Zambia’s High Commissioner to South Africa His Excellency Emmanuel Mwamba has called for a meeting with Amnesty International to discuss an alert the organization has issued on Zambian musician, Fumba Chama whose stage name is Pilato.

Mr Mwamba stated that the alert issued by Amnesty International was alarming and did not reflect the correct status of Zambia on Human Rights.

“Our country does not have any citizen that has fled into exile on account of threats on their lives because of what they said, wrote or sung about, its alien to us and unheard of”.

He said that the Government of Zambia respects human rights especially those of its citizens.

He said the rights and freedoms enjoyed by its people reflects the standing of the country as enshrined in its democratic constitution.

“Watch the videos of Opposition leaders and the manner they describe both His Excellency President Edgar Lungu, members of his Cabinet or his government. Has anything happened to them?” Mr Mwamba asked.

He said the open and free discussions that happen on Radio and television stations demonstrates that Zambians are enjoying freedom of expression and reflects government’s respect for freedom of expression and human rights.

He dismissed the allegations that there were threats on the life of Pilato describing them as unfounded and not credible.

“It is for this reason that we have called Amnesty International and Mr Fumba Chama for a meeting to discuss their concerns and fears” he said.

“ There is no threat on the life of Pilato from government, from state organs, or from the ruling party. But I am aware and have listened to the so called threats that arose from voice-notes and a video on a social media platform -WhatsApp group. Pilato, many political and civic players are aware of the banter and nature of such discussion and verbal exchanges on social media”.

Mr Mwamba stated that he had seen and watched on social media similar banter regarding both ruling party and opposition youths exchanging such videos and voice-notes.

“Of course the language is unpalatable and unacceptable but that does not in anyway mean these people will be harmed or kill each other”.

He said that he hoped the meeting with both Pilato and Amnesty International would yield positive results.

“Pilato is free to live in his country of his birth, or if wishes to live in South Africa, he should do so without damaging the reputation, integrity or standing of his own country or government.”

Mr. Mwamba said President Edgar Lungu had consistently been on record condemning political violence and cadres that have broken the law have not received protection or shielding from his government.

“We had an incidence of party cadres that had a scuffle over land plots that resulted in a loss of life in M’tendere township in Lusaka. Those cadres have been jailed beyond 15years”

He said there are many political cadres that were involved in violence that were arrested and jailed.

“President Lungu has been deeply concerned about the rise of violence in politics that he even set up a Commission to enquire into the causes of violence during elections or political activities. Zambia is a democratic state and it is ideas and thoughts that should reign supreme and not violence”

He said Pilato had previously done songs that many would consider more offensive than his current satirical song and no harm or discernible threat has come to him.

Amnesty International issued an alert and called on the Zambian Authorities to immediately take steps to guarantee freedom of expression for Pilato.

National Union of Miners and Allied Workers (NUMAU) has welcomed intentions by China Nonferrous Mining Corporation (CNMC) to reopen Baluba mines within the first quarter of this year following the increase in copper prices on the world market.

NUMAU vice president Adams ZULU has since appealed to the CNMC Luanshya Copper Mines to consider engaging workers on permanent and pensionable jobs once the mine was fully operationalized.

About U$13 million will be injected into the reopening of the mine which is set to reopen within three months, LNMC Luanshya Copper Mines Deputy chief Executive Officer Wang Jinjun said.

Baluba mine was placed on care and maintenance three years ago which saw 1, 640 workers lose their jobs.

Mr. Zulu said the plan to reopen Baluba mine was a welcome move which he said was long overdue and that would result in the creation of jobs in the mining town.

The union leader who commended government for engaging the mining firm in the reopening of the plant said government was key in the creation of jobs and fostering economic development across the country.

He has since appealed to CNMC to consider the creation of permanent and pensionable jobs once the mine was fully operationalized saying the current package for miners leaves much to be desired.

And Luanshya Chamber Of Commerce President Luanshya Peter Wankumbwa commended President Edgar Lungu for engaging the mining firm in the reopening of the plant saying it will help in reducing poverty and unemployment levels in the district.

Mr. Wankumbwa further appealed CNMC to prioritize engaging Luanshya based contractors and suppliers to ensure economic growth of other sectors in the district.

And Mr. Jinjun said the company was looking forward to the reopening of Baluba mine after the increase in copper prices on the world market.

He indicated that the reopening of the mine will be enhanced by concerted efforts with government and the community of Luanshya district.

Mr. Wang however appealed to members of the public to take time to understand and appreciate the challenges which the mining company was facing such as increment in the price of Sulphuric acid, electricity tariffs by Copperbelt Energy Cooperation and also the paying back of the company loans.

President Edgar Lungu has called for support from the International Atomic Energy Agency (IAEA) on the country’s efforts to diversify the energy sector through the use of nuclear energy.

President Lungu says there is need to sensitize and educate Zambians on the use and benefits of Nuclear energy.

President Lungu said this when IAEA Director General Yukiya Amano paid a courtesy call on him at State House in Lusaka on Wednesday morning.

President Lungu said nuclear energy will be used to enhance progress and productivity in the lives of Zambians.

He also called for the agency to assist government in the acquisition of advanced equipment and assist with guidelines that will enable people to comply with the rules and regulations of nuclear science.

And Dr Amano said the agency is able to assist the Zambian government in formulating and establishing legal frameworand also building capacity on nuclear power.

He said the agency will send experts to Zambia to assist in the areas of interest to trace the viability of such sectors.

Dr Amano has also expressed happiness with the operations at the Cancer Diseases Hospital and the setting up of satellite cancer centres in other parts of the country.

He said the agency is willing to continue working with the Zambian Government to enhance the capacity for growth in the nuclear sector.

PF practicing pit latrine politics-Chipimo

NAREP leader Elias Chipimo
NAREP leader Elias Chipimo

NAREP leader Elias Chipimo has strongly castigated the PF government for the maladministration it has allegedly subjected Zambians to.

Mr Chipimo, an Oxford trained lawyer turned politician charged that the PF has for too long practiced what he called pit-latrine politics.

He said the PF administration has filled too many holes with their putrid waste and the smell within the organization has become unbearable.

The NAREP leader was speaking on Wednesday during a news briefing at NAREP Secretariat.

Mr Chipimo said in a weekly basis, the PF administration is being accused by its own members of stealing from the public purse and doing everything within its means to rob the nation blind.

“What is happening is only the beginning of a sad and slow death of a party that had promised so much hope to the people of Zambia when its founder, the late President Michael Sata began his crusade to lead our country,” Mr Chipimo said.

Below is the full statement issued by Mr Chipimo during the news briefing

National Restoration Party Press conference

Wednesday 23 January 2018

What have we done wrong?

My fellow Zambians, I speak to you with a heavy heart. I speak to you at a time when mediocrity, corruption, greed and neglect have reached the highest levels ever witnessed in our history. Not even in my wildest nightmares did I ever foresee a situation in which serving government officials and so-called leaders would be falling all over themselves to amass as much wealth as they can greedily lay their hands on and within the shortest possible time.

At a time when we have massive unemployment, cholera, delayed agricultural inputs, unsustainable national debt, increasing child prostitution, drug and alcohol abuse, early marriages, teenage pregnancies, gender based violence, defilement, and corruption the party in power has simply folded its hands and decided to act as if someone else was in charge.

The response to each of these challenges by our so-called leaders has been to issue threats and blame someone else for the ills they have single-handedly caused to the people. Our so-called leaders are fighting battles with ordinary citizens trading on the streets – the very people they should serve – and putting them out of business without any alternative plan as to how they will fend for their families.

On a weekly basis, the Patriotic Front administration is being accused by its own rank and file of stealing from the public purse and doing everything within its means to rob the nation blind. What is happening is only the beginning of a sad and slow death of a party that had promised so much hope to the people of Zambia when its founder, the late President Michael Sata began his crusade to lead our country.

Which leader in their right frame of mind remains silent in the face of strong allegations of corruption from former ministers within the very same administration? Only a leader who believes he can get away with it. Which country can allow its most precious natural resources like the Mukula forests to be wantonly plundered for personal gain?

Only a country whose leaders have become so blinded by greed that they are willing to sacrifice the future of their own grandchildren. Make no mistake about it, the crimes that are being committed through the illicit trading of the Mukula tree will be paid for – it is just a matter of time. Our nation has become a nation of official gangsterism – a nation in which the privilege of power is used as a tool of oppression to further the greedy ambitions of an elite few whose god is their stomach, their loins and heir insatiable appetite for ill-gotten wealth.

The PF as a party is a good as dead. It exists only in so far as it is able to control the organs of the state. It is effectively on life support, clinging onto the machinery of government like a parasite sucking the oxygen out of a limping economy.

For too long now, the PF have been practicing what can only truly be described as pit-latrine politics. They have filled too many holes with their putrid waste and the smell within the organization has become unbearable. So unbearable in fact that the cadres themselves that once championed the cause of the party, have decided that enough is enough and began to call time on the rot.

The stain of corruption will always stain the conscience of those who practice it and no doubt God is calling time on this evil that has robbed our citizens not only of their livelihoods but indeed their very lives. How may people have to die before we can finally address the root causes of diseases such as cholera? How many young girls need to become prostitutes before we tackle the factors that lead children as young as 12 years old into commercial sex work?

Cholera can easily be prevented if we set the right standards for sanitation and provide access to clean safe water to every Zambian as well as a proper and durable sewerage system to carry waste from communities. 53 years after independence, it is shameful to think that people have to dig shallow latrines that flood in the rains and cause untold misery to residents of high-density locations. It is a shame to think that 53 years after independence our men and women work for wages as low as K400 a month as maids, gardeners, security guards.

It is a shame that after 53 years of independence we still have no solution for dealing with the challenge of street vending. It is a crying shame that we have leaders today that brag and boast about corruption and being bootlickers. It is a shame that we have former leaders shouting from the rooftops about corruption once they have left power having enjoyed the very fruits of the corruption they now condemn.

Taking care of less than 17 million people in a country endowed with huge natural resources should not be hard with all the lessons of the past. Instead of sending the army into the community to terrorize and beat up citizens that have been shown no better way to make a living than to trade on the streets, we need to engage our military personnel to deliver civil works together with the communities that lack proper infrastructure.

We need to get back to the food-for-work programmes that built drainages and roads and tie this in with skills development and training. We need to allocate government contracts to a wide spectrum of stakeholders within our communities and offer them training as part of the package. We need to do this with the help of civil society and the private sector in a transparent manner so as to avoid the corruption and lack off foresight that has characterized the awarding of public contracts.

We need to turn the cholera crisis not into and opportunity for a select number of protected presidential cronies to make even more illicit money for themselves but into an opportunity to make ordinary people’s lives whole again. Instead of wasting precious resources on unjustifiably expensive fire engines and ambulances which could have been purchased from less costly suppliers, we should have been putting our limited resources into areas that would directly benefit the people and lead to lasting positive change in our communities.

We cannot justify a national airline with our current governance set up when we routinely flout the law and hold no one connected to the president accountable. The reason Zambia Airway originally went under was not because it was could not make a profit; it was because there was no accountability for the manner in which it was being run. Nothing has changed since that time – in fact, things have only gotten worse.

The lack of accountability is clear when you see the misapplication and misappropriation of funds as set out in the annual Auditor General’s report. What action is ever taken to discipline or follow up missing or misapplied funds? Contracts are entered into by the government in breach of he constitution and nothing is done. Article 210 of the Constitution makes it clear that equity held by the government in any state entity shall only be disposed of with the approval of two thirds of the members of parliament. How was the Top Star transaction legally concluded if this was not done? The Constitutional Court makes rulings that are conveniently ignored by the very government that passed the laws. When will the ministers pay back the money they have been ordered to? When will there be respect for the institutions that regulate law and order? How can a mere citizen threaten the head of the judicial arm of government and the Minister of Justice remains silent? The Head of State remains silent?

Let us rise up as one and demand an end to the mediocrity, corruption, greed and neglect that have so deeply permeated our country’s national leadership structures. Let every sincere believer pray that God not only continues to expose the rot that has infected our country’s national governance structures but that those responsible for bringing misery and harm to our nation be made to account for their actions and their crimes.

Let me end with a direct call to President Lungu:

– Do not use the army to terrorize citizens; use them instead as community partners to build the water and sanitation infrastructure required to put an end to the numerous water-bone diseases and to be an example to the youth in the community of discipline and duty

– Do not stay silent in the face of corruption but set up independent and impartial panels to investigate the corruption in your regime regarding roads; ambulances; fire trucks; medical supplies

– Do not condone continued plunder of our natural resources by pretending the illicit Mukula trade is under control but organize our urban and rural residents to plant trees and to protect them

– Do not allow current and future generations to become permanent beggars by borrowing recklessly and beyond our means but authorize a national debt audit and bring full transparency to the debt procurement process

– Finally, do not treat street vendors and marketeers like animals but see them as you would your very own children, providing opportunity for them to achieve their God-given potential.

Elijah Tana backs Zambia for 2018 CHAN glory

2

Ex-Chipolopolo captain Elijah Tana is upbeat Zambia can win the 2018 CHAN in Morocco.

Zambia will face Sudan in the quarterfinals on Saturday night after winning Group B with seven points from three matches.

Eight year old juvenile accidentally shots brother to death

21

An 8 -year -old juvenile of Mafinga District in Muchinga Province has accidently shot to death his young brother.

Meanwhile, the father to the victim and deceased who’s believed to be the owner of the gun which was used in the shooting is believed to have gone into hiding in the neighboring Malawi.

Muchinga Police Commissioner Chola Katanga who confirmed the shooting to ZANIS in Mafinga yesterday, said the incident occurred on 17th January 2018 at around 08:00 hours at Chimalila Village in Chief Mwenechifungwes’ area.

He said the male juvenile shot dead his young brother aged 4 years of the same abode using a homemade Muzzle Loader gun after he picked up the said gun which fired accidentally just after picking it blowing off the his brothers head.

Mr Katanga explained that according to the findings from police officers that visited the scene of crime, the head of the deceased’s body and scalp were blown off together with the brains and were completely separated from the body.

He further explained that the walls and floor of the house were the shooting took place was completely covered with stains of splashed clots of blood.

The Police Commissioner added that Police investigations further revealed that the father to the deceased, Wamanya Kaonga who has since fled to Malawi, has illegally owned the said Muzzle Loader gun which was found beside the body of the deceased juvenile.

Mr Katanga further revealed that the officers also learnt that the mother to the deceased, Anna Nalwimba and the second wife Irene Nalwimba, had gone to the field leaving the deceased with his elder brother who later picked up the said gun which fired accidentally just after picking it up.

He said a docket of murder against the male juvenile has been opened and will be forwarded to the National Prosecutions Authority (NPA) for advice considering the age of the assailant.

Mr Katanga said the father to the children who is the owner of the firearm will be charged for the offence of failing to secure a firearm and unlawful possession of the same.

Namibia convicts and fines Chinese residing in Zambia over illegal Mukula export

The truck which ferried the confiscated Mukula from Zambia through to Namibia for export to China

The Namibian Anti-Corruption Commission has announced the conviction of a Chinese citizen residing in Zambia over the export of illegal Mukula logs through that country.

In December 2017, a truck carrying timber from Zambia was stopped and later confiscated after the documentation presented to Customs in Namibia, appeared to be suspicious.

The owner of the timber, a Chinese citizen identified as Chinese is Mr Shi Linjiang and residing in Zambia was summoned from Zambia and on arrival in Katima Mulilo questioned by an Authorised Officer of the ACC.

He was subsequently arrested and detained and was last Friday, 19th of January 2018 convicted of an offence in terms of the Customs Act (providing false information) and sentenced to a fine of N$ 20,000.00.

The Mukula logs were forfeited to the State.

The seizure happened on New Years Eve, around 23:00 after ACC officers stopped and seized a fifth load of Rosewood carried on a Zambian truck.

This truck too carried forged paperwork based on documentation bearing the same serial numbers as two earlier loads confiscated.

The ACC observed it is now becoming more evident that a network of agents on the Zambian and Namibian sides of the border are the facilitators of this documentation.

The Mukula logs allegedly originated from Sesheke Hardwood Limited in Zambia in transit to Zhejiang Wutong Tree Supply Chain Management Co Ltd, China.

The consignment was allegedly sold for USD 1200 (around USD 60 per cubic meter although the invoice appears to be suspicious as it was marked Invoice 00002 as it was unlikely that this Limited liability Company would only have done two transactions in their financial year.

The documentation however appears to be forged as certain parts of the Phytosanitary Certificate (bearing the same serial number and RCT number of the one used by the truck bearing the Mukula wood reported earlier on, was used and only the bottom details describing the consignment were changed.

The ‘Clear Guard” treatment was allegedly done in May 2017 and the wood only exported from Zambia in December 2017.

This is a lapse of six months (International Standards dictate that this is done around 14 days before export).

The Zambia Conveyance and Production License bears the exact printed serial number as the documentation obtained from the Mukula Wood truck.

There were some of the reasonable grounds to suspect that the documentation provided for and submitted in Namibia, either at the point of entry or to Authorized Officials of the ACC are forgeries.

This raised suspicions as to the origin of the timber and why it would have been necessary to utilize forged documentation.

Emmanuel Mwamba cautions SA on food exports to Zambia

15

Zambian High Commissioner to South Africa Emmanuel Mwamba speaking whilst flanked by his counterpart South African High Commissioner to Zambia Ms. Sikose Mji during the South Africa Trade and Investment Mission to Zambia Meeting at Cresta Golf View Hotel
Zambia has requested the South African Government to put precautionary health measures in place to ensure that all its food exports to Zambia are free from a food borne disease called Listeria.

Zambia’s High Commissioner to South Africa, Emmanuel Mwamba has written to the South African Department of International Relations and Corporation (DIRCO),to ensure that exports of vegetables and dairy products are well documented following an outbreak of the food borne disease in that country.

According to official statistics recently issued by South African Health Minister Aaron Matsoaledi, it indicates that 36 people have so far died from the disease and over 500 people are infected across the country.

Mr. Mwamba called on the relevant authorities in that country to put measures in place that would ensure that all food exports to Zambia are well documented in an effort to prevent the spread of the disease.

South Africa is Zambia’s second largest trade partner following a number of South African business entities operating in Zambia.

Listeria is a seriously bacterial food borne disease which has broken out in South Africa affecting people of different ages in many parts of that country.

This is contained in a statement made available to ZANIS in Lusaka today by First Secretary for Press and Public Relations, Naomi Nyawali.

President Edgar Lungu to get tough on Ministers

President Edgar Lungu says there is need to strengthen supervision of officers charged with the responsibility of implementing government development projects across the country if benefits are to trickle down to ordinary Zambians.

President Lungu said his tour of development projects in Muchinga Province have brought out glaring issues of lack of supervision on projects by supervising officers.

The President said this upon arrival in Lusaka from his four-day tour of developmental projects in Muchinga Province.

“What has come out of this tour is that there is lack of supervision on the part of ministers, permanent secretaries, managers and others involved in overseeing territories such as provinces,” said President Lungu.

President Lungu regretted that infrastructure projects have stalled in the region and implementing officers were attributing this to lack of funding.

The President challenged implementing officers to substantiate their claims of lack of funding when resources are readily available for even distribution to finish pending infrastructure projects across the country.

The Head of State said he will now take matters into his own hands and supervise ministers and their permanent secretaries in order to oversee their territories and areas of jurisdiction and control so that development projects are implemented and completed on time.

President Lungu said he could not rule out politicking in the implementation of the infrastructure projects as suggested by ordinary citizens who wonder why projects in Muchinga province, which started much earlier than in other regions, are still lagging behind.

He said he will ensure that there is equitable distribution of resources in both strongholds for the opposition and PF so that people benefit from the projects.

Mr. Lungu said he will sack ministers who will fail to supervise developmental projects whose benefits Zambians must start enjoying.

“The buck stops at me. So before I am fired I have to fire those that are not working,” he said.

He added that, “People think that I am cheating because when you go there, they ask why projects in Southern province are funded and here they are not”.

He said it was scandalous for him and his ministers to just sit in state house and their ministerial offices when people want development in their areas.

He cited the provincial police command building which he inspected about ten months ago but has still to date not been completed simply because no one has followed up to get the outstanding required K8 million to finish up the building.

President Lungu challenged leaders to take stock of their responsibilities and said he will call for a meeting with respective provincial ministers and their officials to see the best ways of completing the projects.

He has since directed government ministers and officials to stop the blame game and rather engage in consultations to find amicable ways of distributing national resources even in the quest to develop the country.

The President said he will also travel to other regions of the country to see how far government developmental projects have progressed so that Zambians can benefit from them.

He was welcomed back to Lusaka by Vice President Inonge Wina, PF Secretary General Davies Mwila, some Cabinet Ministers, Defence Chiefs and senior government and party officials.

NDC Consultant Chishimba Kambwili has been charged with three counts of forgery, altering false documents and giving false information, Police spokesperson has said.

President Lungu fired Hon Kambwili from Cabinet for frustrating efforts by the Anti Corruption Commision to carry out investigations on suspected corrupt acts he committed.

Addressing the media shortly after Mr Kambwili was charged, Police spokesperson Esther Katongo said the charges were not politically motivated but purely criminal matters.

“We have charged Hon. Chishimba Kambwili with three counts as follows: 1. Forgery which is contrary to section 342, 2. Uttering False documents contrary to section 352 and Giving False Information to a public officer contrary to section 125 of the Penal Code, Chapter 87 of the Laws of Zambia. He will appear in Court soon,” Said Ms Katongo

“As Police, we wish to state that the summoning of Hon. Kambwili has nothing to do with politics as he insinuated when he addressed the media yesterday but that this is purely a criminal matter.”

And Chilufya Tayali who reported the matter to the police has vowed to make Mr Kambwili pay for some of the sins he committed to Zambians whilst claiming to be as white as KK’s Handkerchief.

Kambwili yesterday told journalists that police went to search at PACRA and discovered that he had signed annual returns on behalf of his son who is the director at Mwamoneni Engineering, a company he claimed he had nothing to do with.

Meanwhile, Chilufya Tayali has said he is ready to testify in court with evidence of how Mr Kambwili opened bank accounts, signed contracts using his son’s name, collected money and never finished the projects yet no one touched him because he was a bully of a minister.

In an effort to hide his corrupt acts, Hon Kambwili upon being fired for corruption, embarked on a smear and mudslinging campaign where he has been on rumpant accusing goverment officials of corruption in every massive developmental project being undertaken.

In a similar attempt, yesterday Kambwili held a press briefing with the hope of creating a public perception that he was being tormented but it is yet to be seen how long he will keep evading the long arm of law.
