as the continued harassment and intimidation of the Financial Intelligence Centre (FIC) and its Officers by the Patriotic Front for simply being resolute in carrying out its primary mandate.

Party president Sean Tembo said that he has since notified the Zambia Police Service regarding the protest, in compliance with Section 5 subsection (4) of the Public Order Act, Cap 113 of the Laws of Zambia.

Mr Tembo explained that the protest against the harassment and intimidation of the FIC will be staged on Wednesday, 27th June 2018 starting at 10:00 hrs.

Fred M’membe and Socialist Party general secretary Cosmas Musumali have sued Rainbow Party general secretary Wynter Kabimba in the Lusaka High Court for defamation of character and they are seeking an injunction to restrain him from issuing homosexual remarks against them.

Dr M’membe, the Socialist Party’s 2021 presidential candidate and Dr Musumali have also cited Daily Nation Newspaper Limited and Millennium Radio station manager Patricia Chibiliti.

According to a statement of claim filed in court, Dr M’membe and Dr Musumali are seeking damages for defamation of character following homosexual remarks the defendants issued and published against them.

The plaintiffs stated that on or about April 3 this year, the defendants jointly and severally published or caused to be published during a radio interview and live Facebook false and malicious words concerning the plaintiffs.

It was stated that Kabimba while laughing and giggling the false and malicious words of or concerning the plaintiffs, before the volume was cut off of the live feed stated that; “You want me to be a homosexual in order to run a political party? With so many women in Lusaka, Why?”

Kabimba had also alleged that the financiers of the Socialist Party had objectionable sexual orientation.

The defendants jointly and severally published an article headlined, “Kabimba Spills Beans”, where he said the Socialist Party leaders broke away from Rainbow Party because they disagreed with their views on sexual orientation and radical approach against prayers.

It is alleged that Kabimba repeated the defamatory contents with intent to damage the reputation of the plaintiffs as persons aspiring to form government in Zambia.

Dr M’membe and Dr Musumali said the words complained of in their natural and ordinary meaning meant and were understood to mean that the plaintiffs were dishonest and lacked integrity thus not fit to hold public office as leaders of a political party.

The plaintiffs further stated that the accusations also meant that the Socialist Party was founded on immoral principles and values and that they got funding from immoral people and thus did not meet the ethical and integrity standards of a political party.

Dr M’membe and Dr Musumali contended that on April 4, the defendants and each of them refused to correct, retract and or tender an apology notwithstanding the written demand to do so and also did not bother to verify the truth of the wild and false statements before publishing them.
“The first defendant published the words complained of with intent to damage the reputation of the defendants as persons aspiring to form government in Zambia,” the plaintiffs stated.

They added that unless restrained by the court, the defendants and each of them would continue to publish or cause to be published the said or similar words defamatory to the plaintiffs.

The plaintiffs are therefore, claiming damages for defamation, exemplary damages and an injunction to restrain the defendants, their agents or servants from further publication of any defamatory articles about the plaintiffs.

Political parties agree on the Dialogue Road Map, Church Mother Bodies to chair the dialogue process

The differences among political parties regarding the leadership of the dialogue process has been ironed out as the political parties have unanimously agreed that the Church Mother Bodies should chair the dialogue process while ZCID remains at the centre of the process by facilitating the process.

At the conclusion of a two day meeting for National Secretaries and General Secretaries held at Karina Inn in Siavonga stated the following, the ZCID Board Chairperson issued the following statement.

We the under signed National Secretaries and Secretary Generals representing various political parties and the people of Zambia confirm our commitment to the National Dialogue Process. We have fully deliberated on the matters associated with the national dialogue and have come to the following common agreement:

  1. We agree that the process shall be facilitated by ZCID and chaired by Church Mother Bodies;
  2. We agree that the broad thematic areas to be considered at the Summit of Presidents shall include the following:
    • Constitutional and Institutional Reforms
    • Separation of Powers and Judicial Independence
    • Tolerance, Freedom of Assembly and Civility in Politics
    • Electoral Reforms
  3. We further agree to form a technical committee comprising of legal representatives from political parties and other identified stakeholders that shall look into key issues;
  4. We agree to mandate ZCID to immediately meet with the Church to set the program for the dialogue process;
  5. We have thus proposed a draft agenda and roadmap for the dialogue process;
  6. We wholeheartedly undertake to keep each other engaged in continued consultation to achieve our common objectives; and
  7. We reaffirm our commitment to the dialogue process in the interest of all Zambians.
