Stakeholders should get involved in the improvement of human rights in Zambia

SACCORD has called on stakeholders in Zambia to get involved in the improvement of human rights.

SACCORD Executive Director Boniface Chembe said in an interview that stakeholders such as the Media, the Church, Traditional leaders, CSOs and Government as the biggest stakeholder should get involved in the process of enhancing and improving human rights in the country.

He said his organisation with the help of Open Society Initiative for Southern Africa-OSISA is working on a project that would bring stakeholders together with the purpose of having a well formulated and coordinated fight for the improvement of human rights in the country.

Cheembe explained that the project will seek to create a Human Rights Defenders Network for Zambia which will bring together human rights defenders in the country.

“As SACCORD we believe that Zambia needs to continue improving her Human Rights and this process of improving human rights has to involve various stakeholders, CSOs, The Church, the Citizenry, Traditional leaders, the Media and of course a very big stakeholder the Government.

“We are greatful with the support that we have received from the Open Society Initiative for Southern Africa-OSISA that has supported SACCORD on a project that seeks to put in place a Human Rights Defenders Network bringing together CSOs, quasi government organisations among others to participate in this human rights Human Rights Defenders Network for Zambia.

“The idea is that working with strategic partners and stakeholders we have a very well formulated and coordinated manner on following up human rights related issues and this is ultimately suppose to feed into the hope of improving human rights in the country whether it be from the point of view of reform of the public order act or improving the extent to which there is freedom of expression in the country so this is something that we shell continue to work towards and continue our sensitisation and awareness creation activities,” he said.

And Cheembe observed the need for a proper mechanisms for following Universal Periodic Review on human rights so as to track recommendations that the Zambian government takes on board.

“….It is for this reason as an organisation we have been very proactive in matters pertaining to the Universal Periodic Review UPR especially were Zambia is concerned and in particular were the review of Zambia is concerned.

“it is important that recommendations that the Zambian government takes on board to implement from the UPR are followed up in
a methodical manner so that the implementation of those recommendations form part of the improvement regime in the country’s human rights record even other issues that need to be followed up as regards the UPR has to be taken into consideration,” he said.

The ruling Patriotic Front (PF) Secretary General Hon Davies Mwila has said that PF is not campaining but just mobilising the party and called on the other parties to do so.

Speaking when he arrived in Solwezi to receive 2 000 defectors from other parties, Mr Mwila said that he is not holding public meetings and as such they cannot be construed as campaigns.

“Those claiming that we are campaigning should know that we are not campaigning at all. We are just mobilising the party. We are going round and you have never heard of us holding public meetings from my office, we have been holding indoor meetings. It means that we are there to mobilise the party; that is my Job, I am paid for that. So all those who want to mobilise their party and I am talking about the UPND and the rest, let them go also and mobilise their parties. They are free. This is a democratic country. Us we are not playing as a party, we are very serious,” said Mr Mwila

ABOUT 2,992 members of the opposition political parties in North Western Province have ditched their former parties and joined the ruling Patriotic Front -PF- in Solwezi district.

Notable among those that have defected to the ruling PF are 5 Village Headmen, FDD provincial secretary Kaila Sachiyeka, UPND Mushindamo district chairlady Betty Lupito, Mushindamo district youth chairperson Precious Masaba, Solwezi constituency secretary Misheck Lukama among others.

And out of the 2,992 new PF members, 1,940 are from the UPND, 797 from FDD and 255 from MMD.

Village Headman Kajoba who spoke on behalf of other village headmen described his stay in the opposition UPND as a share waste of time.

He said UPND has nothing to offer to the people of Zambia and that is why he and his fellow headmen have decided to ditch their former party.

And former FDD provincial secretary Kabaila Sachiyeka described his former party as a party without a vision.

The former UPND Solwezi constituency secretary Misheck Lukama and Mushindamo youth chairperson Precious Masaba said they do not want to remain behind by clinging to the opposition for years.

They mentioned the undemocratic tendency in their former party as some of the reason they have decided to join the ruling party.

Meanwhile, PF provincial chairperson Jackson Kungu said turnaround of the people in the province to support and work with the party in power is because of the good leadership of President Edgar Chagwa Lungu and feedback on the implementation of various developmental programmes and projects being witnessed in the province.

He said the people in the province have committed to work closely with the party and its leadership in order to continue fostering development in the region.

And receiving the defectors, PF Secretary General Hon Davies Mwila said the PF is the party of choice and that is why people are joining every day. He said the democracy that the party has exhibited from inception at all levels is attracting masses into the boat.

He announced that the defection of the over 2900 members from the opposition is a clear indication that the ruling party has penetrated the province which the opposition UPND boast of being their stronghold.

And Hon Mwila said President Edgar Chagwa Lungu will continue taking development to all parts of the country without segregations.

“We are receiving the defectors because we want more members in the mighty Patriotic Front. Remember that Politics is about numbers and 2021 is around the corner and because of the numbers we are attracting to ourselves i can assure you that even in 2021 general elections, PF will carry the day.

“We are in government because we have 7 provinces in our hands and i want to say that you can not givern this country with one province or two provinces! You can only lead this country when you have the majority in the 10 provinces. And i should mention here that North Western being part of our 10 provinces, government has resolved to massively develop this entire region. We made a promise in 2016 when President Edgar Chagwa Lungu came here and committed his government that he is going to finish the Chingola- Solwezi road. We have stuck to this promise as we will soon finish the now Chingola- Solwezi dual carriageway,” said the Secretary General.

He reiterated that the Head of State has made a commitment to develop every corner of this country regardless of tribe, ethnicity and political inclination.

He mentioned North Western province as a region has received attention in terms of development under his leadership.

“You have seen here in Solwezi, after we have finished with the dual carriageway, we are going to work on the Township roads inside the district. I can tell you that the PF’s 2016 slogan still stands; sonta apo wabomba. And once we deliver, 2021 will just be about ukusonta apo twabomba. You will remember that most of the districts here in North Western did not have power, they were not connected to the national grid. Now through the leadership of His Excellency, President Edgar Lungu, the majority of the districts here are now connected.”

The PF Chief Executive Officer -CEO- implored old members to embrace the new members by recruiting more members stating that politics is about numbers hence the need to continue recruiting members.

Declare what God says about you – that you are blessed and cannot be cursed, that you are above only and not beneath! As you call things that are not as though they were, you will see God’s wonderful promises and blessing come to pass in every area of your life!

Zanaco rout Gambia AF to make CAF Champions League progress

Zanaco have beaten Gambia Armed Forces FC 3-1 away this evening in Banjul to advance to the pre group stage of the 2018 CAF Champions League.

The Sunset side advanced to the final knockout round 6-1 on aggregate after Saturdays win.

Ernest Mbewe put the Zambian club ahead in the 17th minute.

However,Gambia AF equalized in the 40th minute through Lamin Senneh to see the sides go 1-1 into the break.

Ex Power Dynamos striker Martin Phiri restored Zanaco’s lead in the 84th minute to see him net his third of the campaign after scoring a brace on his club debut a fortnight ago in that 3-0 home win at Nkoloma Stadium in Lusaka on February 10.

George Chilfuya wrapped up Zanaco’s good day in Banjul in 89th minute to see Mumamba Numba’s side kickoff their 2018 African campaign with a 100 per cent start.

Zanaco will host Mbabane Swallows of Swaziland at Nkoloma in the final knockout round on March 6.

The final leg is scheduled for March 17.

Winner will advance to the CAF Champions League group stage in May.
The loser will be relegated to the pre-group phase of the 2018 CAF Confederation Cup in April.

Power win four club pre-season tournament with game to spare

Power Dynamos overcame Napsa Stars 1-0 on Saturday afternoon to win the four-team pre-season tournament they are hosting at Arthur Davies Stadium with a game to spare.

Newly acquired striker Joseph Kanema scored a first minute goal as Power moved to six points after two rounds of matches played so far in Kitwe.

Power launched the competition with a 3-0 win over Forest Rangers on Friday just after Napsa and Kabwe Warriors had battled to a goalless draw in the opener.

Warriors are second on two points after Saturday’s goalless draw against Forest in the lunch time match.

The competition being played on round robin ends on Sunday with Napsa facing Forest at 13h00 before hosts Power tackles Warriors at 15h00.

Kampyongo cautions security personnel against participating in ill social media platforms

Government says it is deeply saddened that men and women in uniform also participate on ill platforms on social media contrary to their calling of a disciplined cadre of personnel.

Home Affairs Minister, Stephen Kampyongo said it is unfortunate that officers opt to participate on social media thereby inciting the public to rise against the government of the day.

Mr. Kampyongo said government is working with Zambia Information and Communications Technology Authority (ZICTA) and other stakeholders to deal with those officers found wanting of contributing to ill social media platforms.

The Minister said this when he officiated at the 2017 Zambia Police Senior Officers annual ball in Lusaka last evening.

“It has come to my attention that disgruntled uniformed officers are also participating on social media inciting members of the general public to turn against the duly elected Head of State,” he said.

He warned that stern action will be taken against those found posting falsehoods against the government of the day.

And Mr. Kampyongo has also warned uniformed officers in the habit of drinking whilst on duty saying it is a serious offense which is denting the image of the security personnel.

And Mr. Kampyongo also delivered a special message from President Edgar Lungu that he has called for unity of purpose, discipline and productivity among the men and women in uniform in order for Zambia to attain her industrialization vision.

And speaking earlier, Inspector General of Police Kakoma Kanganja declared that 2018 as a year of raising levels of discipline in the Zambia Police Service.

Mr. Kanganja disclosed that the service will this year train pilots and aircraft technicians at a base to be set soon.

He said once the air wing project is operationalized, it will improve efficiency and effectiveness in the fight against crime through quick response by reaching out to inaccessible and isolated areas.

Mr. Kanganja also challenged men and women to leave politics to politicians and resign if they want to actively participate in politics.

The 2017 Zambia Police Service Annual ball which was earlier postponed due to cholera was attended by former First lady Christine Kaseba, State House Press Aide Amos Chanda, some cabinet ministers, retired defense chiefs and other senior government officials.

GOVERNMENT will not import or allow any Genetically Modified foods (GMOs) as the country is food secure following bumper harvests recorded.

Vice President Inonge Wina informed the House yesterday, that Government had no plans to import GMO foods in Zambia following consecutive bumper harvests the country had been recording.

She said this in response to a question by Mpongwe MP Rashfold Bulaya who wanted to find out if government would import GMO foods because of unfavourable climatic conditions which would result in low yields of maize and other foods.

“As Government we have no intentions of importing GMO foods seeing that the country has been recording bumper harvests,” she said.

And Ms Wina has reaffirmed Government’s resolve to uphold its pronouncements on development projects such as the construction of mathematics and science colleges in Katete, Nalolo and Kabompo.

She said this during the Vice President’s question time in response to a question from Kabompo MP Ambrose Lufuma who wanted to find out if government was diverting from its development pronouncements.

Ms Wina said government was renegotiating for a loan with Arab Banks and she expressed hope that foundation works would start this year in the three districts.

Meanwhile, the Vice President said the DMMU was carrying out a countrywide assessment of how many bridges have been washed away and roofs blown off.

She said in response to a question from Mafinga MP Jacob Siwale who sought governments intervention in his constituency following natural calamities.

Ms Wina said it was Government’s responsibility to take care of its people in need when faced with such natural calamities.

The Vice President inonge wina has assured parliament that government is putting in place robust measures to ensure that agricultural inputs this farming season are promptly delivered to farmers.

Mrs Wina said Government did not want to see the reoccurrence of the last farming season where inputs were delivered late. She said this in response to a question posed by Kaputa lawmaker Maxus Ng’onga who wanted to find out how prepared Government was for the 2018/2019 farming season.

“As Government we are putting necessary measures in place to see to it that the delay in the delivery of farming inputs does not repeat,” she said.

Ms Wina said Government was sourcing for resources so that inputs could be delivered early. And the Vice President has applauded the e-voucher system as a success.

Ms Wina said out of the targeted 1000 000 farmers, over 700 farmers benefited.

She explained that this could be attributed to the fact that it was the first time the system was put to the test hence the few hurdles.

THERE is nothing wrong with the distribution of books bearing the portrait of President Edgar Lungu, Vice President Inonge Wina has told Parliament.

Responding to questions during the Vice President’s question time, Mrs Wina said President Lungu’s portrait is displayed in public offices and so there is nothing wrong with books to have his picture.

Mrs Wina said it beats her understanding why a Member of Parliament could complain about books meant for vulnerable pupils just because they have a portrait of the Head of state.

Mrs Wina said the books will continuously be distributed in Government schools bearing portraits of President Lungu and there was nothing wrong.

The Vice President was responding to a question by UPND Katuba Member of Parliament Patricia Mwashingwele who wanted to know if Central Province permanent secretary Chanda Kabwe was in order to distribute books bearing President Lungu’s portrait to pupils in Katuba. “President Lungu is the President of the Patriotic Front and he is also the President of the Republic of Zambia. His portrait hangs in our offices and everywhere and you don’t complain,” Ms Wina said.

And olitical activist Laura Miti has urged the ruling PF to stop the distribution of campaign books to children in public school bearing President Edgar Lungu’s image.

Ms Miti said failure to stop such campaign methods which Ms Miti calls desperate would result in some PF detractors also starting a smear campaign like the one bearing President Lungu’s image on toilet paper.

“The PF say the tissue with the President’s image on it is not part of their campaign material, but they do not apologise for the children’s books. I am actually glad to hear the tissue was not official party business because maweee,” she quipped.

She said the distribution of campaign books to children in public schools is beyond low and North Koreasque aimed at brainwashing the learners.

“What the children need is for class sizes to be reduced from the now regular 100, to have qualified teachers, to not be sent out of school because they have not ”contributed” a ream of paper,” she said.

Ms. Miti who is also a graduate of the UNZA School of Education said the paper used to print those campaign books would, if translated to school budgetary support, keep lots of children in school.

“So the PF has to understand that if it insists on this puzzling and desperate campaign they are on, they will encourage detractors to come up with responses like the tissue. Govern please, govern. For once, dear PF, campaign by running the country,” she said.

Prominent Chongwe resident Frederick Mwalusaka has joined other Chongwe residents in rejecting the planned construction of a Nuclear Science and Technology Plant in the area.

Mr Mwalusaka who is also former RTSA Chief Executive Officer said Zambia does not have the means to evacuate the entire city if the nuclear facility decides to go ballistic.

“I pray to God that as government plans to undertake nuclear research and development in Chongwe, they should do so with foresight. Hindsight can be a bad teacher. Examples abound of what happens when a nuclear facility decides to go ballistic and I need not mention them here,” Mr. Mwalusaka said.

He added, “We do not have the means or the capacity to evacuate entire cities for prolonged length of time. While research and development should be encouraged, they should take such facilities very far away from human settlements where the effects of a calamity should it occur would be least minimal.”

During a heated public meeting in Chongwe on Monday, Chieftainess Nkomeshya Mukamambo II and the Soli people of Chongwe rejected government’s proposal to build a nuclear plant in their chiefdom.

Prof Luo later stormed out of the meeting after government was accused of not consulting Chieftainess Nkomeshya while Mr Mwakalombe promised to deliver the message of rejection to President Lungu.

The meeting attended by Higher Education Minister Professor Nkandu Luo, Chongwe Member of Parliament Japhen Mwakalombe and Mayor Geoffrey Chumbwe held at the Chongwe Council chamber, the residents threw out government’s intended plan to build the plant in Chongwe using the Russians.

According to the Intergovernmental Agreement on Cooperation between Russia and Zambia, the institution will constitute the Centre of Nuclear Science and Technology.

The Centre will be based on the multipurpose research reactor with a capacity of 10 MW equipped with laboratories, functional facilities and complexes providing a whole range of scientific research, training and commercial applications.

The Centre will also comprise multifunctional irradiation centre and nuclear medicine Centre based on the cyclotron.

The CNST is expected to allow Zambia to start the development and mastering of nuclear technologies that may be applied in science, education, healthcare, agriculture and industry such as geology and other fields.

According to the decision of the Zambian Government, the location of the Centre will be within the premises of the National Institute for Scientific and Industrial Research.

The Government of Zambia is fully responsible for the selection of the Centre site and it is will be located near Lusaka International Airport, Silver Rest area.

Government feels that the location is ideal for such type of facilities because it can attract not only population and personnel during the construction stage but also will be convenient during the operation stage and is also ideal from the logistics point of view.

The contract on the preliminary site survey was signed during Atomexpo 2017 with participation of the Zambian delegation.

As soon as the site is ready, Russian firm Rosatom can promptly start the works at the Centre site.

Government told to be careful with the Ethiopian Airlines deal

GOVERNMENT should put up deliberate measures to ensure that Ethiopian Airlines does not monopolise the local market once the Zambian Airways is actualised, says an independent business consultant

John Kasanga said that specific policy measures must be initiated to protect domestic players in the aviation industry.

Mr Kasanga said this on Thursday at a public discussion meeting held at Taj Pamodzi Hotel in Lusaka that was organised by the Economics Association of Zambia (EAZ).

Mr Kasanga explained that Ethiopian Airlines might use its links with Zambia to frustrate other players in an effort to monopolise the market.

“There is a risk that Ethiopian Airlines might use its links with Zambia to foment the dominant position against our competitors who are bringing traffic into Zambia, “Govt must guide against monopoly because once they (Ethiopian Airlines) clear others they can make adjustment to suite themselves,” said Mr Kasanga.

He said the coming of Zambian Airways should address the current high cost of flying.

Mr Kasanga also implored government to engage stakeholders throughout the implementation of the airline.

“Lessons must be learnt from the failed Zambia Airways if this project is to succeed.”

The Zambian government is currently in talks with Ethiopian Airlines to introduce a national airline that will be implemented under a joint venture with Zambia expected to hold 55 percent of the total shares.

The National Energy Sector and Allied Workers Union (NESAWU) has urged Government not to rush into restructuring ZESCO as doing so may result in economic misfortunes.

NESAWU General Secretary, Manson Mtambo said through the statement availed to media yesterday that Government should first carry out studies on the mode of restructuring the company and its impact on the economy.

Mr. Mtambo said the state should take stock of lessons learnt from the unbundling of state owned enterprises such as ZCCM and the Postal Telecommunications Corporation (PTC) whose economic benefits have remained elusive.

Mr. Mtambo said the move will result in an increase in electricity tariffs, further stating that the situation will have an adverse effect on ordinary citizens.

The NESAWU General Secretary said through the high cost of electricity generation and transmission which will be necessited by the importation of equipment and machinery.

Government is in the process of disbanding the country’s only power utility company in three entities namely power generation, distribution and marketing with each one working as a single entity.

Livingstone Tourism Board welcomes calls to declare Livingstone tax free zone

Economists have welcomed the call on government by Livingstone Tourism Board (LTB) to declare Livingstone a tax free economic zone to boost tourism and economic growth.

Financial Market Analyst Maambo Hamaundu indicated to ZANIS in an interview in Lusaka yesterday that the idea is good and if implemented could help increase tourist arrivals in Livingstone.

He added that the move will also improve on revenue and also add to the Gross Domestic Product (GDP) of the country.

Mr. Hamaundu further said that if followed through, the sector can also contribute to job creation and collection of indirect taxes that can be beneficial to the country in various ways.

However, Mr. Hamaundu observed that despite the idea being good, the timing may not be conducive as government is trying to find ways of increasing tax collection.

Meanwhile, renowned economist Herryman Moono noted that the call has come due to a realisation of Livingstone’s potential to generate revenue from tourism by the Livingstone Tourism Board.

Mr. Moono noted that if justified, the idea would likely attract a lot of investment that would improve infrastructure for tourism in Livingstone as the state of infrastructure is currently poor.

He added that it could also be another way of increasing tourism infrastructure and also create direct incentives to enhance tourism.

Recently, Livingstone Tourism Board Chairperson Alexander Munthali urged government to consider declaring Livingstone a tax free economic zone to boost tourism and economic growth.

Mr. Munthali stated that Livingstone stands to attract investors and create employment opportunities once the area is declared a tax free economic zone through provision of tax incentives and tax holidays to potential investors.

SECRETARY to the cabinet Roland Msiska says owning a national airline will open Zambias potential in various sectors of the economy.

Speaking during an Economic Association of Zambia (EAZ) discussion programme in Lusaka on the National Airline and the best economic model, Dr Msiska said the country is assured of good returns on the investment in the air transport sector.

“We are having one million Zambians flying out of the country . Let’s make an assumption that the average cost per ticket is US $1000 That’s million US Dollars going out of the country, Are you surprised that the Kwacha is under pressure. I’m just giving you these thoughts because you are economists,” Said Dr Msiska

We are not under any illusions that our colleagues from the other side (Ethiopian Airline) are not discussing how they can take advantage of the situation.

He stated that Zambia is studying the business model carefully and will settle for a win win situation

“On the question of the benefit of it, every person goes into business to make profit. We are not under any illusions that our colleagues from the other side (Ethiopian Airline) are not discussing how they can take advantage of the situation. It is our negotiation skills and our abilities to look at the model and get a win win situation”

And Ministry of transport and communication permanent Secretary Misheck Lungu says it is important for the country to be Air linked. Mr Lungu said that Zambia’s economy can not survive with externalization of resources which is done due to unavailability of a national Airline

“If you look at the passenger traffic that uses our Airports you will realize that we are externalizing money. Our economy can not sustain externalization of our resources. All tickets are sold in Dollars. We are exporting Movement. Why can’t we tap in that money and localize that money,” he wondered

Former FAZ General Secretary Kasengele ‘s excessive benefits claims could be fraudulent

The Football Association of Zambia (FAZ) says it is challenging the excessive claim by Former General Secretary George Kasengele for benefits through the courts of law.

General Secretary, Ponga Liwewe said FAZ requested Kasengele to provide original copies of his contracts after it was discovered that there were none on the association’s files, despite the fact that Kasengele himself served as General Secretary.

Mr. Liwewe stated that the documents provided by Mr. Kasengele were photocopies.

He further said Mr. Kasengele claimed that he had been unable to find his original copies and also failed to state where he had filed the association’s original copies during his time in office.

Mr. Liwewe explained that both contracts provided by Mr. Kasengele show signs of alteration and those have been reported to the relevant authorities who are looking into the matter.

He stated that the public will be informed of any new developments.
