Zambia to embark on solid bamboo pilot project

Government will soon embark on a pilot project of planting solid bamboo to help curb deforestation in Kazungula district.

Lands and Natural Resources Minister, Jean Kapata disclosed this when she visited Nyawa Chiefdom in Kazungula district in Southern Province to secure land for the project.

Ms Kapata said her ministry earmarked Nyawa for the pilot project because of the high levels of deforestation in the area and the passion shown by the Chief in protecting the environment.

She added that once land is secured in Nyawa, the project will commence before the end of the 2017-2018 rainy season.

Ms Kapata said the project will be rolled out to all the other nine provinces in the country.

The Minister further explained that the solid bamboo plant which takes 4 years to mature can be used for several purposes which include charcoal, timber and stock feed.

She added that the plant can thereafter be harvested for 15 years.

“We are aware that some people earn their livelihoods through charcoal burning and therefore want to provide an alternative. It is only then that we can ban and stiffen laws against the cutting of trees for charcoal,” Ms Kapata stated.

Earlier, the minister led some officers from the Forestry Department and other government officials in planting trees as part of the implementation of the 2017/18 tree planting season under the theme ‘Plant Trees To Grow the Economy Sustainably.’

And Chief Nyawa of the Tonga people in Kazungula has pledged 200 hectares of land in each of the 500 villages of his chiefdom for the bamboo project.

The traditional leader said he is troubled with the levels of deforestation in his chiefdom hence has urged his subjects to embrace the development as it will bring several benefits.

“Let’s ensure we participate in this project, as we heard, we’ll be able to sell the seedlings to other districts thereby earning some income,” he advised.

Meanwhile, Southern Province Permanent Secretary, Mwangala Liomba has expressed happiness with the efforts by men in uniform to implement the Timber ban.

He was speaking earlier when Lands and Natural Resources Minister, Jean Kapata called on him at his office in Choma.

He disclosed that two trucks carrying Mukula logs were recently impounded and have since been handed over to the relevant Provincial Joint Operations Committee in Kazungula district.

STANDARD AND POORS on Friday, February, 23, 2018, AFFIRMED ZAMBIA’S RATING AT B WITH A STABLE OUTLOOK. This is a very important assessment of our economy.

The rating outcome is also a confirmation that Zambia’s Economic Stabilization and Growth Programme [ESGP] is firmly grounded and is producing positive results as recently confirmed by other independent agencies such as MOODY’S INVESTOR SERVICE and FITCH RATINGS.

The rating outcome by STANDARD AND POORS demonstrates the international community’s recognition of Government’s strong commitment to the implementation of the economic stabilization and growth reforms, which are targeted at continued macroeconomic stability, fiscal consolidation, and a corresponding accommodative monetary policy stance.

The affirmed rating is also a good signal and an assurance to domestic and external investors – crucial stakeholders in our quest to achieve higher economic growth rates – that we are committed to setting the right conditions for them to realize value from the Zambian economy.

As Government, we undertake to sustain this positive performance and will address the outstanding structural, quantitative, and policy reforms that are needed for the country to remain on the right track and consolidate the current gains in our economic stabilisation and growth journey.

To demonstrate the positive impact of our reform actions, the first bond auction on Government securities for 2018 was last week oversubscribed.

The nation may wish to know that the Government towards the end of last week went in the domestic market to raise K1.65 billion but, gladly, both domestic and foreign bond investors placed bids totaling K3.35 billion – leading to an over subscription of one-hundred-and-three percent.

More importantly and in line with Government’s resolve not to crowd out the private sector in Zambia, I am glad that the auction recorded substantial participation by foreign investors. This development underscores the confidence that the international community has with regard to our economy’s firm fundamentals and generally the positive prospects for business and growth.

The weighted yield rate at 18.63 percent, remained largely changed from the last Bond auction in 2017, signaling the high competition by investors.

With this positive performance, I wish to reassure citizens that the Government will move to address concerns around the rating of high risk of debt distress by implementing a number of institutional and legal reforms. These reforms will assure continued debt and fiscal sustainability going forward.

Further, the Ministry of Finance, working with the Bank of Zambia, will focus on addressing high lending rates as they are a binding constraint to economic growth. In response to this policy initiative, the Bank of Zambia at its last monetary policy committee meeting reduced the policy rate to 9.75% from 10.25% and the reserve ratio to 5% from 8%.

These actions action will begin to provide to the banking system the much-needed liquidity for lending to the economy that will in turn address high lending rates.

The results of the latest assessment conducted by STANDARD AND POORS is a welcome assurance to investors to remain steadfastly confident that Zambia is on track with economic stabilisation and growth.

As Government under the leadership of President Edgar Chagwa Lungu, we will work diligently to ensure that the confidence of our people and that of investors in our good intentions to stabilize and grow the economy, are not taken for granted. We will endeavour to remain focused, firm, and committed to the implementation of the reform and transformational agenda so that the gains in economic stabilisation are protected through enhanced fiscal consolidation and sustained inclusive growth; without leaving anyone behind.

CONCLUSSION

After months and months of anticipation Black Panther is finally upon us. Many, me included, were skeptical whether it would live up to the massive hype that surrounded it. Not only did Black Panther live up to the hype, it turned out to be much better than most critics had expected. The movie has gone on to break numerous records such as being the highest grossing Marvel cinematic universe (MCU) movie in its first week, the biggest opening for an African-American director, highest rated superhero movie of all time (according Rotten Tomatoes movie review website) among many more records it continues to break.

But what makes Black Panther so good? You may ask. Well it is not your every day run-of-the–mill superhero movie, it is much deeper than that. It tackles real life issues such as loyalty, betrayal, and revenge. Black Panther is not your typical save-the-universe-from–impending-doom kind of superhero movie, rather it concentrates on T’Challa (Chadwick Boseman) and the nation of Wakanda. What worked is not just because it was different in scale than other Marvel or DC super hero movies, but because the stakes were so incredibly personal.

The main thing that pulled people to the cinema is the fact that this is major, big budget superhero movie with an almost entirely black cast helmed by a black director, and set in a fictional African country called Wakanda. The radiant art, costumes, makeup and hairstyles were all inspired by real-world African traditions. The language and accents were on point for all the actors. Hollywood is often criticized for using ‘generic’ African accents in their movies, but in this case they got it right.

Another great thing about Black Panther is the way women are portrayed. They are not simply placed in the movie for their sex appeal or as ‘damsels in distress’, as is the case for many super hero movies. The women of Wakanda are strong, intelligent and powerful, they do not need to be rescued, sustained or lauded by men. They are entrusted with the technological advances and the protection of the nation. Black women are practically the mightiest heroes in the movie. Rarely do we ever witness women, black women for that matter, who are graceful and determined.

Even while in love, they are assertive and capable of independent thought. When faced with choosing between their dreams or the love of a man, they simply choose to follow their dreams. Women such as Shuri (Letitia Wright) and General Okoye (Danai Guirira) are scene-stealers. Those are characters one will not soon forget.

Black Panther has arguably the best villain I have ever come across in a superhero movie. Michael B. Jordan’s spellbinding performance as Erik Kilmonger will have you rooting for him to win, knowing full well that he is the bad guy. Killmonger uses the extreme pain from his childhood upbringing as fuel for his vengeful mission. Michael B. Jordan’s Killmonger is a multilayer character that one cannot help but get attached to during the course of the film.

Black Panther is movie that everyone needs to watch, preferably multiple times, whether you are a fan of superhero movies or not.

Police makes progress on Matero murder case

Zambia Police has disclosed that it has made steady progress in investigating the murder case in Paradise area in Matero township which occurred in the early hours of yesterday.

Public relations officer, Esther Katongo has since called on members of the public to remain calm as police officers are working round the clock to ensure that the case is concluded without delay.

She further appealed to those with missing relatives to go to Matero Police station or the University Teaching Hospital mortuary to help in identifying the body of the deceased.

Ms. Katongo stated that an update on the progress made in the investigations will soon be given as doing so now may jeopardise the whole process.

She said Zambia Police remains indebted to the members of the public in Lusaka’s Matero Township who have been working hard and in collaboration with the service in crime detection and prevention.

Earlier, Police picked up a body of unidentified male person in Paradise area of Matero Township which was discovered by members of the public without private parts. The male adult had his ears missing and stomach ripped off. The body was found at about 04 30 hours.

Mrs. Katongo further said that a suspect, a male adult aged 29 of the same area who was found washing some blood off his hands has been apprehended and is detained in Police custody.

She says upon searching his home, police found two pairs of trousers and shoes all stained with blood and also found other items yet to be subjected to a forensic investigation to ascertain if they are human parts or tissue.

After word went round, irate members of the public burnt down the house of the suspect and Police officers have been deployed in the area to restore order.

Mrs. Katongo said the body of the deceased is in UTH mortuary awaiting postmortem. She has appealed to members of the public to remain calm and continue being vigilant as Police Command has deployed more officers to police the area.

NDC National Youth chairman arrested for conduct likely to cause a breach of peace

Police in Kitwe have arrested National Democratic Congress- NDC- National Youth chairman, Charles Kabwita, for conduct likely to cause a breach of peace.

Copperbelt Police Commissioner, Charity Katanga, says Mr. Kabwita was arrested after he charged at five government Ministers who were having lunch at Fremos Restaurant in Kitwe.

These were Presidential affairs Minister, Freedom Sikazwe, Mines Minister, Richard Musukwa, National Planning Minister Alexander Chiteme and his Home Affairs counterpart, Stephen Kampyongo, and Copperbelt Minister Japhen Mwakalombe.

Meanwhile, NDC Secretary General Mwenya Musenge, says he is extremely disappointed by the behavior of the Ministers involved in the fracas.

He said the confrontation was a deliberate ploy by the PF to attack Mr. Kabwita and NDC.

Mr Musenge says the PF should quickly reflect on the matter.

Opposition leader Hakainde Hichilema has released a secret document which shows details of the sale of the Natural Resource Development College by the PF Zambia to Chinese state owned firm AVIC International.

And Mr Hichilema has instructed UPND Members of Parliament to start impeachment proceedings aganist President Edgar Lungu for allegedly abrogating the republican constitution.

Addressing Journalists in Lusaka, Mr. Hichilema revealed that the PFgovernment through Ministry of Agriculture Permanent Secretary Julius Shawa sold the 304 hectare NRDC land through a swap to AVIC international.

Mr. Hichilema disclosed that the agreement to sale NRDC was entered in a Memorandum of Understanding with AVIC International on May 29th, 2017.

“Julius Shawa, Permanent Secretary signed the sale agreement on behalf of the Zambian government while a representative from AVIC signed in Chinese language. This is how dull and disorganised this government can be. How do you allow the signing of an important document in a language you least understands? What if they turn around and say it’s not us that signed”, he asked.

Mr. Hichilema also regretted what he referred to as the distortion in the contract of sale which he said was irregular.

“When one considers the location where the land being sold is located, it is safe to say, the government gave away land to for free to AVIC international because NRDC is on prime land and very expensive when you covert it into cash. 304 hectares site is worthy millions of dollars probably worth in the region of US$40 million dollars. I am in the property business myself, one acre at the NRDC land is worth around for US$1,000 to US$2,000 dollars and 2,000 acres in Shakumbila village can go for less than US$1,000 dollars,” he said.

Mr Hichilema noted that the Prime land on which NRDC is situated cannot be compared to traditional land in Shibuyunji district where NRDC will be constructed.
He said it was unfortunate, that the PS in the ministry of agriculture decided to lie when the UPND wrote to him demanding the halt to the sell NRDC.

“When we wrote a demand letter, the PS replied that the government is not selling NRDC but the MoU in our possession confirms the sale via a swap to AVIC. For a start, I have directed the Secretary General to write back to Mr. Shawa to explain why he denied the presence of sale agreement when the UPND earlier wrote to him urging him to reverse the sale,” Mr Hichilema said.

He said Article 1.1 of the document says the MoU shall facilitate the construction of a brand new campus for NRDC under an equivalent exchange model which simply means that AVIC will take over NRDC land in an asset to asset swap.

“In other ways, they are trading NRDC with an empty piece of land so that AVIC is given the land at NRDC to construct a Financial Centre. The price is here but they thought we wouldn’t understand the meaning of this.

Meanwhile, Mr Hichilema has issued an instruction to UPND MPs to impeach President Lungu.

“There are members of Parliament here. Here is the instruction, you must commence the impeachment process now and we have a number of constitutional breaches for which you should impeach him,” he said.

He continued, “the man confirmed that anyone who works anywhere can steal from their employer, how can you stop people from stealing when you are busy saying such things. It means him is busy stealing in State House from Zambians who put him there. On another account, by his own mouth, he confirmed that in 2015 and 2016, he was voted out of the office but he refused to go and that he will refuse in 2021. That’s confirmation.”

“Another ground. The law in Article 104 and 105 says that when a presidential petition is submitted, just mere submission, the presidency must transfer from whoever is holding them to the Speaker of the National Assembly and he refused to hand over and he abrogated the constitution, that is another account. The Judicial Complaints Commission in its own ruling indicated that there was no 14 days used in the petition. We will invoke that impeachment process because it is provided for in the constitution,” he said.

Justin Shonga inspired Orlando Pirates to second place on the South Africa PSL log on Sunday when he scored a brace in a 4-2 away win over Chippa United.

The Chipolopolo striker hit the target twice in the second half to take his tally to three goals since joining Pirates from Nkwazi last August.

Shonga scored Pirates second and final goal in the 73th and 90th minutes after Bernard Morrison and Thembinkosi Lorch struck in the 26th and 86th minutes respectively.

The Chipolopolo striker played the full 90 minutes for Pirates who move four points behind leaders Mamelodi Sundowns on 36 points with eight games left to play.

The Zambia South Africa Business Forum has appointed a new Board of Non-Executive Members following the end of tenure of office for the out-going members.

The names of the new board members were unveiled by Zambia’s High Commissioner to South Africa Emmanuel Mwamba at a ceremony held at the Zambian Chancery in Pretoria.

Mr. Mwamba urged the new board members to work towards promoting trade partnerships between the two countries adding that there was need to strike trade balance in which both countries had a win-win situation.

He observed that Zambia’s exports of goods and services to South Africa were less saying it was that country that dominated the trade between the two countries.

Mr. Mwamba further appealed to the new board to ensure that the establishment of the proposed export zone on the Copperbelt Province by the Gauteng province of South Africa was actualised as it would reduce on costs of doing business.

He thanked the out-going board for their dedication and commitment to the promotion of trade and investment opportunities between the two countries.

This was contained in a press statement issued to ZANIS by the First Secretary Press and Public Relations at the Zambia’s High Commission in South Africa Naomi Nyawali.

The new board which will run for two years, will be headed by Dr. Chiara Chiumya, a former Assistant Director at Bank of Zambia and an accomplished international financial consultant.

The new board comprises of Laurence Chibwe, Managing Director and Principal Architect of Afritects based in South Africa and Dr. Maboreng Managka Agnes Maharaswa a renowned Strategic Management and Policy Development expert while Lewis Mosho the Managing Partner at Lewis Nathan Advocates, a Zambian Law firm was also appointed board member.

While others include Dr. Pule Mutati a Specialist Cardiologist and Head of Clinical and Intervention Cardiology together with Chiboni Evans, Chief Executive Officer at South African Electro-Technical Export Council.

Others are John Kayula, Augustine Chisembele, Ferdinand Simanya, Beauty Mtonga and Dirk Hanecome.

Mr Hichilema who held a private meet by with Bread of Life Presiding Bishop Joe Imakando said there is need to lose faith in God.

“Through Bishop Imakando, God is encouraging all of us to have faith in him and that no matter how long the wait may be, he will surely fulfil his (God) promises of our needs and desires,” Mr Hichilema said.

Lusambo assures quality services in Lusaka Province

Mr. Lusambo said he has not come as a boss but to work and contribute his experience to developing Lusaka Province.

The Provincial Minister was speaking when he met senior management team at Lusaka Provincial Administration.

Mr. Lusambo called on civil servants in the province to ensure that they work as a team in delivering services to the people.

He urged the officers to be patriotic in their work and not to sabotage the leadership of President Edgar Lungu.

Mr. Lusambo noted that there is need to develop the province with modern infrastructure stating that districts such as Chirundu need to be opened up because it is an entry point between Zambia and neighboring Zimbabwe.

He reiterated that the issue of cholera is a resolvable issue adding that there is need for people to change their mindset over the epidemic.

And Lusaka Province Permanent Secretary (PS) Charles Sipanje said government will soon procure seven vehicles for all the District Commissioners in the province.

Mr. Sipanje said this will help to cushion the transportation challenges in the districts.

He has also assured that all the on-going development projects will be completed in due course.

President Edgar Lungu yesterday morning led hundreds of congregants from Kamwala Reformed Church in a fundraising walk towards the completion of a multi-purpose hall under construction.

President Lungu walked with the congregants from the freedom statue up to the premises of the Reformed Church in Zambia in Kamwala area to raise funds to complete the construction of the K15 million church project.

Business came to a standstill in Kamwala business centre as the President approached shop owners and motorists for donations.

Many residents jousted to catch a glance of President Lungu collecting donations from motorists and shop owners.

The Head of State was accompanied by the First Lady Esther Lungu, Lusaka Province Minister Bowman Lusambo, Minister of Religious Affairs and National Guidance Godfridah Sumaili, Minister of Justice Given Lubinda, Minister of Health Chitalu Chilufya, Senior government and party officials.

And President Edgar Lungu has called for closer collaboration between the church and government.

President Lungu said working closely with church is cardinal in fostering national unity and development in the country.

He reaffirmed government’s commitment to engaging the church on matters that pertain to governance.

President Lungu said the church’s role is to pray for the nation and offer guidance to political leaders.

The Head of State said this when he graced the Reformed Church in Zambia (RCZ) fundraising walk for the construction of the Multi-purpose hall.

He implored RCZ not to relent in praying for leaders in government and those in the opposition arena.

President Lungu saluted the RCZ leadership for their efforts and dedication towards the construction project.

He noted that the magnitude of the project calls for personal sacrifice from both leaders in RCZ and ordinary members.

President Lungu assured the congregants of government’s continued support as the church endeavors to advance the work of God.

The Head of State expressed optimism that the completion of the Multi-purpose hall will provide enough worship space for congregants.

And RCZ Resident Minister, Daniel Daka thanked President Lungu for accepting to officiate at the event.

Rev. Daka said the presence of the Head of State was humbling before the children of God.

The Clegyman urged President Lungu to continue looking to God as he governs the country.

State House has called on the New Vision Newspaper to retract an article it published yesterday on February 23rd alleging that President Edgar Lungu is the second richest Zambian according to the Forbes magazine ranking.

Special Assistant to the President for Press and Public relations, Amos Chanda said President Lungu was upset with the article as it was defamatory and false in nature.

Mr. Chanda said the President has since asked the New Vision Newspaper to retract the article and apology to him.

The story in the New Vision Newspaper suggesting that Forbes has rated president Edgar Lungu as the second richest person in the country is purely concocted, a forgery said Mr Chanda, before adding that Forbes have denied ever making such a publication.

Addressing Journalists in Lusaka yesterday, Mr Chanda said that it is not true that the president Lungu is worth $400 000 millions as purported by New Vision Newspaper.

“It has turned out as a forgery because Forbes have declined that this thing which is attributed to them is not from them. It (The headline in New Vision) is saying that ‘Lungu, Zambia’s Second richest person – Forbes’. We have contacted Forbes and they are saying this is not their publication,” explained Mr Chanda

He disclosed that President Edgar Lungu is extremely aggrieved by the story which was carried in the Friday edition of the Vision Newspaper.

He explained that the president does not have that kind of money he has directed the newspaper to retract the story and apologise to the head of state.

Mr Chanda described as an unfortunate the level of unprofessionalism exhibited by some media organisations, Saying this kind of conduct undermines the relationship between media and goverment.

Mr. Chanda said it is sad that some media houses have resolved to fabricate false stories with a view to destroy the President’s reputation.

He stated that it is worrying especially that the story has been published by a reputable media house.

Mr. Chanda added that it is untrue that President Lungu is worthy 400 million United States dollars or has such investment as quoted in the article.

He stressed that the article is false in its totality as the President has no investment in the Sacana trucks.

The Presidential Aid has appealed to media houses to refrain from peddling lies in the name of practicing journalism.

Two Solwezi residents arrested for being in possession of 1,250 rounds of ammunition

Police in Solwezi have arrested two people for unlawful possession of 1,250 rounds of ammunition.

The duo were arrested at Kukenga shop at the Solwezi main market yesterday.

North-Western Province Commissioner of Police, Hudson Namachila has confirmed the incident to ZANIS in Solwezi today and identified the suspects as Matthews Kasongo aged 61 and Ketty Kasongo aged 59 both residents of Solwezi.

He stated that the pellets are of LG, s.g and A3 make adding that quantities of each type are not yet known as they have not yet been counted.

Mr. Namachila said the suspects are not in possession of a licence or certificate to deal in fire arms or ammunitions.

He said the suspects are in police custody and will appear in court soon.

Government cancels over K2m shop rental debt owed to Kitwe City Council

Government has with immediate effect cancelled over K2 million shop rental debt owed to the Kitwe City Council by traders at Nakadoli, Buchi and Ndeke markets in Kitwe. Government has also directed that the council clears the electricity bills owed by the traders.

Speaking during a stakeholders meeting held in the Kitwe City chamber today, Presidential Affairs Minister, Freedom Sikazwe directed the council to cancel the debts to lower the cost of doing business for marketeers.

Mr. Sikazwe urged ZESCO and the local authority to administratively manage the electricity bill which he directed that it should be transferred to the council.

And Mr. Sikazwe also directed the council to further reduce the shop rentals after marketeers’ representatives complained that the 21 per cent reduction that was effected by the Council this week in response to President Edgar Lungu’s directive was too little.

He noted that the shop rentals were still unaffordable for traders and that government wants to see Nakadoli market fully occupied.

Mr. Sikazwe said government will soon move some sections of Chisokone market to Nakadoli to reduce congestion.

The Presidential Affairs Minister also urged the council to improve on security and garbage collection so as to make the environment in markets conducive for doing business.

He also noted the need to improve water supply by purchasing water tanks for each of the three markets.

And Copperbelt Minister Japhen Mwakalombe said government is considering to add value to garbage through generation of energy and manufacturing fertilizer from garbage as it was the most sustainable way of managing garbage.

And Kitwe Mayor, Christopher Kang’ombe assured Mr. Sikazwe that the local authority will implement the issues agreed upon in the meeting.

Among those who attended the stakeholders meeting were Copperbelt Minister Japhen Mwakalombe, Ministry of Local government Permanent Secretary, Amos Malupenga, Nkana Member of Parliament (MP) Alexander Chiteme, Kamfinsa MP Elario Musonda and Chimwemwe MP Mwila Mutate.

Others are Kitwe District Commissioner, Binwell Mpundu, Kitwe City Council directors and marketeers’ representatives among others.
