Police are determined at all cost to ensure law and order – Inspector General Kanganja

Inspector General of Police Kakoma Kanganja said he deeply regrets the loss of life that occurred yesterday during what he called unlawful procession by the United Party for National Development (UPND) Cadres.

Mr Kanganja said an Inquiry File in the shooting incident has since been opened.

“The public may wish to know that the United Party for National Development had notified the Police through our Lusaka Division office of their intended public rally to be held on 8th July, 2016 in Chawama. However, due to security concerns the conveners were called and advised that they should not proceed with the rally,” Mr Kanganja said in a statement.

“They were further advised to consider an alternative date for their rally. Regardless of this, the UPND decided to ignore the advice, instead they opted to mobilize themselves and carried out an unlawful procession starting from their Secretariat Offices along Provident Road in Rhodespark through Church Road into Cairo Road then Kafue Road up to Kamwala Shopping area.

During this process, public order and peace was disturbed by way of harassing motorists and members of the public.”

He said five female Traffic Police Officers who were controlling traffic at Freedom Statue were also attacked by the same UPND Cadres who attempted to grab a Police radio and in the process injured them.

“One mobile phone and five Police head dresses were grabbed from the Police Officers. More Police Officers rushed to the scene and ordered them to disperse but instead the Cadres attacked the Police Officers. The Officers fired tear gas to disperse the unruly Cadres, but they continued attacking the Police using different types of missiles. The situation became very volatile and Police started firing rubber bullets at the mob to contain the situation. The Cadres still continued advancing aggressively and in the process, two persons were injured, a male and a female, who were both picked by the Police and rushed to the University Teaching Hospital where upon arrival the female was pronounced dead, whilst the male person has since been admitted.”

He said some Cadres that committed various offences had rushed to their Secretariat to seek refuge where Police managed to apprehend them and that so far 22 Cadres have been charged and arrested for Unlawful Procession and Riotous behaviour and are currently detained in custody and will appear in Court soon.

Mr Kanganja said the injured officers were taken to the hospital where they were treated and later discharged.

“Whilst police regret what transpired this afternoon, Police wants to take this opportunity to again sound a strong warning to all Political Cadres that political violence will not be condoned regardless of their political affiliation.

We still appeal to Political leaders to advise their members to exercise restraint to political violence. Police are determined at all costs to ensure that peace, law and order prevails throughout the nation and we will employ all legal means before, during and after the elections.”

Police shoot dead female UPND supporter in Lusaka

Police in Lusaka on Friday killed one UPND female supporter after they ambushed a group of supporters that were marching on the Central Business District after Police cancelled a planned rally in Chawama.

Mapenzi Chibulu was pronounced dead on arrival at UTH and another male UPND cadre is seriously injured and admitted to UTH.

In a facebook statement UPND president Hakainde Hichilema said Police fired live bullets at UPND supporters in Lusaka yesterday afternoon, injuring and fatally wounding UPND supporters in a tragic incident that will remain a scar on the conscience of our nation for years to come.

That they have been shot for their political opinions reveals the uncomfortable truth we face today that Zambia is no longer a functioning democracy and if we are not careful it will no longer be a functioning state at all.

Our prayers and condolences are with those injured and the families and friends of those who lost their life. We must demand justice. If we do not speak out and if we let ourselves be intimidated further then more of our people will soon suffer the same terrible fate.

We continue to call for peace. Let me be clear, we are fighting for justice through peaceful means not because we lack strength but because we do not want more of our people to suffer at the hands of police officers or PF cadres. If we react in kind then the consequences for our nation would be disastrous.

As we highlighted in our live TV interview yesterday evening, we have written several letters to President Lungu on this subject and have called for meetings with him to resolve these issues. To date we have never had even an acknowledgement, let alone a response, to our calls. We continue to call for a meeting along with other stakeholders.

We met with the Inspector General of the Police yesterday afternoon. We demanded to know why the rally was cancelled so late and on questionable grounds, as if it was a deliberate move to provoke and confuse our supporters. We have also demanded to know why live bullets were being used for crowd control. We are speaking with international media, observers, civil society and many other stakeholders. We will continue to update you.

The sad reality we face is that we have a generation of young people that are hungry, have no jobs and have lost all faith in the state and state institutions. They feel betrayed by the broken promises of the PF Government. The police, rather than protecting them, has become an instrument of attack and intimidation, with no right for self-defence.

We call on President Lungu to quickly condemn the shootings and apologise directly to the families for something that would never have happened under truly democratic and compassionate leadership.

Meanwhile President Edgar Lungu has said his heart is heavy following the loss of life in yesterday’s fracas between the police and the UPND cadres in Lusaka.

“I first and foremost want to express my deepest sorrow to the family and friends of those who lost a life and were injured in the violence today. 50 years ago we fought hard to bring independence, peace and democracy to our nation. For 50 years our nation has lived with peace, stability and freedom. There is no place for this type of violence in our society. I take a firm stance against any sort of violence in our democracy,” President Lungu said in a message posted on his Facebook page.

“Zambians know the kind of leader that I am, and that I am a man of faith that walks with God. I live my life and lead this country with Christian values. In a Christian nation our brother and sisters can never turn to this sort of violence. We cannot let ourselves be led into a crisis by those who wish to instill fear into the hearts of many in hopes of gaining power and control.”
He added, “We are a blessed nation and cannot afford to lose order and take steps back in the progress we have made. I feel for mother Zambia. I pray for peace for all my people, across all provinces. The people of Zambia shall know peace and this shall not escalate further. We will not be led by fear. I call for unity, and end to the violence.”

President Lungu said Police will take stern action against anyone perpetrating to this violence adding that he has faith that the lines of inquiry police have opened will lead to arrest of the culprits.

HH and Dipak mourn Request Muntanga

UPND leader Hakainde Hichilema has described former Kalomo Member of Parliament Request Muntanga as a very dedicated leader.
Mr Hichilema said he has received the news of Mr Muntanga’s death with shock and grief.

“Request will be missed in so many ways. We fought battle after battle alongside Request. He was a prolific debater in parliament as MP for Kalomo Central constituency, and he represented the people of Kalomo and the people of Zambia most nobly. We cannot even begin to think of how the party will function without Request,” Mr Hichilema said.

“In the height of probably the most violent by-election in the history of Zambia in Livingstone, Request led from the front and defied all manner of intimidation to ensure that UPND members campaigned in the semblance of a peaceful environment. We could go on and on eulogizing this comrade because Request did a lot of things for UPND and for Zambia as a country. In short comrades we have lost a very dedicated leader in Request.”

“Go well Request, we will meet again. To his immediate family we would like to offer our heartfelt condolences and encourage you to soldier on to ensure we deliver on his promise.”

And UPND presidential campaign manager Dipak Patel said he is shocked by Mr Muntanga’s death.

“My friend of many years has passed on. It was Request Muntanga who convinced me to come out of retirement and join the HH 2015/16 campaigns. He had a great sense of humour and was a fighter for what is right for our country,” Mr Patel said.

He added, “He provided me guidance on many aspects of the UPND and the campaign. Whenever we needed him he was always available. A friend with whom I spent many years in Parliament will be sorely missed. May His Soul Rest in Peace.”

Mr Muntanga died in Lusaka yesterday at UTH after suffering a stroke.

Zesco seek revenge against Buffaloes

0

Defending champions Zesco United seek a second straight FAZ Super Division win on Saturday in a space of four days when they hosts Green Buffaloes at Levy Mwanawasa Stadium in Ndola.

The rescheduled Week 14 match comes after Zesco beat Red Arrows 2-0 on July 6 to go second on the table and move within nine points of leaders zanaco.

Zesco , who have 31 points, with three games in hand, take on a Buffaloes side they have yet to lose to in league action since 2012 when they were beaten 1-0 away in Lusaka.

The Ndola side beat Buffaloes 2-1 at Levy last July to pick up three wins and as many draws against the Army side in the league.

However, Zesco will also be hoping to get some revenge over Buffaloes who denied them a double last season when the latter beat the former 1-0 in the 2015 Barclays Cup semifinals.

And league top scorer Jesse Were will be looking be part of that act and to add to his 11 goals after netting one against Arrows to move two points clear ahead of Nkana’s Walter Bwalya.

Missing will be midfielder Cletus Chama who is suspended after picking up a red card in Zesco’s 2-0 away win over Lusaka Dynamos on June 22.

Meanwhile, the game will be Zesco final domestic engagement before taking on ASEC Mimosa of Cote d’Ivoire on July 16 in the two sides third 2016 CAF Champions League Group A match.

UPND and Rainbow Urges Zambians to Vote NO in the upcoming Referendum

FILE: RAINBOW Party leader Wynter Kabimba speaks to UPND leader Hakainde Hichilema and his vice president Godfrey Bwalya at joint press conference by various opposition Political Parties among them Rainbow Party,UPND, ADD, Peoples Party, Green Party, UPP and NDP.

Two Opposition Political Parties, Rainbow Party and United Party for National Development(UPND), have urged Zambians to vote NO in the upcoming Referendum.

The opposition Rainbow Party urged Zambians to vote ‘No’ in the August referendum because the constitution upon which the Bill of Rights is anchored is discriminatory.

Rainbow party General Secretary Wynter Kabimba says the amended republican constitution gives the people of Zambia rights on one hand and takes them away on the other hand.

Mr. Kabimba has cited the Grade 12 certificate requirement for elective office as once such provision that discriminates against Zambian citizens.

He tells QFM News via telephone from the Copperbelt that Zambians should therefore wait for a new government that will ensure they have genuine rights enshrined in the constitution.

Mr Kabimba says his party is gaining ground and competing favorably with major political parties ahead of the August general election.

He says people are responding well to the Rainbow party’s ideals and policies.

The Opposition United Party for National Development (UPND) has is urging its members to vote no in the referendum on the Bill of Rights.

UPND Deputy Spokesperson Edwin Lifwekelo says it will be suicidal to subject the Bill of Rights to the referendum in its current form.

Mr Lifwekelo says this is especially that people know very little about the contents of the Bill of Rights.

Mr. Lifwekelo says the party is therefore advising its supporters to vote no in the referendum.

He says the UPND wants to avoid what happened with amended constitution by passing a law which will disadvantage the majority Zambians.

Information Minister Dr. Chishimba Kambwili when he addressed a mammoth rally at President’s Park in Kasama today. The Minister is in Northern Province to conduct a series of public rallies to explain government programmes.

Chief Government Spokesperson Chishimba Kambwili has urged Kalulushi residents not to vote for an independent parliamentary candidate in the August 11 polls.

And Dr. Kambwili has challenged senior party officials in Kalulushi working with the independent candidate to leave the PF.

Dr. Kambwili said the PF has credible candidates that will deliver development to the area.

He says PF candidates Kampamba Mulenga and Rashidah Mulenga were nominated by the party to stand as MP and mayor because the party has confidence in them.

Dr. Kambwili was speaking at Chibuluma grounds when he addressed a rally to drum up support for PF candidates contesting the August 11th general election.

And Dr. Kambwili has urged candidates in Kalulushi to work for the people.

He said PF is a party riding on pro poor policies adding that candidates in Kalulushi must embrace everyone regardless of their status.

Dr Kambwili also appealed to Kalulushi residents to vote for President Edgar Lungu.

The Kalulushi seat is being contested by PF ‘S Kapamba Mulenga, Independents Bernard Besa, Kalete Chikabale and Wilson Kasenge.

Others are Evaristo Mwalilino of UPND and Howard Sipemba of the Rainbow party.

Be categorical on your alliance student body tells PF and MMD

The Zambian National Students Union has cautioned PF Elections Chairperson Jean Kapata to stop confusing the electorates with false information in a bid to woo voters.

In a statement ZANASU Vice President Prince Ndoyi said Ms Kapata is confusing electorates with her claims that there is no alliance between the PF and the MMD when it has been reported on several occasions that there is an alliance between the two parties.

“As the Zambia National Students Union (ZANASU) we would like to caution PF election Chairperson Jean Kapata to stop confusing the electorates with false hoods as they desperately try to woo voters to their side.

“We are commenting on the statement attributed to Ms Kapata last evening on ZNBC news, it is very confusing to hear the Elections Chairperson of Patriotic Front (PF) saying the PF is not in an alliance with the MMD when it is all over in the press that the MMD and PF are in an alliance to help the PF presidential candidate survive the 50%+1 threshold. Now the electorates are confused to hear a senior member of the party saying all those candidates standing on MMD must stop supporting the PF President or using the PF president’s face on their posters. These people are so disorganised and we urge them to come out in the open on what it is they are doing,” he said.

He advised the PF leadership and their friends from the MMD to clear the air so as not to mislead voters into voting for falsehoods.

“We are very disappointed with that news item, and for the sake of the electorates it is imperative for the PF leadership and their counterparts from MMD to clear the air so that electorates are not mislead into supporting falsehoods. President Lungu must put his house in order or else risks being faced with a rude shock,” he said.

He added “Finally, it is a warning to political parties that they refrain from instigating and inciting violence and unrests just for purposes of political mileage. If they love this country why are they so trigger happy. The media must also desist from sensationalising stories or else they may set this country ablaze. Let them report facts and desist from creating things that are a recipe for unrest.”

The student body’s concerns comes in the wake of candidates from the PF in a number of constituencies including Munali, Mandevu, Chitambo among others fighting candidates from the MMD who have been campaigning for the PF Presidential candidate Edgar Lungu.

Police deny UPND permit to hold rallies in Chawama and Kanyama

File:UPND leader Hakainde Hichilema addresses Bauleni residents

The opposition UPND have once again been denied permits to hold their rallies in Lusaka’s Chawama and Kanyama Compounds.

Mr Hichilema says the police have come under pressure from PF officials whom he said want to deny his Party an opportunity to deliver their campaign message to the people in the two compounds.

“Once again UPND scheduled rallies in Chawama and Kanyama constituencies in Lusaka for this afternoon and Sunday have been cancelled at the last minute after the Police have come under pressure from PF officials, who are in a clear state of panic as elections draw closer.

“We deeply regret that we will not be able to address the people in Chawama today, or in Kanyama this weekend. During the campaign period political parties have the right to deliver their message and manifesto to the people, and our people have the right to hear those messages. If President Edgar Lungu does not want to campaign or has little to say that is not for UPND to worry about,” he said.

He wondered why the PF are denying them opportunities to deliver their message to the electorates when they claim to have delivered on their promises.

“If the PF feel they have achieved so much during their time in office then why do they feel that they need to resort to such underhand tactics? The PF has seen how the tide is turning in Lusaka Province and their response has been to stop us campaigning at all costs.

“As we have resisted their attempts to intimidate, threaten and even mutilate our supporters they have increasingly resorted to co-opting public institutions, whether it’s ZRA or the Police to deliver partisan objectives. This is unacceptable and the ECZ must quickly condemn such abuse of office,” he said.

Mubanga, Chibwe training with Nkana

0

Power Dynamos duo of midfielder Kelvin Mubanga and goalkeeper Allan Chibwe are training with Nkana at the teams ongoing training camp in Lusaka.

Nkana are in Lusaka for a week-long mid-season camp before the league resumes on July 16.

Mubanga and Chibwe are part of Nkana’s 28-member party who are camped in Saint Bonaventure area in the capital and training from Miller Grounds and hoping to join the 12-time champions during this July local transfer window.

Mubanga left Nkana in January, 2015 to join Power after spending three years with the three-time champions.

Chibwe have been at Power since July, 2015 after finding very little playing time at Zanaco.

Also with the team in Lusaka is striker Ronald ‘Sate Sate’ Kampamba who has rejoined Nkana on a one year loan after modest spell at Egyptian club Wadi Degla whom he joined in January, 2015 on a three and a half year deal that included a short-term spell at Belgium club Lierse this past 2015/2016 season.

Meanwhile, Nkana goalkeeper Charles Mweemba and midfielder Hosea Silwimba have been linked with a move to FAZ Super division debutants Lumwana Radiants in the July local transfer window.

And Nkana are due back in Kitwe this Sunday following their week long excursion in Lusaka.

Upgrade for Kenneth Kaunda Airport on schedule-Sikaulu

Zambia Airports Corporation says the works to expand the Kenneth Kaunda Airport are on schedule and that construction will be completed in 2019.

Corporation Communication and Brand Manager Mweembe said the biggest airport in the country would have a new international terminal, air traffic control tower, rescue and fire services as well as two hotels within the airport.

“Everything is going on schedule and we expect construction to be completed in 2019. An airport is a gateway to any destination, hence we want Kenneth Kaunda Airport to become a hub in Africa,” said Ms. Mweembe.

Kenneth Kaunda International Airport in Lusaka, Zambia, is undergoing a US$360 million expansion project that will see passenger-handling capacity increasing to six million.

The airport currently handles two million passengers annually.

She said the Chinese-funded project is already under way, with the foundation level complete.

Ms. Mweembe said the existing airport infrastructure would be turned into a domestic terminal.

She said one hotel located in one of the wings of the airport would be a three-star facility while the other, to be built outside the airport, would be a five-star facility with conferencing rooms.

Ms. Mweembe said the airport was being expanded to bring convenience to visitors and create direct flights with different markets.

“The new airport will be shaped like an eagle which is the Zambian trademark,” she said adding that the project was meant to spearhead not only economic development in the Southern African country, but ensure tourism growth.

Meanwhile, Ms. Mweembe said the aviation authority was working on additional projects at the country’s other airports, namely Copperbelt International Airport (Ndola) and Mfuwe Airport.

She said construction was due to begin at Copperbelt Airport later this year at an estimated cost of $397 million.

“This will be a green field airport with a new area of construction having been identified and new runways to be constructed. It will also have one hotel outside,” she said adding that the shape of the new airport was inspired by mineral exploration in the region.

Kambwili asks Louise Linton to retract and apologise

Chief Government Spokesman Chishimba Kambwili
Chief Government Spokesman Chishimba Kambwili

Chief Government Spokesman Chishimba Kambwili has asked Scottish Actress Louise Linton to retract her article promoting her book in which she described Zambia as a war torn country with children ravaged with HIV.

In an interview Dr Kambwili said the article and Ms. Linton’s book titled ‘In Congo’s Shadow’ does not portray the true picture of the Zambian situation.

He said he will soon be engaging the Ministry of Foreign Affairs to see how Government can get Ms Linton to apologise to Zambia publicly over what he called misleading articles about Zambia.
Dr Kambwili said it is incorrect to paint Zambia as a war ravaged country when the country is known world over as a beacon of peace.

He said Ms Linton’s write up is simply a fragment of her wild imagination.

“We are very disappointed that the young lady was hosted in this country and she ended up painting a bad picture of our beautiful country in her write up. It is very unfortunate and we will ask her to retract her write up and apologise,” Dr Kambwili said.

He added, “She is a very irresponsible person and whoever gave her that information must apologise to Zambians. That writing is in bad faith and the source is not legitimate, we are extremely disappointed as Government and we will be engaging the Ministry of Foreign Affairs to get an apologise.”

Zambians took to social media to highlight factual errors in Ms. Linton’s self-published memoir about her gap-year in Zambia.

The Twitter storm broke out after excerpts of the book, In Congo’s Shadow were published on July 1 in the British Newspaper The Telegraph.

The hashtag being used is #LintonLies.

In the book, which came out in April, Ms. Linton waxes poetic about her trip to the continent nearly two decades ago.

Ms. Linton later tweeted a short statement in response to the criticism.

“I wrote this book with the hope of conveying my deep humility, respect and appreciation for the people of Zambia and my sincere hope of making a positive impact there as an 18-year-old volunteer in 1999. I speak at length about the country’s incredible beauty and my immense gratitude for the friendships and experiences I had there. My aim has only ever been to honour Zambia.”

She wrote: “I am genuinely dismayed and very sorry to see that I have offended people as this was the very opposite of my intent. “I wrote with the hope of conveying my deep humility, respect and appreciation for the people of Zambia as an 18yr old in 1999. “I wrote about the country’s incredible beauty and my immense gratitude for the experiences I had there.”

Linton’s father, William Hay, today defended her account.

And Linton’s father has defended William Hay has defended his daughter’s account.

Mr Hay who runs the Edinburgh-based family business, said: “As far as I can remember of what she said on her return that was the situation.

“The place was raided. I think the gamekeeper was shot dead.

“They trekked into the bush a bit and I got a phone call when she got to the nearest phone.”

Discussing the lodge and area Linton was staying, he said it was a “primitive hotel” which “was certainly not a sophisticated environment”.

He denied allegations that her book degrades Zambians by painting her as a “white saviour”, saying: “She had great respect for them.”

Mr Hay did, however, suggest that the manuscript of the book was changed by the publisher “and she was not happy with the story”.

He added: “She was really quite disappointed and quite embarrassed.”

Roan Constituency Patriotic Front Candidate Chishemba Kambwili has apologised to his President and members of the PF for the inconvenience that he may have caused in his fight against party council mayoral aspirant Nathan Chanda.

In a statement Mr Kambwili said he has seriously reflected and prayed over their differences and has seen the need to work together as the party and country is bigger than them.

“Thanks s lot my brother Sunday for your timely advise on this issue. I have seriously reflected and prayed over it and indeed we need each other. The party and Zambia is bigger that all of us. Further, this is time to put all our differences aside and concentrate on campaigning for the party that we have suffered to build. If Christ forgave those who persecuted him, who am I not to forgive and forget,” he said.

He also said he is ready to meet Mr Chanda and that he has since invited party youth Chairperson to witness the meeting.

“I am ready to meet the young man and resolve the issue once and for all. I wish to also tender an apology to his Excellent the President for the inconvenience that this may have caused him.

“Thanks Sunday and High Commissioner Emanuel Mwamba for your timely advise. I have since requested the National youth chairman Hon Kampyongo to come to Luanshya to witness the meeting with Nathan.I also unreservedly apologise to all the PF family for my actions. We have the opposition to fight and not among ourselves. God bless the mighty PF and let campaign for the President and the party. I believe leadership is about forgiveness as Christianity requires. Our founding president forgave those you insulted and called him names. Long live PF,” he said.

Mr Kambwili and Mr Chanda have not seen eye to eye after the later accused the his friend of trying to bewitch him in a bid to clear his path to be adoption as Parliamentary candidate on the party ticket.

Mr Chanda who saved as Luanshya Mayor campaigned vigorously to be adopted on the PF ticket as their Parliamentary candidate in Roan constituency something that angered the former MP.
