Metal production at Konkola Copper Mines recovered about a fifth in the second quarter, but it was not enough to prevent a hefty year-on-year decline in the group’s copper production for the six months ended September 30.

Mined metal production declined to 45,000 tonnes in the six months – a 22% reverse.

Output in the second quarter was 21% higher compared to the first quarter at some 21,000 tonnes.

The metal is mined from Konkola and Nchanga which has an open pit and underground section.

Vedanta also mines copper from India.

On an interim basis, custom volumes increased to 58,000 tonnes, 61% higher compared to the first half of its 2017 financial year mainly due to higher concentrate availability in the market, the group said.

A focus on equipment availability and close liaison with the original equipment manufacturer (OEM) was behind the improvement in production.

Vedanta is also reviewing the current contracting model in order to improve responsibility for production and productivity.

At Nchanga, “expert supervision” of the OEM and improved equipment maintenance saw output increase while production at the underground mine also improved.

It was expected to operate at targeted production from the third quarter onwards.

Production was also higher at the tailings leach plant.

The higher quarterly production and an increase in toll smelting from third parties led to increase utilisation of the smelter.

Vedanta said during the quarter, the plant was successfully tested for higher throughputs demonstrating higher capability than current levels.

Custom volumes totalled 32,000 tonnes in the second quarter, an improvement of 64% and 20% on a year-on-year and quarter-on-quarter basis respectively.

“Water levels at Kariba Dam has improved and is expected to improve further post the monsoon season. Power cuts in the country have been stopped but the force majeure declared by ZESCO and CEC continues,” the group said.

Fisheries and Livestock starts rehabilitation of Western Province’s only government-owned fish farm

Some fish ponds owned by Chitusa Fish Farming group which has been empowered with 5000 finger lings under Scale Up Nutrition ProgrammeThe Ministry of Fisheries and Livestock has embarked on a K150,000 rehabilitation project of Western Province’s only government-owned fish farm located in Kaoma district.

Kaoma District Assistant Aquaculture Technical Officer, Cuthbert Mutakwa, said the objective of the project is to operationalize the province’s sole fish farm and to enhance quality fingerling production.

Mr Mutakwa told ZANIS in an interview that the government-financed rehabilitation of the water weir at the Kaoma GRZ Fish Farm will be able to bring in water into the ponds without necessarily relying on the breached dam.

He said that the Kaoma GRZ Fish Farm was operational until 2013 when the dam ruptured after which the Fisheries Department started producing fingerlings naturally in ponds which were able to marginally sustain the fish farm.

Mr Mutakwa said that the rehabilitation of the weir which is situated on the Mahilo stream in Kaoma district will result in a water reticulation system that will help ease the flow of water into the fish ponds.

He said that though the facility is not yet fully operational, the Fisheries Department has started using the fish hatchery unit where it is currently breeding about 5,000 fingerlings as way of testing its viability.

Mr Mutakwa said that once the Kaoma GRZ Fish Farm is fully functioning, the number of fingerlings being produced will be scaled-up in line with the overwhelming demand and the fingerlings from the facility will be sold at 50 ngwee each.

He disclosed that Kaoma GRZ Fish Farm is the only one of its kind in Western Province and it will provide financial benefits to over 150 fish farmers in the locality as it provides nutritional benefits to the residents of Kaoma and neighbouring areas.

Mr Mutakwa said that the demand for fingerlings is expected to increase as the number of people interested in fish farming growing, particularly, with the heightened demand coming from the adjacent districts of Luampa and Nkeyema.

He said that government is targeting to finish the project before the rains intensify and the Fisheries Department is, therefore, seeking to complete the works by November month-end after which productivity is expected to be enhanced.

Last week Rainbow Party Secretary General Wynter Kabimba charged that Roan member of Parliament Chishimba Kambwili is too, too corrupt, to start championing corruption stating that he used to go round mines on the Copperbelt to ask for money when he served as Youth Minister and Labour.

“The late President removed him from Ministry of Labour because of corruption and extortion that he was involved in with the Chinese investors, he is a wrong chap,” stated the Rainbow boss.

And Mr Kabimba has described allegations by Mr Kambwili that President Lungu has amassed questionable wealth within a short period of time as myopic reasoning.

“Who was Kambwili before 2011, GBM was our financial Muscle, I was Secretary General of PF remember, CK was just among our other Members of Parliament, he was no where near me in terms of political stamina, he was among those clique members after winning 2011 elections that started pointing figures at me. But thank God they all failed to become President of Zambia, they accused me that I was strategizing to takeover PF.

“The records clearly shows just like me he just joined PF from MMD, he even applied on an MMD ticket during the adoption process in 2001, he is not a founder member of PF he just joined,” disclosed Mr Kabimba.

“So on corruption, Chishimba Kambwili is a wrong character to champion corruption. He is too corrupt to talk about it. Let him bring forth facts and details not just hearsay. If he did just that, I tell you, I will be the first one to join him,” he emphasized.

“He has no evidence, if he had evidence like I do on him, then I am perfectly sure, in that evidence he will also be mentioned as a key player!”

Speaking when he featured on Radio Phoenix’s Let the People Talk programme on Friday, Mr Kabimba said when he was Patriotic Front Secretary-General, he wrote a letter to Mr Kambwili warning him of his corrupt activities.

“He is on record together with Musenge to be among those people who were proposing that our late President gives us or sells us the Motor vehicles immediately we took over power in 2011 . Go to the bus stations on the Copperbelt, ask for Mwenya Musenge and his fleet of Rosa buses that he sold himself when he was Deputy Minister of Transport, these are wrong characters to talk about corruption. They are were they are because of corruption. They engineered it and benefited from it.

“I am [worked] from the Council, I do not have such prime land as the duo do, look at the prime land in Luanshya that they gave themselves in the first three years after we won the elections in 2011.

“He is too corrupt to become our saint to champion corruption. I was fired on my position but on my nomination, despite our late President saying I could continue, I said no thank you, I am resigning and I resigned from PF. He is still clinging to PF because he is too corrupt to let it go,” said the former PF Secretary General.

“The Man has no credentials, his qualifications are highly questionable. Copper stone University does that University really exist. He is fighting punch for punch, teeth and Nail because he has not worked anywhere as a professional. To him politics is a small god.

“Kambwili is a corrupt man with a corrupt agenda for this Country.”

2017 IMF/World Bank Annual Meetings start in Washington D.C

Zambia is set for this year’s International Monetary Fund (IMF) and World Bank Annual October Meetings, which start today 9th to 15th October, in Washington D.C.

Ministry of Finance Permanent Secretary Mr. Mukuli Chikuba says the World Bank has set aside US$150 million as agriculture sector budget support to Zambia to be provided over a period of three years. The IMF has also pledged US$ 1.3 billion balance of payment support to Zambia. Mr. Chikuba says Government has requested the World Bank to front-load the funding of the budget support in order to address immediate challenges the country is facing.

He this said when he arrived in Washington on Sunday night ahead of the meetings. Finance Minister Felix Mutati is also expected to attend high-level meetings. A number of high-level meetings are lined up, with key stakeholders such as World Bank Vice President for The African Region, Makhtar Diop who recently visited Zambia. Other engagements will be with the IMF on Zambia’s economic programme. There will also be sideline meetings with the Commonwealth Finance ministers and Macro Economic and Financial Management Institute for Eastern and Southern Africa based in Zimbabwe.

The Permanent Secretary said the annual meeting will seek to assess the international economy, progress on development issues such as poverty reductions among member countries, adding that following the recent launch of the Seventh National Development Plan by His Excellency President Edgar Lungu, Zambia, is well positioned to chart the economic recovery programme for the country.

He noted that Government has a new country partnership with the World Bank and will seek to have discussions on areas of cooperation especially in the agriculture sector where funding is next year anticipated.
Mr. Chikuba said government is also expected to hold discussions with the World Bank regarding the energy sector to find ways of addressing the country’s power deficit. This follows the World Bank’s support to the Batoka Gorge Hydro Power project which Zambia is developing with Zimbabwe. The Hydro-Electric Power Scheme which is estimated to cost US$ 6 Billion is expected to produce 2,400 Mega Watts of electricity for Zambia and Zimbabwe.

The Annual Meetings of the Boards of Governors of the World Bank Group (WBG) and the International Monetary Fund (IMF) bring together central bankers, ministers of finance and development, parliamentarians, private sector executives, representatives from civil society organizations and academicians to discuss issues of global concern, including the world economic outlook, poverty eradication, economic development, and aid effectiveness. Also featured are seminars, regional briefings, press conferences, and many other events focused on the global economy, international development, and the world’s financial system.

Mr. Chikuba said Zambia’s economy is performing well and as such meetings with the investor community in the USA to explain how they can support the country development process are expected to take place during the week.

The Permanent Secretary said it’s important for the country to start engaging the investor community in order to find instruments to refinance the euro-bonds as the first one matures in 2022.

$3.5m needed for DRC asylum Seekers in Zambia – UNHCR

The United Nations Refugee Agency Zambia office says it requires about 3.5 million dollars to manage the influx of refugees from the Democratic Republic of the Congo (DRC) in northern parts of Zambia.

UNHCR said the cost of managing the influx of DRC asylum seekers was likely to increase because of the continuous arrival of people.

UNHCR Zambia Communications Manager Kelvin Shimoh said the funds that have been made available are not adequate to manage the crisis.

He said the country, has so far received over 6,000 asylum seekers from the DRC since January, with August recording the highest number of arrivals.

The asylum seekers are being kept at a housing centre in Nchelenge district where they are being provided with basic necessities.

Zambian owned international airline company Proflight Zambia has said it plans to expand its services on the Lusaka-Lilongwe route as it has targeted to move from single flight a day to double in the next two years.

Commercial and Ground Operations Director for Proflight Zambia Keira Langford-Johnson said in an interview Monday in Lilongwe that having grown in both frequency and capacity during the five years that they have been plying the Lusaka-Lilongwe route, it is their vision as a company to  expand further.

“When we were starting out in 2013, we had three flights a week using an 18 seater jet and now we are operating daily on a 29 seater aircraft.

“In the next two years we would like to be able to put a 50 seater aircraft on the Lilongwe route and perhaps go on to double flights per day. That is our vision for the Lilongwe-Lusaka route,” Langford-Johnson explained.

This will be a direct response to the rise in the number of passengers that the company has recorded on the route in the past three years which has seen passenger numbers growing by over 60 percent, a combination of both tourists and business people from the two countries.

“In the last six months we have not recorded any growth maybe because of the competition we are facing from Malawian Airlines but we are still optimistic about the prospects and this route remains one most important ones for us.  And we believe it will continue to grow,” she said.

The company said almost in all the countries that they are operating in, they have been faced with problems of poor state of infrastructure which have in the end slowed down their business.

“In most of the routes they do not have sufficient flyer coverage for large aircraft, have few facilities and in many cases they still have dirt or gravel runways.

“In order for an airline to take full advantage of economies of scale to benefit from putting large aircraft on a route and maximizing the seats filled better infrastructure needs to be put in place to make it more sustainable,”  Langford-Johnson hinted.

At the moment both Malawi and Zambia are in the process of renovating and building their main international airports, Kamuzu International Airport and Lusaka International Airport respectively are both undergoing facelifts.

“Once we get the new airports in place we would like to see upgraded systems in order to better facilitate the passengers coming through. We can see Zambia becoming a hub because of the good connectivity with so many other airlines flying in and out of Zambia,” she said.

The company started its operations in 1991 and it flies out to 12 destinations primarily in Zambia with two international routes of Lusaka to Lilongwe and Lusaka to Durban.

Proflight boasts of intra-line agreements with Fly Emirates, South African Airways, Ethiopian Airlines, Kenyan Airways and Rwandan Airways and it offers a baggage allowance of 23KGs.

RATSA 17 years concession poses security risks-Haabazoka

Economics Lecturer Dr Lubinda Haabazoka has opposed government’s move to sign a concession agreement with an Austrian firm which has partnered with Lamise Investments to operate Zambia’s road traffic system.

Dr Haabazoka stated that surrendering the management of the country’s road traffic system for 17 years poses a great security risk.

“How safe will be our personal data in the hands of private entities like Lamise after we outsource RATSA services?”

He said, “Even if we are eager to improve on RATSA, we should be very careful. President Micheal Chilufya Sata reversed the sake of Zamtel for security reasons. You cannot allow a foreign entity to control communication in the country. Let us not loose grip on our independence in the name of PPPs (Public Private Partnerships).

Dr Haabazoka added, “I am a supporter of PPPs and I think they enhance development in countries but there are sectors that are so sensitive that we can’t outsource them. With cameras and other smart systems installed, those operating them will be able to know who owns which car and their frequent routes, behavior etc.”

He said such information should be kept tightly and only intelligence institutions should have monopoly over that informational thought with restrictions.
“As a country, we are not in a hurry to install cameras and RATSA systems. We have a lot of other challenges which we should concentrate on,” he said.

“ZNBC has outsourced its signal transmission now RATSA. I remember very well when the late Micheal Sata castigated then Permanent secretary for the ministry of information for granting a nationwide broadcasting license to one media institution. The president asked why other governments had not done so in the past? Security reasons. In business economics, it’s a principle that new innovations or products conform to security specifications.”

Dr Haabazoka warned that Zambia will become a laughing stock if it goes on to outsource these services.

“We have opened too much. The same mistake we made with privatization. The same mistake we are making with land.”

“If at all sanctions were imposed on Zambia today (God forbid), we would suffer the same day. Just look at how foreign companies are joining political debate by threatening to sue political leaders of this nation. Go and try that in Russia. You will be booted out immediately and they won’t care from where you come from. Let’s cultivate a sense of Zambianess in ourselves.”

He added, “We are too occupied with fighting that foreigners have taken advantage of us by sponsoring both sides then busy looting our wealth!!! Say no to RATSA outsourcing and say no no high PAYE!!!!! Trop cest Trop!!!! Enough is enough!!! Government please listen to your own people. Safeguard our interests. We mean well,” he said.

“Lamise should not be given the concession. No one else should be given!!!! Let it be government doing it!!! Just remove carders from RATSA and you will see it prosper.”

In The Kitchen With Kanta : Chicken Paella

Ingredients

  • 1 tbsp olive oil
  • 2 chicken pieces, either breasts or thighs, cut into chunks (skin on or off)
  • 2 small onion, finely sliced
  • 1 fat garlic clove, crushed
  • 1 tsp turmeric
  • 1 tsp paprika
  • 300g paella rice
  • 850ml hot chicken or vegetable stock
  • 200g frozen peas
  • ½ a red bell pepper (optional)
  • ½ small pack parsley, finely chopped, to serve (optional)

 

Method

Heat the oil in a deep frying pan over a high heat. Add the chicken and cook it until its brown all over; but don’t cook it completely. Once browned, transfer the chicken to a plate. Reduce the heat to low, add the onions and cook slowly until softened, about 10 mins.

Add the garlic, stir for 1 min, then stir in the spices, and tip in the rice. Stir well to coat the rice in the oils and spices for about 2 mins, and then pour in the hot stock. Bring to the boil, return the chicken to the pan and simmer for about 20 mins, stirring occasionally.

Add the peas to the pan and simmer for a further 5 mins until the rice is cooked and the chicken is tender.

Serving

Season well and serve hot with a beverage of your choice. You can also serve them with a side of lemon wedges, and you can serve any leftovers in tortilla wraps for lunch the next day.

Zambians urged to observe six golden rules against cholera

A Public health technocrat has advised the general public to observe the basic rules of hygiene to avoid the further outbreak of cholera and other water-borne diseases in the country.

ZANIS reports that Environmental Health Technologist (EHT) Lubasi Siulapwa the general public must observe all the six golden rules which are use of toilets, avoid open defecation, wash hands , using soap after use of toilets , drink chlorinated and drinking boiled water as well as cover and keeping food warm all the times.

Mr. Suilapwa said that surroundings must also be maintained by keeping them clean and desist from dumping of refuse anyhow but use designated points such as refuse pits and other dumping sites.

He said by adhering to these basic golden rules helps to curb outbreaks of water-borne diseases such as cholera since the rainy season is around corner.

The Technologist has urged communities in the District to report any diarrhea cases that may be experienced to the nearest health facility in order to ensure quick response and save people’s lives.

The ministry of health at the weekend confirmed an outbreak of cholera in Lusaka with nine cases so far recorded but no deaths.

According to ministry of health director of policy and planning spokesperson Maximillian Bweupe in a statement over the weekend, Lusaka ‘s Chipata Level – 1 hospital had by Saturday received nine cases of cholera.

Dr Bweupe said these cases came from affected areas of Chipata, Mazyopa, Kabanana and SOS village.

Responding to a media query, the PF Secretary General has also said that the ruling party believes in building a strong, united and prosperous Zambia where all citizens can find opportunities to better their lives.

“Patriotic Front is committed to good governance and constitutional democracy, which includes upholding the rule of law, separation of powers, respect for human rights, free and fair elections as well as political stability. We have demonstrated that accountability and transparency matters in fulfilling our people-given mandate. We have demonstrated commitment to promotion of dialogue and peaceful co-existence of political parties. This is because from our founding, we have held the strong belief that parties should engage in robust and healthy political discourse and not acrimonious altercation devoid of substance”, stated Hon Mwila.

“Democracy, in our understanding, is not about creating imaginary enemies. It is not about creating adversaries out of the political space. To the contrary, the democracy PF believes in emphasizes the ‘WE’, signifying our commitment to uniting the nation beyond any divide, tribal, religious or political. We cannot allow empty political polemics 53 years after our Independence”, he said.

“We are aware that those who seek political office have resolved to work against the development being rolled out by our party. Four former first ladies on Saturday participated in a fashion show to raise funds for distribution of free sanitary pads to rural and vulnerable school girls.

The show held at the Taj Pamodzi Hotel featured Mrs. Vera Tembo Chiluba, Dr. Maureen Mwanawasa, Mrs. Thandiwe Banda and Dr. Christine Kaseba in an unprecedented demonstration of support to the event organized by Smart Brands Limited.

The outfits for the First Ladies were designed and made by fashion designer Chisoma Lombe.

The four former First Ladies were modelling for a project initiated by Chembe Member of Parliament Sebastian Kopulande to raise funds for distribution of free sanitary pads to rural and vulnerable school girls.

Mr Kopulande said the event was a follow up to the plea he made in his maiden speech to Parliament on 1st November 2016 to assist in the distribution of free sanitary pads.

Freedom Fighters Mama Chibesa Kankasa and Mrs. Christine Mulundika, Copper Rose, a specialized NGO in Menstrual health also attended the event as well as Ms. Mwenya Mapoma from the Graça Machel Trust attended the event along with a number of corporate sponsors.

Mr Kopulande thanked all the former First Ladies for their support in this effort saying it was humbling to see the enthusiasm with which they came to help build mother Zambia by doing something to allow that poor girl child in the rural and other deprived areas get an education, the very first step in empowering the women.

“To you First Ladies, I cannot find enough words to thank you but only to pray that the Almighty God continues maintaining in each one of you the spirit of service that you demonstrated while you worked with your dear husbands in the Office of President of our country. You have inspired me greatly in the cause of girl child education and I will continue this advocacy as I serve as Member of Parliament for Chembe,” Mr Kopulande said.

He added, “You further inspired many young women who were present at the event and you will indeed inspire those who will just hear about the event. You inspired all those who invested their time in organizing the fashion show and all those that contributed to the success of the event.”

Chengelo school expels two pupils over violence caught on video

Two pupils who were caught on video assaulting a fellow pupil at Cengelo School have been expelled.

In a statement issued late on Monday, school management said the two pupils have been expelled permanently from the school.

The statement said the School Board’s Disciplinary Sub-Committee met on Monday and resolved to permanently exclude the two students responsible for the physical assault.

“Investigations and interviews regarding all students involved will be ongoing during the course of this week and we are working with and supporting the active police enquiry,” it said.

“We would like to state again that Chengelo School does not tolerate bullying in any form and we continue to review and strengthen our policies and student support mechanisms to ensure the safeguarding of our students.”

“As stated previously, we will be holding an open meeting for parents at the school when term resumes on Sunday 15th October at 13.00hrs to communicate in person.”

FAZ president Andrew Kamanga has stated that they have thoroughly studied all avenues of appeal over the disallowed goal against Nigeria.

Augustine Mulenga had his first half goal disallowed by Botswana referee Joshua Bondo before Alex Iwobi struck in the 73rd minute to hand Nigeria a 1-0 win and extinguished Zambia’s2018 World Cup dreams.

Kamanaga said his executive has consulted extensively but Article 15.6 of the FIFA rules clearly states that the referees’ decision is final.

“But the rules being what they are you cannot overturn the decision of the referee,” Kamanga said.

“The only basis is when there was external influence.

“So the referee maybe carpeted for making a wrong decision but the decision still stands and unfortunately that is where we stand.”

Kamanga said FAZ hopes CAF and FIFA will accelerate the implementation of the Video Assistant Referee that was used to relative success at the 2017 FIFA U20 World Cup in South Korea.
