Patriotic Front Deputy Spokesperson Frank Bwalya says the party will continue to foster development after winning the Presidential Election.

Mr. Bwalya says the PF will continue to work and ensure development is taken to all parts of the country.

He says the PF will also focus on job creation for the youths and promoting entrepreneurship for wealth creation.

Mr. Bwalya says the PF is also grateful to the people of Zambia for giving it a fresh mandate.

He says the PF will also endeavour to preach the ONE Zambia ONE Nation Motto in promoting peace and unity in the country.

Mr. Bwalya was speaking in an interview with ZNBC NEWS in Lusaka.

And the clergy and members of the public in Livingstone have appealed to political parties and supporters to embrace one another after the just ended elections.

Council of Churches in Zambia Livingstone Chapter Chairperson Reverend Christopher Mkandawire says democracy demands that there should be a winner and loser in an election.

Reverend Mkandawire says there is need for stakeholders to accept, forge ahead and mend the relationships that may have been strained during the elections so that the nation is developed.

Pastor Charles Musonda from Church of God says there is need for peace now more than ever if the country is to develop.

Pastor Musonda says there is no need to be enemies because people come from the same neighbourhood, go to the same schools and churches hence the need to embrace one another.

And Bible Gospel Church in Africa Regional Bishop, Moses Mbewe has congratulated the Patriotic Front for the victory and has called on everyone to maintain peace in the country.

Meanwhile a Livingstone Resident Misozi Shanzie says those on the winning side should mind the way they celebrate so that they don’t injure those who have lost while those who have lost must accept and start preparing for the next elections.

The National Union for Small-scale Farmers of Zambia – NUSFAZ – says the re-election of President Edgar Lungu is a demonstration that people want to ensure that he continues building the nation.

NUSFAZ Director General Frank Kayula says President Lungu’s leadership has helped develop the country’s various sectors and that he should be allowed to complete what the party started.

Dr Kayula said this in a statement released to ZNBC news in Lusaka

He further said the opposition parties that were not elected should accept the results.

Dr Kayula further urged farmers to rally behind the elected leadership and increasing food production.

Former United States of America (US) President Jimmy Carter has congratulated President Edgar Chagwa on his victory in the August 11 general election.

According to the statement issued to the media by his special assistant for press and bublic relations, Amos Chanda, President Carter telephoned President Lungu at 23:00 hours on Monday night to wish him well and urged him to do his very best to unite the country.

Mr Carter urged President Lungu to ensure peace and stability to prevail and allow the due process of the law.

The former US President emphasised that the most important thing was for Zambia to keep the peace and stability for which Zambia was well-renowned for. Zambia is a beacon of peace and democracy in the region and Africa in general.

President Lungu has assured Mr Carter that he will do his utmost best to unite the country and ensure stability prevailed.

And Former United Nations (UN) Secretary General Kofi Annan has called President Lungu and wished him well upon his victory in the just ended general election.

Mr Annan urged President Lungu to keep the country stable and united.

Meanwhile, former President of the United Republic of Tanzania Jakaya Kikwete on Monday evening paid a courtesy call on President Lungu.

The former President who led a delegation of Commonwealth Observers to Zambia’s August 11 polls commended President Lungu for ensuring peace during the just ended general election.

Dr. Kikwete wished President Lungu well and hoped Zambia will maintain the country’s longstanding peace and stability.

And State House wishes to confirm that in accordance with the Constitution of Zambia, the inauguration of the President-elect will take place seven (7) days after the winner was declared by the Returning Officer. This re-confirmation follows numerous public inquiries about the date of inauguration.

The inauguration committee headed by the Secretary to the Cabinet has since proceeded with preparations for the inauguration ceremony which will take place at Lusaka’s Heroes Stadium.

“I therefore wish to confirm that in accordance with the Constitution of Zambia, (Act Number 2 of 2016) the inauguration of the President-elect takes place seven days after the winner has been declared.”

Meanwhile, the Head of State will soon travel to the Copperbelt Province to thank the people for their support and peaceful conduct during the just-ended general election.

President Elect priority should be road safety, ZRST

The road traffic accident Scene along the Kapiri Ndola road.
The Zambia Road Safety Trust (ZRST) would like to congratulate His Excellency, the President Elect of Zambia, Mr. Edgar Chagwa Lungu, for his re-election on 11th August 2016.

Recent figures estimate conservatively that some 2100 persons in Zambia are killed each year in road crashes and a further ten thousand people are injured (Zambia Police, 2015). These numbers are likely to almost double by 2020 unless urgent action is taken. A prevalence of under-reporting of serious crashes means that the actual number of deaths is likely to be much higher than that reported by the Police.

And according to the Central Statistics Office (CSO), between 2010 -2012, injuries and road traffic accidents were the 3rd ranked cause of deaths, accounting for almost 10% of all fatalities in Zambia. At present trends, with no effective mitigation, we project that within the next four years, road traffic injuries will rank as the 2nd leading cause of death in Zambia after HIV/AIDS, killing more than double the current number.

While, over half of the Zambia’s road deaths are vulnerable road users (pedestrians, bicyclists and motorcyclists), the majority of those killed are men between the ages of 15 and 44, mostly breadwinners, adds the CSO 2014 annual report.

Road Accidents are often covered in the media simply as events—not as one of a leading killer of people and an enormous drain on a country’s human, health and financial resources. In addition to the tremendous traumatic and emotional impact of road crashes, there is a vast economic consequence. Nationally, road crashes typically cost the equivalent of 1-3% of our country’s Gross Domestic Product. Personally, road crashes can be the trigger that plunges a family into poverty. Every case involves someone’s life, their family and friends, and personal suffering.

The Zambia Road Safety Trust would like to appeal to the President Elect that having been given a new mandate by the Zambian people, he appreciates that road death and injury is not inevitable. Road trauma is a preventable public health challenge which can be halted with amenable actions.

As currently six to seven people are killed every day, and more than 20 seriously injured from road accidents on Zambia’s roads, President Lungu needs to act immediately as he takes office. The numbers speak for themselves: this is a public health and development crisis that is expected to worsen unless action is taken.

Political will is needed by the President Elect to ensure appropriate road safety legislation and stringent enforcement of laws by which we all need to abide. We call for capable leaders, institutions and strategies that can ensure reduced likelihood of accidents occurring and minimise the severity if a crash occur. If this cannot be ensured, families and communities will continue to grieve and our health systems will continue to bear the brunt of injury and disability due to these road accidents.

In line with the World Health Organisation, the Zambia Road Safety Trust endorses a comprehensive approach to road safety, called the Safe System approach, which recognises that, as the human body is vulnerable to injury and humans will always make mistakes, the safety of all parts of the system (e.g. road users, vehicles and roads) must be improved to help minimize the impact of those mistakes.

Kelvin Mubanga says he’s committed to Power Dynamos

0

Midfielder Kelvin Mubanga is happy with the reception he has been accorded at Power Dynamos after his failed attempt to rejoin Nkana in the July mid-season transfer window.

Mubanga last month trained at Nkana for several days without permission before the proposed move to Wusakile failed.

The winger said he has moved on.

“Everything is going on well. The fans, executive and my team mates have received me back well,” Mubanga said.

“I am starting to enjoy my football here. I am pushing very hard to be where I was before I made a short visit to Nkana,” he said.

Mubanga left Nkana in January, 2015 to join Power after spending three years with the three-time champions.

Sate-Sate will not disappoint-Chiyangi

2

Nkana coach Aggrey Chiyangi has tipped striker Ronald ‘Sate Sate’ Kampamba to score more goals at the club.

Kampamba at the weekend scored his first goal since re-joining Nkana on a one year loan deal from Egyptian club Wadi Degla.

He had featured in two games as a second half substitute before scoring in Nkana’s 3-0 thumping of Lusaka Tigers on Saturday in Kitwe
.
“We expect Ronald to score goals for Nkana.” Chiyangi said.

“He has the experience and he knows the right position where to score goals,” he said.

Chiyangi added: “Against Lusaka Tigers he just went in and the first touch he scored.”

Kampamba may start Friday’s away match at Nchanga Rangers in Chingola.

The Patriotic Front says the impending election petition by the UPND will help show that it also suffered due to election malpractices.

The UPND has confirmed that it will file petition papers this week in the constitutional court hoping to overturn the election victory of President Edgar Lungu.

But in an interview, PF Deputy Spokesman Frank Bwalya said the party is excited that the UPND intends to petition the outcome of the presidential election.

Mr Bwalya said the PF is confident that the Judiciary will handle the matter judiciary and expeditiously.

He said the party will comply with the provisions of the amended constitution and allow the Speaker to act as President once the petition papers are filed in.

Mr Bwalya said the PF will use the petition process as an opportunity to highlight the many injustices that some of its election agents faced intimidation and some were beaten up in UPND strongholds.

He said the party’s legal team will be on hand to defend the re-election of President Edgar Lungu.

And Mr Bwalya has advised PF members to celebrate the victory responsibly and not mock the losers.

He said President Lungu does not want to see mock coffins in UPND colours saying such celebrations are provocative.

WEEKEND SCORECARD: Huge Zambian flavour in Champions League semi’s

3

For the first time, Zambia will have an interest in three teams in the semifinals of the CAF Champions League.

Zamalek of Egypt and Mamelodi Sundowns from South Africa will add to Zesco United’s local flavour in the last four of this year’s competition.

The semifinal first legs are set for the weekend of September 16 and the final legs will be played during the weekend of September 24.

Sundowns have goalkeeper Kennedy Mweene, although his only group stage appearence came as an unused substitute in Sundowns’ 2-0 away win over Entente Setif on June 18 before the Algerian club was expelled for crowd trouble in that match.

Zamalek have striker Emmanuel Mayuka who has made the team four times in the league phase and played two matches after coming off the bench but has yet to score in the group stage.

Meanwhile, should Zesco finished second in Group A when they hosts leaders Wydad Casablanca on August 24 in Ndola, they will face Sundowns who finished first in Group B.

Anti Lungu-protests spreads to Mongu as Mazhandu suspends bus services to the South

Riots against re-election of President Edgar Lungu that hit most parts of Southern Province last evening spread to Mongu in the western province.

An eye witness confirmed that most parts of Mongu town were affected and that riot police had to fire teargas canisters.

He said youths were running battles with the police as youths chanted slogans of forward forward and we want change.

And Mazhandu Family Buses Limited has announced the temporal suspension of bus services to the Southern Provinces after riots broke out.

“We wish to notify our esteemed passengers that the buses to and from southern province have been temporarily cancelled due to riotous behaviour currently being experienced in some towns along this route. However, we expect to resume as soon as the situation normalises. Advance tickets that were purchased for this route remain valid, we regret any inconvenience this may cause,” a statement read.

HH confirms UPND will petition President Lungu’s re-election

190

UPND President Hakainde Hichilema has described the re-election of President Edgar Lungu as a coup on Zambia’s democratic process.

Mr Hichilema said the will of the people has been changed in an illegal and undemocratic way.

He has since announced that the UPND will file a petition in the constitutional court to challenge President Lungu’s victory.

Mr Hichilema disclosed this during a press briefing this evening.

“Firstly we wish to thank our supporters from the bottom of our heart. We are truly grateful for your support, hard work and dedication throughout the election period. Today the PF has effected a coup on Zambia’s democratic process,” Mr Hichilema said.

“The will of the people has been changed in an illegal and undemocratic way. We submitted evidence before the declaration of the results regarding the gross irregularities that have taken place,” he said.

Mr Hichilema said in any free, fair, transparent and democratic system this would have been enough to prompt a recount in the affected areas but that Zambia no longer operates that way.

“The ECZ has taken the decision away from the people. Zambians made their decision on Thursday. That decision has not been respected. During these delays the PF have acted with impunity to change the result,” he said.

Mr Hichilema said the UPND team endured countless obstacles and perversions of democracy throughout the campaign period and that it cannot now accept the manipulation of the vote itself.

“That is why we will not accept the result. We will be launching a Constitutional Court petition on the basis of the evidence we have collated and presented to the ECZ,” he said.

“As the Constitution sets out, once we have launched our petition then there must be no inauguration until the matter is settled in the court. This is according to a provision in the new Constitutional Amendment Bill that Edgar Lungu himself assented to just a few months ago.”

He said the independence of the ECZ has been compromised, after coming under pressure from the PF.
“We will now place our faith in the Constitutional Court, in the people of Zambia.”

He said the grounds on which the party will launch the petition are many, but they include the withholding of G12 forms from UPND’s polling agents in order to enable tampering with the results in favour of the PF.

“Without authenticated certificates for the stations there is no validity in the totalling process. The ECZ itself acknowledged this fact, agreeing to a verification and recount of votes in Lusaka district and the formation of a task team to oversee the process just yesterday afternoon, before the decision was later reversed under pressure from the President Lungu,” he said.

Mr Hichilema also cited the intimidation of party agents at polling stations during the counting process, whereby PF supporters physically kicked them out before having uncontrolled access to the ballot boxes.
“Discrepancies in the vote count and the result issued by the totalling centre, for example the case of the 14,039 missing UPND votes in Kanyama that were later found in the bin. Once these were input our vote went from 17,985 to 32,024. Even after this, however, the ECZ announced a figure of 30,892. We are compiling a list of other such instances to present to the courts.”

“Instances where a higher number of votes were cast than registered voters. For example, at Kamanga polling station in Munali constituency where there were 714 more votes cast than registered voters. The discovery of pre-marked ballot papers outside of ZAF HQ in Lusaka as late as Sunday morning,” he said.
Mr Hichilema said the UPND has specific evidence of gross irregularities in a number of constituencies, including all of the Lusaka urban constituencies, namely Kanyama, Munali, Chawama, Mandevu, Lusaka Central, Matero and Kabwata.

“If we fail to stand up for our democracy today then we undermine our prospects for peace and development in the weeks, months and years to come.”

“Finally, we call on Lungu to stop brutalising our supporters. Across the country’s markets, bus stops, taxi ranks and their work places our supporters have been victimised. This must stop right now. Zambians have a democratic right to vote for a leader of their choice. We will not return to a one-party state. We have come a long way and now is not the time to give up. We don’t give up,” he said.

“To our members, our supporters and our sympathisers, I thank you once again. I am asking you to remain united. I am asking you to hold each other’s hands and support one another because we need you now more than ever.”

Riots have broken out in most parts of Southern Province following the re-election of President Edgar Lungu.

Shortly after the declaration was made, some UPND supporters took to the streets of Choma burying tyres and blocking roads in protest against Mr Lungu’s re-election.

Hours later the riots spread to Monze, Magoye and Livingstone.

In Choma riot police have been deployed and teargas canisters fired to disperse the protestors.

They say the election has been stolen from Hakainde Hichilema by the Electoral Commission of Zambia.

Some interviewed said they have suffered enough and will not allow another election victory to be stolen.

Some market stalls in Monze and Choma of Southern Province have been gutted by protesting residents following the reelection of President Edgar Lungu.

Southern Province Commissioner of Police Godwin Phiri, who confirmed the development yesterday, said the police were on the ground to control the situation.

The Southern Province overwhelmingly voted for Mr Hichilema in Thursday’s elections.

Stanbic Bank expects Zambia to seal an IMF deal by December

Standard Bank which operates in Zambia as Stanbic Bank says it believes that Zambia will sign up to a financing deal with the International Monetary Fund as early as December 2016.

In a note to investors shortly after President Edgar Lungu’s re-election, the bank said with the PF win, most of the groundwork has already been laid.

“In preliminary talks with the IMF, Zambian authorities indicated that a deal in the region of USD1.2bn was in the pipeline. Earlier in the year the IMF indicated that its discussions with Zambian authorities were “to lay the groundwork for rapid action toward a Fund program following the Aug elections.” We thus believe that an IMF deal could be sealed as early as Q4:16,” said Samantha Singh from the Bank’s Research Unit.

“Of course, it is worth recalling that the government initially aimed to reduce the fiscal deficit to 3.8% of GDP in 2016 from a deficit equivalent to 8.3% of GDP in 2015, without the help of an IMF program.”

She however noted that sticking with that commitment proved challenging arguably on account of the pending elections this year adding that the 2016 deficit is likely to be 9.3% of GDP.

Ms. Singh said the administration will probably become emboldened by the election results, making it likely that it would adopt an aggressive, yet credible, fiscal consolidation path.

“If we are correct, such an IMF programme should boost confidence in Zambia not least because it would most likely commit the authorities to fiscal consolidation at a time when monetary policy is already tight,” she said.

Ms. Singh said additionally, the combination of tight fiscal and monetary policy would probably restrain unproductive imports, engender a narrower current account deficit and provide some support to the Kwacha.
“USD/ZMW, which was around 10.5 levels this morning, is likely to test 10 soon, before a slow march to the 11 level resumes. Domestic yields to ultimately compress while Eurobonds should benefit from the prospects of an IMF programme,” she said.

“Fiscal restraint under such an IMF program should also slow down net domestic issuance of government paper, and probably pull down yields at the long-end of the curve, making duration attractive. However, the market is likely to wait for evidence of a sustainable cut back in domestic issuance before yields compress significantly.”

She however noted that the external sector looking brighter saying despite a challenging global environment and domestic electricity supply challenges at the start of the year, copper production has held up so far this year.

“Additionally, the mining tax regime has become relatively stable, and a further sustained decline in copper prices appears less likely. According to the Chamber of Mines’ data, Mopani Copper Mines produced 21.2k MT in H1:16, which represent a 58% y/y decline as most of its mines remain on care and maintenance.”

She said it is unlikely that this pause in production will dramatically affect 2016 output.
“For the country as a whole, the production losses in the large operations have been offset by increase in production at Kalumbila and there are other the expansion projects going on in some of the other large producers. Hence, we expect copper production to increase to about 760k MT this year from 711k MT in 2015.”

“On the electricity front, we expect better rainfall and additional capacity in H2:16. The120MW Itezhi Tezhi power station was commissioned back in Mar while 150MW of the 300MW coal fired Maamba project was commissioned this month. All these suggest that copper production and exports, both in volume and value terms, will rise further in 2017,” she said.
