School feeding programme to be implemented throughout Zambia-Tukombe

A PROGRAMME of providing food to pupils is set to be implemented throughout the country following its first-class performance in 38 piloted districts and 2,700 pre- and primary school learners.

The school meals programme was launched as a pilot project on the back of several research findings that suggested that lack of food was widely responsible for the poor enrollment levels as parents used their children for economic activities.

Ministry of Higher Education permanent secretary Henry Tukombe said this in Lusaka on Friday during a workshop to evaluate the impact of the school feeding programme in Lusaka.

“This programme will not only promote national food security but more importantly, contribute to national food and nutrition security leading to poverty alleviation,” Mr Tukombe said.

The programme is financed and implemented by Government, the Food and Agriculture Organisation (FAO) of the United Nations, the European Union and the World Food Programme (WFP).

Mr Tukombe said the school feeding programme has improved school attendance for a larger percentage of pupils who stayed away from school on account of hunger.

The programme involves parents in the catchment areas producing food which is sold to schools and given to pupils for free to enhance performance.

“In this way, the majority of our people who earn their living through agriculture will be able to access a market for their produce, thereby improving not only their individual household productivity but also local economy,” Mr Tukombe said.

Mr Tukombe said the Government will prioritise the school feeding programme because it fits within the Patriotic Front (PF) pro-poor policy.

Mr Tukombe said Government and development partners will know the impact of investing in pupils.

Ministry of Agriculture permanent secretary Julius Shawa said the agriculture sector will continue to play its role of ensuring that the programme succeeds because it enhances agriculture by providing ready market for the suppliers of agricultural produce to schools.

He said social protection interventions such as school feeding programme and agriculture scaling up programme are very important and need the support of all stakeholders.

Mr Shawa said the evaluation of the pilot programme should help Government and its development partners to address challenges for future interventions.

FAO country representative George Okechi said the programme has potential to stimulate economic growth in future through the expansion of land for production of food for supply to schools.

He said the launch of the evaluation should help with the necessary tools to respond to the needs of the pupils and school authorities.

FDD directs party members to stop attending meeting not sanctioned by Secretariat

Forum for Democracy and Development (FDD) National Policy Committee has directed all FDD members to refrain from attending any Party meetings that has not been sanctioned by the National Secretariat.

Speaking during a media briefing at the Party Secretariat in Lusaka yesterday, FDD National Chairperson Potiphar Chungu said anyone who will disregard the National Policy Committee’s directive risks being disciplined.

Mr. Chungu also revealed that National Policy Committee (NPC) during a two day meeting that was held in Lusaka from 25th to 26th March, 2017 ratified the decision of the standing Committee to expel the party Vice President Chifumu Banda who was recently expelled, adding that from now onwards Chifumu Banda will no longer be an issue in the FDD party.

He further disclosed that the National Policy Committee (NPC) also resolved to also expel 21 FDD Party members who are part of the leadership of the “Save FDD Committee” and he was quick to mention that all the expelled members will not be missed due to the fact that they were just rejects from other Political Parties apart from Chifumu Banda.

And Mr. Chungu noted that Lawrence Mwelwa who claims to be the National Coordinator of the “Save FDD Committee” has never been an FDD member and the only connection to the FDD is that he is the husband to the FDD Chiengi Member of Parliament Given Katuta who, adding membership in the FDD is by card not by marriage.

The Pan African Radio Journalist Hermit Hachilonde reports that Mr. Chungu has however stated that FDD has made tremendous Progress towards meeting the logistical requirements to hold the party National Convention.

Mr. Chungu said the party has so far managed to raise a total sum of one million out the six million budgets for the convention, affirming that all the catering arrangements in terms of food to feed all the delegates at the convention are in place as well.

“We have directed all our members through the National Policy Committee to refrain from attending any Party meetings that has not been sanctioned by the National Secretariat” Mr. Chungu said

Meanwhile, Forum for Democracy and Development (FDD) Gender National Chairperson Alice Kapasa has revealed that the FDD has now realized that certain clauses in their constitution need revision for it to serve the interest of the people.

South Korea ends Zambia U20 unbeaten run

Zambia Under-20 have suffered their first official defeat under Beston Chambeshi.

The 2017 U20 AFCON champions lost 4-1 to hosts South Korea at the ongoing Adidas 4-Nations Under-20 tournament that is running from March 25-30.

Zambia’s defeat comes after a run of 12 successive official victories since the team was constituted last August that saw them win the 2017 U20 AFCON as hosts in February, and before then, the 2016 COSAFA Under-20 Cup in December.

Baek Seung Ho put South Korea ahead in the 32nd minute before Zambia striker Edward Chilufya equalised from a free kick in the 34th minute with his second goal of the tournament.

Lee Seung-woo put Korea back in the lead in the 40th minute to give the hosts a 2-1 halftime lead before completing his brace in the 69th minute.

Lim Min-hyuk fired in the final goal in the 78th minute to see the hosts collect their second win at the tournament.

Zambia, who beat Ecuador 2-0 in their opening game of the round robin tournament on March 25, face Honduras in their final game on March 30.

The tournament is South Korea’s test-run ahead of hosting the 2017 FIFA U20 World Cup from May 20 to June 11.

Zambia are in Group C at next months FIFA U20 World Cup where they will play Portugal, Iran and Costa Rica.

ZESCO applies to raise tariffs by 75%

The Energy Regulation Board (ERB) has confirmed that state power utility ZESCO has applied to increase its electricity tariffs by an average of 75 percent.

The proposed agreement is with effect from May 1st 2017.

In its application, ZESCO wants to increase tariffs in two phases starting with 50 percent on 1st May and a further 25 percent in September 2017.

This was confirmed by ERB Director of Consumer and Public Affairs Agnes Phiri.

“Following the ZESCO application, the ERB will now proceed to consider the application tariff increase in line with the provisions of the Law that governs electricity tariff determination, particularly as specified in the Electricity Act, Chapter 435 of the Laws of Zambia, as amended by Act No. 21 of 2003 (the Electricity Act),” Mrs Phiri said.

She said the ERB shall, therefore, be receiving written submissions from the public in view of the ZESCO application within the next 30 days as stipulated by Law.

“Further, the ERB shall convene a public hearing to consider submissions from members of the public, if at all any would have been received within the 30-day period,” she said.

“With regard to the mining tariffs, the ERB shall as it has always done, approve Power Purchase Agreements (PPAs) that have been agreed by ZESCO and its mining customers. The PPAs specify at what tariff individual mining customers buy electricity from ZESCO.”

Mrs Phiri stated that in August 2015, ZESCO had applied for tariff increase averaging 187 percent for all customer categories except the mines, which was granted by the ERB effective December 2015.

“However, following consultations with key stakeholders, in January 2016 ZESCO suspended the implementation of the tariff awarded by ERB. The withdrawal of the ‘new’ tariffs was based on the need to allow for a smooth transition from the old tariffs to new ones,” she said.

She added that ZESCO notified the public that it would reapply for a tariff increase once consultations had been concluded.

“Therefore, the new application comes after conclusion of that consultation process,” she said.

President Lungu’s visit to Israel benefits the tourism sector

Tourism and Art Minister Charles Banda says his ministry is ready to partner with the Galilee International Management Institute of Israel.

Mr. Banda said his ministry plans to partner with the Galilee International Management Institute in a training programme that would help grown the tourism sector.

This comes after President Edgar Lungu’s recent visit to Israel country.

Mr. Banda said the coming of the President of the Galilee International Management Institute Joseph Shevel to Zambia is a commitment of the partnership between the institute and the Ministry.

He said the visiting head of the institute wants cooperation between the Minister and his institute so that people can be equipped with the knowhow of doing things.

Dr. Shevel said his university would wave tuition for students that will come from development countries like Zambia.

He said the kind of training offered will definitely show the tourism growth effects in a space of three years.

And Mr Banda noted that there is need for training if the tourism growth agenda is to be driven well.

He added that the more tourists the country receives, the more revenue would be collected adding that the Ministry is ready to send a delegation for the training in May once all the logistics are put in place.

This is contained in a statement released to ZANIS in Lusaka today by Ministry of Tourism and Arts Public Relations Officer Sakabilo Kalembwe.

Livingstone City Council warns against illegal sand mining

The Livingstone City Council says it will take stern action against any residents engaged in illegal sand mining in residential areas.

Livingstone City Council Public Relations Manager Emmanuel Sikanyika says although culprits get away with a K1500 fine, the local authority will start prosecuting the offenders in court as a deterrent measure of would-be-offenders.

“Currently, we fine offenders K1500, but we think this is not feasible anymore. So, we are working on measures to have them tried in the courts of law as a deterrent to other would be offenders.

Mr. Sikanyika said it was regrettable that some roads had become impassable due to excessive illegal sand mining especially in Highlands and Dambwa North residential areas.

ZANIS reports that Mr. Sikanyika said in an interview that government spent a lot of money on rehabilitating roads in Livingstone to allow unscrupulous people to destroy public infrastructure.

And Mr. Sikanyika has advised residents interested in mining sand legally to seek advice from the local authority on required procedures.

He explained that sand mining caused environmental degradation thus, it was imperative for the activity to be done in a designated area to mitigate negative effects.

“It is not right to do business illegally, since every business should be regulated. The law provides for everything so people should not sidestep it.

“ Those interested in mining sand legally should consult us on how to get licenses and a place can be designated for them to operate from,” he said.

Mr. Sikanyika called on members of the public to be vigilant and report anyone mining sand on designated roads.

Livingstone was the tourist capital of the nation and tourists needed to access the central business district and all outlying areas without suffering the inconvenience caused by sand mining, he said.

Meanwhile, a driver of Marcol Wacol Enterprises was warned and cautioned by Livingstone City Council Police after he was found mining sand from a designated road in Mwandi area.

Mr Nickson Chaapampa 35, was found loading sand (for construction purposes) in a truck with registration number AJC 7330, after a tip off from a concerned Livingstone resident.

The council police crew which rushed to the scene found a disruption in traffic as the Marcol Wacol Enterprises truck laden with sand, was stuck on the road.

Mr. Chaapampa was advised to fill up the holes he had made on the road and to commence the process for obtaining a license for sand mining.

Indonesian miner dies in a mine accident in Solwezi District

A 42 year old Indonesian miner has died from injuries he sustained after being hit and pushed by a launder steel pipe whilst working at a process plant at Kansanshi mine in Solwezi District in Northwestern province.

The accident took place on Thursday 23rd March 2017 around 03:00 hours at the mine’s floatation area but the matter was only reported to police in Solwezi on Saturday..

ZANIS reports that Northwestern province Commissioner of Police Auxensio Daka has confirmed the incident in an interview today and identified the deceased as Antonius Simatupang, a pipe fitter.

Mr Daka said Simatupang died on 24th March at Kenneth Kaunda International airport as he was about to be flown to South Africa after being referred there by doctors at Mukinge mission hospital where he was attended to.

Mr Simatupang sustained rupture of the lung due to the accident and was rushed to Merryberg clinic in Solwezi and then to Mukinge mission hospital in Kasempa for surgery.

The Police Chief said the body is in the mortuary in Lusaka awaiting postmortem and a docket has been opened to ascertain the facts that led to the death.

Zambia Police to investigate the Police officer who harassed Garry Nkombo

The Police command says it is investigating the matter on a video that has gone viral on social media showing a police officer harassing Mazabuka Member of Parliament Garry Nkombo.

Lusaka Province Police Commissioner Nelson Phiri says the officer in the video has been taken for tests to find out whether he was acting under the influence of alcohol on duty.

He has told ZNBC News in an interview that the police command will not allow such conducts from its officers.

Mr. Phiri has warned of stern disciplinary action against the police officer is found wanting.

He has further warned police officers to desist from engaging in activities that tarnish the image of the police service.

President Edgar Lungu has said that Government intends to make the Food Reserves Agency (FRA) a procurement agency that will be able to supply maize to other countries, adding that this will enable the country earn foreign exchange through export of maize.

The Head of State said that the mandate for the FRA will change from that of buying maize for national reserve to that of buying maize for export. The President said this when he addressed a public meeting in Isoka.

The President also said that he is confident that the E-voucher system has started performing well following challenges in the initial stages. The President LUNGU that said government plans to re-stock livestock in Isoka because it has potential.

He said it is important for Zambians to take advantage of natural resources available and intensify agriculture production. The Head of State said government will ensure that it fulfils its campaign promises through hard work.

Meanwhile, President Edgar Lungu has called for prayers for people who have failed to accept that he legally won the August 11 General elections last year.

The President said that the opposition who lost the election should accept defeat and work with government in developing the country.

President Lungu has therefore urged Zambians to ignore those who are living in denial and remain peaceful because he was unanimously elected as Head of State.

President Lungu urged Isoka residents to remain calm and ignore any provocative comments from the opposition.

President Lungu added that government will also ensure that it supplies food to areas that have experienced food deficit such as Luangwa.

And the President has called on Isoka Member of Parliament Malozo Sichone to explain to the people of Isoka what Government is doing to improve their well-being.

The President also said government will not spare any one found illegally harvesting the Mukula tree.

87 year old Sikota Wina u-turns on marrying 40 year old Elizabeth

Veteran Politician Sikota Wina has sensationally back tracked on his intentions to marry 40 year old Lusaka lady Elizabeth Chalikulima.

Mr Wina, 87, last week sent emissaries to Mama Kankasa’s House where marriage negotiations where held.
The story of the marriage proposal sent tongues wagging with many Zambians questioning the real motive for the marriage given the 47 year age gap.

But in a statement, Mr Wina who lost his wife of many years Princess Nakatindi some years ago has changed his mind about marrying Elizabeth.

He said the marriage proposal was an incorrect judgement on his part.

“I strongly believe that the decision is in the best interest of all involved wish Ms Chalikulima the best in her future endeavors,” Mr Wina wrote.

PF Government losing foresight by spending K 2 million on ICC consultations, which is a non issue for Zambians

I don’t like criticising leaders of both the ruling and opposition parties publicly but sometimes there is no option but to state the truth in the hope these leaders will appeal to their inner conscience to do the right thing in leading Zambia.

The decision by President Lungu and his Cabinet to spend K2 million to consult people from 30 districts over leaving the International Criminal Court (ICC) is coming at a time when Brexit and developments from the Trump administration pose uncertainties on the level of support that may be offered to countries like Zambia. Most other countries like Netherlands and Norway have already closed shop in Zambia.

What ought to worry President Lungu must be, how a country like Zambia will sustain provision of free essential drugs such as ARVs IF the Trump administration, for instance, decide to dramatically or decisively reduce funding to the Global Fund or end the PEPFAR programs. In any case, Trump and his colleagues may ask why they should use American taxpayers money in aid to Zambia when we can spend K2m on consultations about leaving the ICC.

If the Trump administration can be discussing the repeal of the Obamacare which will affect its own people, what guarantee is there that they may not abolish PEPFAR or the Millennium Challenge so he can use the money meant to purchase HIV treatment drugs to build the Wall? I am not suggesting its an option on the American table but we must think those routes.

I know this administration is not bothered about money, is not bothered about who gives us any support because the world is not short of vulture funds or lending institutions where we can borrow. Why on earth do you think Ministers like Sikazwe or Mubukwanu would care about how much debt they will leave behind? That would be expecting too much from them. What is disappointing is that we have young politicians like Kelvin Sampa, Kalalwe Mukosa, Honourable Tutwa Ngulube, Vincent Mwale, Bowman Lusambo who seem to be practising the same politics of “I don’t care attitude” so long as the party will adopt them again or the pay check will come. These young leaders, I expected would have played a key role in advising the tired minds like Ministers Sikazwe, Kapata, Luo on government priorities.

This administration is losing foresight by spending K2m on consultations over an issue that does not affect my grandmother in Kasenengwa or my friends at UNZA. I would rather we spent money consulting whether we really need or abolish that Constitutional Court of Zambia which my grandmother may have little knowledge of due to the incompetence it showed during the Presidential Petition than asking her about leaving the ICC which she won’t understand.

The issue of ICC has a direct bearing on Al Bashir and Zuma than it has on anyone of us. I would have understood if President Lungu got the money from Museveni, Mugabe, or Zuma to come spend on these consultations but to spend K2m from our own money for a non issue, I find it hard to understand.

So will anytime Zuma, Museveni, etc say we must leave such and such a body, my President will come spend money to show we doing something to heed to those calls? Why cant President Lungu spend that K2m to address real issues he addressed in his SONA than things they talked about at AU?

If there is a genuine need to get an endorsement of the Zambian people on the issue of the ICC, surely the President is empowered to call for a referendum on any question of such nature. So why didn’t President Lungu and his Cabinet not decided to use the K2m as part funding for the Referendum which we could have combined with the Referendum on the Bill of Rights?

President Lungu, Given Lubinda and the entire Cabinet that decided to spend K2m already have a predetermined outcome but want to legitimise what is already predetermined. Its either they will ask PF members from the branch to Provincial levels to submit in favour of leaving OR it’s possible the President doesn’t want to leave ICC but he has less courage to state this plain fact to his colleagues at that club called AU, so he wants to justify remaining with the report or apathy.

The morality of spending K2 million on a non-issue but expecting donor countries such as America, Britain, EU and other countries to keep providing aid is a wrong mentality African leaders must deal with if our countries are to enjoy the fruits of development. China has nothing to lose by giving Zambia money without thinking much about these issues so long the money ends up again in the Chinese banks.

While my view has been that African leaders must be matched with people like Trump at the helm of these donor countries, the biggest problem is that the net effect of decisions leaders like Trump may make on Africa will have little or zero-effect on African leaders than it would have on ordinary citizens like me. President Lungu or Kagame or Museveni will continue leading their lives unbothered and like nothing ever happened. That’s is what is happening in Palestine where little children are dying because of the Isreali bombings supported by our countries

Government has called on members of the public to turn up and contribute to the ongoing Consultative process on Zambia’s position on its membership to the International Criminal Court.

Copperbelt Provincial Permanent Secretary Elias Kamanga who advised against politicizing the exercise made the call when he officially opened the consultative meeting in Ndola at the Civic Centre this morning.

Mr Kamanga emphasised that it was a good and progressive gesture that government was consulting the citizenry on the decision that the country should take.

The Copperbelt Permanent Secretary further said government had opted to remain neutral on the issue and left it to the general public.

And Consultative meeting Chairman, who is also Ministry of Justice Deputy Chief Parliamentary Counsel Mwewa Chola, explained that the Ministry of Justice is carrying out a countrywide consultative exercise on whether or not Zambia should withdraw its membership from the ICC.

He explained that the consultative process had been necessitated following the resolution which was passed during the 28th summit of Assembly of African Union which resolved on a non-binding recommendation for a mass withdrawal of African country from the ICC, citing alleged impartiality of the court.

Mr Mwewa further said it was encouraging that members of the public in Ndola had responded favourably to the call and had by press time made various petitions.

President Lungu assures TAZARA Retirees their benefits, soon

President Edgar Lungu has assured the former employees of the Zambia Tanzania Railway Authority (TAZARA) that he will ensure that they receive their retirement benefits.

Speaking when he addressed thousands of Mpika residents during a thanksgiving rally yesterday, President Lungu said that he had received reports that TAZARA Retirees have not yet been paid their benefits.

Mr. Lungu stressed that when he gets back to Lusaka he will work hand in hand with the Minister in the Vice President’s office Sylvia Chalikosa to ensure that their due retirement benefits are processed and paid to them as soon as possible.

The Republican President is on a three day working visit to Muchinga Province.

Meanwhile, Mr Lungu has also directed Mpika Central Member of Parliament Sylvia Chalikosa to ensure that the challenge of water experienced in Mpika Market is worked on.

President Lungu said the challenge of water in Mpika Market which is on and off should be looked into because Government has got money to ensure that its people access water.

And PRESIDENT Edgar Lungu says civil servants and party officials should unite by upholding the national motto: One Zambia One Nation.

President Lungu said it was important for civil servants in Muchinga province to work with the PF in order to build this country.

He said this when he addressed both civil servants and party officials in one meeting at Chimbalanga Gardens in Mpika District of Muchinga Province.

President Lungu has urged civil servants to ensure that they read and understand the Patriotic Front Manifesto so that they know the vision of the party and keep check on Government operations

Mr. Lungu says party officials should not be bosses to civil servants and vice versa.

President Lungu says Muchinga Province is a new province therefore there is need for the area to discover different ways of contributing to the development of the nation.

He has since challenged the Provincial Minister, Malozo Sichone to tell people in the province his plans and vision for the province and how best development can be brought to Muchinga.

And in his vote of thanks, the District Party Chairperson Patrick Eneyar assured the President that Mpika will stay peaceful as party officials and civil servants will continue to work together.

Speaking on behalf of civil servants District Health Director, Dr. Jane Mweenda says civil servants and party officials are working together as a team to move Zambia forward.

The Forum for Democracy and Development (FDD) has expelled its Party Vice president Chifumu Banda from the party.

Mr. Banda was suspended in December awaiting final determination of his fate by the party’s disciplinary committee.

FDD National Chairperson Potipher Chungu however says if Mr. Banda is not happy with the decision he should appeal to the convention due anytime soon.

Mr. Chungu dismissed claims there is a split in the opposition party.

He said the party will not engage any members who have not shown commitment to the Party’s values.

Mr. Chungu has also confirmed that the party has mobilised resources required for the convention which will be held on a date to be announced.

He was speaking during a media briefing in Lusaka.

But Mr. Banda says he does not recognize his expulsion because the decision has been reached without following the party’s constitution requirements.

He has told ZNBC News in an interview that only the National Convention is supposed to expel him adding that any other party organ can only recommend.

Mr. Banda says a statement of his expulsion from the FDD is baseless.

The opposition Economic and Equity Party (EEP) has endorsed the move by Government to consult Zambians before deciding on leaving the International Criminal Court or not.
The opposition political party says it has endorsed this move because it manifests democratic practice.

EEP President Chilufya Tayali says he has read and heard so many comments condemning the consultative process relating to whether Zambia should pull out of ICC or not and that almost all the comments are against the process and especially the huge expenditure of K2 Million.

Mr. Tayali says a number of alternatives have been suggested on how this can be done without spending so much money and that he appreciates most of them especially the one using Parliament.

He explains that there is no case on Zambia or by Zambia at the ICC, and that Zambia cannot be accused of running away from prosecution, therefore we can debate the issue comfortably.

He also says there is need to look at matters internally, if there are cases, which have a potential to end up at the ICC, so that, if the nation has to pull out, no one will cry foul.

Meanwhile, Governance Activist David Kapoma says during his National address to the nation in parliament, President Lungu stated that Zambia has no money for holding of the referendum on the Bill of Rights.

Mr. Kapoma wonders how has government has managed to find K2 million within two days to hold consultative meetings on whether Zambia should leave the ICC or stay.

And UPND Member Dante Saunders says the government should prioritize the holding of a referendum to adopt the Bill of Rights as opposed to spending more money on consultation on the ICC membership.

Mr. Saunders says government is on record saying there is no money for the referendum and yet the money for consultative meetings has been found.
