Zambia’s Ambassador designate to the Republic of Turkey, Mr Joseph Chilengi has called for the implementation of the Bilateral Air Services Agreement between Zambia and Turkey to pave way for Turkish Airlines to start a direct flight between Istanbul and Lusaka.
Mr Chilengi said it is important for Turkish Airlines to start a direct flight to Lusaka to help boost tourist inflows and enhance trade between Zambia and Turkey.
Ambassador Chilengi said this in Istanbul yesterday when he briefed Minister of Foreign Affairs, Joseph Malanji and his delegation.
The Minister transited through Istanbul today on his way to attend the African Union (AU) Heads of State and Government summit in the Islamic Republic of Mauritania.
Vice-President, Inonge Wina will represent His Excellency, Mr Edgar Lungu, President of the Republic of Zambia, at the summit to be held in Nouakchott from June 25 to July 3, 2018, under the theme “Winning the Fight against Corruption: A Sustainable Path to Africa’s Transformation”.
Mr Chilengi also briefed the Minister on relations between Zambia and Turkey and pertinent issues pertaining to bilateral co-operation between the two countries.
Mr Chilengi further briefed Mr Malanji on the recent June 24, 2018 snap election in Turkey, in which incumbent President Recep Tayyip Erdogan emerged victorious with a 52.6 percent first round majority vote to become Turkey’s first executive President under the new constitution.
Mr Chilengi also updated the Minister on the forthcoming political consultations between Zambia and Turkey scheduled for July 11, 2018 in Ankara.
The minister was accompanied by his Mines and Mineral Development counterpart, Richard Musukwa and Ministry of Foreign Affairs Permanent Secretary in charge of International Relations and Co-operation , Ambassador Chalwe Lombe.
Others are Office of the Vice-President Permanent Secretary in charge of Administration, Stephen Mwansa and Anti-Corruption Commission Director General Zacharia Phiri.
Vice-President, Inonge Wina is on Friday expected to transit through Istanbul on her way to attend the AU Heads of State and Government summit in Mauritania.
The Vice-President and her delegation will be received by Mr Chilengi and Zambia’s Honorary Consul in Istanbul, Dr Bulent Goktuna.

The ruling Patriotic Front (PF) Mayoral candidate for Lusaka Miles Sampa has unveiled his plan of action for the transformation of the city of Lusaka in the first 100 days upon being elected into office.
Speaking at the Party’s interactive Forum at Crismar Hotel in Lusaka this morning, Mr. Sampa stated that the first thing he would do would be to enhance communication between the Council and Lusaka residents by establishing a call centre at the council.
“The way the police have a call centre, that’s how the council will operate to carter for inquiries 24/7. It shall be a full fledged and operational call centre. Not when one is calling, one is greeted with no response. If you find a dead dog on the road, you should be able to call the centre and inform us and we should immediately respond and send someone to clear up the dog,” he said.
Mr. Sampa stated that the second aspect would be to de-congest the roads in Lusaka because the congestion was making business suffer in the CBD because it was increasingly difficult to move from one point to another and that within the 100 day framework, he would come up with a realistic solution to the problem.
Mr. Sampa also announced that the third thing would be to introduce free WiFi in bus stops, at train stations, at the airport and other public places to make electronic communication channels easier for the residents of Lusaka in line with the Smart Zambia that is being encouraged by government.
“When one arrives in Zambia at the airport, there will be free WiFi and one can immediately log in to ones preferred services. Similarly, when one goes to Intercity, there will be free WiFi, so that when one is travelling and one is delayed, it should be possible to log in to free Internet and inform ones relatives of the predicament. There will also be free WiFi at the council premises and many other public places,” he said.
Mr Sampa stated that within the first 100 days, he would also ensure that there is improved health services which should fall under the council. He stated that he would ensure the council health posts are fully functional to carter for the health needs of the residents. Mr. Sampa stated that within the 100 day framework, he would also introduce town hall meetings.
“Every six months, as Mayor, I will be meeting all residents under the town hall meeting scheme, to have one on one meetings. And, we will agree with the councillors that they too have town hall meetings every three months within their wards,” he said.
Within 100 days, Mr Sampa said that he would ensure that the process of issuing of tittle deeds to all houses in Lusaka is done, stating that that a house is a major asset which should enable the owner to access bank loans as houses could be used as collateral for a bank loan, adding that computerisation and valuation of houses would be done
“If your house is not valued, you won’t know its worth and so when you go to a bank seeking a loan using your house as collateral and the bank asks how much your house is worth, and you don’t know, they won’t give you a loan,” he said.
Mr. Sampa also stated that he would look into the improvement and upgrading of markets to allow marketeers to trade in a conducive environment. He stated that he would also move the council from being a red council to a black one which he stated meant taking the council from being a broke council to one that was financially viable through stoppage of revenue leakages.
“I will ensure that all revenues that are due to the council, are collected. And also the correct rates for that matter,” he said.

Sela received her Award for the work she is doing to explore how science, technology, engineering and mathematics (STEM) can help solve some of the challenges faced by her country by applying knowledge gained from her own engineering studies to found and teach on Zambia’s first robotics development team.
Gift Chansa?, 26, said: “It’s such a great opportunity and honour to receive an Award from Her Majesty The Queen.?I never imagined myself being here, I just wanted to start a place where people can develop their creativity in Zambia and it has brought me here. The Zambia U17 bench is set to trim the team to 25 ahead of next month’s defence of the 2018 COSAFA U17 Cup in Mauritius.
Forty players are currently on trials in Lusaka and battling to make the final provisional team to be announced next week after MRI tests are completed this weekend.
Zambia will defend their title next month at the tournament Mauritius will host from July 19-29.
Junior Chipolopolo is in Group B where they will play South Africa, Mozambique and Lesotho.
Zambia will kick-off their title defence on July 19 against Mozambique and later play Lesotho on July 22 before closing their Group B campaign against South Africa on July 24.
The tournament will principally act as regional qualifier for the 2019 U17 AFCON that will be hosted by Tanzania.

ZICTA has fined MTN, Airtel and Zamtel a combined K12.6 million due to poor service.
According to a statement, the three mobile network operators have been fined for various cases ranging from dropped calls, failed SMSs and poor internet services.
MTN received K3.6 million in fines, Airtel was fined K4.2 million and Zamtel was slapped with a K4.8 million fine.
37th SADC Meeting of Ministers responsible for Energy and water held at the Sandton Convention Centre in Johannesburg South Africa.
Zambia says it will consider putting up a gas pipeline from gas rich neighbouring countries into Zambia .
Energy Minister Matthew Nkhuwa says the importation of gas will help meet the demand for Energy in the country.
Mr. Nkhuwa also said Zambia had heightened both oil and gas exploration and was hopeful these resources will be found and exploited.
Mr Nkhuwa says the private sector has already shown interest in the construction of a gas pipeline from Mozambique into Zambia.
He mentioned that the alternative energy sources would reduce the demand placed on Hydro electricity supply in Zambia.
Mr Nkhuwa says Zambia needed to interact more with the neighbouring SADC Countries in order to benefit from regional development.
He was speaking at the 37th SADC Meeting of Ministers responsible for Energy and water held at the Sandton Convention Centre in Johannesburg South Africa.
And Mr Nkhuwa disclosed that the energy inter-connector power project between Zambia and Tanzania has reached 50% completion rate.
He said construction of transmission lines is expected to be completed and operational by the end of the year including the kolowezi inter Connector project with Angola.
Mr Nkhuwa mentioned that the project would help evacuate power from countries of surplus to connect to countries of deficit to stabilise energy demand in the SADC region.
He added that their is need for countries to migrant to smart grid system of power supply and distribution.
He noted that the current system was outdated therefore causing damages to power plants
Meanwhile Zambia’s High Commissioner to South Africa His Excellency Mr Emmanuel Mwamba says the installed generation capacity was 68324 MW and to meet the deficit in the region,countries needed to invest in generation of power from various sources of power.
He said these include solar, wind and gas to achieve and generate mix that guarantees energy stability in the
Region.
FAZ president Andrew Kamanga says they will ensure the US$6 million four-year grant from FIFA will be accounted for in its development programmes.
FIFA will stagger the grant to all its member associations until 2022.
“For the 2018 to 2022 cycle they have increased the allocation to each federation to US$6 million which is essentially money that we are going to receive over a period of four years. So in each year we will be receiving US$1.5 million half of which will go into projects, the other half will go into administration and the management of the football development,” Kamanga told delegates last week at the close of the FAZ administers and management workshop held at Government Complex in Lusaka.
“Again we have come up with the audit and compliance committee where we want to make sure that all of you subscribe and ensure that you are accountable and ensure that development and funding from FIFA is able to trickle down to you.
“We did ask some of you to provide bank accounts which you failed, there is no money that is going to come to you from the FIFA forward which is not accounted for and it has to be audited.
“We want to make sure as we go forward all provinces will get funding.”

The three Church Mother Bodies in Zambia, namely: the Council of Churches in Zambia (CCZ), the Evangelical Fellowship of Zambia (EFZ) and the Zambia Conference of Catholic Bishops (ZCCB) have issued a communique on the national dialogue and reconciliation process.
The Church Mother Bodies stated that they are aware of the immense expectations and trust people have put on the Church in Zambia to lead the much talked about dialogue and reconciliation process.They have however refused to be drawn into the discourse of who should lead the process and which other religious organisations should be part and parcel of the leadership in facilitating the dialogue and reconciliation.
The Church Mother Bodies said they take the responsibility of leading the dialogue process as a calling from God to reconcile the nation in order to bring peace and harmony among God’s children in Zambia. In so doing, they neither seek political mileage nor publicity.
The Church Mother Bodies said they have learn from the recent past in which our political leaders failed to abide by what was agreed upon during the Inter-Party Dialogue meeting held at the Cathedral of the Holy Cross on 29th March 2016, which the Church organized in order to respond to the many electoral and human rights issues that were troubling the nation.
They attributed the current state of political division and socio-economic decline in the country to failure by leaders across the political divide,to abide by the very commitments they made to end political violence, misapplication of the Public Order Act and electoral corruption. The Church Mother Bodies believe that the peace accord brokered in that dialogue meeting should have marked a new beginning.
Despite this the Church Mother Bodies said they will draw valuable lessons learnt from their historical success in 1991, when the three Church Mother Bodies, brought Dr.Kenneth Kaunda of UNIP and Dr. Fredrick Chiluba of MMD to a round table dialogue meeting at the Cathedral of the Holy Cross which resulted into Zambia welcoming the multiparty dispensation in a peaceful manner without bloodshed.

“All this is from God, who through Christ reconciled us to himself and gave us the ministry of reconciliation” (2 Corinthians 5:18)
We the leaders of the three Church Mother Bodies in Zambia, namely: the Council of Churches in Zambia (CCZ), the Evangelical Fellowship of Zambia (EFZ) and the Zambia Conference of Catholic Bishops (ZCCB),AWARE, that immense expectations and trust by the people, have been put on the Church in Zambia to lead the much talked about dialogue and reconciliation process, and that the nation is going through a difficult period economically, socially and politically, and that some of the root causes of the social economic problems emanate from disunity,continued state of political tension and the blatant lack of political will by
our leaders to address the root causes of what is obtaining, and that many public pronouncements have been made by various stakeholders regarding this dialogue process and how it should be moved forward.
However, we refuse to be drawn into the discourse of who should lead the process and which other religious organisations should be part and parcel of the leadership in facilitating the dialogue and reconciliation.
We CONSIDER reconciliation as our duty, given to us by God in exercising our mandate in the prophetic mission of the Church. We are reminded of what St. Paul wrote to the Corinthians:16 “From now on, therefore, we
regard no one according to the flesh, even though we once regarded Christ according to the flesh, we regard him thus no longer. 17 Therefore, if anyone is in Christ, he is a new creation. The old has passed away;
behold, the new has come. 18 All this is from God, who through Christ reconciled us to himself and gave us the ministry of reconciliation” (2 Corinthians 5:16-18). Thus, we take the responsibility of leading this

words, seen in our faces and actions because it is in our hearts”;
We LOOK FORWARD to serious commitment from ALL stakeholders in this process as we call upon them to remain focused and avoid political expediency that may derail the entire process.
We, ON OUR PART, are full of hope for a successful process and remain committed to carry out this mandate entrusted to us by the Zambian people, and with the help of ALL well-meaning Zambians and the mighty
hand of God, Zambia will be set on a new trajectory that will ensure that we truly live in peace, unity and harmony by promoting a culture of true dialogue, good governance, the rule of law and respect of human rights.

Green Party leader Peter SinkambaGreen Party President Peter Sinkamba is today, Wednesday 27 June, 2018 scheduled to meet Finance Minister Margret Mwanakatwe to discuss some Green party proposal that could assist Government cushion the rising debt stress.
The meeting will take place in Lusaka at the Ministry of Finance Headquarters starting ar 10.00hrs.
“As the Green Party, we are elated that the honorable Minister has accorded us this opportunity to share some of our ideas on debt sustainability. Of course, we will not have alot of time to discuss as the minister is a very busy Government official. So we plan to focus on less controvesial but high value proposals so as to optimise on the limited time,” Mr. Sinkamba said.
Mr. Sinkamba added that he hopes that soon, the warm relation that exists between his party and the ruling party will extend to other parties, especially the UPND. He added that Zambia has several brainy people with great ideas that could elevate this country to higher heights but inhibited to do so due to artificial aviodable political barriers.
“As the Green Party, we are quite elated that President Edgar Lungu has initiated reconciliation with UPND Leader Hakainde Hichilema. We think that the move could not have come at a better time than now. We hope that soon, the two leaders will meet and reconcile their differences. We believe that there is urgent need to restore unity and harmony in the nation so that we can all put together our brains with one common agenda to redeem mother Zambia,” Mr. Sinkamba said .
“As we have always said, nothing in this world is more important than reconciliation. We think that time for pride and belligerency is over as belligerency will never take this country anywhere. We think that time has now come for mutual respect, reconciliation and national development above all,” he added.

Movement for Multiparty Democracy-MMD National Youth leader Geoffrey Mulenga has said that the Church can not be entrusted with the delicate process of superitending over the entire national dialogue because of their impartiality and existing differences among themselves.
And Mulenga says the two major stakeholders in the dialogue process should stop shifting goal posts in the interest of moving forward as time is not on their side.
Mulenga who is the National Youth Treasurer in the Youth wing of the former ruling party bemoaned the current crop of Church leaders whom he has accused of being partisan and lacking the calibre of their predecessors such as Telesphore Mpundu, Paul Duffy, Bishop Milingo, Father Miha and others who stood for the people.
He said the Church should not hijack the process but participate on the agenda which the Zambia Centre for Interparty Dialogue has drawn so as to ensure that the country moves forward on the topic.
“The Church also looks to be divided, the Church can’t be trusted because they are divided and the era of Church leaders who had a people agenda is long gone. We had the likes of Japhet Njovu who was non partisan, the likes of Telesphore Mpundu, Paul Duffy, Bishop Milingo, Father Miha and others these had one thing in common, they wanted to see a united country but we have a new crop of these other church leaders who are partisan. Others sympathise with UPND, others sympathise with PF, how then are they going to reach a consensus and to what road map?
“I want to urge the church to be impartial in their participation in this dialogue process. They should take part in the dialogue but they should not hijack the process because they may just divide the country even further. They should allow ZCID to continue with its widely accepted road map which has been agreed upon by politicians themselves but play the chairing role which the politicians have requested the Church to play. The Church should work with ZCID because we don’t want a situation where the following day Charles Kakoma says we are not part of this dialogue,” he said.
Commenting on the recent statements from Republican President Edgar Lungu and his Justice Minister who have issued seemingly contradicting statements on the same issue. Mulenga said the country was losing precious time debating peripheral issues on a process which has already started.
He said political stakeholders have agreed on a road map to which everyone including the two major stakeholders participated hence the need for people to stick to what has been agreed on.
“The two major stakeholders in this dialogue process should stop changing goal posts. We know that the President who is in Eastern Province for a three day working visit issued a statement that the church must lead the process or be the secretariat but again we have a situation where his Justice Minister Given Lubinda who is in Ethiopia is saying this dialogue process must centre on constitutional reforms which has beeb agreed upon among other issues by all the political parties themselves. And its true we all agree as stakeholders after the Secretary General’s meeting in Siavonga District which was also attended by PF SG Davies Mwila and his Deputy Mumbi Phiri and the UPND counterparts, where we all agreed to involve the church to be part of the dialogue but not the Church to lead the process because politicians are suppose to lead this process because they represent the people political interests across the country.
“There is a number of peripheral issues which UPND and PF are raising and the UPND should realise time is ticking and there are a number of issues that need to be tackled in this dialogue process. Ofcourse, we are looking at laws like the Public Order Act, also the most important thing in a democracy is the independence of the electoral body and there are questions that need to be answered. Is the PF going to agree to the demands that the UPND and other political parties are going to bring foward to the same Church? Will the PF agree to have an independent electoral body and to scrap off the POA? All these questions, we may need to know if this process has to yield results,” he said.
He further told the UPND to sober up and stop being childish and petty because they are the most affected in the whole process.
“As for UPND they should stop being petty and childish in this whole process because they are the most affected political party in this whole process. These things must be tabled and tackled so that in the 2021 elections, maybe the loser may concede defeat once and for all to say I have lost elections which were held in a free and fair elections befitting a democracy.
“If the elections in 2021 have to be free and fair meeting the aspirations and standards of all participants without raising dust, we need to quickly dialogue. In the 2016 elections, we saw what happened, we have seen petitions in court which we may urge Hakainde Hichilema to withdraw all of them because they are irrelevant. The dialogue process can only meaningfully yield results if there aren’t any petitions in our courts of law. We say so because he has agreed that Edgar Lungu is his President so there is no need to continue with petitions,” he said.

People’s Alliance for Change (PAC) President, Andyford Banda says revelations by the World Bank that 75 percent of the Zambian Cabinet decisions are never implemented is concerning.
In its “Zambia Systematic Country Diagnosis” report of March 2018, the World Bank has noted that weak capacity to manage public expenditure and implement policy programs is undermining service delivery effectiveness.
Mr. Banda says this report is an eye opener to the government and to be precise, cabinet, to ensure that it implements all its pronouncements and decisions.
He says this report is de-motivating as it is shows that those in cabinet are failing to stick to what they promise and assure the people.
Chilufya Tayali went ballistic yesterday afternoon after he was blocking from filling in his nomination papers for Lusaka Mayoral elections on account that he arrived late.
Mr Tayali who claimed to have been outside the Civics Centre in the car ready to file in his papers was turned away after he arrived shortly after 15:30 Hours.
He sharply reacted to the decision by the Returning Officer to bar him and charged that he was being disenfranchised.
Mr Tayali became highly emotional and started beating the table and declared the decision unfair.
The Returning Officer stood his ground and told Mr Tayali that he is merely following guidelines stipulated in the Electoral Code of Conduct.
Shortly afterwards, Mr Tayali summoned his few supporters to accompany him to the Electoral Commission of Zambia Head Office where he was planning to lodge a formal complaint.
Mr Tayali stormed out of the Civics Centre shouting on top of his voice crying blue murder.
United Party for National Development (UPND) President Hakainde Hichilema has urged his members to defend themselves when attached.
Speaking when he addressed thousands of supporters at the party’s secretariat, the UNPD leader said that this was not the time for cry babies and even babies grow, adding that he was tired of seeing people at his gate crying that they have been beaten.
“You must defend yourselves, full stop,” said the UPND leader. Speaking in local Language, Mr Hichilema emphasised that he did want to hear that his people have been beaten and asked as if they don’t have hands and brains.
“If attacjed by a PF cadre, defend yourself to the best of your ability and even attack 10 times more,” Mr Hichilema said and emphasized that he has given them the signal and they shouldn’t be waiting for one.
Mr Hichilema thanked the youths for the work in Chilanga and said that it was time to protect both the voters and the votes as responsible citizens to help the police to maintain law and order.
Mr Hichilema said that the party was confident that they will win the by-elections and Lusaka is top on their list as their candidate, Kangwa Chileshe was ready to deliver service to the people of Lusaka.
Nine candidates have successfully filed in nomination papers for the Lusaka Mayoral by-election slated for 26th July 2018, while EEP president Chilufya Tayali failed to file in his nomination papers.
Returning Officer, Alex Mwansa has confirmed that all the nine nomination papers have been declared valid.
Mr. Mwansa has named the successful candidates as PF’s Miles Sampa,UPND’s Chileshe Kangwa,NDC’s Saboi Imboela, Savior Chishimba of the United Progressive Peoples (UPP), Alfred Band of the United Independence Party (UNIP) and Denis Bwalya of the National Restoration Party (NAREP).
Others are Leslie Chikuse of the Republican Progressive Party; Mukubesa Mundia of the People’s Alliance for Change (PAC) has Mukubesa Mundia and United Prosperous and Peaceful Zambia (UPPZ’s) Madaliso Musukwa.
Mr. Mwansa said that the Economic and Equity Party (EEP) Candidate Chilufya Tayali did not manage to file his nomination papers.
Mr. Mwansa said that Mr. Tayali and his supporters went to the nomination center 30 minutes after closure of the filing of nominations which was publicly done at 15:00hrs.
Meanwhile, the Zambia Police has assured political parties taking part in the July 26th by-elections of fair treatment throughout the campaigns.
Police Spokesperson Esther Katongo said that now that nominations have been conducted and campaigns have started, the police expect cooperation from parties contesting the by-elections.
Ms. Katongo has told QTV news by telephone that the police want the by-elections to be peaceful.
She stated that police commands in all the areas where by-elections are being held have devised plans of how they will police the polls.
Ms. Katongo said that the ultimate is to ensure that law and order is observed.
